04:00It's Day 99 of the State of Emergency,
04:03and certainly over the weekend we had a number of talking points,
04:08one of which, of course, at the Maximum Security Prison,
04:12where there was a confrontation between prisoners,
04:17in which 39-year-old Brent Batiste was stabbed and killed and two others injured.
04:22And, of course, since then there have been certain security measures taken by prison authorities
04:28to, in essence, try to calm that situation within the prison walls
04:35and, of course, across all other prisons across Trinidad and Tobago.
04:40And there was also a huge drug bust over the weekend involving Northern Division officers
04:46who partnered with the Trinidad and Tobago Coast Guard to conduct an intelligence-led operation
04:52which resulted in a seizure of over $136 million in cannabis,
04:59or as we say, marijuana, found in a secluded inlet in the Maracas Bay area.
05:05Apparently, the grade was creepy, a Colombian grade of marijuana.
05:12So, definitely good work there by police in tandem with the Trinidad and Tobago Coast Guard.
05:19And, of course, today is Monday and we have no other than Captain Valence Rambert
05:23of the Hunter's Search and Rescue Team with us.
05:25Welcome, sir. How are you and how was your weekend?
05:28Mark, a pleasant good afternoon to all of you viewers on TV6 and Beyond the Tape.
05:34I am fine, thank you.
05:36And I had a pleasant weekend.
05:37I myself was shocked about the deadly fracas at the maximum security prison
05:44and I think sometime early in the weekend,
05:47Dhoni was verified that there was a loaded firearm that was found as well.
05:52Yes, yes, it was verified.
05:55From my understanding of what I read, there was gang rivalry occurring within the prison walls
06:01and I think so the police became involved and there's no homicide to look into the situation
06:10because someone died.
06:11It was alarming, shocking, but I think the prison system is one system
06:17that has to be looked at carefully as we view crime as a whole in Trinidad and Tobago.
06:25Yes, certainly.
06:26And I know, as you said, there are a number of problems within the prison services.
06:33There's lack of resources, lack of infrastructure, some have even said,
06:38and then there's the problems of overcrowding in various prisons.
06:42And I think those are things that needed to be addressed.
06:45Ironically, the maximum security prison were supposed to secure some of the more hardcore inmates and so on.
06:55I mean, of course, a number of them are still awaiting trial and so on.
06:59So I would rather say inmates rather than somebody being a criminal of any sort, of course.
07:04I know that you wanted to speak about Zaheer Mohammed, somebody that has been missing.
07:12It is alleged that Zaheer Mohammed Isat was kidnapped or abducted, I should say, in the Warrenville area.
07:22And what I basically wanted to see to our viewers is that in cases like this, information is very, very important.
07:32Hunter Search and Rescue Team, we share a relationship with the anti-kidnapping unit
07:37and what we share with them is private and confidential.
07:40So I wanted to make the point that information is critical.
07:44And if you cannot share the information with the police, you can share it with Hunter Search and Rescue Team.
07:50We have an arrangement in place.
07:52A gentleman's life may be at risk.
07:55And so we're making that appeal, especially to the residents who would have viewed or seen or know something,
08:04to come out and talk to the police, talk to us so we could get Zaheer back home safely.
08:10I think there was some kind of ransom demanded.
08:13Well, we're not sure. So we use the word abducted.
08:16When a ransom is made, we say kidnapping.
08:19Of course. But I know that he's a British citizen.
08:23And we have had some unfortunate incidents over the last few months where some of the kidnapped victims are found, you know,
08:31unalive.
08:34And we are hopeful in this instance that Mr. Muhammad has returned safely to his family.
08:39The police have a lot of information.
08:42There are certain intelligence agencies monitoring this particular trend happening, especially in that central area there.
08:51There's a particular gang or particular gangs that are involved in this type of activity.
08:58And it's very important that the police zoning or zooming on these persons get the relevant information,
09:04because I think when they had found the remains of the kidnapped businessman who was taken from the enterprise area.
09:12Shah Shian and Ram Basad.
09:13Correct. A few months ago and was found just in early January, I believe.
09:17Yes.
09:18They did receive information from one of the suspected persons involved in that particular kidnapping to go and locate his body.
