03:54Yes, I'm back, and I really want to just take this time to thank Marlon for holding down the fort last week,
04:01doing a really good job, of course, and we're getting that interview with the Commissioner on Friday,
04:08and hopefully in the coming weeks and so on, I know the Commissioner will make himself available
04:12to also, again, come along and update the public as we go along.
04:16And, of course, today with us is Hunter Sitch and Rescue, Captain Valance Rambarat.
04:24How are you, sir? I know we've had a lot of bad weather over the last 24 to 48 hours.
04:29Over the weekend, a lot of flooding in certain places across the East-West Corridor.
04:35Now, this is in the Petey Valley, Montcoco Road area here, and I understand there was also a landslip
04:42where trees fell in the Fort George Road area, and there was also a landslip there
04:48that they continue to give a residence problem in that area where the silt is actually on the side of the road.
04:55They cleared it last year, but there's huge mounds of dirt still on the side of the road going up to the Fort George,
05:00and I think this is something that they really need to address.
05:04This is the tree higher up the Fort George Road that fell, a lot of debris, a lot of mud coming down as well,
05:10and, you know, the Fort George Fort is up there, and I think that it's important that that roadway is, you know, cleared,
05:18and, you know, there's some cliffs and so on, some hilly areas where they do tend to come down
05:23if there is, you know, loose soil, and last year that happened,
05:27and apparently they came and they did a stopgap measure.
05:31They cleared the road, but there's still debris on the side because I remember that debris, I understand.
05:36We saw images of it going all across the road to the house on the other side
05:40and virtually covering that house.
05:42Luckily, nobody was here during that time, but we're hopeful that in the coming weeks
05:47that the Dago Martin Regional borough, they will obviously attend to that issue.
05:55And, Mark, well, it's a pleasure to be here again on Beyond the Tape and TV6,

