02:29Welcome to Beyond the Tape.
02:35I'm your host, Mark Busson.
02:36Welcome to our viewers across Trinidad and Tobago.
02:39Of course, our international viewers and our brothers and sisters in the isles of Grenada.
02:44It's Monday.
02:45And of course, you know, over the last 24 to 48 hours, some really sad news.
02:50Our women have been under attack.
02:52We first had a horrific homicide in the Montrose area where a woman was shot in the head and thrown out of the vehicle.
03:01She was later identified as Avenel Abraham from the Lange Park area.
03:07And then we had a double homicide this morning, including a woman and a husband, both shot and killed in the Penal Rock Road area, Rafiq and Babita Vialva.
03:19So, certainly, that would have pushed the homicide to about 326 for the year around that figure.
03:26Of course, today with us is none other than Captain Rambarat.
03:31How are you from the Hunter, Search and Rescue team?
03:34I'm fine, Mark.
03:36Yeah, I am too.
03:37I, as well, I am shocked at the, you know, the murder of our women on the streets and in their homes.
03:44And over the last three weeks, we've had three women being murdered by, being shot.
03:53And that is including, I think we dealt with Daria, Dariana, Dariana Boss or Darie Boss or something like that.
04:01And then these two horrific murders.
04:05And we are also dealing with a case down in 0.14.
04:11But before I come to that, I think, you know, the crime against women, while one may be gang-related,
04:21the other two, I think, is time we know the police have gotten a handle on gang-related activities
04:28and that type of violent crime.
04:32But there needs to be more action or focus on the other types of crime, violent crime,
04:39and the motive behind it.
04:41And we've seen, you know, sometimes it's a crime of passion,
04:45or it may be, you know, a crime involving people's property and inheritance,
04:50because that is cropping up a lot, right?
04:53With respect to the case in Moruga, Babita and Rafik, they are woodcutters.
05:02Penal.
05:03Yeah, woodcutters.
05:04Penal Rock Road, just closer to the Moruga end.
05:07They are woodcutters and they work very hard.
05:10And my information is that, you know, the motive may have stretched from quite beach
05:16and stretched its long arms down into Penal Rock Road there.
05:22So we await further information on this case.
05:26But Mark, our team...
05:28Seems to be the house here.
05:29Yeah, this is the house here.
05:30Penal Rock Road.
05:30And the woodcutters, you know, they use heavy machinery.
05:34They seem to be, you know, they are hard workers.
05:37They are known to friends of mine.
05:39And they are building, you know, they are building their home, a nice home, growing a family.
05:48And, you know, it's sad that this young couple had to be gunned down early this morning at 6.15 a.m.
05:57And they are well-known persons.
06:00And I'm sure the investigators will get a hold of it.
06:05And by tomorrow, you know, we will see more information coming into the public domain
06:09with respect to this double homicide.
06:13Mark, and then we are dealing with a case of a woman.
06:16Her name is Linda Bowler.
06:18When I left the program last Monday, her name came up as missing.
06:22And what happened is unfortunate, rather unfortunate.
06:28She went missing on the 1st of November.
06:31This case did not come to our attention until the 6th of November.
06:37And what happened is that Linda has a 9-year-old son.
06:41And she stayed there.
06:42She was a stay-at-home mom.
06:44Her father works.
06:45She's a single parent.
06:47And she stayed home to look after the son, even though he began going to school at age 5.
06:53And then the father retired, so she decided that it was time to get out and work.
06:58And she started working at a place unknown just six days prior to her going missing.
07:04She started the Monday.
07:06She left home at 6 in the morning and came back at 6 in the evening
07:10and would just go and see about her son, home lessons, normal stuff,
07:15and get to bed early to pick up work early the next morning.
07:20And she did that for one week.
07:21And on the Saturday that she went missing, she left.
07:25She stayed home and left at 6 p.m. that evening.
07:28And so, unfortunately, she never got to communicate with her parents
07:33or her sister or two brothers or father, where she was actually working.
07:39We don't know if it was in the Point 14 area.
07:42And that prompted us immediately to put out a flyer there.
07:45And I still want this flyer, those of you who are looking on from, you know, Point 14 and Environs.
07:53If it is that you may have Linda in here employed, like, from around the 23rd of October to the 31st of October,
08:01please call us at 799-1453.
08:03The authorities would like to know her employer and we'll pass on the information if you call us.
08:10And also, I had to do an interview with the family, Mark, to just to bring Trinidad and Tobago up to scratch
08:19because we did spend some time in the field looking for her and I'll come to that shortly.
08:25Right.
08:26I don't know if the producer has the interview, if she's showing it.
08:30Yes. Okay. So, here you are.
08:32But we did spend Tuesday, Friday, Saturday, Sunday in the field looking for her down in that area.
08:38The area is John Charles, Trace, and Parrylands in Point 14.
08:44And we were searching all those oil fuel roads and dams in the area.
08:49It's, you know, actually hundreds of oil fuel roads and inactive well roads.
08:55We had to be searching and abandoned properties in an effort to locate Linda Baboulas.
09:02So, we still are feeling to persons out there in the Point 14 area.
09:05If you know or have information about Linda, please call the Guapo Police Station or call us at 799-1453.
09:15But, Mark, this is a case of a woman and we keep our fingers crossed on this one.
09:22Yeah, it's certainly concerning, you know, and we hope for that.
09:25If you have any information, of course, contact the Hunter Search and Rescue Team 799-1453.
09:31Of course, you can also contact the police at 999 or 800-TIPS.
09:37If you have any information about the whereabouts of Ms. Bula after she went missing on the 1st of November, you said, yes?
09:46Yeah, the 1st of November.
09:47Right.
09:48All right, we just wanted to bring you up to speed with some breaking news, of course.
09:52The prisoner that would have escaped, Jamal Joseph, has been recaptured by the police.
