03:11And today, we have with us Acting ASP Ishmael Pitt of the Trinidad and Tobago Police Service. Welcome, sir.

03:24Alright, so we stepped in quickly. We just want to give you an update.
03:29It's Day 25 of the State of Emergency, and ASP Pitt is just going to walk us through the updates up to Day 25.
03:37Yes, so as of today, number of operations conducted, 1,393. Priority offenders targeted, 1,294.
03:47Searches conducted, 8,243. Traffic operations, 1,171. The amount of persons arrested, 1,093.
03:58Traffic offenses detected, 3,645. Firearms recovered, 48. Ammunition recovered, 1,260, reflective of an assortment.
04:09And dangerous drugs seized, over 155,000 grams of cannabis, commonly called marijuana, and over 740 grams of cocaine.
04:19Alright, so certainly some intensive work by the TTPS there as they continue their various operations across Trinidad and Tobago.
04:29And I'm sitting tomorrow, they're going to be adding one extra person to that arrest list.
04:36Of course, today, just after lunch, I understand, and I did some good news.
04:42A suspect in the Kunupia robbery from Tuesday night was detained by police officers of the Central Division.
04:52As you would have recalled, there was an incident at a supermarket along Welcome Road, at the corner of Welcome Road and Ragunanan Road.
05:01There were some armed bandits entering the establishment on Tuesday night around 9.30, robbing the cashier of a quantity of cash and, of course, some items.
05:10They left and they were later intercepted by officers of the Central Division Task Force.
05:17They reportedly fired at the police. The police returned the fire.
05:22Three of the men were injured and were taken to a hospital where they were pronounced dead.
05:28Two of the suspects later escaped and our understanding is one of those two suspects are in police custody now.
05:36And they expect the arrest of the fifth suspect very soon, according to senior officers in that division.

05:46Yes, so excellent news. And again, this was possible by the cooperation and support of members of the public.
05:53I mean, the end is not one that we anticipated, but we understand that policing is a deadly, deadly profession.
06:00Things could go awry at a moment's notice. Fortunately, the officers did sufficient in order to preserve their life.
06:07Condolences to the deceased. I mean, nonetheless, they have chosen their path, but we are not judges of that. Yes?
06:14Right. And I think the three suspects in that shooting is still to be identified by the police.

06:51So those were some of the headlines within the last 24 hours.
07:03Of course, there was also an operation conducted in tandem with the Trinidad and Tobago Police Service and Customs and Excise.
07:11Yesterday at the PR Co Airport, I believe, and I understand there was something like $4 million worth of cannabis that you all recovered from packages that came from the United States.
07:21Yes, so it was a joint effort, a joint operation. It involved Customs, yes, the Trinidad and Tobago Police Service.
07:27The quantum that was recovered, it is significant.
07:34Investigations are ongoing at this point in time regarding some issues that would involve not only Trinidad and Tobago. I will leave it there.

09:57And of course, just to update you, there were two homicides in the Enterprise area about approximately two hours ago.
10:05Police are still on the scene there. We understand that it happened in the Phyllis Streets slash Branchwood area in Enterprise.
10:12We understand it's two men.
10:14And that would push the country's murder count to 23 for the year.
10:19And of course, you would have recalled yesterday on Wednesday that, you know, 28-year-old Kareem Williams was shot and killed in the Pleasant Valley area on a job site.
10:30And today, his mother spoke to Express photographer Dexter Phillip.
10:38Let's take a listen in.
10:41My name is Melissa Williams.
10:43And I just got a call from my brother saying that somebody sent a message to my mum that something happened to him.
10:55If I knew where he was working.
10:57And I said, yes, I know he's in Pleasantville.
11:00And I said, but I'm on work.
11:05My phone kept ringing, but I didn't know anything.
11:08Not expecting anything.
11:11And when I got to where he was working, there was two officers there.
11:18And they asked me, baby, mum, how can I help you?
11:22I said, I'm looking for the owner of this car.
11:25And they said, sorry to tell you, but he was shot and the ambulance took him to the hospital.
11:29I think he should be there.
11:31I knew nothing else after that.
11:33But I still don't know anything.
11:35I'm looking for answers just like everybody else.
11:38And it is hard to know that your child is working.
11:42And he got shot and you don't have any answers.
11:46You don't know what is going on.
11:53Kareem.
11:55He's my second born.
12:00Spiritually inclined.
12:02Baptised in the spiritual faith.
12:04Hard working.
12:06Loves his family.
12:08Loves to smile.
12:09When you see him, that smile is just infectious.

