03:22We just want to wish you happy International Men's Day, of course, on behalf of the team here at Beyond the Tape.
03:29And none other than, of course, my good friend today, Director of Policy and Community Support at the Homeland Security Ministry, Mr. Ali.
03:40Well, thank you very much, Mark.
03:41Good evening to you, and let me reciprocate immediately.
03:43You know, you're the closest to me at this time.
03:45So let me take this opportunity to wish you happy International Men's Day as well.
03:51And by extension, you know, all the men in Trinidad and Tobago,
03:56persons who may be viewing and listening to the program out of the jurisdiction.
04:00Mark, let me also take this opportunity.
04:01Why are we focusing on International Men's Day?
04:03If you look at the recognition in 2025, you've seen International Men's Day and Boys' Day.
04:08So there's an extension, and I want to extend this to all the boys, you know,
04:14and this will be going down the realm of persons who are under 18, the children,
04:17in addition to the men in Trinidad and Tobago, and those who may be listening and viewing, as I said before.
04:22So, you know, I want to wish you all happy International Men's and Boys' Day
04:26and join in with the international community.
04:28Very, very significant recognition, Mark.
04:32You know, and I'll speak about it in a short while.
04:34But good evening to Trinidad and Tobago.
04:36Good evening to the citizenry of Trinidad and Tobago, my law enforcement colleagues.
04:40And, you know, Mark, I have to now add my colleagues in the Ministry of Homeland Security
04:46and other ministries across, you know, of Trinidad and Tobago,
04:52and, you know, my colleagues in the background, you know, Jackie, Leston and others,
04:57you know, playing a very instrumental role in this program.
05:01You know, pleasant good evening to each and every one of you.
05:03And I look forward to assist you, Mark.
05:05I promised, in relation to the International Men's and Boys' Day,
05:08I think it's important to immediately signal that in a matter of hours,
05:14we are also looking at International Children's Day, which is tomorrow.
05:18And, you know, just reflecting, and, you know, what a coincidence, or I should say,
05:23you know, I was happy to see both very, very close.
05:26And, you know, when you look at the responsibility of men, you know,
05:31men are considered the guardian of the family.
05:34And I think it's a very important reminder to have the children's day following right after International Men's Day
05:39to emphasize upon the men, the fathers, the guardians,
05:43the importance of looking and providing and securing their family, which includes their children.
05:48So I thought it was important, you know, in my opening remarks to make mention of that.
05:51And, you know, it's very, very significant in relation to the rule and function of a man.
05:56Yes, indeed.
05:56And before we go further on that, of course, you know,
05:58the weather has not been very kind to us over the last couple of hours.
06:02And there was an accident on the Maracas Bay Road area a little earlier on today.
06:09Fire officers, ambulance, personnel were also on the scene there.
06:14A tree fell along the Maracas Road, causing a maxi to wear off the road, etc.
06:19And we are hoping that anybody or any occupants of that vehicle were rescued
06:26and were not too badly hurt.
06:28I mean, we know that road during the rainy season, the trees and so on.
06:36And that area there, we're seeing somebody that appears to be hurt lying on the roadway there
06:41would have been rescued by the fire officers.
06:44A very steep and climb there, Zaheer, and obviously they had to use, you know, a rope and so on
06:51to get down there to rescue any occupants of that vehicle.
06:56Well, Mark, very unfortunate situation.
06:58And, you know, every time you think about the North Coast and when rain falling in terms of landslides
07:02and, you know, other very high-risk situation, very unfortunate, you know, thankfully for nature.
07:08You know, I got a little glimpse in relation to where the vehicle may have been stopped by a tree.
07:13So, again, nature, you know, the tree playing a very instrumental role in terms of that vehicle.
07:18Perhaps that vehicle may have could have gone all the way down, you know, to meet the water
07:21and give the opportunity for persons, you know, at least to be rescued.
07:26But I hope, like you said, I hope that persons who are rescued, you know,
07:31I hope that they are taken and given the necessary medical care and intervention.
07:35And I hope that we are not going to receive any news of any person, you know, losing their life
07:39in that particular situation.
