03:16and what a Friday it was. It started off with a bang this morning, Black Friday season.
03:23If you would have seen the crowd outside Standard, and I believe it's Grand Bazaar,
03:32it is amazing. Hundreds of people waiting to get into the store for what you may say
03:39was quite, you know, some really good bargains and there was a huge crowd. I understand at
03:45certain times there was a lot of pushing and people falling to the ground and so on. Even
03:51when they opened the doors, a gentleman decided to try and close the doors back on some of
03:57the people that were trying to get in. And I mean, yes, we know that everybody loves
04:03a sale, but at the same time, you also have to be mindful of those that are going in.
04:08I don't know if these stores should have something like how we have a banque or something so
04:13that people line up in an orderly fashion. I know it sounds impossible at times, but
04:19we need to have that because this almost turned, you know, people could have been trampled
04:25in some form and hurt in other ways. And of course, today we have with us ASP Janki from
04:33the Port of Spain Division. Sir, welcome. How are you?
04:36Thank you very much, Mr. Bassant. It's a pleasure again to be here in the Port of Spain Division
04:42and sit with you.
04:43Well, you see what was happening there. We have people, you know, with all these sales,
04:47Black Friday sales, you know, mimicking Thanksgiving sales in the United States. And I mean, that
04:53is just one, we have seen that happening in Pricemat and so on over the years, when people
04:59are pushing and cursing one another and all these things. I mean, what advice do you have
05:05for people when it comes to these things?
05:07It is amazing how Western things, how Trinidadians like to adopt and adopt themselves with Western
05:15culture and things that are taking place. Yes, everybody has, quite rightly said, likes
05:22to take advantage of a good sale. And again, people, we have to be mindful that we have
05:27to be respectful of other persons. And this is, as you said, quite rightly, a recipe for
05:33disaster. We have known even in the United States where persons would have been trampled
05:38just because they want to get in on the sale. But the thing is, I'm sure that these stores
05:43who would advertise and expose these items for sale, there are sufficient items for everybody.
05:52So there is no need for all this mad rush. And then again, people, you have to be mindful
05:57of your valuables as well, because that is a good recipe for persons to be taking things
06:02from other people's pocket. So you have pickpocketing taking place, people grabbing their valuables
06:08from their hands, their necks. And because of the jostle, you might not even feel it
06:13until it is too late. Then you might realize something is missing.
06:16Surely, and of course, you know also the fact that the prices were ridiculous. I think we
06:22had some $1 items on sale. And when you got inside, it was about first come, first serve
06:28kind of. And I think that is where that rush and that push came, where people were trying
06:35that mad rush to get in and get the $1 items, as the case may be.

06:40You talk about pickpocketing and all these things. And of course, today is Friday.

06:45And I know we are 25 days away from Christmas, or 26.

06:52Right. And what have you seen in terms of the shopping activities in downtown Port of
06:59Spain and going forward into the next couple of weeks, where it will intensify? What are
07:04you guys hoping to achieve and do?
07:06Well, we know that this is more or less the second to last week from school. Next week,
07:12the school vacation will start, so we will have all the kids home. And that is really
07:16when we expect things to really pick up. All the malls will be busy, the shopping areas
07:21downtown Port of Spain, people will start to be shopping in preparation of Christmas.
07:25We know Christmas is a huge deal for every single Trinidadian and Tobagoanian.
07:30Yes, so we expect a huge influx of shoppers. And again, we want to remind people, and I
07:35am sure that later on, we probably will get a little more independent, that people need
07:39to be a little attentive, especially on the streets of Port of Spain. We have a lot of
07:45things going on, and I guess we will talk about it a little later.
07:48Yes, surely. And I guess you also want to give the assurance to the public, especially
07:53the shopping public, that the experience in downtown Port of Spain, I mean, you are speaking
07:59for your division, will be safe and secure.
08:02Definitely, definitely. We already have plans, a Christmas plan will be enrolling. In fact,
08:09it has enrolled already, where we intend to beef up, if you want to use that word, the
08:15presence and visibility of police officers, both in civilian as well as in police uniform,
08:21in and around the tussling and bustling areas of downtown Port of Spain, to ensure that
08:27all the persons who come from whatever part of the country, even now we have cruise ships
08:32coming in as well, so whatever part of the world, that when they do come in, that they
08:36have a good, safe shopping experience, one that is memorable, in a good way and not a
08:42bad way.

