02:39And before we start, we just want to wish the new Pope,
02:43Mr. Robert Francis Prevost, Pope Leo XIV.
02:47All the best on his new appointment as the latest Pope.
02:53And, of course, today with us is ESP Ishmael Pitt
02:58of the Trinidad and Tobago Police Service.
03:01Yes, that's Pope Robert Francis Prevost,
03:06also known as Pope Leo XIV,
03:09an American from the Chicago area.
03:12Interesting times.
03:13Interesting times indeed, and, you know, congratulations to him.
03:17And whilst we are on that note,
03:18I can recall the last time I was here,
03:21it was just before that election period.
03:24It was.
03:24And, you know, the election came and it has ended.
03:28Congratulations to those persons who were successful.
03:31You know, congratulations to those persons
03:33who have formed the new government.
03:34Congratulations to the Honorable Mr. Roger Alexander,
03:39a gentleman who continues to be the pioneer, so to speak.
03:44He would have graced this stage that we are on at present
03:47and entered into a domain that police officers dared go before.
03:55And, you know, he did what he did,
03:58and he was able now to create that pathway for persons like myself
04:03and other persons to now take up that mantle
04:07and carry on the discussion of the TTPS in the open environment.
04:11So he's now placed in a position,
04:14a position of higher authority, if we should call it that.
04:18And, you know, again, he is the pioneer in the sense that
04:21not necessarily being the first police officer to be in that position,
04:25but one that has that kind of crime-fighting, hands-on type of approach,
04:32you know, and the entirety of Chiantobago knows of his commitment
04:37regarding law enforcement.
04:39I think very few will argue that regarding his work ethics
04:43and his robustness as far as crime-fighting is concerned.
04:47So definitely mark a welcome addition from the perspective of policing
04:52because we know that traditionally persons holding that ministry,
04:56and we know that it has been broken in two,
04:58but persons holding that ministry would come from the defense force.
05:02Yes, yes.
05:03And, you know, we always felt that police officers beyond policing
05:07had so much to offer in that particular ministry,
05:12and now we believe that with the advent of Mr. Alexander,
05:16that type of representation will exist.
05:19It's not to prejudice anyone who was there before by any means, yeah,
05:23but, you know, it's a very encouraging...
05:26Well, it's certainly a very proud moment,
05:28and the good thing about this is that he knows the problems
05:32that the TTPS faces, quite fresh from out of the TTPS,
05:37and other issues surrounding, not just the TTPS,
05:40but, you know, he will be familiar with in terms of the prisons,
05:43the fire services, and so on,
05:44because that is where his remit will lie going forward.
05:47Yes.
05:48So it will be very interesting to see how, you know,
05:51when he meets with the various stakeholders,
05:53because he has an idea of what is already happening
05:55or what has happened in the TTPS.
05:57Of course.
05:57So he will be able to, I guess, empathize or understand some of the things,
06:02you know?
06:03And I know you yourself are running for office,
06:05not of that high, but in a couple weeks.
06:08So we obviously want to wish you the best of luck as well
06:12in that specific rule that you're running for as well.
06:16Yes, yes, yes.
06:17All right.
06:18But, Mark, and I don't want to cut you,
06:21but I must say this, yeah?
06:23So we have congratulated the incoming government,
06:25we have congratulated the Honorable Mr. Roger Alexander,
06:28but it would be remiss of me not to commend Trinidad and Tobago
06:33for displaying what we will call a significant democratic process,
06:41seamless, crime-free, void of violence.
06:45We have demonstrated to the world continuously
06:48that we are capable of transitioning from leadership
06:51with that level of civilized approach
06:55that the world could really watch on and say,
06:57yes, this is a nation that we can emulate in this regard.
07:00Yes, and we also just want to extend our congratulations
07:03to the opposition leader Penelope Beckles
07:06and her appointment as the opposition leader
07:09for the People's National Movement.
07:11Of course, of course.
