04:18We're on the eve of a very long Easter weekend.
04:22And of course, safety is paramount if you're indoors or outdoors.
04:25We want to encourage you to obviously take precautions on your roadways, at rivers, beaches, etc.
04:32And of course, today with us, acting ESP Ishmael Pitt of the Trinidad and Tobago Police Service.

04:42It's always a pleasure being here.
04:43Yes, sir.
04:44You know, we're talking about a long weekend here.
04:46Yes.
04:46Talking about safety.
04:47And I know you have a couple of words to impart with the public.
04:52Well, to the public, rather.
04:53Well, definitely.
04:54And, you know, we will look at safety from the perspective of home safety, safety on the nation's roadways, rivers, seas, the care of our children.
05:06So as the program develops, you know, we'll be touching each area and identifying tips that persons can utilize in order to make themselves harder targets
05:16and in order to make our most treasured resource, you know, our future, our children, you know, much safer.
05:23Yes, and, you know, and we will talk about, you know, various events that have unfolded over the last 48 or 24 hours, rather.
05:32Yeah.
05:32And one of those happened early this morning, a mere three or four days after the state of emergency,
05:39a rather brazen shooting at the PIACO International Airport as a returning national of Trinidad and Tobago was shot and killed.
05:49You're seeing the images there in that vehicle by gunmen while another man was injured.
05:54That person has been identified as Akeem Kwashi, a.k.a. Sowers, from the Maraval area.
06:01And police say they're treating this as a gang-related shooting.
06:05And I know it falls in the remit of that area of Acton, ESP Pit, where you would be also privy to information about this very brazen shooting happening.
06:19Just after 4 a.m. this morning, the passenger, or rather one of them, was returning, coming from a flight that came from Panama.
06:28Yes, brazen is something that has implications on the image of our country.
06:37I can tell you that the investigation has started robustly.
06:42We have utilized what we will consider a collaborative effort to combine the technological aspect alongside the experience, knowledge, and skill of our resident homicide detectives.
06:55And for that reason, at this point in time, we are very confident that we will be able to bring persons to justice.
07:02Anyone, again, with information regarding this incident, you can communicate with the nearest police station or region to Homicide Department.
07:11And we must say condolences to the family of the deceased.
07:15So I know that also, following the shooting, there was a meeting held by the Airports Authority with senior officers of the Trinidad and Tobago Police Service.
07:27They did send out a release indicating such as they are hoping to, as I'm reading here, some of these measures will go into effect immediately,
07:36while others will be implemented in the coming days.
07:40Additionally, other agencies within the National Security Framework have committed resources aimed at deterring events of this kind in the future.
07:48So certainly, I know things are already in train, but looking at social media, four flights arrived at that time.
07:56Our sister newspaper, the Trinidad Express, had a quote from a witness who said that virtually people were scampering in all directions.
08:06They left their luggage.
08:08And I can imagine the trauma for the elderly who were coming from flights or even adults or even children, for matter of factly,
08:16who could have been hurt in this incident quite innocently as well.
08:19Yeah, definitely.
08:20A lot of innocent persons, bystanders.
08:23So it's a situation that could have gone even worse to what we have experienced now.
08:31And it just gives you an indication as to what we are faced with as law enforcement.
08:37There are persons who are seeking to tell us that, you know, we need to be cautious in every, every area of our country.
08:45And it is something that we are not going to take lightly.
08:48We are going to ensure that, in partnership with the other stakeholders, that we are able to tighten up.
08:55And clearly, there are gaps.
08:57And there are gaps that must be filled in order to ensure that we have a much stronger security network.
09:04Yeah, and we know that gang warfare is really a serious, you know, problem that police and other law enforcement agencies are trying to combat in unison.
09:17And we saw the state of emergency where, you know, specific members of gangs and so on were detained and some were charged while others were released.
09:26And I understand, you know, talking to a number of senior officers that they are obviously going to be paying a very, very close attention to this particular shooting
09:35because they believe it will have a number of reprisals or ripple effect from the shooting.
09:41Of course.
09:42And, you know, gang incidents are a difficult type of crime type to police because there are so many persons and young persons who are involving themselves in gang activities.
