03:03Welcome to our viewers across Trinidad and Tobago.
03:06Of course, our international viewers and our brothers and sisters in the Isles of Grenada.
03:12It's Tuesday.
03:13And definitely, we've been monitoring the story involving the retired fire officer, Anselm Alonso.
03:21We can tell you now that that body that was found yesterday in the Komoto area,
03:29it was taken to the Forensic Science Center.
03:33And unfortunately, his relatives later identified that body as that of missing retired fire officer, Anselm Alonso.
03:43Of course, you know, he would have disappeared on Friday after he left his Sangu Grandi home to go to his workshop.
03:52And he never made it there, of course.
03:54Police later found his body in the Komoto area.
03:59And the vehicle, the Nissan Note that he was driving is still missing, of course.
04:04And police are pursuing all leads as it relates to that particular vehicle.
04:10And, of course, the timeline as to what may have occurred, at least police suspect that he might have been hijacked somewhere along the way to his workshop.
04:20And, you know, when persons near his workshop did not see him and calls to his phone went unanswered for more than 24 hours,
04:30the family and other friends knew that something was wrong.
04:34So, deepest sympathies to the family of Mr. Alonso.
04:40And we are hopeful that the police will catch those persons responsible for his death in the shortest possible time.
04:49Of course, today with me is Inspector Kurt Callender as we talk about this school orientation program,
05:01the initiative in the schools with police.
05:04We know DCP Benjamin has said that they've seen a decrease in the violence across these schools
05:12since the police have been introduced in several schools in the country over the last, I'd say, three months,
05:19September, October, two months and a little bit.
05:22And we just wanted to get an idea.
05:24We know we're still seeing pockets of violence on social media in certain schools.
05:29What are we missing?
05:31What can we do differently to perhaps curb those incidents that are still happening?
05:37Well, first of all, let me say thank you so very much for having me on the program
05:42and a pleasant evening to Trinidad and Tobago.
05:45And wherever you are listening around the world, and I also want to take this opportunity, Mark,
05:50to express on behalf of the Commission of Police and the TTPS our sincere condolences to the family of Mr. Anselm.
05:58That being said, the police-oriented, the policing initiative that is presently in the nation,
06:09some of the selected schools in Trinidad as well as Tobago,
06:14it was never intended to be a one-size-fits-all and also is definitely not a silver bullet
06:19to all the social ills as well as the juvenile delinquencies that may be occurring in those schools.
06:27To answer your question as to what we are missing,
06:31the truth to be told is that several of the issues that presently exist in those schools,
06:38it actually didn't start there.
06:40It probably may have originated beyond the walls of the school as well as the perimeters.
06:45And in every society, one of the most important institutions is the family.
06:51Yes.
06:51Right?
06:52And if things are not well at home, a child is a product of the environment.
06:57So the family, the parents, the siblings, the aunts, the uncles, the grandparents,
07:03they are responsible for instilling that moral and spiritual values,
07:08teaching the child the difference between right and wrong.
07:10The Good Book says train up a child in the way that he may grow,
07:14so when he gets old or when the child gets old, they will not depart from it.
07:18Are we seeing a breakdown in family life, which is now contributing to what we are seeing in schools?
07:25That may very well be the case.
07:27They should be told the police cannot be everywhere.
07:29We cannot do it alone.
07:31And wherever a child is planted, that is where they are going to grow.
07:37So the child can only export what was produced at home.
07:44And if moral and spiritual values, ethics, and behavior that is not deemed to be deviant is not taught at home,
07:55well, the child is only going to learn what is taught at home.
07:58Yeah, well, I mean, as you said, a number of officers have come on to this program.
08:03And time and time again, we have said that the police cannot be everywhere, of course.
08:07And the role of a parent is extremely important in ensuring that what happens at school is also redundant at home,
08:16as in you need to talk to your child every day, find out, you know, what has happened at school,
08:23perhaps to get an idea of, you know, the going-ons in the school.
08:28Even if the person is just a normal student, but you need to have a conversation of some sort with your child,
08:36at least so you get a sense of the school environment and what is happening around them,
08:42so that even if they might not be directly affected by a violent incident,