06:01I was about to launch a switch for you, but you came in in the correct time,
06:06just in the nick of time, and I want to add my thanks to Marlon Hopkinson
06:10for holding on last week.
06:12I know Beyond the Tape had a huge audience on Friday with respect to that interview
06:17with the Commission of Police, and from the feedback that I received, it went down well.
06:26People were seeking explanations.
06:28Some people were a bit upset, but he laid down the criteria,
06:33and I thought that it was justified, and people just have to follow the criteria.
06:38So if they need any clarification, they could call in on this program.
06:43But, Mark, going back to the floods, we escaped the worst of Tropical Wave No. 10.
06:48What we got yesterday was just a small amount of rainfall on the Northern Range.
06:54Despite having widespread, lighter, moderate showers yesterday across the country,
06:59but the Northern Range got it a bit heavier.
07:01And what we have, I'm waiting for the Met Office to release June figures for rainfall,
07:09but we have super-saturated soils in Trinidad and Tobago, in Trinidad in particular currently.
07:15Early this morning, a tree fell around the Queen's Park savannah.
07:19Now, I know Forestry Division, sorry, Ministry of Agriculture,
07:23look after the health of those trees around the savannah.
07:26You wouldn't believe that, the horticulture section.
07:29And they try their best, and they will remove trees that are rotted or prone to falling and that type of thing.
07:36So for that tree to have fell around the Queen's Park savannah this morning,
07:41it had to be that the soil was super-saturated.
07:44Yes.
07:44And if you're following the news, Mark, back down in Loserro,
07:49we had a volcanic activity there in 2018,
07:54and there was some movement, very heavy rain force,
07:57so they've determined that because of super-saturated soil,
08:01that activity from 2018 continued.
08:04It has caused movement on the roadways.
08:07There's actually a toe mud flow heading down to the sea in Loserro.
08:12So, yes, we, and I also saw where the Digomartin River was on the rise yesterday evening,
08:20so all that silt and debris collecting on the riverbed will raise the water level.
08:25Of course, we want to also encourage, please, San Zeno,
08:28don't throw things into the river, garbage and so on,
08:33because that adds or compounds the problem of flooding.
08:36And I remember many months ago, I went to that Digomartin area,
08:42and, you know, that complaint was that, you know, there's a river there and so on,
08:45and people are throwing garbage during the dry season, into the wet season,
08:49and then that gets in, and then, you know, that I'm talking about not just garbage,
08:52I'm talking about stoves and all these things that are very heavy.
08:55And the Minister of Works, the current Minister of Works did say that there's a large contributor to flooding.
09:02Because you have bamboo and everything coming down,
09:04trees, bottles, garbage, wood stove, fridge coming down,
09:08and it will clog the passage of water,
09:13and it will result in the banks overtopping higher up
09:17and causing flooding to people's property.
09:21But, Mark, before we go on, we have an important poster to put up.
09:27Okay.
09:27This, while you are away, Mark,
09:29two bodies were unearthed in the Ramsaran trees,
09:34Canopia, Warren Road, Canopia area last Wednesday.
09:40I believe that was on the 25th of June.
09:43And since then, they've declared that they have not been able to identify these two bodies.
09:48I think both heads were wrapped in bubble wrap,
09:52and one hand, one of these women's hands were tied behind their backs.
09:57And we have now, from the migrant community,
10:01an urgent request for the relatives of this person here, Valerie.
10:06We just have her as Valerie,
10:09and she's age 20 and from the Canopia District.
10:13We're asking her friends, her migrant friends,
10:17or any relatives who are in Trinidad or Tobago
10:21to please contact us at 799-1453.
10:27There is an urgent call for us to locate the friends
10:30and all the relatives of Valerie,
10:34because they're, and you would notice the tattoo there on the right shoulder, right?
10:39And that appears, that is matching one of the bodies.
10:44So we want the members of the public,
10:48the police services urging members of the public who may know the relatives,
10:53to please have them call us at 799-1453,
10:57and we will relay the information to the police.
11:01It's very important.
11:02But just to give you the complete story,
11:04I want to tie in this missing person to another missing person,
11:07Shaquille Noel.
11:09And Shaquille Noel, Valerie, and another unknown female
11:16were in the Canopia District on the 23rd.
11:21They have an apartment there.
11:22I know Shaquille, Valerie is known as the girlfriend of Shaquille.
11:28And all three are missing and unaccounted for.
11:32We do not have any details on the other female.
11:35So Shaquille Noel, Shaquille Noel being missing,
11:40and Valerie being missing,
11:42they all tied together.
11:44And another female there is in the MISC.
11:46So until we could unravel,
11:47and the police could have unraveled this entire thing,
11:51we're making an urgent appeal to the members of the public.
11:54Also, in that warrant era,
11:57if members of the public could just guide us in terms of
12:01taking a look around, keep and be vigilant.
12:04Anything you find, please report it to the nearest police station.
12:09And so, Mark, I just wanted to highlight that.
12:12Last week, when we left this program,
12:16we went to San Fernando,
12:17and we were able to locate Shahzad Khan.
12:20Shahzad Khan is the second known male for this year.
12:23that left home and descended into homelessness
12:27for whatever reason.
12:31And here it is, there it is.
12:33I am in my long sleeve half,
12:35having left me on the team.
12:36We were able to locate Shahzad Khan.
12:39Yeah, his brother is to my left.
12:42And, you know, he's a quiet, shy guy.
12:47He was spoken to by the police officers.
12:50And, you know, we're working with Shahzad,
12:53you know, to try to get to the bottom of his problems.
12:56Yes.
12:56And so, that was an important find for us.
12:59That's a good ending for his family.
13:01And then we had one,
13:02I want to highlight this one too,
13:03if we have time in the opening segment.
13:05We had Wayne Jardine from St. Joseph.
13:10He went missing.
13:12And Wayne is from St. Joseph.
13:15He doesn't move out of the area much.
13:17And Wayne fell down into a drain in La Saiva in Maraval.
13:22Oh, wow.
13:23And the fall was so,
13:25it was a fall which required the fire services
13:29to take him out of the drain
13:30and transport him to the hospital.
13:33Now, how do you unravel this?
13:36So, luckily, someone who was nearby
13:39took a photo of him on the stretcher.
13:41They sent it to us.
13:43And we were able to determine it was Wayne.
13:45And late into the night,
13:47we had to wait until the relatives got to the hospital.
13:49But he was found.
13:50He was in ICU.
13:52There was a problem locating him in the hospital.
13:55But he was eventually found in ICU.
13:57So, these are three of the cases
13:59I wanted to highlight in the opening segment.

14:03the majority there,
14:05good news for Mr. Cannon and his family.
14:08And, of course,
14:09the family of the gentleman who just showed up.

