03:30I know, I just want to urge everyone who's leaving to go out of Port of Spain and environs
03:35or even in and around the country.
03:37We have a bit of bad weather to be very safe on our nation's roadways.
03:42As you make your way to your homes or anywhere else, please exercise caution on the nation's
03:49roadways.
03:50Today with us is Inspector Marvin Francis of the Fraud Squad, and we want to welcome you,
03:55sir.
03:55How have you been?
03:56You've been here recently?
03:57Yes, I have been, and it is good to be back again.
04:01A pleasant good afternoon to the viewers who are looking at us and who are listening to
04:07us also.
04:08And it is indeed a wet Friday, so be careful when you are driving because your roads tend
04:13to be slippery when wet.
04:16And I know in a little later in the program, we're going to talk a lot about a lot of fraud-related
04:20scams online and people sending stuff to your phone and so on.
04:24But before we do that, we want to send you to a voice, sorry, a video of Police Commissioner
04:32Mr. Alistair Guevara outlining the state of emergency over the last seven days.
04:38The first seven days of the state of emergency, from July 18th to July 25th, marked a pivotal
04:46moment for law enforcement in Trinidad and Tobago.
04:49I have witnessed not just the operational might of our officers, but their courage, restraint
04:56and resilience under immense pressure.
04:59We launched 590 coordinated operations across divisions.
05:04Each action driven by intelligence calibrated for impact and executed with precision and
05:10professionalism.
05:11Those operations led to the arrest of 231 priority offenders, 3,837 thorough searches of vehicles
05:21and premises, and 314 traffic enforcement exercises.
05:27We recovered 27 illegal firearms and 339 rounds of assorted ammunition.
05:32In tandem, over 7.5 kilograms of marijuana and nearly 120 grams of cocaine were also seized,
05:42thus undermining the criminal economies that fuel community instability.
05:47Among the week's most defining moments were the successful rescues of kidnapped victims, which
05:54were testament to swift coordination, tactical precision, and the bravery of our officers under
06:00in intense conditions.
06:03That rescue didn't just neutralize a threat, it restored hope and affirmed the public's trust
06:08in the TTPS.
06:10Equally inspiring was an incident involving an off-duty officer who intervened to foil an armed
06:17robbery in progress.
06:19With no backup, no formal briefing, and no obligation, he placed himself in harm's way to protect civilians.
06:27His actions speak volumes about the character and culture we are cultivating in the TTPS, a force
06:36that stands ready, not just when called, but also when needed the most.
06:42Our specialized units, including the Inter-Agency Task Force, exemplified precision policing this
06:49week, executing 130 searches and capturing 10 high-value targets.
06:55Their effectiveness reinforces the importance of collaboration and intelligence sharing within
07:02and beyond our agency.
07:05I've publicly said, and I repeat it here, we are applying pressure with purpose.
07:11Our officers are striking the right balance between force and fairness.
07:15We are not indiscriminately targeting communities.
07:18We are surgically dismantling criminal threats.
07:20And we are doing so with accountability at every level.
07:25What I have seen this week extend beyond the metrics.
07:29I have seen the reawakening of the SPDD courts in our hands.
07:33Officers stepping up with renewed purpose.
07:36And the public responding with cautious optimism.
07:40We are operating with heightened clarity, resolve, and conviction.
07:44This is only the beginning.
07:47As the SOE evolves, we will sharpen our focus, deepen our engagements, and remain transparent
07:54with the public.
