03:54It's day 102 of the state of emergency.
03:58And, you know, today was a very special day for students of the who were writing the SEA exams.
04:05And as you can imagine, there was a lot of anxiety, nervousness.
04:09But we have some beautiful images here captured of children across the nation after writing that exam.
04:16This morning, running into the arms of their parents there, telling them how the exams was, speaking with the media even to, you know, give their take about the exams.
04:29You know, a lot of smiling faces there.
04:31We have, down in south here, the Trinidad Muslim School there, TML, I believe.
04:39And, you know, it's really nice to see so many students, you know, coming out there, you know, after months of anxiety, having to now lift that anxiety,
04:52writing that exam, that important exam, that is the bridge to the next level of education, heading out to secondary schools.
05:04And a lot of parents, they're greeting the kids when they came out of writing the examinations.
05:13And no doubt it would have been a proud moment for thousands of parents across the nation, you know.
05:20And, again, we want to congratulate everybody who went through those exams and we wish them well and wish them well in their results.

05:45You know, it's always a pleasure to be here.
05:47And on behalf of the Trinidad Tobago Police Service as well, we would also like to wish all those students who participated in the SCA, you know, the best of success going forward.
05:56And I know, I know, from the time you and I wrote, well, it used to be called the Common Entrance.
06:01Common Entrance, yes.
06:02The Jared Common Entrance.
06:03I was having a discussion with some colleagues in the office and they were talking about how difficult some of the things that are on those papers now that you and I might be struggling to fathom.
06:16Well, it may go both ways.
06:18It could be as well that if you expose students today to what we were exposed to then, you know, they may also have some difficulty in managing.
06:27So, I guess, you know, persons become climatized and comfortable with what they are exposed to.
06:33So, it's a matter of balance.
06:36You know, we love that.
06:37And I know, I know, I know, you know, it's, it's, it's, it's always a nerve wracking for, for parents.
06:43Yes.
06:44You know, wondering, you know, if the, if the child will, will do well at the exam and, you know, it's, it's never easy task.
06:50Of course, preparing your child for a very important exam.
06:55As you, as I said, it's a, it's a bridge to your other level of education.
06:59Of course, of course.
07:00A very important one.
07:01Yes.
07:01It sets the foundation for what you will decide to do later on in life.
07:06Yes, yes, yes.
07:07You know, in what, what, what, what subject or what area they decide to stay there, their expertise in and what might fascinate them.
07:14Yeah, definitely.
07:15And, and even the, the, the school of choice, you know, so there are so much factors involved in that simple process or we may be, well, we may do a simple process that really have life changing implications.
07:28So, we could well understand the type of anxiety that parents may endure.
07:34Oh, you know, they're not being part of the process, but they having to experience secondhandedly the type of emotions that, you know, their children would be going through at that particular point in time.
07:46So, it's not an easy road, as they would say, but it's one that we must pass through when we look at our academic aspirations.
07:56Most certainly.
07:57Yeah.
07:57All right, we want to wish, again, we want to wish all the SAA students the very best, and we are hopeful that, that school of your choice that you will be successful in, in obtaining.
08:08All right, we're going to take a quick look now at our headlines.
08:10So, those are some of the headlines over the last 24 hours.
08:38And, you know, there's quite interesting, you know, they talk about a number of those persons who were detained after getting detention or less for them.
08:47And at least, DCP Simon saying that at least 20 of the 50 in custody expected to be charged with various offenses.
08:54But it doesn't let off the other 30 off the hook, which they will be released, but pending further inquiries, they can be subjected to be re-arrested.
09:03Definitely. So, a lot of persons are looking at the date by which the SOE would come to an end.
09:10And, you know, wrongfully, they have the view that we have up until that point in time to complete our investigations.
09:18Fortunately, that is not the case. It's a matter of us putting all the pieces together to ensure that we don't sacrifice accuracy for speed and to ensure that when persons are brought before the court that the prosecution is in a place to give the best possible evidence to satisfy whatever charges have been preferred.
09:40So, for those who may not, at that point in time, be subject to that process, it doesn't mean to say that there's a let-off.
09:50And for those members of the public who believe that, you know, possibly that it was a case of doing things and not necessarily having some follow-up action, nothing could be further from the truth.
10:00Yes, certainly.
10:01Yes, certainly. All right. There was a video on social media showing a vehicle in a ditch idling with the music playing near the airport, in the vicinity of the airport.
10:15We're not stating as to, you know, what might have transpired.
10:22It's rather bizarre, you know, seeing the vehicle there, near the airport.
10:27But it seemed like the person might have run off the road based on the damage to the vehicle there.
10:36And we hope for that the person or persons that was in that vehicle obviously would have been given medical attention.
10:43Indeed. Like your good self, I don't have any information about this as well.
10:49But if we are to be guided by what we are seeing, it appears to be the result of a road traffic accident.
10:55Yes.
10:56So I share your sentiments in that where we are also seeing what appears to be blood.
11:01Yes.
11:02So I share your sentiments in that if or whoever was injured, that it's not life-threatening and that they come to some state of full recovery within the shortest possible time.
11:12You know, we would use these situations and opportunities to always urge our motor in public to please exercise all the road safety practices,
11:23all the road safety rules, all the road safety policies to ensure that your maneuver from point A to point B safely.
11:31And it may not only affect you, it can also affect other persons sometimes within the vehicle and external to that.
11:39And this is not to say that we are casting aspersions on whoever was involved in what we are seeing there.
11:44Yeah.
11:44It's just generally speaking.
11:46And is it, I mean, where that vehicle is to, is it legal to leave your vehicle there and just, you know, because it's nearly a producing defense there.
11:54Is that legal at all?
11:55I know you probably would be seeking medical attention, but you obviously have to notify various authorities, you know, the wrecking and so on to come and move the vehicle.
12:05Well, it's dependent on a number of factors and you identified one.
12:09If one, if someone is seeking medical attention and they are not in a position to do all that you mentioned,
12:16they have their vehicle removed, notify the authorities and all these things.
12:21And it falls now on probably who's ever in the vicinity to pass on the information to the police officers so that we could take the necessary action.
12:30If it is done intentionally outside of those factors being present, then you have a case now of us being in a position where we could prosecute persons for failing to make a report.
12:42And as you quite rightfully said, you know, leaving your vehicle at a place where, you know, obviously you cannot leave it there.
12:50Yeah.
12:50And talking about leaving quickly, this video popped up on social media in Trinity area, you know,
12:56a vehicle heading west on the eastbound lane, obviously, yes, but that is rather dangerous.
13:05And I don't know what was the condition of that driver.
13:07Well, it's super scary.
13:10And this is something that as an average motorist, you would hope never, ever to encounter because one could imagine what could result because of this.
13:24So, it's really, really dangerous, as you put it.
13:28But we don't know.
13:29We don't know what contributed to it.
13:31There are so many factors that could have been responsible for why this vehicle ended up the way it is.
13:39I'm certain that it's going to be investigated, but it's really, really, really super scary, to say the least.

