00:03:48Welcome to Beyond the Tape. I'm your host Mark Bassan. Welcome to our viewers across Trinidad and Tobago and of course our global viewers and our brothers and sisters in the Isles of Grenada.
00:03:59So it's Thursday and with us today is none other than ESP Russell Owee from the Western Division. Welcome sir. How have you been? I haven't been seeing you in quite a while.
00:04:13You know, first of all I know we must have manners. I want to say pleasant good evening to Trinidad and Tobago on behalf of the Commissioner, the Deputy Commissioner, First and Second Division of the South of Trinidad and Tobago Police Service.
00:04:26And let me say happy 63rd Independence to all of Trinidad and Tobago. Well I've been taking care of myself. It's a pleasure to be here as always holding on for Mr. Pitt.
00:04:37Yes, well we hope to see you. You know, I mean, you can interchange with ESP, Pitt. I don't think you will have a problem, you know. I know you're a very busy man like yourself.
00:04:47So, you know, you can both accommodate each other as the case may be, you know.
00:04:52Well, whatever is the Lord's plan is the Lord's plan, so.
00:04:54Yes, definitely. And of course, you know, we're celebrating the 70th anniversary of women in the Trinidad and Tobago Police Service and like every other officer that has been on this show over the last couple of weeks, we ask you to, you know, give your take.
00:05:09You have been in the service a long time. You have worked with many of these aspiring women who are now holding a lot of high positions in the TGPS.
00:05:18Well, let me say that the women police in the Trinidad and Tobago Police Service, they play a critical role.
00:05:25I think what they brought to the service is that nurturing effect, that compassion, that love, you know.
00:05:32You know, women are mothers and that nurturing, that different way to look at things, that patience, that calm.
00:05:41You know, we want to thank all the women of the Trinidad and Tobago Police Service and we would have seen where the women have excelled to great heights.
00:05:50We recently had a female commissioner.
00:05:51You know, so we want to say thank you to each and every woman police out there who continue, those who would have served, those who continue to serve, and we appreciate you.
00:06:05All right. Good message there.
00:06:07And, you know, just to recap, of course, earlier today, or last night rather, there was a fire and point up here, I think it's the St. Peter's School, yeah, extensive damage.
00:06:20To the building, and I know the fire officers responded in a very quick manner, but of course, you know, a lot of damage was already done.
00:06:31You can see the flames looking at, you know, the structure there, and a lot of the structure was already engulfed in flames when the police got to the scene.
00:06:42And I'm sure there will be certain, you know, a number of students were telling that school will be affected with the school term due to be reopened within the next week and a half or so.
00:06:54Well, what I want to say, you know, we say, you know, thank God that no one was injured.
00:06:58Firstly, school is material, you know, the school will be rebuilt, and we would ask the children and the parents of these children just to exercise a bit of patience.
00:07:08As we know the Ministry of Education will do their best to accommodate your children because we understand that there would be children that are about to see the next SEA examination and other various exams.
00:07:19So, we ask for your patience, we ask that you bear with us, and we understand.
00:07:24And if I'm, as a result of that fire, you know, persons may be of the opinion that they need any kind of counseling or stuff like that with respect, they could reach out to us.
00:07:35We would gladly assist.
00:07:37Yeah, so it's the St. Peter's private school in Pointe-de-Pay, of course.
00:07:42So, I know there, as you said, perhaps being a private school, alternative arrangements will have to be made by the personnel that are overlooking that school in terms of how they go forward for these students who are going to be, you know, delayed in starting their school term.
00:08:00Yes, but, you know, what I want to also say, I know we have a very compassionate government.
00:08:06You understand what I'm saying?
00:08:06Yes, so we know if they reach out to the authorities, I'm certain the authorities will do their best to assist them in whatever way.
00:08:13Yeah, and they could probably find temporary replacement for some of these students, if not all, over a period of time until they can, obviously, as you said, it will take some time to rebuild and so on.
00:08:24Definitely, especially those who have to sit the SEA exam, your common SEA.
00:08:28Yes, it's about a year away, so, you know, it's important, less than a year, rather, away, and it's important that these students continue to get the education as they prepare for that examination.
00:08:39So, the Western Division, I know a lot of things have been happening.
00:08:43It's the state of emergency, but tell us, anything new happening in the Western Division, any new initiatives?
00:08:50What has the crime like been in that area?
00:08:53Well, the Western Division have seen a great reduction in their serious crimes.
00:09:00What we would have noticed, however, is a frequent amount of fraudulent crimes.
00:09:08And when I say fraudulent crimes, persons are still going on the Facebook marketplace and doing these erroneous transactions.
00:09:17We would have said time and time before, if it's too good to be true, it actually is.
00:09:23Persons are still meeting persons in the corridors in darkness to do exchanges that involve cash,
00:09:30even though we told them they could utilize the police station or the vicinity of the police station as a safe haven.
00:09:37Persons are still going to the ATM in the wee hours of the morning and contributing to themselves being victims.
00:09:44Persons are still answering WhatsApp, claiming to be from various banking institutions and inputting their personal information such as email and passwords.