07:55Our mission is clear, and our momentum is real.
07:58We stand ready to serve you with pride.
08:03Commissioner of Police there, Alistair Guevara, of course, outlining the last seven days of this
08:10state of emergency, quite a lot of ground cover, of course.
08:14He speaks about this being a pivotal moment.
08:17Operational might, transparency, accountability, and, of course, the buying of citizens and assisting
08:25the police going forward.
08:26Definitely.
08:27And as we, the police service, continue to fight against the criminal element,
08:34whilst we are targeting the blue-collar crimes and the blue-collar offenses,
08:38we are also dealing with white-collar crime as well.
08:42And we have several white-collar offenses.
08:45And we just want to continue to have the support of the members of the public,
08:51because without the support of the, our biggest stakeholder, the citizens,
08:55we will not be able to accomplish our vision and mission.
08:59So we continue to depend upon our citizens to bring in the information,
09:03to make the reports, so that we can target these offenses.
09:07Yeah, and you're right.
09:09You know, this continued effort by citizenry to assist the police with cogent,
09:16with relevant information that will guide them on the path of finding person or persons
09:22or firearms or drugs, as the case may be.
09:25But on the flip side of that, of course, we have white-collar crime.
09:29And I think in the coming, in the last couple of days, the TTPS has sent out a lot of alerts to persons,
09:37because as you were having a discussion with me off-camera before we started,
09:42it seems that people are not listening.
09:44Mark, we have sent out advisories, the relevant agencies,
09:53but the Banking Association of Shrana and Tobago,
09:56together with the respective individual banks,
10:00have sent out advisories in relation to account holders,
10:04in relation to certain practices that have been taking place,
10:09certain messages, for example.
10:14And we will get more into that later on in the program.
10:17Also, persons who have been lured into this fake or fraudulent investment schemes.
10:24Yes.
10:24Persons are still falling prey to that.
10:26And we, as the TTPS, the ACP, white-collar crime,
10:34has mandated that we continue with our mandate,
10:40you know, part of the mandate of the TTPS continues to remain
10:43of not only detecting crime, but preventing it as well.
10:49And so part of that prevention is putting out advisories
10:53and alerting members of the public of STPS what to do
10:57so that they will not become a victim of any white-collar crime.
11:02Inspector Francis, we've seen you talk about persons
11:06being warned of a specific investment scheme.
11:09And we know in the past there was one about two or three years ago.
11:13I will not call the name, of course.
11:14Yes.
11:15But we know it.
11:16We made a lot of news.
11:17There was a seizure of that money,
11:19which is still in the presence of the court.
11:22Yes.
11:22And is it that Trinidadians, or Tobago Unions by extension,
11:28feel the need to want to get fast money and get rich fast,
11:32and these smooth talkers,
11:34these persons who can probably read up something and say,
11:38I have knowledge of this,
11:39gets you entrust into this and really win?
11:45Well, the reasons for that could be more than one reason.
11:48First of all, there are persons who have a genuine need,
11:53and they need to get finances as quickly as possible.
11:57And they fall prey to these fraudsters.
12:01Yes.
12:02And they become a victim.
12:04And then there are other persons,
12:06they tend to believe everything that seems to be a good deal.
12:10But there's a saying that says,
12:13if something appears too good to be true,
12:15usually it is.
12:17Yes, it is.
12:17And by the time they realize what is happening,
12:21they would have lost their hard-win money,
