02:28Alistair Guvaro
02:30In attendance of course
02:32was now DCP Junior Benjamin
02:36as well as Homeland Security Minister
02:39Roger Alexander
02:40doing the honors there
02:42handing over to the new Commissioner of Police
02:45the number of senior officers attending
02:49during this ceremony
02:52that took place around 4 o'clock this afternoon
02:56and you know, the Commissioner
02:58did thank Acting Commissioner
03:03then Benjamin for his service
03:05and for his answering the clarion call
03:09for leading the TTPS through troubled waters
03:11He said it was time that the Trinidad and Tobago Police Service
03:14returned to being role models in society
03:17and superheroes
03:18He also recognized the former Commissioner
03:22Randall Burroughs for the legacy
03:24he left for him
03:26He told his officers to keep their integrity
03:29and he described that he came from very humble beginnings
03:34but lauded his teacher
03:35who advised his mother to moving to a school
03:37before he was influenced by bad company
03:40He attended the St. Joseph
03:41sorry, the St. Stephen's College
03:43in Princess Tongue
03:45and ever since the career fair at his school
03:48he wanted to be the Commissioner of Police
03:50His first stint was at the Princess Tongue Police Station
03:54and from the Princess Tongue Police Station
03:56he was then recruited
03:58and joined Special Branch
03:59where he has spent all his time
04:02over the last 27 odd years
04:04and he did advise parents
04:07to look after their children
04:08and he made a promise
04:09that if you cannot control your children
04:11we the TTPS
04:13will find them
04:14He said he will address the media
04:16when the time is right
04:17He wants all hands on board
04:20or rather on deck
04:21and he recognized the presence of U.S. officials
04:24and lauded their help
04:26wherever they needed it
04:27So certainly another watershed there

05:11did host their fourth installment
05:14of the elderly abuse national symposium
05:17on Saturday last
05:18It's called Protecting Our Legacies
05:21Empower Elders Prevent Abuse
05:24A Community Response
05:26This year's symposium
05:28brought national attention
05:30to the growing issues of crime
05:32against the elderly in Trinidad and Tobago
05:35underscoring the urgent need
05:37to safeguard their rights
05:39dignity and well-being
05:41The event featured
05:43keynote speaker Jennifer Roos
05:45retired director of the Division of Aging
05:48and there were a number of elderly persons
05:50that have been given
05:51voluntary haircuts and so on
05:54So definitely
05:55we have a lot to discuss

06:49headlines there spoke about young savannah dyer who was found on last saturday in the carlson
06:57area with marks across head and so on and some good news for the family of miss dyer is that
07:07apparently a suspect was apprehended by police last night in the port of spain area in the east
07:15tri river area during an early morning operation last night into this morning rather that was
07:22coordinated by acp richard smith and acp hazel now there's also footage on social media talking
07:30about her last moments and showing her last moments where she was at a bar in barretaria and
07:36incidentally she was accompanied there by friends and during the course of her engagement there with
07:43her friends she later received a phone call and she walked outside and there she met persons in a
07:51black vehicle and then um and she later left but the intention was that she left her purse as well
07:58as her coat knowing that fairly well she didn't i i think she didn't intend to stay in the vehicle for
08:03quite a while or rather the vehicle would have left without her consent um in terms of you know uh you
08:11know and taking her to a place against her will so certainly you know it is good work so far and they're
08:16also trying to uh they're looking for a second suspect in relation to this matter
08:23and the police the police is hopeful within the next uh couple of days we're going to obviously try to
08:31see um we'll keep on top of that as well and hope that you know that second suspect is brought to
08:37justice and detained for questioning with miss dyer's killing all right we're going to take a very

14:31Well, you're rich but you're rich because everybody seemed to be hustling right by this
14:35our taxisant.
14:37And again, all things being equal.

14:43Nice people.

14:45In fact, I went and I did a 50 address.

14:58And then they went straight into the graduation ceremony.

