04:28It's Day 88 of the State of Emergency.
04:32And of course, today we have with us ASP Owee Russell
04:35from the Western Division.
04:37We want to welcome you, sir.
04:38How are you?
04:39I am okay.
04:40First of all, let me say on behalf of the commissioner
04:42and the executive of the Toronto and Tobago Police Service,
04:45as well as the First and Second Division,
04:47good evening to all the viewing public.
04:51Now, you know, usually I'm always on the other side of the camera and so on.
04:55I'm not that one inclined to want to make news in any way.
04:58But we'll be talking about ethics and etiquette.
05:01We also spoke about safety as it relates to in this period of elections
05:06and so on.
05:08You know, acting Sergeant Alley would have brought up certain things.
05:11We spoke not just about the citizenry but also of the media.
05:15And, you know, it was just disheartening that I would, you know,
05:19there was a threat sent to me overnight,
05:21and I had to obviously activate, you know,
05:24the assistance of the police service.
05:27And clearly, you know, we have a job to do.
05:30You know, the exercising of democracy.
05:33And I don't expect everybody to always agree with what you write
05:37or how you write it.
05:39But my job still stands that I continue to be fair, transparent,
05:44objective, truthful, and when the chips fall, they're me.
05:48Oh, definitely.
05:50Well, Mr. Bassan, let me tell you something.
05:52I know that you would have done the right thing,
05:54which is you would have made a report.
05:57The highest team organization, the Trinidad and Tobago Police Service,
06:00would be doing all in their power, conducting robust investigation
06:06to ascertain who are those persons that would have threatened you
06:10and to bring those persons before the court of law.
06:14And for those persons out there in the public, you know,
06:16people tend to make threats whether idle threats or otherwise.
06:21And when you look at Section 30 of the Offenses Against the Persons Act,
06:2730 A and B caters for offenses like that.
06:32So we have to be careful because it speaks to
06:35unconviction upon indictment and unconviction upon summary conviction
06:40and both carry with it fine and imprisonment.
06:44I would encourage the public also to Google
06:48our report of threats and offense in Trinidad and Tobago
06:51and they would see how many cases would have been presided over
06:56by the magistrates and the courts of Trinidad and Tobago
06:59and how much persons were handed down fines and penalties
07:03resulting out of threats.
07:05So we need to be careful.
07:06We need to stop this nonsense immediately going forward.
07:11Yeah, and you know, we are in that mood right now.
07:14We are in election mood.
07:15So as I said, it's early season.
07:17But in a general sense, I just want you to,
07:21demonstrate to the public, you know, in terms of ethics
07:24and the etiquette in this period of time,
07:27how they should be and what is your advice to persons.
07:32Well, what I want to start with first is that
07:35Trinidad and Tobago is ours.
07:38Yeah?
07:39Regardless to who wins,
07:41everybody may have their particular parties that they support
07:45regardless to who wins.
07:46We, you and I, and you.
07:49Yes.
07:50Have to live here.
07:51We have to make Trinidad and Tobago the country that we want it to be.
07:55When you look at the constitution of Trinidad and Tobago,
07:59persons are entitled to assemble.
08:01They are entitled to freedom of expression.
08:05They are entitled to say how they feel.
08:09But we must do so in a respectful manner
08:12because everybody have a different threshold.
08:15Yes.
08:16And when I say that,
08:17you may say something to one person and they may take it lightly
08:21and to another person it may result in an act of violence.
08:25We want to discourage these things.
08:27What we want to do is also to let the parties know that
08:30there is life after.
08:32Be careful how we disseminate the information.
08:35Let's not look for back and all.
08:37Let's not look to encourage or promote racial discrimination
08:42because we know, let's not bury our heads in the sand
08:44that this is a time where you see a lot of these racial slurs and stuff like that.
08:50Let us desist.
08:51Let us have a mature, a fair election where persons would feel respected.
08:56Let's respect persons' property.
08:58Do not spray-paint the party symbol on anybody's property.
09:02Please do not stick any bills, any flyers, any banners on other persons' property.
09:08For those who are going to canvass,
09:10if you are about to enter onto somebody's property or into somebody's property,
09:15please, please seek that person's permission before you enter.
09:21You know, after the persons with the motorcades, the truck drivers,
09:25we encourage you to do the right thing, go to the license office,