09:27So we are hopeful in this instance that Mr. Muhammad is still alive.
09:30And we are asking that anybody with information, of course, to contact the Hunters and Search and Rescue or the Anti-Kidnapping Unit.
09:38Or the nearest police station or 800-TIPS-999-555 and pass the information on so we can get Zahir home safely.
09:49Right. Wonderful.
09:50All right. It's day 99 of the state of emergency.
09:53And we wanted to, I guess, just give you an update on the figures.
09:58But we're having a little bit of technical difficulties.
10:00So we'll quickly move on to the headlines.
10:05Oh, so we had an incident, I think last week, involving a situation at a particular school in South Trinidad.
10:17I don't know if you have the video that we can show.
10:19Involving a teacher really trying to, you know, shield the student from any harm to them.
10:29And because it was sitting in a number of students that were involved in this raqqa, attacking one student.
10:35And this particular teacher placed himself between that attack student and the students that were doing the attacking,
10:42throwing objects at him, as well as the student.
10:46And, of course, getting chances where they would have struck the student.
10:50Yeah. So that's if it's on social media.
10:54And it's unfortunate because I haven't come, I haven't had a career in education.
11:01I looked on at the teacher and I saw the teacher really fulfilling that role called duty of care to his students.
11:10I saw today that the teacher's union is saying to teachers, do not get involved in part in these fights.
11:18But I think at the end of the day, it's a child involved.
11:22We have a duty of care as teachers to protect that child at all costs.
11:28And I think the teacher must be commended at the end of the day for protecting the child that was attacked.
11:36And you saw in the video the hurling of dustbins and you seeing the young lady removing her shirt.
11:43Yes. And it had to be a fit of rage that would have caused that.
11:47I hope, Mark, in the education system, there is something called a discipline matrix.
11:53And at the end of the day, what I viewed from that clip was the fact that it should have resulted in suspension with counseling
12:02to try to get to the young lady and make her understand that that type of behavior is not fit for the school and the classroom.
12:11Well, I know you being a former teacher, you know, one of the things that really jumped out at me in that particular social media video,
12:18and we apologize definitely, we're having some technical problems that we're trying to work out at this juncture.
12:23But definitely, you know, it happened for quite a while.
12:27And I was just wondering, although the teacher was trying to shield them, where was the security?
12:31I mean, some security personnel should have been able to get up there to that classroom and assist as well,
12:37because it really went on for quite a while, at least a minute or more.
12:40And in that particular time, you would expect some reinforcements have come and assisted.
12:45Well, there has been some bit of confusion as to the role of the security in our schools.
12:50So what the Ministry of Education did some time ago was to have safety officers at the schools.
12:57And in the structure, you have the heads and the deans of discipline.
13:01So I think it would have been difficult for the security that runs the front gate to get there in time.
13:09But it is up to the teacher, I believe, to step in and try to have a reasonable solution to the problem
13:20and then pass it on to the dean of discipline and the principal to handle it from there on.
13:26But Mark, there is something as easy or as simple, that wasn't simple, could result in a child getting badly injured
13:35or we had instances in the school system of children being killed.
13:42Yes, and you know, it is really disheartening that that kind of behaviour persists in the nation's schools.
13:49And we are hopeful that, you know, when you look at all these different intervention programmes that we have available
13:55for young people, you know, the St James Youth Police Club and all these different police clubs, of course, should allow them to be good.
14:01Lots of programmes and even Hunter's Search and Rescue Team, we visit schools and outreach programmes.
14:06And the Ministry spends a lot of money on student support services.
14:11Back in the day when I was a young teacher, we never had it.
14:15We used to have to resolve some of these issues ourselves.
14:18But now they have trained psychologists, behavioural psychologists looking after these students.
14:24And still we are seeing this type of behaviour being manifested in the classroom.
14:30And it shows absolutely no respect for a teacher who is supposed to be held in high regard in terms of the school structure.
14:39Yes, agreed. We are hopeful that things will change in the not too distant future.

17:37I just want to apologize again for some technical issues we are having.
17:40We hope to get them ironed out as soon as possible.
17:43We're talking about the number of missing persons for March as well as April.
17:49Yes, so Mark, we finished in March at 35 cases of missing persons being reported.