07:12All right, shifting gears a little bit, of course,
07:14earlier this morning, police officers were in their numbers
07:20at the Trinidad and Tobago Cricket Board
07:22where I understand they spent several hours
07:25as of earlier as 9.45 this morning.
07:29Now, this investigation has been going on for the past 18 months,
07:33emanating, of course, from a 2023 report
07:37made by the then-treasurer of the TTCB
07:40about almost half a million dollars missing in TTCB funds.
07:47And our understanding was, of course,
07:50there were certain checks made out to specific individuals.
07:54A former employee at this time at the police
07:58was at this location in Coover, Balmain.
08:01The police also had a former employee of the TTCB
08:05also in custody, a female former employee in the Laramane area
08:10who is going to be assisting the police going forward with their inquiries.
08:14Of course, we understand there are several documents and so on
08:17of interest to the police that will seize
08:20and will form a larger part of this investigation,
08:24this ongoing investigation,
08:25and a number of people would have indicated that, of course,
08:29they are also looking at other funds
08:31that possibly might have also gone missing.
08:35Yes, and, you know, usually we discuss blue-collar crime.
08:39Yes.
08:40And white-collar crime is something that is seldom spoken of.
08:44And we dare say it is just as pervasive as blue-collar crime.
08:49And, you know, when we allow,
08:51or if we sit back and we allow this crime type in order to continue,
08:55you know, it transcends into the blue-collar crime now
08:59becoming or mushrooming into something explosive.
09:03So hats off to the officers in terms of their investigation.
09:08And, you know, we would just hope that persons out there would understand that
09:12fraud and other like offenses are offenses for which the police service
09:18will be seeking to hold a person's account.
09:20And it's not a matter of because you are wearing shirt and tie
09:23that if you do something of that nature,
09:27that it will go without that level of accountability.
09:29Yeah, and I imagine sometimes, you know, people ask, you know,
09:31what's going on with this investigation?
09:32Because I remember writing about it in 2023, December.
09:36Yeah.
09:36So it takes quite a while.
09:38Some of these things are very intricate.
09:40They have to dot their I's, cross their T's
09:42before they can say, okay, we have enough evidence,
09:44we have enough information,
09:45we need to go on and get a warrant
09:47and then execute that warrant on the premises
09:49to find other things to link everything together.
09:53So I think the public also has to understand
09:55that there is a, you know, there's a balance there.
09:57Absolutely.
09:58It is painstaking.
10:00It is tedious.
10:01And we know that persons run out of patience at times
10:03not understanding that this particular crime type,
10:07you need to cross the T's and dot the I's, so to speak,
10:10in order to cross that church hole for things to become evidence.
10:13And the fraud department in itself is one that I would say
10:18they are overwhelmed, but they are doing what they ought to do
10:22with the necessary assistance from the other supporting units.
10:25So you have said it there, and we would ask persons to be patient
10:29when they conduct their investigations.
10:31It's a matter of ensuring that we present a good case
10:35as opposed to sacrificing accuracy for speed.
10:38Most definitely.
10:39All right, let's take a look now at our headlines.
10:43So those are some of the headlines within the last 24 hours.
11:08And of course, we have a couple of videos,
11:10the first of which happened early this morning
11:13in the St. James area.
11:16Luckily, we understand that this car caught a fire.
11:21And the express photographer, Ishmael Salandi,
11:24was on the scene there capturing these images.
11:29And incidentally, he also spoke.
11:31It was a mother and a daughter in this vehicle.
11:33I don't know if we have the interview,
11:36but she did say that she was driving along the roadway
11:40when she saw the car, the bonnet, smoke started to emanate
11:43from the bonnet of the vehicle.
11:46She quickly stopped, and within a matter of seconds,
11:49I guess, the car burst into flames.