08:48but still they will probably witness it or they will hear about it in some measure,
08:52or they will see it on social media.
08:55Exactly.
08:55And I think, as you said, apart from teachers and the principal of the school and other peers,
09:02being there to support these children while they're at school,
09:06because you spend most of your time at school during the course of the day.
09:09Absolutely.
09:10And as a parent, you need to come, at the end of the day when they get home from school,
09:16either one parent, I know sometimes it might be difficult for one parent if they're working different jobs
09:21and the shifts might be different, but it is important that you have that kind of conversation
09:26at least daily after school, one of the parents.
09:30Absolutely.
09:31And it is interesting that I say talk to your children.
09:34Now, oftentimes, well, you are correct, by the way, but the question is how do you talk to your child?
09:40Most times, the average parent would ask, how school went today?
09:47Good.
09:48Or normal.
09:50But if you really want to delve into the nitty-gritty as to how your child is doing,
09:55you have to start by asking those open-ended questions,
09:58so that it is going to evoke, it is not only going to evoke a one-word answer,
10:04but you would start to get a conversation, get the child talking.
10:09Tell me what went well in school today.
10:14Tell me one of the things or some of the things that you learned today.
10:17Tell me what did not go so well in school today.
10:20If you don't ask those open-ended questions, the child is not going to, well, may not,
10:26because different parents may have different relationships with their child.
10:31Right.
10:31You know, son.
10:32So you have to create that environment for the child to be free to interact and communicate with you.
10:40In other words, a child's parents has a voice,
10:44and it is important for us as parents not to take away that voice from that child
10:49because when things are affecting them, they may not feel comfortable
10:53or they may not feel free to come to you as a parent to open up to you and tell you things.
10:58Right.
10:59So always maintain that line of communication with your child.
11:03Don't just talk to your child.
11:05Talk with your child.
11:06Yeah.
11:06And you're right.
11:07You know, that interaction is important.
11:09And how you have that interaction also, as you said, it's not what you tell your child,
11:15it's how you say it to your child.
11:17Exactly.
11:17But at least you have to have a conversation where you will meet at a medium,
11:21a middle ground, so that you're not trying to say what you did wrong at school.
11:26You know, or in the way you speak to them.
11:28Exactly.
11:28It's indicative of how they will respond to you in a way that you both can feel that warmth.
11:35Right.
11:36And that interaction.
11:37So as the parent, you can tell the child, look, these are the parameters that I am going to set for you between you and I where communication is concerned.
11:48Let us maintain that level of respect and dignity for each other.
11:53We can speak freely.
11:54You can speak freely, but respectfully.
11:57Yes.
11:57So this is what you can do.
12:01This is off limits.
12:02So once you set those parameters and that environment, create that environment for the child to speak,
12:11it is not more often than not, we find that it is not difficult for the child to come and interact with you.
12:18Because we are saying as the police, if you see something, say something.
12:22We go to the schools, we tell the children that.
12:25But when the child comes home to you and you say, well, ma'am, you know what I saw?
12:30And you know what this one did?
12:31For example, if a child is being sexually assaulted, you cannot start from the place where you're telling the child that they lie.
12:40Or you don't believe the child because the person that the child told you sexually assaulted them is connected to you, the parent.
12:50You understand?
12:51So you don't want to listen to your child.
12:55So we want to encourage the parents to please create that line of communication, open communication, where your child can be free.
13:05But even if the child is not communicating, what are some of the signs that you as the parent can look for to be able to determine, well, all is not well with my child.
13:18You have to know what are the signs to look for.
13:21And some of those, the child is withdrawn.
13:25They are not eating.
13:27They are not sleeping well.
13:29They are not participating in family activities.
13:31They no longer focus on their personal hygiene because they are stressed out, demotivated, no longer see themselves as pretty or handsome or beautiful or worthy of anything because they have given up on life.
13:48So these are, they start experimenting with alcohol or other recreational drugs.
13:53They start becoming violent or behaving or portraying violent tendencies.