12:20It's just unfortunate that he took his life just like that.
12:27And I don't have any answers.
12:29And I really need answers.
12:32Because this is very hard.
12:34Knowing you.
12:36He's working.
12:38He spent his Saturday with me.
12:40And he said, Queen, this is the best Saturday in the longest while.
12:45We sat down, we watched a movie together.
12:47We talked to his sister.
12:49I saw him on Monday because he worked the same place I worked on Monday.
12:55And then he's gone.
12:57On Wednesday.
12:59It's hard for me to swallow.
13:01I'm numb.
13:05Certainly a very sad time.
13:07Very heart wrenching.
13:09Like other mothers who have experienced this kind of loss.
13:11She's asking for answers.
13:13Because she does not know why.
13:15Based on her description of her son.
13:17Why somebody would have done this.
13:19Yes.

13:23A mother's pain, as we would say.

16:37doesn't appear to be a school child by any means, and instead of trying to stop what
16:44is taking place, he also appears to be a participant.
16:48He joins in.
16:50Yeah, but definitely, Mark, there will be consequence. I mean, we often try to create
16:57that balance when we treat with our nation's youth, children, for that matter. And, you
17:04know, there are different discussions where this is concerned. But when you have adults
17:11who are supposed to know better, getting themselves involved, I mean, it's only one direction
17:16we can go.
17:17Yeah, so that example definitely must be set. This is not the way we treat with issues.
17:25This is not the way we ought to treat with conflict. I mean, as human beings, I think
17:29we all have gotten into some disagreement, be it verbal or physical or otherwise. But
17:37in terms of growth, maturity, we must be able to guide the youths as to how to treat the
17:42things. You know, it's about that development.
17:44Yeah, certainly. And I know, as I said, you know, we want to discourage that kind of behavior.
17:51Definitely.
17:52Otherwise, you could settle, you know, any kind of conflict, of course, by speaking to,
17:57you know, your peers or having a chat with somebody as a mediator even.
18:03Yes, and we will turn to adults in some instances. But when the adults encourage, participate,
18:11facilitate, then definitely we have a problem.
18:14Yes, surely. And we understand that that happens somewhere in the Sangria district over the
18:20last 48 hours. All right. So we want to take you to a feature, you know, with carnival
18:26around the corner and all these things, you know, you still have to be ever so vigilant
18:30when you go out there, if you're busy going into a store, make sure and secure your personal
18:37belongings so that this does not happen to you.

22:13viewing the clip just now with the lady
22:16um, with her bag taken
22:18um, just assessing it
22:20I mean, that appears to be a casual moment
22:23you know, so
22:25what just came in my mind is that
22:27you know, citizens have to be on guard 24-7
22:30she seems to be in a moment of enjoyment
22:32having a conversation with someone in that split second
22:35you know, so
22:37things of that nature

23:11and you bend down and somebody's even texting you
23:13if you're not even on the phone

23:17rather than what is around you
23:19so therein lies the problem as well
23:22your phone, security
23:24when you're walking in a public space
23:26if somebody calls
23:28maybe find a store to start
23:30or some place where you feel you can actually see
23:32everything around you if you're talking to them
23:34or limit the conversation
23:36we have observed persons who
23:38they are so
23:40engulfed
23:42in what is happening
23:44with the conversation
23:46that they have even crossed the roadways
23:48unaware
23:50so drivers now have to take the appropriate action
23:52to treat with the issue
23:54that's how dangerous it is
23:56so it's as though our body is present
23:58but our mind is somewhere
24:00I know there was a song reflective of that some years ago
24:02your body is here with me
24:04but your mind is on the other side of town
24:06so it does not
24:08put us in a good position at all
24:10because you're also at the mercy of motorists
24:12apart from the criminals
24:14because you could be
24:16God forbid, struck
24:18you're crossing the street, you're not looking left or right
24:20but you're just walking across
24:22and you're engrossed in this conversation
24:24something happens
24:26or you could even stumble and fall because you're not looking where you're going
24:28you're busy in the conversation
24:30you're looking all around except on the ground
24:32or where the pavement
24:34where you're approaching the pavement
24:36there are a number of factors of course
24:38we could talk about it
24:40we're hopeful that
24:42everybody would observe their surroundings
24:44especially in a public space
24:46and be mindful as ASP Pitt said
24:48limit your conversations
24:50especially when you're in an area where you need to be
24:52extra vigilant

30:59So that is something that we wanted to highlight as your only issue.
31:03And it's something that could be carried back to the Commissioner.

31:09Because you would know as to your vying proposition as an ASP,
31:13and you would know that two things,
31:16two things that will, you know,
31:19police will look out for is promotion and increase in salary.
31:25You know, that motivates police officers,
31:28or anybody across the board, let's just say police officers,
31:31because we are human, you know, across the board.
31:34So please, something to look at,
31:36because this has been bothering the part-time officers for quite a while.
31:41So I'm happy that I had that conversation with you.