15:04I know you also want to salute the new commissioner that was just recently in the last couple

15:11Well, Mr. Bassan, it will be remiss of me not to say otherwise.
15:15So I really want to salute Commissioner Guvaro for one, being installed as the commissioner
15:24of police, the head of some 7,000 police officers.
15:28We wish him all the best.
15:30We stand ready to support Commissioner.
15:35And we did excellent work as special ranch, senior superintendent.
15:39And we trust as he takes up this new mantle as the COP, the TTP, as head.
15:47Yes.
15:47That it will do justice.
15:49All hands on neck.
15:50I know that we will need the support of the executive, divisional heads, and by extension,
15:55officers on the ground to make sure and promote his policy and to ensure that we continue the
16:00good fight.
16:01So congratulations.
16:02On behalf of all the youth clubs and community police, we'd like to salute you.
16:07And we stand ready in support.
16:09Because that's what it's all about.
16:10It's about support and moving forward.
16:11Most certainly.

16:13You know, it's a new era, I guess, for the TTPS.
16:16And, you know, we just got to give them some time to work.
16:20Definitely.
16:20And he's picking up from his predecessor, acting, well, then acting commissioner, now DCP,
16:26Benjamin, who obviously, you know, he did as best as he could in the time that he had,
16:31the short time.
16:33And, you know, he came in at a very trying time for the TTPS with that incident with
16:38the former commissioner, Lula Haywood, Christopher, and so on.
16:42So hats off to DCP, Benjamin, for holding the fore down as well.
16:45And it's good.
16:46It's good when there's progression, when there's, you know, stability, when you know that,
16:51you know, all isn't lost and the movement of leadership is put in place immediately.
16:57You know, because it doesn't reflect well.
17:00When a leader goes, things collapse.
17:02Yeah.
17:02You must take up the mantle and we must come to you in a good fight in terms of making
17:07sure that Trinidad is a safe one.
17:09So to Mr. Benjamin, good soldier, officer and gentleman, I want to salute him.
17:15Yes.
17:16And on a more serious note, you know, when we opened the show, apart from speaking about
17:21the new commissioner, we did talk about a very serious matter, the elderly abuse that
17:28is taking place in Trinidad and Tobago, not just in homes, but even in institutions that
17:34these persons go, they pay, their family pay for them to be taken care of.
17:41And here we have persons in these establishments that are treating these people like they are
17:48animals or even worse.
17:51And we thank God for people who would report it.
17:55We thank God for people who would use their phone, you know, and make reports.
17:59And that is good because it cannot be by sand.
18:03I mean, just to put it on the flip side of you, you know, you're reaching your 60, 65,
18:0770, you have given TV6, all of your services, you're retired, you know, and you're living
18:13a better life, or unfortunately, your children, they're abroad, you know, and you are there
18:19at home and, you know, you're being preyed on by elements because somebody informed somebody
18:24that you have an old man in his 70s living in your house by himself.
18:27And instead of working with you, instead of saying, let me see how we can help people,
18:32let's see what we can do, come and cut up the aromkuri, why you had cut up, don't give
18:35us a sub.
18:36That is not the case.
18:37This is not what we see.
18:39Even when you find that the LLE going for the grants, the monthly grant, the pension,
18:44you'll find that people are positioning themselves in front of the, you know, whether it's the
18:49bank or some form of transaction.
18:53Imkans, because, you know, there are people who prey on the LLE.
18:58There's a group who feel that they're easy, it's a soft target, and therefore they make
19:03a mint, and therefore that must stop.
19:06And then I'm really grateful for the partnership with the Ministry of the People, Social Development
19:11and Family Service.
19:12They do good work.
19:12They have all the different organizations registered, so you can point to which is legitimate and
19:20which is fictitious.
19:21Yes.
19:22In addition to, there has to be checks and balance.
19:24Even those who appear to be legitimate, unfortunately, it's easy money.
19:29Sometimes they go in the man, the LLE is not being cared for.
19:32Yeah, they're not being fed.
19:33Yes.
19:34They're not being, you know, taking them to the shower.
19:37And these things can really fester over a period of time, and the person becomes, even if
19:44they're ill, they're even worse off than they were when they went into the home.
19:49And we call on people to use their phones.
19:51Make a call.
19:52Let's shut down these places at them.
19:54These people have worked, they have taught in the vineyard, they have given up their service
19:58to try to make all, and therefore all they're asking for is to be cared for.