11:52Luckily, no one was here.
11:53So that's the mother and the child,
11:57that's the driver there of the vehicle speaking with persons.
12:00And I understand a number of people also came to it
12:03before the fire services arrived
12:04in terms of trying to extinguish the blaze as well.
12:07Yeah, well, I'm glad that she took evasive action,
12:10and she assisted her child in doing so as well
12:13and for the support that was given.
12:15We have seen in the past where persons were adamant
12:18and ensuring that their property is preserved
12:20and in doing so, compromise their very own safety.
12:24So we can always work and get back the material stuff,
12:29but you cannot get back your life.
12:30Let's take a listen to what she says.
12:32I was driving on the main road going to Mukurappo
12:37when I encountered vehicular problems.
12:41Everything was okay on the dashboard.
12:44I just saw the bonnet smoking, and then I came out.
12:47The vehicle was on fire.
12:49Thanks to the citizens who were nearby,
12:52they offered assistance.
12:53They came with fire extinguishers.
12:55They were able to assist me making a call to my husband.
12:59All is well.
13:00All resistible.
13:01All is well, that ends well.
13:10Of course, indeed.
13:11And of course, there was a road traffic accident
13:14in the Pajay area sometime over the last 24 hours here.
13:20And you can see the light is red here.
13:24Yes?
13:24Yes.
13:25So the light is red.
13:27The vehicle is proceeding in that direction,
13:30I believe in an easterly direction.
13:32And then this happens.
13:39So this vehicle decided to turn.
13:42Well, it was on the green.
13:44Yes?
13:45Yeah.
13:45So he was turning into this,
13:46and this maxi-taxi was barreling down the road,
13:50the priority bus route, I believe.
13:53Wow.
13:56It's crossing onto the bus route.
13:58And so obviously, luckily, of course, I saw another video that the driver appeared unhurt
14:10because he hit the back of the vehicle and spun it.
14:12So the driver appeared to come out, I understand, after.
14:16And this is the aftermath here.
14:19Clearly, even if you are in your right, you have to be cognizant of your speed and be looking at,
14:26you know, there's a lot of things happening, you know, you always have to be looking to your left,
14:29your right, ahead.
14:30But even the speed that the maxi was going on,
14:33because this guy is coming, and then the other guy, right, he's on the same street, yeah?
14:38Or on the road parallel.
14:39Yes.
14:40So he comes across.
14:41He still has the green, though.
14:43Or does he?
14:44He has the red.
14:45Yes.
14:46So he, matter of fact, really speaking, wasn't supposed to cross at that time.
14:50Well, it's difficult for us to determine exactly what happened.
14:58Yes.
14:59Based on the fact that we may not be too familiar with the area.
15:02I have an opinion as to where the area is.
15:04Yes, I myself.
15:05But still, based on how the footage is captured,
15:08there are still some gray areas that I'm certain with some basic investigative skills,
15:15police officers will be able to determine who was in the wrong.
15:19But thankfully, as you said, no one was injured.
15:23Clearly, our vehicle was significantly damaged.
15:27And it could have been worse.
15:29So we continue to ask persons,
15:31please exercise all the road safety principles.
15:37Please.
15:39You know, and I don't want to make a statement that may prejudice persons
15:44who operate vehicles for hire and so on and so forth.
15:47But we must understand that our life is much more important than certain things
15:55that we may want to achieve in the short term or in the long term.
15:58So that even if we take our time and we maneuver,
16:02it doesn't mean to say that we will be placed at a disadvantage.
16:05It means to say that now we are in a position where we can get from point A to point B
16:09and whoever is within our space to ensure that they also get from point A to point B safely.
16:15The other persons who are using the roadway, you know,
16:19they as well have to exercise those same principles
16:23because a lot of accidents can be avoided.
16:26Yes.
16:26A lot of accidents, Mark, can be avoided.
16:29But it's just because of sometimes we allow things to cloud our judgment
16:35and also we tend to take things to granted.
16:41All right.

