04:06Yes, it's Friday, it's the end of the week, and I'm sure a lot of you are looking forward to the weekend.
04:11Of course, a lot of us are still sharing in that disappointment with Trinidad and Tobago.
04:18A spirited performance last night, needing a victory to at least keep our chances alive,
04:23our advance into the 2026 World Cup.
04:27Unfortunately, the boys were not able to pull it off.
04:29Although, going down a goal, they pulled one back with about five minutes left through their captain, Kevin Molino.
04:36But it was not enough, of course.
04:38So now, we just have pride to play for in our next game, which is our last game on Tuesday against Bermuda.
04:45But even though, hats off still for a great performance.
04:49All right, so today with us is none other than ASP Barrett from the North Central Division.
04:57How are you, sir?
04:58I'm not too bad, Mark.
04:59Yeah, for sure.
05:01Sure, I've been here for a long time.
05:04So, I know you're in a pretty busy district or pretty area.
05:08We just wanted to kind of get an idea of how have you adjusted to, you know, some trends
05:15that would have been, you know, in that area of Pia Coast, St. Helena and so on,
05:19coming down to Nopuna over the last year, year and a half.
05:23Well, I'm no stranger to crime and operations, Basant.
05:26Now, North Central Division is more of an urban area than a rural.
05:31So, there are a lot of challenges in North Central.
05:33There's five station districts.
05:35There's five station districts.
05:36Pia Co.
05:37We are dealing with the Pia Co., the airport.
05:40Then, Aruka has to deal with the jail.
05:42And we have Tunapuna, St. Joseph, Maraca, St. Joseph.
05:45So, we have our hands full in the North Central Division.
05:51You know?
05:52What are some of the challenges that you face?
05:54I know, I mean, in a particular time, the Pia Co., St. Helena area, there's been, you know,
06:00a lot of calls about extortion happening and so on.
06:04In that particular area, there's sitting, gangs operating over the last year, two years.
06:09But, the other year, we had an influx of reports of extortion, especially in the Pia Co. district
06:17and Tunapuna and the St. Joseph district.
06:23So, we lose a lot with the extortion unit, right?
06:27And several arrests was made.
06:30Strangely, a lot of the calls was coming from the jail.
06:32Right.
06:33So, the investigation had to be more intense than normal.
06:38But, a lot of persons was arrested and charged.
06:42And we also saw a drastic decline in the extortion in the North Central Division.
06:48Is there a case, yes, Pibar, you're also saying, you know, I know a lot of people before,
06:54maybe before the state of emergency started at the beginning of the year under the previous government,
07:00they were very afraid to come forward and indicate that, you know,
07:05the reports were not as, you know, constant as it is now over the last eight to ten months.
07:12You would say, is it now that people are more, you know, bold to come forward and say,
07:18I'm being extorted and I want to make a report rather than eight or ten months ago?
07:22So, yeah, I agree.
07:24Because when persons realized, victims realized the persons were being arrested for the offenses,
07:31they started to come more often and report.
07:35And, you know, a lot of intelligence exercise was done.
07:38And the victims, communication is the key.
07:42Indeed.
07:42So, every step that we did with the investigations, we communicated with the victims.
07:49So, they felt that security, that, you know, yes, they made the report
07:54and the police officers are following up, communicating with them.
07:59And even though the persons were charged, we continue living with them
08:03and we give them safety tips.
08:05So, when we started that initiative, we saw that person started coming forward.
08:13And when the report started being made, we could action.
08:16But if the report was never made, we could not action.
08:20Indeed. Yes.
08:21Yes.
08:21So, that is where we started to see an increase in the detection of the extortion offenses.
08:26And for some time now, doing community work, station council meetings,
08:34and community walkabouts, and we haven't gotten any such report.
08:40I was extortioning quite a while in these Piako, Aruka, St. Joseph, and Tonopana district.
08:46Well, I imagine you spoke about a lot of these calls coming from within the walls of the jails.
08:52Right?
08:54Another big problem, of course, in that area over a period of time would have been gang and gang-related activity.
09:01How has your officers responded to that call to suppress that kind of activities in that area as well?
09:08Well, several persons in North Central Division, under the state-time emergency, were held.
09:15Some of them were charged, some of them were the PDOs.
09:17So, the gangs themselves, we started applying pressure on the gangs and the gang members,
09:25who would believe funding the gangs.
09:28So, what we found, we found that some of the gang members were not from the division.
09:33They migrated or recruited, as I must say, persons in the arm.
09:39Right.
09:39So, with the constant pressure, they leave the division.
09:46So, that is one of the ways that we suppress the crime or the gang activities in our division.
09:52That's quite commendable, I must say.
09:54And is it also true because, as you said, the state of emergency would have come at a time
09:58where we had this concerns of homicides, rising homicides.
10:02And, of course, a lot of the homicides we see over the last year, year and a half,
10:07has been a huge chunk of it gang-related.
10:10Correct.
10:11What I can say is for North Central Division, with our continued exercise in intelligence surveillance,
10:18last year in 2024, there were 14 models in North Central Division.
10:23We will manage to bring down that to 16.
10:27So, from 4 till last year, we only had 16 models in North Central Division.
10:32More than half.
10:33Correct.
10:33Which is one of the best in the country.
