03:11Welcome to Beyond the Tape, I'm your host, Mark Bassan.
03:14Welcome to our viewers across Trinidad and Tobago.
03:17Of course, our global viewers and our brothers and sisters in the Isle of Grenada.
03:23We definitely are going to have a really exciting show today.
03:26It's Legally Speaking Wednesdays and you know, of course, who we have with us is no, none other
03:33than Sergeant, Acting Sergeant Zaheer Muhammad, Zaheer Ali, sorry, from the Trinidad and Tobago
03:41Police Service.
03:42Welcome, sir.
03:43How are you?
03:43Apologies.
03:45Well, that's all right, Mark.
03:46You know, I will, you know, forgive you.
03:47I think we were discussing something in relation to sport just now, and that's why I got my
03:52names mixed up.
03:53Yeah.
03:53So, I forgive you this afternoon.
03:54I know that, you know, the last week I didn't see you, and I think, you know, having not seen
03:58you for that period of time, you know, things, you know, may have been absent, but it's good
04:02to have you back, you know.
04:03Good to be back.
04:04You know, and safely and, you know, you look fresh and energized, you know, to continue
04:08your good work.
04:10Good evening to Jackie and, you know, her staff, you know, behind the scenes, you know, always
04:15working assiduously and, you know, diligently to ensure that, you know, we have this program.
04:20To the citizens of Trinidad and Tobago, you know, most important, an institution, you
04:26know, on its own, my law enforcement colleagues.
04:29And this afternoon, Mark, I want to, you know, acknowledge the Commission of Police, you know,
04:34Mr. Guevaro.
04:36You know, I was looking at him on Friday, and it was very inspiring to see, you know, the
04:41leader of the Trinidad and Tobago Police Service appearing on Beyond the Tape, you know, to continue
04:45the work of Beyond the Tape, and, you know, his response, you know, thus far, you know,
04:51I want to acknowledge that this afternoon.
04:52But, Mark, it's a pleasure to be here this afternoon, and, you know, I'll see how best
04:57I can assist as we proceed.
04:58Yeah, certainly, you know, you know, the Commissioner has not really minced his words since he came
05:04into office.
05:05And, obviously, the image of the Trinidad and Tobago Police Service took a hit a couple
05:10months ago, and we had this controversy with a then-Commissioner, and then that Commissioner
05:15having to take leave until this matter was resolved.
05:20And then we had an Acting Commissioner, and, of course, in the midst of all that, we had
05:23the state of emergency, where we were really trying to put a handle on crime.
05:30And so, tumultuous times with the TTPS, and now we are, I guess, you're settled.
05:36Now, Commissioner of Police has been elected.
05:41Yes.
05:42And has gone through the right process, gone through Parliament.
05:45So, there could be no qualms now.
05:48It's business as usual.
05:50And I think that the Commissioner is really committed to working hand-in-hand, not just
05:55with the TTPS and his officers, but also with the public.
05:58And, most certainly, Mark.
05:59You know, that, as I said before, you know, inspiring, you know, and I'm sure that the
06:05ranks on file, you know, will have a similar view.
06:08You know, Mark is also important this afternoon.
06:10You know, I want to join with you on Trinidad and Tobago, on by extension, the TTPS.
06:15You know, those parents and those students who have worked very hard, where the SE results
06:20is on the horizon.
06:21You know, I want to say to the parents, I want to say to those children, you know, the
06:26guardians, you know, I salute you this afternoon.
06:29And I, you know, salute you and I, you know, share that love that, you know, you have completed
06:33a journey, you know, and I want you to continue to stay positive, no matter what the results
06:37may be.
06:38You know, you have done yourself proud, you have dedicated, you have committed yourself,
06:41and that's all that we can ask.
06:43So, Mark, on behalf of all of us, to the children who are waiting patiently for the SE results,
06:48you know, I want to take this opportunity to wish you all the very best.
06:51And, you know, wish you all the very best as you move forward in your future endeavors.
06:55Yes, certainly.
06:56And, of course, you know, you know, starting tonight, of course, you know, we're going
07:01to have some traffic restrictions in place as the Indian Prime Minister Modi is to visit
07:08our shores over the next couple of days.
07:10And we just wanted to kind of familiarize persons with the traffic restrictions for the
07:16state visit of the Indian Prime Minister.
