00:02:55Another wet day today, of course.
00:02:58Earlier today, we had some thunderstorms across Trinidad and Tobago,
00:03:02and we had some flash flooding, as you will see in this footage here.
00:03:07In the Mova area, the water quite high here in this area,
00:03:11rain fell for at least an hour or so, give or take, across the East-West Corridor.
00:03:18Comparatively, of course, yesterday, it was much worse.
00:03:23In downtown Port of Spain, especially, and in Viron's Wrightson Road,
00:03:27water all over.
00:03:30Flash flooding, of course, and it caused severe traffic jams of persons,
00:03:36you know, leaving areas.
00:03:38This is in the South Quay area.
00:03:40People trying to get out of Port of Spain after work.
00:03:43People were caught in traffic for several hours.
00:03:46This is in the Wrightson Road area here.
00:03:49Water at least a foot and a half, even two feet in some areas,
00:03:53and even more in other areas,
00:03:55where persons had to find alternative routes
00:03:58to leave the capital city.
00:04:01Wrightson Road itself was also inundated with water,
00:04:03as you would have seen here, causing traffic to slow to crawl, rather.
00:04:08And this is Charles Street area here, also underwater.
00:04:13So, you know, a lot of commuters, motorists,
00:04:17were caught in this nightmare.
00:04:20Some persons, even after I left the show,
00:04:23after six, were standing at the taxi stands,
00:04:27waiting for transportation,
00:04:28and I imagine a lot of them would have gotten home rather late.
00:04:34All right.
00:04:35So, today is Thursday,
00:04:36and with us today is ASP Ishmael Pitt from the Northern Division.

