04:01joined today by ASP Russell of the Trinidad and Tobago Police Service
04:06and of course we'll also be joined a little later by Ms. Natalie John
04:10of the Trinidad and Tobago Police Service Welfare Association.
04:13Welcome to our viewers across the globe as well.
04:16It's day 46 of the state of emergency. How are you, sir?
04:21Well, I'm good. It's a pleasure to be here.
04:23Let me tell the listening public a pleasant good evening
04:27on behalf of the Commission of the Trinidad and Tobago Police Service,
04:30the entire executive, the first and second division of the Trinidad and Tobago Police Service.
04:35We are here again to just update the public on what is going on,
04:39our successes thus far and things like that.
04:43Alright, so certainly the first thing we, first order of business is the state of emergency figures.
04:50Day 46 updated. Let's take a quick look.
04:53Number of operations, 2478.
04:56Priority offenders, 2,053.
04:59Searches conducted, 16,673.
05:02Traffic operations, 2,213.
05:05Total persons arrested, 1,832.
05:09And then I believe we have traffic offenses detected, 8,755.
05:17Also importantly, the firearms recovered thus far, 85.
05:21Ammunition recovered, 1,840.
05:24Dangerous drugs seized thus far, 299,362 grams of cannabis and 1,305 grams of cocaine.
05:35ASP Russell, certainly the police continuing their ongoing operations during this state of emergency.
05:42Yes, of course. We are indeed continuing our operations
05:45and more so looking at the carnival festivities.
05:49So now you have a lot more persons moving around, a lot more persons on the roadway.
05:54So we're really, really focusing that extra manpower for these areas
06:00and in and around these carnival activities as well.
06:04Because we want to make sure that you party safe,
06:07you get to your destination safely and you reach back home safely.
06:10We will also be ramping up patrols in the neighborhood and in the districts
06:14because we know a lot of persons are out there waiting for when persons leave
06:18to go to these various events to get involved in their illegal activities,
06:24maybe home break-ins, car break-in, etc.
06:27Especially at a time like during carnival, of course, you also have to be mindful
06:31and warn people of advertising when they are leaving their homes
06:35and going to a festival or any other areas or even out of the country.
06:40So this is another issue that persons do.
06:42You know, everybody's on the life.
06:44You know, we're outside and we want to discourage persons from that
06:47because whilst you are outside, persons are also paying attention to what you are doing
06:52on the outside and they know that the houses are empty.
06:55Another thing that we do and what I want to encourage you all,
07:00togetherness in the neighborhood.
07:03You must have a trusted neighbor that you can tell,
07:06listen, I'm going out for a few hours, neighbor, you know, just throw an eye for me, please.
07:11You know, we have to go back to those days where a community was a community,
07:16where it had love, where it had togetherness in the community.
07:19And, you know, once we get back to that stage, we could take Trinidad forward.
07:23You can even pass into the station district and let the officers know,
07:26listen, I'm not home today, I'm not home tonight,
07:29or I may be leaving the country for a little bit.
07:31So we know that when we are on patrol, we can pay attention to your home and your property.
07:37Yes, certainly.
07:39All right, we're going to take a quick look now at our headlines.
07:48All right, seems to be experiencing some kind of technical difficulties there.
07:53But on another note, of course, some good news.
07:57We called the Trinidad and Tobago Police Service yesterday,
08:01issuing a release about two escapees from the St. Anne's Hospital,
08:06one, Mr. Everson Hazelwood, in custody for murder,
08:11as well as Joshua Garry, in custody for robbery with violence.
08:16What we can tell you is that Everson Hazelwood, the gentleman who is wanted,
08:23who is in custody rather for murder, this is him on the screen here,
08:26he was recaptured today in the Balandra Main Road in Matura by a prison officer.
08:33So certainly he really made his way a far distance toward the east there.
08:39But thankfully, I guess the vigilance of people who are looking on social media
08:43was able to actually capture him.
