03:30Mark Besson, welcome to our viewers across Trinidad and Tobago and of course our international
03:35viewers and our brothers and sisters in the Isles of Grenada. Of course it's Thursday,
03:41it's a very important day for the World Cup qualifiers, Trinidad and Tobago of course playing
03:45in about just under two hours at the National Stadium and we want to wish them all the best
03:50as they need to win this game to keep their chances alive of qualifying for the World
03:55Cup. And of course I know my friend with me here today is none other than ASPOE Russell
04:02from the Western Division, also the newly minted Vice President of the Trinidad and Tobago Police
04:07Service Social Welfare Association and you know you're not here in that capacity but nevertheless
04:11welcome sir and congrats. Well first of all let me say thank you and let me say a pleasant
04:16good evening to Trinidad and Tobago on behalf of the Commission of Police, the Deputy Commissioners,
04:22the Assistant Commissioners and First and Second Division Officers of the Trinidad and Tobago Police
04:26Service. Again I say thank you for the congratulations and I am the Vice President for all.
04:34Yes indeed. Well I know before the show we were talking about you know this big game here at the
04:40stadium and of course a lot of people we want to employ you that do not park in areas in and around the
04:46stadium where you will be wrecked and that is what is exactly happening as we speak. People are parking in,
04:52areas that they are not supposed to be parking on side streets and they are being wrecked.
04:56So what do I want to do? Let me start by saying we appreciate the support, you know we want persons
05:01to go out and have a good time but have a safe time, be responsible, park responsibly. In addition
05:07to which, park in well-lit areas as much as you could, remain in groups as much as you could,
05:12remember not to leave any valuables on your back seat, on your front seat. Persons who may have firearms,
05:21please go and lodge it. Persons who have things that may be costly, you know, trying to hide it under the seat,
05:27may not always work. So just be aware of your surroundings as to where you park your, what would be termed as your second most
05:34most prized possession, your, your vehicle. Yes, certainly. And I know you're, you're in the Western Division. I just want to give us an idea of how things have been going down in the Western Division in terms of, you know, operations being done during the state of emergency. I know you had a, a very small operation recently, but just give us an overview in terms of some of the things that you all have been doing in the Western Division to make it a much safer area for persons living there.
06:03Well, the Western Division continue to do their best. You know, we are not without our challenges, but we would have had some great successes up to this morning, where we had some operations last night into this morning, which would have seen a quantity of ammunition seized, a quantity of rock light substance resembling cocaine. We would have had stolen vehicles recovered.
06:28You know, we have quite a few things that, you know, that are bearing success. And, you know, I want to commend the members of the Western Division and ask them to continue to keep up the good work.
06:38We thank the leadership of the Western Division, Mr. Williams, the Senior Soup, Superintendent Gyan, Woman Acting ASP Aguilera, and Acting ASP Sylvan, and of course, well, myself.
06:50And we want to thank all the members of the rank and file, the Inspector Grant, Inspector Crime, Sergeant Comona, Sergeant Pancho, Inspector Bassant, Inspector Raymond, Inspector Joe Field, Inspector Perry, because, I mean, they play a critical role.
07:05We thank the gang unit as well, you know, because they are the ones who are really putting the things together and the resources together to motivate the persons and drive that detection rate upwards in the Western Division.
07:19And I want to just extend that same congratulation and commendation to all the members of Richard and Tobago Police Service, because the majority of us do work very hard to try our best.
07:31And again, I cannot say that, and we cannot boast and relax on our successes or lawyers without thanking the public for their assistance, because their role in our crime fight is very critical as well.
07:42Well, I imagine that that was my next question. I know that the police will be doing their diligent work, of course, and that goes hand in hand, of course, with the public's assistance, and giving information or intelligence that will help you all to shape, you know, operation or to observe certain things, do certain surveillance before you all decide to move in, because, you know, police officers cannot be everywhere.
08:05They cannot be everywhere.
08:06And it is indicative upon the public to share that relevant information to assist the officers where they see needed, whether it be guns, drugs, or somebody doing some other kind of illicit activity, car thefts, etc.
08:20It's important that we have this kind of support across the island.
08:25Definitely.
08:26And in addition to the station numbers, you have 800 tips, you have 555, you have the 999.
08:30And say, if you, the individual, don't want to come into the station and give the information right there and then, you can use the 555, the 800 tips, the 999, and use these medians to your benefit, you know, because we are taking the police service forward with respect to our technology and stuff like that.
08:47We can now make our reports online, and we have pilot projects going on right now where we are doing the direct access.
08:55When the make reports have been inputed straight into the system.
08:58Right, and as we talk about that operation in the Western Division, it happened yesterday morning, between the hours of 10 a.m. and 2 p.m., of course, officers receiving information, officers of the Western Division Gang Intelligence Unit, they went to the tomato trees area in Dago Martin, and they conducted a siege at an unoccupied house.
09:18Definitely.
09:18And they found a black plastic bag containing a plastic case which held 19 rungs of .38 special ammunition.
09:28It was seized and conveyed to the station as investigations continue.
09:32And I imagine a fine like this is obviously based on intelligence, based on public perhaps seeing something or seeing some persons doing certain things in a particular area over a period of time.
09:43Yes, and two things I would like to highlight, 19 rungs equal 19 lives saved, and that just goes to show the trust that some of the public still have in the members of the Trinidad and Tobago Police Service.
09:59We know that we would have had our shortcomings.
10:02I'm not going to bury my head in the sand.
10:04However, we thank you for your continued assistance and patience with us.
10:09Yeah, that's extremely important as we go forward as we continue in this state of emergency.
10:14Definitely.
10:15It is important that we have the public's buying.
10:18Of course.
10:18To anything, because without you, of course, the police is not able to get, you know, cogent information or intelligence that will help them to move in a particular area to do something and yield success.
10:30Yeah.
10:31So, public, thank you.

