00:03:43You know, the more important thing is how are you?
00:03:46I am as well as can be.
00:03:48You know, seeing that you are here again, I know that you'll promise to sing at some point.
00:03:53Maybe 40 years out, you're going to be hitting that note.
00:03:58Remember, there are terms and conditions for that, right?
00:04:01So don't forget the terms and conditions.
00:04:04So just in case you forget, I'm going to remind you.

00:04:24Well, you know, yes, people, on a serious note, of course, you know, in the last couple of days,
00:04:29we have had some unfortunate accidents on the nation's roadways, leaving at least four or five persons dead over the last three to four days.
00:04:39Yes.
00:04:39And I know it's of concern that you've raised this issue about road safety time and time again for our viewers.
00:04:47Yeah.
00:04:47Yes, it's never pleasing to have to extend condolences to persons who would have been subject to road fatalities to their families,
00:04:58to their colleagues, to their friends.
00:05:00But as an organization, we are going to continue providing that public awareness.
00:05:06We are going to be providing that level of presence on the nation's roadways to ensure that, you know,
00:05:12safety and security is paramount and persons are observing it.
00:05:15Oftentimes, we are demonized regarding our presence and the fact that at times we need to bring persons in conformity by issuing tickets.
00:05:28And, you know, persons would say all kind of things in terms of why we are doing what we are doing.
00:05:34The fundamental issue regarding road presence is to ensure that persons comply with the safety, the rules, the laws, the regulations of the roadway.
00:05:47And 99% of the time, it's related to safety.
00:05:49When you look at speeding, when you look at driving under the influence, not wearing your seatbelts, speaking and driving your vehicle at the same time,
00:05:59you know, why it's on your cell phone without having it hands-free, all these things contribute to the driver being unable to carry out his or her function
00:06:09in a manner that will render the persons within the vehicle safe, the persons outside of the vehicle safe, you know,
00:06:16that ability to take it from point A to point B with that level of safety and security that we would expect that persons would want to preserve.
00:06:23So it's of paramount importance, our presence on the roadways.
00:06:26At times, there's a level of inconvenience, but, you know, policing is not necessarily a job of popularity.
00:06:33It's a job of ensuring that people do the right thing.
00:06:35And I know that over the last couple of weeks, we had the removal of a number of infringements under the demerit points.
00:06:42Yeah.
00:06:42But do you think, do you suspect in some measure that persons are now a little more frivolous, a little more relaxed on the roadways,
00:06:52and deciding to take more chances because they're knowing that there are only specific demerit points that can be referred to in terms of driving under the influence,
00:07:01reckless driving, failure to comply to a breathalyzer.
00:07:05But outside of that, you know, there's other infringements now we just cannot find.
00:07:10Well, we don't have the data this time to support that argument.
00:07:15Probably as time goes along, we'll be able to develop on it.
00:07:19But it would be foolish of persons to think, you know, that their driving behavior should be totally based on what the law provides.
00:07:30You know, there's a responsibility that is attached to it, and we would hope, we would expect that persons would understand their role and responsibility.
00:07:40And, you know, you always have this term they call, I-servants.
00:07:45That I-servant approach where you always have to have a police officer at every corner for you to do the right thing.
00:07:50That in itself is bad business, and we are hoping that persons undertake the responsibility that they have as drivers
00:07:56to ensure that they take persons from point A to point B in a safe manner.
00:08:00Yeah, certainly. You know, it's a, well, it's a concern.
00:08:03We can't say it enough here on this program how important it is to, you know, take care of your vehicle.
00:08:09Yes.
00:08:09Ensure it's in proper working condition.
00:08:12That's right.
00:08:12Because, yes, there might be, speed is a factor, but then there are other issues, you know.
00:08:17If your car has bad tires and you lose control, you put yourself and others at risk in that vehicle,
00:08:23as well as those on the roadways as well, who might be just going about their business innocently.
00:08:28That's right. And we often say road safety is everybody's business.
00:08:32We, and I, and forgive me for consistently referring to the driver,
00:08:37the passengers of the vehicle also have a responsibility.
00:08:40Because if you recognize a driver is incapable of driving the vehicle in a particular way,
00:08:44then you can seek help, call the nearest police station, call 999, one of that view,
00:08:48to ensure that that level of intervention takes place.
00:08:52If you are a pedestrian, if you are a bystander, you know, you have a similar responsibility.
00:08:58Because it doesn't mean to say that if that driver does something that it's only him or her is affected by it.