07:40But, again, an opportunity to caution the motorists, you know, in the weather condition
07:46that we are experiencing.
07:47Please exercise due care and attention on the nation's road.
07:50Yes, certainly.
07:51All right, so we're going to just switch back gears to the celebrating International Men's Day
07:56and we wanted to get a message from the Commissioner of Police, Alistair Guevara.
08:02A pleasant day to you, Trinidad and Tobago.
08:05Today, November the 19th, we join the world in celebrating International Men's Day.
08:11A day that was rediscovered right here in Trinidad and Tobago, thanks to Dr. Jerome Teeloxing.
08:19It is a reminder that our nation has always been at the forefront of shaping global conversations
08:25about leadership, discipline and service.
08:30As Commissioner of Police, I stand on the shoulders of men who have led this great country
08:35with vision and courage, from Dr. Eric Williams, who was labelled as the father of the nation,
08:43to Sir Ellis Clark, who gave us our constitution, and A.N.R. Robinson, whose idea of the International
08:51Criminal Court changed the world.
08:55These leaders remind us that Trinidad and Tobago produces men of global impact.
09:00We also celebrate icons like Haisley Crawford, Brian Lara, Dwight York, and Atto Bolden,
09:08who showed the world our discipline and excellence.
09:12And let us not forget our numerous cultural ambassadors, and even Nobel laureate V.S.
09:18Naipaul, who carried our voice across continents.
09:23Within the Trinidad and Tobago Police Service, International Men's Day is more than just a celebration.
09:29It is a call to action.
09:32Our officers embody the values of discipline, respect, and service.
09:37As we embrace our motto to protect and serve with pride, we are giving young men a structured
09:45belonging, a positive identity, and a pathway away from crime and towards contribution.
09:51This is how TTPS honours International Men's Day, by shaping the next generation of men
09:59who will serve their families, their communities, and their nation with integrity.
10:06So today, as the world celebrates men, let us remember that Trinidad and Tobago give birth
10:13to this movement.
10:14Let us recommit ourselves to producing men of discipline, men of service, men of faith.
10:22And let us ensure that every young man in this country knows that greatness is not only possible,
10:30it is expected.
10:32Happy International Men's Day, and may God continue to bless our nation.
10:37Certainly a very uplifting and potent message there to all men, and of course, especially
10:44young men who are coming up in this society, and what is expected of them, sir.
10:49Well, again, Mark, you know, I'm happy that the Commissioner has spoken in depth.
10:53And, you know, what was really remarkable in reference to his comments, I'm happy that
10:57he revisited history in relation to the recognition of, you know, a cross-section of male figures
11:03in different sphere, which was important, you know, especially for our nation's children
11:10to, you know, to at least have an understanding as to what Trinidad and Tobago, you know, has
11:16produced over the years.
11:17So again, you know, happy International Men's Day and Boys' Day, you know, as indicated by
11:22the Commissioner, you know, every single male figure in Trinidad and Tobago and out of
11:29Trinidad and Tobago.
11:30Yes, indeed.
11:30All right, so the Trinidad and Tobago Police Service sent out a media release this afternoon
11:35following some reports circulating on social media involving a particular operation that
11:41took place at a warehouse in El Socorro.
11:44They said the Trinidad and Tobago Police Service advises that the incident currently circulating
11:47on social media involving officers of the special branch and the central division occurred
11:51during a joint intelligence-driven operation.
11:54Based on intelligence, received two operational arms of the TTPS responded simultaneously, which
11:59was consistent with the agency and sensitivity of the information available at the time.
12:04The TTPS wishes to assure the national community that public safety was never compromised.
12:10All officers involved remain on duty and joint state of emergency operations continue nationwide
12:15in accordance with established command and control procedures.
12:19Well, again, Mark, you know, I have been, you know, privy to the information, you know, in the public domain with reference to this operation.
12:28And, you know, I want to reserve, you know, any further comments on this matter until, you know, there's, you know, full clarity as it relates to this matter.
12:36But if there's any success unfolding from it, you know, I always acknowledge you woke up with law enforcement agencies, you know,
12:43and urge them to continue to act on the intelligence and ensure that we rid the streets, you know, of all firearms, ammunition,
12:50dangerous drugs, and other illegal items.