09:28get the necessary permits that you would need to play this loud music,
09:32to carry these loudspeakers, get the additional insurance
09:35to carry persons on the rear of these trailers and stuff like that.
09:38You know, we have things.
09:40Why are you doing your thing to encourage your voters?
09:45Don't be unwanted in accordance to the law.
09:49Certainly, I know sometimes you see people spray-paint,
09:53as you say, party logos in front of people's doorstep, on their pavements,
09:56near their homes and so on.
09:58And of course, you know, as you said, there are penalties for that,
10:00for defacing property and so on.
10:02You know, we always speak about the loud music when it comes to carnival,
10:06but what about elections?
10:07Yes.
10:08You know, we have to remember there are sick persons at home,
10:11there are persons who would be studying for whatever, you know.
10:15So, let us try to cause as little disruption as possible to the members of the public
10:20while it's going about our election campaign and stuff like that.
10:24All right.
10:25So, it's day 88 of the state of emergency.
10:29We just want to bring you up to date with those figures.
10:34So, as we say, day 88.
10:35Number of operations thus far, 4,357.
10:41Priority offenders targeted, 3,083.
10:45Searches conducted, 30,401.
10:49Traffic operations, 3,869.
10:53Total persons arrested thus far, 3,382.
10:59When you look at traffic offenses, we have traffic offenses detected, 15,089.
11:05Firearms recovered, 168 firearms.
11:08Ammunition recovered, 3,583 rounds of assorted ammunition.
11:13And danger of a drug seized, 473,872.19 grams of cannabis or marijuana
11:23and 3,475.8 grams of cocaine.
11:28We have also seized 80.83 grams of ecstasy, 8.08 grams of Xanax
11:35and 53.59 grams of molly and 5 grams of crystal meth.
11:44So, two things stand out there.
11:46We've seen that the firearms numbers recovered are quite remarkable in the state of emergency, 168.
11:53Definitely.
11:54And that is a good sign going forward.
11:57And we've also seen some very high-end synthetic drugs as well.
12:00I am happy you touched on that.
12:02And you know, I want to say to the parents, parents, parents, parents,
12:07you need to manage your children.
12:11And it's alarming because a lot of these synthetic drugs are indeed gateway drugs
12:17that leads you to other hard drugs, you know.
12:21And seeing things, and these things like molly and ecstasy,
12:25they are known as party drugs more or less.
12:27Yes.
12:28So, you need to monitor your children.
12:29You need to speak to your children.
12:31I mean, you cannot lock up your children forever,
12:34but please monitor and speak to your children.
12:37Let them know the do's and don'ts.
12:39The Bible says, train a child in its ways and the child shall not depart.
12:43You are the first police, you are the first guard, you are the first person at home.
12:46You need to train.
12:47Disseminate the information.
12:49Go onto the internet.
12:50Show them the cons, because there's no pros.
12:54Yes.
12:55Show them all the cons.
12:57The information is out there.
12:59So, it's on you to educate your children.
13:00We will do our part, but please.
13:03Thanks so much for that.
13:05Let's take a look now at our headlines.
13:20So, those are some of the headlines within the past 24 hours.
13:46And of course, last night in the Shafford Court area there, just in East Port of Spain,
13:51there was a shooting incident in which we understand a young woman was one of the occupants of this vehicle here.
13:59A black vehicle.
14:00I think it's a Nissan Tida motor car.
14:03And she was shot in the neck, taken to the hospital where she remains in critical condition.
14:10I'm not too certain as to whether or not ASP you have any further details about this particular incident you can share.
14:16Well, firstly, what I want to do is commend the onlookers that would have assisted and conveyed the persons to the hospital.
14:24I mean, that is commendable, and it just shows as a society how loving we can be.
14:29To the perpetrators of the crime, I know that investigations are ongoing.
14:34We continue to see this gun violence despite being in an SOE.
14:41And whilst I'm speaking on it, I mean, I wish the persons a speedy recovery.
14:45I want to encourage the public who would have seen or heard something to give the information.
14:50Please don't think any piece of information is too small.
14:54The two lines or the glimpse you may have seen may be the missing piece of the puzzle to solve this crime.
15:00The two persons were injured, and we want to do our best to solve this matter.
15:05But as we end those gun crimes, let me just mention that the Crime Stoppers has now engaged in a proper gun removal program where we encourage the public to call 800-TIPS
15:21to give information with respect to illegal firearms.
15:24And it is 100% anonymous, and you will be rewarded as follows.