07:18starting tonight, the parking is going to be prohibited on Dock Road, Post Office Road,
07:25and the western side of the northbound carriageway of Wrightson Road between South Key and Dock
07:32Road.
07:32So, please take note of these restrictions starting tonight at 10 p.m., and then tomorrow,
07:39sorry, on Friday, July 4th, between the hours of 4 a.m. to 2 p.m., parking is prohibited
07:46in the following areas.
07:48St. Vincent Street between Gordon Street and Independence Square North, Sackville Street between Wrightson
07:53Road and St. Vincent Street, Abercrombie Street between Independence Square North and Park Street,
07:58Knox Street between Abercrombie Street and Frederick Street, Hart Street, Duke Street between Frederick
08:04Street and Wrightson Road, Quid Street between Frederick Street and Abercrombie Street, of course,
08:10Cipriani Boulevard, Chantry Lane, Colville Street and Circular Road.
08:15So, we want to, and of course, for the taxi drivers, just quickly, on Friday, 4th, July, from the
08:21hours of 4 a.m. to 2 p.m., a taxi driver, plying the St. Anne's route from Hart Street shall
08:26operate from the southern side of the Queen Street area between Frederick and Abercrombie Street,
08:32and the St. James route from Hart Street shall operate from the northern side of Independence Square
08:37north between Frederick Street and Henry Street.
08:41So, obviously, this is an order from the Commissioner of Police, Mr. Alistair Guevara,
08:47and we know, Sergeant Ali, that there are times where motorists tend to forget these things,
08:53and then they end up in a bind, because they didn't.
08:56These notices are going to be placed, you know, on the newspaper, as well as on social media by the TTPS,
09:04and this is a legal notice from the Commissioner of Police.
09:07So, please, encourage these persons to observe these traffic restrictions.
09:13Well, Mark, thank you very much for, you know, that very clear and decisive notice, you know,
09:17to the citizens of Trinidad and Tobago, and, you know, it's an important notice,
09:21and you have spoken about the anticipated visit of the Honorable Prime Minister of India,
09:27and, you know, that's a significant moment, and, you know, these, I don't want to use the word restrictions.
09:33These notices or directions is all geared towards ensuring that everyone is safe
09:40and to ensure that there is free movement of vehicles and persons during this period of time.
09:45So, I'm asking the citizens of Trinidad and Tobago to let us, you know, let us demonstrate clearly
09:52that as a Republic of Trinidad and Tobago, that we are a democracy that we are proud of,
09:57and let us set an example to the international community,
10:00that we are prepared and we are ready to receive, you know, some of the, you know, top war leaders
10:06so that, you know, we can market our country in the best that we can.
10:10But, Mark, thank you very much.
10:11Mark, can I just take just one minute just to do justice to what you have just said.
10:15So, those who may be inclined, I want to advise you strongly this afternoon.
10:19We are looking at Legal Notice No. 229.
10:22Legal Notice 229 made pursuant to the Motor Vehicle and Road Traffic Act Chapter 4850,
10:29an order made by the Commission of Police under Section 681 of the Motor Vehicles and Road Traffic Act.
10:34So, those who are interested, that's the Legal Notice No. 229, dated the 1st of July, 2025,
10:42which you will have the opportunity and the luxury to sit back and read.
10:46I may, if you have the luxury to even print or have a soft copy, Mark, I think it's important to do that
10:51so you can always reflect on it if there's any uncertainty.
10:54But, Mark, excellent this afternoon on behalf of the media.
10:57And I'm sitting at it. It's also available online.
10:59You just have to type it up.
11:01That's right.
11:01And it's going to be available there online.
11:04All right, let's take a quick look now at our headlines.
11:42So, those are some of the headlines over the last 24 hours.
11:51And we were talking about the Commissioner and how he has, you know, really started off on a strong foot.
11:57And there was actually an operation that the Commissioner was part of,
12:03as well as other units of the Special Intelligence Unit,
12:06Jungle Operations Team Supervised by Corporal Mohamed,
12:10the Firearm Trafficking Interdiction Unit under Corporal St. Lal Singh,
12:13and the Northern Division Western Task Force led by ASP Bharath.
12:17Today, this morning, between the hours of 6.30 and 9.30 in the St. Joseph area,
12:24they were able to destroy $1.3 million worth of cannabis and arrest one person.
12:34They went into a forested area where they found, uncovered three cannabis fields,
12:39spanning roughly four lots of land, along with two narcotics camps.