20:02And therefore, there is a service that we must provide for the LLE.
20:05Yes, certainly, and, you know, I just wanted you to kind of walk us through what is the
20:10LLE abuse strategy that the TTPS would use in cases like this.
20:15Well, in case of community policing, because that is my forte, you know, it cannot be that
20:20you're a community police officer, and you're in charge of U-Clubs, and you have a list of
20:26all the LLE in your home.
20:28That is one of the role and function.
20:30So, in your duty to look at schools and look at Neighborhood Watch Group, you also want
20:36to find out where the LLE are, are they living by themselves?
20:39Is it a case where there's an extended family, the home infrastructure?
20:44Separate and apart from that, we also look at the question of networking with the Ministry
20:49of the People and Social Development.
20:51They assist a great deal in terms of guiding us with these homes and extension, the different
20:59case of whether it's a man or woman and the age and the gender kind of stuff.
21:04Following to that, the police you cover has a responsibility as part of the mandate to ensure
21:11that young people work and develop some kind of initiative for the LLE.
21:16For instance, in my 30 something years, we have done a lot of good work with the LLE homes.
21:23You know, we're going to perform, do a little drumology, a little dance, you put a little
21:27pan, but more than that, we sit down and chat with them.
21:31You know, they talk, they talk about their life, they talk about their public service,
21:34what, you know, what it is, our tax, and let's go on and on, and it's an excellent relationship
21:40where the young people can work and can also provide some kind of service in the LLE.
21:45We also, as a youth club, promote a market that if you need help in hand, somebody to
21:50cut the grass, paint in, somebody to want to do chores, even assistance with youth club
21:56will provide that.
21:57So it is a clear case of we, the one, having an appreciation and understanding where these
22:04people are and what kind of assistance they need.
22:07And we develop what you call a database, and we submit that information monthly to the
22:12secretariat, informing them what kind of work we have done with the LLE.
22:16Young people who are 18 years and over, they are trained to be geriatric.
22:20Right.
22:20So it's not that they're showing up.
22:22So the ministry would send information, do you have young people who would like to be
22:28trained in the area of assisting the LLE, and we provide that service as well, geriatric.
22:32And in addition to, we also work with the Juniorers, and also the Poder Spin Rotary Club, where we
22:40provide wheelchair, we provide apparatus.
22:42Yeah.
22:42Because sometimes they want to be home, and at the same time, they want to be comfortable,
22:48but they're putting themselves at risk.
22:50Because there's nobody yet to follow.
22:52I know that America has gone further in having devices on.
22:56Yeah.
22:57So if you fall, you press.
22:58Yes, yes, yes.
23:00And probably you need to go that way.
23:02But certainly, you know, I guess, you know, as you said, the first world healthcare system,
23:08we really still have a little ways to go when it comes to dealing, especially with elderly
23:13persons in this country.
23:15Yes.
23:16You know?
23:16And that is some of the best practice we look at.
23:19You know, you can go and Google.
23:20One thing about the social media and the global village is that you can go and get some excellent
23:26information and also some tips in terms of how do you care for the elderly, what to look
23:31out for, you know, the safety of the home, you know, the structure of the home, you know,
23:37the steps which will not be always accessible, or do you convert the steps into, you know,
23:42easy accessible in terms of the bathroom.
23:45I think that the elderly worth it.
23:48They deserve it.
23:49Yeah.
23:49You know, after you have given so much to this country, the most we could do is to take
23:54care and ensure our elderly is safe and protected.
23:59We want to appeal to those who may want to go to the bank.
24:03You know, you are working as cameras now.
24:04Yeah.
24:05You know, double-check people posing as ministry officials.
24:10You see the car park, you know somebody home.
24:12But the opportunity and the objective is to find out where the back door is, where the front
24:17door.
24:18You follow?
24:18You know, there's always an ulterior motive.
24:21And we went further in requesting that the neighborhood watch groups play a pivotal role because you'll find
24:29a lot of retirees also in the neighborhood watch groups.
24:32So they will also provide that kind of information that we have to LLA.
24:38Say we have, you know, a situation where there's a gentleman who cannot move, he's confined to a wheelchair, you know, and you have to coax them sometimes because sometimes it's a little challenge, you know.
24:49Yep.
24:50A little challenge.