16:56I'm your host, Mark Bussan, joined today by ASP Ishmael Pitt of the Trinidad and Tobago Police Service.
17:03And we quickly want to get into a feature with licensing officers and the Trinidad and Tobago Police Service.
17:17So this morning in St. Raphael, right, we would have a whole road exercise based on
17:25road safety.
17:29I'm going to stop a motor vehicle.
17:32I'm going to stop a motor vehicle, Serena,
17:37with a foreign national that has been driving and never been issued.
17:42Never been issued is a very serious offense because insurance does not cover and such.
17:53We now have the driver of the motor vehicle and we will be taken out to the station to do our processing.
18:04All right, so very short video clip, but very important and powerful images there and information by the licensing officer.
18:25Yeah, well, again, it gives great joy to see such sweet togetherness.
18:30We are seeing more and more of these interagency operations and, you know, it enhances the effectiveness of these operations.
18:40What we are seeing more and more, and this solidifies it,
18:46is people driving without driver's permit having never been issued.
18:52And it's a very, very serious situation.
18:56So we are urging members of the public who are desirous of driving lawfully on our nation's roadway,
19:05please go and apply and go through the lawfully authorized process.
19:11Yes, you will be arrested, and it can also undermine your ability to obtain that documentation going forward.
19:23So we have to look at it from the lens of someone now without the necessary training,
19:31someone without the necessary experience,
19:34sometimes someone who doesn't even have the age,
19:37who is maneuvering a motor vehicle that is capable of clocking a significant amount of speed.
19:46Additionally, based on how a vehicle is designed,
19:50you can well imagine, Mark, that it can also contribute to persons being killed.
19:56So we are asking, we are pleading.
19:59I mean, we would hope that persons would take heed
20:02and that, you know, the preventative aspect of things is what will prevail.
20:07But if it is that persons don't, we will have to take the necessary action.
20:11And I can tell you, we are seeing more and more of persons driving on the nation's roadways
20:16without the necessary authorization.
20:18And as you raised that, when we look at the figures over the last couple of weeks,
20:23a number of traffic, we had over 16,000 traffic offenses detected.
20:27But one of the things that Transport Commissioner Clark has been trying to also do,
20:34and we have seen it quite recently,
20:36but has been laying the foundation for its digitization online.
20:41Yeah.
20:41Because once it is online there and they check,
20:45you know, it's not like you can forge stuff and just hand somebody
20:48because they are going to verify that now by checking online.
20:51Of course.
20:51Whether it is a valid driver's permit.
20:54If it exists at all in the system, just like any other thing else in terms of chassis numbers,
21:00vehicles and their registration, it tells you a history of your driver's permit.
21:05If you have a ticket, et cetera, et cetera, how many demerit points and so on.
21:10So I think, as you said, it will eradicate that form of fraudulent activity
21:16in terms of people trying to, you know, get things printed and pay persons in various offices
21:22to make what appears to look like a real DPO or anything of the sort.
21:28And you are absolutely correct.
21:29That real-time information is so precious.
21:34It's a boost to law enforcement actions.
21:37And, yes, we have the U-turn devices that, at this point in time,
21:41it's capable of providing that information real-time.
21:45So for those who long ago could have said,
21:49I left my driver's permit home or give some other excuse that,
21:55due to the lack of information the officers had at the point in time,
21:58they may have vested their decision on that.
22:02But now you are in a position where you have the real-time information
22:06so that you can make a sound decision considering what is actually there.
22:13So it is a boost for law enforcement.
22:15And, you know, the digitization in itself is a modernization of how we do things,
22:21and we will always welcome it as law enforcement actions.
22:23And also to add that a couple of months ago when I was having a chat with the transport commissioner,
22:28he did also indicate, remember when you're going to write those exams before you get your learners?
22:35Yes.
22:36Right?
22:36They're going to actually have that now also digitized
22:39because in the past there have been instances where persons have paid persons within the organization
22:46and they're rubbing off your wrong answers and putting right answers and so on.
22:50Wow.
22:50And that, as a number of other persons alluded to it, fraud squadron and so on,
22:56said that they're hoping that that would be eradicated, obviously.
22:59Yeah.
22:59Right?
23:00Doing the digitized form of the exam where you can't change anything.
23:05Beautiful.
23:05With a pencil, which is a good thing.
23:07It's excellent because it means to say that a lot of tightening up is taking place
23:11because we don't want persons to slip through the crack who doesn't have the capacity,
23:17they don't have the competence in order to be on the nation's roadway driving vehicles in the first place.
23:22Exactly.
23:22Because if you can't interpret a sign, then you may end up in a situation that we may have viewed before,
23:29not to cast any aspersions on that.
23:31Yes.
23:31Of course.