12:44During the operation, approximately 1,390 fully grown cannabis trees and two seedling beds were destroyed.
12:53One suspect from the St. Joseph area was arrested on site for cultivating approximately 100 fully grown cannabis trees.
13:01The estimated street value of the destroyed cannabis is $1.39 million.
13:08Certainly some good work there by police officers, of course,
13:12the Commissioner being one of the persons that spearheaded that operation.
13:16Well, Mark, let me join you immediately and, you know, acknowledge the great work of the Trinidad and Tobago Police Service.
13:21And again, as I indicated earlier, you are seeing leadership,
13:25leadership, but you are also seeing an opportunity where the Commissioner of Police, you know,
13:30is motivating and recognizing the work of his officers.
13:33I think that does it's inspiring.
13:34So, Commissioner, if you are listening to me this afternoon,
13:37I am inspired and I'm sure that the Trinidad and Tobago Police Service are also inspired,
13:43all ranks on file.
13:44And to the Special Investigations Unit that led the Operation Mark
13:47and the supporting agencies from the Northern Division, again, I salute you.
13:52Mark, this issue of cultivation, that cultivating, it's a very significant matter
13:57in terms of the, you saw the value, I think it's over a million dollars that you mentioned a while ago.
14:021.39, yeah.
14:03So those things are, those are very significant success.
14:07And what was important, you have heard in the past where you have a cannabis eradication exercise.
14:12What was important about this exercise, in my respect for view,
14:15is that someone is arrested and is assisting the police for the investigation.
14:18So, you're not only looking for the eradication, but you're looking for persons,
14:22the human element that is responsible for the activities,
14:25or reasonably suspected, I should say, to be more precise, because the inquiry is ongoing.
14:29Yeah.
14:30And of course, we want to always remind people that marijuana is not legal.
14:33It has been decriminalized.
14:35There's a huge difference.
14:37And I'm happy that you said that as well, Mark and me, going back to me,
14:40because we are looking at cultivation.
14:42We have an issue where, if you are beyond the four growing trees,
14:47remember that per person, four growing trees per person.
14:50If you just look at the video footage, you'll recognize that, you know,
14:52that is way exceeding that four trees, you know.
14:55So, again, just be guided by the Dangerous Drug Act as amended in 2019.
15:00Just be guided and understand that cultivation for four trees and more
15:05can land you into a situation where you have to answer very hard questions, Mark.
15:09Yes, certainly.
15:09All right, we're quickly moving on to a road traffic accident in the Twin City area
15:15sometime today involving a green band maxi taxi and another, you know,
15:21and we're talking about road safety, time immemorial on this program.
15:26You know, you're seeing the roads there.
15:28It's wet as well.
15:30And, you know, there's a person on the phone there.
15:33It appeared that there were some passengers in the maxi taxi as well.
15:39So, certainly, you know, as we, in the midst of the rainy season,
15:44motorists need to exercise more caution on the nation's roadways.
15:50Well, Mark, you and I have spoken very strongly, and, you know, even when Marlon was here,
15:54I spoke very strongly in terms of looking at reform to make dangerous driving,
15:58driving without you-kind attention.
16:00I'm going to repeat it so it basically will find, you know, some space, you know.
16:05So, this is the one in Twin City, apparently.
16:07The other one, I think, was in the south area.
16:10But this one person was also injured.
16:12You're seeing some people lying on the median there, obviously, hurt two vehicles.
16:21And this is during the day, today.
16:23You know, so, I mean, one is an SUV and another is a van there.
16:29As you can clearly see, a Honda SUV on a vehicle there.
16:33And pretty badly, you know, both cars have been smashed up.
16:38Well, Mark, you know, I don't mean to relate it to this particular incident,
16:42but what I've recognized through my experience is that every road traffic accident,
16:46when you're investigating it, it is always subject to an omission of a road traffic regulation or law.
16:55And I just go as simple.
16:57A simple improper overtaking.
17:00A simple situation where you fail to put on your indicators to indicate that you're looking at change lanes.
17:07A situation where you're driving beyond a speed limit.
17:10You know, we all have to be careful.
17:11And one thing I want to say as well, Mark, over the last couple of days, you know, being on the roadway,
17:14I've seen where vehicles may be moving along the roadway.
17:17And you've seen what appears to be like oil and other substance that may be on the roadway.