24:50They don't want to go to the house and you really have to be very innovative and trying to let them know that you're putting yourself at risk.
24:57It's no daddy, you know, this is not what it's about what we want to make sure.
25:01And kind of work with them and ensure that there's a relationship established.
25:05It is not good to have the LLA abandoned and at the mercy of the criminal elements.
25:13So I know that community policing is doing excellent work in that regard and by extension, new club leaders who are looking at how can we bridge the gap between the L and the youth.
25:24And that is one of our initiatives that we continue to promote and market.
25:29Yes, certainly.
25:30Very important contribution there, Gopal Shappity, about elderly abuse.
25:35And we had a really sad situation and a different note this morning in the Gulf City Mall.
25:42Apparently a good Samarathon was trying to assist a driver to fit into a spot and I don't know what occurred.
25:53You see a post has been struck there, but the person was trying to reverse into that particular spot there in the corner.
26:01And the gentleman was standing behind the vehicle and the vehicle, apparently I think it's a Nissan Note or something, a very small vehicle, reversed and rammed him into the wall.
26:15He was taken to the San Fernando General Hospital.
26:18We don't have the identity of him where he later died.
26:21So it's really unfortunate that this gentleman, in doing a good deed, lost his life.
26:29I don't know what happened with the driver.
26:32Did they panic when they struck the post and thinking of pressing brakes when they actually pressed the gas or the X?
26:41Gopal Shappity, really sad.
26:42Yeah, well, it is very unfortunate when a good Samaritan comes by to assist and they die as a result of, you know, and that sometimes dampens, you know, the opportunity to encourage people to assist.
26:58Yes, because it's a situation like that, people say, not me, you know, but we need to let people know that, unfortunately, the gentleman made a good case that here it is, I do a good work.
27:12However, as a result, this minor stuck place, but we need to encourage people to do the due diligence, you know, sometimes the vehicle panic, as you rightly say.
27:21You know, and where you stand between the vehicle and the assistance you're given must be able to maneuver.
27:29You know, position yourself in a way that you could jump, you could make sure that your safety is paramount, and sometimes you are too close to the vehicle.
27:37You want to give action, but you lose sight, you'll go closer to the vehicle.
27:41And therefore, all that is important when you're offering assistance because a vehicle is not only a vehicle, it could be a deadly weapon.
27:48Exactly. Talking about deadly weapons, you know, there was an incident last night in Glencoeer and La Hockette Road, where gunmen, this is what the gunfire sounded like, where two men were shot and injured.
28:03Eight o'clock, and if you look in the distance there on the extreme right of the end, you would see some type of, you know, fire lit up.
28:26We understand that armed assailants in a SUV pulled up outside the house of Mr. Di Cotto, and he was shot in the upper body and arm, and another man, identified as Dexter Duncan, was shot, I believe, in his leg.
28:43Both were taken to the Port of Spain General Hospital, where they had been treated and kept for observation.
28:52We're not certain as to the motive, but police are looking to perhaps some kind of gang territory thing happening in that area as well.
29:02And one of the persons, or one of the targets rather, as was in company with the team of people, might have been involved in some kind of activities.
29:14Well, it goes to what kind of work we do here by appealing to members of the public and the community, if you see something, say something.
29:21Because sometimes you're an innocent bystander, you know, and you get what you call a stray bullet.
29:27And we continue to let people know that a gun, a rifle, whatever, you know, type of ammunition they have, sometimes it is treated around the wrong people and the innocent, faultrated.
29:40So if you have footage, you have information, you don't have to give a name, it will be very helpful in compiling and bringing evidence so that these people will be made an example.
29:53You know, we need to make sure that people are not strangers in their own home, that they are not locked down.
30:00You know, you have to be intelligent as well, but be speaking to people who may have information that will help police in terms of making arrests.
30:11And at the end of the day, the media will see that the public continue to work in concert with the police to ensure that kind of, I'm talking, you know, that kind of rifle you're hearing is high-powered rifle you're looking at, high-powered.
30:24And we need to ensure that that type of service is commended and people do not put themselves at risk.
30:33Because people want to give information, but they don't want to put themselves at risk.