00:09:57Then, when you look now, you recognize that your money has disappeared.
00:10:02We ask that if you see no banking institution, firstly, no banking institution would ask you to put your input, your password, and your email over your telephone.
00:10:10And just in case you are of the opinion or you want to verify, I would encourage you to verify, call the direct line of the bank and speak to an actual representative, get the name of that person and stuff like that.
00:10:24And I think what has contributed a lot of that, because Kappa recently gave me some information with respect to it, read this online.
00:10:33Now, persons could open accounts online, and I'm saying, whilst we like the convenience of it, we have to make sure that the financial institutions put the necessary regulations in place, all the checks and balances to ensure that these accounts doesn't form part of what you call a ghost account.
00:10:51You know, so persons have been scammed that way, we are still talking to persons about robberies, because persons are still going on the foreshore, persons are still going in the area behind Five Islands, persons are still going down Macripe Road.
00:11:07And we want to discourage that, because you are putting yourself in harm's way, and we are happy when you are able to come to us to make a report, because that means you escaped with your life.
00:11:21But your vehicle would have been lost. Most of us may be still paying for the vehicle.
00:11:25You know, your vehicle is a very, very priced commodity.
00:11:30And we wanted to safeguard not only your property, but safeguard yourself first.
00:11:34So I want to encourage persons to desist from that kind of behavior.
00:11:39Right now in the West, we want to, having had a series of tongue meetings this week,
00:11:47it was brought to our attention that the community of the Gasparis, Shakari Islands,
00:11:54they are having some issues short of a nightmare with some of the party boats.
00:12:00And I say some, it may not be all, but we intend to reach out to the operators of these party boats and have conversations with them.
00:12:09A lot of them are already in compliance, but there are few persons who may be the owners of private yachts and put speakers on it.
00:12:18There are some small yachts now that has now entered into the intimate part of it.
00:12:25So like 10, 15, 20 persons, you know, not so much the usual vessels, but these new vessels.
00:12:33And we want to encourage the owners of these vessels to be considerate, be compassionate, put yourself in the other person's shoes,
00:12:42respect the other people's property and stuff like that.
00:12:44We want to throw out a little caution to the bar owners and the shop owners who continue to play that music loud, loud, loud in the area
00:12:55and disturb everybody in the community.
00:13:00Up to yesterday, we had a tongue meeting and a particular person from Glencoe, when I heard her issues,
00:13:08I mean, it hurt my heart, for want of a better word, because everybody's entitled to freedom and enjoyment of the property.
00:13:17But what you do on your property should not disturb the other neighbor.
00:13:21So we are asking for compassion.
00:13:22Yes, we will also do our own steps and our own measures.
00:13:26You know, a lot has been required of the EMA, but before it even reached the EMA,
00:13:30we, as members of the Western Division, will definitely form an exercise to treat with all these issues.
00:13:39And we promise them some relief in the shortest possible time.
00:13:43We know this weekend is a long weekend with pay.
00:13:46So we are asking Trinidad and Trinidad to be able to please be responsible.
00:13:53There will be various exercises.
00:13:54Do not, do not drink and drive.
00:13:59Do not smoke and drive.
00:14:02Put on your seatbelt.
00:14:03Do not speed.
00:14:05Take your time.
00:14:06We will be out there this weekend, not only in the Western Division, but throughout Trinidad and Tobago.
00:14:12We are still in an SOE.
00:14:15So, for those who think the police would be sleeping this weekend, we have a surprise for you.
00:14:20All right.
00:14:22Well, speaking of exercises, of course, you know, there was a police release sent out today
00:14:27where seven persons were held, firearms and ammunition and cannabis seized in various exercises.
00:14:33And starting with the Western Division, yesterday, between the hours of 3.15 and 8 o'clock yesterday morning,
00:14:39the West End and Maraval districts, which resulted in a discovery of 1.2 kilograms of cannabis
00:14:46in the arrest of a 66-year-old Digger Martin man.
00:14:49And the officers also arrested a 23-year-old Maraval man and an 18-year-old woman
00:14:53for possession of one pistol loaded with a magazine containing 16 rungs of ammunition
00:14:59and a search of the motor vehicle parked along Toya Street, Partner Village,
00:15:03resulted in a discovery of 1 revolver loaded with 5 rungs of ammunition.
00:15:07So, you see the great road that the Western Division is doing.
00:15:11I want to commend the leadership of the Western Division, the management, Senior Super, Mr. Williams,
00:15:16Superintendent Gyan, Acting ASP Aguilera Homer, and Acting ASP Brung.
00:15:22And, of course, myself, Inspector Grant, Sergeant Camona, Inspector Raymond, Inspector Perry,
00:15:31Inspector Besant, we cannot do it without you.
00:15:35We speak team, Sergeant Hunt from the task force, Dominic from the task force.
00:15:40We commend you and we want to encourage you to keep up the good work.
00:15:44And you would recognize that the more we search, the more firearms we find.
00:15:49Every wrong is our life saved.
00:15:53Every wrong is our life saved.
00:15:55And I want to take this opportunity to encourage the public to partner with us, 555-800-TIPS-999.
