00:03:14Welcome to Beyond the Tape
00:03:23I'm your host Mark Gossand
00:03:24Welcome Trinidad and Tobago
00:03:26Of course to our international viewers
00:03:28And our brothers and sisters
00:03:29In the Isles of Grenada
00:03:31I want to sincerely apologize
00:03:33Yesterday we had some
00:03:34Technical difficulties
00:03:36And as a result of which
00:03:38We were unable to be on air
00:03:40But certainly we hope to make up for that
00:03:42Today
00:03:43And we're going to be early today
00:03:46Tomorrow and on Friday
00:03:4710 to 6 of course
00:03:48For 5.50
00:03:49So please stay tuned
00:03:51It's smack in the middle of the week
00:03:53And of course
00:03:54Today with us
00:03:55It's none other than
00:03:56Acting Sergeant
00:03:58Zaheer Ali
00:03:58Of the Trinidad and Tobago
00:04:00Police Service
00:04:00And attorney at law
00:04:02Welcome
00:04:02Well good evening to you Mark
00:04:04You know Mark
00:04:04I'm happy to see you here
00:04:05This afternoon
00:04:06I thought that for a moment
00:04:07You know
00:04:09Waiting in the studio
00:04:10You know
00:04:10For your good self
00:04:11I probably
00:04:12Was thinking that
00:04:14You know
00:04:15Perhaps you're on your way
00:04:15Down to the
00:04:16Byron Lara Stadium
00:04:17You know
00:04:17But I see that you are
00:04:18Very dedicated and committed
00:04:19To be on the tape
00:04:20But again
00:04:21It's a pleasure to be here
00:04:22This afternoon Mark
00:04:23Good afternoon to Jackie
00:04:24And you know
00:04:25The members of
00:04:25Be on the tape
00:04:26The citizenry of Trinidad
00:04:28And Tobago
00:04:29And you know
00:04:30Let me extend it to persons
00:04:31Who may be viewing
00:04:32Or listening to the program
00:04:33In other jurisdictions
00:04:34And most importantly
00:04:35To the law enforcement
00:04:36My law enforcement colleagues
00:04:39You know
00:04:39Mark
00:04:40You know
00:04:42We're in a state of emergency
00:04:43But equally
00:04:44From this afternoon
00:04:45You know
00:04:46Sport has
00:04:47You know
00:04:48That unifying factor
00:04:50Yeah
00:04:50And you know
00:04:51I know that
00:04:52The
00:04:53CPL is
00:04:54You know
00:04:55Heavily followed
00:04:56And
00:04:56You know
00:04:57I'm asking
00:04:58The citizens of Trinidad
00:04:59And Tobago
00:05:00And you know
00:05:00Those who are visiting
00:05:01You know
00:05:02To respect
00:05:02You know
00:05:03Early o'clock
00:05:04The
00:05:05Regulations
00:05:06And the restrictions
00:05:07As it relates to
00:05:08The events
00:05:09At the Barren-Larrow Stadium
00:05:10I know Assistant Commissioner
00:05:11Mr. Meister
00:05:13Would have spoken
00:05:13In a press conference yesterday
00:05:15Urging persons
00:05:16You know
00:05:17To adhere to the directions
00:05:18And
00:05:19You know
00:05:20Or the command
00:05:21You know
00:05:22Of the law enforcement agency
00:05:23So I just want to echo that
00:05:24This afternoon
00:05:24Because I am aware
00:05:25That persons
00:05:26You know
00:05:27At this very time
00:05:28Are making their way down
00:05:29To the Barren-Larrow Stadium
00:05:30So
00:05:31And I wish you all
00:05:32You know
00:05:32A happy
00:05:33Enjoyable evening
00:05:34You know
00:05:34Let
00:05:35That good sense prevail
00:05:36And you know
00:05:37Let us sit down
00:05:38And really enjoy our sport
00:05:39And see
00:05:39What it is to be
00:05:41A team
00:05:42You know
00:05:43In the area of sport
00:05:46You know
00:05:47Certainly of course
00:05:48The TKR will be
00:05:50Starting one of
00:05:52The first five home games
00:05:54Over the next week
00:05:55Of course
00:05:55And as you said
00:05:56You know
00:05:57The TTPS
00:05:58Has put
00:05:58Certain specialized units
00:06:00Down at the
00:06:01Barren-Larrow Stadium
00:06:02Of course
00:06:02We are hopeful
00:06:03That
00:06:04In all that
00:06:05You know
00:06:05The traffic
00:06:06Arrangements
00:06:07And so on
00:06:07Will alleviate
00:06:09You know
00:06:10We always have that
00:06:11Backup of traffic
00:06:12In and around that area
00:06:13So we hope that
00:06:15That will be
00:06:16Ironed out
00:06:17Well most importantly
00:06:18Mark
00:06:18And you know
00:06:19Why we may not be able
00:06:20To totally eradicate it
00:06:21You know
00:06:21Once you have
00:06:22Large number of persons
00:06:23Coming to an area
00:06:25Inclusive of vehicles
00:06:27And you know
00:06:28You know
00:06:28Other logistics
00:06:29You know
00:06:30It wouldn't be
00:06:31You wouldn't be expected
00:06:32To be you know
00:06:33Free flow
00:06:33As usual
00:06:34You know
00:06:35But you know
00:06:36It expected
00:06:36Some level of patience
00:06:37You know
00:06:38To be exercised
00:06:39In this particular time
00:06:40As well
00:06:40Because
00:06:41Things will be
00:06:42At a slower pace
00:06:43You know
00:06:43Whether you are
00:06:44Proceeding to
00:06:44Or from the venue
00:06:45You know
00:06:46Exercise caution
00:06:47And most importantly
00:06:49I saw that
00:06:50The franchise
00:06:51Is used some
00:06:52Very strong
00:06:52Regulations
00:06:54Or I should say
00:06:55Restrictions
00:06:55That's really
00:06:56Centering the venue
00:06:57So please adhere
00:06:58To those restrictions
00:06:59So you do not
00:07:00Find an inconvenience
00:07:01Or
00:07:02Or even
00:07:04You know
00:07:04Going into
00:07:05The stadium
00:07:07And you know
00:07:07You are exposed
00:07:09To be met
00:07:10With law enforcement
00:07:11Actions
00:07:11Because of your
00:07:12Non-compliance
00:07:14With the restrictions
00:07:15So you know
00:07:15Just be circumspect
00:07:16This afternoon
00:07:17And you know
00:07:18Ensure that you
00:07:18Enjoy your sport
00:07:20Yeah and I'm
00:07:20Sitting if I was not
00:07:21Here you would be
00:07:22More than capable
00:07:22To host this
00:07:24Program on your
00:07:24Own of course
00:07:25You could have
00:07:26Called me while
00:07:26I was at the stadium
00:07:27And I would have
00:07:28Done a link
00:07:29Well you know
00:07:30Mark that's a
00:07:31That's a big challenge
00:07:32You know
00:07:32That's a big challenge
00:07:33That you know
00:07:33You're placing on me
00:07:34You know
00:07:34You know sometimes
00:07:35People's virtual
00:07:36You know we have
00:07:37Going across
00:07:37Some of the virtual
00:07:38But you know
00:07:38A program like this
00:07:39You know in person
00:07:41You feel you know
00:07:42The strength
00:07:43When you're in person
00:07:44As opposed to virtual
00:07:45So thank you for being here
00:07:46Strength in numbers
00:07:47That's correct
00:07:48And teamwork
00:07:49You know