17:24And this brings me to the question in terms of your vehicle inspection,
17:28to ensure that your vehicle is, you know, roadworthy.
17:31These are very significant matters.
17:32So, you know, we have to look at this thing in its entirety.
17:34But I would really like to see a strong focus legally.
17:38Perhaps the parliament, if they could place it on the agenda,
17:41to look at this issue of dangerous driving and driving with your U.K. attention
17:44to make it an arrestable offence.
17:46At least to start using the rule of law as a deterrent.
17:49And see if perhaps that could probably assist us.
17:51But again, an area that is crying out for reform.
17:55All right.
17:56We're going to take a short break and we'll be back with your calls.

20:30Be viewing Caribbean Medical TV this Sunday at 7.30.
20:45Welcome back to Beyond the Tape.
20:47I'm your host, Mark Bussan, joined today by Action Sergeant Zaheer Ali of the Trinidad and Tobago Police Service and Attorney at Law.
20:54We have our first caller on the line.
20:55Caller, good evening.
20:57Good evening, gentlemen.
21:00Good evening, sir.
21:01Your favorite caller, Robert Elias.
21:04Good day, sir.
21:06Talking about dangerous driving yesterday, my granddaughter was driving west on Bengal Street.
21:16No, Bengal, Delhi Street, sorry.
21:18Delhi Street West.
21:19And a gentleman came out of Bengal Street and hit the broadside.
21:24Had she not been on the northern side of the car, she would have been a dead person.
21:32And his only excuse was he didn't see the car coming.
21:37A major road, sir, is a major road.
21:40A white line is a white line.
21:42A red light is a red light.
21:44A white line is a red light.
21:45So, we need to enforce the laws.
21:49Mr. Senior Officer, our officers are not enforcing the laws.
21:56We need to take this thing more serious than it really is.
22:00That young lady is 21 years old, could have been dead yesterday.
22:05And who's going to answer for that?
22:07Who's going to give them parents back their life and give that child her life ahead of her?
22:12So, I beg of you, sir, and I beg of the officers of the Trinidad and Tobago Police Service that are listening to this program, start issuing tickets.
22:25Start taking people off the road who don't respect a red light or a white line.
22:31Please, I beg of you, sir, and thank you.
22:37Caller, thank you very much.
22:38And, Mark, I feel the pain.
22:41I feel the pain and I feel the urgency in that caller's voice.
22:44And, you know, I am aware that, you know, members of the executive, commissioner and others, you know, may be paying attention to this program.
22:51And, you know, if they are not switched on, you know, I want to give you the assurance that I will, again, relay to the commissioner and the executive the need to, you know, probably through lectures and through seminars for the officers to appreciate the need to enforce it.
23:06And, you know, Mark, sometimes I wonder whether there is a need, you know, when I was younger and we were in school, we were looking at things like road safety.
23:15And I'm wondering whether that we have reached a stage where we reintroduce road safety, even in our nation's schools, and to ensure that every so often there is a program that drivers need to attend.
23:24If you don't attend, we can take steps to your reference in your driver's permit.
23:28So we are at least certain that you are being exposed and being refreshed.
23:32And this is not in no way giving a defense, but to see if we can look for proactive ways to ensure that we are always aware of the need to be cautious on our nation's schools because what he's explaining, and thankfully that, you know, the individual that he spoke about is alive.
23:47You know, things could have been different, but Kola, I feel your pain, and I'll do my very best, you know, to promote the enforcement of the laws of Trinidad and Tobago.
23:55All right, let's move on. Another caller on the line. Kola, good evening.
24:02Good evening, Kola. Go ahead.
24:04Hi, good evening, Mr. Basan. Good evening, Officer Ali.
24:10Good evening, ma'am.
24:10Good evening.
24:11Good evening.
24:41Good evening, sir.
24:42Good evening, sir.
24:43Good evening, sir.
24:44Good evening, sir.
24:45Good evening, sir.
24:46Good evening, sir.
24:47Good evening, sir.
24:48Good evening, sir.
24:49Good evening, sir.
24:50Good evening, sir.
24:51Good evening, sir.
24:52Good evening, sir.
24:53Good evening, sir.
24:54Good evening, sir.
24:55Good evening, sir.
24:56Good evening, sir.
24:57Good evening, sir.
24:58Good evening, sir.
24:59Good evening, sir.
25:00Good evening, sir.
25:01Good evening, sir.