00:04:50Always a pleasure being here.
00:04:51And, yes, we were able to pass in areas that were passable, of course.
00:04:58And, you know, for all those persons who have suffered
00:05:00as a result of what we experienced regarding the flooding,
00:05:03you know, we would trust that they would be able to do all that is necessary
00:05:07in order to bring their circumstance to a more positive one.
00:05:10We know that nature takes its course,
00:05:14and, you know, there are things or there are certain things that we cannot do,
00:05:18regardless of what, in order to prevent such incidents from occurring.
00:05:22Yeah, but we know they have been talking about a plan for quite a while
00:05:25in the Port of Spring District.
00:05:27Yeah.
00:05:27And this goes back many years to address that flooding problem.
00:05:31You know, we have some very major roadways that are used 24-0, right?
00:05:37Senior Road being one of them, where people traverse east to west,
00:05:40as the case may be.
00:05:42Yeah.
00:05:42And, you know, it's important that we try to get those things right, you know,
00:05:46and the relevant authorities look into this because it's a perennial problem
00:05:50that shows it's ugly at every single rainy season.
00:05:54Yeah, it is.
00:05:54And sometimes more ways than others.
00:05:58And, you know, I think what you have just seen there is far worse than I have seen for a while.
00:06:03And, yes, you have said it, the planning and the discussion surrounding planning in itself
00:06:09have been taking place for quite a while.
00:06:11And, you know, when you look at disaster management in terms of, you know, planning,
00:06:15you know, mitigation and all these things, it's very, very important.
00:06:19So I agree with you that we need to get it right.
00:06:23We need something that is much more long-term and much more sustainable
00:06:27to the extent that it doesn't impact our citizens in such a negative way.
00:06:31Yes, certainly.
00:06:32All right.
00:06:32So, you know, one of the biggest stories over the last couple of days
00:06:36with the opening of the new school term was the school police initiative.
00:06:42And I know that, you know, since then we've had a couple of incidents
00:06:46where there was a fight caught on social media at a particular school in East Trinidad.
00:06:52And then we had a very unfortunate incident.
00:06:55This is a fight that took place in that school in East Trinidad.
00:07:01And, you know, this indiscipline will not be tolerated, of course.
00:07:04And I am stating that those that are responsible would be, you know,
00:07:10disciplined in the appropriate manner.
00:07:11And I know that the police cannot be everywhere at the same time.
00:07:17In a school, they will be in a particular location.
00:07:19And if there's a disturbance, they will be called upon to get to that location.
00:07:24But certainly that is an unacceptable behavior.
00:07:26In the first week of the opening school term that we have that incident.
00:07:32And then we had this other unfortunate incident outside a particular school,
00:07:36an adult allegedly assaulting a young student.
00:07:47So, I think if we were to play that over, I think somebody was asking,
00:07:53where is the police?
00:07:54Yeah, yeah, yeah.
00:07:55Well, disturbing scenes.
00:07:57Disturbing scenes.
00:07:58And I can tell you that in terms of our school-oriented policing,
00:08:05Deputy Commissioner of Police, Mr. Benjamin, ACP Sudene,
00:08:09and Superintendent Guelmo,
00:08:11they continue that level of collaboration with the Ministry of Education
00:08:15in order to bring that type of relief within our nation's schools.
00:08:20Regarding the incident that we first saw involving the students
00:08:25that were just in blue, I can tell you that no report was made regarding that.
00:08:30However, we took the initiative and some of our officers went in
00:08:34and they had an audience with the school body,
00:08:37students and educators alike.
00:08:41You know, the efforts of the officers,
00:08:43they were lauded by the principal.
00:08:46And, you know, this is the kind of intervention
00:08:49that we are going to continue to see in terms of our response.
00:08:55So, hats off to Sergeant Greenidge, Corporal Cromwell,
00:08:59WPC Price 4, WPC Jocelyn.
00:09:02Regarding the last incident, well, an adult.
00:09:07Yeah.
00:09:08An adult.
00:09:11An adult.
00:09:12Who is supposed to be thinking like an adult.
00:09:14Yeah.
00:09:15Who is supposed to be behaving like an adult.
00:09:17Engage a student in a particular way.
00:09:20That incident is under investigation
00:09:22and that investigation is going to take its natural course.
00:09:25We will update members of the public, you know,
00:09:28as the investigation develops.
00:09:31Yes.
00:09:31But definitely, Mark, it's not the regular approach.
00:09:37Students and other persons alike who are bent on ignoring
00:09:41what is best practice, the rule of law,
00:09:45discipline within that school environment,
00:09:47they are going to be dealt with regarding the full brunt of the law.
00:09:50And we are saying, yes, we believe in progressive discipline,
00:09:53but clearly the multi-pronged approach in terms of ensuring that each individual
00:09:58is dealt with appropriately will be utilized.
00:10:01All right.
00:10:03And we just wanted to express our deepest sympathies
00:10:06to the passing of one of your colleagues,
00:10:09ESP Pitt, earlier today at Kent House,
00:10:13at the local, the government and rural development,
00:10:16sorry, ministry, Minister Khadija,
00:10:21I mean, confirming the incident.
00:10:22I believe it's an SRP Charles was involved.
00:10:26A really sad situation, but nevertheless,
00:10:28we express our deepest sympathies to the TTPS on his passing.
00:10:33Yeah.
00:10:33And I echo your sentiments towards his family and friends as well.
00:10:40From my information, PC Charles was a tremendous officer,
00:10:45very dedicated, very devoted,
00:10:48and it's really, really a tragedy that his life had to come to an end this way.
00:10:55Nonetheless, we are human beings and we, as police officers,
00:10:59we treat with everybody else's problem.
00:11:01Yeah.
00:11:02And, you know, not always being able to manage our own circumstance.
00:11:07And, you know, there are things that we would go through as individuals
00:11:10that it is important that we reach out.
00:11:13We don't know the entire facts and an investigation will be conducted,
00:11:20but nonetheless, it doesn't take away the level of pain
00:11:24that we are experiencing at this point in time.
00:11:26And it's important to point out that there are particular lines
00:11:29that you can contact, you know, if you have any issues
00:11:33or you have, you know, you need to talk to someone, as you indicated.
00:11:37Yeah.
00:11:37And those numbers are out there for the public
00:11:40and those that are struggling with issues.
00:11:43Yes, yes.
00:11:45We are not fenced and we are not isolated or insulated from,
00:11:54and I'm saying we, as police officers,
00:11:57from issues that would impact, you know, other persons, generally speaking.
00:12:01We have our good days.
00:12:02We have our bad days.
00:12:04We have moments of despair.
00:12:06And, of course, we have moments where we jollificate
00:12:09and we embrace successes.
00:12:12So, you know, these incidents just bring to bear the fact
00:12:17that police officers are indeed human beings as well.
00:12:21And in the same breath, of course, we want to express our deepest sympathies
00:12:24to the family of Janelle Mohitpath,
00:12:27who was shot and killed earlier today
00:12:29in a food outlet along the southern main road in Chiguanus, you know,
00:12:35apparently an asylum went in and shot her several times
00:12:38and then ran out of the establishment.
00:12:41And, of course, police are continuing all, you know, chasing all angles
00:12:46in the hope to arrest that suspect and detain him in the shortest possible time.
00:12:50Yes, indeed, and condolences to the family.
00:12:53And we are asking anyone with information regarding this murder,
00:12:57please contact 555-800-TIPS-HOMICIDE-REGION-3.
00:13:00Your information is very, very important in order to bring this investigation
00:13:04to some successful conclusion.