10:36Moving on also to some other good news, of course.
10:39Good work by the police.
10:40There was a stolen vehicle recovered within hours of it being taken from a home on Tuesday night, a silver Toyota Aqua.
10:50It was taken at 8.20 p.m. on Tuesday and it was discovered missing around 6 a.m.
10:56Sorry, it was parked at 8.20 p.m. on Tuesday night.
10:59It was discovered missing around 6 a.m.
11:00And police later, based on information, they went to an area around 9 o'clock in the Saddle Hill, Maraval area, where they found the vehicle stationary along the left side of the roadway near Fruit Mart.
11:15Upon inspection, officers observed that the vehicle's hybrid battery valued at 8,000 was missing and the right rear quarter glass was damaged.
11:23So, the vehicle was removed and, yeah, they have it now and they're still searching for a suspect.
11:34They're saying that there's no workable fingerprints were obtained.
11:36Found.
11:37You know, and I want to say something to Trinidad and Tobago.
11:41And crime fighting and Trinidad and Tobago being that place of love and peace and harmony and respect starts with you, the individual at home.
11:51There has been an absurge in these types of vehicles, these hybrid batteries, right?
11:58And the reason it's been stolen is because there's a market for it.
12:02Yes.
12:02So, we are here preaching one thing.
12:06But there are persons out there, maybe their vehicle would have gotten into an accident and their battery has been damaged or their battery has reached the end of its life cycle.
12:15So, these persons, they are persons who are buying these stolen batteries to repair other vehicles.
12:23And we need, we cannot stand here and say, be your brother's keeper when you are encouraging that.
12:32Because if there's no market for it, there will be no need to steal it.
12:38So, clearly, they didn't really want the vehicle.
12:40Yes.
12:40But there's a real vibrant market now for these hybrid batteries.
12:44And if you know you operate, you have an operation where you sell parts or you fix vehicles and you are having persons bring these batteries to you without asking for a receipt,
12:55without trying to see if it's an authentic purchase, you are also responsible and culpable.
13:01And if the police should search any garage or any business place and find any of these batteries that have been found to be stolen,
13:11you will be charged for receiving stolen property.
13:15So, I need you to think wisely about this.
13:18Yeah, I'm glad you brought that up because a couple of weeks ago, we actually had a video that showed somebody stealing a hybrid battery.
13:26And I think the gentleman, the officer, I can't remember who it was at that time, spoke about the prevalence now of hybrid batteries being stolen from vehicles and being resold to other persons.
13:38And as you said, if persons are selling parts and they are caught in this whole circle, they are also culpable to the law enforcement for selling stolen items or stolen parts, as the case may be.
13:50And based on the value of the battery, it's considered a serious crime.
13:55So, it's driving the statistics upwards.
14:00It's creating an image of the country of Trinidad as crime-ridden and overrun by crime.
14:06When we, some of you all out there, are contributing, whether directly or indirectly, to the crime that is going on.
14:15Because Trinidad and Tobago have a way we want to categorize crime, what we feel like.
14:19So, don't give me a ticket for parking. Go and run down the real criminal.
14:23But, you know what, canals, the rivers, rivers, streams, goes into the sea.
14:30So, we graduate from one thing to the other.
14:33So, you tell me.
14:34Yeah, exactly.
14:36All right, so, unfortunately, there was another homicide this morning in the Port of Spain area near the Independence Quake.
14:43Police apparently reported, a disturbance was reported around 2.15 this morning.
14:50And the inter-agency task force responded.
14:53They found a person lying motionless on the ground, dressed in red short pants and bleeding from multiple injuries.
15:00They believe he was stabbed.
15:02He was taken to the Port of Spain General Hospital way under end surgery.
15:05But he, unfortunately, passed.
15:07That person was later identified as Brad Guerra of Oxford Street in Port of Spain.
15:14Well, you know, I was lazing with some of my colleagues in Port of Spain Division today.
15:19And I know that with the public's help that we want to thank so much.
15:22Again, several aliases were given with respect to the suspect.
15:27And I know that at this point in time, the police are indeed hunting that person.
15:35Well, it's only a matter of time.
15:36As you say, you already know who you are.
15:38So, the best thing for you would be to give yourself up at this point in time and don't have the officers trying to chase you around.
15:45Especially if you know, and there probably helps a lot of cameras in that area along the Independence Quake here where they can sort of sit businesses to see what exactly would have transpired.
15:54And we asked the businesses for their cooperation, of course, when we come to retrieve such footage.
15:59But I know we have some good information with respect to that.
16:02And I believe that person, the suspect in that crime, would be arrested shortly.
16:07All right.
16:08Okay, so it's day 119 in the state of emergency.
16:12We just want to keep you up to date with the figures.
16:16Number of operations, 8,608.
16:19Target priority offenders, 2,920.
16:21Searches conducted, 57,790.
16:26Traffic operations, 6,097.
16:29Total persons arrested, 3,806.
16:32Total persons charged, 2,250.
16:36Traffic offenses detected, 34,094.
16:41Firearms recovered, total of 209.
16:44Ammunition recovered, total of 2,654.
16:46We had a rise in 9mm of 1,357 rounds.
16:51And also in the 0.38 area of 193 rounds.
16:55Dangerous drugs seized.
16:58794,295.68 grams of cannabis.
17:02And of course, 10,044.89 grams of cocaine.
17:07Estacy and molly remains the same.