00:07:49Yes you know that
00:07:50We are still in that month
00:07:51Of the celebration
00:07:54Or the anniversary rather
00:07:56Of the Trinidad and Tobago Police
00:07:57We are celebrating
00:07:5870 years of women
00:08:01In the TTPS
00:08:03And come Friday
00:08:04It will be
00:08:05Exactly 70 years
00:08:06And I know you might
00:08:07Want to extend
00:08:08Some greetings of course
00:08:09And you know
00:08:10Feel free to do such
00:08:12Well you know
00:08:13On the last occasion
00:08:14Mark I know that
00:08:15We recognize
00:08:16A surviving member
00:08:18From the first batch
00:08:19Of women police officers
00:08:20And you know
00:08:21Again I want to take
00:08:22This opportunity
00:08:23You know to wish
00:08:24All the women
00:08:25Police officers
00:08:25And by extension
00:08:26The women
00:08:28In Trinidad and Tobago
00:08:29And there's a reason
00:08:29I'm saying
00:08:30You know we've spoken
00:08:32I'm going to go
00:08:32To your famous person
00:08:33Sir Robert Peel
00:08:35Speak about
00:08:35The public is the police
00:08:37And the police is the public
00:08:38So in this context
00:08:39Let us drive the principle
00:08:40We have women police
00:08:41They are on oath
00:08:43But you also have women
00:08:44Who are not on oath
00:08:45Who also police
00:08:47Whether they're providing intelligence
00:08:48Whether they're providing
00:08:50Other support
00:08:50That we may not know
00:08:51Or in some cases
00:08:53We know
00:08:53So you know
00:08:54Let's look at both women
00:08:55Let's look at women
00:08:56Sorry both from our oath context
00:08:57And from you know
00:08:59Not you know
00:09:00Taking the oath
00:09:01But still playing our
00:09:02Policing role and function
00:09:03But again to the women police
00:09:04In Trinidad and Tobago
00:09:05I know that
00:09:05Over the last couple of weeks
00:09:06You all are busy
00:09:07With various activities
00:09:09Functions
00:09:10And I think that
00:09:11You know if not
00:09:12Later today
00:09:13I think tomorrow
00:09:14There will be a parade
00:09:16Or a march
00:09:17You know
00:09:18To further recognize
00:09:20You know women police
00:09:21In Trinidad and Tobago
00:09:21But I urge you
00:09:22To appreciate
00:09:23The very significant
00:09:24And important role
00:09:25And function
00:09:26That you know
00:09:26You have
00:09:27Wherever you fall
00:09:29Within the organizational structure
00:09:30You know your role
00:09:32And responsibility
00:09:32Is very very important
00:09:33For the citizens
00:09:35Of Trinidad and Tobago
00:09:36And most importantly
00:09:36For your fellow women
00:09:38In Trinidad and Tobago
00:09:40And of course
00:09:41Later in the program
00:09:43We're going to hear
00:09:43From at least three retirees
00:09:45And their experience
00:09:46During their tenure
00:09:48Of the TGPS
00:09:50But switching gears
00:09:51A little bit
00:09:52To something
00:09:52A little more serious
00:09:53Sergeant Ali
00:09:55We've been having
00:09:56A lot of road fatalities
00:09:58Over the last couple of weeks
00:10:00On our nation's roadways
00:10:02And we might have some
00:10:03Statistics to share
00:10:04With the public
00:10:05But what you determine
00:10:08Is this
00:10:09The reasoning
00:10:10For this kind of
00:10:11Obsuge
00:10:11In road fatalities
00:10:13Over the last couple of weeks
00:10:15Well Mark
00:10:16You know
00:10:16My first time you speak
00:10:17About road traffic
00:10:18You know
00:10:18I have not
00:10:19Become emotional
00:10:20You know
00:10:20I'm very passionate
00:10:21About it
00:10:21Because it is
00:10:23Very significant
00:10:23In relation to
00:10:24The loss of life
00:10:26Or serious injury
00:10:27Or you know
00:10:28Serious damage
00:10:29To property
00:10:30And I will
00:10:32Basically say that
00:10:34It's a combination
00:10:34Of factors
00:10:35I cannot single out
00:10:36A particular factor
00:10:38I think it's a combination
00:10:39Of factors
00:10:39And you know
00:10:40When you look at
00:10:41The May to August
00:10:422024 versus
00:10:432025
00:10:44And looking at
00:10:46The statistics
00:10:47Here
00:10:476% increase
00:10:48In fetal RTAs
00:10:50And 21% increase
00:10:51In deaths
00:10:52You know
00:10:52And we just stressed
00:10:53On the issue
00:10:53Of deaths
00:10:54The loss of life
00:10:56You know
00:10:56That's very significant
00:10:57And you know
00:10:58I cannot attribute it
00:10:59To one singular factor
00:11:00There's a combination
00:11:01Of factors
00:11:02And I think Mark
00:11:04I want to
00:11:04You know
00:11:05Reiterate what I said
00:11:07On the last occasion
00:11:08That I think we need
00:11:09A national voice
00:11:11You know
00:11:11A national response
00:11:12To looking at
00:11:13This issue
00:11:14Of road traffic accidents
00:11:15You know
00:11:15Looking at
00:11:16The road traffic
00:11:17As well Mark
00:11:18You know
00:11:18Just from a personal context
00:11:20You know
00:11:20Sometimes you're driving
00:11:21Along the roadway
00:11:21And when I
00:11:22Observe
00:11:23You know
00:11:24The driving
00:11:25That I see sometimes
00:11:26You know
00:11:26I
00:11:27You know
00:11:29I ask myself
00:11:31The question first
00:11:32You know
00:11:32Are these people
00:11:34Aware of the risk
00:11:35For the
00:11:36Person who are in charge
00:11:37Of the vehicle
00:11:37And persons who may be
00:11:38In the vehicle with them
00:11:39Are they aware
00:11:40Of the risk
00:11:41Associated with themselves
00:11:42In terms of
00:11:43How they are behaving
00:11:43On the nation roads
00:11:44And very simple infractions
00:11:47Very simple infractions
00:11:49Can manifest itself
00:11:50Into death
00:11:51And I always say
00:11:52That an improper
00:11:54Overtaking on the left
00:11:55Or the right
00:11:55Which appears to be
00:11:56Very simple road traffic
00:11:58Violations
00:11:59Can end up
00:12:00In either you
00:12:01Or a party
00:12:02In close proximity
00:12:03Being affected
00:12:05By very serious injuries
00:12:06If not death
00:12:07So it really calls
00:12:09For a change
00:12:10In attitude
00:12:11A change in behavior
00:12:12As some of the factors
00:12:14That may be contributing
00:12:14To it
00:12:15And even from
00:12:17Infrastructural context
00:12:19As well
00:12:19You know
00:12:19I don't want to go
00:12:20Into lighting
00:12:20And roadworks
00:12:22And so forth
00:12:22But you know
00:12:23We need to look at
00:12:23Everything in context
00:12:25But I will say
00:12:27That it's a combination
00:12:28Of factors
00:12:29That we need to look at