00:16:04You can now make your report online through the TTPS app.
00:16:09You know, we are bringing things to you so that, you know, you don't have to feel that fear.
00:16:14A lot of these things, your name, your address is not even required.
00:16:18All we want is the information.
00:16:21We will do the rest.
00:16:22We need your assistance in making sure and Tobago a safe place.
00:16:26The police are the people and the people are the police.
00:16:29Not to forget about the Northeastern Division also in an exercise yesterday between the hours of 11 and 1 p.m.
00:16:37The search, they went to the 9th Avenue in Barataria where they conducted a search in a bushy area.
00:16:44The search resulted in the discovery of one rifle, two magazines and 11 rungs of ammunition.
00:16:48Meanwhile, the Northeastern Division officers, with the assistance of the Emergency Response Patrol and the task force,
00:16:55were conducting checks in the 10th Avenue district when they stopped and searched a 22-year-old man from the Mova area.
00:17:02The suspect was found to be in the possession of a pistol loaded with a magazine containing eight rungs of ammunition
00:17:08and was arrested in connection with the fine.
00:17:11The exercises were spared by Women's Senior Superintendent Acting Guy Allen, Superintendent Birch ESP Callender and Acting Inspector Ram Singh.
00:17:21So again, we want to commend the Northeastern Division and the leadership of the Northeastern Division and all of the rank and file that continue to work hard.
00:17:29So you would recognize that is four firearms and numerous assorted rungs of ammunition.
00:17:34Look at how many lives the police service would have saved there.
00:17:38So we encourage the public.
00:17:39We want that partnership.
00:17:40We want the synergism.
00:17:41We want it to continue to give us the information.
00:17:45Because, you know, public safety is dear to us.
00:17:48Crime detection, crime prevention, reduction in serious crimes.
00:17:52These are the things that are entwined in our pillars as public pillar number four, public safety,
00:18:01as we go on to try to better serve the public and to make Trinidad and Tobago a safer place.
00:18:06And, you know, it has been brought to our attention that many of the persons are indeed feeling safer.
00:18:13Our murders are done.
00:18:17Our serious crimes are done.
00:18:19We have a few issues with the last thing and stuff like that.
00:18:21But for the greater part of it, the serious crimes are done.
00:18:27And, you know, I hope that this could encourage persons to feel a little safer.
00:18:32We are working on putting an end to the home invasions.
00:18:34We want you, the individual, to take that step too and being the first person to protect yourself.
00:18:40Looking at crime prevention through environmental design.
00:18:44Cut the bush.
00:18:45Don't create any areas of persons to hide.
00:18:48Invest in some outside lighting.
00:18:50Invest in some cameras.
00:18:52What do you call target hardening.
00:18:54So that the criminals might say, oh, gosh, boy, that property is too hard to get into.
00:18:58Let me go somewhere else.
00:19:00And in going somewhere else, they might just arrest the suspicion or the police and we pick them up.
00:19:05Yeah.
00:19:05All right.
00:19:06And let's not forget the officers in the Eastern Division.
00:19:09They responded to a report of robbery with violence involving a delivery van driver.
00:19:16And within short notice on Wednesday, they were able to arrest three suspects in the Mayara District.
00:19:22And, of course, we also want to big up the stolen vehicle squad.
00:19:28They recovered a vehicle in the Diego Martin, Dillon Street area in an exercise conducted yesterday between 1 p.m. and 5 p.m.
00:19:37as well as another stolen vehicle recovered in the Shuler Street district in Lavon until yesterday.
00:19:44Right.
00:19:44And, you know, you would recognize that a lot of partnership is going on within agencies.
00:19:49You know, it makes me so proud to be a police officer at this time in my career to see the hands-on-deck approach where we unite, where we come together.
00:20:03Traffic branch is helping, guard an emergency is helping, task force is helping, various task force are helping and assisting each other in this crime fight.
00:20:13So, we want to commend everyone who continues to work hard and continues to put their best foot forward.
00:20:20And we really hope that Trinidad and Tobago haven't listened.
00:20:24And this was just yesterday.
00:20:27We haven't spoken about today yet.
00:20:29So, you'll get today, tomorrow, and see the effort.
00:20:32We want you to live your life.
00:20:34Be safe.
00:20:35Be vigilant.
00:20:36Live your life.
00:20:37We have your back.
00:20:38All right.
00:20:38Well, speaking of figures, we're going to take a look now at the state of emergency figures.
00:20:44It's day 42.
00:20:46And this is where we will see the number of operations, 3,091.
00:20:51Target priority offenders, 1,206.
00:20:54Searches conducted, 19,741.
00:20:57Traffic operations, 1,932.
00:21:00Total persons arrested, 1,306.
00:21:03Traffic offenses detected, 10,845.
00:21:07Firearms recovered, 46 pistols, 26 revolvers, 11 shotguns, 11 rifles, and 3 air rifles.
00:21:17Ammunition recovered, 648 rungs of 9mm.
00:21:2073 rungs of 12 gauge.
00:21:2223 rungs of 0.380.
00:21:25330 rungs of 5.56.
00:21:2878 rungs of 0.38.