09:37So those were some of the headlines within the past 24 hours on ESP-Junkie.
09:42If you would have looked at the headlines, you saw a lot of stories about accidents,
09:48people being killed on the nation's roadways by an accident or being knocked down trying
09:54to cross the air.
09:56We are seeing that intensification of accidents over the last couple of weeks.

10:05It could be that people coming up to the end of the year, they are a little more reckless,
10:09probably intoxicated and all that.
10:11Again, I am glad that you mentioned pedestrians.
10:14The government has gone so far as to install walkovers where people could safely cross
10:21the highway without going through the actual traffic flow.
10:25Yet, every single day that I am on the highway, I see persons attempting to cross the highway
10:30itself and not utilizing those walkways.
10:35Things are put in place to safeguard lives.
10:37And some persons, I don't know, they are just being reckless.
10:40Surely.
10:41Now, during the headlines, we saw a gentleman there remarking about the loss of his nephew
10:49and niece.
10:50I want to take you back to that video, the double murder of Bastille, Lalan and Whitney
10:58Narine, last night it was, where apparently a gunman came into their house at Teak Avenue
11:07in McAlee, Claxton Bay.
11:08This is the house here you are seeing.
11:11And police said that residents reported hearing somebody say, shout out, and then loud exclusions
11:20was heard coming from the home, in the bedroom area.
11:24And apparently, his girlfriend, Mr. Lalan's girlfriend, Whitney Narine, 21 years of age,
11:30ran into the bedroom where the gunman allegedly also shot and killed her.
11:36Now, there was also a seven-month-old child of the couple.
11:40An informant said that in the commotion, he was able to grab the child and leave the premises.
11:48I don't know if it was in the room there behind this room that we are seeing.
11:53And surely it's really tragic, you know, two more lives lost as the murder count has
12:02gone up to 560-something odd.
12:05Not a statistic that we are in any way proud of KSP Janki in any way.
12:10But they don't seem to have a motive at this time for the double homicide.
12:18I know Mr. Lalan worked as a scrap iron worker, while his girlfriend worked at the
12:25San Fernando City Corporation where she was a laborer.
12:28And I think my colleagues, Susan Norman, who shot that video from the Express,
12:33they would have spoken to the mother, who also didn't seem to really know what might
12:39have triggered that motive.
12:41But if we're listening on the uncle, who had left the building and came back after
12:47he got the call about ten minutes after he left the building, this shooting happened.

14:51It looks like a very poor family from the dwelling structure and so on.

15:07He's traumatized at the loss of his loved ones.
15:10I know that the death of any family member, especially in heinous circumstances like this, is always difficult.

19:03that suspect there in your video captured outside a Chinese restaurant at
19:12Roshad Douglas Road in Pinal on Wednesday and you're seeing him going
19:19toward the female driver and he struggles with her gets out of the car
19:27her daughter was sitting in the front passenger seat runs out and he escapes
19:32with the vehicle but as I was telling one of your colleagues yesterday it's
19:38only a matter of time before they catch up with him so guess what happened last
19:42night I guess that is the good news this is a good news the good news is that
19:47that gentleman is now or that suspect is now in police custody after he and three
19:53of his his accomplices went and used that said vehicle to put down a
20:02purported robbery in the Barakpore area the police was able based on information to
20:09intercept the vehicle and arrest that man there with the vehicle unfortunately
20:15two other suspects escaped yes yes but the good thing is that the lady has a
20:21vehicle recovered and the man who took it is now in police custody and I'm
20:25certain it would only be a matter of time before those two others who are on
20:29the run will also be held and definitely mark and that is exceptionally good work
20:34by officers of the Southern Division hats off to you officers for your quick
20:38response hats off to the members of the public for giving us the information
20:42which would have led to successful operation and holding that at that time
20:48that person would have committed a tenuous crime now if you look closely at
20:52that video you would have seen the child on the other on the left hand side of the vehicle
20:56was right outside of that door the door was ajar and that child could have been
21:02seriously injured as well thank God nothing more serious occurred and I
21:07assure the public that those two persons who would have escaped from that vehicle
21:10last night they will be held again we are seeking the assistance of the public
21:17if you have any information please reach out to the nearest police station