32:59But again, it's a matter of investigating

33:05is something that is based on the terms and conditions.

35:06regarding persons who might be, let's say, permanent employees

35:14So nonetheless, policing is something that we deem it a way of life.
35:21And a lot of persons have embraced it, including our special reserve officers.

36:57To answer the question, from my view, Mr. Pitt,
37:00regarding the special reserve part-time and full-time,
37:02I'm very surprised that you don't know the answer to this too
37:06because a part-time officer only works four hours.
37:09They are part-time.
37:11Why they are part-time is because they are entitled to have other jobs.
37:15Some of them work other jobs.
37:17Some of them may work for the Board of Inland Revenue or another place.
37:20Whereas a full-time officer, that is the only job in which he can hold.
37:25So a part-time officer only works four hours in a station.
37:30Right?
37:31So that is from my knowledge.
37:35That is what I know.
37:36Right?
37:37Yes, ma'am.
37:38They only work four hours.
37:39They cannot get the same salary as an officer who works full-time.
37:44And that is where the separation lies.
37:46Whereas a special reserve full-time officer cannot be promoted,
37:51but a special reserve part-time officer could be promoted.
37:56Unless the commissioner sees it fit to give rungs to full-time officers.
38:01I shouldn't say it cannot be.
38:02If the commissioner sees it fit to give them rungs.
38:05However, some years ago they promoted some part-time special reserve officers.
38:11Right?
38:12So that is the difference.
38:13They cannot be paid the same salary because they only perform four-hour duties.
38:19Thank you, ma'am.
38:21My response to her, though, is that from what I gather,
38:25the caller was referring to is per hour.
38:28So it's not necessarily that I work four hours and I would want to get paid
38:33as someone who worked an entire month.
38:36Obviously, you wouldn't get the same salary.
38:39But the caller was looking at tour per tour in relation to
38:44if there's a difference regarding what the regular officer would get.
38:48And I'm saying regular in terms of the special reserve officer
38:51who might be working continuously,
38:53as opposed to the officer who's working part-time
38:55and, as she said, may have another job.
38:57So it's not necessarily the entire sum, ma'am,
39:00regarding what the officer may accumulate at the end of the month,
39:04but regarding hour per hour.
39:07Or, if you want to refer to it as tour per tour.
39:10At least that is what I gathered from it.
39:13Sydney, I hope that you added some clarity there.

39:17And just before we go, we have a couple of minutes.
39:19There was an incident in Tobago captured by our reporter there, Elizabeth Williams.
39:25Apparently $40,000 worth of building materials were stolen.
39:30Get this.
39:31From a Hindu temple site in Signal Hill, Tobago.
39:37Can you imagine that?
39:39You have the material there.
39:42I'm gathering that that empty spot is where the material was
39:47before they came and they took it away.
39:51And, you know, we always view certain things as sacred.
39:55Women, children, religious sites.
39:58Places of worship.
39:59Yeah, places of worship.
40:01And, you know, desecration of those values, those places, those norms.
40:07It's just seen as something totally evil and wicked.
40:11And, you know, we often hope that justice would not only play out
40:17in terms of what consequence may befall them in terms of being arrested and charged.
40:24But I know that there are other persons who may wish that they also have
40:27some spiritual questions answered, so to speak, Mark.
40:31So for the persons who did that, I mean, oh, God, is there any God in you at all?
40:37I mean, that is a question we would ask.
40:38Yeah, because I know, you know, nowadays a lot of people,
40:41when they put materials, they might be building a home or business place.
40:46There's, you know, there's aggregate and so on.
40:50There tends to be a lot of theft like that because sometimes people,
40:54I mean, it might not be worth all the higher security.
40:56Depending on if it's a small dwelling structure you're building and so on.
41:00So you leave the materials there at your own risk, of course.
41:03Bricks, building blocks, et cetera.
41:06And I know that there are certain areas, of course, they don't care
41:11because they cannot steal that material and sell it back to somebody else.
41:15Yeah.
41:16Unsuspectingly, of course.
41:17Yeah, unsuspectingly.
41:18And you are seen unsuspectingly, and that is at times.
41:21Because there are other times when persons,
41:23based on the amount of money you are going to spend for something,
41:26you can form an opinion that probably the amount of money I'm going to pay for this,
41:31this person, they could not have gotten it by any legal means.
41:36It had to be something that they got and they are able to get it off their hands
41:40at such a low rate because in the first place it didn't belong to them.
41:44So we need to ask questions.
41:46It's like items that fall off a truck, eh?
41:49You know what I mean?
41:51So, all right.