00:21:3054 rungs of 0.40.
00:21:327 rungs of 0.357.
00:21:3444 rungs of 0.45.
00:21:36And 48 rungs of 7.62.
00:21:38Dangerous drug seized thus far.
00:21:41218,563.44 grams of marijuana.
00:21:466,761.13 grams of cocaine.
00:21:501,032 STC pills.
00:21:52And 15 grams of molly.
00:21:55Some significant work.
00:21:56Significant work.
00:21:5783 rungs of 0.45.
00:21:5883 rungs.
00:22:00Thousands of rungs.
00:22:01Do that math very fast?
00:22:02Yeah, yeah, yeah.
00:22:0383 rungs, eh?
00:22:05Thus far.
00:22:07Thousands of rungs.
00:22:08And, you know, when you see things like molly and ecstasy, you know, what they call the party drug,
00:22:13it's it it makes me wonder it it puts a bit of fear in me to see what the younger generation are
00:22:24engaged in because a lot of these drugs are what you consider gateway drugs that
00:22:29lead to more serious um drugs in the future and i want to encourage the parents and i know
00:22:36what i'm about to see may be a bit controversial but let me tell you something
00:22:41when i joined the police service my mother said to me yes you are police officer no but under my roof
00:22:50you're under my roof still you cannot feed them clothe them pay the bills and free to go into their
00:22:56rooms you need to manage and supervise your children until they are adults and they are on their own
00:23:01because if your child brings some contraband some drugs into your house and police search guess what
00:23:09you're going down to you going down to so please speak to your children don't be afraid to search
00:23:16your rooms don't be afraid to have conversations with them they are your children you are in charge
00:23:21of them they are not in charge of you and if they don't want to live under the rules of your roof
00:23:25then they need to find somewhere to go well said all right we're going to take a quick look now at
00:23:32that's all the headlines
00:23:43So those are some of the headlines over the last 24 hours.
00:24:05We're going to take a short break and we'll be back with your calls.
00:24:08Stay with us.
00:26:13The authority and reputation of the newscast help to build and maintain trust in your brand.
00:26:18So regardless of the size of your business, the choice is clear.
00:26:22TV6 News delivers results.
00:26:52Welcome back to Beyond the Tape.
00:27:00Welcome back to Beyond the Tape.
00:27:14Welcome back to Beyond the Tape.
00:27:16I'm your host, Mark Bassan, today with ASP Russell Owee of the Western Division as we continue to celebrate the 70 years of women in the Trinidad and Tobago Police Service.
00:27:28Let's take a listen to a well-known police officer, ACP, Joanne Archie.
00:27:36I am Joanne Archie, Assistant Commissioner of Police Retired.
00:27:46I enlisted in the Trinidad and Tobago Police Service on the 19th of April 1982.
00:27:52And what a journey it was for me.
00:27:56Impacting lives, empowering persons, building bridges, forming partnerships.
00:28:04I could not have chosen a better career.
00:28:08Whilst there were challenges along the way, I can assure you all that the job for me was very rewarding.
00:28:16Women Police made many strides in the organization and they continue to do so.
00:28:24I want to take this opportunity to congratulate women police on the 70th anniversary in the organization.
00:28:33I salute all of you.
00:28:45Retired ACP, Joanne Archie.
00:28:47Yes.
00:28:48Still at it though.
00:28:49Still at it.
00:28:50I want to take this opportunity on behalf of the police service to thank Miss Archie for her over 40 years of service,
00:28:56during which Miss Archie was known as a relentless and fearless crime fighter.
00:29:01She was also the first public information officer and you would have seen her many times and many with different shots
00:29:07with various commissioners and assistant commissioners and deputy commissioners, etc.
00:29:11And I want to say a special thank you to her because the reason I am here today is because of Miss Archie.
00:29:19And I want to thank her especially for giving me this opportunity.
00:29:24I don't know what she saw in me.
00:29:27She sent me once, twice and then she said, Russell, I want you to do my favor.
00:29:32Try something.
00:29:34And tell me how it would go.
00:29:35Next thing I know, a permanent.
00:29:38So, Mr. Archie, I appreciate your contribution.
00:29:41The service appreciate your contribution.
00:29:43I have loads of respect to you.
00:29:46And I want to salute you.
00:29:48And I want to do it properly.
00:29:49Of course.
00:29:50You know, some persons were saluting with all their heart.
00:29:52Yes.
00:29:53Ma'am, we salute you.
00:29:55And I have to say, I have to concur with you because I've known retired ACP Joan Archie for the better part of 20 years.
00:30:04Yes.
00:30:05I know, been in the media for many years but coming back when I came back to Trinidad.
00:30:09And she has been a very gentle, very open, very kind soul, you know.
00:30:15Definitely.
00:30:16And very helpful.
00:30:17And if you need her assistance in any way, in her capacity as the public relations person, she would obviously be very accommodating to you.
00:30:27Always answers her phone.
00:30:29If you, of course, if she misses your call.
00:30:31She definitely will.
00:30:32She just calls back, eh?
00:30:33Even if it takes a couple of hours or whatever, you know, time schedule permitting.