19:17And we're talking about that accident along the PBR.
19:20And in the specific location,
19:21if I think it's where it is,
19:24I know that road that runs parallel to the bus route.
19:27I know a friend of mine's
19:29and some people had the green light many years ago.
19:31Turned on to the bus route.
19:33Same thing, same result.
19:34A maxi came.
19:35Yes.
19:35And unfortunately, he passed.
19:37Yeah.
19:37So I'm wondering then,
19:40maybe the police have to go back
19:42and look at that particular location
19:44because you have said
19:45there have been numerous accidents in that area.
19:48That is correct.
19:48Of vehicles who might have the green,
19:50but you're coming across a bus route,
19:52maxi-taxis traversing,
19:56east to west, west to east.
19:58Yeah.
19:58Is it possibly time to look at some restrictions?
20:02I don't know.
20:03Well, that would take a multi-agency approach.
20:08We have the Trinidad and Tobago Police Service
20:09in one instance,
20:10who will be able to provide the data.
20:11And then we have the ministry responsible for roadworks
20:16and what have you,
20:17who will be able to place the necessary signage
20:20or close off
20:21or make whatever determination
20:23in terms of regulating the traffic as they see fit.
20:27But I agree with you
20:28that something ought to be done
20:31based on just our cursory glance
20:35and our information
20:37regarding what may have happened before
20:40so that it doesn't impact on persons going forward.
20:44If the area is one that is not easily understood
20:47regarding the signage,
20:48then definitely we need to have some further intervention.
20:52The producer made a really good point.
20:54You spoke about humps high up the bus route.
20:57Maybe that intersection,
20:59before you get to that intersection,
21:00they should have at least two humps
21:01so that vehicles have to slow these maxi-taxis
21:04coming down or coming up
21:06as the case may be heading into Portorspring
21:08or heading out
21:08near to that intersection.
21:10So even if they have the red light,
21:12they should be stopping
21:13but they will be forced to slow down
21:15if something is coming across.
21:17It gives the motorist who has, on the right,
21:21a better chance of getting through
21:22and crossing there safely.
21:24Understood.
21:24It might be an idea that they can look at
21:27because I know, to my knowledge,
21:28there's no humps near that intersection period.
21:30Yeah.
21:30And observing in some areas as well,
21:33and the humps is an option,
21:35and there are areas that they have placed the strips.
21:37Yes.
21:38Yeah, so that even if someone has fallen asleep,
21:42it brings you back to that awareness.
21:45And I agree that there are things that could be done
21:48in order to mitigate regarding circumstances
21:52that could be untoward.
21:53So definitely we are making that appeal this afternoon,
21:56and I will definitely have a conversation
21:59with the persons in charge of the particular division.
22:01As my producer said,
22:02she said she knew that there was something
22:04in the McCoy area along the bus route there
22:07that kind of mitigated these accidents
22:10from happening up in that area.
22:11She's not sure if it's still present there,
22:13but maybe they could go back and look at that as an option
22:16so that in these, what you call dangerous intersections,
22:20whether somebody has a green light or not,
22:22that doesn't prevent an accident.
22:24Exactly.
22:25You know?
22:25And you know, you can have a green light.
22:28Yes.
22:28And this is something that persons may not know.
22:30You can have a green light and still cause an accident.
22:33Because if it is you have observed that for whatever reason
22:36someone else may have broken the law
22:38and there's sufficient time and space
22:42for you to take decisive action
22:44to prevent that accident from happening,
22:46then it even brings your conduct into question.
22:49Yes.
22:49So there are some persons who are headstrong
22:52and they will go away with the impression that,
22:54all right, I have the green, you're coming across,