00:13:18So, of course, if you have any information about that particular situation
00:13:22or circumstance, please contact the nearest police station
00:13:24so that that individual who thinks he's an adult
00:13:28and would have done the adult thing,
00:13:32which was not the adult thing in this case,
00:13:34should be detained and questioned about this situation and this incident.

00:13:43And we would hope that good sense would prevail
00:13:45and persons would visit the Tunapuna police station,
00:13:51the residence station, for this particular investigation
00:13:54in order that the investigation is fast-forwarded
00:13:57and that, you know, justice prevails.

00:13:59In the same way, of course, justice will prevail,
00:14:02the Trinidad and Topical Police Service issuing a police response
00:14:07led to the detention of a robbery suspect
00:14:09following a chain-snatching incident along Arapita Avenue on Tuesday.
00:14:14Reports indicate that the victim, a woman from Carapitra,
00:14:16was standing outside a bar with two men.
00:14:19When two men, sorry, approached her,
00:14:20one suspect dressed in a black jersey and cap
00:14:23allegedly snatched a gold chain value at $2,500 from her neck
00:14:27before fleeing west with an accomplice who was wearing a white hoodie.
00:14:32The victim alerted a boyfriend who pursued the suspects
00:14:34and contacted police.
00:14:36Sergeants Roberts and WPC George,
00:14:38who on mobile patrol nearby responded immediately,
00:14:41acting on the information provided officers detain the male suspect
00:14:45was positively identified by the victim at the Woodbrook Police Station.
00:14:50Excellent police and hats off to both officers involved
00:14:54in this successful policing activity.
00:14:58And again, we will always ask members of the public, you know,
00:15:01feel free, give us the information, provide the information,
00:15:03put it on us in order that we execute our function
00:15:06in a way that could result in this type of success.
00:15:08It's always a tremendous day when we could arrest the situation
00:15:12in such a short period of time.

00:16:38Seeing that incremental uptick in the cannabis and the cocaine areas,
00:16:44as well as in the 9mm and the 12 gauge and the 5.56 rounds.

00:16:52And again, this demonstrates the level of success
00:16:54that we have been experiencing throughout the state of emergency.
00:16:59As I have stated before,
00:17:01the robust levels of policing,
00:17:04police presence,
00:17:05that collaboration with members of the community,
00:17:07the enhanced powers that we have been provided with
00:17:10is definitely resulting in the type of successes
00:17:14that you have just outlined.