00:30:39But one thing.
00:30:40She ensures she calls.
00:30:41One rule she has, do not call her during news time.
00:30:44Right.
00:30:45But you know, she continues to nurture and develop persons, you know, to face the media and to be comfortable.
00:30:51Because facing the media, knowing that you're live and everything could be a TikTok video or a meme is no easy task.
00:31:00Yes.
00:31:01It is no easy task.
00:31:02So, ma'am, thank you.
00:31:03Yes.
00:31:04Thank you so much, retired ACP Joan Archie.
00:31:08And we just want to remind you of the numbers to call.
00:31:10623-1711 Extensions, 1996 and 1997.
00:31:16And while we wait on a call out to ASP Russell, I know the long weekend is upon us.
00:31:22And I imagine that they're sitting safety tipsy would like to leave with persons who are using the roadways, who are going out for the long weekend, who might be partaking in rivalry and all these things.
00:31:37Mm-hmm.
00:31:38Firstly, let me say, for those who are attending the cricket, we know there will be some level of inconvenience, really traffic.
00:31:44We are asking for your patience.
00:31:47Do not make five lanes of traffic on the highway.
00:31:50Do not drive on the shoulder.
00:31:52FUL holders.
00:31:55FUL holders.
00:31:57No firearms will be allowed in to Brian Lara Cricket Academy.
00:32:03We are asking that you lodge your firearms.
00:32:06Do not mix.
00:32:07Pick one.
00:32:08See that you're going with your firearm because you're concerned about your safety and you decide not to drink.
00:32:21Or you decide you're drinking and you're lodging your firearm.
00:32:24Don't put the two together.
00:32:26To the females, go out in groups.
00:32:30Make sure you have some form of credit, some form, make sure your phone is working.
00:32:36That's in case of an emergency, you could call somebody.
00:32:39We are living in a time where it's important and critical to tell a family member where you're going.
00:32:45Yeah.
00:32:46It's not about them minding your business, but something happens and they don't see you.
00:32:50They could say, well, she told me she was going to this party or that party.
00:32:55So the police will have a general area and an idea where to start should something happen.
00:33:00Be careful where you park your vehicles.
00:33:04Please do not park your vehicles in any area that is not lighted.
00:33:09And you just know.
00:33:10Because the little thing in your mind just talk to you.
00:33:13Call it whatever.
00:33:14I would refer to it as God talking to you.
00:33:16But you could call it whatever you want.
00:33:18And you just know.
00:33:20Make sure you park your vehicle in a well lit area.
00:33:22Do not leave any laptops in your vehicle.
00:33:24Do not leave any cell phones in your vehicle.
00:33:27Do not think because you believe you hide something under the seat that nobody wasn't observing you.
00:33:33You don't know who is observing you.
00:33:36Remember, there's a plan on the avenue.
00:33:37There will be traffic restrictions.
00:33:39There will be large crowds.
00:33:41Be mindful of the jewelry you're wearing to attend these events.
00:33:45Yeah.
00:33:46And what are the ramifications for those who decide to flaunt the law by using noisy fireworks?
00:33:52Because, of course, now you can only use silent fireworks.
00:33:55Well, let me tell you this.
00:33:58Outside of domestic fireworks, any commercial fireworks for any event must have the authorization of the Trinidad and Tobago Fire Service and the Trinidad and Tobago Police Service.
00:34:11So you need authorization for those two bodies to have any sort of fireworks outside of domestic.
00:34:16So we would like you all to be responsible.
00:34:20We don't think that you would take such a chance.
00:34:22We hope not.
00:34:23So if you had it in your mind, you know, to just ease it out, please, and thank you.
00:34:28We would appreciate that.
00:34:29You know, we want you to partner with us.
00:34:31We don't want you to make our jobs difficult.
00:34:33Yeah.
00:34:34We want you to listen to us.
00:34:35We care about your safety.
00:34:37We are there to make sure you have a good time and return home safely so they would see us on the highway.
00:34:42Doing speed and DUI.
00:34:44Yeah, I mean.
00:34:45Okay.
00:34:46All right.
00:34:47We have our first caller on the line.
00:34:49Caller, good evening.
00:34:50Welcome to be on the tape.
00:34:51Good afternoon, Mr. Amosan.
00:34:53Good afternoon, sir.
00:34:54Good afternoon, sir.
00:34:55Good afternoon to the officer.
00:34:57Good afternoon, sir.
00:34:58First, I want to say something it's taken the right now to be COVID with all the, all the, the, the, the, the, the, the, the, especially the police service.
00:35:08Thank you very much to the police service, to the, the service.
00:35:13Thank you very much for your service, sir.
00:35:16So we appreciate that.
00:35:18One of two problems, actually, two things is that, to me, 99% of all the road accidents is caught by, you see, cell phone, cell phone, and I'll go on and see, chill.
00:35:33Right?
00:35:34The next thing, sir, if people like they lost all regards to one another, we just set up speakers in the car.
00:35:42Right?
00:35:43And the final issue, particularly, again, it's a poor people, it's a sick people, it's a young baby, it's a people who work in security and working at police and that kind of thing.