25:02Good evening, sir.
25:03Good evening, sir.
25:04Good evening, sir.
25:05Good evening, sir.
25:06Good evening, sir.
25:07Good evening, sir.
25:08Good evening, sir.
25:09Good evening, sir.
25:10Good evening, sir.
25:11this is my contribution god bless you guys thank you so much caller and you know i know that there
25:19are certain stipulations have to exist because if you're come along with somebody in a certain
25:25situation then you might be entitled if you're after a period of time living with them and if
25:30you happen to be the victim of a violent attack or whatever it might be but i don't know if you
25:35could speak a little more to that if it's a pattern that the lady might have observed
25:39well mark you know um you you you were on point with reference to whether there needs to be a
25:46diligent inquiry to establish the relationship that's an important factor this is not something
25:51that you know going to just be operating haphazard and i'm happy that the caller has emphasized the
25:55need to ensure that there is due diligence in these matters and you know again you know this
26:01a public program i'm i'm certain that there are members officials um from the ministry of the
26:06people and family services that are listening um including the honorable minister and i know that
26:11she has been very astute and you know very um active in reference to that particular ministry um
26:17together with our officials so i'm certain that if they are listening that the necessary steps will be
26:22taken but again you know my responsibilities is if there's uh matters that are raised on this program
26:30mark i will ensure that it is channeled to the appropriate authorities for action so caller thank you very much
26:34and i respect your position as well all right when we get back voice of the people stay with us

30:49don't be like mary obey the laws of the rude a message from the ttps
31:19welcome back to beyond the tape i'm your host marcus i'm joined today by acting sergeant
31:25zahiri ali at any at law with the trinidad and tobago police service how are you doing mark
31:32i need to make mention of something and um you know switched on right now um is my mother and
31:39you know she's not enjoying the best of health um you know but she switched on and you know i'm happy
31:44to see the progress that she's making and so mommy um may god continue to bless you with good health
31:50and strength and um i thought it was important to recognize that and you know continue to you know
31:56be strong um and to all the parents out there um you all cannot be repaid
32:03you know for the love and affection that you have shown to your children so that was important mark
32:08um very emotional moment for me and my family and to all those who have you know supported us
32:13family friends you know i want to thank you very much this afternoon
32:15yes certainly and i want to wish your mom well as well and i know that you know i've been in a similar position
32:20over the last two weeks but i can say that uh she's doing uh pretty well she might be looking but
32:26you know she's she's told about the show as well at times all right so guess what we're going to the
32:32best part of the show voice of the people in sanmond
32:36what would you see
33:04and some of your suggestions to reduce crime in this country and that's a very weighted question
33:11in order to reduce crime
33:14you see all them big men and them on the borders the coast guard the air guards all these
33:19officers on them i won't see i never see but i see certain moves in certain security firm and
33:27thing in order to come down on these things you have to get serious with these officers on them
33:32and stop it stop the guns from coming in the country that number one thing that i never had so much
33:38around in my time too much guns in the country pa i could go right and say i sell my gun and hold
33:42and my gun and the guy in it long time you can do that few few few businessmen or big polish
33:48men used to get access to from the firearm now everybody can if i am you understand what do you do to
33:55secure the safety of yourself and your family like what do you do differently just to make sure you're
34:00safe when you leave here to go to home or anywhere else well i well i like how you bring up that question
34:05there too because i was i was attacked this morning about about 11 o'clock when it rains out of all
34:11a smoker woke my cooler and take out four bottle of water and go in with it i run up on him and snatch
34:17him take back the water and nurse from mount up hospital pull out money from she pocket to pay me back
34:23for the water not to be the man after all that now the police still come and hold me to find out what
34:28going on well because a man stand up witness to me and say well the man went and thief the man water
34:33and the man just went back to achieve vacuum water you understand and so the police end up like
34:37when about 45 minutes ago you understand all my water still in my pool and me get to sell nothing
34:42for the day but you have to be mindful in everything yeah yeah yeah how you call it the environment around
34:50here because these little fellas and them works no way they draw no pain away and they always want
34:56our weed to smoke i'm not blaming it on the weed but that's the first priority in life to smoke our weed and
35:02if you can't get if i get you bepping i could snatch your thing and go running you go get frightened
35:08because the man snatch your thing and go on running you understand you looking to run behind you
35:13because you don't even have a gun in your waist or a knife in your waist you're going to leave
35:15here and watch it to go i any day you always have to be mindful and what going on around here got plenty