17:57We still have nine who are still to be accounted for in various parts of the island.
18:04And I've been dealing with some of these in the previous couple of weeks gone by.
18:11Marlon Henwood from Sipari is still outstanding.
18:15We know his mental health is compromised and we're asking persons if you spot him in any highway or on the roadside, please call us at 799-1453.
18:27Then we have Jamal Williams. His mental health is compromised.
18:32We had a sighting of Jamal in the Balmain Coover area.
18:37Even though he is from Carsonfield, we know he's in the Coover area.
18:42So please keep your eyes out for Jamal Williams.
18:45He's a very popular guy, but his mother wants him home.
18:48A senior citizen, Richard Lopez from San Fernando, he's still missing.
18:54We have no leads on Richard at this point in time.
18:58Mahindra Daniel is a young man from Komoto, but he was last seen in the Valencia area by his brother and with a friend.
19:06And he remains outstanding.
19:09Then Navarro Riley from Coover, we spent some time searching for him.
19:14His daughter continues to search for him in other parts of the country.
19:18We've more or less exhausted the Coover district and that's a well-populated area.
19:25Navarro Riley and Eric Williams from the Sandy Grande district is still to be found.
19:31I want to focus on Casey Smith because the Children's Authority did put out a poster again for her today.
19:38And they determined to find her.
19:41Now she went missing from a home, one of their homes, some time ago.
19:48And we did put a great effort and we did eventually find Casey Smith.
19:52But she's a repeated person who has gone missing, a teenager.
19:57So they're asking members of the public to please be on the lookout for Casey Smith.
20:03They're a bit worried now that she hasn't surfaced.
20:06And then we had Rebecca Davidson, she's from the Valencia area.
20:11She's still outstanding.
20:13And then we had one Patricia Ruiz.
20:17There is video footage which shows that she left her home with a number of suitcases.
20:23And she's a Chilean national.
20:26So we have to assume that she would have travelled back to her country of birth.
20:32So not much of a cause for concern but she's still outstanding.
20:39Just before you go to April, I know you guys are probably wondering why we're not seeing the photos.
20:44We're having some technical issues we're hoping to iron out.
20:47Hence the reason why we're not able to put up the photos for the missing persons.
20:50Right. And for April we've had 13 reports of missing persons.
20:54And we have 8 still outstanding.
20:57And from the 8 we have a young man by the name of, his name is Isaiah Modest.
21:05Then we have Jada Chas.
21:08She was taken last week to the courts, eye clinic there for medical attention to her eyes.
21:17And she never returned to her caregiver who was waiting on her outside of the examination room.
21:24And Jada Chas is originally from Sandy Grande.
21:28And our information that we have on Jada Chas is she has gone back and is somewhere in the Sandy Grande district.
21:36So we are asking members of the public from the Sandy Grande district.
21:40If you spot Jada Chas, please call 799-1453 or the Sandy Grande police station is also involved in looking for Jada.
21:51Christiana Ramblin, she was reported missing last evening.
21:55And she had an altercation at home, 62 years old, from the Princeton district.
22:01And she should be somewhere in that St. Julian area there.
22:04So if you spot her, call us please.
22:06Josiah Thomas, I want to focus on him a little bit.
22:10I just came off the phone with Josiah on the way up.
22:14So he promised me that he will leave where he is at 5 p.m.
22:19And it should take him an hour and 15 minutes to get home.
22:23So after this program, I hope I could call Josiah's mother and he is at home.
22:28So he is from the Faizabad district.
22:33Jordan Krizostam, another children's authority, they put out his poster today.
22:39And they are asking members of the public to please see, especially in the Arima district, because there is where he was last seen.
22:48Please see if you could help us locate Jordan Krizostam.
22:52And we spoke about Zaheer at the beginning of the program, the gentleman who was allegedly kidnapped in the Warrenville district.
23:00And we have Rakeem Walcott, he is still outstanding.
23:04And Amy Romano, who is outstanding as well.
23:08So nine persons remain missing.
23:11And hopefully with the assistance of members of the public and the viewership on Beyond the Tape,
23:18we could get some information to try and locate these persons.
23:24Yeah, and certainly we want to encourage those out there.