00:35:51They're taking arrest to go to work later and that kind of different thing.
00:35:55And then passing boom, boom, boom, boom, boom, boom, boom.
00:35:57They're shaking up for the window.
00:35:59Right?
00:36:00Now, I have a, I think criminals can learn from this, because the government and the police try out everything.
00:36:09And I don't want to say they're working, but they're working.
00:36:11Right?
00:36:12They're working.
00:36:13But, ah, this is the public vote.
00:36:15Now, I am a ex-convict, right?
00:36:16I am a community, I spend over 21 years in prison.
00:36:17Right?
00:36:18And what would make me stop making jail soon?
00:36:21I talked to myself about the school in jail against 4200 CSP, which, especially,
00:36:30but the programs that was put in place for ex-prisoners, like E and P and all these type of jobs,
00:36:42all these things shut down now.
00:36:44They don't want the guy to have ex-prisoners now to do,
00:36:47because an ex-prisoner, their convictions don't wipe out at all.
00:36:51No matter if they get a presidential pardon from the president,
00:36:54they still be wiping out, right?
00:36:56That's what they should all say, so you can't get no other jobs.
00:36:59Now, my reason to stop doing crime is that I said,
00:37:03I'm not talking about justice, but only two people suffer from a crime,
00:37:06the victim and the perpetrator.
00:37:09These are the people that benefit from a crime,
00:37:12judges, magistrates, attorneys, lawyers, police,
00:37:16prison officers, the jail doctors,
00:37:18the crucifying the president, livestock and dystop,
00:37:21amalgamated with the justice and time truck, the bailers and the media.
00:37:26And all these people, whether it's a child or not,
00:37:29they are the ones that benefit from the crime.
00:37:32All the years I spent in jail, I never,
00:37:34I don't need to, I don't need anything to fight,
00:37:37any ex-prisoner at all, who end up with a big house,
00:37:40big one in the back, and big nice car,
00:37:43who in death bound the wounded.
00:37:45So, all, all these things in the external casino,
00:37:49they are not, they are the citizens of crime in no way.
00:37:53Because, right, they're doing crime,
00:37:55they're going in jail to sleep on the back cold concrete,
00:37:57covered by children like ants,
00:37:59food with the evil enemies,
00:38:01and what kind of the same kind of conditions in jail,
00:38:03and then, all these people are calling them going to the back.
00:38:07So, why do you want this?
00:38:09I mean, using your own lines to support other people.
00:38:13So, I don't want to take it in a negative way,
00:38:16but this is what I use to stay out of prison.
00:38:19I have been meditating no way to myself to be making a prison.
00:38:25All these people may move according to the police around them,
00:38:28they have been meditating on fire.
00:38:29When I say the police, I don't mean to say,
00:38:31don't, don't, don't, don't touch the words benefit in this kind of negative way, you know.
00:38:36I mean, without crime,
00:38:39all the other jobs,
00:38:40if you get up on water and see no crime on the TV,
00:38:43no such kind of stuff,
00:38:44you know what's going on with the law?
00:38:46You know what's going on with the right type of crime?
00:38:49So, crime is one of the biggest employment agencies in the country.
00:38:54So, I think the gentleman,
00:38:56tax your service against them,
00:38:57and which as I said,
00:38:59you do not have a great service, so thank you very much.
00:39:02Thank you so much Kuala, wow.
00:39:04Well, you know.
00:39:05The Kuala said quite a lot.
00:39:07I could understand what he says about the persons with the loud music.
00:39:11There are a lot of people that play music at really loud and excessive levels,
00:39:16and you know, they have the new things where the speakers either on top of the car
00:39:20or on the back seat and the windows down,
00:39:22so they're making sure you hear it.
00:39:24I know that there are a lot of exercises this weekend,
00:39:28and beyond,
00:39:29and I know that the licensing authority will be partnering with us in many of those,
00:39:33so we will be looking out for them,
00:39:35and we will do the necessary,
00:39:37because actually,
00:39:38to play music loud,
00:39:39like for music trucks, et cetera,
00:39:41you must have permission from the license office to operate a loud instrument.
00:39:44That's one.
00:39:45Two.
00:39:46I understand that the social programs, as far as the government could have said,
00:39:51it is being revamped and not totally stopped,
00:39:53so I guess we would await the government's re-implementation with more checks and balances for these programs.
00:40:01But what I like that the caller said is that he went to school in prison,
00:40:06and he was able to accomplish a few passes in prison,
00:40:10and I commend him for that.
00:40:12So it shows that being in prison still gives you an opportunity to turn your life around.
00:40:20But where we part ways is that there are some persons in prison and continue in crime.
00:40:26And I would prefer
00:40:29action that on Tobago with no crime,
00:40:32and lose my job,
00:40:34than to keep my job because of high crime.
00:40:36Because with no crime,
00:40:38we may get more foreign exchange because we have more tourists,
00:40:41we have more foreign investment,
00:40:44a word that we'd like to use,
00:40:45which will stimulate the economy,
00:40:47and contribute to large amounts of Forex in our economy,
00:40:52making it easier for us to trade and obtain goods,
00:40:55some of our foreign partners and suppliers.