09:59That's all the details we have at this point in time.
10:02So, I know that he would have escaped a couple days ago and he is now back in police custody.
10:11I think he escaped from Carrera.
10:13Yes, Carrera prison.
10:16So, he's back in police custody now.
10:19Of course, good news there, of course.
10:21It would be interesting to know if he swam from Carrera to mainland Trinidad, because very few have done it.
10:29I think only one person in the history of Carrera prison has been able to swim across that area, from Carrera to Shagara.
10:39Indeed, it's a little way off.
10:42And, of course, maybe he had some help.
10:43Somebody was waiting with a boat nearby and came and got in.
10:47So, I guess the police will continue their investigations into that.
10:51And, so, we're going to move on to an accident that occurred on the southbound lane of the Sir Solomon Hoechoy Highway.
11:01I believe, I believe, in the early hours of Saturday morning, near the Kasparilo area, in which we understand the passenger of that vehicle,
11:12or in the Prado, in the Prado, succumbed to the injuries, was identified as Chuan Ramlogan of Williamsville.
11:25We cannot emphasize enough the speed or what might have been the factors, of course, somebody would have been driving at a particular speed and perhaps would have struck the other vehicle.
11:39I don't know which is which, but rather unfortunate that a lady has lost her life in another road traffic accident, Captain.
11:48Yeah, and condolence to the family.
11:50So, on Saturday morning, while I was watching this video in particular, there was an ongoing conversation between the two men, whether to, you know, to move her or not to move her.
12:02And we'd advise that when you get persons in that position, that you leave them alone and allow the paramedics, those who are trained, to handle.
12:12Because you could have seen from her posture and the fact that she's lying on her back, that she would have sustained serious injury and sometimes interfering with them,
12:25you could cause further injury to the person.
12:30So, it's best the paramedics come, they will have to put on a neck brace, they will have to secure them properly to a stretcher to ensure that, you know,
12:38no further damage is done to the vertebrae and other fragile parts of the skeleton.
12:44Yeah, we were as wonderful persons, especially at that hour of the morning, especially, you know, speed is not your best friend.
12:51And, of course, somebody can be going their merry way, trying to go home or go to work, as the case may be,
12:58and somebody else is speeding on your roadways and might have struck or strike your vehicle.
13:04And, in so doing, you know, they might escape without injury and then you are injured or worse.
13:10Yeah.
13:10And, Mark, we've been running on our page for the past three mornings.
13:14Friday morning, there was an early morning accident and we picked up a couple on Saturday and then yesterday morning as well we picked up.
13:23So, this, this, the tendency for these early morning accidents, please be careful on the roads at that hour of the morning.
13:35You know, we talk about, we don't know what's the situation, but we could think of some of the causes, alcohol consumption, speeding,
13:44not being able to have a proper rest, and you could sleep away at the steering and cause the feet to hit the accelerator.
13:54But we want you to be careful because we're seeing a pattern where there are early morning accidents on our nation's roads.
14:04And it's pretty common around this time of the year.
14:07Yeah.
14:08So, please exercise extreme caution on the nation's roads, especially in those wee hours of the morning if you're coming and going from a particular location.
14:17All right.
14:17It's day 123 of the state of emergency.
14:22We want to bring you up to speed with some of those figures.
14:25Number of operations, 8,991.
14:27Target prior to offenders, 2,972.
14:31Searches conducted, 59,973.
14:34Traffic operations, 6,316.
14:38Total persons arrested, 3,928.
14:42Total persons charged, 2,305.
14:46Traffic offenses detected, 35,053.
14:50Firearms recovered to date, total 214.
14:54Ammunition recovered to date, total 2,744 rounds.
14:59Dangerous drugs seized, again in the red, they're going up.
15:02799,538.68 grams of cannabis.
15:0710,086.54 grams of cocaine.
15:11Estacy and Molly, the amongst, remain the same, Captain.
15:16Yeah.
15:16And very good work by the Trinidad and Tobago Police Service.
15:19And we're seeing the results of the state of emergency.
15:24And when we look at the number of murders, there's a correlation between that which is printed on the board, which shows the results of the SOE.
15:33And we could say well done to the officers in this regard.
15:37But as I pointed out at the start of the program, the organization has to be dynamic.
15:44It has to move with the flow of what's going on currently.
15:48And therefore, we're seeing different types of murders.
15:51And, you know, like crimes of fashion, they probably have money for the moment.
15:56I don't know if it's a police strategy to deal with it.
15:59But, you know, they probably have the answers and the response to dealing with this type of, you know, spike with respect to other types of murders.
16:08Well, we also see, too, as the traffic offenses continue to go up.
16:13And I think it was 34,000-odd and a couple hundred on Friday.
16:19It's now just over 35,000 traffic offenses detected, 35,053 to be exact.
16:26So then it all speaks, and we're talking about road safety and so on.
16:30There would be a correlation between not having your vehicle in proper working condition and accidents and other accident-related issues on the roadways.
16:41And therefore, we ask you, you know, to pay attention to your vehicle, have it inspected, check your tires.
16:48It's a machine that needs maintenance.
16:52And if not properly handled, it could cause damage not only to yourself but to other innocent road users.
17:00Yes, indeed.
17:01All right, let's take a quick look now at our headlines.
17:04Let's take a quick look now at our headlines.
17:34Some of the headlines over the last 24 hours.
17:36We're going to take a short break, and when we come back, we'll have more.
17:38Stay with us.
17:40All right, guys.
17:41Today, we're going to start a new topic, and that topic is entitled...
17:44There is no way I could teach in all that noise, and there is definitely no way we children could learn in that noise of violence.
18:05They deserve more.
18:06They deserve more.
18:07That fear, that anxiety.
18:11We have to have our classrooms filled with joy, laughter, and hope, not fear.
18:17That is why I support the TCPS School-Orienting Policing Initiative.