32:36And, you know, we've been talking about vigilante justice and how it's not kosher for persons to take the law into their own hands, but let the police do their work.
32:49We saw some very disturbing videos over the last couple of days.
32:53You know, there was one where, I don't know if the lady would have done something, but regardless, the men and that woman in that video,
33:00we used extreme force against that woman somewhere in the Gasparello area.
33:07So, definitely, we want to encourage persons not to engage in vigilante justice.
33:15And I think some citizens in the Point Forte area, apparently, there were two thieves that apparently or allegedly stole a chainsaw on Saturday last in the Point Forte area.
33:31A group of villagers in that area, Salazar Trace, or residents, rather, they were able to apprehend both suspects.
33:41And then they called the police, suspects both, 24 years of age, from Faisabad, arrested in connection with a report of larceny.
33:52So, good work and hats off to the residents of Salazar Trace in Point Forte.
33:58You did the right thing and you did not take the law into your own hands, but you detained these persons and then you handed them over.
34:06And this is why we could use both comparison, this is lawful, this is unlawful, so that the videos could also seek to educate and let people know how far they went
34:18and that they'd be liable to recharge because, again, it's vigilante.
34:23There's a thin line between making an arrest, citizen's arrest, and when you look at the amount of violence you want to inflict on the individual,
34:33you know, you apprehend them, you hold them, and then you allow the police to come and do their due diligence.
34:39You know, and educating is also paramount because any hit at the moment, you know, you want to deal with this person,
34:46you want to make this person an example, you want to send a message that any criminal element out there, this is what you will get.
34:52And then, lo and behold, you end up before the court.
34:54Yeah.
34:55So you have to be intelligent.
34:56You have to, there has to be a person with any group that says, hey, big man, no, no, no, we're doing this wrong.
35:01Good sense must reveal.
35:02That's right.
35:03Yeah.
35:03And the videos that you speak of is an excellent idea in terms of showing people this is how far you go
35:10and let the police work in concept with you to make the arrest.
35:14So at the end of the day, nobody has no questions to answer.
35:17Yeah.
35:18Yeah.
35:18As you said, you have a duty making a citizen's arrest, but then you hand over to the police
35:24so that they get completely formalities of charging this person, interviewing them, so on and so forth.
35:31And this is why tongue meetings and the establishment of neighborhood water groups are so good
35:35because it's not just putting people together, it's educating them, letting them know,
35:39because I know that there are some committees do excellent work in the patrols, you know,
35:44and the patrols, they would be reminded how far they should go with the patrols
35:48because sometimes you could put yourself in danger with these elements in them.
35:52So that we don't want to be sincere, but sincerely wrong, you know,
35:57and we want to continue to educate people because people, they're frustrated.
36:01They can't take it no more.
36:02They can't sleep on the night come.
36:03We want to let them remain calm and let the police do their due diligence, make the arrest,
36:09so at the end of the day you could sleep.
36:12Yep.
36:12I don't know if you remember, a couple, like a week or two ago,
36:16there was a school fight in one of the Port of Spain schools
36:20where a young lady was attacked by several females.
36:25It was on the news, the education minister, Dr. Dowlart, spoke about it at length.
36:32And one of the things, of course, was that the victim's mother and stepfather asked that they feel threatened for their lives.
36:42So actually they spent several days at a particular police station sleeping on mattresses on the ground
36:48because they were hoping that they would be placed into witness protection
36:54because of the fear that this girl has for her life and her family has been targeted and so on.
36:59And unfortunately, it was a story in the Trinidad Express that brought this full circle.
37:08And, of course, today, the CP for Intelligence and Investigations' Suzette Martin
37:15indicated that after a comprehensive assessment by the relevant departments,
37:21it was determined that a family, while undoubtedly impacted by ongoing family disputes,
37:27did not meet the established criteria required for enrollment under the current guidelines of the program.
37:34And I imagine, you know, it's still, you know, a little bit fresh in the minds of this family and the child.
37:42You know, we saw the child's face, her eyes busted and nose, head injuries and others.
37:49So, you know, it's just, we're hopeful that, you know, some kind of, you know, assistance would be rendered to this family going forward.
37:57Yeah, and that is to say that the police didn't stop, you know.
38:00The police saying that where they are right now, they didn't, you know, find any kind of major evidence.
38:05When a medical certificate is submitted, then probably you'll have officers monitoring the home.
38:11There are a lot of inside work that will be done quietly.
38:14You follow?
38:15And therefore, it is not good that the public be aware of everything.
38:19And probably there is more investigations going on.
38:21There is more statements.
38:23There is an officer.
38:24I know that the gentleman is on record saying that he spoke to Mr. Benjamin.
38:28And Mr. Benjamin immediately dispatched police officers to the home, you know.
38:33And quite, there are things that is taking place.
38:37And we want them to know that the police service has not abandoned them, you know.
38:41But the police service had to work within the confinement.
38:43They can't, we can't, we can't go and look for, you know, for a part of the subsection.
38:47But it must be written, you know, because police, too, will have to answer some questions.
38:52Because you're looking at the Children's Act.
38:54You're looking at parents who are negligent.
38:55You're looking at abandonment.
38:57You've got something that would tantamount to a serious offense.
39:02All right.
39:03But all this is lost.
39:04Yep.
39:04I think we have a caller on the line.

