03:35Welcome to Beyond the Tape.
03:49I'm your host, Mark Bussand.
03:50Welcome to our viewers across Trinidad and Tobago.
03:54Our viewers internationally, our brothers and sisters in the Isle of Grenada.
03:58And I hope everyone had a really good weekend.
04:02It certainly is going to be a short work week, of course, on Friday, Emancipation Day.
04:08So we're just going to go quickly into a couple of newsworthy things.
04:12Of course, earlier today the court dismissed a matter involving
04:16Acting Inspector Mark Hernandez, formerly of sort.
04:22That matter involved misbehavior in public office
04:26Surrounding elements of the Andrea Barrett case in question,
04:32Especially as it dealt with two of the suspects who died in police custody.
04:38So certainly a victory there for Mr. Hernandez,
04:41Who now, of course, will be reinstated at some juncture
04:44Back into the Trinidad and Tobago Police Service
04:46Pending not the completion of this matter, of course.
04:49And also we have in Parliament the discussion of the debate
04:56On the extension of the state of emergency for another three months.
05:01Of course, in the early opposition saying they're not against this extension.
05:07And the Prime Minister also made it clear that this particular state of emergency
05:11And her delivery to the Parliament just before the break at 4.30
05:15Really wasn't to deal with crime, per se, but rather first and foremost
05:20To deal with that national security threat that the Police Commissioner had spoken about
05:25And uncovered this plot by several gang leaders to allegedly execute state officials.
05:33So we're going to obviously be monitoring those things
05:35And hopefully, you know, in the coming hours we will find out
05:38Whether or not, I guess, the state of emergency will be extended for another three months.
05:46And of course today with us, none other than Captain Valence Rambrat
05:49Of the Hunter's Search and Rescue Team.
05:51How were you? How was your weekend?
05:54Oh, we had a very tough weekend, Mark.
05:56But a pleasant good evening to our viewers on Beyond the Tape and TV6.
06:01Mark, we were on our search for the weekend.
06:05One of my friends is missing from the Ottawa District in Miaro.
06:10And he went missing last Wednesday.
06:16And on Friday we launched a search which took us into Saturday and Sunday.
06:21Now, everybody knows him as Beast.
06:24He's a retired popular businessman in the Ottawa District.
06:29And he is a fisherman and also employed.
06:35He was also employed in the oil industry.
06:38And what happened was that he left his van with what we call a straightener, a car repairman.
06:44And the gentleman collected him on Wednesday morning and indicated to the police that he took him to collect his vehicle and left.
06:55And that would have been in what area in Ottawa?
06:58Ottawa and the Vigoes in Agustini Village, Rio Claro.
07:01Right. Okay, go ahead.
07:02So we've launched a search for him on Saturday.
07:06We finished just after midnight because there are hundreds of little oil roads and agricultural roads to check.
07:13And we've come up empty-handed.
07:15So we're asking anybody from the area who may have information to call the 800-TIPS-999-555 or our team at 799-1453.
07:28Because, Mark, the communities of Rio Claro and Riyaro, which make up the southeast part of Trenners, are closely in that community.
07:37And it seems that everybody knows Beast, as they call him.
07:41And they're worried and they're calling down our phones.
07:46And they're just hanging there on the edge.
07:49They want to know what happened to Beast.
07:51So tomorrow we'll resume the search for him in the area.
07:55And we're working very closely with the police on this case.
07:59Right.
07:59And I know there's another gentleman also outstanding.
08:04I think it's Parag Dean.
08:05Parag.
08:06Parag.
08:06All right.
08:07So this is on Tuesday.
08:08I'm on last day.
08:10I was here.
08:10I said we were going into the Beach District.
08:13So, Jack, this Parag Dean remains missing from the Beach District.
08:18He suffered from Alzheimer's and he wandered away.
08:23Now we've spent a lot of time using drones and other pieces of equipment and foot patrols, vehicle patrols to try to locate him.
08:34We've been unsuccessful thus far.
08:37But the police canine unit is supposed to be in Beach today trying to, you know, use the cadaver dogs to see if they could come up with anything.
08:45We're working closely with Sergeant Rhyme at the Beach Police Station in an effort to locate him.
08:53Now we're hopeful that both gentlemen in that, well, in that proximity.
08:58Those are both in Southeastern.
09:00Yes, very, very.