27:52Yeah, and Marc, a lot of people ask us how we find missing persons, right?
27:57And there's no rocket science.
27:59We depend on information from the public.
28:03And so that information is important,
28:07and information leads to intelligence,
28:14and the police would therefore need the information
28:18to have their intelligence-led policing done.
28:22And that is how they will make quick breakthroughs
28:26and get the gentleman back safely.
28:29So I thought it important today to really highlight the fact
28:33that information is important.
28:36Now, the thing about Hunter's Search and Rescue Team is that
28:39we will get information.
28:41We obtain information.
28:43Persons are reluctant sometimes to call a police station.
28:47Sometimes a person may not have money on their phone,
28:50but they could call on WhatsApp,
28:52or they could type something on WhatsApp and send it to us,
28:55and we will pass it on to the police.
28:57Now, one thing about our relationship with the police
29:01is a very healthy one, but we protect our sources.
29:06We always protect our sources,
29:09and the information is highly confidential from the sender, right?
29:16We treat it highly confidential,
29:18but we want the public to understand that relationship between us
29:24and if you give us information.
29:27And we are very careful how that information is packaged
29:31and passed on to the police.
29:33All right, most certainly.
29:34And like you, I also have to protect my sources as well.

30:09I have a problem.
30:12Okay, the problem is my family lives in a, let's say,
30:17a forested kind of area, but I haven't visited them for a while.
30:22The last time I went up there, I had to go through the water,
30:26go high ground.
30:28So I kind of get lost.
30:30So I'm asking you the question, how do I avoid getting lost
30:35going my way back?
30:38What can I do?
30:39What can you tell me that I can do to assist me in retracking
30:44my steps back to the point that I started?
30:48So you know the famous fable Hansel and Gretel, right?
30:53So there are marks that you could leave to trace your step back.
31:00Normally what we do as hunters and as a search team,
31:04we use our cutlass and we cut upwards the bush on the right-hand side
31:10as we're going in.
31:11Okay?
31:12That helps us to know which side we came from.
31:15We only cut the right side and going.
31:18And we ask you to just, if you don't have a cutlass,
31:21just break the branches as you go along.
31:25Or you could pull leaves from the shrub and throw it on the ground.
31:31Most of those leaves will turn over.
31:34Beneath most leaves are white and you're able to see them easily.
31:38And that is one way you can retrace your steps as you enter the forest.
31:46The other thing we ask you to do is to keep track of the sun,
31:50always know where the sun rose from in the morning and where it was set
31:56and that helps you.
31:58And the other thing we ask you to do is to be observant,
32:02look at any streams you may cross,
32:04look at any object around and make a mental note of it.
32:10For example, when I'm in the forest,
32:12my marking system is because I am knowledgeable about trees,
32:17I'll say, oh, there's a big balata tree.
32:20I would look at it.
32:21I would look at the logs that I'm stepping over
32:25and I'll always be sure to leave footprints as I walk with my boots.
32:29That also could be used.
32:31Make sure you step in the ground firmly and kick up the dirt as you walk along
32:36so you could easily retrace your footsteps.
32:40But you shouldn't go into the forest alone.
32:43Make sure you have company with you, even as a team.
32:46Sometimes we go there with eight persons to search,
32:49but we always have them in groups of three, three, three, or three, three, two.
32:54We always have a partner to that person in case something goes wrong
32:59and the other person could call for assistance and that type of thing.
33:04But going into the forest is an enjoyable thing
33:08and I hope you're getting some good exercise.
33:11Right, that's it.
33:12Some really good advice there.
33:14Some of the things that you would have mentioned, of course,
33:17I myself was not aware of, but it's certainly good to know
33:21if you are in a position going into a forested area
33:25that you can do specific things.
33:27Even if you don't have a piece of cloth or whatever it might be,
33:30you can, as you said, break branches, throw the leaves on the ground,
33:34leave certain markings, as the case may be.
33:36Yeah, there are lots of things that you could do, including tying ribbons.
33:40They do it a lot on the hiking trails.
33:42But that becomes a problem when different hikers go up there
33:46and try to use different types of ribbons and confuse the wood.

36:52Joined today by Captain Valence Rambarat of the Hunter's Search and Rescue Team.