39:11Some contributions that might be helpful in terms of addressing crime.

39:18So one of the things I want to suggest at the level of the school, secondary schools perhaps,
39:24and even primary schools, prone to violence, a collaboration between the TDPS and the Ministry
39:31of Education, and the local legal requirements in terms of having cameras installed in schools
39:40with the hope of minimizing or mitigating against violence.
39:46Right.
39:46That's one.
39:47Secondly, in talking with someone, I realize that this might be a good strategy as well,
39:58whereby have specialized persons to do specialized talks in all primary and secondary schools
40:08on certain topics and issues that would allow them to develop emotional intelligence.
40:22So they will have empathy in treating with others.

42:17And I know you wanted to respond to the caller, you know, and some of his interesting comments.
42:24As an officer working with young people and with schools, you cannot send mixed signals in terms of reward and bad behavior.
42:33When young people behave in a particular way, they put other people at risk,
42:37and immediate suspension is paramount, pending an inquiry.
42:41I want to tell the caller that he is on top of the game, right?
42:45We have had, and there is cases where schools have cameras.
42:51It's quite expensive, but it's also very helpful.
42:54Yes.
42:54Other schools are looking to install cameras, right?
42:58The question of emotional intelligence, we have been doing a lot of work in that area.
43:02Conflict, anger management, conflict resolution, you know, you name it.
43:08We have displays, we do skits.
43:11But there are young people who are just not supposed to be in a secondary school.
43:16They're not functioning.
43:17They're called a non-functional student.
43:19They know how to read, they know how to write.
43:21They come from a toxic environment,
43:22and therefore you have to remove them,
43:25let them get a requisite counseling,
43:28and put them probably in a civil, a white tap.
43:31You know, a school that is defeated in terms of the fact that they're a slow learner,
43:37and that is important as well.
43:39There is too much of red tape and too much of bureaucracy,
43:42and therefore you have children in school not functioning.
43:45You can't have students who inform you, you can't read and write.
43:49That is madness.
43:50You know, and if it is I'm sitting in a classroom,
43:53and I don't understand what the teacher is doing,
43:55then I will be disruptive.
43:57I will cause some problems here,
43:59because you already have been down to the back of the class.
44:02I don't know what's going on,
44:03and therefore I will find a way to get attention.
44:06To be negative is to be seen.
44:08The girls who, in the last incident,
44:14it was six girls.
44:16Yeah.
44:16What six means?
44:19You follow?
44:21So the young people are sending messages,
44:22and we need to understand what does six means?
44:25In addition to, they went back on the video,
44:28and they paraded, they show off,
44:30they even challenged the person.
44:32And we're saying that that type of signal,
44:35the copycat that is going on,
44:37we just send a message,
44:37this would not be allowed.
44:39Children will be able to go to school,
44:41and learn, and educate, and empower themselves,
44:43and not looking over the back.
44:45No parent has a right.
44:48You get a phone call saying,
44:49your daughter in the hospital,
44:51your daughter's badly damaged,
44:52or they're at some station.
44:54That is not becoming of a student.
44:57And we need to send a message in terms of,
45:00that our education system,
45:02we should not be talking zero tolerance.
45:05You follow?
45:05There should be evidence of zero tolerance.
45:08There's too much of zero tolerance talk.
45:10And we need to make sure that,
45:11when a young person is on suspension,
45:14that irrelevant assistance and support is being provided,
45:17and the parent is also made to account
45:20in terms of the behavior,
45:22because parents are sometimes accomplice
45:25the behavior you see.
45:27The adults must hold their in shame,
45:30because the behavior of some of the children
45:32is as a result of how the adults behave.
45:35The fruit will fall far from the tree.
45:38So when they want to talk about young people,
45:40let's look at the adults,
45:41how they conduct themselves,
45:42how they resolve conflict,
45:44and therefore the children are just patterning themselves
45:46because of delinquent and probably wrong role models
45:51and bad actors in the home system.
45:53All right.