17:10Well, you would see the amount of firearms that are recovered there.
17:14You know, when you look at what is going on, when you look at the amount of wrongs, the amount of firearms that are being recovered,
17:21you can see there is a great effort by the members of not the Trinidad and Tobago Police, but the protective services.
17:28Because we are also helped a lot by members of the Defense Force as it comes to eradicating crime.
17:34And it all falls in our strategic and operational plan of public safety to reduce crime, reduce violent crime, and get these weapons off the street.
17:42And, you know, what we also want to do is reduce the fear of crime.
17:45Yeah.
17:46You know, because somebody could just sit at home and say, whoa, there's a lot of guns out there.
17:51You know, we understand the image.
17:53We understand the fear.
17:54We understand the trajectory that things are going.
17:57But statistically, I want to tell Trinidad and Tobago, we are trending in the right direction because we are trending downwards.
18:06With respect to homicides and serious crimes and stuff like that, I know sometimes you may hear things and you may want to panic and you may feel like there's some sort of surge.
18:14But we are doing our best.
18:18Yes, there's always room for improvement.
18:20And as more resources come and more personnel come, we will continue to improve on our efforts.
18:25But we want to encourage the sharing of the information and the communication with the Trinidad and Tobago Police Service as we all try.
18:32Because at the end of the day, you have to live here.
18:34I have to live here.