19:18And speaking of the Western Division, there was an incident, I think, somewhere in the Western Division today.
19:24I think we have the video. I don't know if you can walk us through and give us some more insight.
19:28Alright, so what we are seeing there, we are seeing a car has flipped on the Duggan Martin Highway.
19:36We don't know what would have caused the vehicle to flip like that.
19:41We cannot say if persons were running from something or heading to do something.
19:47What we can say, though, is that the driver is in the hospital, warded and seeking medical attention.
19:56And one person, there were three occupants in the car.
20:01The driver was taken to hospital. I believe he's under police guard.
20:05And two suspects, two persons, ran out of the car.
20:09We were able to hold one. So one of them is in custody.
20:15And he has a warrant, an outstanding warrant for homicide.
20:23See, when things are to happen, things do happen.
20:27Luckily, the police responded quickly.
20:30Because the Western Police Station is not too far from there.
20:34So we were able to hold that individual.
20:37So we should have another homicide solved soon.
20:40Alright, some good work there by officers from your division.
20:44And we were referring to a road traffic accident yesterday.
20:48We continue to implore persons to please be safe on the roadway.
20:52And this was along Eastern Main Road, maybe just before lunchtime.
20:57And you're seeing a business, a van with a particular logo, telecommunications, a logo.
21:05And another Toyota pickup there.
21:09The van is actually on its hood.
21:14I think there were two persons that were taken to hospital in this particular accident.
21:20But certainly, ESP Russell, it's concerning.
21:23The impact alone, you could see somebody would have been maybe driving faster than they should along that route.
21:30And the impact would have obviously, in some way, caused that collision and seen the van turn over.
21:40Day after day, people stand here and remind the public to drive safely.
21:45Stay within the speed limits.
21:49If that person was within the speed limit, they would have been able to react, probably avoid the accident.
21:55Or even if the accident occurred, things may not have been that bad.
21:59Speed is one of the common denominators of accident.
22:03One. Two. Mighty cell phone.
22:07This distraction of the cell phone.
22:10People, a simple look away for one second, two seconds with your eyes off the road can result in an accident.
22:18And as we're speaking about accident, you know, fortunately for us, we have a long weekend.
22:25And persons got paid.
22:30So it's a long weekend with pay.
22:32Trinidad and Tobago, I am asking, I am begging.
22:36Could you please, please and thank you, behave yourself on the nation's roadway.
22:41Please. You have family, you have loved ones, you have friends.
22:45We could all get to where we are going safely.
22:48We could take our time.
22:49If you want to reach earlier, leave home earlier.
22:52Yes.
22:53Please refrain from your drinking.
22:54And of course, once it's a long weekend, long weekend or not, but you know, on a long weekend, we intensify.
23:02So the ticket machine would be out there.