22:57even though I can stop.
22:59And this is often seen when persons are overtaken.
23:03You find that the driver on the inside tend to jive up
23:05because he finds somebody not supposed to overtake him.
23:08You know, that type of mindset,
23:09that type of road rage in itself
23:11is one that we would consider in our investigations.
23:15All right.
23:16So we were talking about a specific suspect
23:20in the Arima area
23:22that apparently a couple days ago
23:25he robbed a roti shopping area.
23:27Now, we were in Arima on Wednesday
23:29for Voice of the People
23:30and a taxi driver also spoke about that incident
23:33and another two or three other persons
23:36and they also spoke about this particular individual
23:39also being involved in a previous robbery
23:42sometime before that.
23:44But I don't know if you have knowledge about it.
23:47I think this video might be the same person
23:54that we were referring to
23:55involving with the roti shop.
23:58He's wearing a cap here.
23:59Yes.
24:00And we see him standing here stretching,
24:02you know, looking around as these persons here
24:04standing having a conversation.
24:07Well, I can tell you that, yes,
24:09I have information regarding this incident
24:13and the person who is possibly involved.
24:15For that reason, we are asking any member of the public
24:18who is able to assist us regarding this person
24:21as to where he might be
24:22because we already have information as to who he may be.
24:26Right.
24:26And so, Mr. DL, at this point in time,
24:31it would be the wise thing to present yourself
24:34to the nearest police station.
24:35He grabs the lady's purse.
24:38Yes.
24:38After having a conversation with them.
24:40Yes.
24:41And she struggles a bit.
24:44She's still trying to ward him off
24:46and he's still, she falls to the gong on my.
24:50Yeah, and he goes off running.
24:51So, anyone with information, please,
24:53what Mr. DL presented.
24:54There he is again.
24:55Yeah.
24:55And I think this was recent as of Monday, I believe,
25:00where apparently the owner of the root shop
25:03alleges that he had a firearm
25:06when he entered the establishment
25:07and took some money and so on
25:11and valuables from him.
25:12And then this is the CCC TV footage
25:15from outside that business space
25:17that he later ventilated on social media.
25:20So, we are asking anyone with relevant information
25:23about Mr. DL.
25:25Mr. DL, you know who you are?
25:27And the police do as well.
25:30So, it's only a matter of time before you are caught.
25:33That is correct.
25:35So, do the honorable thing.
25:36Present yourself to the nearest police station
25:38so that the process can start.
25:40It's not a matter of if,
25:42it's a matter of when.
25:43Exactly.
25:44And I know he's caught in the act
25:46in that other video there.
25:49Yeah.
25:49And I'm hopeful that the lady
25:52who fell, she's all right
25:54because she fell very hard
25:56and partially on the pavement
25:58and off to the drain.
26:00Yes.
26:00Her injuries were not life-dreatening.
26:03But regarding the offense,
26:05it is one that will encompass
26:07that entire incident,
26:09inclusive of her injuries.
26:10Have you all seen an uptick
26:13in and around especially the commercial area
26:16of incidents like this?
26:17Regarding this particular individual,
26:23we have observed a series of robberies.
26:27Outside of that,
26:28we can't say that we have observed
26:29any particular trend.
26:31There are things that would occur more sporadic.
26:34Right.
26:34So, you know,
26:35more opportunity situations
26:37where persons,
26:39and we are not victim blaming,
26:41but persons may not necessarily
26:44make themselves hard targets
26:46and other persons
26:47sees the opportunity.
26:49So, generally,
26:50in terms of a trend similar to this,
26:52no.
26:52All right.
26:54Well, at least we hope for that,
26:56you know,
26:56as time goes along,
26:57that the persons
26:58or anyone with information
27:00contact the Arima Police Station
27:03or the nearest police station
27:05and give information about Mr. DL
27:08so that we can get persons like that
27:10off the street.