08:47Definitely, and you know, on that note, we want to also thank the public for that information,
08:52because I'm certain some level of information was passed from the public to the prisons.
09:00So we want to continue to encourage the public to work with us, have patience with us,
09:06we are here to support you.
09:08We may not always get it right, but trust me, in the instances where we get it wrong,
09:12we are ready and willing to remedy that situation.
09:15Yes, certainly good work.
09:17And of course, Joshua Garry, I think the photo will come up shortly,
09:21he is still at large and he is in custody for robbery with violence,
09:24and if you have any information, please do not hesitate to call Crime Stoppers
09:28at 800-TIPS or any of your nearest police stations.
09:33Alright, we're going to take a look now at our headlines.
09:51So those were some of the headlines within the last 24 hours,
10:05and unfortunately we had a shooting incident in Malik earlier this afternoon,
10:11involving suspects in a Nissan motor car,
10:15where they shot two victims who were apparently on the roadway in 7th Avenue Malik.
10:21And if you look at the video here, ESP Russell,
10:24the victims apparently ran to a nearby car wash of some sort.
10:30One of the victims lying here, of course, with gunshot wounds to his body.
10:36And the second victim, unfortunately, was rather short distance away.
10:44He also collapsed and he was found by residents there.
10:49Apparently he died after suffering gunshot wounds to the upper body.
10:54The only description so far, the only name that the police were able to ascertain so far for the deceased
11:01was a person by the name of Elijah.
11:04So I don't know what is the motive surrounding this particular shooting.
11:11Well firstly, we want to say condolences to the family on behalf of the TTPS.
11:17Part of the reason of the SOE was to really deal with situations like these,
11:22and we want to ensure that we put the resources out there,
11:27and we want the public to know that notwithstanding these things are still happening,
11:32it doesn't mean that we have turned our backs,
11:35it does not mean that we are not doing the operations.
11:38Sometimes things happen, but I assure you as we stand here that robust investigations are taking place
11:45to find the perpetrators of that incident.
11:48In addition to which we want to encourage the public,
11:51once you have any information, regardless of how little or how insignificant you think it may be,
11:58please bring it to the police.
12:00Yeah, but what I understand is that shortly after that shooting,
12:04and I think we've got some footage about that supposed Nissan Tida that was involved in that shooting,
12:12apparently it was intercepted on the Lady Young Road a short while after that shooting.
12:18Police apparently intercepted that vehicle that they believe would have been involved in that shooting.
12:24Well, excellent work by the TTPS again.

14:45I'm your host, Mark Besson.
14:46I want to apologize for that technical glitch earlier on there.
14:50And of course, today joining us was ESP Russell
14:53from the Trinidad and Tobago Police Service and we were talking about the
14:56shooting incident in Malik and shortly thereafter police intercepted this
15:01vehicle on your screen here a Tida motorcar with some occupants they
15:05believe might have been responsible for that earlier shooting in the Malik area.