00:09:07Persons on the roadway can be affected notwithstanding they are in the vehicle or outside of the vehicle.
00:09:13So it's everybody's business.
00:09:15Yes, I agree 110% with your comments.
00:09:20All right, so let's move on now.
00:09:22Of course, overnight we had two homicides in the south area of Trinidad.
00:09:29There was actually a shooting in the Penal District, an area that we have spoken about is becoming quite hot.
00:09:36Gang activities, homicides, you know, really very out of hand in that area where a gunman ran into the shop of Big G one-stop shop
00:09:50and shot and killed the owner, Kevin Ryan.
00:09:54He was inside the shop when the gunman entered.
00:09:56The suspect fired a single shot directed at Ryan, who ran to the back of the establishment.
00:10:03He was shot in the chest where he collapsed and he later died.
00:10:08Police have described the suspect as tall, slim, dark complexion, wearing an orange coverall at that time and a ski mask.
00:10:15And appealing to anyone with information to come forward, Ryan's next of kin is Phoebe Kin, who was later notified about his untimely death.
00:10:27Yeah.
00:10:27Again, condolences to his family, his friends, his colleagues.
00:10:31And we are asking that anyone who has information regarding this particular homicide, that they communicate with the Homicide Region 3, 999-800-TIPS-555,
00:10:44so that you can provide the necessary information for us to advance our prospects of bringing this to a successful completion.
00:10:51That area, that area, yes, Peter, you know, Captain Valance was on the show talking about it,
00:10:56and other officers, an officer from the Southwestern, he was here a couple of weeks ago,
00:11:00where they have seen this proliferation of gun violence in that area, that Southwestern Division area,
00:11:06per penile is concerned, homicides, gang-related activities really escalating, fight for drug and turf.
00:11:15Well, I know that there's a particular response that is being undertaken at this point in time regarding what you just said,
00:11:26and we trust that we will be able to see the benefits of that in the not-too-distant future.
00:11:31It obviously would mean that we need to get that enhanced level of support from members of the public,
00:11:37but we are doing all that we can do, lawfully, of course, in order to bring that situation under control within the shortest possible time.
00:11:45Yes. Now, earlier last night, just before that killing, at least an hour before that shooting,
00:11:52there was another killing in the Pleasantville area, in Blitz Village.
00:11:56The victim has been identified as 45-year-old Damien Peer.
00:12:02It's reported around 8.40 Peer was in a market shed at the corner of Blitz Avenue in Pleasantville Terrace
00:12:08when an unknown male approached and opened fire.
00:12:12He was shot in the neck and chest.
00:12:14He was taken to the San Fernando General Hospital, where he was pronounced dead at approximately 9.20 last night.
00:12:21At this scene, police found recovered six spent 9mm casings.
00:12:26Police are asking anyone with information about the suspect to contact the Monropos Police Station in San Fernando.
00:12:35Yes. Again, condolences, family, friends, colleagues, and anyone with information,
00:12:40please communicate with the Region 3 Homicide, 800-TIPS-555, as the case may be.
00:12:46Guns, guns, guns.
00:12:48Guns, guns.
00:12:50And almost, it's like salt.
00:12:53It's in everything regarding, you know, the crime front.
00:12:57And we're asking persons, please provide us with the information so that we can recover these illegal firearms.
00:13:04It would impact our ability to manage crime in a real positive way.
00:13:10And we need it.
00:13:11Now, we are not doing badly.
00:13:12we are not doing badly at all when we are to compare the homicide rate at this
00:13:18point in time with last year's but we always see mark that one murder is too
00:13:25many is a murder too much yeah and you raise that question of guns and so on and
00:13:30I know we're going to take a look just now at the SOE figures but before we do
00:13:33that yeah I just wanted to know how that does that translate the gun seizures and
00:13:38so on in the northern division in your area and how is it going in that
00:13:43specific area right so not only vision traditionally have been known to be a
00:13:50robust division regarding the recovery of firearms in comparison the last year we
00:13:56are not exactly where we would want to be at this point in time I can tell you as
00:14:01recent as this morning there was a meeting of the minds to ensure that at
00:14:05the year's end we will be able to see the kind of benefits that we anticipated
00:14:09when the year started so firearm recovery is of paramount importance to us we take
00:14:15it very very seriously the task force is very much engaged the gang unit the
00:14:21criminal investigation department and we have an Intel team that is doing a
00:14:26tremendous amount of work regarding the recovery of firearms all right and on that
00:14:31note we're going to take you to our state of emergency figures it's day 35 so number
00:14:40of operations twenty five hundred and sixty-one target priority offenders one
00:14:45thousand and thirty-seven searches conducted sixteen thousand three hundred