12:24all because they were trying to chase a dream.
12:27That just didn't come true.
12:29And I know we were going to talk about this a little later in the program,
12:31but I'm sure you want to implore persons to not fall for that kind of thing,
12:37no matter how good it may seem,
12:40because it seems to me that a lot of people,
12:42they put people to the front saying,
12:44I got through.
12:45Definitely, yes.
12:46And we know that that might not be the case at all.
12:48Well, that is one of the strategies that these fraudsters use.
12:53They will hire persons to say that they have gotten through.
12:56Just recently, I saw an ad where somebody was saying that he invested $2,500.
13:05And his return within a couple of days was $85,000.
13:11That just seems so good to be true.
13:14And sad to say, many persons are falling prey to this sort of advertisement,
13:22only to find out later on that it was false.
13:26Yeah.
13:27All right.
13:27So we're certainly going to continue this discussion in the next segment,
13:31but we want to move to some news that unfolded last night in the Laramane area,
13:37the Ramco fire, an explosion rather,
13:40that took place on the precincts of that facility.
13:44And if you're familiar with Ramco, you would know that Ramco is,
13:49you know, when we need cooking gas and so on,
13:51that company provides that across Trinidad and Tobago.
13:55And we understand at least four persons will hurt in this explosion.
14:01Two, we understand in critical condition, including a 21-year-old young man.
14:06And I think his family is appealing to the public.
14:11There is a need for blood.
14:13But certainly we don't have all the answers,
14:15but Ramco did send out a release confirming this incident you're seeing on your screens.
14:19And, of course, a thorough investigation is being conducted,
14:24not just by the fire services, but also by OSH.
14:27And I know the Minister of Energy would have spoken.
14:30He went down there following the incident.
14:33And we are hopeful that all four persons will make a speedy recovery.
14:38Yes, definitely.
14:38And I'm saying, thank God, that there were no fatalities.
14:44And, as you said, we wish for speedy recoveries for these injured persons
14:50and persons who could donate blood.
14:54Yes.
14:55You could contact the families of the persons
14:57and go to the blood banks and make the necessary arrangement.
15:02But we could help our fellow man.
15:04But we have to be careful in these type of scenarios.
15:10Yes.
15:10Especially they were reporting the pass of exploding gas tanks and stuff like that.
15:16Right.
15:17You know, to the outside of that,
15:19just switching gears a little bit with this weather we were talking about,
15:23there was a dramatic rescue in the East Dry River earlier today.
15:29Luckily, the gentleman was stuck in the river there.
15:33And holding on to something they're hoping to be rescued.
15:39Because certainly, you know, the water is surging there, Inspector Francis.
15:43And as the rainfall, people are trying to get to him.
15:46Because those currents can easily push you away and carry you into the sea,
15:55as the case may be.
15:56But luckily, we understand that this person was rescued by persons.
16:04Yes.
16:04We always advise persons to do not venture into floodwaters.
16:10Because floodwaters at a level of just about six inches
16:13has the possibility of sweeping you off your feet.
16:17So much less if it is at a higher level, and it is moving at a pace.
16:22It could throw down a grown man.
16:25Yes.
16:25So we advise persons, do not venture into floodwaters.
16:30And if you see somebody needing difficulty, raise an alarm.
16:35Don't try to be a hero.
16:37Raise an alarm so that the necessary assistance can be given to the persons.
16:42And in this scenario, it's a good thing that there are persons to assist.