15:10Well the first thing you know I want to say you know we want to commend those
15:14officers for the quick response that would have led to the capture of these
15:20suspects you know we know that they'll be interviewed and we're going all the
15:26way we will be going all the way because we are here to make this place a safe
15:31place we encourage the public again come bring the information. Yep shortly and
15:39shortly before that within half an hour prior to this shooting of course there
15:43was a double shooting in the Arima area in the Olten Road area in an area called
15:48the Congo apparently police received a report of some loud explosions heard
15:53three people were hanging out in that particular area and police later
15:58identified two of the victims who were rushed to the Arima General Hospital one
16:04was 23 year old Akil Pei and the other was 45 year old Mark Signore also
16:12known as Buddha both pronounced dead at the Arima Hospital while the third
16:18victim remains in a stable condition. Wow well Mark let me tell you something
16:25I am certain that we are operational full go we put extra measures into place
16:32to ensure that we nip this in the bud because we cannot be in an SOE and
16:38taking this without having some sort of action some sort of response so we
16:43encourage citizens bear with us look out for heightened response have
16:47patience with us look out maybe there would be some level of inconveniences we
16:52would be searching houses we would be doing roadblocks we would be doing
16:55operations because we are not gonna stand by and just allow these these
17:02criminal elements to take over our countries they would not we will hunt
17:06them down I assure the public that we are not giving up we will continue in
17:11this crime fight. All right and of course a crime of a lesser extent here ASP
17:18Russell a video of a hit-and-run in St. James area person coming around there
17:25hitting this vehicle and then I think with the reverse and then they later
17:34leave so they drove off yeah and what my understanding is that I think the other
17:45there was a similar incident to this short shortly thereafter in the same
17:50St. James area where the victim sorry the driver might have struck other
17:55vehicles and he was later stopped by I believe people residents in the area who
18:02showed at least three or four vehicles that were actually parked that he would
18:07have ran into. Well I work in the Western Division so I would definitely
18:12look into it but you know what I want to I really want the persons looking at us
18:17to really think you know we always complain about the crime but we
18:21ourselves we have a responsibility to do the right thing as well the right thing
18:27and operating within the confines of the law is not only for the police. Right
18:32so you see you see the perpetrator is caught and then this person goes back
18:39down the street to show you exactly where he smashed him but we saw the
18:43first one at the corner and then this is a second vehicle here right and I think
18:49there was one higher up but they intercepted the van because this is this
18:53is the vehicle I believe that was sparked in the corner so certainly but
18:57from my understanding but I was hearing that they were saying that they believe
19:00that the driver might have been allegedly intoxicated. So we will
19:07continue our investigations into this and we will update the public as to the
19:11outcome of this you know but you know we have to start with the man in the mirror
19:16please let us not do to another person what we don't want done to us we have to
19:21be that first judge change starts with you the individual change starts with
19:27you if every citizen in Trinidad and Tobago decide today I am going to be the
19:31change that I want to see utilize the emotional intelligence think about the
19:37other person and stop our selfishness we would reach a good place yes most

23:04bring you up to date on a very serious matter that we highlighted yesterday
23:07involving the alleged abuse of a child in the merger Ruger district and I'm
23:15sure some people would have seen that particular video clip that was
23:21circulating on social media over the last three days with the suspect you
23:28know basically manhandling the child and holding a knife or what appears to be a
23:34knife in one of his hands by throwing the child along on the roadway we can
23:40say that since then following intensive investigations officers of the special
23:44victims department arrested a 43 year old man from Marac village in Maruga for
23:51questioning in relation to this particular incident and you would have
23:55recalled a villager also explaining that this has been something ongoing for
24:01quite a while in the area by this person when it came to these children and you'll
24:07also be happy to know ASP Russell that the three male children that live in
24:14that house ages five seven and nine have now been placed in the care of the
24:19children's authority according to our TTPS release well you know it just goes
24:24to show that the system is functioning when you look at that I mean my heart
24:29goes out I am overwhelmed yes but sadness and sorrow to see that is how
24:37that gentleman would have treated that that child I mean children what could a