35:20of them little dudes snatching and running and they they targeting the old people and the women
35:26what would you say makes these young people gravitate towards that life of crime
35:33well they gravitate because they gain access to firearms the bigger brother might be a drug lord
35:40or me a gang leader and they have access to a firearm they could put their hand on one they
35:44go take it they go lend the bridge it they will go back for next one because they have plenty and when
35:49these little fellas get these things in their hand they feel invincible the police can't do them nothing
35:53they could shoot the police and kill them but at the end of the day they have a bad thought in the
35:57head because when they hold that gun they feel nobody can't do them nothing you understand this
36:02gun making them feel they're powerful and invincible and that was going on yeah
36:10voice of the people sergeant ali well mark you know it's very i always look forward to you know
36:15listen to the citizenry of trinidad and tobago and you know this individual very important advice
36:20and use the word mindful but basically being aware of your surrounding to ensure that you prevent
36:24yourself from being a victim of crime so again um good piece of advice but again it's demonstrating um
36:30mark where persons who are you know in the in the areas that are prone for criminal activities are
36:35clearly identifying things that may be contributing towards crime and we are seeing a situation where
36:40persons may be abusing the narcotics and they are in pursuit of the narcotics and they'll do anything
36:44possible including you know larceny from the person robbery in order to be able to achieve that
36:49objective so again excellent advice and we have seen it i think that was any crazy i think it was yes
36:54yes it was um so again you're seeing um in the public domain you know um persons expressing themselves
37:01clearly and again clear um a clear case for law enforcement to ensure that they respond and they respond
37:12appropriately to crime and criminality in trinidad and tobago yep all right we have another call
37:17on the line caller good evening good evening good evening officer evening with mr basant good evening
37:24are you all okay so far okay officer it's good to see with the cannabis you know they really
37:32caught somebody because many times that happens you don't catch anybody and they just get away
37:37so it's you know it's nothing now concerning what is taking place in the country with the parliament
37:43i feel the need to get serious and put certain laws in place get rid of some of those archaic laws and
37:49put certain laws in place that will assist us with the types of crime that is taking place now and
37:54they're always talking about constitution reform when they're out of government they're talking about
37:58constitution when they're in government you're not hearing anything about put things in place
38:02and change things so that we will be able to you know put something to do something to crime that
38:08has taken place officer when like the everybody laws when they make laws they cannot put like
38:15timeline for how long before you call this case or something can that be done or they're not supposed
38:21to do something like that because we learn to them somewhere they take them to with these where these
38:25cases and all sorts of things happen put something in place so that we will be better off in
38:32train on today because all sorts of things happening in all sorts of times the last point is i see
38:37where the elections for the police officer have been you know postponed and i hope that you really
38:41get it right and have the elections and finish officer ali too much looks with the cricket but i know
38:47you don't like that all the best all of you be safe all of you thank you very much well thank you
38:54very much cola um i want to deal with one specific issue that she spoke about in terms of placing timelines
38:58um for trials um criminal trials that is and you know may say that the administration of justice
39:05indictable proceedings are you know created a pathway to ensure that cases are managed effectively and
39:09this relates to time um where things are to be done at a particular time so there is um a move you know to be
39:15able to you know have some efficiency in the justice system but like in anything else and i i said it last week ma
39:22excellent laws and you call up previously talked about enforcement but when you have the human element
39:28you see this human element is a very important component so that the why the the administration
39:35of justice indictable proceedings act is there um we need that human element to ensure that we work it
39:40to achieve the objective that the law um was set out to achieve and there must be consistent review to see
39:46whether there's a need to amend whether there's a need to do reform so cola an excellent point that
39:51you have hit and you know when you look at the constitution mark perhaps i will even look at from
39:55a supreme law context whether in fact there should be any stipulation for a right not only to a fair
40:00trial but a trial within a period of time to ensure that there is swift justice now if that happens
40:06you realize that all stakeholders in the criminal justice system will have to you know work in tandem to
40:11achieve that objective but cola um excellent excellent submissions um mark i don't know how much time
40:17we have um but soon soon to the break well you know why we are speaking about the rule of law the
40:23office of the attorney general and by extension the government of trinidad and tobago again utilized the
40:28rule of law recently most recently within the last 40 hours to declare trendy agua as a designated