09:53And we have always asked and reached out for segments of society to assist us in terms of identifying why our young people are being so attracted to this type of gang lifestyle.
10:09Now, we know that social media continues to play a big role.
10:12We know that even through movies and international sort of influence, persons are being influenced.
10:20So it's a matter for us now as a society to see how we could treat with it, not only from the lens of law enforcement,
10:27but also from the lens of that social aspect in terms of how we are able now to impact the minds of our youths,
10:36to guide them along the path of education, vocation, and all these other aspects of life that could go towards a productive citizen of Trinidad.
10:46Yes, certainly.
10:48And, you know, that loss of life, regardless of who it might be, it really traumatizes the nation.
10:55And we had an equally sad story also unfolding in South Trinidad this morning.
11:0214-year-old Malini Prasad, apparently, who had been missing for a few days, and she was highlighted.
11:09I understand she was autistic, and she was highlighted on the show on Monday through the Hunter, Search, and Rescue team.
11:17Police confirming to us that she was found, apparently, murdered this morning in the Mushraf Trace area in Barakpo.
11:27And police also have a suspect in custody.
11:30A really, really sad story.
11:33Indeed, indeed.
11:35Condolences to our family.
11:38You know, children, when it's children involved, it hits differently.
11:42And we can well imagine the trauma that this family is experiencing, and even the community by extension.
11:48And you are talking about a child who was special in her own right.
11:52And for someone to, you know, violate that type of individual, it really kind of directs you to something beyond human.
12:03But, you know, at this point in time, the investigation has taken a positive turn.
12:10Someone is in custody, and we trust that it will come to a successful conclusion.
12:13Yeah, and just, you know, as you talk about that, you know, this is just as heartbreaking as the youngster was shot and killed in the La Hocketa area two nights ago.
12:24Yes.
12:24Ezekiel Ramdiel Singh, sorry, who lost his life to gun violence, you know, and the front page of the Express today, teen footballer shot dead, really, tributes really poured in, as I said, on social media.
12:40His father, his family speaking about him, his grieving father saying, I've lost part of myself.
12:45And this is something that no parent wants to go through in this lifetime, having to bury your children.
12:52Of course, of course, you know, so this young man had a bright future, a sportsman, one who was able to bring joy within the community.
13:02And we know the type of joy that that sports brings.
13:04And as a football-loving nation, we lost our prospect in terms of how we could have gone forward as a country in our football ambitions, aspirations, as the case may be.
13:18You know, we can only look at where we have gone wrong as a society and tighten up in terms of how we are able to impact the minds of those persons
13:29who continue to believe that the only way they can address issues is through the use of violence.
13:35They continue to bring innocent lives to bear in terms of how they go about their business,
13:44because it's not a case of being able to say, all right, X, Y, Z.
13:48Whoever is there, you are going ahead and committing these acts.
13:52So it's by no means a comforting situation.

33:35capable of reaching to um such speeds and you know creating such damage if they are not managed appropriately if
33:43we don't um be cognizant of the speed limit um if we don't um consider the size of the roadways the
33:51fact that our judgment could be impaired if we drink alcohol if we are tired because that is another factor
33:57that we must include there are a lot of persons who would be going from point a to point b to point c and
34:02having their fill uh we need to consider all these things mark uh and the fact that if we don't exercise
34:09good road safety practices we can cost persons their lives we can cost even our own life so it is
34:19important as we go through this easter weekend that we recognize road safety road safety is everybody's
34:27business so we are not leaving it up to the driver alone if it is you are a passenger in a vehicle and
34:33you recognize the driver is behaving in a particular way and there's a strong scent of alcohol emanating
34:41then by all means take the appropriate action uh so that you as an innocent person don't fall victim to
34:51somebody who has been reckless in terms of exercising road safety practices yeah as you said we don't
34:59want the long weekend to be marked by road fatalities or any kind of major traffic accidents or any kind
35:05of crime be it uh you know violent or otherwise um but one of the most important things you might have
35:12just overlooked is the fact that if you are deciding to drink yeah find a designated driver we come on this
35:18program day in day out yes uh around long weekends and we talk about finding a designated driver and
35:23there are a lot of people out there that once they know they're driving they don't drink or some of