09:00I mean, in terms of distance, not that far.
09:03Not that far.
09:03And, obviously, if anyone has information, we are imploring you to contact the nearest police station or the Hunter Search and Rescue at 799-1453 or, of course, 800-TIPS or 999 if you have any information on those missing men.
09:21All right, so we have a video that apparently was sometime today, it had to be earlier today, in the Gonzales area.
09:30It popped up of an arrest happening by the police here.
09:37And they were attempting to make an arrest.
09:40You see, even the dogs are caught up in the middle of all this commotion here.
09:46And I know that there are certain parameters.
09:51Resisting arrest is obviously a charge to start with.
09:55And if the person or persons seen here was accused of anything and they needed to go and check and so on, you know, the proper procedure would be to come quietly with the police and not fight the police or in any way try to, you know, create a disturbance, Mr. Ambrat.
10:18Yeah, I agree with you fully, Mark.
10:21I think every effort must be given to police officers.
10:25Give them their space.
10:27Give them their respect when apprehending persons.
10:32And please do not get involved.
10:35The police will have conversations with other people in the area.
10:39But when they are executing, please respect this space and to remember that it is against the law to violate that space in which the police is operating.
10:51And you could be charged.
10:54And just stay away.
10:56And I'm looking at it, Mark.
10:58You have enough police officers who would remain and engage the residents in the neighborhood and give them a hearing.
11:06Yeah, and I see that they're having a conversation with the other officers with persons who obviously you don't know and say no cases, sorry, you do not know why they have this person in custody.
11:20You might think you do if they have acting on information.
11:24And we're not trying to defend anybody here, of course.
11:26But there are certain protocols that must be observed.
11:29And if the police have information and they say that they are coming out to arrest you, you know, during the state of emergency,
11:35if there's a suspicion of something, they can come and arrest you without a warrant.
11:40And as you said, the state of emergency gives them that flexibility.
11:44Once they follow precedent, they do everything within accordance.
11:47They're low.
11:48And each resident there has the right to go to the police station and give a statement, if they wish, defending the rights of the person who was apprehended.
11:58And this is what we call civility and the rule of law, and that is why we subscribe to the rule of law in our country.
12:07Exactly.
12:07All right, just switching gears a little bit here, we have a media release involving a former employee of the Ministry of National Security,
12:16apparently placed on $450,000 bail after she was charged with embezzlement by a public servant contrary to Section 18 on July 27th.
12:28The officers of the First Squad arrested Kivita Maharaj, a former cashier assigned to the Ministry of National Security.
12:36And what happened was that during an internal audit conducted by the Ministry,
12:39it revealed discrepancies in financial records between January 2023 and September 2023.
12:46It is alleged that during this period, Ms. Marat falsified official records and misappropriated approximately $718,000 intended for the Ministry of National Security.
13:01Of course, this formal report was made to the First Squad, and acting Corporal Saunders was appointed lead investigator.
13:07And the historic investigative efforts were supported by a team coordinated by Senior Superintendent Jackman of the Fraud Squad,
13:15Superintendent Latchman Assistant, Superintendent Thomas, and Sergeant Hamilton,
13:21which culminated in the arrest of Ms. Marat in the Sangi Gandhi District on July 24th.
13:29So definitely, you know, diligent work.
13:32Yeah, excellent work by the TTPS to, you know, look at it as a 2023 matter.
13:38Yes.
13:39But, you know, there's a saying, eh?
13:41The police take their time, the wheels of justice will turn slowly,
13:46but, you know, they will eventually get to you and to commit this type of crime,
13:51where public funds are misappropriated, really, as a public servant,
13:56you ought to know that there are paper trails properly kept at all times.
14:02I know usually these kind of white-collar crimes are very, as I said, it's slow,
14:06but because I know we were talking with Inspector Francis on Friday from the Fraud Squad.
14:10Right.
14:10But it takes a lot of work.
14:12I know, a lot of work.
14:13A lot of work.
14:14As I said, a lot of paperwork, a lot of things you have to go back and analyze and so on.
14:18So it's not an easy process to say, somebody stole this and we should arrest them.
14:22You just lock them up.
14:23It's a tedious process, meticulous, and they have to be careful in collecting evidence
14:30that they could put before a court for prosecution for the person to be prosecuted.
14:36Evidence is critical.
14:37Critical.
14:38And that is what takes the time.