12:52Well, as a follow-up to this release, just about five or ten minutes ago,
12:56they sent a follow-up to this release without words, but, of course, some images of allegedly narcotics that was recovered from this operation.
13:06That's about it, from this operation.
13:08They didn't see a word exactly anywhere else it was found and so on, but it was in reference to this.
13:14And hence why, Mark, I'm going to take a very, very reserved position to ensure that there's full clarity from the executive.
13:18So I do not want to be, you know, inferring or pronouncing because of the information and the clarity that is coming.
13:24So, but again, you know, once it leads to some level of success, you know, whether it's narcotics, farms, ammunition, what have you,
13:32you know, I'll always commend the work of the police officers.
13:34But, again, we are in a state of emergency and we need to continue to ramp up the efforts for the reference of these illegal items.
13:40Yes, indeed.
13:41All right, so, you know, time and time again we stand there almost every day reminding motorists to be careful on the nation's roadways.
13:48And, of course, we showed you earlier on that accident along the Maracas Bay Road.
13:55The road is quite wet.
13:57Yes.
13:57And, of course, forces of nature.
14:00So, you know, it's, we cannot predict when things like this will happen.
14:05A fallen tree or a landslide might happen or a landslip of some sort.
14:09But we always implore drivers to be extremely careful because you never know with this inclement weather continuing onward into tomorrow.
14:18It's important that motorists and pedestrians alike and persons in and around areas that are prone to flooding or landslides or landslips, as the case may be,
14:28needs to exercise extreme caution.
14:30Well, you know, importantly, Mark, and this is where things like speed, this is even more reason to ensure that you observe the speed limit.
14:37There's a reason why the speed limit was placed in the first place.
14:40You have, you know, the north coast, you have other special roads which will attract a particular speed limit.
14:46And could you imagine, as you just indicated, there's the inclement weather that will further emphasize the need to ensure that you're not only observing the speed limit,
14:55but you should even be reducing further speed because of the situation that we're experiencing.
14:59And again, as I said before, driving with that due care and attention simply mean, Mark, in terms of keeping a safe distance.
15:07If you are maneuvering corners, you know, be very careful, ensuring that you are in a position to control the vehicle.
15:13And bearing in mind as well that because we are, you know, utilizing the road on a continuous basis, persons whose vehicles are not properly inspected,
15:21for example, if your vehicle is probably licking fluids and so forth, it can be on the roadway and a mixture with water and fluid can create very slippery situations.
15:29So, again, it requires a 360 level of responsibility from all the road users to ensure that we avoid and prevent what we have seen a short while ago.
15:41And, you know, that was the north coast area.
15:45I'm applying it to throughout Trinidad and Tobago.
15:47So, whether you're in a hilly area or you're in a flat, please drive with due care and attention.
15:51Yes, and we have another accident to show you that happened overnight.
15:56This was a very serious accident that occurred, a head-on collision, Mr. Ali, in the Maracas, St. Joseph area, is it, producer?
16:07Royal Road, Maracas, St. Joseph area there.
16:10A head-on collision last night.
16:12And we talk about speed, we talk about, you know, maneuvering on narrow roadways, on roadways that are winding and so on.
16:21It's important that you try to stay within that speed limit and kind of observe your fellow motorists.
16:29Well, again, Mark, you know, I've said, you know, as much as I can say in relation to these matters,
16:34I've continued to advocate with reference to the issue of road safety and security, as the case may be.
16:41And I'm also hoping that the other stakeholders, for example, the public entities, for example,
16:48like the licensing authority, the police traffic branch and highway patrol branch,
16:52and even the NGOs, for example, I arrive alive and other persons who may be, you know,
16:56advocating for persons to be driving safely to continue to, you know, advocate for safety and security on our nation roads.
17:03You know, we're speaking about inclement weather, but we are heading into our festive season as well.
17:07Yes.
17:08Followed by, you know, the carnival period.
17:09So we know persons going to be, you know, busy going from one place to another, probably lack of rest.
