00:31to you. Yeah. Alright. I know
00:33we were just talking about
00:34getting fit. So, yes. I I get
00:36in some tips from you. I I I
00:39am I am happy. And I know we
00:42today is day eighteen of the
00:45state of emergency. Yes. And
00:47obviously we just wanted to
00:48take our viewers to the latest
00:51figures and I will pass that on
00:54to ESP Pitt to just give us an
00:56update. Yeah well definitely.
00:58Uh the number of operations to
01:00date is 929. Uh the priority
01:03offenders targeted is 950.
01:06Searches conducted 5, 507.
01:09Traffic operations, 757, and
01:12the amount of persons arrested
01:14is 699. We have made 2, 244
01:21traffic offenses detection
01:24recovered 38 firearms in terms
01:27of the amount of ammunition
01:291,069 and the dangerous drugs
01:32is 128,000 grams of marijuana
01:36and 683.59 grams of cocaine.
01:40So, we continue in terms of our
01:44operations, our activities. Uh
01:46we have been making some
01:48significant impacts. Uh again,
01:50it is not a a case of we have
01:53reached. It's a case of our
01:55progress and with the
01:57assistance of members of the
01:58public, we are confident that
01:59we are going to restore that
02:01level of public safety that
02:03again, we all deserve. And I
02:05know, you know, in this, in
02:06this state of emergency, there
02:08are different stipulations, of
02:09course, when people are
02:10detained, right? Yes. And a
02:13friend of mine sent me a
02:15question as it relates to a
02:17particular story in the
02:18newspapers today involving a
02:19former national footballer
02:21where he was granted bill in
02:23the sum of I believe 850,000 or
02:25something. Yes. And they were
02:26asking me what is how was he
02:28able to to get bill? And I know
02:31that as I said, everybody's
02:32circumstance will differ. Yeah.
02:34Because if other persons are
02:36detained for certain things and
02:38they're pending inquiries where
02:40they might have to ask for an
02:41extension, then as mister
02:43Benjamin would have pointed out
02:442 years ago, then you will all
02:45go to the judge. But if you
02:47could explain to us in this in
02:49especially somebody committed an
02:51offense they brought before the
02:53court during the state of
02:54emergency is that the court has
02:57that flexibility dependent on
02:59the offense to grant bill?
03:01Right. Well, there are certain
03:03stipulations within the
03:04regulations that once the
03:06person is charged under the
03:07regulations, the whole idea of
03:09bail is somewhat suspended.
03:11Right. However, under normal
03:13circumstances, if persons are
03:14charged regarding what we would
03:16call the traditional laws or the
03:19standing laws, persons are
03:21entitled to bail. Okay.
03:22Dependent on the circumstances,
03:24the state may be in a position
03:26to make whatever application to
03:30have bail denied. But it is more
03:32or less a back and forth and
03:34then the judicial officer will
03:35have to come to his or her
03:36conclusion based on what is
03:38available to them and the
03:40parameters in which they will be
03:42functioning regarding granting
03:43of bail. So, it is largely a
03:47judicial discretion and I'm
03:48saying largely because there are
03:49some instances again like under
03:51the regulations where certain
03:53things have been more or less
03:54boxed in and it is something
03:56that, you know, as a society, we
03:58have been carefully monitoring
04:00because we know that a lot of
04:02persons have been charged for
04:04offenses, they have been
04:05arrested and they have always
04:07been decried that, you know, the
04:09public is able to see these
04:11persons on the street in a short
04:13period of time and that have
04:14caused tremendous amount of
04:16concern for a lot of persons.
04:18So, our advocating now is along
04:21the lines of speedy charge,
04:24speedy charge. So, we can have
04:26persons convicted, have their
04:27day in court come quickly so
04:29that the judicial officers now
04:31could impose whatever sentence
04:33and that person is now duly
04:36sentenced so to speak. And just
04:38on a point of clarity, if you
04:39can just explain to the viewers
04:41the functionality or rather the
04:44function of the SOE Tribunal
04:47Committee that has been set up.
04:49Yes. So, the Tribunal Committee
04:51will look at the same thing that
04:54we were discussing there in
04:55terms of persons being
04:56incarcerated for certain periods
04:58of time and whether in their
05:00view it is justified, whatever
05:03action is taken by the security
05:05apparatus, speedy defense force,
05:06the police service, if those
05:08actions are justified. So, they
05:10act as a buffer in terms of
05:12balancing the rights of persons
05:14in relation to the powers that
05:16the law enforcement authority
05:17has to ensure that it doesn't go
05:21into that position where persons
05:23are placed in a position of
05:26victimization, if you want to
05:28call it that, in a position
05:30where they feel that they are
05:31being totally suppressed
05:33regarding their rights and
05:34privileges. So, it's a buffer,
05:36it's a safeguard to maintain
05:38that balance regardless of the
05:39fact that we're in a state of
05:40emergency.
05:41Alright, and we certainly will
05:43be taking your calls a little
05:44later if you have any questions
05:46as it relates to the state of
05:48emergency and anything that you
05:52are not sure of when it comes to
05:54the law that I think ASP Pitt
05:56will be able to answer at least
05:58as best as he can. Alright, we're
06:00going to take a look now at our
06:02headlines.
06:11So, those were some of the
06:13headlines within the past 24
06:15hours and I saw one of the first
06:17headlines was 44% reduction in
06:20homicides for the year so far.
06:22Yes.
06:23Because comparatively, I believe
06:25for last year there was
06:27approximately 24, if memory
06:29serves me right.
06:30Yeah.
06:31So, we're going to take a look
06:33now at some of the headlines
06:35within the past 24 hours and I
06:37saw one of the first headlines
06:39was 44, if memory serves me
06:41right.
06:42Yeah.
06:43And we had 15 now.
06:44Yeah, correct.
06:45And I know the public at large
06:47would welcome that.
06:48You know, one murder is a murder
06:50too many, a murder too much.
06:52And homicide is largely what we
06:54judge ourselves by, what we
06:56judge a society by.
06:57So, definitely it shows that the
06:59SOE is having an impact on the
07:01crime and most of the homicides.
07:03So, that is welcoming news.