23:05We know you all like to go and post and say that's what they want to do.
23:08Give people a ticket on a holiday.

23:10And if you don't break the law, you wouldn't be.
23:12So take it.
23:13And observe the speed limit.

23:45And if you want to drink, get somebody to drive.
23:48And make sure that they drive within the speed limit and you're not in a rush.
23:52You know, because obviously, you're going to face the brunt of the law if you don't.

23:58And you know how things go with us.

24:02I mean, as I said, you have a duty to perform.
24:04Court is Wednesday.
24:05And when people, I guess, one of the things is a lot of people would say, they have specific traffic groups.

24:14And they put roadblocks on the highway.
24:16And then barricades fly over.
24:19So speed exercise.
24:22You know, but you are aiding and abetting, I would like to believe, in preventing, you know, the police to do their work.
24:30But let me tell you this.
24:31Let me take it one step further.
24:33And I want the public to really pay attention to this.
24:36What if there's a drunk driver speeding?
24:40You alerted him there's a roadblock.
24:43So he slowed down and he passes through that roadblock.
24:46Yes.
24:47But he's still intoxicated.
24:49Having passed through the roadblock, he speeds up again, gets in an accident, and injures or kills one of your family members.
24:59How would you feel?
25:00You think about that.
25:01That is what you encourage when you post up the roadblock on the social media.
25:08People behave themselves.
25:09And as soon as they pass the roadblock, back to their old behaviors.
25:14That's a really good point.

34:17dating app for males. Within
34:19the past few weeks, we have
34:20seen persons reporting that
34:23they were given a location to
34:25meet a date and they were robbed
34:27of their vehicle. People,
34:29please be careful. You want to
34:31meet somebody, it's a stranger.
34:33Utilize the station or the
34:34vicinity of the station. Yes.

35:44statistical analysis done for
35:46us to know whether at this time
35:48last year, the number of
35:50accidents that occurred because
35:52I find it's something like a
35:54plenty accidents. Have a blessed

36:45Security umbrella to ensure that
36:47persons coming into this
36:49country are vetted and fit a
36:52particular criteria. So, in
36:54other words, I know you're
36:55concerned about the deportees
36:57and criminals from the US and
36:58stuff like that. We will do our
37:00due diligence here as well.
37:01There are instances where some
37:03persons may slip through the
37:04crack and the police will deal
37:06with that. Yeah, I mean, as you
37:08said, you know, we the borders
37:10of this has been a, you know, a
37:13point of contention for quite a
37:15while but then not every nook
37:17and cranny, the coast guard or
37:19the police and the marine unit
37:21can can actually be and I know
37:24criminals now are getting
37:25smarter. They're using other
37:27areas. Definitely. They're
37:28moving away from the
37:29conventional ones that they
37:30believe that they've been
37:32watched. Yeah. And they have
37:34people that will tell them, you
37:35know, this is probably a better
37:36location. Definitely. So,
37:37sometimes they have to, they
37:38ship the operations as well.
37:40Um and as as I know that that
37:42is a concern that their
37:43particular other sex or gang
37:46sex outside of Trinidad and
37:47Tobago meshing and working with
37:49the various elements here now
37:51uh and from time to time and
37:53they're they're actually on the
37:54radar of the police. Yeah. But
37:56you know, one of the things
37:57about it too and I like how she
37:59asks that question but little
38:01does Trinidad and Tobago that
38:02they themselves have a part to
38:03play. Yes. Because we are
38:05surrounded by water. So, the
38:06water meets the land. Once
38:09these illegal immigrants are

42:49if you were in the situation
42:53that you know, I think if you
42:56want to go there I think they