17:15Some may be, you know, involved in intoxicating liquor.
17:19So, again, let us from now start understanding the need for discipline as we go forward in the next couple of months.
17:26All right. It's day 125 of the state of emergency.
17:30We just want to bring you up to speed with the figures.
17:34Number of operations, 9,141.
17:37Target priority offenders, 2,984.
17:39Switches conducted, 61,015.
17:42Traffic operations, 6,409.
17:45Total persons arrested, 3,982.
17:47Total persons charged, 2,314.
17:51Traffic offenses detected, 35,289.
17:54Firearms recovered to date, total 216.
17:57Ammunition recovered to date, 2,794 rounds.
18:01Dangerous drugs seized.
18:03That's up in the red there.
18:04Continues to go up, 799,864.11 grams of cannabis.
18:1010,132.44 grams of cocaine.
18:14Estasy and molly remains the same.
18:17Well, again, Mark, let me acknowledge the work of the law enforcement agencies.
18:20Again, and by extension, the citizenry, you know, who may be contributing to the statistics that we are seeing.
18:26And, you know, we are continuing in a state of emergency.
18:29And I hope, you know, those figures will continue to, you know, increase with reference to the fine of firearms, ammunition, dangerous drugs.
18:36And, you know, as I always advocate, I hope that persons, in relation to those drugs, ammunition, firearm, whether actual or constructive, that we pursue those persons so that, you know, you're feeling and you're getting maximum out of the effort so that persons are, you know, appearing before the courts to answer charges in reference to some of those items that we have seen.

23:42I'm your host, Mark Bussan, of course, joined today by Director of Policy and Community Support of Homeland Security, Zaheer Ali.
23:51And, of course, it's Legally Speaking Wednesdays.
23:55We want to show you a video of a drive-by shooting that took place on Saturday along Sutton Street in San Fernando.
24:02We understand one person is in critical condition and two others were injured during this shooting.
24:09So, we're seeing here a white vehicle stops and at least several other sealants or several persons, six persons, emerge from the vehicle.
24:32And then, of course, this is what happens.
24:34We probably have to go back.
24:35But a vehicle comes down the roadway, this gray vehicle, heavily tinted, and somebody puts points of what appears to be a farm, out of the window.
24:47And this person is shot several times.
24:53And I understand two other persons were injured.
24:55But certainly a very brazen act, Mr. Ali, looking at it during the day, captured by CCTV footage of a nearby residence, perhaps, or business place.
25:08And, of course, his friends are rending assistance in some measure.
25:13He's lying on the roadway.
25:18Several persons, of course, and the right thing would be to do is, obviously, move him out of the roadway.
25:27And they're trying to get him into the vehicle or maybe take him at the back of the vehicle and then call for assistance to get him to the hospital.
25:35Well, Mark, again, you know, there's a pity of words, a thousand words.
25:39And, you know, just listening to you and your commentary, you know, there are so many things that we could say about this particular video in terms of, you know, you spoke about, you know, brazen, you know, daylight.
25:49But, you know, it's significant to also recognize that, and just looking at it, it appears, you know, one can join in France that, you know, persons came out of a vehicle, you know, going to a particular location.
26:01And so, coincidentally, another vehicle with a person armed or firearm at the same time.
26:05That, in my view, tells where there is some level of monitoring.
26:10So, even in the gang world, you could see that, you know, gangs in terms of where their conflict is concerned, they are going to be monitoring each other.
26:16So, every time there's an opportunity, they're going to take the opportunity.
26:18And this creates now a collateral impact in relation to persons who may be using the road.
26:23So, we had persons, the motorists, moving up and down.
26:26Persons may have been, you know, moving along that particular street.
26:28Even persons who are living in the vicinity because when you are firing indiscriminately, other persons, you know, can be in some way.
26:35So, again, a very serious, a very troubling situation.
26:39And this is the situation that we are dealing with in Trinidad and Tobago.
26:42And I really hope that we can get a grip in reference to dealing with organized crime.
26:46But, more importantly, gangs and gang-related activities that are impacting public safety and security.
26:52Yes, certainly.