14:40Yes, and crucial.
14:41Yeah.
14:42All right, let's take a look now at our SOE figures.
14:46Day 11, I presume.
14:49Yes, it is.
14:50Day 11.
14:50Number of operations, 830.
14:54Priority offenders targeted, 319.
14:575,153 searches conducted thus far.
15:01Traffic operations, 449.
15:03Total persons arrested, 349.
15:07Traffic offenses detected, 2,575.
15:10Firearms recovered, 19 pistols, 9 revolvers, 5 shotguns, 3 rifles, and 2 air rifles.
15:17Ammunition recovered, 298 rounds of 9mm, 30 rounds of 12 gauge, 16 rounds of .380, 132, 5.56 rounds, 27 rounds of .38, 16 rounds of .40, 7 rounds of .357, and 17 rounds of .45.
15:36So you're looking at a substantial amount of firearms recovered during the short period of the SOE, and as the SOE continues, the state of emergency, you will see the priority offenders, you know, more arrests being taken place.
16:00You know, I've been a supporter of the state of emergency, right, because I think, you know, we see the results there, and it's very, very important.
16:12But, you know, keeping in mind that this one was called, because, you know, the prison system was compromised, it is stated that it was compromised, and we continue to see action being taken in that regard.
16:27Yes, indeed.
16:28All right, let's take a quick look now at our headlines.
16:30All right, let's take a quick look at our headlines.
17:00So those are some of the headlines over the last 24 hours, and I know you just wanted to touch on a recent matter involving the two young men who were kidnapped last weekend, obviously escaped from the captors in the Valencia area, yeah?
17:13Right, in the Valencia area, and then also to include Sati Karim and it as well, because we saw these two kidnappings, they took place.
17:24And, you know, the commissioner has been saying to the criminal element that, you know, you be careful, because we are going to be coming at you.
17:34I have a bias for the anti-kidnapping unit.
17:36I know their potential.
17:37I know they're hardworking, and I know they get the job done.
17:40And I just wanted to say, excellent work done by other units, but as I say, we have a bias for the anti-kidnapping unit.
17:48They perform well.
17:50And so Sati was, you know, that whole situation that took place in Rampanalgas.
17:58Yes.
17:59Excellent police work.
18:00And we are happy that she was safely released.
18:04That's where she was.
18:05That's where she was.
18:06Captivity in Rampanalgas and took with this beach house here.
18:09Which seems to be abandoned.
18:11Yes.
18:11Right.
18:12And then in the two guys' case, Ryan Singh and Lachman's case, I think they worked well.
18:20The boys were very, I followed the story, and they said that, you know, there were five kidnappers involved.
18:30Two were detained during the kidnapping.
18:33Two fled.
18:34They were left with one kidnapper, and they fled and left that kidnapper there.
18:38This would have been the dirty area, the road.
18:41Yes, this is the dirty area.
18:42And this is San Pedro Road.
18:45Mark, and listen, you have San Pedro Road.
18:48You have San Pablo Road, we've conducted searches in these areas.
18:53And, you know, these areas need a little cleanup in terms of, you know, how it looks.
18:58And, you know, the criminal element is in there.
19:02We know that.
19:03And so kudos to the police on the results for these two, three kidnappings.
19:10And I continue to endorse the words of the police commissioner.
19:14You know, please, if you're planning one, you will run into a brick wall.
19:19And you saw in the ramp and all gas case, two were unalived, right, during that case.
19:29Well, Commissioner Guevara has made it abundantly care to all criminals.
19:33Surrender to the police.
19:35Don't try to shoot at the police.
19:36Don't try to oppose them.
19:38Do the right thing, of course.
19:39You know, that's a hard thing to tell a criminal to do, right?
19:41But we are confident and we are happy that those young men were united with their families.
19:49And a special good afternoon as well to Ms. Karim, if she's listening.
19:52We are happy, like the rest of the citizenry, that you are back home in the arms of your loved ones.
19:58All right?
19:59So we're going to take a short break, and we'll be back after this break.

22:34Welcome back to Beyond the Tape.
22:45I'm your host, Mark Besson, joined today by Captain Valence Rambarat of the Hunters Search and Rescue Team.
22:50I know you're going to take us through the missing persons update for the month of July.
22:54Right.