13:58Those are the signs that all is not well with your child.
14:03So even if they are not speaking physically, they are also communicating to you through nonverbal means.
14:12That's interesting.
14:14I hope the parents out there are listening and taking notes even because it's extremely important that we have that conversation.
14:23It might be tough at times.
14:24It might be tough.
14:25But as you said, respectful, but even the child needs to understand those parameters.
14:31And the parents need also to respect the boundaries that the child might have as it pertains to certain things.
14:38Yes.
14:38But you know you're dealing with different personalities.
14:42Some persons, you know, might, how they interpret things or how you say things to persons, they might take it a certain way depending on their personality.
14:52Agreed.
14:52So all, as a parent, you're supposed to know your child's personality, how they respond, how they react to what you say or what you might do in a given moment.
15:05And I think if you could strike that balance, as we said earlier before, and you have a good relationship, respectful, and so on with your child, where your child can feel comfortable to come and speak to you about anything under the sun.
15:20Or even what may have transpired at school that they felt uncomfortable with, it might not have been something directly that affected them.
15:28But of course, you are in the environment.
15:30So it might affect them psychologically, indirectly.
15:35And I also want to add further that we are living in a society where boys are being told, boys don't cry.
15:48Right?
15:48You are a little girl.
15:50And I said, suck it up.
15:51And we have to retrain as parents.
15:56Well, the parents themselves may need training.
15:58But we have to, as a society, we have to retrain our minds, our psyche, retrain our boys, retrain our girls to the standpoint where we have to tell them it is okay not to be okay.
16:14It is okay to cry.
16:16It is okay to feel hurt.
16:17It is okay to have to be going through different emotions.
16:21How they channel that particular emotions is just as important as not saying anything.
16:30Because they can use, they can channel the emotions the wrong way.
16:35So you as the parent now has to assist them and guide them through that process of channeling those many different emotions.
16:43Yeah, that's certainly, you know, important to take note of, of course.
16:47All right, it's day 110 of the state of emergency.
16:54We're going to bring you up to speed with some of the figures.
16:57Number of operations, 7,913.
17:01Target priority offenders, 2,668.
17:04Searches conducted, 52,606.
17:08Traffic operations, 5,331.
17:11Total persons arrested, 3,538.
17:14Traffic offenses detected, 31,476 to date.
17:22Firearms recovered, total of 196.
17:24We had a rise in the shotguns of 31.
17:27Ammunition recovered, a total of 2,525 rounds.
17:31A rise in 12 gauge of 135 rounds.
17:33And, of course, dangerous drugs seized, 789,280.88 grams of cannabis.
17:42Of course, the cocaine, STC, and molly, the quantities remain the same.
17:48Inspector.
17:48So, wow, 196 firearms recovered since the state of emergency, and over 2,500 assorted ammunition.
18:00And there are persons out there who may very well be saying, well, what is the big deal of taking 196 firearms off the streets during the state of emergency?
18:12You all couldn't do that during normal policing operations.
18:15Now, I want to remind Trinidad and Tobago that one, just one firearm, illegal firearm, that is recovered.
18:24You are speaking about possibly hundreds of lives being saved as a result of one illegal firearm recovered and taken off the streets.
18:34We are speaking about 196, almost 200, and over 2,500 assorted rounds.
18:41So, a firearm is the criminal element's weapons of choice, right?
18:47So, and I just want to go a little further.
18:49Trinidad and Tobago, and by extension, the Caribbean, makes up less than 1% of the world's population.
18:55Yet, over 30% of the illegal firearms finds its way into the Caribbean region, right?
19:04Which contributes to over 81% of the homicides in the Caribbean region.
19:10So, recovering 196, there is no telling how many lives would have been saved.
19:17Because a firearm is not a perishable item, you know?
19:20It was designed to injure, hurt, and kill someone.
19:23All you need is the wrongs, you understand?
19:25Which is not too difficult.
19:26We don't manufacture firearms in Toronto, I don't know.
19:30You understand?
19:30So, I just want the public to be mindful of that.
19:32The illegal firearm that they ignore today might very well be the illegal firearm that may be responsible for you or your family life tomorrow.
19:41So, if you see something, see something, get on board and support the police, the law enforcement agencies in Trinidad and Tobago.
19:52It's either that or you are supporting the criminal elements, you know?
19:54There is no sitting on the fence here.