22:18Let's take a look.
22:19I am Gavin Henry, Assistant Commissioner of Police Acting, and I am the Regional Commander
22:45for Area Northwest, which Porta Spain is a part of, in addition to the Western Division.
22:51What the national community is seeing this morning is a continuation and an intensification of the efforts of the Trinidad and Tobago Police Service
23:02to keep the capital city safe, especially in this season, which is the Christmas season,
23:07which we expect an increase in activity, both commercial, vehicular activity, and more persons on the streets.
23:17Our plan basically, right, which is geared to not only crime prevention, but building trust and confidence,
23:24and partnering with the community, is to have that sense of security, build that sense of security by mere presence,
23:31and increased presence of the police in Porta Spain to deal with the issues that affect both the shoppers and businessmen.
23:39Porta Spain has been very successful in its efforts to deal with crime in the city and crime prevention.
23:46We hope, and we will continue this partnership with them, ensure that your traversing through the city is one that is done with the least of hindrances.
23:55With the effort that the police is putting out here in Porta Spain, we are confident that this season,
24:02which will continue straight through to the carnival, this intensity, this aggressiveness, and our aggressiveness,
24:07I would speak to not physical aggressiveness, but the vigor and the zeal with which the police officers in Porta Spain intend to pursue this effort,
24:17this continued effort with respect to crime prevention in the city.
24:21It is now our intention to make you feel uncomfortable, but our aim is to make you feel safe as you traverse the streets and Porta Spain.
24:35So this initiative was launched last week, of course, it's a way to keep faster response times for police,
24:41and to ensure that the streets are safer.
24:43And I understand that there's also a similar initiative launched in the western, central, and southern divisions.
24:49I definitely am. It was launched in the western division, together with the policemen division, on Tuesday,
24:55and I believe central and southern would have launched yesterday.
24:58Right.
24:59And it's all in keeping with our strategic partnership, Area 4, where we look at reducing violent crime, reducing serious crime,
25:08increasing safety in public places, increase crime prevention, enhance road safety, and when all else fails, increase crime detection.
25:18You know, so we are doing our best, and it's not just to say we come out at our whims and fancy,
25:24but it's actually catered for in strategic priority area 4 of our strategic and operational plan 2025 to 2027.
25:32So we are not just operating Vicky Vyka without a plan.
25:36And as the acting ACP Henry will have mentioned, it's an intensification, and we will treat you with respect and dignity,
25:43and we will be professional as well, which are the watchwords of the police service.
25:48However, we require your cooperation. We require your assistance. We require your partnership so that we could all make this a success and make this place a safer place.
26:02Because we understand persons will be gravitating towards Port of Spain and towards Central, towards Zarema, towards Washington City, these areas, towards the Western Division, St. James. And we would want to minimize the increase or any opportunity for petty theft and the snatching of bags and chains and cell phones.
26:20What we're asking for the public, too, is to be aware of your surroundings. Be vigilant. You know you're going to shop. Be careful of the kind of bag that you take with you. Pay more attention. Ease up on the cell phone because sometimes you're talking on your cell phone and not recognizing what is going on or wrong.
26:38The next thing you speak into your hand because someone snatches your phone and they ran away. We are asking to leave the jewelry at home. We are asking to not leave the valuables on the seat of the vehicle.
26:50We are asking to exercise patience as well because some of those streets within the built-up areas may have a lot of pedestrians crossing and stuff like that.
26:59So you also need to exercise some patience. Manage your road rage and things like these, you know. Just be vigilant and be attentive at all times.
27:08Yes, and I have to concur there that this is a really good initiative, Operation Festive Shield.
27:15Festive Shield.
27:15Because as you know, as ASP Russell pointed out, this is a time going into the carnival. There's a lot of heightened commercial activity in the various tongues and cities.
27:27Of course, San Fernando, Porto, Spain, Arima, Chagornas, etc. So that, you know, at the end of the day, it is important that you observe some of the things that you need to do, precautionary things you need to do when you're going out there to shop.