46:11My wife made a beautiful suggestion,
46:14and now we see a lot of them on the road
46:15after school hours and stuff.
46:18After penalizing them and so on,
46:21we don't have to penalize.
46:23And the penalty should be,
46:24be home by a certain time.
46:27Can there be a curfew imposed
46:29to them?
46:31And if they are caught outside the hour,
46:36they should be able to explain their whereabouts.
46:43Thanks a lot, Caller.
46:44But you know that,
46:45I know a couple years ago,
46:47there was, you know,
46:48if you're caught loitering
46:50by the police after a particular time,
46:52after school hours,
46:53you can be fined and so on, right?
46:56Well, the police need to be very careful
46:58because there are international laws
47:00governing the rights of a child now.
47:02Yes.
47:03And therefore,
47:03we ought to work with the framework of law.
47:05If we are doing a school patrol
47:07and we realize that this child
47:09probably is half, two, three, four,
47:12something five o'clock in uniform,
47:13that child can be challenged.
47:15You know, and then, you know,
47:16a call can be made and say,
47:17listen, you have your daughter
47:19down here in the station.
47:20It's five o'clock.
47:21You don't know what's going on.
47:22Because the parents need to explain
47:23what kind of arrangement
47:25when in terms of the child reaching home,
47:27it goes back to the parent.
47:28Yes.
47:29And the parent is the first police officer
47:31in a child's life.
47:32And therefore, don't tell me
47:33that you don't know that school
47:35over 2.30
47:35and your daughter and son
47:37is working 7 p.m.
47:39The parent need to be
47:40held accountable for that.
47:41You know, and you speak about that
47:43and the callers out there
47:44who have raised concerns about that.
47:46And when we went to San Juan today
47:47and you will see later on,
47:50one lady did say that
47:52she works in and around the San Juan
47:54area, she's selling her beverages
47:56and she says,
47:58we also,
48:00these children line
48:01every single day,
48:02no long time in our days
48:03are at Friday evening.
48:04But she says,
48:05Monday, Tuesday, Wednesday,
48:07they congregate
48:08and they hang out
48:09for hour, hour and a half
48:10standing.
48:11Sometimes they get into altercations
48:13and so on.
48:14And we're not trying to
48:15paint a picture of every child,
48:16school child out there,
48:17but there are certain pockets
48:19of that kind of behavior
48:21that we need to kind of eradicate
48:23and stamp out
48:24before it gets worse.
48:26And officers who do patrol,
48:28sometimes you'll capture
48:29the essence of it.
48:30Officers say,
48:31time to move,
48:31get in a vehicle,
48:32home.
48:33And sometimes members
48:33of the public,
48:35members of the public
48:36from on that
48:37and say,
48:37what are you doing?
48:38We're trying to learn.
48:39We're trying to do nothing wrong.
48:40You know,
48:41there's always a thin line
48:42between when you want
48:43to assert yourself
48:44as an officer
48:45and you want to ensure
48:46that there is some kind of order.
48:47because children loitering
48:49doesn't speak well.
48:51Yeah.
48:51It tantamount to something.
48:53Yes, exactly.
48:54All right.
48:54We have another call in line.

49:35in the individual state.

49:36from a Christian
49:37believing in the Bible, right?
49:40The Lord of God
49:40said that
49:41in this age
49:41children will be disobedient.
49:44But then
49:44the poor
49:45does not lie
49:45with the children
49:46it's the parents.
49:48The parents
49:48of the Lincoln
49:49they don't take
49:50an interest
49:50in the children.
49:52They give them
49:52the creature
49:52comfort of their life
49:53and lead them
49:54to do what they want
49:55to do, right?
49:56What this country
49:57needs to do?
49:59It's really
50:00more spiritual,
50:01more powerful, right?
50:02Because no matter
50:03what plan
50:04they put into place,
50:06the Buddha
50:06God says
50:06they fight
50:07not flesh
50:08and blood
50:08but flesh
50:09and principalities.
50:10And these children
50:11are unmanly
50:12with this
50:12flesh
50:13through the phone,
50:13through the music,
50:14everything
50:15so their minds
50:16cannot take
50:17in the basic
50:17things of
50:18compassion
50:20and love
50:21and so forth.
50:22Their minds
50:22are targeted
50:23and they see
50:24this behavior
50:25institution
50:25is a set of that.
50:28Okay?