18:23This is not just about law enforcement.
18:26It's about building trust.
18:29Parents, teachers, students, and officers all coming together to provide a safe space where young minds can flourish.
18:39If we all stand side by side, we can protect our children, keep them safe, and they can have a space to learn without anxiety and fear.
18:53I am ready to partner with the TCPS in fostering safe, respectful, and empowered schools across Trinidad and Tobago.
19:04It's not a simple task.
19:06We need parents, students, teachers, and communities to get involved.
19:12It's time to get on board.
19:15Securing our schools.
19:17Securing our future.
19:19I was in it for more than five years, and if I did not think it was adequate, I would not have recommended it to my daughter.
19:28She has been complaining about little bits of pains, and I tell her, I say, look, try the Omega XL.
19:33And it has been working for her, which I'm really, really glad about.
19:37Craig, the science of stronger hair.

20:08Many women feel forced to choose between safety and survival.
20:12Financial dependence is a powerful chain keeping victims in abusive homes.
20:18From controlling access to money, to sabotaging careers, economic abuse is a silent, devastating form of control.
20:26This October, recognize that financial empowerment is a critical step towards safety and freedom for survivors.

21:17Straight Off The Bat, Mondays at 8.30 p.m. on TV6.
21:21Brought to you by the Bankers Association of Trinidad and Tobago.
21:26Welcome back to Be On The Tape.
21:34I'm your host, Mark Musan, of course, joined today by Captain Valence Ramarat of the Hunters, Search and Rescue Team.
21:39And I know he's going to give us an update of persons missing for the month of November.
21:43Thank you, Mark.
21:44And, you know, I was unhappy with what happened with August.
21:49When we rounded up August, we had 15 missing.
21:54I was able to say in the first week of November that we would have sent that down to 15.
21:59And I'm pleased to report that to date we've now sent that we just have seven outstanding for August.
22:07It was bothering me.
22:08And the seven we have outstanding, the vast majority are those children who would have, you know, escaped from the jurisdiction of the children's authority.
22:20And, you know, I just wanted to say to them and to those out there who may know where they are to please try and understand that these are children.
22:30They have special programs going on at their respective schools and they need to re-enter those programs and continue so that, you know, they could be rehabilitated.
22:43There is reform taking place.
22:46And at the end of the day, we could produce, you know, a great 18-year-old boy or girl.
22:51So, I just wanted to touch on that.
22:54And then for November, we've had 22 reports, Mark.
22:59And that's a little above the average of one per day.
23:02But we've been doing well for November.
23:04We still have four outstanding.
23:07And out of the four, two are related to the jurisdiction of the Children's Authority.
23:13But Linda Bola is still outstanding.
23:16We dealt with Linda early in the program.
23:18But I want to appeal to the taxi drivers during the break.
23:22I was just thinking, you know, we need to appeal to the taxi drivers between the villages of Gonzales, first of Aguapo, Gonzales, Point 14,
23:34and even I want to extend it to the Santa Flora district.
23:39So, we know for a fact that she walked out at 6 p.m. on Saturday, the 1st of November,
23:45and she would have had to get a taxi probably to go to collect her pay where she worked.
23:51And so, if amongst the taxi drivers, you all could hold a discussion about Linda Bola and see, you know,
23:59what would have happened in terms of her being transported, that will help us greatly.
24:05So, Linda is still outstanding.
24:06And then, if you have information, call the Guapo Police Station or 800-TIPS-999-555
24:12or call us at 799-1453 if you could assist us in locating her.
24:19And then, we have Kevon Williams.
24:22Now, Kevon is Charlieville and his sister is very concerned that she has not seen him for the longest while.
24:30So, I hope by this evening on our way down, we should be able to, you know, get some further information on Kevon Williams.
24:38But if you know where he is, please call us at 799-1453.
24:43Based on the information we have now, we don't believe that harm has come to him,
24:49but there may be a reason for him not wanting to be found at this point in time.
24:55So, if Kevon is hearing us or anybody hearing us who knows Kevon, tell him to shoot us a call.
25:00We just want to know that he is safe and his sister really, you know, has great concern about him not being able to be located.
25:11So, and then we have this case, Levi Motilano, pre-sal, under the care of the Children's Authority.
25:23And he was let off during the month of November, you know, for you to give them a month home.
25:29Just try to reintegrate them with the home to see what kind of response they get, you know, with the family.
25:36And unfortunately, he left.
25:39So, I want to appeal to the folks in the Freedom Street area in Enterprise.
25:48Yeah, Freedom Street in Enterprise.
25:52Levi is in that area.
25:55And he's interacting with some young boys in that area.
25:59And we know that for a fact.
26:04And he was seen in the area up to last night.
26:09And we're asking those folks in Enterprise, if you see Levi Motilano,
26:15please contact the Chagornos Police Station or the Londonville Police Force or give us a call
26:22and we'll get the police to go and get Levi Motilano.
26:26He is supposed to be doing a special program and he left.
26:31And he's not in good company at this point in time.
26:35And then we have, from the Children's Authority again, we have Christina Tyson.
26:42She was last seen in the Sawa area.
26:44So, folks, if you know about Christina, you could call the Authority at toll free number at 996 or 799-1453
26:55or just get to the nearest police station so that we could locate her and get her back to doing her special programs at school.
27:05So, that's it, Mark, for November.
27:08All right.
27:09So, as you said, hopefully anybody with information about those persons that we just highlighted,
27:14contact the Hunter, Search and Rescue at 799-1453
27:18or the police at 999 or 800 tips or the Children's Authority at 996.
27:25All right.
27:26So, earlier this afternoon, the police would have obviously had their passing out parade at the St. James Parox.
27:36And here we have Commissioner of Police, Alistair Guevara, joining the ceremony here,
27:43being greeted by other senior officers of the Trinidad and Tobago Police Service.