22:54So, Mark, for July thus far, we've had 36 reports of missing persons and, um, we have, well, earlier this morning was 13 who remain unaccounted for, but on our way of, um, we were able to account for one person.
23:10So, I'll go through the list with you, and if you have information which could assist in, um, finding these missing persons, please contact your nearest police station or call us at 799-1453.
23:26So, we still have, um, Christina Kato.
23:29She was, um, reported missing by the Children's Authority.
23:33We've known Christine since she was four years, uh, Christina since she was 14 years old.
23:39And, um, she still has to report to the, um, home in which she was when missing.
23:48So, please, Christina, you know us well.
23:51If you're hearing me, you know me well.
23:53Please, um, do the right thing and go back to the home and be safe and let us know what's going on with you.
24:02And then we have Nicholas Street.
24:04Now, Nicholas is age 44, um, Mark and, um, he's from the Moorba area.
24:09One of the reasons we're not pursuing his case too much is, one, we have lack of information, and secondly, we have information where he may not, Ham may not have come to him.
24:21But still, we need to locate Nicholas Street, and Nicholas, we're asking you to please try and get in contact with your family if you're missing you.
24:30And similarly, with, um, with, um, with, with, with Gaspar, um, Henry, uh, we believe Ham has not come to him, but he needs to contact his family and indicate to them that he is safe.
24:45And also to indicate to the Arima Police Station that you are safe, Gaspar.
24:50And if you could assist us, members of the public, please try and give us a call at 799-1453.
24:59We need to find Gaspar.
25:00Um, Isaiah Regis is someone who is a repeat runaway offender, and, um, we believe he is safe somewhere in the Digomatin District.
25:14Um, however, thus far, we're unable to make contact with him.
25:19His parents are very worried.
25:21And he was also placed in a home in the Tanapuna District, and it is there he ran away from.
25:29And next, um, we have...
25:34Oh, Chauvin was found, and the Point 14 police station contacted me.
25:40Sergeant there, we, she was very, very kind, and, um, she called immediately, and she said,
25:46you know, that Chauvin has been accounted for, so we're very, very thankful for that.
25:52This is one of the cases when you see a female age, 37, um, who has gone missing.
25:59You know, you tend to raise the red flag a bit, but we are so happy to know that, um, Chauvin is now finally safely home.
26:08Mahindra Daniel, we've dealt with him before.
26:11His mother has been calling me continuously.
26:13We've, we've, we've, we've, know he is in the Komoto District, and it is just for Mahindra to find his way home.
26:21Hopefully he's safe, and we haven't been able to, you know, contact him.
26:27Yes, Mahindra, come on, stop having your mother worry so much about you.
26:31Um, you really need to come home.
26:32If you're in the Komoto District, you're not far away from home.
26:35And it's not for the first time.
26:37So, you know, he didn't learn his lesson.
26:39Mahindra, there is not a, a nice place to be at age 16.
26:4216, please return to your mommy and come under her care and attention and learn to, you know, to obey her and, and, and, and, and, and follow, follow her instructions.
26:55You will have a good life later on, Mahindra.
26:57And then we have, um, Dilan, uh, not, um, she, again, from the Children's Authority, and she has not been located thus far.
27:07And she was seen quite, last seen quite in the Moruga District.
27:11Right.
27:11So, Dilan, please return to your home, um, where, you know, you, you are needed, and you have a little time again to spend there, and the work with you is, has not been completed.
27:24Um, Rishma Puran continues to be missing, and this is one which has been red flag marked, um, since the 12th of, um, July, she has been missing from her home.
27:38Yeah.
27:38Um, and we've completed a few searches for us in the Endeavor District.
27:44However, latest information we have is that she may have gotten into her vehicle.
27:50So, if anyone knows Rishma and you know of her whereabouts, um, we need to work with the police, um, closely to find her.
28:00And, um, please call her nearest police station, or 799-1453.
28:07And, um, so next on the list, Mark, we have, um, we dealt with Jack the Sparrow earlier.
28:15And, um, hopefully, you know, with the efforts of the dogs, the canine unit there today in Bish, and, um, the efforts of the residents there, you know, we will wait and see whether anything was located today.
28:26Okay. Um, Isaiah Lake, um, went missing from the Pinto area on the 14th of July, and we've not heard from him since.
28:38Both him and his vehicle and Nissan Cube, um, has been missing, and, um, I'm in contact with his mother, and, um, there has been no word on his disappearance thus far.