23:32And as I said, too, the idea of these plates, these electronic plates, which will belong to you
23:42and if you switch vehicles, you know, you transfer those plates because it's yours, your name is on it,
23:47so that, as you said, it will eradicate persons stealing vehicles to commit crimes and so on
23:52because then you know that if your vehicle is stolen, that plate inherently speaks to locality and so on.
24:00And you would know you weren't there, you were at home or at work, and somebody stole your vehicle.
24:06And I'm glad that you brought the crime factor into it
24:09because a lot of our citizens are very skeptical of, you know, road traffic operations
24:16and they see it just as that, road traffic operations.
24:20And, you know, they don't understand that road traffic operations and crime fighting, it's inextricably linked.
24:28Yes.
24:28There are a lot of persons who would, you said it, steal motor vehicles and take it from one point to the next.
24:36There are persons who would be traveling in motor vehicles with firearms, illegal firearms,
24:41the transporting of drugs and so on and so forth, the kidnapping of persons.
24:48So the management of our roadways is a top-shelf sort of activity and we intend to do it and we intend to carry it out robustly.
25:00And we will always say that, you know, for those who are inconvenienced, it's not a case of us doing things just to inconvenience members of the public.
25:08As we advance as an organization, we will always try to do things in a way that it causes, you know,
25:15the least amount of inconvenience to the public at large.
25:19But there are certain things that it's necessary, unavoidable.