27:49Of course, you know, it's an added compliment to the police service over the next couple of months.
27:58And I know that we have Homeland Security Minister, Mr. Roger Alexander,
28:03also coming to be part of the passing out parade that started just around 4 o'clock this afternoon.
28:10And I suppose it'll probably be concluding in a short time.
28:16But welcoming news for the Trinidad and Tobago Police Service.
28:20Some more recruits there passing out and will be added to the Trinidad and Tobago Police Service.
28:26I know that one of the things that the government had indicated during the budget
28:31was that, you know, they were having more SRPs added to the Trinidad and Tobago Police Service
28:36as well as the promise of at least getting more recruits into the Trinidad and Tobago Police Service
28:43and they're passing out there.
28:44So we want to congratulate those recruits who are now part of the Trinidad and Tobago Police Service.
28:50Yeah, and it does well for the manpower requirements of the Trinidad and Tobago Police Service.
28:54These are rights and ceremonies of any service and I'm sure the Minister of Homeland Security
29:03attending this function would have remembered the day he started
29:08and the day he would have remembered his passing out parade.
29:12So, yeah, they look well, decked off and nice and I know it's a big thing in the police service.
29:17But getting down to the details, the additional manpower is required because manpower issues.
29:27I know that that was an issue in the past and you're correct, it was dealt with in the budget
29:30in terms of how they're going to find additional manpower.
29:34So it is required and it is being done and hopefully we'll have, you know,
29:40manpower and manpower up to strength to get the job done.
29:47All right, and on that note, we're going to take a short break
29:50and when we come back, we'll have more.
29:51Stay with us.

32:05Welcome back to Beyond the Tape.
32:16I'm your host, Mark Wasan, of course,
32:17joined today by Captain Valence Rambarat
32:19of the Hunters Search and Rescue Team.
32:22Guess what?
32:23Our favorite segment,
32:25Voice of the People in Prince of Stang.
32:26Let's go.
32:27This theater emergency, and have you seen a reduction in crime
32:50in your area?
32:53Yes, I see a reduction in crime.
32:57We haven't heard anything about crime for a while now.
33:00Killing and stuff like that, you know.
33:02There is a reduction where I live.
33:05You think there has been a serious reduction
33:07and overall serious crime
33:10since the state emergency started?
33:12Overall, well, not really,
33:14because the day in between, you know?
33:17What could be done more to the terapious person
33:21some committing crimes like home invasion?
33:26Well, I think this is to bring a curfew.
33:29That, you know, people cannot come out certain times,
33:31only give, like, how it was for the COVID.
33:33Like, when they had the hospitals
33:36and, like, the doctors and the nurses and them,
33:38only they could have a pass.
33:40But, like, from 6 or 7 o'clock,
33:42the prime minister should give a...
33:45At time, like, 6 o'clock, you know,
33:47you cannot come out.
33:48So people wouldn't come out
33:50with a car to steal and kill and, you know, like that.
33:52Yeah.
33:53So what do you think people could do
33:55who are in their homes
33:56to protect themselves
33:58from cases like home invasions,
34:00like what you just talked about?
34:01Well, they could lock their place
34:03and, you know, they could have their little gun
34:04and whatever, who have license, gun, and...
34:07Not to kill anybody,
34:08but, like, the frightening people out.
34:10Right, so...
34:10And business people especially,
34:12they need a license gun.
34:13Exactly.
34:14Interesting that you raised that question.
34:16You know, you're afraid about
34:17the standing aground legislation, right?
34:19Mm-hmm.
34:20You know what that is, right?
34:21What is that?
34:22All right, the standing aground legislation
34:23that they intend to bring to Trinidad's parliament soon
34:26is basically to do the same thing
34:29when you're in your house
34:30and there's a home invasion,
34:31to defend yourself.
34:33against intruders.
34:34Well, we have to have some kind of weapon,
34:36or some kind of thing to defend to a woman.
34:38Sometimes we live alone, you know?
34:40Women live with the children alone all the time.
34:47Voice of the people there,
34:49the lady from Princess Tong,
34:52the vendor on the streets,
34:53giving her opinion about, you know,
34:55the standing aground legislation
34:56and this will issue with home invasions and so on.
35:00Yeah, Mark, and I think she made a good point there
35:03when she said that, you know,
35:04single parent and children in a home,
35:08they basically defend, defenseless,
35:11and they may not have anything to protect themselves.
35:14And she's making the point that, you know,
35:16they need something to protect themselves.
35:19But in terms of the crime,
35:21she says she's sensing a reduction in crime.
35:24And I think people throughout the country,
35:28you know, they're picking up that violent type of crime
35:32where you had three and four homicides,
35:35murders, triple murders, and quadruple murders,
35:39that that is down.
35:41And so, and then she, you know,
35:43made a suggestion about curfew,
35:46that everybody must stop doing what they're doing
35:48at a particular time.
35:50And so the perpetrators would not have a reason
35:54to be out there,
35:55and then people would be safe in their homes.
35:58It's workable,
36:02but there is the commercial side of it,
36:05the business side of it,
36:06the fact that, you know,
36:07economics rule 24-7,
36:11and therefore it will put a hole on economic activity
36:14and people's lives and livelihood,
36:16and that ability to earn income.
36:20And, yeah, she spoke about the home invasion,
36:23and I like the point there,
36:24I didn't think about that,
36:25that in the standing-of-ground legislation,
36:29and what could a single mother
36:31with three, four children,
36:33young children in a home do
36:34to protect themselves?
36:36I know the legislation is about,
36:38you know,
36:39whatsoever you do to protect yourself,
36:42at least you'll be covered
36:43once the intention of defending yourself
36:47is correct.
36:49Yeah, you're right.