24:45child do you for you to treat a child like that
24:49certainly and you know there is that danger of holding that sharp weapon in
24:54your hand God forbid if you try to run into your direction and you
25:01lunge at the child and mistakenly hurt the child harm the child even worse than
25:06the child is already mentally and psychologically traumatized by this this
25:12kind of treatment and you know and it goes a long way because it's things like
25:16this that contributes to the decadence in society that we face today you know we
25:23wondering where the youths going but the youths are looking for leadership we
25:29are the adults out there we need to be the leaders we need to be that example
25:35we have to come away from do as I say and not as I do we need to set an
25:41example what what what did that child do to deserve that treatment certainly but
25:49we are happy that he's now in police custody and we're hopeful that those
25:53children will now be given the needed care and attention to recover from that
25:59traumatic experience that they have probably been facing for quite a while
26:02definitely I assure you that the victim and support we will definitely do what
26:07we have to do there that section is equipped with social workers psychologists
26:12counselors so they are in the best care at this point in time and certainly get
26:17to know and we just we were also showing you a earlier hit-and-run but
26:22there was another bad accident near St. Fender's Church in the West earlier
26:28today and you could see just afternoon so a vehicle is coming out and then
26:33there's a SUV appeared to be a audio of some sort hitting the vehicle because of
26:41course the vehicle is coming on from a minor to a major roadway and the
26:48definitely when you and the vehicle even tried attempted to drive off after even
26:53yeah so I mean I think the SUV would have tried to avoid the vehicle I was
27:00coming on to the major road and in so doing of course collided with him and
27:05and look at the destruction because it damaged a gate and the vehicle flipped
27:10the vehicle vehicle that appears to be in the wrong of course stopped lower
27:17down because of course you have to be very cautious when you are coming off a
27:24major road onto sorry a minor road onto a major roadway and putting yourself out
27:30there and and I don't think most of the car was out it was just part of the car was out
27:34yeah and you know Mr. Basant it's about paying attention when it's on the road
27:39you know you have to drive free you and the others are wrong you you know the
27:43cell phones the distractions you know we need to really really put a stop to
27:49things like that we need to put a stop to that because it's just inches you know
27:55yes had that person waited five seconds this may not have occurred and I think
28:01even the the SUV driver did extremely well and avoiding a serious even more
28:09serious collision and I think because of the vehicle and its safety features
28:13although it flipped it I think most of the persons are seem to have escaped
28:17with minor injuries so we thank God for that and of course the driver of the
28:22other vehicle also seemed to be unhurt yeah and again we will be out there
28:27especially now for this carnival period we want to discourage let me say
28:32something on here the designated driver is not the person that drinks the least
28:39too many times we go out and everybody have this attitude I can handle it yes I
28:44can handle it and that is the attitude out there the designated driver is not
28:50the person that drinks the least the designated driver is that person that is
28:54rested paying attention and would not have consumed any alcohol why is that
29:01that particular event we when you go to these all-inclusives and I know they
29:05have a lot of expensive liquor yeah I mean I don't drink but I'm saying you
29:10cannot drink $1,500 you cannot drink $1,700 so please manage yourself refrain
29:18from that all right on that note I really want to thank ESP Russell for

33:20if there's a theme maybe for the Calypso competition which is I believe
33:24carded for the 15th of February which is one day after Valentine's yes it's
33:29coming Saturday ladies and gentlemen it's the protective arms Monarch
33:35competition finals we had the semi-finals on the 25th of February of
33:42January where we had 38 contestants and coming out of that we chose 14 and they
33:49are going to try to overthrow or to dethrone our second time Monarch
33:54competition this is miss Michelle Henry what's the what are some of the themes
33:59or songs right we could expect at this and can you give us an idea of the time
34:04and location of the event excellent so what is happening is that the the
34:09contestants they are coming from the different arms of the protective
34:13services which is the Defense Force the prisons the fire services and the police
34:18service and they are also singing genres in Calypso, Soca, Chutney Soca and
34:24Gus Palipso we having this on Saturday the 15th and it's at Song Forge which is
34:30at St. James and it's 7 p.m. but here what the gates are opening at 6 p.m. and
34:37we have early bird price because we want to start this show on time right so you