53:05if somebody did
53:06something wrong
53:07in the village
53:08you'll get a cut tail
53:09from your neighbor
53:10and then when you get home
53:11you'll get a cut tail
53:12from your parents.
53:14Yeah,
53:14those days are long gone
53:15and it's long gone
53:16because there's a
53:17timeline between
53:18child abuse
53:19and between
53:20corporal punishment.
53:21Sometimes what we call
53:22corporal punishment
53:24is abuse.
53:25You see children
53:25with their head
53:26scars,
53:28you cannot even
53:29digest
53:31sometimes the kind
53:32of punishment
53:33that is inflicting
53:34upon a child
53:35and they call it
53:35corporal punishment.
53:36But let me deal
53:37first with the gentlemen.
53:39Yeah.
53:39When you look at
53:40the home
53:41in this array
53:43it will affect
53:45the school
53:45and then it will
53:46affect the community.
53:47There is a domino effect
53:48if the home
53:49is not in order
53:50and therefore
53:51you don't fix the home.
53:52When I talk about the home
53:53I'm not talking about
53:54the nuclear home
53:55I'm talking about
53:55the extended family
53:56the grandmother
53:57the aunt
53:58the uncle
53:58everybody
53:59playing a fundamental
54:00role in terms
54:01of raising
54:02it is our children.
54:04Spirituality
54:05and all these
54:05different things
54:06is a multi-pong
54:07approach.
54:08It cannot be
54:08just one alone
54:09and you cannot
54:10talk about God
54:12and you do not
54:12reflect his virtues.
54:14You follow?
54:15And it's important
54:16for us to understand
54:17that when
54:18when we are
54:19talking to young people
54:21and we do not
54:22demonstrate
54:22young people
54:23do not be false
54:23you know.
54:24Young people
54:24do not be playing games
54:25you know that
54:26you're not ready yet
54:27you're not real
54:27as I would say
54:28and therefore
54:29we need to understand
54:31that we need to
54:32meet young people
54:32where they are
54:33we need to speak to them
54:34you know
54:35more listening skills
54:36because young people
54:37are crying out for help
54:38and therefore
54:39the church has
54:39a fundamental role
54:40but we have to
54:41understand that
54:42we live in a plural society
54:43a cosmopolitan society
54:45some are Hindus
54:46some are Catholics
54:47some are Muslims
54:47and therefore
54:48we have to be very careful
54:49how we tread
54:50in terms of how we present
54:52the goodness of God
54:53and I think
54:55what is more important
54:57is people making themselves
54:58available
54:58there are a lot of talk shops
55:00a lot of symposium
55:01a lot of seminars
55:01a lot of findings
55:03a lot of books
55:03but ask people
55:05to come on board
55:06and work
55:06ask them to come on
55:07and say
55:07boy not me
55:08I can help you
55:11from a distance
55:12you follow?
55:13So we need to make sure
55:14that we get a relevant support
55:15I think one of the callers
55:16spoke about
55:17you know
55:17having specialized persons
55:18coming to schools
55:19and talking
55:19you are a professional
55:20at that
55:21and I will endorse
55:22a man like you
55:23going into the schools
55:24and being part of that
55:25ongoing campaign
55:26to educate
55:27to enlighten
55:29to share your knowledge
55:32to that person
55:33I mean I did a course
55:34on emotional intelligence
55:35and I can tell you
55:36it's a really different
55:37way of perspective
55:38of how you see people
55:40and how you think
55:41about things
55:42how you conceptualize
55:44in your mind
55:45and how you act
55:46to certain things
55:47and it gives you
55:48a better perspective
55:49and if young persons
55:50could learn
55:50emotional intelligence
55:52they would be
55:54a better person
55:54putting themselves
55:55in somebody else's shoes
55:56literally
55:57makes a huge difference
55:59and the adults
56:00need to demonstrate that
56:02young people
56:02go by
56:03what kind of example
56:05do we have
56:05that could demonstrate that
56:07and the parents
56:07have failed
56:08the adults have failed
56:09in terms of saying
56:10no you shouldn't say that
56:11that is not nice
56:13you know
56:13those words
56:14are not healthy words
56:15the way you're thinking
56:16is not good
56:17you know
56:18the parents need to be
56:18more exemplars
56:20and the adults
56:20need to step up to the plate
56:21and walk the walk
56:23instead of talking the talk
56:24well said
56:25stepping up to the plate
56:26you have one minute