26:53And it's really troubling when you see that kind of prison acts being carried out and it's captured on camera, of course.
26:59We just want to remind you of the numbers to call 623-1711, extensions 1996 and 1997.
27:06I'm sure the director would like to hear from you all.
27:11I know you like that post, that name.
27:16Well, Mark, you know, it's not only about liking, you know, to hear from the citizenry.
27:20I think that, you know, when this program, the voice of the people, and, you know, when you are engaging members of the public,
27:26there are so many brilliant ideas, there are so many brilliant suggestions, and I'm interested in, you know, their experience, their knowledge, their wisdom.
27:35Hence why I urge them, you know, to call in.
27:38It's the only way we can go forward as a society.
27:40Mark, it makes no sense you are sitting with brilliant ideas and you are finding a way to be able to bring it to the forefront so that perhaps, you know, it can reach, you know, fertile ground.
27:49And, you know, I always make mention that there are three things that one can do.
27:54You can either fix something with your hand, and if you have the opportunity to fix it, you can fix it.
27:58But if you cannot, or you don't have the opportunity to fix something with your hand, you can speak out on it.
28:02And speak out means that you can also bring a resolution to whoever may be the situation.
28:07And if you cannot speak out on it because it's, you know, maybe it's so serious, you know, you can hate it with your heart where you turn away from it.
28:14In other words, you don't condone it, you don't support it, but you just turn away from it.
28:17So, you know, three methods, so that's why I urge the members to recognize the power that resides with them so they can take the opportunity to bring forward resolutions or even concerns.
28:30And, you know, prior to be on the tape or other programs that are similarly circumstance, Mark, one of the strengths of the media is to fulfill that role,
28:40to open an opportunity for persons to be able to, what, to speak up, to unveil matters, to hold public officials accountable,
28:49to tell a story that may otherwise be hidden, and most importantly, to get justice.
28:53So, you know, hence why I urge the persons, you know, to call in and share their perspectives.

30:19I want to say that title is appropriate for your continued presentation, demeanor, and the knowledge you have impart on me as a stakeholder.
30:36Let me jump into my question.
30:40We are seeing things happening, and I want to congratulate the police for a number of things.
30:47But I have, as I have previously said, as a stakeholder, I have a vested interest to help fix the police service.
30:56And I have mentioned two before.
30:58I said integrity.
30:59I said we have to look at the police service from within.
31:04We have to do leadership, et cetera.
31:07Now I am saying we have to do invasive surgery because we have a rot in the TTPS.
31:16I'm using strong language.
31:17Yeah, that's because that is the way I feel with it, out of it.
31:19And what is required to basically give some life back into the police service is to remove the cancerous, like the adjective we're using, officers within the police service.
31:34And we have to do it quickly and we dispatch if we want the trend with the current SOE to be sustained when it is called off.
31:45And how I think it should be addressed, I'm not aware, but I think there is legislation that could be in place.
31:52Once a suspect of a rotten officer is basically identified, let us deal with it quickly.
32:05So I, as a citizen, will understand, okay, we're trying to do it and we're not really leaving that person as a rotten apple to basically increase the rate of, should I use our rottenness into the police service, the spread of the rot into the service.

36:11Thank you very much, Mark. And, you know, caller, let me acknowledge your submissions and your contribution as always. And, you know, thank you very much for your kind words and confidence.
36:19You know, Mark, I always indicated to you and other persons, you know, you know, one of my objectives, you know, and the opportunity that I've been given, you know, to be on this program, you know, yourself, Jackie, and, you know, the TV6 producers, and by extension, the TTPS and now the Ministry of Homeland Security, you know, is to try and see how best, you know, I can, you know, share whatever information, you know, that I can share for members of the public.
36:42And, you know, if persons are, you know, placed in a position to think differently in whatever, you know, I may say or whatever delivery, you know, I make, you know, if it's shaping their life, if it's causing them to think differently, I'm happy to do that.
36:59And, you know, there's a saying that knowledge do not belong to you, Mark. And I always believed that, you know, there were persons who were there, who shared knowledge with me, and it's important for me to give it back.