16:48So we are happy to report that he was rescued and he is alive and well.

17:51So, certainly, Inspector Francis, a lot of work being done by the police officers over the last eight days.
17:58This countrywide, of course, has intensified the efforts to stamp out all illicit activities and persons involved in it.
18:06Definitely, and one of the biggest issues that we face in this nation as law enforcement is the proliferation of firearms.
18:16And, you know, that is one of the, in terms of homicide, that is the weapon of choice.
18:23Yes.
18:24So, any firearm, every single firearm we take off the street is a win.
18:30But we continue to depend upon the citizens.
18:33And as we always say, if you see something, say something.
18:36If you have information as to where illegal arms and ammunition might be stored,
18:41or who is carrying those weapons, alert the police so that we can take swift action.

23:10And, of course, we really appreciate you taking the time to come onto the show today to talk about some very pressing and urgent matters as it deals with scams online as well as persons who are caught via email or even on their phones.
23:24Yes, and it's my pleasure to be here.
23:27And it is part of our service in bringing information and alerting members of the public so that they will not become a victim of these crimes that are being advertised.
23:42Because, you know, crime is an opportunity of chance.
23:45Yes, and anybody who they can fool, they will take advantage of.
23:51But we want to alert persons so that their hard-earned money will remain intact and they will not become a victim.
23:57Because it's difficult when persons come and make reports and they're in tears because their hard-earned earnings.
24:06Some of them, their life savings have disappeared.
24:09So, it is our function to make sure that that doesn't happen.
24:17And one of the offenses that continues to be prevalent, I think we spoke about it already, and it is called smishing.
24:28Yes.
24:29And before I go into that, I'd like to mention and let people know that when you're looking at fraud, fraud is the intentional deception.
24:43So that persons want to capture a person's finances, they want to put you at a loss.
24:51So they will come up with any kind of scheme to cause that to happen.
24:56So with the smishing, it is a fraudulent practice of sending an SMS message to your phone to cause you to click on a link that would have been sent.
25:11And once you click on that link, it would do a couple of things.
25:16One, the link could encourage you to download a program.
25:20And that program will contain a malware, which will hijack your account so that you will no longer have access to it.
25:30Also, the message is also intended to make you click on that link.
25:39And when you click on that link, you, as I said, you will not have access to your message, to your account.
25:45So we encourage persons, do not click on the link at all.
25:51As a matter of fact, we want to let persons know that any banking institution, they do business using landlines or emails.
26:02The mere fact that you are getting SMS, SMS is a short message service, that's what it means.
26:09And it is designed for communication between one cell phone to the next.
26:15Yes.
26:15So if a bank is trying to reach you for some urgent issue, they will not reach you via SMS.
26:25You will either get an official email or they will contact you.
26:29And that call will be landline.
26:30So that is one red alert for persons to pay attention to.
26:35Once you are getting a text, you will realize something is wrong.
26:40As a matter of fact, I, not calling the institution name.
26:44Yeah.
26:45But I got a text purporting to be from a particular bank.
26:50But because I am involved with another bank, I automatically knew.
26:54Yes, it was fake.
26:56It was fake.
26:57Yes.
26:57But many persons are falling prey to these messages.
27:02Sometimes the link that they would create resembles the actual link of a particular bank.
27:10All they would have done is change one character and you automatically have a new email.
27:16But persons will just look at the first six or seven letters and it resembles the name of a particular bank.
27:23And they go ahead and they click on it.
27:25Unfortunately, when they realize that it is fraudulent, they would have lost access to their account.
27:35They would have lost the money that they had on their account also.
27:39So the first thing we tell people, do not click on that link at all.
27:43Because the program is designed in such a way that take control of your account.
27:51I also saw that in the last 48 hours or so, the TTPS has also sent out releases about persons invested in online investment schemes by people purportedly who have the experience, who have the wherewithal, and the knowledge to make their money grow in a matter of weeks or months.
28:14Unfortunately, many persons are still falling prey to this sort of scheme.
28:26And this is what we call investment fraud.
28:29And it has gotten so bold recently to the point that it is advertised on social media.
28:36And, you know, just recently I read an expose on what was done from some, I won't call your name.
28:44But they are from the south area and active investigation is going on into those persons.
28:52And there are, unfortunately, there are several other persons just like it.
28:57But we want to let members of the public know that the intention of these investment schemes is just to capture your money.
29:06So, they will use tactics that will capture your attention.
29:12They will offer you false promises.
29:15So, they will tell you that if you deposit $2,500, within two days you will get $85,000 or more.
29:23And persons are falling for those tactics.
29:28Inspector Francis, some of these people speak in a particular manner when they are online.
29:32Is it that kind of mannerism and that tactic is used to woe these people in?
29:40And even some people say they are becoming a bit brainwashed into believing what that person is saying and continuously,
29:49even though they have already put the money on the person and saying,
29:51hey, don't worry, next two months, next three months, money coming.
29:55And then when that time comes, they push down the deadline or the payout.
29:59Well, that is just part of the deceptive tactics of these fraudsters.
30:05So, what they do, they offer you a false sense of hope.
30:08They keep giving you false promises.
30:11So, there would have been a time when you're supposed to have gotten your return.
30:17But when that date comes, obviously, there's nothing.
30:20So, when you call to get information, they keep prolonging, procrastinating, giving you excuses.
30:27And then you keep seeing persons online, of course, with fake advertisement.
30:36Persons saying that I invested and I reaped rewards.
30:41Because what we observe that from the 1st of January to the 18th of July, in relation to the investment fraud,
30:52there were only 21 reports.
30:55But the money involved in that is close to $2.5 million.
31:00But based on the information that we have, there are several other persons who are victims of this investment fraud.
31:09Well, Inspector Francis, I know I'm hopeful that a lot more persons over the coming days and even weeks
31:15will walk into your office and other offices to tell their story about how much money they have lost.
31:21But we have a call on your line.

31:57So, I'm going to make it three years now.