00:14:50traffic operations fifteen hundred and eighty-five total persons arrested one
00:14:55thousand and sixty-five traffic offenses detected eight thousand nine hundred and
00:15:02thirty-five so it's nearing the nine thousand mark there for traffic offenses
00:15:06firearms recovered forty pistols twenty-one revolvers ten shotguns ten rifles and
00:15:13three air rifles ammunition recovered thus far five hundred and ninety-five
00:15:18rounds of nine millimeters seventy-five rounds of nine millimeter seventy-one rounds of twelve gauge
00:15:22twenty-three rounds of point three eight or 275 rounds of 5.56 67 rounds of point three eight
00:15:3228 rounds of point four or seven rounds of point three five seven twenty six rounds of point four five and
00:15:40and 48 wrongs of 7.62.
00:15:44Dangerous drugs seized thus far.
00:15:47199,572.34 grams of marijuana,
00:15:536,525.33 grams of cocaine,
00:15:581,032 ester-seples and 15 grams of molly.
00:16:04Quite some work there being done by the police
00:16:07in terms of all those illicit things.
00:16:09The person has been taken off the streets.
00:16:12Yes, indeed.
00:16:13We have been able to make some significant recoveries.
00:16:17Again, we would like to thank members of the public,
00:16:21but we would also like to thank the dedication of police officers
00:16:26who have been working tremendously above and beyond
00:16:29to ensure that the extra powers that have been granted
00:16:33based on our current circumstance are being appropriately utilized.
00:16:38Yeah, and you know, you weren't on the show that day
00:16:41when we highlighted some of the work you guys were actually doing
00:16:45outside of your division.
00:16:47Yes.
00:16:47And I saw your name as one of the persons
00:16:49that coordinated an exercise in the Western Division.
00:16:53That is correct.
00:16:54Involving, I think, two firearms and a quantity of drugs.
00:16:58And I know this is not the first time that your unit and others
00:17:02sometimes have to traverse other divisions
00:17:04based on the intelligence and information that you get.
00:17:07Yeah.
00:17:07And if you could just kind of just walk us through that exercise.
00:17:10Yeah.
00:17:11Well, you see, sometimes things would start within one geographic space.
00:17:15And you recognize that based on the networking that is taking place
00:17:19within the criminal landscape that you can end up elsewhere.
00:17:23So, as much as that took place at a location outside of Northern Division,
00:17:29mind you, there's a high level of connectivity regarding its impact
00:17:35on what is happening in Northern Division and other surrounding divisions.
00:17:39So, again, hats off to the team that was on the ground,
00:17:44that was able to carry out the operation,
00:17:46carry it out smoothly to gain that type of success.
00:17:50Corporal Foster, you know, really doing a tremendous job at the task force.
00:17:57Mr. Gardari's inspector, Sergeant Passad, who is also heading the task force unit.
00:18:03So, hats off regarding this level of success.
00:18:07It was a joint effort.
00:18:09It was well managed because if it is things didn't happen at the right time,
00:18:15we would not have been having this discussion this afternoon.
00:18:18I saw from those markings that it seems that everybody has different colors.
00:18:23Is it representative of a particular area?
00:18:26One color is going to comparatively tell next?
00:18:29The color could determine different things.
00:18:33It could determine where it comes from.
00:18:36The place of origin.
00:18:38It could also determine the grade.
00:18:40It could determine what it is composed of.
00:18:46So, color usually determines those things.
00:18:50And for those officers who would have that type of intimate knowledge regarding narcotics
00:18:57and the entire narcotics trade that spans all the way up to South America,
00:19:02they would be able to give you a more detailed account as to what the colors represent.
00:19:06Sometimes the narcotics in themselves, especially cocaine, would have stamps on it.
00:19:11Yeah, they have logos in the past.
00:19:14So, you know this.
00:19:14It could also indicate which particular can or whatever it came from.
00:19:22Exactly.
00:19:22Or whatever illicit cooperation or syndicate is a better way that it is coming from,
00:19:29whether it be from Venezuela, Colombia.
00:19:32Yes.
00:19:32You know?
00:19:33Yeah.
00:19:33And as you said, those are details you have to kind of like really pour over
00:19:37and see the movements and how they operate
00:19:39because there are so many intrinsic ways, intricate ways rather, that they operate.
00:19:44And you all have to be cognizant of that.
00:19:47Yes.
00:19:47So, we have officers, fortunately, based on our partnership with other law enforcement agencies,
00:19:54internationally speaking, have been exposed to that type of information
00:20:01so that it enhances now our ability to track things,
00:20:06and not just limit it to the fact that we have charged persons and they are now accountable.
00:20:11the investigation can now be furthered into a different direction
00:20:14to stem the flow of illegal items coming into our country.
00:20:19Yeah, certainly.
00:20:20Yeah.
00:20:20All right.
00:20:21We're going to take a quick look at our headlines.