37:10It's the only way that we can go for it as a society. So, to the entire Trinidad and Tobago, I want to thank you all very much for the confidence that you have deposed on me.
37:17You know, Mark, this week, you know, I've gotten a, you know, and I laugh because, you know, up to this morning, you know, someone passed me near the roadway and said, I'm going home, I'm like waiting for you this afternoon on your program, you know.
37:28So, you know, those things are inspiring. So, to Trinidad and Tobago, thank you all very much, and I'll continue to try my best to give you as much as possible.
37:35I want to concur with your statements as well. All right. So, we're going to go to your favorite segment, Voice of the People. We're in Princess Town. Let's go.
37:54How are you going, Officer Zah?
37:55Let me just talk a little bit about schools and school violence. Since the police started to be present in schools, since the term started, have you seen like a decrease in the situations, violent situations?
38:17Yes. Yes. I see a decrease in it. Yes. There is a decrease in the school because it was worse than how it was before.
38:26Right. And even though we have police in schools, we have seen some of these students continue to fight in some of these schools.
38:33Yeah, the schools. Yeah, the schools. What can be done to stop that behavior?
38:37I believe the parents who talk to the children more seriously at home. So, because they say charity begins at home, so if the parents have their role to play, the teacher will play their part too.
38:47Right. So, you talk about parents and that brings me to the next question. What consequences should the parents face if their child continues to disobey the law and continues to be violent in school?
39:00Should some consequence be on the parents as well?
39:03Yes. But sometimes children are very disobedient and they own too. Sometimes always talk to children, they don't listen, they do their own thing. Although the parents just talk to them at home, children just go out and do their own thing while they see it right here in the system.
39:18Mm-hmm. And I see a lot of things here going to put children into the system.
39:23Yeah. Last question. What do you think should be reminders for persons to do the right thing on the roadway to prevent accidents?
39:30They should follow the rules and the law and the regulations. Keep on your lane. Don't go over speed limit. Follow the regulations. Don't overtake when they don't have to overtake. Stay behind too far from behind the other vehicle.
39:46Mm-hmm. Now, you think that we need some more in-your-face kind of advertising? For instance, people who like to drive fast and cars mash up and people die. I think we need to probably put up billboards along the highway showing people how cars crashed and collided. Yes.
40:03Mm-hmm. That will show them not to drive faster than the speed limit they have on the highway.
40:08Mm-hmm. Any other suggestions to make motorists be more observant on the roadways and stop speeding?
40:15Well, I don't know what to say about that one, but they're supposed to know they're adults. They're supposed to know they're not supposed to be speeding because on the highway they'll have a lot of accidents.
40:25They're supposed to go to their speed limit and stay on the rules.
40:29Yeah. All right.
40:31All right.
40:32And don't break the law because there's a penalty for the law. Yes, there's a penalty to pay for the law.

40:50Well, Mark, I'm seeing that you, you know, you can need to mature. And I still use the word mature because these are not very easy interactions. You know, to actually have someone, you know, speak to you. That's a skill. And, you know, you must be recognized and acknowledged for that. You know, you can engage in conversations and very pointed questions, very deliberate questions. And, you know, being frank and open.
41:11You know, and I want to thank you as always, you know, for, you know, going out there and, you know, bringing the voice of the people back for other persons to listen to and, you know, get a perspective. But as always, you know, I'm inspired by listening to these statistics. We have turned on to big one. You know, if you notice in this particular program, I've adopted a style where I'm actually making some fine notes quickly because I want to start keeping the notes so that I can reflect on them in relation to some of the issues that I'm hearing.
41:36Yeah.
41:37Especially where I sit from a policy context to see whether, you know, as I need to probe further in a particular area or even I may even choose to go down in that particular area where it seems to be ripe with different perspectives and matters that may be affecting the public's interest. So thank you as always for your engagements.
41:53Most certainly, you know, it's important that we get feedback from the ground, Mr. Ali. And that's how we will know some of the things that are affecting persons.
42:01Yes.
42:02Some of the suggestions that they make is also things that policymakers like yourself and others will take note of so that, you know, you have that air on the ground.