10:36Yes.
10:36That is commendable, I mean, as you said.
10:39And that would also go hand in hand with persons, obviously, providing intelligence and information,
10:44the public, that is, to ensure that even before a crime happens, in this case, a homicide,
10:50that you all are on top of that.
10:52Correct.
10:52And one is to build the trust and the confidence of the people in the area.
11:01So, the multiple walkabouts and the community drives,
11:05persons started coming forward with information
11:08and sharing it to the North Central Division officers.
11:12And the operational units and the intelligence, gang intelligence units, will act on the division.
11:20And one I believe in is working with my men, being outside of the men, and having their input,
11:27empowering the officers.
11:29And empower the officers and be part of the decision-making in any arm exercise.
11:36They believe that they have to go the extra mile to be successful.
11:42Yeah.
11:42And you talk about that correlation with the public, of course.
11:47There's also this initiative recently launched with the farmers and the mounted branch, of course,
11:55in various, well, it starts off in various areas,
11:57and hopefully they want to expand across Trinidad and Tobago.
12:01So, what is that relation?
12:03Like, I know your district is the first where this initiative was launched.
12:09And if you can tell us, give us an oversight as to how it has been going so far.
12:15And what's the feedback from the farmers?
12:18Are they seeing a drop-in larceny and theft of other items?
12:22This started with a phone call.
12:24The president of the Orange Grove Farming Association, Mr. Kenneth Siwala, he had a conversation with me.
12:35Some of his concerns was the violent robberies.
12:39There's a development next to the Orange Grove Farming Area, and then the theft of the producer.
12:44After he had the conversation with me, I engaged the executive of North Central Division,
12:52which is Assistant Commissioner Singh, Senior Super, Mr. Giff, Superintendent Jagannath.
12:58And then, two days after, I had a meeting with Mr. Kenneth and some farmers,
13:07I worked with the operational unit in North Central Division, Arruka,
13:11with Inspector Peters, Woman Inspector Narciss, Sergeant Charles, Singh, Evans,
13:19and other, and from the Pre-Jar Lansing Squad, who are headed now by woman,
13:26Superintendent Hodge Griffith, no stranger to the show,
13:31and Sergeant Beckels and Comisi Young.
13:35We had a meeting with them, and then we did a side visit.
13:39That side visit, Mark, that area, that geographical area is over 6,000 acres of farming land.
13:46And part of it, mobile patrol, could take place.
13:57And it is impractical to do foot patrol.
14:00So right there on location, we brainstormed,
14:03and we decided that the mounted branchy horse patrol could be suitable for this area.
14:10And I consulted with the executive of North Central,
14:12and we had a conversation with Assistant Commissioner,
14:16Sudin, Superintendent Pierre, and ASP Souklar Singh.
14:22And they welcomed the initiative, because it was something new to them as well.
14:27So they did a side visit, and their operation safety, farmer safety, was launched.
14:34What's the feedback been like since then from the farmers in terms of,
14:40has there been a significant drop in larceny in this area, with the police presence?
14:47Of course.
14:48Well, as the President said, the day he opened my door,
14:52he saw some kind of comfort and rescue.
14:54Right.
14:55So other than the mounted branch patrol,
15:01you know, to detour criminals from committing crime,
15:05we want to use it as a health and safety method.
15:09So when the mounted branch horses on patrol,
15:12they would check on the farmers.
15:14Because most of the farmers,
15:16away from the general public,
15:18some of them isolated you.
15:19So it means not to be alone for crime,
15:22but to look at the health and safety of the farmers.
15:28And with the police officers on the horse,
15:32with the overgrown bushes in acres of land,
15:34is a vantage point.
15:36Yeah.
15:37So that they could see perpetrators from a distance.
15:40And I've spoken to air support earlier this week,
15:47requesting drone patrols,
15:50both in the day and the night.
15:52Now this mounted branch farmer safety patrol initiative
15:56is a pilot project.
16:00So we're looking at what we can initiate.
16:05And this has been going on for about three weeks,
16:07and we haven't gotten any report of violent robberies
16:13and neither any theft of the produce.
16:16Well, that's quite remarkable, ESP.
16:19All right, of course.
16:20And we hope for that this initiative
16:21will extend across Trinidad and Tobago,
16:24you know, as resources obviously will permit,
16:27as time also permits.
16:29All right, it's day 120 of the state of emergency.
16:33We just want to bring you up to speed with those figures.
16:36Number of operations, 8,756.
16:39Target prior to offenders, 2,941.
16:42Searches conducted, 58,375.
16:45Traffic operations, 6,162.
16:48Total persons arrested, 3,844.
16:51Total persons charged, 2,264.
16:54Traffic offenses detected, 34,410.
16:58Firearms recovered to date, 209.
17:01Ammunition recovered to date, 26,564 rounds.
17:05We had a rise in the 9mm area there of 1,359 rounds.
17:10And of course, dangerous drugs ceased,
17:13796,995.68 grams of cannabis,
17:1810,049.64 grams of cocaine.
17:22Estacy and molly remains the same.
17:24So ESP, we're seeing, you know, a steady rise,
17:29and especially in that area of drugs.
17:31Every day, we always see it in red,
17:33especially the cannabis and the cocaine.
17:36Yeah.
17:36Well, the commissioner of police mandate each division
17:41to increase the intelligence-led exercise,
17:44not just random exercise or exercise for statistics,
17:49but for it to be meaningful.
17:51So once the exercise is meaningful
17:53and proper surveillance and intelligence is gathered,
17:56we will find an increase in firearms and ammunition
17:59and narcotics.