21:27help us in bringing closure to this crime yes as we speak about things of
21:32this nature ESP junkie I know we were having a discussion before the show

21:44make new rounds not just within the police remit but of course you also see
21:48it in the media and one of those things of course is that I think it's a it's an
21:55app of some sort grinder yes yes if you want to just expand and let people know
22:00what you see the trend has been happening right thank you for that
22:02opportunity mark now what is happening is that we have had numerous occasions
22:06of reports being made where persons would have joined the grinder app it is
22:11a dating app and persons would have reached out to other persons in from
22:16the Port of Spain division areas like love until East Port of Spain inviting
22:22the person so what I've made contact with them to come and meet them and then
22:26it is a well orchestrated plan where when the victim come they'll have that
22:30person other persons come and hold them up at gunpoint most of the times they
22:36are relieved of their vehicles they are relieved of their computers their
22:39wallets their money jewelry we are hoping that people who are listening who
22:47are viewing this program that people we need to be cautious we need to take
22:52precaution do not come in any area in Port of Spain East Port of Spain and
22:57environs if you're coming to meet anybody please find a more public place
23:02because what would happen is that they will tell her to come to a certain
23:05location and when they reach at that location they have their persons in
23:09waiting and the victim now falls prey to the crime right or sometime they tell
23:15them well they change the address on them and tell them well don't come here
23:18come somewhere else and that is where the person become vulnerable because
23:22most of the time it's not persons from Port of Spain or environs. You have persons coming from
23:26San Fernando, persons coming from Chagonas, persons coming from the East and I don't know if
23:31people are naive or they are just not paying attention to the atmosphere in
23:36East Port of Spain at the time people and if you are subjecting yourself to this
23:41type of behavior you are making yourself an easy target so please refrain from
23:46doing that if you had to meet someone meet them in the mall meet them at a busy
23:50shopping area meet them at a restaurant or something do not put yourself at
23:55unnecessary risk. Thank God so far we have not had any incidents of loss of
24:01life now the way that crime escalate we know crime does escalate right it may
24:06happen sooner or later God forbid but we as low-abiding citizens we need to take
24:11into consideration all these factors and we need to be aware of what is taking
24:16place in our society. Yes I hope I know officers come under this program time
24:22and time again speaking about marketplace speaking about grinder and
24:27when you're going to purchase items or you're going to sell an item you know
24:33you we're seeing it a pain you see this today and then two days later we see
24:38somebody go on the grinder up and is robbed or something so we are employing
24:42all citizens please try your best to find a public spot if you are going to
24:48conduct some type of transaction where you feel comfortable because as we say
24:54we don't know who is on the other end of that app and we don't know what their
24:58intentions are and for the most part some of them might be evil. It is
25:04clear that there are persons who are on the grinder app not because they want to
25:08meet persons but because they want to prey on innocent victims and that is a
25:13reality so we need to be aware of this. Certainly and I know you you have one or
25:18two other things that points you wanted to also raise as a preference you in
25:22terms of some of the other concerns. Yes thank you Mark. So I'm glad that you also
25:27mentioned marketplace. Recently in recent times we have had numerous reports
25:32where persons would have offer well offer to sell or offer to buy items and
25:40when they do come in the porters win again persons snatch your items and run
25:44with it. Persons hold them up at gunpoint and rob them of all their
25:49valuables including vehicles and all that. So people we need to be aware we
25:53have even extended it to the members of the public if you are engaging in such a
25:58transaction. We have police stations and we that is a service that we allow and
26:07we provide to the public. You have a transaction of that nature coming to the
26:12nearest police station. In Port of Spain we have Besson Street police station, we
26:16have Central police station, we have Woodbrook, we have St. Clair, we have
26:20Belmont police stations. Wherever you live or wherever the person may be
26:25exposing that item for sale I'm sure that there is a nearest police station.
26:29And I think it's you as the innocent person so just say to the person hey let's meet up
26:34at the police station and that is something that could probably raise a
26:37red flag. If the person is that I know they don't want to meet there they want
26:41to meet somewhere else. That is a red flag and people we need to be aware.
26:45Also we know that a lot of persons will be driving into Port of Spain. One thing
26:51you need to be aware of when you are driving through the streets of Port of
26:54Spain and you are wearing jewelry or you have items on your seat exposed ensure
27:00that your vehicle windows are rolled up. That you do not expose your hand or any
27:06part of your body. Because we have instances where persons will just be
27:11driving around minding their own business. And persons would snatch
27:14their jewelry off their neck, off their hands, reach in and grab their handbags
27:19and purses and all that. So people you need to be aware. Also as we on that when
27:24you are securing your vehicles and this is something that we would have talked
27:28about before. When you are securing your vehicles ensure that if you have a bag in
27:32the vehicle, a computer bag, your personal bag, jewelry, whatever. Secure it in a
27:38place that it is not visible from the outside. Because we have had instances
27:43where persons will shatter the person's glass and just stigmatize them in their
27:47vehicle. Alright so put it under your seat if you want to put it in your trunk
27:50where it is not visible to the public. All those are precautions that you can
27:54take. Alright I hope you heed those guidelines. We have a call on the line.