00:21:13over the next 24 hours, there is actually a detention order for a corporal of the Trinidad
00:21:19and Toledo Police Service.
00:21:21Of course, you'll see more about that in the TV6 News tonight and in the Trinidad Express tomorrow.

00:23:53Alright, so we're in that month of the 70th anniversary of a woman in the Trinidad and Tobago Police Service.
00:24:02And we're going to take a look at a video as we continue to honor those officers.
00:24:09We have a message here from retired Assistant Commissioner of Police, Kathleen Weeks.
00:24:13Let's listen in.
00:24:22I am Kathleen Weeks, retired Assistant Commissioner of Police.
00:24:27I joined the police service in August 1966.
00:24:32And through the years, I've observed the many strides that female officers have been making.
00:24:41At present, they occupy the high echelons of the service, having broken the glass ceiling.
00:24:47That is something to celebrate.
00:24:50Ladies, congratulations on the celebration of your 70th anniversary.
00:24:54And may God continue to empower you.
00:24:57All right, a message here from retired Assistant Commissioner of Police, Kathleen Weeks.
00:25:12Yes, yes, Ms. Kathleen Weeks.
00:25:13The woman breaking the glass ceiling.
00:25:15Yes, and she is one of those women who actually broke the glass ceiling.
00:25:19And she left as an Assistant Commissioner of Police.
00:25:23Ms. Kathleen Weeks' career was really one that was really, really tremendous.
00:25:30You know, Ms. Kathleen Weeks worked at the Southern Division.
00:25:35She worked Northern Division.
00:25:37She worked Port of Spain Division.
00:25:38She was also the ACP administration at a point in time.
00:25:43She was the head of the Organized Crime and Narcotics Unit, as it was then called.
00:25:48OCNFB.
00:25:49Well, OCNFB.
00:25:50OCNU.
00:25:51OCNU, that is correct.
00:25:53And in English-speaking Caribbean, she was the first woman police to have led a drug interdiction team.
00:25:59She was also a secretary of the Toronto Bureau Police Service Social Welfare Association.
00:26:06So, Ms. Kathleen Weeks, her career was one that, you know, other women police officers could really look at and say,
00:26:15yes, there was a role model who I can follow and I can go forward and say I would want to be that person.
00:26:23You know, I had the opportunity of being a junior officer when she was attached at Northern Division.
00:26:29And the advice Ms. Weeks would give to young officers, you know, it was really, really impactful.
00:26:35I admired her way in terms of how she was able to articulate herself.
00:26:39She was indeed a role model in terms of her dress, her mannerism.
00:26:44A true senior officer in every sense of the word.
00:26:50And today, to be standing here on this program and, you know, witnessing that we look at her career
00:26:58and we recognize her career and we celebrate her career within the context of women police officers
00:27:06in the Toronto Bureau Police Service, ma'am, hats off to you and, you know, salute.
00:27:14You know, we should do like Sergeant Ali yesterday.
00:27:17Yes, yes.
00:27:18The Toronto Bureau Police Service salutes you, ma'am.
00:27:21Indeed, job well done.
00:27:24And, you know, what is even more pronounced is the fact that, look at when she had joined the police service in 1966
00:27:33and she left the job as an assistant commissioner of police.
00:27:37So, we are talking about a period where, arguably, you know, women were still being seen in a particular way.
00:27:45And you are talking about in a male-dominated organization.
00:27:50You know, so...
00:27:51Quite an accomplishment.
00:27:52A lot of what women police officers are experiencing now is based on the pathway that women police officers,
00:28:02like ma'am Kathleen Weeks, was able to pave.
00:28:04Yes.
00:28:05And for that, we are extremely grateful, ma'am.