00:12:30Both from the human element
00:12:32And you know
00:12:32Going outwards
00:12:33To the infrastructure
00:12:34And other related factors
00:12:36But again
00:12:36Very concerning
00:12:37Because I always said
00:12:39As well Mark
00:12:40While we speak about
00:12:41Firearms
00:12:42And ammunition
00:12:42And explosives
00:12:43When you are in charge
00:12:45Of a vehicle
00:12:45A vehicle
00:12:46Is a very serious matter
00:12:48If you are not
00:12:49Careful about a vehicle
00:12:50It can be a weapon
00:12:51To inflict harm
00:12:52Serious injuries
00:12:54Death
00:12:55So you know
00:12:55Let us understand
00:12:56And appreciate
00:12:57That when we are in charge
00:12:58Of a vehicle
00:12:58It calls for
00:12:59Serious responsibility
00:13:01Yes
00:13:02Most certainly
00:13:03Well said
00:13:04Sergeant Ali
00:13:05And we just wanted to
00:13:07Update you on
00:13:07Trinidad and Tobago
00:13:09Police release
00:13:09A foreign national
00:13:11Was charged with murder
00:13:12A foreign national
00:13:13Is expected to appear
00:13:14Before a high court
00:13:15Master
00:13:17Charged with the murder
00:13:18Of a John Doe
00:13:19In San Fernando
00:13:20Apparently happened
00:13:21On the 23rd of August
00:13:242025
00:13:25According to police reports
00:13:26Officers of the
00:13:27San Fernando police station
00:13:28Won patrol in the district
00:13:29When they received
00:13:30A wireless transmission
00:13:31From the E99 command center
00:13:34Regarding a man
00:13:35Who had been fatally
00:13:35Stabbed on the compound
00:13:36Of the national insurance
00:13:38Board cross crossing
00:13:39Upon visiting the scene
00:13:40Officers found the
00:13:41Emotionless body
00:13:42Of a man of African descent
00:13:44He was later pronounced
00:13:45Dead by the EMT personnel
00:13:47The suspect was later
00:13:48Intercepted by a mobile
00:13:49Patrol team
00:13:50A short distance away
00:13:51He was formally charged
00:13:53The same day
00:13:54And will be
00:13:55Appearing virtually
00:13:56On tomorrow's date
00:13:58At South Court B
00:14:00Well you know
00:14:01Hats off to the investigators
00:14:03You know to bring
00:14:04At least some level
00:14:05Of conclusion
00:14:05From an investigative context
00:14:07You know and I hope
00:14:08That the same enthusiasm
00:14:10And commitment
00:14:11Dedication
00:14:12Will also find its way
00:14:13Within the court's domain
00:14:14For the purposes
00:14:15Of this prosecution
00:14:16You know on the basis
00:14:17That we secure
00:14:18A conviction
00:14:18And send a very clear message
00:14:20To persons who
00:14:21Are or may be bent
00:14:24On breaching
00:14:25The criminal law
00:14:26And very serious consequences
00:14:27Yes certainly
00:14:29Alright we want to
00:14:30Take a look at a video
00:14:31It happened in the
00:14:33Library area
00:14:34On the 25th of August
00:14:36Let's take a look
00:14:37So it seems that
00:14:41This general is
00:14:42Taking quantity
00:14:43Rather or quickly
00:14:44And runs into
00:14:47A parked
00:14:48Truck
00:14:49So you're seeing him
00:14:55Coming around the
00:14:55Corner there
00:14:56A little bit
00:14:57Quickly
00:14:58And then he loses
00:14:58Control of the vehicle
00:14:59As it takes the corner
00:15:01And smashes into
00:15:03A parked vehicle
00:15:04On the other side
00:15:05Of the road
00:15:06So Mark
00:15:08If we're looking
00:15:08At that particular video
00:15:09And if Jackie
00:15:10Can this for us
00:15:11So that we have
00:15:11Some opportunity
00:15:12To comment on that video
00:15:14Exactly what I was saying
00:15:16And in response
00:15:17To your question
00:15:17What may be accounting
00:15:18For it
00:15:19Let's look at
00:15:20First
00:15:20The overarching
00:15:22Could we save
00:15:24With any level
00:15:24Of certainty
00:15:25That that driver
00:15:25Was driving
00:15:26With due care
00:15:27And attention
00:15:27And you don't
00:15:28Have to answer it
00:15:29But it's a question
00:15:30I'm posing to you
00:15:30And the citizenry
00:15:31And the reason
00:15:32I'm asking that question
00:15:33Is an overarching question
00:15:34Here it is
00:15:36That you are
00:15:36Approaching an intersection
00:15:38Or what appears to be
00:15:40Or what appears to be
00:15:40Around the boat
00:15:41So if you are approaching
00:15:43An intersection
00:15:43Or around the boat
00:15:44Where you have to
00:15:45Basically be changing
00:15:46Direction
00:15:46One would expect
00:15:47That you are slowing down
00:15:49To proceed with caution
00:15:50Even if it was an intersection
00:15:51With traffic lights
00:15:52That you have the green
00:15:54Still you are approaching
00:15:54An intersection
00:15:55And you should be
00:15:55Approaching an intersection
00:15:56With the due care
00:15:58And attention
00:15:58So that's the first thing
00:15:59The second thing is
00:16:00And that's in relation
00:16:02To the driver
00:16:02With I think this front here
00:16:03If you look now
00:16:05On the opposite
00:16:05The driver
00:16:06Of that pickup
00:16:08Look at where
00:16:09That driver of that pickup
00:16:10Plays that white
00:16:11Pickup
00:16:13If you look at the distance
00:16:16From the intersection
00:16:18You'll realize
00:16:19That it's also
00:16:20Putting motorists
00:16:21Who may be coming in
00:16:21In a position of
00:16:24Harm's way
00:16:25Because you have to
00:16:25Now negotiate
00:16:26Because look at it
00:16:27When you turn in
00:16:28You're not seeing
00:16:28That vehicle there
00:16:29It's only when you come around
00:16:30You see that vehicle
00:16:31So keep it
00:16:33Keeping a reasonable distance
00:16:36From an intersection
00:16:37Is also important
00:16:38So I'm just using
00:16:39The reference
00:16:39To identify both parties
00:16:41There
00:16:41The parked vehicle
00:16:42And the vehicle
00:16:43That was in motion
00:16:43As to circumstances
00:16:45And things that we need
00:16:46To look at
00:16:47Now thankfully
00:16:48It appears that
00:16:49No one is seriously injured
00:16:51Based on what we are seeing
00:16:52Immediately
00:16:53I don't know whether
00:16:53Subsequently persons
00:16:55May have taken
00:16:56As the video progresses
00:16:57You will see the driver
00:16:59Of that front here
00:17:00Examine the damage
00:17:01Places the bumper
00:17:03In a street
00:17:04Looks around a bit
00:17:06And you know
00:17:08There is no interest
00:17:09By that driver
00:17:10To inquire
00:17:12As to who
00:17:13Is the owner
00:17:14Or driver
00:17:15Of that vehicle
00:17:16Parked vehicle
00:17:17That he runs into
00:17:18So what does he do?