37:11stoutie and he is saying that arm I think he had some relative of his own
37:17who got killed and he's talking about you know we need to stop that stop that
37:22crime so it's a lot of crime a lot of social issues that's plaguing us and
37:26then you will have the person's talking about the issues that they're different
37:29they're different arms so we have like um let the dragon dance on Makita
37:36Darius we have Jesse Cammett oh my baby yesterday I heard it again and oh my
37:42baby is a lady who left her husband after he did so much and he's saying you
37:49know what oh my baby you know come on husband you don't need to kill and chop
37:54and fight there are other fishes in the sea of course I know those those are

38:09period of topics you have you have touched on there that you know personal
38:14I will be able to critique and listen to these these songs for for their
38:20originality yeah the compositions and so on I have only light born who's talking

38:52have some positive topics and ladies and gentlemen I am saying come on down come

45:37welcome back to be on the tape I'm your host Mark Besant joined today by acting
45:44ESP Gideon Dixon from the Trinidad and Tobago Police Service Social Welfare
45:51Association a very elusive man I might say and I know he didn't really expect
45:56to come and speak with us but we are grateful that he's giving us some of his
46:01time welcome Mr. Besant thank you very much for having me I came here today
46:06just to do moral support both to my secretary and the contestants who we
46:11expected to be performing today but it didn't work out so and before I start
46:15asking the question I'm gonna just simply say right to the members of the
46:19public on Saturday the 15th we need you at Song Forge it's an opportunity for you
46:24to partner with the protective arms for you and us to show that level of
46:30camaraderie even as we do it within the force but is opportunity for us to bridge
46:35that gap that exists between the protective arms and the members of the
46:38public and within the true culture and what a better way to do it in the most
46:44economical event in the carnival in the safest event within the carnival and even
46:50after that when the contestants would have gone and do their merry reign we
46:57have after party second to none and everyone knows that I believe when you
47:04work hard you need to play harder and the contestants will be working hard and
47:08delivering and we expect members of the public to come out and play hard with us
47:12just wanted to put that outside there all right so is it after party or after party
47:17well well well may you correct we don't know all right get play on words on a
47:27serious note of course you know we are in the state of emergency yes yes and
47:31police officers obviously are called upon to work even longer hours in some
47:39ways in some units and I imagine that might take a very heavy psychological or
47:46mental toll on some of these officers what kind of assistance as the TTPs
47:51Welfare Association rendering to assist officers who might feel a bit trained
47:56psychologically mentally emotionally we are about just about two months odd into
48:02the state of emergency we have a very good relationship with our social work
48:10unit which is headed by Miss Aisha Price Corby and Mr. Kirk Peer and through that
48:17avenue we are able to get our officers the opportunity to have the time to to
48:26speak to persons would be able to aid in terms of their their mental status and
48:32even with that if those officers require anything further they are the point
48:37persons by which we engage to get any other assistance for them the SOE as we
48:45are mindful of should go until April 15 today about and for most of it our
48:51officers have already mentally put themselves in the frame that we're going
48:55to be pushing hard to try to suppress the crime and also to be able to
49:01exercise as much as we could conduct as much exercise as we could within this
49:06period here to bring perpetrators before justice that being said we are
49:10we are just over halfway and the association again is encouraging all
49:16officers to hold the string hold the fort we will not win every day but once
49:21you go over the right attitude the opportunity is there for us once we
49:26continue to work together and part of the community to bring that level of
49:29relief that the country is looking for all right I know that one of the things
49:35that has been very you know front and uppermost in the minds of the public we
49:40talk about transparency and accountability has been the the body
49:45cams that the Trinidad and Tobago Police Service 1100 others thereabouts right
49:51now but you know there was a process where I would have written about it a
49:55couple weeks about about 3,000 more body cams being gotten by the police service
50:02through and I think the contract was drafted and so on and now we seem to
50:07like basically be at a standstill as to what is happening with that well
50:14interesting you would make references that it's not just the body cam we also
50:18have some issues with respect to the bulletproof vest nonetheless we as the
50:24association in monitoring that the issue would have emanated from the procurement
50:30process which has now been the beacon by which things are acquired yes and our