24:30And in one particular instance,
24:31we had some police officers
24:33acting as paramedics.
24:35But before we show you that,
24:36of course,
24:36we want to just listen
24:38to what the commissioner
24:39had to say.
24:39as he says,
24:42I wish to personally commend
24:43the officers
24:43whose swift and selfless actions
24:46saved man's life
24:48during a medical emergency.
24:50Their immediate response,
24:52calm under pressure,
24:53and effective administration
24:54of CPR
24:56reflect the highest standards
24:58of service and humanity.
25:01In that critical moment,
25:02they did not hesitate
25:03but acted with courage,
25:05skill,
25:05and compassion,
25:07and the life was preserved
25:08because of it.
25:09It is a reminder
25:10of their heart
25:11that beats within
25:12the Trinidad and Tobago

37:16numerous complaints
37:17but what we observe
37:19is that
37:20they would make
37:21themselves
37:22out of the school

37:26because they knew
37:26that police
37:27was there
37:27and they would
37:28vent in environs
37:29so what we did

37:31we have the community
37:32police and the
37:33station patrols
37:35when the school
37:36about to open
37:36to patrol
37:38and play presents
37:39the school chair
37:39in the area
37:40and we have to
37:41be picked up
37:42by the parents
37:45or guardian

37:49away to the destination

38:35the students
38:36but of course
38:37that relationship
38:38that they have
38:38with the police
38:39of course
38:41I agree
38:41but the parents
38:43need to take
38:43some responsibility
38:44as well
38:44and communicate
38:45with their kids

38:48know what is
38:48wrong from right
38:49the dangers
38:51and the consequences