35:28people that don't drink period and they are your friends you get them to drive you around yes yes yes
35:33of course and you are absolutely correct uh if it is that you intend to take a drink which you are
35:39entitled to um we are not saying don't drink yes um but if if you insist that you you have to drink um of
35:45course understand that you cannot go behind the wheel of a vehicle once you have crossed a certain
35:50level um alcohol content so um yes it's it's very important that we designate persons it means to say
35:56now we have to have a team approach or a group approach in terms of um road safety and that is
36:02excellent so we would want the group or the team or the couple to exercise that high level of responsibility
36:08and as we say take one for the team if you know you're drinking tonight whether you're drinking
36:14tonight you're taking one and you know that this is something we only see during the carnival period
36:19where outside of events you have officers and other persons are you doing a personalizer before you leave
36:26and when we have long weekends you have we tend to have a lot of events as well in both trinidad and
36:30tobago so maybe this is a suggestion to promoters who have let these not just during carnival but all
36:37throughout the year when you have specific events especially on long weekends have these people
36:42they're testing so that if you know you cannot drive or you are above that prescribed limit yeah
36:47get somebody else to drive any who who might not have been maybe had one drink or none at all yes and
36:53let them be the driver once they have their their license and it's not expired or anything like that
36:58or if not call a cab call a uber or whatever not uber but you know the tt are equivalent and uh let

41:06some of the things that you would have wanted to educate the public on in this long weekend
41:10and go into detail about some of them.
41:13Yes, so we just spoke of road safety and we want to move on to home safety.
41:18So a lot of us are going to be leaving our homes to go to different places
41:23and, you know, for that reason, we need to ensure that there's some hardening taking place.
41:28There's alarms in terms of even dogs, the relationship we have with our neighbors
41:38so that if someone recognizes someone in the community who seems out of place,
41:44that they can communicate that.
41:46Even persons who may come by and suggest that they are from some particular agency
41:51and they are providing some service, please don't take things for granted.
41:56Oftentimes we just take things for granted and then it's too late
42:01when we recognize that this person is purporting to be somebody who they are not.
42:05So we need to be very, very careful of that.
42:08In terms of our home safety as well, lighting is very, very significant.
42:14So there are some parts of our yards that might be darker than others
42:20and we need to do some introspection and make a walk and tour our very own environment
42:26to recognize those areas that might warrant some additional lighting.
42:32It aids not only us, meaning the homeowner, but even our neighbors
42:37who are able now to recognize if someone is there who is not supposed to be there.
42:42And we have spoken continuously about this colloquial term that we use
42:48that sometimes has a degrading effect in terms of amaco.
42:52And we always say that we use this term conveniently
42:56because if the person is able to see something and it's to our advantage,
43:01then that person is revered.
43:04But if this person observes something and it's something that probably we didn't want them to see,
43:08then they are amaco.
43:09So, right, but our neighbors are our keepers and, you know, it is important that they try
43:17and we also try and it is something that, you know, we should promote
43:21and for that reason we always speak about the community watch groups and so on and so forth.
43:26We can introduce technology into that because we know about these WhatsApp groups
43:30that also have the police station involved through the station councils and what have you.
43:35So, if we recognize that, again, something is happening within the community,
43:40within the neighborhood, you know, that it affects someone's home,
43:43we can always communicate that information real time.
43:47It is of paramount importance.
43:49So, these are basic things that we can not just introduce
43:53because I know that there are a lot of communities who have already introduced it,
43:56but we need to recognize it and we need to ensure that it is strictly managed and strictly observed
44:04because that moment when we think that something might not happen is the very moment that it might.
44:11So, in other words, don't take things for granted.

44:34and you're going to show who are outside waiting for it.

45:35is very, very robust.

45:45And for those who think that they can sweet talk the officers
45:48into thinking that they haven't consumed as much as
45:51or beyond what they are supposed to consume,
45:54we have technology in order to aid us,
45:56and that is why we have the device in order to treat with that.
46:00She spoke of the water,
46:01and that is another area that we would like to discuss
46:03regarding safety when we go to the seas
46:07and when we go to the rivers.