22:59We are having conversations as it relates to the community police in Oriental Initiative in the schools.
23:05But we wanted to bring you up to speed with a notice, a public notice concerning the Laramane Police Post.
23:12The Laramane Mobile Police Post is still operating on the western side of the compound of Operational Support Services Company Limited,
23:23which is located at the southern main road, Laramane, opposite Pleasant Road.
23:29It is on the ground floor of the said compound.
23:32So, of course, if you are in the Laramane District and you need to make a report, you can go to that location.
23:40If you don't know, now you know that location is where you can lodge a report.
23:45Or if you need any assistance, the police is on the ground there.
23:49And I know it's perhaps transitioning, of course, that they will have something more permanent in the not-too-distant future.

24:01So, I just want to remind you of the numbers to call.

24:13And I know this conversation, we can talk about it for many programs about, you know, the school behavior and social media even of students in schools.
24:25Rather than trying to part fights, they prefer, in some cases, to film these events.

24:31And you become an enabler in that instance as well.

24:35And that is so sad.
24:37It tells you how heartless we have become as a society.
24:40Rather than assist the person's, because we have seen many videos where we have four and five persons actually beating up on someone.
24:53The person is on the ground.
24:54And there are persons surrounding those persons, beating that person, and they are filming it, taping it, rather than intervene and says, you know what, enough is enough.
25:05This is unacceptable.
25:07This is advantage.
25:09Right?
25:10So, hence the reason we have to take another approach as it relates to treating with this.
25:18Because all these are offenses, you know.
25:20Yeah.
25:21All these are offenses.
25:22And you may not throw a blow or pelt any punches, but if you are there encouraging, don't take that, kick him, cuff him, yeah, yeah, don't take that.
25:34What you are doing there, you are encouraging, once you encourage that person, you now become part of the party that committed the offense.
25:47You know, because you are encouraging, counseling, and coaching, and so on.
25:53All those things are offenses.
25:56And I want to go a little further by saying a simple thing as taxing.
26:00Well, the school's called, that is a robbery, you know.
26:02Mm-hmm.
26:03And children were charged, arrested and charged for robbery of one dollar.
26:09One dollar.
26:11One dollar.
26:11And robbery is violent.
26:12And even if you are, even if you are there and you didn't do anything but you're providing muscle, as they said, or you were part of the team that intimidated, based on your male presence, that person to have over their lunch money, as the case may be, you also would be held accountable for the robbery.
26:32So, you have to choose your friends.
26:33I know that the police have only been on the ground at least the last two months and a bit, right?
26:39And you would hope that their presence on the school compound would in some way deter students from acting the way they are.
26:48They have been acting for quite a while now where they've, you know, we've seen children being hurt badly.
26:54Some persons allegedly bullied and, you know, taking their life and so on, which is a really bitter pill to swallow because you're going to a school to learn, nourish your mind, make friends, and build a path for yourself going forward in your life in terms of what career you would like to do and so on.
27:14But yet, even as we see the police in the schools, we are still seeing pockets of this violence rearing its ugly head across Trinidad and Tobago.
27:24Why is that?
27:26Well, as we would have said earlier, it is impossible for the police to be everywhere.
27:32And as I would have mentioned earlier, this deviant behavior and juvenile delinquency did not begin in the schools.
27:42It started elsewhere outside of the schools.
27:47And as I would have said earlier, a child is a product of the environment, right?
27:52We have gangs now operating in primary schools, not secondary schools, in primary schools.
27:58Drug trafficking taking place in primary schools, right?
28:04Primary schools.
28:06Bullying taking place in primary schools.
28:09So it is what you call a learned behavior, right?
28:13And it is very easy for it to extend the outside the walls of the home, outside of the community, and find its way into the schools, right?
28:28So you have the fear factor where these bullies and gangs are concerned.
28:36The children who see something may be afraid to talk or who are being bullied may be afraid to talk for fear that there may be reprisals, right?
28:46So we have to, there has to be a way where you can reach these children.
28:53So in November of 2021, the Trinidad and Tobago Police Service launched the Community Conflict Resolution Center in partnership with Officium Training Limited to provide free mediation and other alternative disputes.
29:11Resolution services, the CCRC has conducted three cycles of secondary schools, resolution, which saw over 30,000 students being trained in conflict de-escalation, anger management, emotional intelligence, and other conflict management.
29:31Of course, this Community Conflict Resolution Center functions and operates at the St. Joseph Police Station on Abercrombie Street in St. Joseph, led by the very dynamic, charismatic leader, none other than woman corporal Sasha Williams Goddard, along with Ms. Jenny's Dakota of Officium Training Limited.
29:53But they do not function and operate there alone.
29:57If you require their services in the schools or the communities and you cannot come to them, they would come to you.
30:05So I just want to put that information out there for persons who wants to contact them.

