04:22Let's get right into things, because we do have limited time and we do have a lot for
04:26you on the program today.
04:28So, officer, you have some news for us.
04:31And it concerns bodies of women found at midnight in shallow graves.
04:36Yes, the decomposed body of two men, believed to be of Spanish descent, were discovered buried
04:41in shallow graves late Wednesday night off Line Road Extension, Warren Road in Bucal.
04:48Well, this discovery was made around 11.40 p.m. by officers of the National Special Operations
04:54Unit, acting on a tip-off from a confidential informant.
04:59Officers ventured approximately 42 feet into thick, grassy terrain on the northern side of
05:04the road where they observed signs that the ground had been recently disturbed.
05:09According to reports, the grass appeared flattened and the soil freshly turned.
05:12Upon excavation, officers under the remains of two people, believed to have been killed
05:17and buried.
05:19Seen was scored north on multiple units on the Chantebago Police Service, responded, including
05:22officers from the Homicide Bureau, Crime Scene Investigations, Canine Unit, and the Central
05:27Division Task Force.
05:28So, definitely, Marlon, we are treating with a situation there that, you know, any member
05:34of the public who may have information can feel free to communicate with the 999-555-800-TIPS.
05:40You know, any situation involving women, especially children, and the circumstances in itself will
05:48warrant that level of concern that most members of the public will have.
05:54Yeah.