28:52But this is a red flag.
28:54Yes.
28:54All right, and then we have, uh, I don't know where my phone is.
29:00Right.
29:00Lincoln Charles.
29:01So, we got this one, Lincoln Charles, age 81, from the Morvart District.
29:06Now, we had contact with the family here, and at age 81, you know, it could be Alzheimer's, dementia.
29:14He would have walked away and cannot find his way back home.
29:17Yeah.
29:17Hopefully, we're hoping and praying, because this case came late to us, that, um, Lincoln is out there, you know, somewhere around, and, um, we could still find him.
29:31All right?
29:32And then we have, uh, the last one, not the last person.
29:36The, we dealt with this earlier, this, um, please, if you, uh, Ottawa, Meara, and a lot of people from the area has been calling us, and where they spotted him last, and that, I think.
29:50There's a great interest, Mark, in this case, down in Southeast Trinidad, um, because, as I said, he's very popular.
29:58So, call the Meara Police Station, call 800-TIPS-999-555-799-1453, if you have any information on, um, Keardo B's gun pack.
30:13Mark, nobody knows his first name, until now, you have had a friend, and you didn't know his first name.
30:20He's so popular, he's known by his alias, right?
30:24And then, of course, um, so, these are the missing persons we have for July, thus far.
30:31It's quite a lot.
30:32You have Emmanuel Robinson.
30:33Oh, yeah, we have Emmanuel Robinson from Sandy Grandi, and our teammates from up there, they're working on this case.
30:39This is quite recent.
30:40This is just about two days ago.
30:41Two days ago.
30:42So, I get an update from them on the way, on the way.
30:45What was the, what was the detail surrounding?
30:47We don't have it as yet.
30:49Okay.
30:49Our teammates from, because we are a team in geographic locations.
30:53Right.
30:54So, for today, they have not been able to update me on the circumstances of him going missing, and I know by tonight, they will do so.
31:02All right.
31:02So, we're hopeful that within the coming days, of course, some of these persons will be located.
31:08Yeah.
31:08And more or less found in good spirits and in good terms.
31:13And as you said, there are a couple there that are, you know, there are red flags, of course.
31:17Yes, some red flags.
31:18You know, of concern, but we're still hoping for the best, yes?
31:21Yes.
31:21Yeah.
31:22So, Mark, normally what we do is that we have a priority, we have a priority listing.
31:26Once we know, feel harm has come to someone, we put that on the front burner and deal with that immediately.
31:33So, you know, the others who, for some reason, they would have wandered away or gotten lost or teenage run away or run away.
31:42You know, we pushed that to the back burner and we were closely with the police, you know, in the districts and the anti-kidnapping unit to try and, you know, sort the red flag ones out first.
31:53All right, so just want to remind you of the numbers to call, 623-1711, extensions 1996 and 1997.
32:04We're going to take some of your calls when we get back from this break, so stay with us.

34:31Straight Off The Bat, Mondays at 8.30 p.m. on TV6.
34:35Brought to you by the Bankers Association of Trinidad and Tobago.
34:48Welcome back to Beyond the Tape.
34:49I'm your host, Mark Bussan, joined today by Captain Valence Rambarat from the Hunter's Search and Rescue team.
34:55And I know this is your favorite segment.
34:59Voice of the People, we're in San Juan still.
35:02Let's go.
35:02So, I just wanted to get your memories.
35:32questions about school violence and bullying as it is happening now in schools across Trinidad and Tobago.
35:38Well, the rumors that I've been hearing about with school kids getting suspended and stuff like that for the school violence,
35:46I think, personally, in my opinion, I think that it shows like a better example.
35:52Because things like how it used to be before, where you used to get disciplined and stuff like that.
35:59It's just like getting a little out of hand.
36:01And sometimes it might not be the child itself.
36:04It depends on the type of household they're into as well.
36:08So, that is just, you know, that character, they just come out at school, we're not supposed to.
36:15At school, it's a place to learn, you know, have fun, creativity and stuff like that.
36:20But with this fighting thing and people, kids getting injured and you also tell us, it's just too much.
36:27The only thing to my knowledge, why this is going on out here, first to begin, the cell phone,
36:33enter into the classrooms on them, you understand, causing the children to go astray a little bit.
36:38They're not paying no mind on the book, what the teacher teaching them.