30:33and Tobago police service. For many years the TTPS have adopted a strong approach towards
30:40domestic violence, not only towards women but towards males as well despite the popular
30:47belief. The Victim and Witness Support Unit was created to attend to these matters by police
30:55officers who are highly trained and well equipped to deal with these reports. These said officers
31:02were trained both locally and internationally and are highly victim-centered. If you are
31:10a victim like Ms. Ranji in this video, follow her footsteps and get the help that you may
31:17need. Additionally, if you know of someone who is in a similar situation, I urge you to report
31:25it as well. So, if you see something, say something and save a life.

35:31I am proud to be on the database of the TGPS, and let me explain.
35:37I used to work at Point 14, and one of the, even when I was coming home, I was, you know, sent up to the Guapo Police Station,
35:47where every one of my information on my vehicle, on myself, who's supposed to be driving my vehicle except for me,
35:58the number plate of each vehicle was given to the officers at the Guapo Police Station.
36:05All right?
36:06Loan people were on my way from my hour and night, I would want to come home in.
36:11Officers doing their job as usual.
36:14You know, the officer was punching my number plate, and he was able to tell me my name, where I lived, you know.
36:23And what I'm saying to citizens, sometimes we just figure the law enforcement is, is, is, is, is, is miserable, and, you know,
36:31like today I had somebody in the vehicle, and you see the police again, and they don't realize how important it is.
36:38Right?
36:38Now, if anybody picks up anyone on my vehicle now, it happened to a woman, she went to the state, and somebody picked up her car.
36:46That was right.
36:47And the officers pushed up the vehicle, and they realized the car was stolen, and the person was arrested.
36:57So, even within ourselves, sometimes, there's nothing wrong to go up at the station, closer to you, in areas that you're passing on a daily basis, and give this information.
37:07It could save your life, and it could be very, very important for, for citizens, and even easier for online enforcement to do this job.
37:15So, we're not feeling it, it doesn't just tell you, but, I mean, it's six people, you should be writing.

37:27So, oftentimes, something happens, and we, we ask, what's in it for me?
37:31Yes.
37:32So, you have identified exactly what's in it for the average member of the public.
37:37It can be used to also protect your property, because it could very well be that someone is driving your vehicle who is not supposed to be driving your vehicle.
37:47And based on the fact that the officers are in your, have possession of your information real time, they can be able to discern exactly what it is taking place.
37:56So, thank you very much, Kuala, for your example.

38:01Yeah, certainly, as we talk about stolen vehicles, and all those types of things.

38:11Yes, I know you were talking about cars and so on, but I just want to say something I've been trying to say for a long time.
38:18With home invasion, I think the best thing is the alarm, because it sets off a signal to the security company, and there's a panic button.
38:29I want you to press that, you cannot turn it off.
38:31The police or the security company will come.
38:34With respect to the, it's a good idea that we're going digital with the, you know, with the motor vehicles and so on.
38:41But I saw something about online renewal of permits, and I couldn't get through to the ministry.
38:46So I think the ministry should put out some information on whether that is the effect of the year.