27:14that she resisted
27:16and could have harmed her even more.

28:49of the vehicle

28:51while I have
28:52the contact
28:52number 5,
28:54he never
28:54the driver's
28:55permit
28:56or anything
28:56like that.

32:00So we actually have a video involving an incident in the St. Augustine area.
32:07It was caught on camera.

32:11So this was earlier this morning in the St. Augustine area.
32:22So we see the gentleman there.
32:23He stops his vehicle.
32:26And it seems that, I don't know, at that hour, something looks amiss here.
32:34Well, he...
32:35He's looking for something.
32:40He's perusing up the premises there.
32:43Yeah.
32:43No, he's trying to...
32:47He's probably trying to...
32:49Maybe he forgot his keys?
32:50Probably forgot his keys.
32:51Yes.
32:53And I realize that every time a vehicle passes, he stops.
32:57Yes.
32:57So, you know, oftentimes police officers say someone is acting suspiciously.

33:06And this is a lotto boot in that area.

33:15Every time a vehicle passes...

33:17...he discontinues his behavior.
33:19Yes.
33:19I don't know if he received any knowledge from somebody that there is something of value
33:26in there, if not money.
33:30Well, if you are saying it's a lotto boot, then...

33:32You know, definitely he'll be of the opinion that if he gets in, that he will be able to
33:39get out with something valuable.
33:43Yes, because the video goes on for a couple of minutes.
33:46Well, of course, um, and, uh, of course, he's very persistent, to say the least.
33:53That's a dangerous person, and he appears to be, like, you know, he's taken.
33:56Yes.
33:57But, let's see, right, he turns away again.
34:00He pretends that he collected the, the, the lotto numbers or the playway results from,
34:06from the previous day or something.
34:09He looks out, he walks out to the road, roadway, of course.
34:16And then he returns, quickly.
34:18Vehicle has gone, so...
34:20Back to business.
34:21Yes.
34:23So now I'm seeing he's using a slipper, trying to, to, to...
34:27Well, he's confident that his human strength, um, minus the use of any other tool, is sufficient
34:39in order to get him to achieve the objective.
34:41Well, surely we know what you look like.
34:47It's very well with the ASP put.
34:50Um, he walked to the camera, uh, several times.
34:54That is correct.
34:54So there is no issue in terms of being very difficult to identify the individual in this video.
35:01I'm sure somebody out there will be able to say who this individual is.
35:10Yes, and I'm glad that you mentioned the cameras.
35:13Um, we always recommend that persons place CCTV cameras.
35:19Uh, it is important.
35:20Oh, he was able to achieve something.
35:22Um, it is important so that it gives us, uh, an advantage regarding who we are looking for.
35:29Um, the person's mode of operation.
35:31Yes.
35:32And, you know, it brings us closer to bringing, uh, investigations to a successful conclusion.
35:37So, again, anybody, anybody with information, anybody who has knowledge as to who this individual is,
35:45and I'm certain that there are persons who are looking on now who will have that information,
35:49please communicate, 999-555-800-TIPS.
35:53Um, today it could be, uh, this place that we are observing here.
35:56Tomorrow it could be your home.
35:58It could be your family's home.
35:59It could be your friend's home.
36:00Um, persons like, like this need to be, um, held account and, and, and let the judicial process take its course.
36:08You know, he certainly, he really, he really took the time to ensure that he, he gets some kind of access to that lotto booth there in, in, in the, um,
36:19and, um, of course it's off to the left, but it's, it's well lit as we indicated before.
36:24Um, and he, as the vehicle passes, of course, the same behavior persists.
36:31He walks away, pretending that he's on his way home or something, and then he goes back to his, his tricks again.
36:40That is correct.
36:42So the lighting is sufficient, as you indicated.
36:44Yes.
36:45Um, and then we are quite able to see exactly who this individual is.
36:51And usually, Mark, usually, it's a repeat offender.
36:58Well, I think he, he seems very persistent in wanting to get into that, um, that lotto booth, of course.
37:05And I think he, he would have succeeded, uh, eventually.
37:08In some measure.
37:11I, I don't know what he would have taken away from that booth.
37:15But, uh, certainly, um, when the person or persons come to the establishment, or came to the establishment this morning,
37:24they would have, um, noticed that, uh, something, the lock was broken or something.
37:30And they would, if, if he got away with significant, uh, stuff,
37:35then they would, obviously, would have made a report to the relevant police station.
37:39Yeah.
37:40So if you have any information about this individual, we are asking you to contact the nearest police station,
37:52uh, if it falls within the precinct of St. Joseph Police Station,
37:56we ask you to go there and let them know that you know the identity of this suspect, um,
38:02seen here, captured on CCC TV footage.
38:06Um, I see, like, somebody was actually walking by and he decided to go onto his bicycle.
38:10Uh, yes.
38:12And he rides off.
38:14Yeah.
38:15So it would be interesting to find out if, what, if anything he got,
38:20but the mere fact that he was intent on breaking and entering into,
38:23into a place that was closed up as, as in itself an offense.
38:27You are absolutely correct.
38:29Yeah.
38:29So, we have had sufficient there and, um, it's for the investigators now to do their part,
38:34uh, bring this person to account.
38:36We are relying on members of the public to provide the necessary information as to his identity,
38:41his whereabouts, and, uh, we will take it from there.