00:17:21He looks around a bit
00:17:23There's a guy
00:17:24Approaching there
00:17:25Of course
00:17:25I don't know
00:17:27If he
00:17:27A resident of the area
00:17:29Perhaps
00:17:29Or somebody living nearby
00:17:30And looking on
00:17:31And he proceeds
00:17:34To reverse
00:17:34The vehicle
00:17:35As you can see
00:17:38And as
00:17:41As the camera rolls
00:17:42And the video
00:17:43Continues to play
00:17:44You will see
00:17:45He actually makes
00:17:45A U-turn
00:17:46And he drives
00:17:49Down that
00:17:50Same said street
00:17:52That he was
00:17:53Coming into
00:17:55When he
00:17:55Ran into the vehicle
00:17:57You will see him
00:17:59Reverse here
00:17:59Another vehicle
00:18:01Passes by
00:18:02And he drives off
00:18:06Literally
00:18:11He drove off
00:18:12Without a care
00:18:15Any will
00:18:15As to what
00:18:16Kind of damage
00:18:16He would have
00:18:17Done to that
00:18:17Man's vehicle
00:18:18That parked vehicle
00:18:19As well
00:18:20And Mark
00:18:21Happy that you
00:18:21Went to that
00:18:22Context in terms
00:18:22Of having
00:18:23Come into contact
00:18:23With another vehicle
00:18:24I didn't inquire
00:18:25And I hope
00:18:26That he may have
00:18:26Sorry
00:18:27I hope that he
00:18:28Proceeded to the
00:18:28Police station
00:18:29To launch a report
00:18:30And probably give
00:18:31The particulars
00:18:31At least the registration
00:18:33We can hope
00:18:33Yeah of the other vehicle
00:18:34But I just wanted
00:18:35To make some
00:18:36Just general observations
00:18:36Exactly what we spoke about
00:18:39That there are many
00:18:40Contributing factors
00:18:41Starting with the human element
00:18:43The person who was in charge
00:18:44Of that vehicle
00:18:44In motion
00:18:46The person who was in charge
00:18:47Of the pickup
00:18:48Who may have parked
00:18:49And left
00:18:50Coming wrong
00:18:51An intersection
00:18:52Without driving
00:18:54Without
00:18:55Driving
00:18:55Without
00:18:55Driving without
00:18:57Dukey and attention
00:18:57When you're looking
00:18:58To manoeuvre
00:18:59And then
00:19:00The
00:19:00Speed that you are
00:19:03Approaching the intersection
00:19:04With
00:19:04And then
00:19:05Last but not least
00:19:06Having come into contact
00:19:07You have not acted
00:19:09Responsibly
00:19:10In terms of inquiring
00:19:10Well who may be the owner
00:19:11Of the vehicle
00:19:12And that sort of thing
00:19:12And you know
00:19:13Just to go back
00:19:14To the pickup
00:19:15That is parked as well
00:19:15If you notice
00:19:16The markings on the road
00:19:17Mark
00:19:17This vehicle is literally
00:19:19On the road
00:19:20And it's something
00:19:21That I want to say
00:19:22To the citizenry
00:19:23Of Trinidad and Tobago
00:19:23And perhaps
00:19:24You know
00:19:25With the deputy commissioner
00:19:26Operations
00:19:26And the assistant commissioner
00:19:27You know
00:19:29They have spoken about
00:19:29The zero tolerance approach
00:19:31And you know
00:19:32Approach that I embraced
00:19:34And I have seen
00:19:35Too many vehicles
00:19:36Mark
00:19:36Actually parked
00:19:38On the roadway
00:19:39And sometimes
00:19:41I wonder if
00:19:41Person's aware
00:19:42That that can amount
00:19:43On a necessary obstruction
00:19:44Because the fact
00:19:45That you have a vehicle
00:19:46A dual
00:19:47Right
00:19:49Or otherwise
00:19:50And we could have to
00:19:52Now maneuver
00:19:53To be able to
00:19:55Enjoy that free passageway
00:19:57That is a very serious matter
00:19:59So persons who
00:20:00Are parking
00:20:01And I don't want to
00:20:02Call out a particular area
00:20:03But I have noticed
00:20:04That persons are parking
00:20:05On the roadway
00:20:07Not your money show
00:20:07Line or mark
00:20:08Or in a parking area
00:20:09On the roadway
00:20:10That is clearly marked
00:20:11For the free
00:20:12Flow of traffic
00:20:14Something that we need
00:20:15To look at
00:20:15Very seriously
00:20:17Because it's
00:20:18Occurring in this particular video
00:20:20But again thank you very much
00:20:21For bringing that video
00:20:22At least for us
00:20:23To make some comments
00:20:24And to point our citizenry
00:20:26As to what
00:20:27We should not be doing
00:20:28In a given situation
00:20:29Alright
00:20:31Let's take a look
00:20:32Now at a video
00:20:33In the St. James area
00:20:35From yesterday
00:20:36So this appears to be
00:20:39An accident of some sort
00:20:41Persons
00:20:42Injured persons
00:20:44Are taken out
00:20:45That seems to be
00:20:46On the western main road
00:20:47In St. James
00:20:48Persons
00:20:51Persons
00:20:51I am not familiar
00:20:52With
00:20:52The accident
00:20:55But it seems that
00:20:56The person
00:20:58Or persons
00:20:58Would have
00:20:59Crashed into
00:21:00Something
00:21:00Significant
00:21:02Another vehicle
00:21:03Perhaps
00:21:03And you know
00:21:05They would have
00:21:06Suffered
00:21:07Injuries
00:21:08And this seems to be
00:21:11During the day
00:21:12I guess
00:21:13Around the lunchtime
00:21:14Period
00:21:14Look at that
00:21:15Vehicle is badly damaged
00:21:18Well
00:21:19I'm not quite
00:21:21Clear
00:21:21To the circumstances
00:21:22Around this
00:21:23And the link
00:21:24With the ambulance
00:21:25But if you are
00:21:26Linking it
00:21:26Again
00:21:27Unfortunate situation
00:21:28And I hope that
00:21:28That
00:21:30There is no
00:21:32Serious injury
00:21:34You know
00:21:34To the motorists
00:21:35Or passengers
00:21:36As the case may be
00:21:36Or even pedestrians
00:21:37I should say
00:21:38And I hope
00:21:39There is a quick recovery
00:21:40For those who may have been
00:21:41Receiving
00:21:42You know
00:21:42Medical intervention
00:21:43But again
00:21:44Citizenry
00:21:45My fellow citizens
00:21:46Let us exercise care
00:21:49Let us be careful
00:21:49Let us teach each other
00:21:51Let us remind each other
00:21:52You know
00:21:53Our spouses
00:21:54Our
00:21:55Our brothers
00:21:56Our sisters
00:21:57You know
00:21:57Let us keep reminding each other
00:21:58When we are leaving
00:21:59Be responsible on the road
00:22:01You know
00:22:02Because we want to see your return
00:22:03So let us exercise that
00:22:05It starts with us
00:22:06Before we go to the other factors
00:22:08It starts with us
00:22:09If we know Mark
00:22:10That the road
00:22:11The lighting is bad
00:22:12Or the road is narrow
00:22:14What is expected of you
00:22:16To adjust
00:22:16Right
00:22:17So it recalls
00:22:18Self
00:22:19Responsibility
00:22:21You know
00:22:21And you know
00:22:22Hopefully the decision makers
00:22:23In the other
00:22:24The engineering department
00:22:27The works
00:22:29You know
00:22:30They can
00:22:30Regional cooperation
00:22:32They can look on
00:22:33You know
00:22:33In a wider sphere
00:22:34So whether in fact
00:22:35There is proper signs
00:22:36You know
00:22:37Lighting
00:22:38Road infrastructure
00:22:39To be able to facilitate
00:22:40The road traffic
00:22:43And you know
00:22:43Many of us as well
00:22:44Mark
00:22:44Last but not least
00:22:45You know
00:22:45We always seem to be hustling
00:22:47You know
00:22:48We always seem to be hustling
00:22:49To go from point A to point B
00:22:50And again
00:22:51Sometimes
00:22:52You maybe look at
00:22:53Wannabe factors
00:22:53That could also be a situation
00:22:54Where
00:22:55When you are hustling
00:22:56You tend to what