43:50began falling

43:52a series of videos
43:54coming up
43:55on my feed
43:55with smashes
43:57and spills
43:58all over the country
43:59yeah it's very
44:01disturbing
44:02you know
44:02and we had
44:03some very disturbing
44:05images
44:05as well over the weekend
44:07first in the
44:08Grand Bazaar area
44:10it appeared
44:11that a homeless man
44:13was struck
44:13and I believe
44:15he was killed
44:16in the Grand Bazaar
44:17area here
44:18his body lying
44:19in the middle
44:21between both lanes
44:22there
44:23motionless
44:24and it's really sad
44:25because
44:26I don't know
44:28sometimes
44:29motorists
44:30you know
44:31in this instance
44:32he probably was struck
44:33the motorists
44:34continued on there
44:35every way
44:35attempting to cross
44:37the road
44:37but a vigilant
44:38driver
44:39ought to have
44:40picked him up
44:41and you know
44:42tried to stop
44:43I mean
44:43that's an area
44:45with a great deal
44:46of motor vehicles
44:48passing by
44:49every minute
44:50so
44:50I don't know
44:51what would have
44:52happened there
44:53maybe he himself
44:54made a wrong judgment
44:56in terms of
44:57the timing
44:57to cross the road
44:58yes
44:59but again
45:00you know
45:00you have to be
45:01as a driver
45:02to be on the lookout
45:03for these
45:04type of incidents
45:05they may occur

46:27not help the driver

46:31sometimes
46:32persons
46:33cross the streets
46:34erratically
46:35not just on the highways
46:37but of course
46:38on the normal streets

46:40San Fernando
46:41or Rima
46:42there's no more
46:43looking

46:45looking right
46:46and then crossing
46:47and you see them
46:48that's one of the first things

46:49while you're going to school

46:52you tell you
46:53you have to walk to school
46:54so if you live in close proximity

46:59but we don't see it

47:16and Tobago
47:17you have your cross
47:18your street court
47:19signs
47:19you may have some rights
47:21on that

47:22if vehicles are moving
47:24weapon
47:24and as we saw earlier
47:26it could cause you death
47:28you speak about
47:29pedestrians
47:30in Trinidad
47:31and Tobago
47:31and it's almost like
47:33bonksmen
47:34that's how they operate
47:36some of them
47:37and they have the headphones
47:38and the ears
47:39and the phone
47:40and they're walking
47:40straight across
47:41so they're more wrong
47:42and strong than you at times
47:43and I'm not saying
47:44that motorists
47:45aren't wrong at times
47:46but sometimes
47:47the pedestrians are wrong
47:48because
47:49there are certain
47:50walkways
47:50designated for persons
47:52to cross
47:52they will leave
47:54those walkways
47:54I'm talking not just
47:55on the highways
47:56but in areas
47:57in populated areas
47:59commercial areas
47:59and so on
48:00around Puerto Spain
48:01San Fernando
48:02and they will cross
48:03in areas that are
48:03it's difficult
48:04for motorists
48:05to actually see you
48:06some of these bad habits
48:08we have to work on
48:09and hopefully
48:10the school system
48:11and public programs
48:14could help
48:14because also
48:15with parking vehicles
48:16we have this tendency
48:18to want to drive up
48:19right up to the establishment
48:20we don't want to have
48:21to park a little way
48:23and walk
48:24so these are some
48:25bad habits
48:26that have been creeping
48:27in over time
48:28and we have to note them
48:30and note that
48:31some of these
48:32could result in your death
48:33and you have to be careful
48:34you talk about parking
48:35I mean there's another issue
48:36you raised there
48:38and I recall
48:39a couple weeks ago
48:40parking on a spot
48:41there was a vehicle
48:42behind me
48:43I parallel parked
48:45the other vehicle left
48:46and then
48:48when I came back
48:49about 10 minutes later
48:50there was somebody

48:53so close to me
48:54I had to reverse
48:55about 5 times
48:57in that area
48:58to maneuver
48:59and come out
49:00and I'm like
49:01why are you parking
49:02so close to me
49:03seeing that I leave

49:04for somebody
49:05with a vehicle
49:06in the back
49:07or even in the front
49:07if I'm parallel parking
49:08if you know you can't fit
49:10don't

49:14it's a growing problem
49:15that we observe
49:16and we just can't allow
49:17these things to continue
49:19to happen
49:19it has to change
49:20somewhere or the other
49:21discipline has to enter
49:23into the whole
49:24transportation system
49:26so that
49:27drivers will know
49:28to park properly
49:31to park correctly
49:32to be conscious
49:33of other drivers
49:34and to understand
49:35that there are many
49:36users of the
49:37transportation system
49:39not only you
49:39and you have to look
49:41out for others