00:28:22Let me pick up all the women in the Trinidad and Tobago CTPS.
00:28:28Are we celebrating the Trinidad and Tobago Holy Force or the Trinidad and Tobago Holy Service?
00:28:35I just want to clarify that.
00:28:38My questions today, and I will come back to a question I asked you about a couple of weeks ago,
00:28:45but based on the two accidents, the first one, the accident with the Cape Scholar,
00:28:52and the second one with the bus driver.
00:28:55And I'm hoping that you all investigate those thoroughly,
00:29:00because what I'm hearing about the bus driver is, you know that Freeport Roti shop?
00:29:06I heard, and I don't know if it's true, that the truck came out of that in front of the bus.
00:29:16A bus of that size woman with momentum is difficult to stop.
00:29:21So I don't know if that is true.
00:29:22If that is true, then the bus, not the bus driver, the truck driver has consequential faith.
00:29:29The second issue, the Cape Scholar.
00:29:34Yesterday I talked about the resident and the color sort of behavior.
00:29:38But I am hearing about the disposition of this young boy,
00:29:43and a lot of things I've said is difficult to understand why he was feeding.
00:29:49And I'm hoping the police use all the cameras on that stretch to see what really took place for him to collide.
00:30:01And I suspect you understand where I'm going.
00:30:04Was he being killed?
00:30:06So you have to go right back, because I am of the view, if that is what I'm hearing about him,
00:30:13his disposition is family, I don't believe he will be a reckless individual.
00:30:19Now, my direct question to you, sir.
00:30:23The last time I spoke and engaged you with the cost to the taxpayers with policemen who are charged on a suspension,
00:30:32I believe that is a cost.
00:30:34I want, when you come back the next time, to bring me the metrics,
00:30:39how much policemen are on suspension, and what is it costing me the taxpayer that I have to fund that.
00:30:50I'm going to have a nice evening.
00:30:51Thank you, sir.
00:30:54Interesting comment.
00:30:55Yeah, it just did.
00:30:57So, he started by asking whether we are celebrating the police service or the police force.
00:31:05I don't know if there's a twist state somewhere in there, but I will take it just on the surface.
00:31:11We know that the police service, it's more or less an evolution, right?
00:31:18We were first the police force, and we have evolved into the police service.
00:31:22And it's not just a matter of rhetoric or just in terms of changing the name,
00:31:27but it symbolizes a change in how we do business.
00:31:33So, it's service-oriented.
00:31:36You know, it's based on that community type of involvement and that community engagement,
00:31:42that community buying that is different when, you know,
00:31:48you would look at something from the terminology of a police force,
00:31:52you know, just the police coming in and dealing with it from a strict,
00:31:57traditional lock-up, go-to-court, go-to-jail type of lens.
00:32:02Yeah?
00:32:03He spoke about the boat accidents.
00:32:06Yes.
00:32:06One at Freeport.
00:32:07The bus driver allegedly claiming that the truck came off from the Freeport area there.
00:32:12I don't know about the route to shop.
00:32:13I don't know if he's adhering to that.
00:32:14Yeah.
00:32:15And, of course, if the bus had seen that truck late
00:32:20and it's going at a particular speed, it's going to be difficult for the bus to slow in time.
00:32:24Yeah.
00:32:25Well, the reality is that matter is under investigation at this point in time.
00:32:29We know that persons will have their views.