38:57So he's expressing some target-hardening suggestions, you know, in terms of the alarms and the panic button.
39:05And I can recall some time ago, a caller also suggested the panic button.
39:12We had a conversation about that, too, a couple of weeks ago.
39:15That's why I smiled.

39:17We were talking about precautions, but how important to having one of that in your house, very close to you, next to your bed.
39:25If you're asleep or, you know, in close proximity, if anything, onto what occurs that you feel very uncomfortable with, and they respond within minutes.
39:34Of course.
39:35And that's an old technology.
39:37Yes.
39:38We have so much things that we have used in the past.
39:42And because of the fact that we are in a digital world, we have thrown away some things, thinking it's obsolete, and now introduced something else.
39:53But because of the fact that we are so creative as human beings, it would be better, you know, it would be better suited if we have all these layers of security.
40:03So that if someone comes prepared to probably use the technological aspect of things in order to get around what security mechanism may exist, you may also have something that is probably more hardened, right?
40:18So that they may not be prepared for that thinking, right?
40:23I ain't expecting somebody in 2025 to have a steering lock on their vehicle or probably a lock for the transmission lever.
40:31Mind you, those club locks still look well, eh?
40:34Exactly.
40:35In the old school.
40:35Exactly.
40:36Yes.
40:37Exactly.
40:38So, you know, don't discount anything.
40:40I think that that's the message.
40:41Yes.
40:42Because the alarms, he mentioned alarms as well, and alarms have been there for quite a while.
40:47He also spoke about the ministry regarding the driver's permit, the renewal.
40:53I saw there was a tutorial video online, obviously, in terms of getting your vehicle's registration and so on, I think the certificate.
41:04But there were also guidelines as to how to go about renewing your DP and so on.
41:09And I think they're going to be rolling out certain things as time goes on.
41:14So I believe if he takes a look at that particular video, and I guess you have to peruse the website too.
41:21And as you said, ask some questions to the relevant personnel if you're not sure.
41:26Yes.
41:26And they kind of walk you through, and basically it takes about five minutes, they said, in an instance, to do a particular transaction.
41:34I think, I can't remember if it was, you know, getting a certificate for your vehicle or whatever it might be.
41:40Right.
41:40But it certainly, it's very straightforward, and it walks you through these steps.

45:05Yes. Earlier, we congratulated, or we wished well for those students who participated in the SEA.
45:16Next week, school will be closed.
45:20Easter.
45:21The week after that, school will be closed.
45:23It means to say now that there will exist an increased level of responsibility
45:35for guardians, parents, and, you know, persons who would generally look after children.
45:42And we need to take that responsibility with a high level of seriousness.
45:47For those who would be looking at camps and other areas that might be closely related,
45:55please ensure that they are reputable.
45:58Do some homework so that when you send your kids there,
46:03you can rest assured that they are exposed to what children are supposed to be exposed to.
46:10And they are within an environment that is conducive to children.
46:14We take these things for granted, Mark, and oftentimes we are seeing where our children are ending up
46:24being exposed to things that tend to skew the way they view society and societal norms.
46:33And they go down a road, and we wonder later down the road, why have they gone in this direction?
46:38So, the Tron Tobago Police Service, we are urging members of the public,
46:43please, please take up that level of responsibility with a high level of seriousness.
46:48Yeah, that's important because, you know, as you said,
46:50the safety of children in an environment where they feel comfortable
46:54with persons that they might be meeting for the first time,
46:58dependent on the camp they might be going for the first time,
47:02or to even school lessons, teachers, and other persons, adults.
47:08Yes.
47:08And as you said, you have to know the environment of where,
47:11of what your child is going to be part of for that two-week period.
47:15Of course.
47:15Or how many hours per day that they're going to be spending.
47:19Do your homework.
47:20Yes, you have to do your homework.
47:23Yes, we need to do your homework.
47:24That is extremely important, and we might laugh about it,
47:26but it's extremely serious.
47:28Extremely important.
47:29Yes, indeed.
47:29You know, the safety of our children, you know, and their future, you know,
47:34is extremely important, and we urge parents, as ASP Pitt said,
47:39to be extremely mindful, cautious, situational awareness even.
47:44That's right.