00:22:57Be reckless
00:22:58Yeah
00:22:59You tend to overlook
00:23:00You tend to overlook
00:23:00Very important things
00:23:01So
00:23:02You know
00:23:02Trinidad and Tobago
00:23:03Let us be responsible
00:23:04And for those who
00:23:05May have lost their lives
00:23:06You know
00:23:07Through road traffic accidents
00:23:08You know
00:23:09I pray and I ask the Lord
00:23:11To give you patience
00:23:11And courage
00:23:12And you know
00:23:12Let the passing of those individuals
00:23:14Mean something to us
00:23:15Let it be a reminder for us
00:23:17Alright
00:23:18Well said
00:23:19Sergeant Ali
00:23:19Of course
00:23:20It's day 41
00:23:22Of the state of emergency
00:23:23And we want to bring you up to speed
00:23:24With the numbers
00:23:26Yes
00:23:27Number of operations
00:23:283,013
00:23:29Target priority offenders
00:23:311,163
00:23:33Searches conducted
00:23:3319,246
00:23:36Traffic operations
00:23:371,882
00:23:39Total persons arrested
00:23:401,282
00:23:41Traffic offenses detected
00:23:4410,562
00:23:47Firearms recovered
00:23:4844 pistols
00:23:4924 revolvers
00:23:5111 shotguns
00:23:5310 rifles
00:23:54And 3 air rifles
00:23:55Ammunition recovered

00:23:5973 rounds of 12 gauge
00:24:0123 rounds of .380
00:24:03319 rounds of 5.56
00:24:0670 rounds of .38
00:24:0954 rounds of .40
00:24:107 rounds of .35
00:24:12744 rounds of .45
00:24:15And 48 rounds of 7.62
00:24:18Dangerous drugs seized
00:24:20216,625.44 grams of marijuana
00:24:256,752.13 grams of cocaine
00:24:291,032 STC pills
00:24:32And 15 grams of molly
00:24:34Well Mark always
00:24:36You know
00:24:37Once we are seeing these statistics
00:24:38You know
00:24:39Can you tell you know
00:24:40Increase
00:24:43I should say
00:24:43With reference to the various categories
00:24:45You know
00:24:45I must salute the work of the police officers
00:24:47And other law enforcement agencies
00:24:49And as I said
00:24:50I cannot you know
00:24:52Leave out the citizenry of Trinidad and Tobago
00:24:54Because they are also responsible for that statistics
00:24:56You know
00:24:57In terms of the provision of intelligence information
00:25:00And other support
00:25:01So you know
00:25:02I salute all stakeholders
00:25:03In relation to the statistics
00:25:05And you know
00:25:06Mark when I seen
00:25:06If I
00:25:07If I didn't mistake
00:25:09On 40 odd pistols
00:25:1140 odd pistols
00:25:13In Trinidad and Tobago
00:25:14Small geographical area
00:25:161.4 million people
00:25:17And we have 44 pistols
00:25:19And at least 11
00:25:2010 or 11 rifles
00:25:21You know
00:25:23That is significant
00:25:23You know
00:25:24That
00:25:24And we know that firearm
00:25:26Is you know
00:25:27The choice of weapon
00:25:29You know
00:25:29That
00:25:29You say we have 44 pistols
00:25:3124 revolvers
00:25:3211 shotguns
00:25:3310 rifles
00:25:34Very significant
00:25:35And you know
00:25:37The work of the law enforcement agencies
00:25:39Must be commended
00:25:40You know
00:25:4044 less
00:25:41Or 11 rifles less
00:25:42But you know
00:25:43I always want to
00:25:44You know
00:25:44Challenge the law enforcement agencies
00:25:47To continue
00:25:48You know
00:25:49To persist
00:25:49And continue
00:25:50To you know
00:25:51Pursue those
00:25:52High power rifles
00:25:53You know
00:25:54Just coming to the studio
00:25:55A short while ago
00:25:56Brazen shooting
00:25:57In the Kearney district
00:25:59And think about
00:26:00An hour or two hours ago
00:26:01And within the
00:26:02The Kearney police station
00:26:04As well
00:26:04So you are still seeing
00:26:05Persons who are willing
00:26:06And bent
00:26:08On you know
00:26:09Breaching public safety
00:26:10And security
00:26:10And shooting in
00:26:12You know
00:26:12In the broad daylight
00:26:13You know
00:26:14And within close proximity
00:26:15To police stations
00:26:17And what have you
00:26:18So again
00:26:19To the law enforcement agencies
00:26:21Let us continue to appreciate
00:26:22That we're in a state of emergency
00:26:23There's a lot of significant
00:26:25Risk and threats
00:26:27That are prevailing
00:26:29That we need to treat with
00:26:29And let us maximize
00:26:31Our full efforts
00:26:32During this period
00:26:33Where we have
00:26:34The opportunity
00:26:35Deep up ours
00:26:36You know
00:26:37To be able to
00:26:38Deal with the risks and threats
00:26:40That continue to
00:26:41You know
00:26:42Face Trinidad
00:26:42And to be going
00:26:43From a geopolitical context
00:26:44As well
00:26:45You know
00:26:45Let us continue to be vigilant
00:26:46And let us continue to be
00:26:48Intelligent
00:26:50In terms of
00:26:50How we behave
00:26:51How we speak
00:26:52And Mark
00:26:52I need to just remind
00:26:54Our beloved
00:26:55Trinidad and Tobago
00:26:56Of a particular provision
00:26:58That exists
00:27:00Under the emergency
00:27:01Powers regulations
00:27:022025
00:27:03And it is
00:27:05It borders on
00:27:06Statements
00:27:08That may be
00:27:09Opinions
00:27:10That may amount
00:27:12Or be a
00:27:14Prejudice
00:27:15To public safety
00:27:16And security
00:27:17So let us be
00:27:18Extra careful now
00:27:19Especially
00:27:20We are not only
00:27:21A concern
00:27:22From a national context
00:27:23We are in a
00:27:24Geopolitical
00:27:25Scenario
00:27:27And I want us
00:27:28To be very responsible
00:27:29In terms of
00:27:30How we are commenting
00:27:31So that we are not
00:27:33Putting ourselves
00:27:34In a situation
00:27:34Where we are prejudiced
00:27:35To public safety
00:27:36And security
00:27:37Yes you have
00:27:37Our freedom of expression
00:27:38But let us be guided
00:27:39In how we exercise
00:27:40Our freedom of expression
00:27:41Alright let's quickly
00:27:43Go to our headlines
00:28:03So those are some of the headlines
00:28:22Over the last 24 hours
00:28:23We are going to take a short break
00:28:24And we will be back with more

00:31:53Anniversary of women
00:31:54In the police service
00:31:55And we're going to go
00:31:56Quickly to

00:32:30By congratulating
00:32:31The Trinidad
00:32:31And Tobago Police Service
00:32:33For reaching this milestone
00:32:35Of 70 years
00:32:37Of women in service
00:32:38Ladies
00:32:39Congratulations
00:32:40To my sisters

00:33:03And look forward
00:33:05To many many many more
00:33:06Thank you
00:33:07Retired ACP
00:33:17Pamela Shillera Hines
00:33:19There
00:33:20Sergeant Ali
00:33:21Well you know Mark
00:33:23I don't know whether you all
00:33:24Would have chosen
00:33:25You know Miss Hines
00:33:26For this particular program
00:33:27But what I can share
00:33:28With the citizens
00:33:28Of Trinidad and Tobago
00:33:29And if she is listening to me
00:33:30I distinctly recall
00:33:32My first charge case
00:33:34You know
00:33:35Entering the court's door
00:33:36You know
00:33:37I met
00:33:37You know
00:33:38Miss
00:33:38Shirela Hines
00:33:39You know
00:33:39Being the prosecutor
00:33:40For that particular matter
00:33:43And you know
00:33:43I must
00:33:43You know
00:33:44Indicate that
00:33:45The way that she embraced me
00:33:46And you know
00:33:47Nurtured me at that time
00:33:48You know
00:33:48My first case
00:33:49You know
00:33:49Before
00:33:50The courts of Trinidad and Tobago
00:33:52At that time
00:33:53No way thinking about
00:33:54Becoming an attorney at law
00:33:55You know
00:33:55Miss Hines
00:33:55I want to thank you
00:33:56And if there's one thing