36:41Well, school violence comes, well, it starts from, well, parenting and then again, where your parents, teacher at home,
36:48when you leave your door, there's a difference with the public and the assembly that they meet in school.
36:55Why is like a bunch of friends and, you know, all of you know the rules and the regulations.
37:01It's easy to be carried away in this modern time with the youths and them.
37:06Yeah.
37:06You know, so, no matter where your parents know, some people want to blame the parents.
37:10And put all the blame on the parents, but it doesn't be so.
37:14Well, to me, it's more about the influence, who influencing the children, who influencing them,
37:19who are examples they have, you know.
37:21It's more than because, you know, that way they stem from, you know, what they're seeing, they're going to practice.
37:26And if they're seeing respect and order and they're sitting down with their discipline on their daily,
37:30they're going to go practice, you know.
37:32I really don't like it, but it all begins with, like, with the parents at home,
37:36children, teaching, learning the children about growing up manly.
37:44And I find this bullying thing, they should, it's got out of hand now.
37:48So, there's a station, some officers, some jeeps, some police jeeps, or something like that.
37:56Every day, between these four hours' time, so you get to learn as they go into the school.
38:02And, you know, some, they have, they have, like, how do you call it, surveillance holder.
38:07Voice of the people, Captain.
38:16Well, Mark, I found that the young lady you interviewed was well-spoken,
38:22and she was very thoughtful about the entire thing.
38:25She said clearly, you know, that, you know, there are disciplinary measures at schools,
38:33but she find that the fact that the school violence has become out of hand,
38:38an example must be set, and she's quite correct.
38:42And the other gentleman who said that, you know, you talk about the influence at school.
38:49So, sometimes in homes, you have one type of child living there,
38:56a child who is obedient, you know, doing all the right things.
39:00And then, if you study group dynamics, right, Mark?
39:05And now they are placed in another environment without the parents, without the aunties, the grandmother.
39:11They have a new grouping to deal with within the school system.
39:15And there is a little competition inside there for leadership and who, you know, who is good and who is not good.
39:22And the group dynamics in the school situation could lead to, you know, what we need called peer pressure
39:29and could influence them to do the wrong thing.
39:33And that's another issue that schools are familiar with in Trinidad and Tobago.
39:41Now, the other gentleman spoke about, you know, the need for police, and I think that is important.
39:47But, you know, a school is supposed to be an oasis, a sanctuary, and you don't really have to patrol a sanctuary, right?
39:55What we want to see in Trinidad and Tobago is really a return to the morals and values we had,
40:02and we want to see students engage in meaningful teaching, learning, discussions, and activities to improve themselves.
40:13And this is what it ought to be.
40:16So, I think we, the people who spoke, I mean, they're familiar with everything.
40:22One gentleman spoke about bullying, and that has raised its head in the national conversation,
40:29and that conversation has to continue to the extent that the population knows that we don't tolerate bullying in this country.
40:39Well, I imagine in your times, would you say that teachers have a lot more on their plate to deal with
40:46in terms of the behavior of children in the schools?
40:51As you said, in your days, it was not as predominant as it was now.
40:55And is it even more a mentally taxing, more challenging job now so to deal with and confront this issue of bullying in the schools?
41:05I think, by and large, our school system, the structure is excellent in Trinidad and Tobago.
41:12We have excellent teachers, and teachers come to school fully prepared to teach children.
41:18And when there are distractions with behavior, it impacts on their ability to deliver the curriculum.
41:26And so, being in the system, we've seen school violence grow over a period of time.
41:33And I don't know if you recall that incident in Moruga Secondary, which we had here,
41:38where, you know, the teacher, someone, a student, in all her age was spouting things at the child,
41:46and he had to step in, and he was, things were thrown at him.
41:50We never saw that in the school system.
41:53We saw, you know, minor infractions of the rule,
41:57and there was a discipline matrix which will deal with the penalties associated with that.
42:03But we never saw this level where violence and students becoming injured.
42:09And you remember that video with the, the, the convent down in Vancouver?
42:14Yes, the children were, they were badly beaten and they were charged, right?
42:19So, school, school personnel, they have been calling for this, this, this measure,
42:27for these students who engage in violent behavior and who inflict injuries on others to be charged.
42:33Well, I imagine, too, with, you know, the whole advent of social media and your phones
42:38and all these things online, the Internet, as we say,
42:42those also influences how a child behaves in school and when they interact with children and so on.