00:40:57We'd almost think you're in the banking sector.
00:40:59Well, well...
00:41:01You have to be aware of what is going on in your country.
00:41:03Of course.
00:41:04Yeah, no doubt, no doubt.
00:41:05But when I see us, no doubt.
00:41:06I mean,
00:41:07the police service would really prefer crime-free Trinidad and Tobago.
00:41:12Because it would benefit you in more...
00:41:14Just imagine.
00:41:15Trinidad with no crime.
00:41:18And we have Carnival coming.
00:41:20There are thousands of persons that come to this country for Carnival.
00:41:25And imagine Trinidad with no crime or very little crime.
00:41:29You know what the hotels would be like.
00:41:31The man on the street who's selling doubles.
00:41:34The man on the street who's selling gyros.
00:41:36The AB and B's.
00:41:39The taxi drivers who plan their vehicles for hire.
00:41:42The event promoters.
00:41:44The event suppliers.
00:41:46To see how the money would start to stimulate and circulate.
00:41:50And everybody would enjoy a slice of the pie.
00:41:53But some of us chose different professions.
00:41:55And the judge, the magistrate, the police, the prison officer
00:41:59would have had to have some level of money management or constructiveness in his or her life.
00:42:05To build that big house.
00:42:07Drive that nice car.
00:42:08You know.
00:42:09So, the profession is the profession.
00:42:12All right.
00:42:13You know.
00:42:14I know that caller who said he was at Excon has been out 21 years.
00:42:1821 years.
00:42:1921 years.
00:42:2021 years inside.
00:42:21Yeah.
00:42:22You know.
00:42:23You can act as an example to the younger persons.
00:42:25You know.
00:42:26You've been there.
00:42:27You've seen the reality of inside.
00:42:29And of course, you can educate these young men so that they don't follow that path.
00:42:34So, thanks for your call.
00:42:35And on that note, we're going to take a short break.
00:42:37And we'll be back.
00:42:38Stay with us.

00:45:11Welcome back to Beyond the Tape.
00:45:12I'm your host Mark Bassand, of course, joined today by ASPOE Russell of the Western Division.
00:45:31As we continue to pay tribute to those women in the Trinidad and Tobago Police Service and
00:45:36we celebrate the 70th anniversary of them being in the police service.
00:45:39We're going to pay tribute to a very special woman, Corporal.
00:45:44Her name is Gertrude Malwa, the first police officer to be assigned to Tobago in 1963.
00:45:51Let's take a look.
00:45:52Let's take a look.
00:45:53Let's take a look.
00:45:59Let's take a look.
00:46:01Let's take a look.
00:46:14Let's take a look.
00:46:59Woman Corporal Gertrude Malwa, of course, serving as the first female officer in Tobago in 1963.
00:47:08With a regimental number 5377.
00:47:12You could see the vintage in that picture.
00:47:16Based on the time that she was born and she departed the earth, you could see she lived well into her 90s.
00:47:23And I am happy to see that and there's something further I want to touch on with respect to that.
00:47:32But one of the things that stood out to me in that photo, you would recognize her badges here, said TPF, Trinidad and Tobago Police Force.
00:47:42Force.
00:47:43So it would have showed the evolution of the police service from being a police force to a police service.
00:47:51So you could see how the model would have evolved over time to suit the current trends that is now facing us.
00:47:59We now have soft policing and there's hard policing before.
00:48:02We have different things.
00:48:04We look, we now engage the community in a more meaningful way, in a more passionate way.
00:48:10You know, going forward there's a more, a bigger thrust, as we speak, on community partnership, which is the first pillar.
00:48:18And it has been the first pillar even on the last strategic and operational plan.
00:48:22So it shows where we are taking the police service and where the service orientation of it comes in.
00:48:28And to talk about the fact that she lived well into her 90s, within recent time we would have seen many police officers would have passed away.
00:48:39All of them, in my opinion, gone too soon.
00:48:42A lot of us are just dropping down on the jobs.
00:48:45We are asking persons to really take stock of your health.
00:48:49We know when you're on patrol, late in the night, the only place open, you know, is the fast food outlets.
00:48:56I wouldn't call any names.
00:48:57But if you could make a sandwich, if you could limit it, if you could bring something from home, if you could live a little healthier,
00:49:03if you could take all the time to exercise, nurture that body physically, spiritually, mentally,
00:49:10find a hobby, something that you like to do, because stress could bring on all kinds of different illnesses as well.
00:49:16You know, so find something.
00:49:18Take just 20 minutes, 45 minutes a day.
00:49:21We make time for things we want to make time for.
00:49:23And I'm asking, I'm pleading with my officers, please.
00:49:27I want to spend my pension on gratitude.
00:49:30I don't want to leave no certain money for my children to spend.
00:49:33I want to spend the majority.
00:49:34I believe in them, but I want to spend the majority of it.
00:49:36I mean, you're a man in the gym, you know, 24-7 when you can.
00:49:40Well, you have to take care of yourself.
00:49:43Of course.
00:49:44And policing, you never know when your physicality will be tested in the policing, you know.