32:07Before the break, we were talking about how car fees have been operating and how sophisticated they are becoming.
32:16Surely, ASP Janki, you wanted to share some further information concerning the motorists and what to do and what not to do.
32:25Yes, yes. In recent times, we have had a lot of those older B-model Nissan vehicles, B13, B14, B15s being stolen.
32:35What we believe is that there was someone with a master key who was breaking into those vehicles and stealing them.
32:43Now, we also have an advent of those hybrid vehicles being stolen.
32:48The reason that those vehicles are being stolen is, number one, the battery.
32:53And then the other reason is because of the brake system.
32:57Those vehicles are known to have brake failure.
33:00So those are the reasons why we have those vehicles being stolen.
33:03Now, it is also on the better side that vehicles which are installed with GPS, we often recover them because of the GPS system.
33:16So, I mean, people will spend on average over 200,000 for a new vehicle plus.
33:22It is wise, after you spend so much money for a vehicle, it is wise that you spend just a little thing extra and install a good, reliable GPS system.

34:01I just want to touch on a topic here.
34:05Concerning recruitment, and in the sense that, why does it take so long for someone to be recruited in the CPPF?
34:22Like, something like three and four years.
34:25Because what happens is, there are people who pass exams a couple of years ago, before the announcement of the recruitment of 1,000 police officers.
34:35And some of these people were waiting there before the massive turnout you all had.
34:44And they were selecting people from there, and not the people who have been waiting in line.
34:51And the process is so slow for some of these guys in three and four years.
35:01And I think it's about time the CPPF has an app, so that somebody can go inside there and check their status.
35:09Because calling the recruitment office is very, very frustrating.
35:14You can have an app, and the number they give you, they give you something over there.
35:19It must take a long time, you have a number.
35:21You can maybe input the number, and you can see your status when you reach.
35:25And I'm not sure, like, why the recent guys are getting through, and the older ones who have been in the system three and four years now are not getting through.
35:36It really, really amazes me.
35:39I mean, I have police friends, and what they have been telling me, I don't want to repeat it again.
35:46I'm telling you.
35:48Thank you very much for your question, sir.
35:53What I can say is that, yes, there is a drive for 1,000 strong police officers.
35:58Because we have a huge shortage in terms of manpower.
36:03The recruitment process is a process.
36:05Not because, I know the caller mentioned, the persons would have written the exam and would have passed, and they are waiting.
36:12However, the written exam is just one part of that phase.
36:17After the written exam, you have to do medicals, you have to do a polygraph test, and there are certain elements to it.
36:25Not just because you passed the written exam means that you are qualified to be a candidate for selection, for recruitment, and all that.
36:36You must pass all of the processes.
36:40And I guess that the persons who would have been getting through, they would have passed all of the processes, and that is why they would have been called to train.
36:48So probably the persons who he would have said would be waiting in the system for three to four years, it is advisable that you go into the recruitment office,
36:57find out exactly what is taking place with your application, probably where it is installed, and look into it.
37:07It is a rather wise suggestion, that app, where persons could check their application.
37:12So I believe that the executive, if they are listening on, probably they could take that into consideration.
37:19But it is quite a wise suggestion.
37:22He said, if I recall, he said ten years?
37:26No, three to four.
37:27No, he was saying it was a long period of applying, and it was almost ten years or something that they have been trying to find out how they have not been in any way notified or something to that nature.
37:39I may have heard wrong, but I know he said it was quite a long period.
37:44So I am supposing he probably applied five years ago, and he is still waiting, and he is asking questions as to what is the status of his particular application.
37:56Well, he also mentioned that he has been calling the recruitment office, and probably he is not getting the information.
38:01So I do not know where he is coming from, but it would be wise probably if you are going in person.
38:05What I also know for a fact is that there are persons who would have tried on numerous occasions, and they would have failed at some juncture.
38:15So because they have failed, it may not be that you would have to start afresh.
38:19So probably that is what is happening.