29:53So, ever since that, I have always been extra aware of my environment and that kind of thing.
30:01Recently, about two weeks ago, I went into Porta, Spain and I was on Independence Square by KFD.
30:07I was walking up Henry Street.
30:09I parked in East Carpa and there was a good truck that stopped right alongside the carpa.
30:15They were, they stopped to fix something and two guys were on the corner of Henry Street, that's opposite church, this chicken.
30:24And they were discussing the truck.
30:26They were saying, that's easy money, boy.
30:28That's very easy money there.
30:29That's an easy 10,000, right?
30:31And I got so scared because I hit them.
30:34And I walked all the way up Henry Street across the Charlotte Street looking for a police officer
30:39and I could not find an officer to mention something to him.
30:42So, I just wanted to mention that and, you know, make, see if y'all could make more presence of the police officers in Porta, Spain.
30:52I know at fiscal time there are officers, but it was a bit scary to know that they were actually contemplating something.
31:02And, you know, these two guys, they were, they're looking ordinary, they have on vest, you know, unsuspecting.
31:08And it was a scary experience, just to know that you hear them, you know.

36:37We were told, I was showing another program,
36:40where in San Fernando Hill, there's a particular house
36:43where persons don't, these people from Venezuela, these young people,
36:48are taken and taken to this house.
36:50You know what was taking place in that house.
36:52And we were also told that people who are supposed to protect and serve
36:56are part of it.
36:58So I hope that something is done about that,
37:00because I know that you ought to make jokes on your own also,
37:04but something has to be done about that.
37:05Because the girl, when she wanted to talk to the person,
37:09she was saying, police, police,
37:10because she don't trust the police,
37:12because she said, police are, they are responsible
37:14for helping to bring them down in this place
37:17and what you seek in place.
37:18So that's my first point.
37:20My second point is,
37:21do we have laws to deal with persons who are dressing up like police
37:25and doing what they want,
37:26going to people's homes, trying to rent people's homes
37:27and dressing up?
37:28Do we have laws to deal with that?
37:29Because I remember one time,
37:31when I saw on one of the players,
37:32a woman dressed like a police officer,
37:34had numbers and all, stopping vehicles.
37:37Something has to be done about what you do about people
37:39who are trying to play police.
37:42Something drastic has to be done about that.
37:44My third point is concerning pit bulls and so.
37:48Officer, do we have laws to deal with things like that?
37:50Because of somewhere,
37:51I don't know if it's one of your colleagues,
37:54where he was something with some pit bull.
37:56Do we have laws to deal with those sort of bulls,
37:59your dogs that will just do what you want to human beings in this place?

38:14I too would have heard the conversation with respect to the involvement of members of the
38:18protective services with respect to this situation in San Fernando.
38:21And I am certain that it has engaged the hierarchy of each other and Tobago police service,
38:28and we are actively looking into it.
38:29I can assure you that no allegation made against the police officers are left unchecked.
38:39It will be investigated.
38:41It is being investigated, because I too will have heard the rumor.
38:44So that is being dealt with as we speak.
38:48Secondly, it is an offense to impersonate any police officer or member of the protective services,
38:55and being held with any kind of clothing resembling that of any member of the protective services is also an offense.
39:04And we also have the Dangerous Dogs Act that treats with these pit bulls and stuff like that.
39:12One of the things in San Fernando and Tobago that we grapple with at times is enforcement.
39:16Yes.
39:16And our categorization, again, as to what is crime.
39:22Some person might choose to walk their pit bulls in an area, in a neighborhood where people are jogging,
39:26and when you speak to them about it, they become offended.
39:32Or another neighbor will come out and say,
39:33why are you all going to run along the real criminal and shoot with real crime?
39:38But let's say that un-muzzled pit bull gets away from the owner and bites someone,
39:43and we have seen persons die by attacks on these animals.
39:47Yes.
39:48Due to the aggressive nature.
39:49I'm getting sorry, retired officer.
39:51Again, due to the aggressive nature of these animals.
39:53So we are asking for the public to know what their responsibilities are as they are the owners of these pets.
40:01Muzzle your dogs.
40:03Treat the dogs how it ought to be treated.
40:05Be careful how you train your pets.
40:08And that same pet could turn on you at some point in time.
40:11So you need to be very careful.
40:13Somehow we do have laws to govern all that you spoke about.