36:51And I guess, too, you know,
36:52there's, I mean,
36:53it's a legislation
36:54that a lot of people are speaking about,
36:57and I think even for those persons
36:59who've never handled a firearm,
37:03and they want to be in line
37:04because they have a property,
37:06I guess,
37:07certain protocols must be observed,
37:09and you have to be able,
37:10you know,
37:11you have to be trained properly,
37:12so you don't just go
37:14willy-nilly use your gun
37:15if, you know,
37:16somebody comes,
37:17just,
37:18let's just say somebody
37:18just picks a mango
37:20from your property
37:22and runs.
37:23Should you use?
37:24You know,
37:24what type of force you should use
37:26or what you should do
37:27to think it.
37:28And there's another issue, Mark,
37:29I would like to raise it now.
37:31Let's just take a gun,
37:34a shotgun was,
37:35you're in the possession
37:36of a legal shotgun
37:38for the purposes of hunting.
37:40So you're not a guard now,
37:41you do issue shotguns
37:44for the purpose of hunting,
37:46and you're required
37:47to keep that at home,
37:49and let's say you use that
37:50to defend your family,
37:52there are some,
37:53you know,
37:54tricky areas
37:54and maybe some gray areas
37:57in there,
37:58and therefore,
37:59the onus would be on you
38:01as the user of the firearm
38:03to provide the evidence
38:05to show that you would have used
38:08that shotgun provided to you
38:10for the sole purpose of hunting
38:12to defend your family
38:14and yourself.
38:14So there,
38:15I would agree
38:16that there are areas,
38:17and therefore,
38:18you know,
38:19the stand your ground
38:20legislation,
38:22is needed
38:23if only to,
38:24you know,
38:25clear up some of these gray areas.
38:27But as I say,
38:29everything in law is really
38:30what is your intention,
38:32right?
38:32So you come to harm my family
38:34or you approach me
38:36with a shotgun,
38:37maybe I could use it.
38:39But as I said,
38:40if you're stealing my mangoes,
38:42maybe not.
38:44Yeah,
38:44and as you said,
38:45you know,
38:45when the legislation is drafted
38:47and brought to Parliament,
38:48of course,
38:48there will be a debate about it.
38:50There will be certain things
38:51that will have to be examined
38:53with a fine-tooth comb,
38:54you know,
38:54the legislation,
38:56you know,
38:56the attorney general
38:56will be looking over
38:57that document
38:58and so on before
38:59and then it's brought
39:01to Parliament for debate
39:02and of course,
39:03we have to wait and see
39:04what that document
39:05will look like.
39:07And as you said,
39:08it is a really interesting point.
39:09If you have a shotgun
39:10that you own
39:11and should somebody
39:13come into your property
39:14and threaten you
39:15or your family's life,
39:17you should be,
39:18I guess,
39:18entitled to use that
39:19to defend yourself as well.
39:20So, yeah,
39:21farmers, for instance,
39:22Mark,
39:23they are granted shotguns
39:24for the eradication
39:26of pests
39:27on their plantations
39:28and, you know,
39:30they will also come
39:31into this grey area as well.
39:34All right.
39:35Yep.
39:35All right.
39:36So,
39:36we just want to bring you
39:37up to speed
39:38with a couple of announcements
39:40with the Trinidad
39:41and Tobago Police Service
39:42town meetings.
39:44Yes,
39:45come Wednesday,
39:4619th of November
39:47at 6 p.m.,
39:49Portis Payne Division
39:50Town Meeting Woodbrook
39:52at the Holiness Revival Ministries
39:54in Woodbrook
39:55from 6 p.m.
39:57So,
39:57if you have any concerns,
39:58any questions,
39:59anything that you'd like
40:00to talk to the police officers about,
40:03this is your time,
40:04this is your opportunity
40:05to come out
40:06and let your voices be heard
40:08so that they can ensure
40:10that your communities
40:11are a much safer one.
40:15Then,
40:15we also have one
40:17also in the Portis Payne area,
40:19again,
40:19Portis Payne Division
40:20the day later
40:21on Thursday,
40:2220th of November
40:24in the St. Clair area,
40:26St. Clair Police Station,
40:27and that town meeting
40:28will be held
40:29at the Queen's Royal College
40:31Auditorium
40:32from 6 p.m.
40:34Same thing.
40:35If you have any questions,
40:36if you have any concerns,
40:38anything that you think
40:38that the police need
40:40to know about
40:40to make your community
40:42a safer one,
40:43there will be the place
40:45that you can share that,
40:46you can articulate
40:47to the officers
40:49your concerns,
40:51your suggestions,
40:53or anything of the sort.
40:55Yeah,
40:55and these communities,
40:56both St. Clair and Woodbrook,
40:58they're well-organized communities.
40:59I read about their concerns
41:01in the newspaper a lot,
41:03and therefore,
41:03this is the opportunity
41:04for both areas
41:06to come out
41:07and share your concerns
41:08with the police officers
41:10who are in charge
41:11of your district,
41:12and, you know,
41:14you may have issues
41:15with noise pollution,
41:17the prevalence of bars
41:19in the area,
41:20traffic,
41:21and all sorts of issues.
41:23Bring it to the attention
41:24of the officers.
41:25I've been to a couple
41:27of these town meetings,
41:28and they're very informative
41:30and they're able
41:30to share data with you
41:32with respect to
41:33what they're doing
41:33in the district
41:34with respect
41:35to a number of areas.
41:37Well, I imagine
41:37the one in Woodbrook area
41:38is going to be very interesting,
41:40and of course,
41:40we know there's a number
41:41of bars and so on
41:42in that area,
41:43in the Arapeta area,
41:44but I guess
41:45with the legislation
41:46coming on board soon,
41:47you know,
41:48it's pollution and so on,
41:49we looked on a way
41:50to see what restrictions
41:51will be, you know,
41:54implemented in that build
41:57and see how it will affect,
41:58you know,
41:58business owners
41:59as the case may be,
42:00because I know
42:00for quite a long time,
42:02residents of that area
42:04have complained
42:05about the noise levels
42:06and so on
42:07in that area.