00:33:58I can attribute
00:33:58You know
00:33:59To this 70 years
00:34:00Is that you as a woman police
00:34:02At the time
00:34:02I think
00:34:02At the rank of sergeant
00:34:03Because sergeants were prosecuting
00:34:05You did in fact
00:34:06Hold a youngster hand
00:34:07And you guide him
00:34:09Through the courts
00:34:10Mark if I go home
00:34:11I may still see
00:34:12Copy of that file
00:34:13That is there
00:34:14So I want to salute you
00:34:16This afternoon Mark
00:34:17You know
00:34:17Please join me
00:34:17Of course
00:34:18You ready
00:34:18Right
00:34:18Let me just salute you
00:34:19This afternoon
00:34:20For a job well done
00:34:21And I'm sure that you would have
00:34:22You know
00:34:23Mentored many other police officers
00:34:24In very wide experience as well
00:34:27I know her to be
00:34:28At the special branch
00:34:29You know
00:34:29Court and process
00:34:30Administration
00:34:32You know
00:34:33And even within a divisional context
00:34:34And you know
00:34:36Last but not least
00:34:36You know
00:34:37With the greatest of respect
00:34:38You know
00:34:39She seems to be ready
00:34:40For another enlistment
00:34:42You know
00:34:43For her parents
00:34:43And turn out
00:34:44You know
00:34:44So Ms. Fiennes
00:34:45Whatever you're doing
00:34:46Continue to do it
00:34:47And you know
00:34:47Thank you very much
00:34:48For your service
00:34:49Not only to the Trinidad
00:34:50And Tobago police service
00:34:51But to the people
00:34:52Of Trinidad and Tobago
00:34:53So I just wanted to share that
00:34:54With you
00:34:54And thank you
00:34:55For your support
00:34:57Over the years
00:34:59Alright
00:34:59I think we have our first
00:35:01Call on the line
00:35:02Call on the afternoon
00:35:03Welcome to be on the tape
00:35:04Good afternoon
00:35:06Good afternoon
00:35:06Mr. Mark Bassant
00:35:07And Sergeant Ali
00:35:08I'm going to be brief
00:35:09Because they're going to
00:35:09Cut me off
00:35:10Two things
00:35:10Two newspaper
00:35:12News
00:35:14One today
00:35:16Is Justice
00:35:16Supertile
00:35:17Has given the okay
00:35:19For a particular gentleman
00:35:21And a particular organization
00:35:22To continue the election
00:35:23And the second thing
00:35:24Is a statement
00:35:25By the former prime minister
00:35:28And this is what I'm going to read
00:35:29Yes, they are drumming in blood
00:35:31Yes, in murder
00:35:32Figures
00:35:32They have seen
00:35:33But no amount of U.S.
00:35:35Warship parking
00:35:36In international waters
00:35:38Will fix corrupt police officers
00:35:40What I'm saying
00:35:42The election is coming up
00:35:43And my civic responsibility
00:35:45Is to let the 6,000 police officers
00:35:49Make sure
00:35:50That they choose an executive
00:35:53That will not regurgitate
00:35:56The day of policing
00:35:58And treat the police service
00:36:02With introspection
00:36:03And make it what we expect of it
00:36:07Our prime minister said
00:36:08In six months
00:36:09And she fixed it
00:36:10And I want to give kudos
00:36:11To the present commission of police
00:36:14Who says
00:36:15He's not going to be
00:36:16Burying his head in the sand
00:36:17By prosecuting
00:36:19Errant officers
00:36:20He has done it
00:36:21Four have been prosecuted
00:36:22Over the last few weeks
00:36:23So I'm urging
00:36:24Urging all police officers
00:36:26Read the day of policing
00:36:28JCA ST report
00:36:29And see who
00:36:30You should not put into office
00:36:32I'm going to have a nice evening
00:36:33All right
00:36:35Kola thanks so much

00:39:22All right, welcome back to Be On The Tape.
00:39:49I'm your host, Mark Bassan, joined today by Acting Sergeant Zaheer Ali of the Trinidad and Tobago Police Service and Attendant Law.
00:39:55The floor is yours.
00:39:56Well, thanks very much, Nicola, for the two issues.
00:40:00And I'll just focus on the issue at reference to the association elections.
00:40:03You know, Mark, the TTPS, that Social and Welfare Association,
00:40:09it is recognized under the regulation of the Trinidad and Tobago Police Service legal framework.
00:40:14And it's a very important organization.
00:40:16So all I will say is that I, you know, want to endorse that the elections is something that is significant and important to every police officer who's a member of that association.
00:40:27And, you know, please look and exercise your right, you know, for the benefit of the Trinidad and Tobago Police Service.
00:40:36All right, we're going to go to your favorite segment, Sergeant Ali, Voice of the People in Chaguanas.
00:40:43Let's go.
00:40:43All right, we're going to go.
00:41:13What's your school thoughts on school violence?
00:41:18Something has to be done about the school violence.
00:41:21These children are going to put a little, not to fight.
00:41:23And I blame partly, I blame some parents too.
00:41:27Let's check your children, make sure everything all right.
00:41:29Even if you're busy, make sure that your children, them, you take the school bag, make sure everything all right and whatnot.
00:41:36And find time to be there with your children, sit down and talk with your children, pray with your children.
00:41:41You understand?
00:41:42That's because you're going to work, you don't have time for your children.
00:41:45Make time, get up early, make time, make sure everything all right and whatnot.
00:41:48These days, I don't know what really going on.
00:41:50Do you think school should play a role in crime prevention?
00:41:56I think so.
00:41:58In the school, you know, teachers, the parents, teachers' association, all these setups, they get together, have meetings like every two weeks or whatnot.
00:42:06But, you know, there are children going to school, not to fight, and these girls fighting for a boyfriend.
00:42:12Now, what do you know about boyfriend?
00:42:14Oh God, it's a different system, boy.
00:42:16It's a different system.
00:42:17Do you think there's a correlation between poverty and crime?
00:42:22Boy, poverty and what you do with crime now?
00:42:25Long time, you're going to be poor.
00:42:28Eh?
00:42:28One single parent, working hard, sending her to school, and two common doctors and lawyers and whatnot.
00:42:34So you're putting poverty in front now?
00:42:35No, no, no, no, no, no.
00:42:37People are just sacrificing this life.
00:42:39What do you think is the attraction for persons who want to get involved in crime and murder and kidnapping?
00:42:44What is the attraction for them?
00:42:46Well, you see, when you have to go around your neck and say, I think, what not, the goal, goal, and the same, when people can't think it's the attraction for the crime.
00:42:57And what do you think the attraction is to get into crime, these people?
00:43:00Well, I don't know, I don't know.
00:43:06I don't know, I don't know.
00:43:08I don't know.
00:43:08Let me check this out.
00:43:09Voice of the people, Sergeant.
00:43:17Very, very important comments from the citizens of Trinidad and Tobago there, Mark.
00:43:23And what stood out to me, you know, from a mature person, finding the time for your children.
00:43:31I think that is something that we sometimes overlook as parents, as guardians, you know, members of the community, members of families.
00:43:40Children, we need to spend time with children.
00:43:43And not only spend time with children, meaningful time.