00:20:13about various issues while ASP Pitt was here.
00:20:17And he wants to give an update now
00:20:18to those specific concerns raised by those callers.
00:20:22Yes.
00:20:22So specifically,
00:20:24there was a lady who called concerning
00:20:26whether someone who was raped,
00:20:30let's say 30, 40 years ago,
00:20:33whether that person's situation
00:20:36can still be investigated.
00:20:38She was asked to leave her number off air
00:20:41and she, in fact, did that.
00:20:43I can tell you that she received
00:20:44the necessary attention
00:20:47that the situation required
00:20:49and that investigation is being addressed.
00:20:53There was another guy who called
00:20:55regarding the flashing lights.
00:20:57Yes.
00:20:57I think it's on Henry Street.
00:20:59Correct.
00:20:59That's where the accident occurred.
00:21:02Yes.
00:21:02That area, Henry and Park.
00:21:04And he was stating that persons
00:21:06don't observe the lights
00:21:09as far as he's concerned.
00:21:11And he went on to ask for me
00:21:13to explain to persons
00:21:13what the red and the yellow light meant.
00:21:16And I did respond,
00:21:18but I also committed to
00:21:21verbatim in order to give members of the public
00:21:25exactly what the law stated.
00:21:27And I will do that now
00:21:29in terms of the both red
00:21:31and yellow flashing lights.
00:21:35So flashing red signals
00:21:37shall be taken to indicate
00:21:38that vehicular traffic may proceed
00:21:40with extreme caution
00:21:42beyond the stop line
00:21:43on the carriage tray,
00:21:45save that vehicles so proceeding
00:21:47shall give way to vehicles proceeding
00:21:49in pursuance of the flashing amber signal
00:21:51referred to in paragraph I.
00:21:53Right.
00:21:54So that treats with the red part of it.
00:21:56And in terms of the yellow,
00:21:58the flashing amber signal
00:21:59shall be taken to indicate
00:22:00that vehicular traffic
00:22:02may proceed with extreme caution
00:22:04beyond the stop light

00:22:52is contributing to more traffic
00:22:54than, you know,
00:22:56than it should really be contributing to
00:22:57because traffic signals
00:22:59are there to manage the traffic
00:23:00and we could all agree
00:23:02that at times
00:23:03they contribute to more traffic situations,
00:23:06more traffic jams.
00:23:06Yes?
00:23:07Yeah.
00:23:07And for that reason
00:23:08he's asking that it be revisited
00:23:10so I can tell you
00:23:11so that the discussions have started
00:23:14and your observations
00:23:16slash recommendations
00:23:18are being considered.

00:24:26that the investigation
00:24:27or the caller
00:24:28that made the call
00:24:29about a person
00:24:30that was allegedly raped
00:24:32many years ago
00:24:33when they were a child
00:24:34and now an adult
00:24:35still traumatized
00:24:36and asking if time
00:24:38has elapsed
00:24:39where I guess
00:24:40statute barred
00:24:41in this case.
00:24:41Yes, statute barred.
00:24:42That was her concern.
00:24:43Yes.
00:24:44Yeah, yeah.
00:24:44But I think
00:24:45if a crime was committed
00:24:47you know
00:24:48of that nature
00:24:49so many years ago
00:24:50and it still bothers
00:24:51the person
00:24:52and the thing that
00:24:52the person has gotten
00:24:53away with it
00:24:54we have seen incidents
00:24:56abroad where
00:24:57that did not apply.
00:24:59Yes, well, you know
00:25:00the law changes
00:25:02from jurisdiction
00:25:03to jurisdiction
00:25:04and even within
00:25:05our own jurisdiction
00:25:07there are certain offenses
00:25:09that obviously
00:25:11would become
00:25:11statute barred
00:25:11after a period.
00:25:13So it depends
00:25:14on the severity
00:25:15indictable offenses
00:25:17usually wouldn't have
00:25:19a statute barred period
00:25:20but there are some
00:25:22that will.
00:25:23Yes, as I said
00:25:24depending on the area
00:25:26the location
00:25:27the vicinity
00:25:28jurisdiction that is
00:25:30Yeah, jurisdiction.
00:25:31Whether it be here
00:25:32or somewhere else.
00:25:33Yeah.
00:25:33But I'm really grateful
00:25:35that you reiterated
00:25:37to members of the public
00:25:38that you know
00:25:40at times when
00:25:41certain requests
00:25:43are made

00:51:52They've been rescheduled. So, officers are duly notified of the new examination dates once confirmed. We extend this and say apologies for any inconvenience. This change may cause and assure all candidates that the necessary arrangements are being made to ensure a smooth examination process.
00:52:10So, look out for that new date. Of course, I'm sure they will also post it in the media so that you will be anchored with the specific date when those examinations are going to be taking place.