46:09Sometimes, again, and we know that, yes,
46:12we like to jollificate,
46:13we love to have a beverage,
46:16and it could impair our judgment at times,
46:19and we may tend to do things
46:20or go in places that we are not supposed to go.
46:23Those beaches that have lifeguards,
46:26you know, please, you know,
46:27it's important to have a discussion.
46:29Have a discussion with the lifeguards
46:31so that you can have an understanding
46:33as to why the flags are placed where they are placed.
46:36Because sometimes you go to the beaches
46:37and we observe flags,
46:38and we don't know what they symbolize,
46:40what they represent,
46:41what they are telling us.
46:42So it is important for us
46:43to have an understanding as to that
46:45so we know where to bid,
46:47where not to bid.
46:48If we bid at this point,
46:49as she spoke of in terms of the currents,
46:52what can occur?
46:53So it's a combined sort of consideration
46:57when we look at safety at the seas
47:01and even at the rivers,
47:02because sometimes we may go to the river
47:04and there are things within the water
47:06that we don't know about.
47:08You know, there are rocks and so on and so forth,
47:10so we need to be very careful
47:11in terms of how we maneuver
47:14and how we bid
47:15and the kind of things
47:17that we find ourselves doing in those areas.
47:20And you know, you mentioned the airport incident
47:22and it got me thinking back to
47:26in the days when Jamaica declared
47:28the state of emergency.
47:30And I recall traveling actually
47:32to Montego Bay in that parish there,
47:34where they had continuously
47:35extended the state of emergency
47:37for the better part of two years.
47:38And I traveled to Montego Bay
47:40and one of the stories I was told there,
47:43you know,
47:44what the gang violence had gotten out of ham
47:46as well with the scammers
47:48and the gangsters fighting
47:49was that there was a particular incident
47:52at the Sangster Airport in Montego Bay
47:55where a lot of tourists flying from Florida
47:56and they apparently shot and killed
48:00three rival gang members
48:02in the airport,
48:04I think in the car park area.
48:05It's not a very big airport.
48:07So like it's just a drive off the road
48:09into a car park area
48:10and then there's the airport right there
48:11just off the car park.
48:13And all those things would have triggered
48:15obviously the government at that time
48:17to institute lockdowns
48:19where they had army patrols
48:21outside the province
48:22coming in and out,
48:23searching because I literally drove
48:25in and out of that province.
48:27I spent about four days there
48:29and you know,
48:29certainly it just goes to show
48:31how gang violence
48:32can really disrupt the lives of persons
48:35on a very, very, very big level.
48:37And I know it has been happening here
48:39quite frequently
48:40over the last three to five years.
48:42And everybody wants an end
48:45to all this kind of gang warfare happening here.
48:48Yeah, it tends to disrupt
48:49in the normal scheme of things.
48:51And as I said earlier,
48:54in terms of ending gang violence,
48:56it goes beyond just strict law enforcement approaches,
49:00strict policing approaches.
49:03It's a social issue
49:05that we must also include
49:07social mechanisms
49:08in order to treat with it.
49:10As I said before,
49:12regarding the attraction to gangs,
49:15how are we able to dissuade persons
49:16from venturing into the gangs
49:18in the first place?
49:19Why are our young people
49:20are so attracted to gangs?
49:22Is it that we need to do something else
49:24to make them more inclined
49:26to go towards the directions
49:28that we want them to go,
49:29that the society could see
49:31a productive citizen
49:32in the years to come?
49:34As opposed to one saying,
49:36hear what,
49:37I choose to go on this path
49:39to destruction,
49:41lack of production,
49:43and, you know,
49:44causing persons
49:45that level of unease
49:46in the varying communities.
49:48So it takes a lot more
49:51to treat with this particular crime type.
49:53And that's why globally,
49:54you know,
49:55a lot of countries
49:56are having a lot of challenges
49:57in terms of managing it.
49:58because you may have
50:00pockets of success,
50:02but then it,
50:04at times,
50:05it could be also short-lived
50:07if you are not able now
50:08to stem the flow
50:11and the growth of the gang
50:12in terms of succession planning
50:15and all these other things
50:16that we must also consider
50:17and factor in.