07:11The corresponding period last was
07:1325 and not 24.

07:18at this video that happened near
07:22Princeton in the Monk Stewart
07:24Village on Tuesday.
07:25My understanding it's a gentleman
07:29of the house coming out, of
07:31course.
07:32So, he's looking around.
07:36You know, he's looking around, of
07:38course, on the premises.
07:42I want to believe that he is
07:44residing at those set premises.
07:48And then we see a hooded person.
07:51Three of them comes out of the
07:54house.
07:55So, he's looking around.

07:59on the premises.
08:00Three of them orders the man into
08:04the house.
08:13So, it appears to be a home
08:14invasion.
08:15Yes.
08:16And they closed the door, of
08:17course, so.
08:24So, it's a serious thing when
08:26a person's privacy is invaded.
08:30It seems that they were met with
08:35some resistance there because I
08:39believe maybe his son or another
08:42relative of the house came to the
08:45rescue of the elderly gentleman
08:47there.
08:48Yeah.
08:49And the three men beat a history
08:52treat.
08:53Yes, yes.
08:54I mean, we've been seeing a
08:56significant, you know, not just
08:58a rise, but this kind of crime is
09:01becoming more common, home
09:03invasions, where people don't even
09:05feel safe in their own homes.
09:07Yeah.
09:08And as I was saying, that invasion
09:10of privacy is one that is
09:12extremely traumatic.
09:13A man's house is deemed his
09:15castle.
09:16Yes.
09:17And, you know, you feel that level
09:19of safety, security, privacy
09:21within that space.
09:22And when someone invades that
09:24, you know, it's definitely
09:25traumatic.
09:26We have been very robust in terms
09:29of our investigation of this
09:31particular crime type.
09:32What we would do, we'd like to
09:34always extend those tips to
09:36members of the public.
09:37I mean, there's always the
09:39unguarded moment because you are
09:41thinking this is your home.
09:42You're not expecting certain
09:43things to happen.
09:44Yes.
09:45But we have reached a stage where
09:47we have to expect the unexpected.
09:49So, again, it's a very serious
09:51thing.
09:52So, again, in terms of even
09:54within our space at home, you
09:56know, there are certain levels
09:58of safety and security that we
10:00would want to observe.
10:01Additionally, in terms of those
10:03CCTV cameras, clearly one was
10:05available and we are now able to
10:07see certain things that may put
10:09us in a position where we could
10:11investigate and bring this
10:12offense to some successful
10:14conclusion.
10:15But even the alarms, dogs,
10:18fencing, all these things are
10:21measures that we could introduce
10:23that would make ourselves harder
10:25targets, make our home a lot more
10:27difficult for persons to invade.
10:29And we are not victim-blaming.
10:31I always have to say that
10:33because persons could do all
10:35that and you can still end up a
10:37victim, you know, but we would
10:39try as much as we can in order
10:41to deter persons, in order to
10:43make things more difficult, in
10:44order to make ourselves a whole
10:46lot safer.
10:47Thankfully, you know, there was
10:49somebody there that was able to
10:51assist the elderly gentleman, of
10:53course, and the man ran out of
10:55the house.
10:56And we have that particular video
10:59that you just saw there.