42:09Yeah, but, you know,
42:10the answers lie
42:11internationally
42:11and, you know,
42:12you have famous
42:13broad walks
42:14and places
42:15like South Park
42:16and South Beach
42:18in Miami
42:19where, you know,
42:19you could reduce
42:20the noise level
42:21and still enjoy
42:22the atmosphere,
42:24the ambience,
42:25but there are other
42:25issues there
42:26in Woodbrook.
42:27I know there was
42:28persons concerned
42:30with urinating
42:31on their walls
42:32and all that type of thing.
42:34So, you know,
42:35I think it's important
42:36that you attend
42:37these meetings
42:38and there are solutions
42:39worldwide
42:40and go to the meetings
42:42with the solutions.
42:44Yes, I agree 100%.
42:45There's also
42:46indiscriminate parking.
42:47Sometimes people park
42:47and block your gates.
42:48That's another one.
42:49The officer was telling me
42:51that just the irony
42:52of it is that
42:53a guy parked
42:55in front of his own gate
42:57and he was wrecked.
42:58Yes.
42:59He must have been.
43:00He did.
43:01He was telling me
43:01that O.E. Russell
43:03was telling me
43:04about this guy
43:04and he called me
43:05but he felt
43:05very sorry for the guy
43:07but there was nothing
43:08he could do
43:09at that point in time.
43:10Nothing he could do.
43:10But he might have been
43:11furious.
43:11Yeah, he had to pay
43:12the ticket.
43:12Yeah.
43:14Unfortunate.
43:15All right,
43:15we're going to take
43:15a short break
43:16and when we come back
43:17we'll take some
43:17of your calls.
43:18Stay with us.
43:19As parents and teachers
43:21we came together
43:22to establish
43:22the National Council
43:24of Parent Teacher Association
43:25because we firmly believe
43:27that there is
43:28greater strength
43:29in unity.
43:30Today our schools
43:31face real challenges
43:33bullying,
43:34violence
43:35and fear.
43:37No parent
43:37should send a child
43:38to school
43:39and wonder
43:40if they will be safe.
43:42No teacher
43:42should walk
43:43into a classroom
43:44afraid of losing control.
43:46That's why
43:47we welcome
43:48the Trinidad
43:49and Tobago
43:50police service
43:50into our schools.
43:53They bring expertise.
43:55They bring skill
43:55and most importantly
43:57they bring the reassurance
43:58that learning
43:59can happen
44:00in peace.
44:01We believe
44:02in unity.
44:03Now we are stronger.
44:05We are on board
44:06with the police.
44:08The school-oriented
44:09policing initiative
44:10securing our schools
44:12securing our future.

46:24Captain Valance
46:25Ramarat of the
46:26Hunter's Search
46:27Rescue Team.
46:28Just want to
46:28remind you of
46:29your numbers
46:29to call
46:29623-1711
46:32extensions,
46:331996 and
46:351997.
46:36While we wait
46:36for your calls,
46:37we're going to
46:38discuss a very
46:39interesting story
46:40here from the
46:41Trinidad Express
46:42today.
46:4414-year-old
46:45thief marched
46:46to the police
46:47station by his
46:48mother.
46:49So it appears
46:49that a 22-year-old
46:51woman was robbed
46:52at Cutlass Point
46:53on Saturday
46:54night in
46:55South Oropoach
46:56by a teenage
46:57boy who was
46:59forced to
46:59surrender to
47:00the police.
47:01According to
47:01the police,
47:02the victim was
47:02walking along
47:03government school
47:03tracer around
47:048.30pm when
47:06she was confronted
47:06by the boy who
47:07announced the
47:07hold-up.
47:08The teen
47:08allegedly grabbed
47:09the woman's
47:10hand and stole
47:10her Apple
47:11iPhone 13,
47:13valued at
47:13$2,800,
47:14before fleeing.
47:15The victim
47:15reported the
47:16incident to the
47:17Oropoach
47:17police station.
47:18Police said
47:19the suspect
47:19later arrived at
47:20the station
47:21accompanied by
47:22his mother
47:22and surrendered
47:24himself to
47:24officers.
47:27Well done,
47:27Mom.
47:28Well done.
47:28Well done,
47:29Mom.
47:29And Mark,
47:30I've worked
47:30with these
47:31types of
47:32students.
47:33And you
47:33see, when
47:35the police
47:37and schools
47:38initiative came
47:39up, I
47:40supported it.
47:41I supported
47:41it because we
47:43know lately
47:44in the education
47:45system the
47:46type of young
47:47men and women
47:48we were dealing
47:49with, right?
47:49And so
47:51what the
47:52mother must
47:53be commended
47:55for doing
47:57the right
47:57thing and
47:57taking her
47:58son to the
47:58police station
47:59and I know
48:00charges will
48:01follow.
48:01But apart
48:02from charges
48:03being followed,
48:04what the
48:05initiative does
48:06is that it
48:07gives that
48:09young man an
48:09opportunity to
48:11change his
48:11behavior because
48:12that's what
48:13education is
48:14about.
48:15Education is
48:16about changing
48:17behaviors and
48:19you go and
48:20you go into
48:20a setting
48:21where you
48:22have good
48:22instructors,
48:23good persons
48:24around you,
48:25persons who
48:25understand
48:26psychology and
48:28who could help
48:30this young man
48:31change his way
48:33of thinking
48:33and understand
48:35that he must
48:36feed at the
48:37trough of
48:37education in
48:38order to make
48:39progress and to
48:40make good use
48:40of schooling and
48:42go to school
48:43and learn.
48:44But I support
48:45stopping these
48:46things right
48:47there in the
48:47trough and
48:48putting them in
48:49an area where
48:50their behaviors
48:52could be changed.