50:37recommendation is for us in the protective service particularly police
50:42who are the front of the crime there needs to be a level of exemption or
50:47waiver for things to get here sooner we are aware that a procurement officer who
50:52was once the Deputy Commissioner of Police would have done his would have
50:57done due diligence to ensure that these things were procured and ought to be
51:01here now he's the Acting Commissioner of Police we ought to be meeting with him
51:05next Tuesday so at that point in time we'll have more information both report
51:09to our officers and even by extension when the public interrogates as to why
51:15are we short of resources we would have say in a more definitive manner
51:19interesting that you raise that point about the bulletproof vest because I've
51:22been talking to a number of personally even in some of those you know like GB
51:26and so on and they talked about not yesterday or last week or last month but
51:31over the last two years two three years those vests have become worn and they
51:37are not safe enough for police officers to go about with their work well again
51:42that is the issue which we are treated with head-on and I can say to my
51:46officers that their cries have not gone unnoticed we are very mindful that
51:55bulletproof vests have been ordered and the shipment is nearing Trinidad it
52:01should be here within the next six to eight weeks let me say by me made made
52:06their votes most officers in fact have some form of protection at this point in
52:12time and if those officers if we have officers who are without any form of
52:16protection we don't want them to communicate with the Association we will
52:21try to put some systems in place that could be able to afford them a level of
52:26protection at this point in time once they go to operate and you know
52:29approximately how many vests I expected within just over 3,000
52:34us all right now one of the other things that we as we as we indicated earlier we
52:41are in a state of emergency and of course we've had approximately 11 to 12
52:47police shootings within the last since this year started right for various
52:52reasons and circumstances of course but in keeping with the use of force policy
52:57and so on but and I'm sure as an association you're also cognizant of
53:01that and might also have some concerns about those things yeah we always have
53:07concerns because at the end of the day it is not our intent to have to bring
53:14persons before justice by virtue of engagement in terms of a firefight that
53:23is our last resort however if we have to reach the last resort because persons
53:29have decided to go the way of a life of crime we believe that our officers are
53:37sufficiently trained and have been exposed to our policies as relates to
53:43within within our use of force policy and we'd want them to operate and come
53:53out winners if ever it have to reach that situation because at the end of the
53:57day the persons who have chose to use crime and criminality for their
54:05survival we have chose to be law-abiding officers and your family is dependent
54:12and our families are dependent on us and we want you to make the wisest
54:16choice operate within that policy use of force policy and be able to have the
54:22perpetrators brought before justice so you must also make reference to the
54:28amount of firearms and high for weapons we are seeing on the nation's streets
54:35and communities I recall not too long ago when on a crime scene you'll find a
54:41cutlass and a knife you don't find those things on crime scene anymore you
54:45are ranging from 5.56 ammunition to 7.62 ammunition it is frightening it is
54:52dangerous our officers are sufficiently trained and we always rely on our
54:58training and there's always room for more training and it's the difference
55:01between life and death so again for officers be cognizant exercise your due
55:07diligence be alert take nothing for granted no anyone for granted and ensure
55:12that the perpetrators be brought before justice within the ambit of the law
55:15that is our clarion call. Yes and I know just we just have about a minute or two
55:20left about a minute and a half and I know they are due all of their made
55:23certain pronouncements as it relates to the investigation or ongoing
55:27investigation rather I should say into the Commission of Police who is now
55:31being suspended but within all of that of course you would obviously have
55:37certain lessons you would want to talk to or speak to rather your officers. As
55:45relates to that investigation we don't want to go too deep into the
55:50investigation however coming out of it we would say that the opportunity has
55:55presented itself for us as a body to be able to put better mechanisms in place
56:00in terms of dealing with high-profile matters. It is not necessarily what you
56:05do but how you do it right and we the association believe that our SOPs could
56:10cater for it when we meet the Commissioner on Tuesday please good we
56:14will be able to advance those recommendation in a meaningful way so
56:18we will treat with matters if ever they arise like this again for more
56:24effective and impactful. All right ASP Dixon I really want to thank you I