00:33:56notwithstanding that they are on suspension,
00:33:59they fall within that bracket of being deemed innocent
00:34:03until proven guilty.

00:34:07in terms of interdiction of salary.

00:34:12But largely, it's in compliance with the laws of Trinidad.

00:34:33he was robbed by trying to assist this young man
00:34:36who apparently lost his life on the highway.

00:45:00has been public and i i just you know i just want to ensure that the right thing is done and that alcohol

00:45:36power in terms of bringing persons to account regarding if that is the case selling alcohol not being so
00:45:43authorized um yes there's a customs component to it as well and i know that the practices that we
00:45:49would communicate with customs and you know we will have that that level of of dialogue to determine
00:45:54whether further charges can be laid uh the the the magistrate or whoever the judicial officer um usually
00:46:01determines um where the the the um the alcohol will be stored and how it will be disposed of on
00:46:09completion of the inquiry so right i trust that i answered your question mark you did and i i'm glad

01:00:00report it took me two and a half hours because of an accident on often you mr pitton did any police
01:00:07officer or any division when you have an accident why did they go and move the vehicle as quick as
01:00:14possible i was going to town and about nine o'clock and the traffic was coming down i really didn't know
01:00:20it was when i coming back from chubbornas to i think all this long time people would have died in that
01:00:26traffic because they have two vehicles that they accidentally i don't know whether they move them or
01:00:31the traffic marker was my phone there i don't know which one between the two but i would be so
01:00:36thankful if they can do that my next point is when somebody gets killed on the highway and you would
01:00:42see that they would cover them and all these sorts of things i we assume that the person is dead because
01:00:49you um the police officer is not a doctor and i don't think he should cover the body because he is not
01:00:56a medical doctor to say whether the man is dead or whether he's alive and that caused a lot of traffic
01:01:02too if this body the hospital or whatever they dead live or edit because you keep that a lot of people
01:01:11some people might be sick some people might be late for work and all this and i've been seeing it for
01:01:16years because i woke in town for years and i've been it for years i don't know how well you could use
01:01:20a good office and see if all you could do those two things i'll be so thankful i thank you ever so much
01:01:26for this opportunity yeah thank you very much sir for your your feedback yes so i i am aware that the
01:01:33the accident did cause some some some traffic delay and um you know it's difficult to really analyze and
01:01:41determine why the the traffic took place um it's possible that that based on its nature um in order to
01:01:50bring that continuity towards uh the traffic flowing smoothly there were certain things that probably
01:01:56the responding officers could not have dealt with any point in time i don't know um nonetheless um
01:02:01your point is noted in that you know um as police officers it is it is um important that we are able
01:02:10to establish that level of continuity within the shortest possible time you know at times based on the
01:02:16nature it is difficult to do it um but nonetheless you know it's something that we know it's it's extremely
01:02:22important to do and um 30 seconds you spoke about the covering of the body yeah okay well usually we'll
01:02:30have uh some practitioners responding whether it's eHS or as the case may be and based on the expertise
01:02:38they will determine that that someone is dead that that in itself um is not suitable in terms of saying
01:02:45yes that the person is dead you know we need to have the dmo present in order for the dmo to come and
01:02:50pronounce the person officially dead you know so thanks a lot yes people thanks for sharing last