30:22So they have been operating since 2021, as I would have said, and they would have seen a reduction, a drastic reduction in the deviant behavior, the juvenile delinquency,
30:45in those particular schools, working alongside those children, assisting them to turn their lives around.
30:52Mind you, there is also...

31:13And I mean, by this is no means an excuse for them, but I couldn't even go into school for my case to collect the reports and stuff.
31:24And we sat in our room as parents and they showed us a video.
31:31Now, the video is showing the development of the child's brain.
31:39Right?
31:40And if you look at the child and how the brain develops in terms of what his reasoning and they don't support whatever goes on up there,
31:51some of them are not developed.
31:52So, when you see a child doing on a fight or keeping, I mean, they themselves may not be aware that it contributes in the scenario.
32:05Because again, it's no excuse, but then again, if you look at the psychological side of the brain, you know, that they may look at it.
32:16Sometimes the child and all is not aware, but from the years from now, if a child looks back and sees their behavior at the time,
32:24they and all, as adults, may say, nah, boy, I can't believe I used to be on school, boy.
32:29You know?
32:29So, sometimes you look at that and you have the psychological side of the brain's development, right?
32:37And it may be worse off if you add some drugs.
32:40Here, the drug goes in there.
32:42So, if the brain is not developed properly, you can imagine how to take place.
32:46So, I think they have to look at some sort of psychology or for the country, you know, and talk to somebody.
32:52I mean, I'll say they're mad, you know, but they have to understand their behavior on the whole.

36:08When we introduced, when the judiciary introduced the Juvenile Court Project in Trinidad and Tobago,
36:16what is now known as the Child Justice Procedure.
36:19And one of the things that they taught us is that the brain of a child, adolescence could go up to age 21.
36:27So that age of reasoning and stuff might be quite challenging to process emotions for a child.
36:35And hence the reason the whole bringing on stream of the children's court is not to treat a child as a career criminal or a common criminal,
36:46but to give them that necessary help and assistance that they need.
36:50So, for example, a child can be deemed a chins, a child in need of supervision.
36:55And you do not necessarily have to commit an offense for you to be deemed a chins.
37:00If you believe, if you as a parent or a guardian or a teacher, for example,
37:05you believe there is something not quite adding up with this child and you believe the child is at risk,
37:12they can be deemed a chins, a child in need of supervision,
37:14and that child can be placed before the children's court where they can get the necessary support system
37:21to a child psychologist, a counselor, a social worker,
37:26the entire works to work with that child along with the parent to get to the bottom of what is wrong with this child
37:33and to give them the necessary assistance that they need so they can be back to normal for want of a better description.