40:36terrorist organization in trinidad and tobago and again we are seeing the power of the law now why am i
40:40saying that i'm saying that i'm asking every citizen trinidad and tobago to have a read of that article in
40:46the newspaper and look at that designation because it clearly directs that anyone who is affiliating
40:52whether financially otherwise with that organization knowing that it has been designated as a terrorist
40:57organization a transnational um criminal organization in keeping with the directions of the united nations
41:03security council you can be finding yourself answering very hard questions so be careful and pay
41:09attention to that designation a very very serious move on the part of the government of trinidad and
41:13tobago is that you know i know it took a little while for trinidad and tobago to to adopt that position
41:20that was adopted by the u.s a couple weeks ago and um of course one of the things if you just google
41:26trendy aragua and you sunday express i did a piece about it about three or four weeks ago yes talking about
41:32the influence not just uh and where it originated in venezuela but the tentacles stretching across uh
41:39south america north america and even here in trinidad and tobago so you can take a a little read about
41:45that a couple weeks ago to get a better understanding of how they operate well mark thank you very much for
41:50directing the public to that piece of literature where they could look up look at but again is a law that
41:55we don't speak frequently of but a very dangerous piece of law in trinidad and tobago and that is the
41:59anti-terrorism act it's a very strong powerful piece of legislation and under section 22b of that
42:06anti-terrorism act is where the attorney general utilize the power under that particular act to
42:11designate that authority and may i say that any other agency or group or or or gang that is inclined to
42:18terrorist activities meaning it is threatening um the security and safety of the state
42:23we will not hesitate to move the rule of law to ensure that we protect the citizen option in adam
42:29tobago all right and on that note we will not hesitate to take a break we'll be back

45:15stoves are not to be left unattended for prolonged periods all gas cylinders must be properly connected
45:24and host clips secure tightly to avoid gas leaks family members must be aware of your evacuation
45:31procedures and the muster point must be identified under no circumstances should you re-enter your home
45:40in the event of a fire remember fire safety begins with you
45:54welcome back to beyond the tape i'm your host mark busan joined today by acting sergeant zaheer ali
46:04attorney at law of the trinidad and tobago police service and i want people to know
46:08we didn't plan this both of us are wearing black and black pinstripe underneath i don't have any cameras
46:16near your your workplace or your home well you know mark sometimes they say you know great minds think
46:21alike but how would you describe this now that great minds were dressed alike had to be well you know
46:26i'll take that compliment you know may i extend it as well you know even jackie you know was you know
46:32black was was entering you know um that circle as well and she's dressed at this at this time unfortunately
46:38you all wouldn't have the opportunity to see her but she's similarly dressed yes indeed yes you know um
46:44you know we the serious thing you talk about uh the the trend there and um it's really um time for
46:52us as a citizenry to take stock of these organizations these illicit organizations that
46:58are operating here in trinidad and tobago um believe it or not and it's important for us you
47:04know any kind of information or activities to to pass it on to the relevant personnel so that
47:10we could try to get a handle before things get out of hand so to speak well mark you know most certainly
47:15mark we we have looked at crime and criminality you know and most times in a local context but this is
47:22one that is signaling to us the importance of looking at transnational crime from that transnational
47:28slash international crime it is important to look at that because at the end of the day mark when we
47:32were seeing the importation all of these firearms whether we threw illegal ports or illegal legal or illegal
47:38ports the the proliferation firearms you know it basically strengthening these organizations to be
47:45able to you know carry out you know the acts of violence so looking at it from a transnational lens
47:50is an excellent move um and also when you look at for example from an anti-terrorism and i i promise
47:57you know god's willing that you know i'll look at that legislation as we go forward on beyond the tape
48:00at some time but you are looking at the power to be able to engage other jurisdiction and in this case
48:07united states of america and other jurisdiction who are in the fight against global terrorism so you
48:12know it is this is where you draw the strength from to have other agencies other jurisdiction lending
48:18that support to be able to fight um this monster called transnational crime yes certainly all right
48:24so just want to remind you of the numbers to call six two three one seven one one extensions 1996
48:31and in 1997 if you have a question for sergeant ali now one of the things i want to remind you guys
48:37about of course is you know people have questions various questions about the ful and uh there there's
48:43a specific department that you can contact if you have if you have any queries you can contact the firearms
48:50department at six to seven five to one seven extensions four twelve four one zero it's on your screen there