11:03Phillips visited the home of this
11:05victim earlier today and he
11:07relates his experience or shares
11:09rather his experience of this
11:11woman's vision.
11:12Let's take a listen.
11:13And three of them come with masks
11:15and things and their guns.
11:17And from the yard, they bring me
11:19inside.
11:20And they want, um, want money
11:22and things.
11:23I tell them, we don't have no
11:25money.
11:26And they tell me they're going to
11:28tie me up.
11:29I said, well, they can't tie me.
11:31So then I start to bawl and
11:33things.
11:34And then a few here downstairs.
11:36And then I start to bawl and
11:38things.
11:39And then a few here downstairs.
11:41And he come up with the cutlass
11:43because he know his bandits.
11:45And he start to chop them.
11:47Thing is, he chop one of them
11:49about three times.
11:50Yeah, and he called them outside
11:52there.
11:53Then the fellow start to shoot.
11:55Well, it's kind of, I'm not
11:57worried, you know.
11:58It never happen.
11:59Yeah, that, uh, I was coming on
12:01the couch.

15:45went viral earlier today, of
15:48course, involving what we later
15:51learned was, um, uh, a young
15:55man, a young man, a young man,
15:58uh, involving what we later
16:00learned was, um, uh, WASA
16:04officers or police officers
16:06attached to WASA.
16:07So, let's just take a look at
16:08this.
16:24What was found strange is that
16:25the vehicle first stops, the
16:27vehicle had stopped in the
16:28middle of the road there.
16:29I anticipate or suppose one of
16:31them was driving that vehicle,
16:33one of the three of them, and
16:35then they get into a scuffle.
16:38We don't know exactly what
16:40would have sparked this
16:42confrontation, but of course,
16:44it's captured by a number of
16:46persons who are driving past
16:49the confrontation.
16:53Well, I can tell you that, um,
16:55you know, we received several
16:58calls today regarding this
16:59video.

17:01Um, however, at this point in
17:03time, I don't have any
17:05information conclusively as to
17:09what transpired, what caused the
17:12incident, um, who are the
17:14persons involved.
17:15Um, I know that your
17:17information is that they belong
17:18to the Water and Sewage
17:19Authority.
17:20Yeah, I saw a publication by two
17:22media houses about it just a
17:24short while ago as well.
17:25Yeah.
17:26Um, as you said, it was first
17:28mistakenly that people thought
17:29it was, uh, officers of the
17:31TTPS.

17:35So we want to just, uh, that's
17:36a disclaimer there from the

17:46perpetrators if you go down
17:47this road, this is what could
17:49possibly happen to you.

17:59uh, within the environment.

18:03of the bag, eh, but I know this
18:05ends a particular way.
18:07And it goes to show that, uh,
18:09the perpetrator is not the
18:11perpetrator.

19:02This video went viral and the
19:04officers received the
19:06commendation at that point in
19:08time for their ability to bring
19:10this confrontation to a
19:12successful conclusion.
19:14No one was harmed.
19:15Right.
19:16Persons were arrested.
19:17Uh, the matter is still
19:18ongoing.
19:19So it was really, uh, an
19:21excellent display of policing,
19:23um, from all different levels,
19:25response, tactical maneuvers.
19:27I mean, from the rigid
19:29tactical lens, there were some
19:31persons who had their comments,
19:33but generally speaking, all is
19:35well that went, that goes well
19:37and, and, and this went
19:38perfectly well in terms of law
19:40enforcement.
19:41Right.
19:42And I, I, I didn't think that
19:43they, they probably didn't even
19:44know that the police would have
19:45responded so swiftly.
19:47I guess they thought they would
19:48have had enough time to, to
19:50escape.
19:51Of course they didn't even get
19:52out of the car park.
19:53Yes.
19:54You know?
19:55Well, what I can add is that
19:57based on the relationship
19:59between those officers and
20:01members of the community at that
20:03point in time, and I'm saying
20:04the community to extend even the
20:06business community, uh, the
20:08officers were alerted as to what
20:10was taking place within a timely
20:12manner.
20:13Right.
20:14And hence the response was able
20:16to match exactly what it is was
20:18taking place.
20:19So it, it goes to show again
20:21that, that level of
20:22communication, that level of
20:24partnership, that level of
20:25support, uh, it goes a long way
20:27in terms of treating with issues
20:29of this nature.

21:35but there are persons who may
21:37have the authority to bring it
21:39in.
21:40They may have been granted
21:42permission to bring it in for the
21:44law enforcement and other persons
21:46who have the authority to use
21:48those lights.
21:49Um, generally speaking, I don't
21:51think that would be afforded to
21:53the average, uh, business person
21:55and I'm thinking that that would
21:57stimulate your follow-up question.