42:48And, of course, that advent of social media, they are, as you said, the pros and the cons of it.
42:53Yes.
42:53But, obviously, you know, parents need to be a little more vigilant when looking,
42:58giving your child access to the Internet, social media on their phones and so on.
43:03All right.
43:04We're going to take a short break and we'll be back.
43:06Stay with us.

45:59Stay smart at the Holiday Inn Express and Suites.
46:03Welcome back to Beyond the Tape.
46:20I'm your host, Mark Bassan, joined today by Captain Valence Rambarat of the Hunters Search and Rescue Team.
46:28And, you know, in this program, you know, a lot of people sometimes call in and ask about the FUL.
46:35And this will, you know, so we want you to obviously keep updating them.
46:39Updating them.
46:40And, of course, the numbers to call.
46:42On your screens, 627-5217, extensions 12-410, 12-411, 12-412.
46:52So, if you have any questions, if you need to call them as well, Captain, you can do so at those numbers there.
47:00I know that it's extremely important.
47:02Yeah, we've been getting a number, of course, especially from those hunters who want to procure a firearm.
47:08And we've been sharing the numbers with them and also, you know, giving them up-to-date information.
47:15The whole question of getting your certificate of good character updated because you wanted all documents to be updated before, you know,
47:25and into the firearm section so they could look at it.
47:28Yeah, we did actually have a, I believe it was a form of that call last week, Wednesday, when I believe Sergeant Ali was on and spoke about, you know,
47:37he had applied for a firearm and, you know, time had passed and he wanted to know what was happening.
47:42And, of course, one of the important things that was suggested that you have to have an up-to-date COC, certificate of character,
47:50if you are going to be applying for a firearm.
47:53Even if you applied five years ago, you can't have an obsolete COC.
47:57Because you could have had infractions with the law between the periods, so they would want to see your record.
48:04And I think that is only fair and reasonable.
48:08Yeah, quite right.
48:09So, yes, those are the numbers there if you have any questions as well.
48:14And I just wanted to remind persons in the Tobago area, yes, Tobago, we haven't forgotten you.
48:20If you have any information that can assist the police service, this is the number to call, 631-HELP.
48:27Or 631-4357.
48:33And most certainly, you know, ACP, I think it's Subaru, as well as the senior supervisor here in Tobago.
48:41You remember when Tobago had an explosion of killings last year, early last year.
48:46And I think there was a change in God from around August or September, if memory saves me right.
48:53And since then, the homicides have really, you know, decreased.
49:00And the police are really on the ground.
49:02They're working.
49:02And you've seen a couple of exercises with the Tobago police of late.
49:07Doing their part in that neck of the woods to ensure that citizens feel safe.
49:13So, of course, this is an additional hotline number for those who have any information about anybody involved in any nefarious activities, drug running, gun running, etc.
49:24Feel free to call that nine.
49:26I believe it's a very, it's an anonymous line as well.
49:28And all your information is treated confidentially.
49:32So, I have to take this number because I don't have it, right?
49:35But we've seen a turnaround in Tobago in terms of the homicides and some, and, you know, incidents of crime and commendations to the police.
49:47And, you know, maybe the changing of the guard did it.
49:50And as well as the institution of the SOE, I was in Tobago and frequently.
49:58And we have a fair idea, you know, how the gangs were operating.
50:03And you go to one particular area in Scarborough and you see the guys there.
50:09You see them openly there and you go to another section because, you know, there were some serious shootouts in the Jade Garden area.
50:17Now, I don't need to go there at my age, but I would go with my son and his friends to that area.
50:25And I will tell you, I was scared for a period of time and I had asked them not to visit that area during that period.
50:33But now it's pretty safe and kudos to the policemen there and the work being done in Tobago.
50:40It's just that in Trinidad, we need some more time to get back, to get a sense of normalcy in terms of dealing with crime.
50:48Yes, correct.
50:50All right, so we have a couple of videos over the weekend.
50:53And they're not sightly videos, of course.
50:56Oh, sorry, it's just one.
50:58There was this accident that occurred near the Mosquito Creek, is it?
51:04Yeah, it was.
51:04Oh, this one is Tobago.
51:06My apologies.
51:07I think, Captain, you were telling me about one and one Mosquito Creek.