36:59How has crime affected the community that you live in?
37:13How it has affected the community that you live in now?
37:17Yeah.
37:18And what do you think will be done in that particular community or in the environment to reduce crime?
37:24Wow.
37:25Job opportunities at a point, whereas accessibility is another problem.
37:31Because, yes, they bring in job opportunities, but most of them will be far, and then they have two weeks to train,
37:35and we don't know where we're getting the monitoring in the staff, we want to borrow.
37:39And that is the next problem, where we defund it, especially when it comes to work, where they're going and get it.
37:47There's been a study that there's one to come to do the work, but there's a study that we had a train, and the train might be far,
37:54or you might have to get certain documents, and we had to go online.
37:56Like I said, I'm looking to apply for a job, and I had to go online.
38:00I mean, not everybody accesses that online.
38:02You had to have data.
38:03You had to have the time for you looking for money now to survive the next day, and you had to look for documentation to get documentation is money.
38:12So then you had to go borrow, and you had to look two, three people to borrow your money from.
38:17If you had bad credit from before, they didn't want to lend you.
38:20So then you're getting frustrated, but you want to get this job, and you don't have the money, and you want to borrow, and you don't know where you get any money from until you start the work.
38:27So it's like, there's plenty, there's plenty for you, there's plenty.
38:31So you think crime affects a person's mental health?
38:35Yep.
38:36Or you think, and I'm plenty full of aggressive in this time, I don't know why.
38:41Yeah, I love aggressive.
38:42For every little thing I might do.
38:45Some things you can let slide once they burn your skin to me.
38:49You can let things slide, and I forgive you, but better we just stay friends, or better they save it from me, or something like that, you know?
38:57Not to say, like, I want to kill you, and I find that hurt.
39:01That's right now.
39:03Yeah.
39:03You really don't know where a ton of people are in the same time, but I keep my peace.
39:07I just leave with people, go home, say hello, good morning, and I go my way.
39:12If I can correct somebody, I'll try, in a bad way, I'll let them know.
39:17Yeah.
39:18In your view, what would you say attracts young people to a life of crime?
39:23And in that instance, when these young people get involved in crime, should we blame the parents of society for this?
39:48Well, parenting, but, I mean, some parents are already trying out there, but parents don't explain the children, but not everything you will get now.
39:57You have to work for it, and when I put aside the money, even if the money, if I send it to school, you think you can put away at $5 every day?
40:04Maybe you'll be able to achieve what you want by saving your own money, and then I will assist you with the rest.

40:11Yeah.

40:12What age do you think somebody should be liable for their actions if they commit a crime?
40:1720, I think, should be, for 18, 19, I mean, you're now going to learn the world of being an adult, so, 20, I'll get you the average, yeah.
40:29First offense, second offense, so, yeah, 20, yeah.
40:3320, I don't know where you can be a lot facing.

41:05Yes, it's a common woman.
41:06Well, you can, yes.
41:08Well, man referring to mankind.
41:10Yes, of course, of course.
41:13Yes, but, in listening to the opinions of the common man, as I said before, and I believe that firmly, that the citizens of Trinidad and Tobago, they are one of our biggest stakeholders.
41:29And it is important to hear things from their point of view.
41:33And they will also have suggestions, because they are the ones who are living in the communities, who sees and know what is happening and what is taking place.
41:43Yes.
41:43So, that's why we, in the TTPS, we have tongue meetings, so that we could hear what the people have to say.
41:52And she touched on a point there, and it reminded me, long ago, where they said a village used to raise a child.
42:01Because sometimes the parents might have to work and stuff like that.
42:05But when that doesn't happen, you tend to find these youngsters, especially the teens, their minds are still impressionable.
42:15And they could fall victim to the persons who are in the gangs already.
42:21Yeah.
42:22So, they are lured by these gang leaders, because, one, they might be looking for employment and finances.
42:32Yeah.
42:32Or, two, they might be looking for recognition or status.
42:37And they will get it, or so they feel, from the gangs.
42:41Respect and recognition.
42:44So, it is important that we, as citizens, we respect what each of us have to say.
42:55We respect the institution of the family in raising children.
43:01And when that happens, we will have a stronger village, a stronger society, a stronger nation.

48:11Yes, in relation to your FIAM application, your FUL application, especially for agricultural purposes.
48:19The caller mentioned that he would have applied when Mr. Griffith would have been commissioner.
48:26Yeah.
48:26So that's a couple of years.
48:28So some of the items or the process he went through would have to be redone.
48:36Because, for example, the certificate of character is only valid for six months.
48:40So you will need to communicate with persons from the FIAM section.
48:47And you will be guided in relation to what other process that you may have to redo.
48:53But definitely your application is still on train.
49:00However, because of the timeline or the time frame that has passed, some things will have to be redone.
49:06Well, I hope the caller heard what you indicated to him.