42:12And that's significant, Mark. You know, I always indicated that while you have lawmaking or a lawmaking process, you know, in relation to where the parliament is concerned, where matters are debated, bills are debated, you know, it's approved and goes from the lower house to the upper house, you know, are sent.
42:25And then, in some instances, it's proclaimed by the president. A lot of people miss the policy positions.
42:31Right.
42:32And the policy really should be reflecting what is the requirement or the need, what's in the public interest.
42:38So you are always or should always be part of that lawmaking process.
42:42You know, just to go back in relation to the Sanya ground, if you recognize the approach that was adopted, why we do not have a referendum per se?
42:49The directive that was given is to ensure that each member of parliament or each constituency engage in discussions with their constituents to be able to, you know, obtain from the citizenry their input, to be able to shape a legislation that is well suited to solve the problems.
43:05But, you know, it's the voice of the people that has been reflected in our law.
43:09And, Mark, last but not least, just as an academic point, when you look at the lawmaking process, you look at the Constitution, you have Section 13.1 and Section 13.2.
43:19In Section 13.1 and 13.2, while you speak about, for particular legislation, securing a majority support, there's a critical point in that Section 13, which talks about it must be justifiable in the public's interests.
43:33So whatever issue that you are bringing forth, policy and then bill to be able to enforce the law, it must always be grounded in what's in the public interest.
43:41So the majority must always be at the forefront.
43:45So, again, very, very critical issues.
43:47And the citizens should always relish the opportunity to participate in the lawmaking process.

49:30to the nation that you did in fact locate those children that would be a very very um happy moment for me
49:35on international children's day um let me take this opportunity as well um to my uh six-year-old
49:42daughter um my niece and the children in my family mark um and by extension all the children in trinidad
49:48and tobago in advance you know i love you and you are the future of trinidad and tobago and i want you
49:54all to embrace that responsibility and for the parents and guardian please render the necessary support
50:00for them um as we go forward and i can say and i spoke to the honorable minister of homeland security
50:05where we are looking at the our nation schools i am very much focused and very soon we'll be
50:10engaging a multi-sector of stakeholders with reference to this issue so please um you know enjoy that

50:21and welcome to be on the table hi good evening um i just wanted to find out um if the ttps made any
50:30progress on the document that was leaked concerning the leave of senior officers that is something very
50:40serious because that is what we saw what about other things that members of the ttps could be leaking
50:50to the public and the other thing i've seen um i'm not seeing the detention orders um listed on the
50:58statistics the old program i need to know for it thank you very much caller um for your inquiry um and i know
51:08mark is taking you know copious notes um i know from an investigative journalism context i'm sure that
51:14he'll pose that question to the proper authorities um and with reference to your your last point with
51:20reference to detention orders um i think it's a very important point that you have made um i've made
51:25similar points with other areas and you know permit me to have a discussion with the producer and the
51:30communications department in the ttps to perhaps give some consideration and perhaps the commissioner
51:34as to whether they will want the detention orders the numbers that have the in orders that have been
51:39issued um executed um for the public's information um probably i can engage them but thank you very
51:44much for your contribution all right we have another caller online caller good evening and welcome to be on the
51:51tape good evening gentlemen good evening sir first i want to say to both of you all well i i heard a
51:59caller previously said the same thing that um i left my number and i was supposed to receive a call i
52:05never did but that's not that's not a major issue i mean i've been calling consistently and i think
52:10we recognize the voice that i've been calling and generally one particular subject all the time which
52:15is about knowing nonetheless i just would like to make this um it's something that i i feel strongly about
52:25and i just wish to throw it out to sergeant maybe sergeant can take it further up but i i read recently
52:34where um people around for the spain who are if they think um that the the new commissioner is going
52:41to make a difference and whatnot and whatnot and as i said most of the the the um the responses were
52:47positive but i really don't think that we will have much of a change in crime and in criminality
53:06generally in this country unless the police service is restricted the police service needs to be
53:11restricted i think that we can still in in the 60s or 70s all these people need to be restructured in
53:18in every possible way you know patrolling outside how many cars outside all these sort of things