48:53Well, we
48:53hope that other
48:54parents will
48:55follow and not
48:56support and
48:57deny the fact.
48:58Especially if the
48:58son or daughter
49:00is involved in
49:00some alleged
49:01illicit activity
49:02that the right
49:04thing to do is
49:05to march them
49:06to the police
49:07station.
49:07If they're caught
49:08in the act
49:08or they did
49:09something or
49:09they brought
49:10something home
49:10that is rather
49:11expensive and
49:12they're not able
49:13to account for
49:14it in some
49:14measure and I
49:15think that is
49:15what his mother
49:16would have seen
49:17this iPhone and
49:17say, where did
49:19you get this
49:19iPhone?
49:20Yeah, and then
49:20to commit a
49:21robbery using
49:22a cutlass.
49:23That's a major
49:24charge and then
49:25the value of
49:26the property
49:27is an iPhone
49:29is valuable and
49:30therefore, you
49:31know, I know
49:32that she did
49:34the right thing
49:35and if we could
49:35have more parents
49:36you know, just
49:37face in the
49:38reality that
49:39at some point
49:40in time you
49:40have to give
49:41up the struggle
49:42with your child
49:42and allow the
49:44professionals to
49:45handle it to
49:46see if they
49:47could change
49:47the child's
49:48behaviour so
49:49they could go
49:50on to become
49:50a more productive
49:52citizen because
49:53that is what
49:54the system has
49:55in it.
49:56It has a lot
49:57of student
49:58support programs
50:00that could, you
50:01know, help
50:01these children
50:02to go on
50:03the right track.
50:04That is why I
50:04myself will put
50:06in the extra
50:06effort to go
50:07and locate
50:07these young
50:08children who
50:09go missing
50:09here and
50:10there and
50:10so, you
50:11know, to at
50:12least get them
50:12back into their
50:13programs.
50:14I will do
50:15that.
50:15Right, certainly
50:16and when we
50:17raise our hats
50:17of course, we
50:18also want to
50:19raise our hats
50:19to a 68-year-old
50:22grandfather who
50:24disarmed a 22-year-old
50:26suspect at his
50:27St. Joseph home.
50:29This guy came
50:30into the
50:31grandfather's
50:32home at
50:32Hillsdale Crescent
50:34on Sunday
50:35afternoon,
50:36yesterday
50:36afternoon,
50:37and the
50:39victim contacted
50:40police around
50:401 o'clock after
50:42an attempt to
50:42rob you at the
50:43residence.
50:44According to
50:44him, the
50:44suspect later
50:45identified as a
50:4622-year-old,
50:47entered his
50:47home through the
50:48front door around
50:4912.45 p.m.,
50:51armed with what
50:52appeared to be a
50:52rifle.
50:54Right, so
50:55apparently in the
50:56ensuing scuffle and
50:57struggle during the
50:59altercation, the
51:00front door was
51:00damaged.
51:00However, the
51:01owner managed to
51:02disarm the
51:03suspect, taking
51:04control of the
51:05firearm and
51:05detaining him until
51:06police officers
51:07arrived from the
51:08St. Joseph police
51:10station and the
51:11North Central
51:12Division task
51:13force who secured
51:14the scene and of
51:16course took the
51:17victim as well as
51:18him to the
51:20hospital for any
51:21injuries and of
51:22course the
51:23suspect was taken
51:25into custody.
51:26Yeah, kudos to the
51:27grandfather and I'm
51:29sure he was alert
51:31and he kept
51:32observing what was
51:33going on because
51:34there are moments
51:35mark if you do
51:37some training when
51:38you could disarm
51:38and the fact that
51:40he would have had
51:40a rifle which is
51:41a long arm, it
51:44is possible, it's
51:46very easy in fact
51:47to disarm but
51:49you've got to be
51:50vigilant, you've got
51:51to be observant and
51:52you've got to know
51:53how to time it and
51:54do it.
51:54And I'm sure
51:55grandfather did
51:56that.
51:56I'm sure he was
51:58an alert gentleman
52:00to have brought
52:01up this but you
52:02know it sends a
52:04message that you
52:05know just having a
52:06gun really doesn't
52:09intimidate someone.
52:11Just having a gun
52:12and the person
52:13would just say oh
52:13you have a gun and
52:14you're ready to give
52:15up everything.
52:16No, no, no, no.
52:17There are smart
52:18people out there who
52:19will be able to
52:20disarm you whether
52:21you have a short
52:22sidearm or a long
52:23rifle.
52:24Indeed.
52:25All right, we
52:26have our first
52:26call online.
52:27Caller, good
52:27evening and welcome
52:28to be on the
52:28table.
52:30Hi, good
52:30evening.
52:31Good evening,
52:31sir.
52:32I want to make a
52:32contribution concerning
52:34road traffic accidents
52:35and one of the
52:37major causes of
52:38road traffic accidents
52:40that we don't ever
52:41talk about is that
52:43after you party
52:44online whole night
52:46you have a high
52:47intake of
52:47carbohydrates,
52:49burgers, fries,
52:51all of that and
52:53it makes you,
52:56what happens in
52:562 or 3 o'clock
52:57in the morning
52:58makes you very
52:59sleepy.
53:00It makes you very
53:01sleepy and a lot
53:03of the road traffic
53:03accidents take place
53:05not just because of
53:06speed and junk in
53:07driving, a lot of
53:09it takes place
53:09because the driver
53:10falls asleep.
53:12If you're leaving
53:12Arapita Avenue
53:13and you're heading
53:15to San Fernando,
53:16you are going to
53:17fall asleep.
53:18I don't know if
53:20one day you could
53:21probably bring a
53:22medical person to
53:23describe what
53:24happens to the
53:24human body after
53:26consuming heavy
53:28carbohydrates after
53:30a line 2, 3 o'clock
53:32in the morning.