41:57However, I would like for the Port of Spain Division to confirm for me how much of these vehicles in this division do not have siren and lights.
42:06There are several police vehicles that are operating without siren.
42:11If it has siren, it has no lights.
42:13If it has lights, it has no siren or both.
42:16And this is a fact.
42:17Right? And this needs to be addressed.
42:19So, officers going on patrol and things without these equipments on the vehicles, it's a danger to themselves and the public.
42:26So, this needs to be addressed.
42:28We need to be honest and address these situations forthwith and call out the powers may be.

42:44Yes, it is a fact that we were recently issued new vehicles.
42:48Each of the police stations have at least one new vehicle.
42:52Some of them are marked.
42:54Some of them are unmarked.
42:56And yet, they are to be they are yet to be outfitted with the new vehicles.
43:01Some of them are marked.
43:03Some of them are unmarked.
43:05And yet, they are to be they are yet to be outfitted with police sirens or blue lights.
43:10It is a fact.
43:12And we are working expeditiously to remedy that.
43:15All right.
43:17Well, I hope that you answered the caller's questions.
43:19And we also we talk about this Christmas season.
43:25We had an incident in Trin City at a very popular store that a lot of people go to.
43:33And apparently, during the course of business, I believe a woman was picked up for shoplifting.
43:42And we know around this time, this type of activity tends to intensify.
43:46There's a lot more people in the stores.
43:49And some people who believe that they can get away with it go and try in that whole crowd to pick things up and leave the premises.
43:59That is a fact, sir.
44:01In fact, as the Christmas season picks up, I find that there will be a lot more shoppers.
44:08And Pennywise is one of those places where you would go and you'd get a lot of beautiful perfume sets and all that and gift items.
44:15And from my past experience, there have been a couple of persons operating probably a circle or a gang, if you want to call it that.
44:26They would even target the supermarkets.
44:29And these women, mostly are women, they would be dressed in long dresses and all that flowing.
44:36And when you do pick them up, it's because they have items, huge items, concealed in certain places between their legs, under their arms and all that.
44:45And when you really investigate, you'll find that they shoplift these items and they're more or less like they're running a business.
44:52Because remember, they get it free because they steal it.
44:55And then they sell it back to other persons.
44:57And they have records of what they stole, from where they stole, on what date and all that.
45:03So they're actually turning it into a business.
45:06And I want to advise the shop owners, the persons in those establishments where you would find an influx of persons coming to shop.
45:15It is a good advice that probably you have a little more persons paying attention to what is taking place.
45:25Put some security personnel or you have your workers, brief them on a daily basis.
45:29Pay attention to your lanes, assign them to specific areas.
45:34Because it is a ripe opportunity for these types of things to happen.
45:39So we take steps to ensure that we put our curve into it.