53:24because i i can't understand how in like foreign countries i've heard many stories i would visit
53:30myself that somebody do some little instruction and you think it always but i don't know where the police
53:34come from and we should be hearing stories like that and try that i don't know where they come from
53:40and we must stop saying police can be everywhere they have to they have to be somewhere and that's
53:45my you and sergeant ali calla hold one second calla hold one second you have to deal with it now
53:50caller caller let me engage you for one minute please are you there go ahead i normally don't interject
53:56and i don't disturb persons but let me let me give you an early christmas opportunity and um let me admit
54:03as well that you have been a continuous of persistent advocate where the issue noise is concerned and i
54:10want to tell you something publicly this afternoon as a matter of fact i'm going to invite you as an
54:17individual who have been advocating not only on beyond the tape i've heard you on morning edition
54:21i've heard you on several other platform and i'm going to give you the opportunity on behalf of the
54:25people of children are in tobago to join our discussion on this issue of noise which we are directly
54:31engaging under the directive of the minister of homeland security i am very interested in engaging
54:35you so please stand by for that call and i'll give you the date and time for the engagement so but thank
54:40you very much for your contribution all right yes uh it's a regular and of course over the the months
54:47and years he would have called uh speaking about noise pollution in a particular area yes and i know a lot
54:53of other persons would have also uh religiously called this program even long before my time uh complaining
54:59about uh noise pollution in areas and now we are seeing some definitive steps being taken by the
55:06current government to address that situation in some nature so we are hopeful as uh director and he
55:13said that in the coming days i i anticipate there will be some discussion you've been invited uh you
55:19have been invited among a privileged few or honored few i should say so it would be interesting well mark you
55:25know i i i i had to do that for the people of trinidad and tempego this is our individual who have
55:30championed that noise pollution and i want to tell him something i distinctly remember when i came on
55:35this program you know in october um in 2022 if i recall distinctly i remember this call engaging this
55:42program and then the honorable minister um back then um superintendent roger d alexander was on the program
55:50with you know marlon hopkinson and you know this caller can you to engage the the um the media you
55:56know to ensure that he raised the issue and you know i want to share something this afternoon where
56:00persistence persistence consistent knocking on the door today in 2025 and mark just indicated it
56:08that the central government have taken a directive to look at this issue and it has now drawn the
56:14population into a discussion so sometimes to the citizenry do not give up believe in what you what
56:21you what you believe in continue to advocate continue to express your opinions respectfully of course and
56:28that opportunity will come people will listen to you so cola i am motivated i am inspired by you and
56:34hence why i have taken a decision unilaterally and i hope i don't get into problems um by engaging you
56:41in discussions on behalf of the people of shendan tobago to really get your perspective and how do we
56:47respond to this issue of noise and mark his issue from my recollection wasn't so much directed to the
56:53effects and so forth yeah it was persons who may be enjoying a bar who may be in a community and
56:59continuously playing from sunday to sunday whole night continuous music that are affecting um a cross
57:05section of persons so cola thank you and i salute you this afternoon yeah well i certainly uh sense the
57:10passion in your voice yes this this this topic yes and of course i know that that people are divided
57:16in trinidad and timica about this particular issue about the fets being banned in particular areas
57:20until it's like the week of carnival but we have in everything we must have a balance in some form
57:27of fashion to to at least appease you know everyone at some given a given time so that it must be balanced
57:34if there are times where you need to turn it down you have to turn it down etc there's a time and
57:39place i guess for everything well mark i will end it by indicating that when the majority speaks
57:44when the public interest is at stake you know we have to take the necessary steps and as i said before
57:49this we are in the the policy position we are engaging the public and you know i must say you know
57:53with a little disclosure i was very much moved when i saw the response from various significant
57:59stakeholders but reference to this issue and i hope that mark i always engage you and i always
58:04challenge you please allow the media to also play its role it is very significant issue yes uh i agree
58:12with you 100 percent all right all right director director ali i really want to thank you for the last
58:17hour again it was really uh it was really an engaging program and i'm thankful that all the callers
58:22who call in did come call out uh calling sorry and offer their suggestions and opinions remember repeat