53:33It's like a knockout
53:35pill.
53:37It's going to knock
53:38you out and you're
53:39going to lose
53:40control of that
53:40vehicle, you're
53:41going to drop
53:41asleep and it's
53:43going to, it's
53:44very important that
53:45people to know
53:46carry home that
53:47burger.
53:48Consume it when
53:49you reach home.
53:50Don't eat it in
53:52Puerto Spain and
53:53you're going to
53:54San Fernando.
53:56That's my
53:56contribution.
53:57Thanks a lot
53:58Kola.
53:58He raised an
53:59interesting point.
53:59Yeah, he raised
54:00an interesting
54:00point and I
54:01think you know
54:01you could look
54:02at it and it
54:03makes sense
54:04scientifically and
54:06you know
54:07sometimes when
54:08after I'm
54:09finished with
54:10you on the
54:10program I
54:10like to go
54:11send James
54:11and have one
54:12of the
54:12on the streets
54:14roti.
54:15Right.
54:16Which is
54:16filling but it
54:17does make you
54:18sleepy for that
54:20drive down
54:21San Fernando.
54:22So you know
54:23it makes sense
54:23what he's saying
54:24and I think we
54:25could look at it
54:26carefully.
54:27You could look at
54:27it because it
54:28makes a lot of
54:29sense.
54:30Yeah, certainly
54:31I mean as you
54:31said when you have
54:32a heavy meal
54:32you're inclined to
54:34feel sleepy
54:34after.
54:35So thanks a lot
54:37Kola for that
54:37information of
54:38course and
54:39persons who are
54:40listening we are
54:40hopeful that you
54:41know you will
54:42kind of take
54:43heed of that
54:43call if you
54:44are traveling
54:45long distances
54:46or driving
54:47rather late
54:48late in the
54:49night or
54:50early in the
54:50morning you
54:51will take
54:51heed of that
54:51and have that
54:53meal or have
54:54that burger
54:54when you get
54:54home.
54:55Yeah Mark I
54:55just wanted to
54:56add something
54:57to these
54:57accidents.
54:58I saw
55:00Friday morning
55:02Saturday morning
55:03and Sunday
55:04morning these
55:06accidents tend
55:07to occur I
55:08don't know if
55:08you pick it
55:09up around
55:09the Claxton
55:10Bay
55:10Gasparo area
55:11we've been
55:12having a lot
55:13of accidents
55:14in that area
55:14and then you
55:16know the last
55:17time the young
55:18man died
55:19Winston
55:20Williams' son
55:21Arvin
55:21Williams you
55:23know I saw
55:24the Minister
55:25of Transportation
55:26visiting that
55:27site because
55:28the morning
55:29after there
55:29was another
55:30accident.
55:31So while we
55:35examined the
55:35causal factors
55:36for accidents
55:37there could be
55:38also improvements
55:39on the roadway
55:40and I hope
55:42that the authorities
55:43are looking
55:44again at that
55:46taxed and
55:47we always hear
55:48Macaulay flyover
55:49Macaulay flyover
55:50Gasparo and
55:52now we're hearing
55:53about C3
55:54currents.
55:55So you know
55:55there are things
55:56that traffic
55:57management could
55:58also do to
55:59improve the
56:00driving situation
56:01on the roads.
56:01I don't know
56:02what else they
56:03could do but
56:03I'm sure they
56:04could look at
56:05it.
56:05All right
56:06yep you're
56:07right.
56:08So we have a
56:08video to show
56:09you keeping
56:09within the
56:10team of course
56:11of you know
56:12of motocars
56:13and so on
56:14this was
56:15caught on
56:16camera at a
56:17drifting event
56:18in Tobago.
56:22Oh yes
56:23okay so the
56:24video shows
56:25it was at
56:25an event
56:25not related
56:27to anything
56:27automobile like
56:28but actually
56:29a fight
56:30so two
56:33female and
56:34females here
56:35involved in
56:36an altercation
56:37here and
56:38had to be
56:38parted.
56:44So Mark
56:45this event was
56:46called King of
56:46the Hill it
56:47was held in
56:48Belmont Road
56:48in Tobago
56:49yesterday.
56:50right and
56:51a nice event
56:52they actually
56:53they were doing
56:54some drifting
56:54on the road
56:55which means
56:56that they
56:56would have
56:56gotten the
56:57permission of
56:57the authorities
56:58and there
57:00was some
57:00legality to
57:01the drifting
57:02event and
57:03you're looking
57:04at this
57:04that unfolded
57:06a pretty
57:07long fight
57:08with women
57:09and like I
57:10always say
57:11it doesn't
57:12work out well
57:13when these
57:13things occur
57:16because you
57:17know we
57:18always have
57:19to be
57:19role models
57:20sort out
57:21your differences
57:22and your
57:23difficulties
57:23and your
57:24arguments
57:24in a
57:25different
57:26manner
57:26or do
57:27not use
57:28violence
57:29and force
57:30that does
57:31not resolve
57:31a situation
57:32it escalates
57:33it and it
57:34takes it
57:35from one
57:35day to
57:36another day.
57:38Yeah certainly
57:39that was
57:39clearly not
57:40anything related
57:41to drifting
57:42there so I
57:43didn't see the
57:44video before
57:45so I
57:46anticipated
57:46it was
57:47but Sydney
57:47not behavior
57:49becoming for
57:49young ladies
57:50especially in
57:50the public
57:51for and
57:52it's embarrassing
57:53rather for
57:54people to be
57:55caring about
57:56themselves in
57:56such a manner.
57:57Yeah and you
57:58know it takes
57:58away from the
57:59event because
58:00you know the
58:01young people
58:02you know they
58:03like they're
58:03drifting and
58:04whatnot and
58:05therefore they
58:05should you
58:06know that
58:08should not
58:08have occurred.