51:10You can tell us about that after.
51:12But this one is in the El Secorio area here.
51:16My bad, Tobago.
51:17Sorry.
51:18I'm seeing something here on the people.
51:19Apologies, viewers.
51:22Tobago over the weekend.
51:24So, definitely, we're asking people.
51:26You know, always we ask.
51:27We sound like stick records sometimes, eh, Captain?
51:30Yeah, but we have to keep reminding them.
51:32Yes.
51:32Because that's the only way people, you know, change their behavior.
51:36It is said that, you know, once you input something in your brain and there is something taking place there.
51:45And, you know, that is what changed behavior.
51:48So, we have to continue to talk about it.
51:50These accidents we're seeing are very serious.
51:54I mean, we're seeing vehicles being torn apart, cut in half on the side, on the hood.
52:01And it's really about reckless driving, dangerous driving, bad driving, driving under the influence of alcohol.
52:12You know, your vision being impaired.
52:15For whatever reason, these are the causes of these accidents.
52:20And I was on a search mark on Saturday.
52:25We completed that search at quarter past 12.
52:28I would have gotten home late.
52:30And when I went on social media, the first thing I saw was a carnage that took place, a vehicle carnage that took place on the Mosquito Creek.
52:38And I was saying to myself, you know, these things are happening too often.
52:45People are, you know, getting injured and they're losing their lives.
52:50And life is important.
52:52It must not be easily thrown away.
52:55Yeah.
52:56You know, I felt sorry when I saw it.
53:00And it was something that I, you know, viewed before going to sleep.
53:04And it affected me.
53:06Yeah, certainly, you know, it's very disturbing.
53:08You know, sometimes you get up and you see these horrific accidents, people losing their lives.
53:13And you're right.
53:13You talk about dangerous driving, speeding and so on, and also driving under the influence.
53:17And you would have seen in one of the media releases we showed earlier, the headlines, sudden evasion had an exercise.
53:23And there were people, quote, for various offenses, of course, driving under the influence.
53:29Okay, we have a caller on the line.
53:30Caller, good evening.
53:33Yeah, good evening.
53:35Good evening, sir.
53:36Good evening.
53:36This sounds like Guaya Guayari.
53:38Am I right or wrong?
53:40Yes, certainly.
53:41Guaya Guayari.
53:42Keep stout.
53:43Yes, I know the voice by now.
53:45Go ahead, sir.
53:45So, I would like to make a suggestion that when a child is born in Sri Lanka, the Singaporean is taken.
53:56It certainly makes for easy identification.
54:03And, of course, you still need time to search for somebody to bring up with it when you're doing significant characters.
54:10It may be primarily for a job, a time-sensitive document, like I said, if you have a character, the interview has passed, the job of a two-year has passed, and you're still waiting six months to get your character.
54:26Additionally, the police have always lamented that they want public support, and they're asking for public to, if you see something, say something.
54:36What I have not seen from the police is this public reinforcement and confidential campaign, that is to say, to reassure members of the public, by whichever medium they may take to pass the information, that their identification is not compromised.
54:59So, I would like to suggest that the police go all out on a public awareness campaign, to reassure members of the public, that in giving information, in giving information, you, of course, your identity is held at the highest degree of confidence.
55:16And, of course, it will engender confidence within the general population to assist the police, which will obviously help in the reduction of crime in Trinidad and Tobago.
55:31It's a bit windy down on my end, so if you're barely hearing me, I will list no affairs. Thank you very much.
55:37Kuala, thanks so much. We just have about 25 seconds.
55:41Right. So, Kuala, fingerprints, I support that because, you know, we need that.
55:46Sometimes we find bodies, we could still take a fingerprint and match it.
55:50And the second point you're making, Kuala, continue to encourage the public to support the Trinidad and Tobago police to reduce crime.
55:57And Kuala, from Guayaguayari, I need help to find my good friend Beast.
56:02Please help, look out for any information in the Guayaguayari area, sir.
56:06All right. There we go. Thanks, Kuala, from Guayaguayari.
56:10Of course, you know, there has to have some kind of legislation before we can decide to fingerprint everybody as they're born, right?
56:15Yeah, sure.
56:16All right. Remember, repeat tonight at 11.30. We run tomorrow at 11 o'clock.
56:22The TV6 News is up next, and I'll see you back here at 6 tomorrow. Have a good one.