00:43:46And this is a period in which you'll be able to, you know, invest in a child, for a child to appreciate what is expected of her.
00:43:54Very, very important in terms of that time, parents spending time.
00:43:58Yes, we know that very busy schedules, but if you cannot factor in a period of time to engage your child,
00:44:04then I don't think that you are doing your child or doing any justice in the situation.
00:44:07So, it's very important.
00:44:09And I'm happy to hear that, you know, that, you know, my lady in that video dismissed the issue of poverty when it comes to crime.
00:44:19And that question that you pointed out, whether poverty, you know, is a reason for persons to get into criminal activities.
00:44:25And I'm happy to see that confident dismissal of poverty.
00:44:30And she even made reference that in times where things were difficult, you had one parent working, you know, you still had that level of commitment and dedication in your home.
00:44:38So, that issue of where we are pushing poverty because I'm certain, Mark, in the present construct, there are a number of things that a person can get involved in.
00:44:46So, if you are doing it legitimately, you can ask, even, you know, go to the various ministries or go to NGOs or you yourself go on and embark on a little job.
00:44:57But, you know, we need to be able to, you know, temper our wants.
00:45:02You know, sometimes we want things that we cannot afford and that now pushes us to the extent where we want to get it at all means.
00:45:08So, again, exceptional and very strong comments, you know, from voice of the people.
00:45:14And I really hope, Mark, that while you show it on the platform and Jackie showing it on this platform, if there is another avenue in which these things can, you know, be reproduced, you know, I really, I will make a recommendation for it to be reproduced.
00:45:25Because, you know, you want to hear the general secretary to be hearing what our peers are saying about the present issues that we are facing in Trinidad and Tobago.
00:45:34But, again, excellent work, as always.
00:45:36All right, thanks a lot, Sergeant Ali, for that.
00:45:39And as we continue with our theme for this month, of course, celebrating those women in the Trinidad and Tobago Police Service, the 70th anniversary, we want to listen to Acting ESP Pamela De Noon.
00:46:02My name is Amber De Noon.
00:46:04I retired as an Acting Assistant Commissioner of Police.
00:46:08I was enlisted in the Trinidad and Tobago Police Service in August 1970, along with 20 other young women.
00:46:17Five recruits from my batch, including myself, were trained as mounted police officers.
00:46:29We were the first batch of women police to be so trained.
00:46:34The mounted branch is headed by a female officer, and women police are an integral part of that unit.
00:46:43It is with overwhelming joy that I congratulate all female officers who organized these sessions.
00:46:55I pray that after these sessions, women police officers will be more motivated to serve various publics with pride.
00:47:05Acting ESP Pamela De Noon, Sergeant.
00:47:16Yeah, well, we've seen a lot of very senior police officers, and in this case, you know, Mark, we're looking at the diversity of, I should say, the, you know, wide cross-section in terms of the mounted branch in this particular instance.
00:47:28But, again, congratulations, and, you know, let's salute this officer as well.
00:47:32You know, we cannot, you know, there might be equity in what we're doing.
00:47:35My lady, you know, congratulations to you as well, and, you know, your contribution to the TTPS and to the people of Trinidad and Tobago.
00:47:42And I'm, you know, I love the advice that she gave in the end.
00:47:44You know, there's hope and expectation, and she's speaking directly to the women police officers that after this recognition, that her expectation is that you'll be motivated to be able to serve the public with pride.
00:48:00And I'm happy that you factored in pride, which is the core values that sometimes we overlook in the Trinidad and Tobago police service.
00:48:06And just to repeat it for her, pride mark, to spell it out, professionalism.
00:48:13You know, look at your appearance until now, from a media context.
00:48:17You could have said, well, I'm coming here with a T-shirt.
00:48:19But you respect the professionalism that you're displaying on behalf of the media.
00:48:24The respect that I spoke about in terms of you're on a platform, you're representing TV6, but, you know, your engagement with members of the public, very respectful.
00:48:33Then we have what they call very important, the integrity, very, very important, dignity, respect and rights and privileges.
00:48:43And most importantly, last but not least, the excellence, which ends the pride.
00:48:47And I think that that core values are associated with the police service.
00:48:51You know, I want to share it throughout Trinidad and Tobago for every single citizen to probably pattern their life, pattern their habits with those core values.
00:49:00And, you know, perhaps, you know, we'll see a greater Trinidad and Tobago.
00:49:04Well said, Sergeant. Well said.
00:49:06And when you see these retired officers, most of them still look very young.
00:49:12Well, yeah, most certainly.
00:49:14And perhaps, you know, the training, you know, the fact that you're always on the go, you know, you're always thinking, you're always, you know, looking to, most importantly, render the service to the people of Trinidad and Tobago.
00:49:26And, you know, there's a saying, Mark, you know, a lot of people believe in this, that service to man is service to God.
00:49:33And if, for example, and not being prejudicial to any other organization, but if every day you put your life at risk to ensure that a member or the citizenry, I should say, can you enjoy a comfortable life?
00:49:48Look at what you are doing. You are sacrificing.
00:49:50Yes, you have taken a oath, but you are sacrificing to ensure that someone else or some other group or your society enjoy safety and security.
00:49:59That is service to the people.
00:50:00And I'm sure that the good Lord recognizes that.
00:50:03So, hence why you see in persons who still appears to be enjoying a good lifestyle, good health.
00:50:08There's only one way that can come from, sorry, based on that contribution that that person has been making.
00:50:13Yes, well said there. And I just wanted to make a correction. It's acting ASP, Amber De Noon.
00:50:19All right. Okay, we have a caller on the line. Caller, good evening.
00:50:24Good evening.
00:50:25Good evening, caller. You're live and beyond the tape. Go ahead.
00:50:27You're doing a fantastic job. My situation is that now when police officers do good, they are lifted up.
00:50:42When they do bad, nothing seems to happen in a way that they're supposed to.
00:50:49All right. Now, for example, on August 2nd, heading northbound, a marked police officer of his vehicle,
00:50:59a sentient to make a U-turn from the northbound lane onto the southbound lane.
00:51:04You know what I'm saying? No indication, no direction, it's enough to have been to make that drive.
00:51:10At the end result, there was an accident. Cars slamming into one another, trying to stop the brake from hip and leave with the class police officers.
00:51:21What they did after was very hurtful, which they just continued the process.
00:51:27We did until the southbound lane was clear, and they drove off, leaving the scene of the accident, leaving, they just fleeing from private attrever.
00:51:37In a case like that, what we as citizens are supposed to do, because we are left with over 100 housing damages, people injured, people home, forward, and everything just being swept under the mask for a better choice of the world.
00:51:56Well, I think you should leave your number off here for Sergeant Ali, so he can contact you to get a little bit more meat and details about this particular incident.
00:52:10All right, so I think he left. I know you got the gist of what he's saying, what occurred apparently, rather unfortunate, but we're going to take a short break, and when we get back, Sergeant Ali will respond.
00:52:21The moment my children came into my life, I do everything I can for them to live healthy, enjoyable lives.

00:54:33Subscribe today.
00:54:47Welcome back to Be On The Tape.
00:54:50It's Legally Speaking Wednesdays.
00:54:52I'm your host, Mark Besson, joined today by Sergeant Zahiri Ali of the Trinidad and Tobago Police Service.
00:54:57And, I know you wanted to respond to the last caller.
00:55:00Caller, thank you very much for lodging that complaint.
00:55:04And I know Mark would have asked you to leave your number.
00:55:07I hope that you did.
00:55:08If not, please call and, you know, leave the information.