49:28And I know you wanted to wrap up a couple of the things that you talk about in terms of fraud-related scams existent
49:34that more and more people are seemingly falling victim to.
49:39Definitely.
49:39And the first thing we want to mention, whether it is investment fraud or whether it is dismissing or fraud in general,
49:50because we still have persons falling for the HDC matters.
49:55Oh, yeah.
49:55So the first thing we want to do, please, we are imploring, we are beseeching, we are begging, so to speak.
50:04We want members of the public to pay heed to the advisories that are placed out in public.
50:14Because persons, for some reason, they are not paying attention and it is heartbreaking when persons come and they have lost their money
50:26if they are dealing with the investment scheme or even the dismission.
50:33You can either lose your money or, according to the nature of the offense, you can lose your property.
50:39We want to advise persons to continue to pay heed to the advisories that are put out there.
50:46So in relation to the investment fraud, some things that we want persons to be mindful of,
50:53whoever you are going to interact with in terms of investment, you need to make sure that those persons are registered.
51:00We have authorized regulatory bodies, we have the Trinidad and Tobago Stock Exchange,
51:07we have the Trinidad and Tobago Security and Exchange Commission,
51:11we have the Central Bank of Trinidad and Tobago, we have the Financial Intelligence Unit.
51:18These institutions are available.
51:20So if you want to do any investment with any company, first of all, you need to make sure that these companies are registered
51:29and they are properly well or duly authorized to conduct investment.
51:36Also, in relation to the dismission, when the texts come on your phone,
51:43automatically know that message came from another cell phone.
51:47So it is highly probable that would have been from a banking institution.
51:53So you have to dismiss it immediately.
51:56Do not click on those links.
51:58If you receive a message, notify your bankers.
52:02And we will also say, if, per adventure, that you would have clicked on a link,
52:09you need to make a report immediately to the police.
52:12Yeah.
52:13Also, inform your bankers.
52:16Right?
52:16So, as we are putting out again, please pay attention to the advisories that are police,
52:26because we are trying to prevent crime.
52:29Whilst we are here to detect crime and to enforce all the laws under which we are charged,
52:36they say an ounce of prevention and we'll know the rest.
52:41So, we want to prevent it.
52:44So, pay attention to the advisories.
52:47And they are placed out regularly on social media and on media and print.
52:54And, of course, you also want to encourage persons who have been victims of all these types of scams
53:00who have not reported their matters to the police to do so to make it formal
53:05so that you all can also investigate their claims.
53:10Because you tend to see a pattern, yes?
53:12Because, you know, after that particular story a couple of years ago,
53:16a lot of people have been sending messages about how much money they have lost over the last couple of years
53:21connected to that particular scheme and others, of course.
53:25Yes, definitely.
53:26And when a report is not made, it just gives strength and boldness to these fraudsters, to these perpetrators.
53:35So, we need to deal with these issues.
53:38But it starts with a report being made if you are a victim.
53:42If you know somebody who is a victim, inform them that they can make or that they should make a report to the police
53:53so that the matter could be properly well dealt with and persons can be brought to justice.
53:59Yes, certainly.

54:00So, we're hopeful that, you know, take the advice of Inspector Francis and report that matter if you felt you have been scammed.

55:15Any avenue that we can take to educate the members of the public so that they will not become a victim of any scheme or any fraud that is presently out there.

55:31Maybe the caller might have missed that.
55:33But it's always good to refresh the minds of persons related to the smishing.
55:38Yes.
55:38And, of course, these investment online scams that people perpetually, you know, put up every day, you know, telling people I've made X amount of money.
55:49Especially with these up-to-date techniques that they are using.
55:55And one of the things we notice, a lot of the older folks who are not so tech savvy, they fall prey because they believe it is genuine.
56:05Not knowing that it is just another fraud.
56:11Yeah.
56:11So, I agree with the caller and definitely we will put that in train.