45:49Good evening, Mr. Mark and a very good evening to the superintendent there.
45:53Good afternoon, sir.
45:55Right, one of the issues I've heard you all addressing is the intake and recruitment of personnel for the police service.
46:04There was a report done, I'll call it the Deir Ezzoran Manpower Audit.
46:12It is 376 pages, basically, with 82 recommendations.
46:19And one of the recommendations, I can't remember the number it is, identified severe weaknesses in the police service.
46:30And what it recommended is that you not only look at intake at the constable level, because I think that process and with respect to qualification fraud,
46:40they identified that a lot of the leadership in the various units are wanting and that the police should look at bringing in people of a higher caliber
46:59that is with certification with the respective skills and competency to run these units.
47:09And we know we have about five or six units.
47:13We know we're talking GEB, PSB.
47:15They identified that.
47:17Is the police service looking at that to transform the police service?
47:24That is a critical thing because I don't want to be derogatory.
47:29A number of police officers have problems in taking reports, doing reports, investigation.
47:36The other issue that the lady identified a couple of minutes ago, police vehicles with no sizing, et cetera.
47:46I am being told, it might be wrong or incorrect, that the procurement process is responsible for that.
47:55A lot of the vehicles came without the necessary alarm signing, et cetera.
48:02And another contract has to be given to retrofit it.
48:06Previously, it was not done before.
48:08I'm going to have a nice evening.

48:14Go ahead.
48:15In terms of that manpower audit, yes, I am aware that a manpower audit has been done
48:22and certain recommendations were made.
48:25That specific provision that you spoke to in terms of getting persons qualified and skilled
48:32with the requisite expertise for certain ranks within the police service,
48:37that provision has been turned into law where it is expressed in the police service regulations
48:49where persons who have the requisite skills, expertise, and qualifications
48:55can be hired to whatever rank in the police service.
49:01I do not know if that is happening, but I know for a fact that persons in the police service commission,
49:08they send out applications for the rank of deputy commissioner of police as well as commissioner of police.
49:12And they are persons from all walks of life applying.
49:15And then they go through the process of getting selected and doing interviews and exams and all that.
49:20So there is that provision in the Trinidad and Tobago Police Service Act.
49:26Well, not the Trinidad and Tobago Police Service Act,
49:29but the Police Service Act as well as the police service regulations.
49:32So it is up to the executives that be because the commissioner could hire persons
49:38and appoint them in all the other ranks besides that of the deputy commissioner
49:43and the commissioner of police.
49:45In terms of the police vehicles, police vehicles are bought as ordinary vehicles.
49:50So when they come into the country or wherever they come from,
49:52that is when they are painted in the police colors.
49:56And that is where they are outfitted with the police siren and the police lights.
50:00So the state of the vehicles came without that.
50:03That is what normally happens.
50:05And yes, those lights and sirens, I know that they are installed in the country,
50:11probably by transport and telecom, or I don't know if it's another contractor
50:16when it had to be procured to do that, but they are later installed.
50:20And I guess that the commissioner, in all of her wisdom,
50:24saw that there is a need for the vehicles to be assigned throughout the country
50:29in different divisions and sections and units.
50:31Because, yes, we had shortages before.
50:34And it is really sad that those vehicles were assigned
50:37before those things could have happened.
50:39But I am sure that those things, the sirens and the police lights,
50:43they are in the pipeline.
50:44And sooner or later, it will come to happen that they will be installed.
50:51All right, certainly, yes.
50:53I recall writing about that a couple of months ago,
50:56and they did indicate that there is never enough vehicles.
51:00Because sometimes when you bring in vehicles,
51:03something goes wrong to other vehicles, and there is still a shortfall.
51:07Yes, definitely.
51:09But obviously they are trying to address that situation as we speak now
51:12with the advent of these new vehicles,
51:15this new fleet coming in for the TTPS.

54:44and those that are passing in the vicinity of that car
54:48because if it explodes in some realm,
54:53it can, you know, shrapnel and all these things can go in different directions,
54:58and motorists and people passing by can be hurt.

55:03Again, I do not know all the facts surrounding what took place,
55:07but it is, again, important that motorists,
55:10if you own a vehicle, continuously check your vehicle.