40:45There's those numbers there, 623-1711, extensions 1996 and 1997.
40:53I know you've been pretty busy.
40:55I know you're gearing up for a particular election in a couple of weeks.
40:59But how has the Northern Division been?
41:01I know that's the area where you do a lot of your work.
41:05Of course.
41:05I'm based at the Northern Division, yes.
41:07And we have been doing a tremendous amount of work in the Arima District,
41:12more so the La Retreat area.
41:14We have had some incidents early in the year regarding a couple murders.
41:19And for that reason, we have had a heavy concentration of resources.
41:24So far, we are seeing some measures of success.
41:29We don't like to speak too early.
41:31It's something that is described as a police in sin.
41:35So we don't like to speak too early, but the signs so far are very encouraging.
41:40So there are other areas in Arima that, you know, is just as worthy of attention.
41:47But this area being community-based and having so many other issues,
41:53we felt it necessary to more or less place that type of focus there.
41:59And so far, it is paying dividends.
42:01I'm glad that you mentioned that because a special good evening to Senior Superintendent Maynard Wilson.
42:08We spoke while I was in the Arima area, and she did mention to me when I was on my way back to Port of Spain
42:13that the TTPS and my extension officers of the Northern Division were doing something in the latter part of this month in that area.
42:23So I did indicate to her if you have something that you all have ready by, you know, next week,
42:29we're hopeful that we can actually kind of get people cognizant of what's going to be happening in the coming days in that area you spoke about
42:39where the police is, you know, partnering with the community, you know,
42:43and getting people to understand the community better and how, you know,
42:46there's been a lot of negative things coming out of that area for quite a while now.
42:52And if we can bridge that gap, so to speak, understand the problems that these people face,
42:57of course, not just with the police, but other NGOs on board,
43:01obviously, we are heading in a step in the right direction.
43:04Of course.
43:05And you mentioned my Senior Superintendent, Ms. Maynard Wilson,
43:08and good afternoon, ma'am, good afternoon, Ms. Guy Allen as well.
43:11You know, she indicated something, and it's quite significant.
43:16That Larrie Treat area is commonly called the Dump Road area.
43:20And she said the label and the term in itself is one that it signifies something,
43:27and it's not necessarily something positive.
43:30So we have redirected our terms to refer to the area as Larrie Treat,
43:37which is exactly the road sign that exists.
43:39And we are also asking members of the community to take away that stigma,
43:44that Dump Road stigma, and, you know, and refer to their community in a positive way.
43:52And, you know, for those who would understand criminology and so on, you know,
43:57these things are very, very significant.
43:59There are terms such as self-fulfilling prophecy and all these things
44:03that persons who are seen a particular way may to more or less internalize that type of energy.
44:13Yes.
44:13And then they believe that this is who they are.
44:16So that alone defines or that defines the vision of the Senior Superintendent
44:24and her understanding regarding, you know, factors that the average individual might tend to look overlooked.
44:32Really good work.
44:33And we hope to see the results of that bear fruit in the not-too-distant future of this.

44:55Because we all have other childhoods where they had that.
44:58You can't hear what's going on in the church.

45:02You're going to be so loud.

45:06Please, is there a law against these big speakers in the car?
45:09Which area specifically, ma'am, where you are speaking generally?
45:13I'm in St. James.

45:36So if you're in church services going on, you can't hear nothing.

45:46Yeah, that's been an issue ongoing for quite a while.
45:50And these speaker boxes, you know, people putting them out on the trees of their van
45:54and driving through the streets.
45:56Like if it's like a carnival truck.
45:59This is during the course of the year.
46:01Right.
46:01So straight out, it's an offense.
46:03Yes.
46:03And it's one that is easily policed because the law is quite clear as to how it is to be enforced.
46:10So it is a ticketable offense, and persons have been issued tickets for that particular offense.
46:17She has mentioned the St. James area, and, you know, I will seek to have a conversation with the persons in charge
46:23so that they can be much more effective in terms of their traffic approaches
46:29to ensure that those persons who are utilizing the roadway are in compliance to the motor vehicle and road traffic laws.
46:37You know, there are other issues regarding noise pollution.
46:42Yes.
46:42And we know that there has been some recent discussion as to having law amendments to treat with it.
46:52And those were of such a nature that it was much more, is much more at this point in time,
47:00difficult for law enforcement to treat with.
47:02But regarding the motor vehicles in themselves, that is clearly established.
47:07It is clearly defined.
47:08And for that reason, ma'am, we will ensure that the necessary is done in order to alleviate your circumstance.
47:16I remember many years ago, you know, when we were growing up and so on, you know,
47:22they had that issue with maxi-taxi.
47:23Yes.
47:24That was a big thing.
47:24A big thing, yeah.
47:26You know, we have another caller in line.

47:44And of those two young girls, telling me what they should have been in school,

47:59The two young girls there look like about 10 and 12.
48:02Which area is this, ma'am?
48:05Right, the office is Penrides.
48:07Which area, Arima, San Fernando, Shogonas?
48:10Arima.

48:14No wonder they continue to disappear because anybody can take advantage of them.

48:49Maybe they come out at a specific time.

48:52But, um, I can tell you that the people of Arima were really nice people.

48:57They were willing to speak.
48:59You know, I had some, a nice chow up there as well, man.
49:02You know, some young men I've seen working.
49:04Yeah.
49:04You know, that enterprise, you know, very young in the mid-twenties and they, they're doing their thing, man.
49:10Excellent.