36:57And we just want to remind you of the numbers to call.

37:05And before the break, we were talking about if you get lost in the forest,
37:09how to retrace your steps.
37:11And I just have a question for Captain Rambarat here.
37:14In all your years in the forest, have you really gotten to that position
37:17where you actually was really lost for how long that was?
37:21No, I never had that issue.
37:24But as hunters, you get lost for probably a half an hour while hunting.
37:30Now, I'm not just talking about in Trinidad.
37:32If you go up in the Caribbean region that you're not familiar too much with.
37:35No, no, because recently I was in St. Vincent
37:40and nice tropical rainforests up there going to Darkview Waterfall.
37:46Lovely places.
37:47I used the opportunity to visit these rainforests wherever I go.
37:52And by using the simple steps I just outlined, I really have not gotten lost.
37:59But during hunting, because the dogs, you follow the dogs,
38:03they may lead you to a new area.
38:06What area you don't know.
38:08Sometimes for like half an hour, 35 minutes or so, you fumble a bit.
38:14Because in new territory, you don't know the area.
38:18But by looking at your streams, your rivers,
38:22you know you're able to get back to an area where you know.
38:26It takes a lot of experience and skills,
38:29so we don't even get worried when we're in a new area.
38:32We just look at the sun.
38:33We just look at the sun.
38:34We said we came from that area to get back to that area.
38:37We know we follow the sun and we get back to that area.
38:41So for us who very experienced, it's now very difficult to get lost.
38:45And as a team, four years in existence, we've never had a member who got lost.
38:53That's good.
38:54I mean you have been a teacher for so many years.
38:56What can inspire this passion to be part of this kind of activity?
39:02Well, first of all, I had my career in education.
39:06But my mom, who is 80 years old, she's a preschool teacher and still teaches.
39:14She still has her school where we grew up in Rio Claro.
39:17Now that's where the education part came up.
39:21And then my father was a senior forest officer.
39:24And when he went to work in the forests of Trinidad and Tobago,
39:30I was there to accompany him when I was on school vacation.
39:33And there it is.
39:34I found a love for forests.
39:36But it's not about hunting.
39:38It is about admiring the beauty and understanding the science behind forests.
39:44So I will quickly be able to observe things that are unusual,
39:48things that are not supposed to be there.
39:53Mark, over the weekend, I think it was yesterday,
39:57we got our distress call from a resident in Rio Claro,
40:01Kildare Village, Rio Claro.
40:03And a lady is saying that she's seen a huge snake in her backyard.
40:11And she was able to describe it.
40:13And we visited, five of us visited.
40:17And it's a good thing five of us went.
40:21That red-tailed bull constrictor, and I brought the video with me today,
40:25unable to show it, is one of the largest I have seen in all my years.
40:31And it's also a pretty specimen.
40:35So you're getting that iridescent color on it.
40:38What was the length of it?
40:40We didn't measure it, but that one could have been past 10 feet.
40:44But it's not only the weight, but the thickness.
40:47As well as the weight, because we normally would bag it.
40:53And we had to get Ronnie, who is a pretty large guy on the team,
40:57and he said to me, this is really, really heavy.
41:02So the forest has beautiful things in it.
41:06But it's my first love, really.
41:08I really love that type of environment.
41:11Well, we want to give the assurance to our viewers
41:13that when we can show that video, hopefully if not tomorrow, by Wednesday,
41:17we can show that snake and the length and, as you said, the beauty and the thickness.
41:22The thickness of it.
41:23And you can see the weight.
41:25When you see how Ronnie is trying to manipulate this snake,
41:29you will realize it's a very heavy, heavy snake.
41:32But Mark, I just wanted to go back to the drug bus in Marrakesh
41:40and look at, again, similar terrain.
41:44It was an inlet, I read, and again, forested territory.
41:50Only accessible by boat, however.
41:52By boat, however.
41:53And these are the storage areas.
41:56So when you're going into the forest, you have to be careful,
41:59because we were in the Cedrus, the carcass area,
42:03and you know there's a lot of swamps there.
42:05And we were told to be careful,
42:08because that is where the smugglers and the store, they're criminals.
42:15So if you're using the forest, you have to be aware.