05:54But it's a second day in a row where we are seeing that the police is talking about members
06:02of the public coming forward and helping them.
06:05Yes.
06:05And yesterday we spoke about it, and I want to speak again about it today, because when
06:11you have something like that happening between the police and members of the public, it's
06:16a victory.
06:17Of course.
06:19Of course.
06:19Right?
06:19Yeah.
06:20And through our varying community programs, we continue to seek to bridge that gap, so
06:28that level of communication, it flows.
06:31And it contributes to persons being more encouraged towards giving information.
06:38Because a lot of what we do is hinged on that public support, that level of cooperation, because
06:43notwithstanding technology, and we may have cameras outfitted in a lot of areas, we still
06:49need that information, that human touch.
06:52So for that reason, we continue to encourage members of the public, please be your brother's
06:55keeper.
06:56Please cooperate with us.
06:58We cannot do it alone.
06:59As much as persons might suggest police know who the criminals are, and they can go ahead and
07:04do X, Y, Z.
07:05We may know who persons are, persons of interest, but we need to get the information, we need
07:11to get the evidence.
07:12And for that reason, that level of cooperation is priceless.
07:15But the relationship between the police and members of the public, it's like that, eh?
07:19Yes.
07:19It's like a roller coaster.
07:21Yes.
07:21So sometimes the relationship is very, very good.
07:23Then something happens, and then it goes down, and then it comes back up.
07:28And I have witnessed over the years where I think that sometimes the relationship would
07:33be very, very good, but also very bad.
07:35So in your assessment as what you're seeing, let's say recently, how do you judge that
07:42relationship?
07:43That's an excellent question.
07:45So I agree with you that the relationship in itself is somewhat fragile.
07:49And there are several things that can contribute it going up and contribute it going down.
07:54For example, someone might be very police friendly, if we should call it that.
07:59Yes.
07:59And they might get a ticket.
08:01Mm-hmm.
08:02And not everyone would want to accept that they are subject to the law, yeah?
08:08And based on that ticket, their entire view of the police service is now strained.
08:15And that person could turn from being cooperative and informant, if you may, to being someone
08:22who is more reserved and who would encourage persons to not cooperate to the police.
08:28On the other hand, we must admit that sometimes our own actions as police officers, sometimes
08:34our lack of professionalism, if you would call it that, can also contribute to that fragile
08:40relationship.
08:41And we often tell officers, you know, that first impression is very important.
08:45So notwithstanding, we have a very critical role.
08:50And sometimes that role, and sometimes that role means being unpopular, you can execute it
08:55with a level of professionalism and courtesy to the extent that the individual feels appreciated
09:03as a human being.
09:04Yes.
09:05Yeah, and that is very significant.
09:06Yeah.
09:07Just incidentally, good evening to the officer or officers who I just saw on the Beatham Highway
09:14assisting someone with their blown tire, right?
09:18So things like that, simple things like that contribute to this blossoming relationship
09:25between members of the public and the police.
09:28But how are police expected to, in light of what we are discussing, and in that context,
09:37because of this fragile relationship, how are police officers expected to act, knowing
09:44that, hmm, if I act a certain way, it could, it could...
09:48Compromise.
09:49Yeah.
09:51Well, I'll give them our oath.
09:53We have to do what we have to do.
09:55As I said before, oftentimes you may have to make unpopular decisions.
09:58Yes.
09:58And the law would trump, yeah, the law would take precedence regarding whatever decision
10:04we have to make.
10:05But we are saying that it's not necessarily what you do, but how you do it.
10:08Yes.
10:09And even if we may not impact everyone by having that type of approach, there are a lot of persons
10:15who would feel appreciative based on how they are treated.
10:19And you will hear it from members of the public, even prisoners.
10:23I accept that I did something wrong, but I must admit that the police treated me with dignity.
10:29Yeah.
10:29And fairly.
10:30All right, so we're moving on.
10:32Let's go now to another story, and it deals with a high school teacher from Florida has
10:40pleaded guilty to her role in a transnational firearms smuggling operation linked to a criminal
10:45organization based in Trinidad and Tobago.
10:48So Shannon Lee Samlalsing, 46, of Tampa, appeared before a U.S. court on June 20th and admitted
10:54to making false statements to a federally licensed firearms dealer.
11:00According to a statement from the United States Department of Justice, Samlalsing now faces
11:05up to five years in federal prison.
11:09All right?
11:09Let me just go deeper into this story.
11:12So authorities say Samlalsing received money from individuals affiliated with the organization
11:17and was directed on exactly what to purchase.
11:20She later arranged for the weapons and components to be concealed in cargo items, specifically
11:26a wireless speaker and punching bags before shipping them to Trinidad and Tobago.
11:30On April 21, 2021, authorities at Piacco International Airport intercepted a shipment arriving from
11:37the U.S.
11:38Two punching bags were found to contain a substantial cache of firearms and accessories, including
11:4411 9mm pistols, 2.38 caliber special revolvers, 1.12 gauge semi-automatic shotgun, 19 lower pistol grip
11:55assemblies, 32 AR-15 magazines, 3 AR-15 style barrels with forearm grips, 470 rounds of AR-15 ammunition.
12:08I want to speak a little bit about that.
12:11Jackie, I do have some time, right?
12:13Because I think that something that has dogged the Trinidad and Tobago Police Service and dogged
12:21the country for a number of years now is the use of these high-powered weapons in Trinidad
12:29and Tobago.
12:30And during the SOE, I said to the police commissioner at that time, I said, commissioner, yes, you have
12:37statistics there where we're seeing that serious crimes are down, murders are even down.
12:44I said, but you see these numbers concerning these high-powered weapons, where it seems to
12:49me that they have disappeared.
12:51And I say that because we have seen so many incidents with the use of these high-powered
12:57weapons.
12:58I mean, you are a man in the community.
13:02You're always on patrol with your team and so on.
13:04Do you see a change at all?
13:08Is there a lessening of these high-powered weapons, you think, in Trinidad and Tobago?
13:13Well, regrettably, I would say no.
13:15Yeah.
13:16So your observation and your concerns are somewhat in sync with reality.
13:22Yeah.
13:22And even our very own officers, when they go out and they beat, you know, it's a level
13:30of concern.
13:33Thinking to yourself, you may at times encounter that type of deadly force.
13:40And we have been in situations where even the bullets, the ammunition is armor-piercing.
13:51So it's a serious, serious, serious concern.
13:54And when you hear about stories like that, where persons are brought up contributing to
13:58this and persons who are even nationals, it, you know, it begs the question where is patriotism
14:05in all this.
14:07Yeah.
14:07Mm-hmm.
14:07Because you know that those weapons are not being sent to facilitate any birthday party.
14:14It's for death.
14:15It's to kill people.
14:16Yeah.
14:16And if you can't feel so comfortable being part of that process, you know, it really
14:21begs the question as to your character.
14:24Yeah.
14:24Yeah.
14:24But then again, but here's what, we'll deal with that because we have some business to
14:29attend to.
14:29All right?
14:29Yeah.
14:30So Jackie, let's go to the two escapees, still outstanding.