49:11That's really good to see, you know, and that's after all those, you know, those sole entrepreneurs who, who've gone out there, you know, and just doing their thing.
49:20Yeah.
49:20And that's why we are really, really glad for that call, ma'am, because, um, you have demonstrated that you are not only looking at your own situation, but you are also looking at the future.

49:30And we would like that if we recognize that children are placed in positions that they ought not to be in, that we must call it out.

52:44I'd like to ask the official question, please.
52:49Sure.
52:50Is this a little low or a low, but when you hear a siren, you move to a site?
52:58And I'm going to give you my reason, I'll be sure, but I'll give you my reason why I'm asking.
53:03Right.
53:03So when persons go to do their regulations,
53:07amongst the questions and the booklet that they would give you
53:11are those directives that once you hear the siren of an emergency vehicle,
53:17you have to pull to the left-hand side of the roadway.
53:20But is it a 30-seating?
53:23Well, if it is you fail to comply, you will be obstructing the emergency vehicle,
53:31and that in itself is an offense.
53:33All right, well, I'm asking you, because on two or three occasions,
53:39the police was driving the car, stopped to go back down,
53:43because there was in the other train area, to go and drink the beer.
53:47Right?
53:48And then another one I saw, the police officer,
53:52he had to go for a woman in St. James.
53:55You know, and I had to be pulling aside,
53:59so that he, well, the girl on the 30th is making it up.
54:02So I am just, I will then want to find out whether it is a law,
54:08and why must I be charged for something like that?
54:12Yeah, understood.
54:14So I understand fully your concerns, caller.
54:20It's one where the caller is of the view that in that particular situation
54:27that he was exposed to, that there wasn't a real emergency.
54:30But the law is there for a reason,
54:33and, you know, we ought to understand the reason why the law was there in the first place.
54:39It's to ensure that those vehicles are able to respond as quickly as they can.
54:44Sometimes it's even an ambulance.
54:45And we wouldn't like to know that because of someone's own opinion
54:50that those vehicles were more or less stymied or their progress was limited
54:56because of the fact that someone felt that they should not have been pulled into the side of the road.
55:00On the other side, your concerns are not going on deaf air.
55:07There are situations when our officers may abuse the authority that have been vested in them.
55:14And for that reason, if it is any member of the public observed that,
55:17you can feel free to make your concern heard in any police station
55:22or with any senior police officer, and we will take the necessary action.
55:25But do not try to address that issue by not doing the right thing
55:33because you might very well at that time be taking a particular course of action
55:39that could contribute to somebody losing their life
55:42because the police wasn't able to respond quickly,
55:45the ambulance wasn't able to respond quickly,
55:47and probably any other emergency vehicle wasn't able to respond quickly.
55:50And God forbid, it might just be somebody you know.
55:55Yeah?
55:56So, rule number one,
55:59you do what you ought to do as far as the law is concerned.
56:01If it is you observe something that is wrong,
56:04the officers did something that is wrong that you believe to be wrong,
56:07you are free to voice your concern.
56:10But don't let that stop you from doing what you are supposed to do.
56:13Yeah, as you said, if you observe something,
56:16you think that was improper,
56:18if you have the number plate,
56:20you know, you just go and make up an official report
56:23if you felt that it was not of an emergency nature.
56:26That is correct.
56:27And then, of course, the authorities will have to look and take from there.
56:30Yeah, we will cheat it out.
56:31Because, as you said,
56:32you cannot assume that a vehicle is coming down the road
56:35and the sirens are there,
56:37whether it be an ambulance or a police car,
56:40and then decide you're not pulling aside
56:41because you believe you've just been frivolous.
56:45They just want to clearly traffic.
56:46That's right.
56:47So, we can't assume that.
56:48But if you observe something close to where they actually arrive
56:53and you see that,
56:54then you can go and make a report.
56:56So, as I said, don't leave anything to chance.
56:59Exactly.
56:59Precisely.
57:00You put it so, so simply, man.
57:02I try, I try.
57:04But, you know, you're right.
57:05You're right.
57:05You know, it's a serious thing
57:06because you never know if it's somebody
57:08that you know
57:10or somebody that's very close to you
57:12that they were going for
57:13and you happen to be the one that obstructed them
57:16from getting that person to the hospital
57:18or, quite for better, anything onto one.
57:21Yeah.