37:40All right, so some good news for the Orange Grove Farmers.
37:43This initiative, of course, entered with the Trinidad and Tobago Police Service.
37:49Farmers in the Orange Grove District can now breathe a sigh of relief
37:52following the launch of a new collaborative initiative between the Trinidad and Tobago Police Service
37:57and the Orange Grove Farmers Association.
38:01This initiative, of course, introduces mounted patrols in the expansive farming community,
38:07aims to curb incidents of armed robberies and predial larceny
38:11that have plagued the area in recent times.
38:14The launch took place between 10.30 a.m. and 12.00 on Monday
38:18at the Orange Grove Tacarigua facility
38:21and involved the participation of several Trinidad and Tobago Police Units,
38:26including the Mounted Branch, Predial Larceny Unit, Audiovisual Unit,
38:30and officers from the Aruka and Piako Police Stations.
38:34Also present at the launch was Mr. Siewelia,
38:38president of the Orange Grove Farmers Association,
38:41who expressed deep appreciation for the initiatives.
38:44The introduction of the Mounted Patrol comes at a strategic response
38:48to the geographical challenges of the area.
38:51Many sections of the farmland are inaccessible by police vehicles,
38:54making it difficult to maintain a consistent law enforcement presence.
38:59The Mounted officers are equipped to navigate rough terrain
39:02and will now provide enhanced surveillance
39:04and quicker response time to safeguard both farmers and their produce.
39:10So certainly a welcomed initiative there, inspector.
39:13We know that farmers not just in this area,
39:17but across Trinidad and Tobago,
39:19have faced criminals,
39:21you know, predial larceny stealing their stuff,
39:24armed robberies being people being,
39:26their valuables also taking the equipment,
39:29their livestock, and so on.
39:32So this is really a step in the right direction.
39:34It gives the farmers that sense of safety and security
39:37as they go about their business to grow food for the nation.
39:42Absolutely.
39:42I mean, I could not have agreed with you, Maud,
39:44how you put it,
39:46because predial larceny has been quite a sore point
39:51in Trinidad and Tobago for quite a number of years.
39:56And some of the many challenges that you would have highlighted there
40:00is getting access to those farmlands
40:04to properly police them.
40:07And when we say that we are going to make,
40:09or it is our intention to make every police in Trinidad and Tobago say,
40:13we were not joking,
40:14so we have a situation now where we can reach you by land, sea, and air.
40:19And the mounted patrols is just another opportunity
40:23where the vehicles cannot go.
40:25The horses can, right?
40:27So we have you covered on all fronts.
40:30The criminal elements have nowhere to run
40:32and nowhere to hide
40:34because we understand the importance of planting our own food,
40:39food security for Trinidad and Tobago.
40:42I mean, I don't even want to get into the food import bill,
40:44which is billions.
40:45So we want to give those farmers that level of comfort,
40:50that level of security,
40:52that level of assurance that when they are asleep
40:54or when they are in the agricultural,
40:59they're planting their predial produce,
41:01or after planting their predial produce,
41:04we would be there protecting them
41:06and ensuring that all the non-desirables
41:11does not come in
41:13and partake of what they did not sow.
41:17You understand that they could literally reap the fruits of their own labor.
41:22So that is a nice initiative
41:23spreaded by ACP Rishi Singh,

41:31and ASP Ballywap, North Central Division,
41:34along with ASP Soklal Singh from the Mounted Branch,
41:37coordinated, of course, by ASP Barat,

41:54between the two divisions,

41:59the Mounted and Canine Branch,
42:01and other arms of the Trinidad and Tobago Policers
42:05in collaboration with the farming community as well.
42:08And initiatives like these
42:10is intended,
42:12or we hope,
42:13that it brings back that level of trust
42:15between the police and the public,
42:19and where they,
42:20in the event that they see something,
42:22they would be able to come to us
42:23to see something.
42:25Well, definitely the Trinidad and Tobago Police Service
42:28has said that they're using this as a,
42:30I guess, an initiative
42:31they're going to be monitoring,
42:33and they're hopeful that they can expand this project
42:35across Trinidad and Tobago
42:37for safer farming nationwide
42:41for all these farmers concerned.

49:11in the San Josef district
49:12arresting nine people
49:14including six
49:14Chinese nationals
49:15for immigration offenses
49:17and shutting down
49:18an illegal gaming house.
49:19Right?
49:20And it was a joint
49:21police and tax
49:22enforcement operation
49:23in St. Joseph
49:24that uncovered
49:25nearly $1.9 million
49:27in unpaid gaming taxes
49:29from several establishments
49:30operating within
49:32breach of the
49:33Gambling Act.
49:34Yeah.
49:35Right?
49:35So we are
49:37fully aware of it
49:38and the directive
49:40given to us
49:41based on intelligent
49:42led operations
49:43you are going to be
49:44seeing more
49:44of those operations
49:45because those things
49:47have been going on