14:35So this gentleman is still outstanding.

14:41And this gentleman.
14:42So the police service is asking for, calling on members of the public for any information
14:49that they do have in connection with these gentlemen.
14:53I want to speak a little bit.
14:55I just have about a minute, officer.
14:57But speak to the problem that we may have right now where some people may want to help
15:07these individuals and harbor these individuals.
15:09Should they do that?
15:10They should not.
15:11They should not.
15:14You see, sometimes we may invite persons into our homes thinking that we are being our brother's
15:19keeper.
15:20And those persons may take your kindness for weakness.
15:24You are talking about persons who are running from the law, so to speak.
15:28And when persons are in those situations, they can become desperate.
15:32Yeah.
15:32So you don't want to put your family at risk and put God out your thoughts, so to speak,
15:38and have these persons within your space.
15:39On first sight, anybody who may look anywhere close to any of these individuals, please
15:47inform the nearest police station, 555-800-TIPS-999.
15:51Don't take it for granted.
15:53Yeah.
15:53It is better that we intervene and the officers recognize that the individual or individuals
16:00are not the persons that we are looking for.
16:01Yeah.
16:02Then you make that judgment call, and you are wrong, and those persons go on now to cause
16:08somebody somehow.
16:09Yeah.

20:16And they have come to relieve the owners of this vehicle.

20:23How should an individual,
20:27and I'm talking about the owner of this vehicle,
20:30deal with a matter such as this?
20:32Suppose the alarm goes off,
20:34and the individual looks through his window,
20:36and sees this happening.
20:37What should the individual do?
20:39That's an excellent question,
20:41and it's a judgment call considering the threat in itself.
20:48If the persons are armed with firearms,
20:50which oftentimes they are,
20:52then one needs to be very careful as to the choices that they are making.
20:56So it might be more prudent to discreetly communicate with the police officers within your area,
21:04999 as the case may be.
21:06If it is that you can raise an alarm and do it so from a position of safety,
21:13then that is another excellent approach.
21:16But it needs to be calculated because if you get it wrong,
21:19then you can put yourself in danger.
21:21It has happened,
21:22and we know that now persons are introducing the horn within the communities,
21:29and it has worked tremendously where in situations like this,
21:33if a neighbor is to observe what is taking place,
21:36or even the homeowner,
21:37they could have that horn, you know, sounded,
21:41and for that reason, the bandits would usually run off.
21:46So that's a good approach,
21:48but it needs to be calculated
21:50because if you get it wrong,
21:51it can cause you some harm.
21:53You know, that can go.
21:54All right, so, well,
21:56we saw in the video where the two individuals got fed up.
21:59Subsequently left.
22:00They left, all right?
22:01But I suspect the advice is that
22:04if anyone still has information as to who this individual should be,
22:08then contact the police.
22:09Definitely, because they got away,
22:12or the person they were unable to get this vehicle.
22:16But those guys,
22:17they are out shopping.
22:18So we need to know who they are.
22:20They have committed offenses,
22:22and for that reason,
22:23we would want them to have them questioned
22:25and brought to account regarding whatever offenses.

22:44is because there are persons who will be looking on,

22:53and they are quite comfortable with what they are seeing
22:56until probably, you know,
23:00they recognize that someone is seriously injured,
23:02and it appears to be two separate scenes.
23:05So the person who is taking the video or filming,
23:09as the case may be,
23:10that person is, again,
23:12doing so for the purpose of entertainment, gratification,
23:16because you can't intervene.
23:17And there are persons who are coming around,
23:19they are looking on,
23:19and nobody is finding it fit, for example.

23:24What is happening?
23:26What is happening?
23:28What are they drinking down there?
23:31What are they eating?
23:32Everybody is fighting.
23:33But you see, some people may see this as fun, officer,
23:37but that can have devastating consequences
23:40for all the parties involved.