00:55:11Mark, I want to say to the citizens of Trinidad and Tobago, that notwithstanding that you are a police officer,
00:55:19that you are in a marked police vehicle, I want to make it abundantly clear
00:55:23that where we are speaking about the laws and the laws that it relates to the, in this particular instance,
00:55:28the roadways of Trinidad and Tobago, you are not treated separately.
00:55:32You are to observe the road traffic provisions and regulations.
00:55:38And I want to make that abundantly clear.
00:55:39As a matter of fact, within the internal framework, these matters,
00:55:43and hence why I want to speak with the person lodging the complaint,
00:55:47so perhaps we can engage in an investigation to determine who are the persons that may have been involved
00:55:53in this particular incident, resulting in accidents based on the person's report.
00:56:00You know, these are things that, you know, I would not condone,
00:56:02and I'm sure that the commissioner of police and members of the executive would not condone this.
00:56:06Because, Mark, apart from the breach of the road traffic regulations,
00:56:12you are in charge of property that is the state's property.
00:56:16So, I should say in one instance, when that U-turn, that dangerous drive,
00:56:21thankfully that the police vehicle, which is what the taxpayers pay for,
00:56:25was not exposed to damage.
00:56:27And when that vehicle now is damaged, what happens?
00:56:30The service that that vehicle has to render to members of the public, it is prejudiced.
00:56:33So, you know, if we look at this thing in its entirety,
00:56:37hence why I'm so interested in ascertaining the relevant information to see, you know,
00:56:42where we can take this particular matter to send a very strong message
00:56:46about the level of responsibility that we are requiring from our law enforcement officers,
00:56:51and especially how they are treating with the property that has been afforded to them
00:56:55to protect and serve the citizens of Trinidad and Tobago with pride.
00:56:58So, thank you very much, Kola, for finding it within yourself to report such matters.
00:57:03Of course, I just want to remind you of your numbers to call 623-1711,
00:57:07extensions 1996 and 1997.
00:57:11As we continue our salute to the women of the Trinidad and Tobago Police Service
00:57:15celebrating their 70th anniversary,
00:57:18we're going to hear from retired senior superintendent, Audet Lewis.
00:57:22I am Audet Lewis, retired senior superintendent of police.
00:57:39My regimental number was 11648.
00:57:43I was enlisted in the Trinidad and Tobago Police Service on the 19th of April, 1982.
00:57:49May I point out that it was the first time in the history of the Trinidad and Tobago Police Service
00:57:57that 60 women were enlisted for training.
00:58:06Initially, women police were specifically to attend to matters involving women and children.
00:58:13But over the years, women police were involved in all aspects of policing,
00:58:20whether it be in charge of stations, divisions, specialist inspections,
00:58:25the mounted antennae, not forgetting our female psychics.
00:58:30On this 70th anniversary of women police,
00:58:33firstly, I want to congratulate and thank the women,
00:58:37the retirees who would have served over the years.
00:58:41And to those at present who are still serving,
00:58:44may God continue to bless us all
00:58:46and may you all continue to protect and serve
00:58:50this beautiful nation of Trinidad and Tobago with pride.
00:58:55I thank you.
00:58:56Retired Senior Superintendent Audit, Louis Sargent.
00:59:07Yeah, again, Mark, every, you know,
00:59:09first let me salute together with you,
00:59:11let me salute this officer as well.
00:59:13You know, excellent work.
00:59:15And thank you for your service to the people of Trinidad and Tobago on the TTPS.
00:59:19Mark, you know, different perspective.
00:59:20It's always good to reflect.
00:59:23And what these officers are doing is reflecting, you know,
00:59:26on their enlistment and, you know, their career
00:59:29and, you know, well wishes for the Trinidad and Tobago police service.
00:59:32And, you know, looking at most of them,
00:59:34you know, I want to, if they are listening to me,
00:59:36you know, my ladies who have served Trinidad and Tobago well,
00:59:41and I want to urge you to consider or reconsider,
00:59:45you know, rendering that service, even from a community level.
00:59:49Some of you all may have already been involved in, like, village councils,
00:59:53NGOs, and, you know, probably other walks of life.
00:59:56But if you are not, I think that you all have a lot of value,
00:59:59a lot of experience, a lot of knowledge to share,
01:00:02especially with a country, a nation,
01:00:05that is crying out for excellent leadership at all levels.
01:00:09And I think that, you know, with, you know, just listening to you all,
01:00:12I think that you all have a lot of advice
01:00:13and, you know, a lot of information that you all can share,
01:00:17even inspiring, Mark, you know, other young persons,
01:00:20not only from a TTPS context,
01:00:22but, you know, what it is to be a woman
01:00:25who is involved in law enforcement,
01:00:28but, you know, managing children, managing homes,
01:00:31living in a community, also even facing, what,
01:00:34a lot of ridicule sometimes,
01:00:36especially when you're in an organization where it's very rigid,
01:00:40and also when you're engaging members of the public.
01:00:42So I want to urge you all, you know,
01:00:44see whether, in fact, you can, you know,
01:00:45make a further contribution.
01:00:47But, again, excellent work to you all.
01:00:49All right.
01:00:50Thanks so much, Sergeant Ali.
01:00:52We have a call on the line.
01:00:53Caller, good evening.
01:00:53Welcome to me on the tape.
01:00:55Hi.
01:00:55Good afternoon, Mr. Bassans.
01:00:57And good afternoon, Sir Corporal Ali.
01:00:59Good evening, sir.
01:01:01We are good.
01:01:02All right.
01:01:03I'll be very brief.
01:01:04Corporal Ali is very nice to see you
01:01:07and listen to you.
01:01:08I would use the word inspirational, right,
01:01:11in a humble sense,
01:01:13but it's usually inspirational to listen to your intelligence,
01:01:18the way you articulate information.
01:01:20And I also mentioned,
01:01:21I know there was an episode where we celebrated
01:01:24your achievement of your master's certification
01:01:27from UWE St. Augustine.
01:01:31Obviously, you know, credit to all the other officers
01:01:33we see on the program for the good work,
01:01:34but my contribution in just a statement,
01:01:37you know,
01:01:38please kindly keep up the good work
01:01:39to ensure that honest citizens
01:01:42who have dreams and goals and aspirations,
01:01:46you know,
01:01:48have the ability to reach their goals
01:01:50and live the type of life that they want to live
01:01:53without having to deal with daily issues
01:01:55in the communities and also in workplaces.
01:01:59So keep up the good work, guys.
01:02:00Thanks for the time.
01:02:01Thanks a lot, Kola.
01:02:02Sarge, quickly.
01:02:03Well, thank you very much, Kola.
01:02:04Kola, just as you say that,
01:02:06I inspire you and others in Trinidad and Tobago.
01:02:08I want to say to you and other Kola's,
01:02:10you also inspire me.
01:02:11So this is a perfect reciprocation,
01:02:14if I should say that,
01:02:15you know,
01:02:15where we need each other.
01:02:17And that is something that we miss sometimes.
01:02:19You know,
01:02:19and I'm just looking at this partnership
01:02:22between the media and law enforcement,
01:02:24a very,
01:02:25very critical partnership.
01:02:26And then what we draw,
01:02:27a triangle with the cities of Trinidad and Tobago.
01:02:30And triangle,
01:02:31elementary,
01:02:32three sides,
01:02:33three corners.
01:02:34We need each other.
01:02:34So you have inspired me
01:02:36and thank you very much
01:02:37for your kind comments.
01:02:37And I always give the assurance, Mark,
01:02:39but that I will continue to give my best
01:02:41for the people of Trinidad and Tobago
01:02:43because they have contributed as well
01:02:45to my development.