40:18I remember in the very late 90s, there was a speech of pit bull attacks.
40:22Pit bull attacks, very much so.
40:23And that would have prompted this legislation that came down later on in the early 2000s,
40:27the Dangerous Dogs Act, of course.
40:30And as you said, there are provisions in place for persons who have certain dogs.
40:36Including you're supposed to have an insurance as well.

40:38But the day you shouldn't have to be a good police service decide, let's go and see what's going on.

50:11could be this in the second issue your colleague the legal mind has been telling us we have to be

52:34by the utterances especially in a time like this however i cannot speak to this situation because i don't
52:41have any information with respect date i hope you understand all right i think you you dealt with
52:48one other thing the covet 19 thing or you just oh that's part of it well that was part of it and who
52:53right go into the icu yes and that was one of the statements that was made and then another statement
52:59was made but that is would be dealted by the medical field and that yeah i agree 100 all right we have

53:44because if the police service cannot be efficient we will get nowhere because our state of emergency
53:50will only last so long and what we clean up we know it will come back to the field so we need to
53:57start to do and get work to get these problems solved because police in schools that is no no that's a
54:05place of learning that's an institute of happiness and look what we're doing when we supposed to be
54:11separating the sheep from the old with even everybody at the same place so if our virus is to break out
54:17it will affect everybody what we need to do is bring our system in place where children who cannot
54:24conduct themselves in normal school we put a institute where they will be mandated to do the writing so
54:30you're getting schooling you stay at that institute and you will be you will be assessed as the program
54:37goes along and at the end of the day we need to start a thing more holistically because at the end of the
54:44day the administration at our powers right now we need to let them understand that we can't be
54:49making mediocre statements are mediocre putting putting things that it would not last we could
54:57do better to fight crime in this country because right now we have 10 000 tough people on the breadline
55:03from programs that was discontinued and i can tell you something if c-pop was advanced if c-pop was
55:10upgraded we'd have find better to do like for instance it would have worked not needed like after you do
55:18the cleanup session you have you have two hours of of after program so we have done literally three
55:25people and if you continue to make mediocre the decision we are not going anywhere thank you and

55:37you know and this just this morning i was dealing with you know fathers absentee fathers and you know
55:43we need to really go back to the homes because what we are seeing in society today with respect
55:50to the way that the children are behaving stems from what is going on in the home now there are
55:55instances where the child is a good child at home and a different child in school but for a lot of the
56:01times you know these uh a lot of single parent homes and we we say thank you to the mothers who play
56:06the role of a mom and a dad and we say thank you to the responsible fathers who are involved in their
56:11children life and we could all improve even myself even though my children adults i am saying that we
56:17need to start any homes before even reaching the school we need to start any homes we need to start
56:21to make parents accountable for the actions of their children we need to hold parents accountable for
56:27their inaction when the child start to give that problem because their parents who are feeding them
56:32clothing them providing a look over their head and refuse to correct their children so when they fail at
56:37home they come to the school and not not even ended up by the police because the police has now gone to
56:42meet them in the school in an effort to reduce this violence so you know it starts in the home and i hear
56:48you and i i i hear you and i applaud that and what would be nice too is if children who are given trouble
56:55we really have a different program for them and we have the business sector come on board so if you're
57:00interested in welding we have other companies who are thinking you know you probably give them a tax
57:05incentive somebody might be interested in mechanics we have a lot of vehicles in trinidad and tobago
57:09we have a lot of companies and you start doing a little pilot project with these children to see
57:14how much we can bring them from that point to be a contributing member of the trinidad and tobago society