42:18You know Trinidad and Tobago is a transnational shipment area,
42:24and you have to be very, very careful.
42:26That north coast of Trinidad, it is easy.
42:30There are a number of coves and inlets,
42:33and not all can be patrolled at the same time.
42:36So, you know, those are areas you have to be very, very careful,
42:39be observant, and know where to go and where not to go.
42:43Certainly that information that was provided was dead on by,
42:47you know, the intelligence,
42:49obviously by an informant or informants,
42:52and it was really a large seizure by the Trinidad and Tobago Police Service,
43:00and that collaboration with the Trinidad and Tobago Coast Guard
43:04was very essential in ensuring that that operation was very successful
43:09in this regard, because of these very difficult to reach areas by boat,
43:14and obviously people, that network that is operating,
43:18obviously know where to put it out of the reach of the normal man on land, that is.
43:25So certainly, again, very good work to the Trinidad and Tobago Police Service
43:29with the help of our friends, the Trinidad and Tobago Coast Guard,
43:34and we continue all to continue the good work as we continue that fight,
43:39contraband, illicit contraband across the world,
43:42and of course in Trinidad and Tobago.

47:09Well, I'm back, sorry, to Beyond the Tape.
47:11I'm your host, Mark Bassan,
47:12and I'm the captain, Valence Rambarat,
47:13of the Hunter Search and Rescue Team.
47:15And I find a lot of people tend to be very shy
47:17on a Monday not to call in and ask you
47:19more pertinent questions,
47:21especially as it relates to missing persons.
47:23But I'm hopeful that in the coming weeks
47:26that will change, obviously,
47:27because I think this is a very important service
47:29that you do with the Hunter Search and Rescue Team.
47:33And by extension,
47:34that collaboration with the Trinidad and Tobago Police Service
47:37goes a long way in really finding a number of persons.
47:40Yeah, we have an excellent,
47:41healthy working relationship with the police.
47:44And I tell you,
47:46whenever you call a police station,
47:48you get a quick service.
47:50They pay attention to the information we need,
47:53and they are willing to work with us
47:55to find missing persons
47:57throughout Trinidad and Tobago.
47:59And the thing about the callers is that
48:03I think I'm not a policeman,
48:06so I don't...
48:08Right?
48:09But missing persons,
48:10what we found, Mark,
48:12is that since the SOE started,
48:14we found we still have the teenagers running away,
48:18the elderly having problems.
48:20But those that are really victims of crime,
48:23we've seen a slowdown of that.
48:25And I know the SOE finishes on the 13th, I believe,
48:29of April.
48:31So I know we're preparing ourselves on our end
48:36to see what it would look like post-SOE.
48:40And, Mark, as we are on the SOE,
48:44I was basically reflecting on what could be done.
48:49But I think in terms of legislation,
48:52I know we are in an election period.
48:56Legislation has to be amended
48:59to give the police officers the correct tools,
49:03the correct laws,
49:05to deal with criminal matters,
49:09but especially gang warfare, gang violence,
49:13and gang murders.
49:15And I think we want to see that happen.
49:19And if there's one thing I think should be brought to the first,
49:23the next parliamentary session,
49:25is legislation.
49:27Because we're seeing an impact of the SOE, right?
49:31We're seeing an impact.
49:32We're seeing the number of guns being recovered out there.
49:35We're seeing a slowdown in the murder rate.
49:39And therefore, going forward,
49:41we have to think what could be done
49:44to help police officers conduct their duties effectively,
49:49efficiently, and effectively.
49:51They need to be given the proper tools to do their jobs.
49:57Yeah, that's very important going forward.
50:00And now that the parliament has been dissolved,
50:02whichever government is coming into office
50:07in the next couple of days,
50:09I do hope that they will understand
50:11how important this crime situation is
50:15and to get a handle on it.
50:17You know, we have reached 100 murders
50:20in just over three months.
50:23And it's not a very flattering number, of course.
50:25One is too many.
50:27And we are hopeful, as you said, post-SOE,
50:30that we will not have those kinds of numbers
50:34because it will terribly affect us going forward
50:39and the image and so on.
50:40So we're hopeful that the crime situation,
50:43police will get a handle together
50:45with the assistance of the government.
50:47All right?