44:51You know, I've been on the ground, and you can see marijuana being smoked
44:56wantonly all over the place openly.
45:00Yes, I remember last year, I happened to spot, because I happened to see
45:05some two-time people walking in there with the marijuana,
45:08all of which are trying to get them to book a permit.
45:11And they're saying, hey, this thing is legitimized.
45:14But I know it is not legitimized to be used in public.
45:18I know it's supposed to be a ticket, like where you can be given a ticket.
45:25The last time I spoke to Inspector Alexander, he was then,
45:32he said there were no ticket books available, hence the reason nobody was being ticketed.
45:38I would like the public to have an update on that,
45:42because I think it was a gross, gross mistake that was made
45:46by legitimizing marijuana being used right across.
45:51And you are now seeing the adverse effects of this marijuana.
45:56So I don't know if you can have any respect to bringing it back in line
46:01with how it was supposed to be.
46:04Very well, sir.
46:07It's not legitimized, but a certain quantum, 30 grams and under,
46:12was decriminalized.
46:15Meaning that you could have it in your possession.
46:18Smoking in public is still against the law.
46:22The marijuana use is for enjoyment at your property,
46:26in the confines of your property.
46:29So all those who are smoking marijuana in public are indeed committing an offense.
46:33I know there was supposed to be a ticket system.
46:37I understand it was ruled out in a particular division.
46:41From where I am standing, I know it is not in the Western Division as yet.
46:45But I know there are certain steps taking place
46:49to make the rule out grander or more encompassing,
46:54so that it would be all over.
46:57Everything takes time.

47:03And I want you to know that it is indeed being addressed,
47:06because I, too, would have seen the...
47:09I mean, you walk down the street, supporters, pained persons,
47:12want to smoke anywhere, anytime.
47:15But marijuana is now legal. It's not legal.

47:21And that's what a lot of persons aren't understanding.
47:24However, ignorance of the law is no excuse.
47:27But the thing is, I know the decriminalization
47:30was a step to help declutter the court with these cases.
47:34But when you sit on the street and you smoke,
47:38and you are given a ticket for $2,000,
47:41most of the times on the street smoking, you may not be employed.

49:26And we must ensure that,

49:32but we must have some other plan
49:34to repatriate these persons to their homelands as well.

53:00a Community Justice Clinic in the Southern Division, you have one at the St. Madeleine
53:07Government Primary School at Manahambree Road in St. Madeleine, on Saturday between the
53:12hours of 8 and 1, and you also have at the same time, Taruba Community Centre, Bernard
53:17Julian Circular, Taruba Heights, Marabella, and of course you're getting some free legal
53:22advice on civil matters, and I know how important this might be for the public.

53:28Yes, I want to commend the Trinidad and Tobago Police Service, you know, my organization,
53:32always looking out for the citizens, and this is a program where trained and qualified attorneys
53:38come and meet with the public for free for those persons who cannot afford to go and
53:42seek legal counsel from an attorney, and we know the costs associated with that, we know
53:46it's expensive, and you get information and advice with divorce and land settlement, land
53:53dispute maintenance, and these things that really plague the communities and homes as
53:58well, so we want to encourage the persons to come out, make your notes, come out and
54:04participate, get your advice, so you know how to go forward.
54:08I mean, these steps, steps like these and programs like these could really talk somebody
54:15off of an edge who might want to do something that may cause them to constitute a breach
54:21of the law, with respect to how they may be feeling about something, you know, so come
54:26out.
54:27I want to commend not just the TTPS, but the partnership with these attorneys who are giving
54:33their time for free for the better part of five hours there, and certainly, as you said,
54:40it is a very good initiative that the TTPS has developed over the last couple of months,
54:47we've seen it at a number of locations across Trinidad and Tobago, so it helps to give the
54:53citizenry a better understanding of perhaps a particular legal matter that you really
54:59need some advice on, you don't understand what has happened in relation to a land matter,
55:05and they will bring that clarity to that particular matter.
55:08Yes, definitely.
55:09So, you know, we want to encourage persons, again, come out and, you know, share your
55:13views, share your ideas, speak, make your notes if you think you might forget, and let
55:19the information come to you so that you'll be guided as to your next move.

55:30there's actually a town meeting going on now at the TTPS.