23:42Someone could be injured,
23:43someone could be killed,
23:45and then you have to face the law.
23:46Yeah, exactly.
23:47And sometimes it doesn't stop there.
23:49So, as we say, local plans,
23:52some person's taught.
23:53Yeah.
23:54And then tomorrow they want to go and talk to somebody
23:56who they feel could come back and do something.
23:58And it continues to have a ripple effect.
24:00So, situations as simple as that,
24:04could turn fatal for a number of persons,
24:06and we have seen it in the past.

25:04to ascertain the merits of this situation

25:20So, if it is based on what they were told
25:22and their lack of information,
25:23they were totally unaware
25:25and they were just being civic-minded
25:28and they had this extreme sense of humanity
25:31that they wanted to invite persons into their home,
25:33then that's something totally different.

25:35But if they knowingly,
25:37and, you know,
25:39that's something that we must take into consideration
25:41as far as the law has directed,
25:43if they knowingly do that,
25:44then definitely an offense has taken place.

26:26is that my clerk communicated
26:29with the Southern Division
26:30and they indicated that they would have communicated

26:40that he was missing
26:41in order to drop off to the police station.
26:43So what I would do,
26:44I would communicate with the officers there again
26:46so that that follow-up takes place
26:48and we could bring this to some kind of closure.

26:57Well, five females charged in school assault incident.
27:00So the Trinidad and Tobago Police Service
27:02has formally charged five female individuals
27:04in connection with an incident
27:06that occurred outside the compound
27:07of a secondary school located in Coover on June 10.
27:11The incident which involved a student of the institution
27:13resulted in an investigation by officers
27:16attached to the Coover Police Station.

27:26I'm calling concerning a matter
27:29that's taking me from my daughter's school.
27:32Go ahead, ma'am.
27:33She's experiencing cyberbullying
27:36and bullying at the moment.
27:39And what happened is I'm fearful for what might happen.
27:49All right.
27:49So here's what.
27:51What has she reported this to the teachers
27:54and the principal at the institution?
27:56And what have they done?
27:57Well, I spoke with the police.
28:04I reported it to her form teacher, the principal.
28:08I suppose I have a meeting with the principal tomorrow,
28:10but you know how children operate.
28:12So I'm wondering what may happen next from there.
28:18All right.
28:18You'd like to give us some advice, sir?
28:20Yeah, definitely.
28:20So she said she reported it
28:22and she also communicated with the principal,
28:24the school authorities.

28:37I know that the education ministry,
28:41I know principals and teachers,
28:43I know that the police,
28:44that they would be bombarded
28:46with complaints such as these.

28:50But these complaints need to be addressed almost immediately
28:55because we have seen what could happen
28:58because of cyberbullying.
29:00We have seen a suicide happen because of this.

29:04And I'm sure it could result in all types of violence
29:09at the institution.

29:11It's a very serious thing.
29:13You know, it's very demeaning.
29:15It puts children in a position of trauma.
29:19And for that reason,
29:20it must be dealt with swiftly and robustly.
29:23So oftentimes, you know,
29:25persons like to what we will call compare.
29:30And they may say,
29:31well, probably at that stage,
29:32I didn't, you know,
29:33those circumstances,
29:35I may not have reacted that way.
29:36But we all understand
29:37that the environment is changing.
29:39And people are different.

49:58That is to say, some of the external parts that I've noticed,
50:02the content of the vehicle are still intact.
50:07So, my question to the local officer is that,
50:12is there a restoration, a police restoration program in place,
50:17or should one be put in place in an effort to retrieve some of the value
50:24of those, what we do, what we have, what is deemed derelict vehicles,
50:30to retrieve some of the value and put those vehicles back,
50:33back on the road to serve the people of this country?
50:36Secondly, secondly, I noticed that in the Londonville area,
50:43the Londonville police in particular,
50:47I am not able to count how much patrols they do because I don't ever see them.
50:51I noticed the officers on patrol and the schematics of the patrol
51:00is one that the vehicle is air conditioned, the vehicle is tinted,
51:06and the patrol speed is maybe about 50 or 60 miles per hour,
51:12and not at any point engaging anybody or stop and search
51:17within the general vicinity of the Londonville area.