48:59one two four one one and one two four one two and i imagine that they probably have been
49:05faced with a plethora of calls over the last couple of days following the announcement made by the
49:11commissioner about the various requirements needed and of course that six month period passing and you
49:17have to get certain things renewed coc and so on well most importantly mark and what i would like to stress on
49:24the commissioner police clearly emphasize that if you are looking for information about the process
49:32or there's any uncertainty or ambiguity or confusion or what have you communicate with the trinidad and
49:38tobago police service and exactly the the department that you spoke of or in the commissioner police office
49:45so that you can be guided you do not have to go and become engaging persons um but the trinidad and tobago
49:51police service so that you'll be properly guided so you will not be wasting money and you will not
49:55be wasting your time in terms of putting your application together so i want to stress on that
49:59the commissioner has clearly advised us to engagement with the ttps all right and on that note we're going

53:07charles jason gordon the roman catholic archbishop of port of spain i am on board in the ttps fight against
53:14crime we are all on board
53:34welcome back to be on the tape i'm your host mark wasan joined today by acting sergeant zaheer ali of
53:39the trinidad and tobago police service and attorney at law and uh we just have a couple minutes left of
53:44course and um i just want to remind you guys don't forget the traffic restrictions in place tonight
53:50along uh areas of the wrightson road dock road and so on and also on friday in and around the port of
53:56spain area sergeant ali well mark thank you again for reinforcing on that so you know since the
54:03citizenship of trinidad and tobago um as i said before it's an opportunity for us to showcase ourselves
54:09and you know you never could tell you know where that um showcasing of trinidad and tobago can take
54:15us and you know as citizens of this country you know i want us to not be thinking selfish let us be
54:21thinking responsible let us think you know mature um you know because you know it's a we live in a
54:27society where we need each other and you know mark once we realize that and even in my little challenge
54:32you know that i encountered recently you know if you don't have people around you who are committed
54:38and dedicated to support you you know you're basically going to be feeling even more strain
54:42and more burden so um as a society let us understand that we need each other you know we need to respect
54:47each other and when we have persons who are visiting from other jurisdictions let us um you know let us
54:53represent the true um red white and black you know so when that impression is is created it goes back and
55:00it lives for a very very long time um you know the india as an economy you know one of the fastest
55:06growing economy in the world you know it's that door that is opening you know to the um from a uh
55:13economic context is very important as well and we don't know what other benefits can um be derived from
55:17it but turn it out on tobago um for our little children our kids you know let them learn the history
55:22um let this be an educational um period for them as well but you know in closing mark before i hand
55:28over to you to the parents to the guardian and most important to the children you know i salute you
55:33this afternoon um i you know hope and pray that the good lord brings the the results that you um
55:38anticipating but i said that what if it don't turn out that way you know continue to persevere and
55:44continue to be focused on your goals um and to the parents i salute you um to continue to do your part
55:50for the future of trinidad and tobago so um thank you very much mark as always um and to the callers
55:57for your for your participation actively this afternoon well certainly you know um you know you
56:02talked about persons you know uh basically um some people might not be pleased with the fact that uh he
56:09the indian prime minister has been given the highest or it's going to be awarded the highest order of
56:14trinidad and tobago um but um if you look at his track record across the world he has been honored
56:20by so many countries um given the highest awards in various other countries as well yes and you know
56:25he was one of those persons instrumental in the bilateral agreement between russia and i think
56:30another country um you know so it's important that before we cast judgment on somebody look at the
56:36background look at their experience look at some of the humanitarian or other things that they have done
56:42across the world they've touched so many economies so many nations in one way or the other so it's
56:48extremely important that we we are cognizant of that yeah and most certainly mark you know when
56:53you're speaking economics very important for this the the life of any any any country or any nation
56:59as the case may be so i think um let us keep an open mind but um to the the strap the traffic um
57:05regulations um let us pay attention to that i've already read the legal notice and you know you can
57:10access it online to ensure that you are well guided and you know be respectful i'm i'm certain that
57:15law enforcement going to be out um very vigilant on the nation's road and for the motorists you know
57:21please exercise the necessary due care and attention when you are on the nation's road all right and on that
57:27note remember repeat tonight at 11 30 we run tomorrow at 11 o'clock the tv6 news is up next and we'll see you
57:36back here tomorrow at six so stay with us
57:55you