00:49:49Because you might go there and somebody might say, the day-to-day are fighting with that police.
00:49:53Or they're trying to run from him.
00:49:55Or the day-to-day are running from him.
00:49:56Yes.
00:49:57I'm begging, I'm begging, I'm begging.
00:50:00Officers, just 10, 15 minutes, some push-ups, some sit-ups.
00:50:04I'll skip home while you're watching the news.
00:50:06Just take a little time.
00:50:08And every day you increase it, you increase it, you increase it.
00:50:11Too many of us are suffering with high blood pressure.
00:50:13We're hypertensive.
00:50:14We have diabetes.
00:50:15We have high cholesterol.
00:50:17And it's because of our lifestyle.
00:50:20Yeah.
00:50:21Our habits.
00:50:22You know, so let us, love us first, please.
00:50:25Yeah, you spoke about vintage and the vintage photos that we saw there.
00:50:29You know, and one of the photos that stood out to me was a line of police women sitting behind those old desks.
00:50:36You know, and they were listening perhaps in a lecture.
00:50:39You know, look at these desks.
00:50:41You know, and these desks were, you know, at one time, let's say, 40 people.
00:50:4640 years ago were still existent in the primary schools.
00:50:50Definitely.
00:50:51It's very similar.
00:50:52So you would see the evolution from the police barracks to the Trinidad and Tobago Police Training Academy.
00:50:59Yes.
00:51:00Which is accredited as well.
00:51:02It's amazing.
00:51:03So the leaps and bounds the police service has gone.
00:51:05Amazing evolution.
00:51:06Yes, definitely.
00:51:07And you know, the archive, I know that the Trinidad and Tobago Police Service have their own museum and so on.
00:51:13Definitely.
00:51:14And you know, those photos of these officers and many others, particularly in several types of activities.
00:51:25You know, when you see these things, it really brings back these memories, you know.
00:51:28Of course, of course, you know.
00:51:30And we want to encourage you, you know, you could go into the museum and take a little browse on your lunchtime.
00:51:36It's right next to police admin on Sackville Street.
00:51:39Take a time and just run in for five, ten minutes.
00:51:42You would learn something.
00:51:43Yep.
00:51:44Certainly.
00:51:45All right.
00:51:46We have another caller on the line.
00:51:47Caller.
00:51:48Good evening.
00:51:49Welcome to Beyond the Chip.
00:51:50Welcome.
00:51:51Yes.
00:51:52Go ahead.
00:51:53Hi.
00:51:54Good evening.
00:51:55Good afternoon.
00:51:56I'm calling from Tobago.
00:51:57I just want to congratulate the woman.
00:52:02Good truth.
00:52:03The woman was sent in her service.
00:52:11All right.
00:52:12Thanks so much for that caller.
00:52:13So you see the callers are acknowledging, of course, the contribution of women for the
00:52:19last 70 years in the Trinidad and Tobago Police Service.
00:52:23They helped develop us.
00:52:25We would not have been here without the women.
00:52:27And we would have seen the women would have excelled and women served in every rank.
00:52:33Yeah.
00:52:34Yeah.
00:52:35And even now, women continue to serve.
00:52:38And it's a greater number of women out there in the year, about what, 7,000 give or take?
00:52:43We have quite a few.
00:52:45We have.
00:52:46Oh, sorry.
00:52:473,000 or 4,000.
00:52:48I think somebody had said the number.
00:52:49We have quite a few women in high places, running departments, running divisions, running sections.
00:52:54You know, the women are doing their part to make Trinidad and Tobago safe.
00:52:59All right.
00:53:00And on that note, we're going to take a short break.
00:53:02And when we come back, we'll take some of your calls.
00:53:04Stay with us.

00:55:33I'm your host, Mark Bussand, joined today by ASP O.E. Russell of the Western Division.
00:55:49And I think we forgot something before we drink.
00:55:51Yes.
00:55:52Before we move forward, let me take this opportunity to salute Women Corporal Kutu Malwa.
00:56:01Yes.
00:56:02You know, it's truly an inspiration to those young and upcoming women who are definitely looking on.
00:56:07All right.
00:56:08Let's get on to business.
00:56:09We have another caller on the line.
00:56:11Caller, good evening.
00:56:13Hello, sir.
00:56:14Hello, sir.
00:56:15Hello, sir.
00:56:16How are you?
00:56:17How are you?
00:56:18How are you?
00:56:19How are you?
00:56:20How are you?
00:56:21This afternoon.
00:56:22We are well.
00:56:23I'm good.
00:56:24I just wanted to congratulate the women.
00:56:26I'm going to congratulate the women on their safety and diversity.
00:56:29And I also, excellent.
00:56:31Congratulations.
00:56:32Have you?
00:56:33Nice.
00:56:34You're a bit too.
00:56:35You're a bit too.
00:56:36I'm going to congratulate the Women's Police on the CMJ University, and I also, excellent
00:56:42congratulations to you, Mark, and the other students, for our well-run program.
00:56:48You know, this is very edifying.
00:56:49I look at this program every day.
00:56:51You know, as I said, it's been an excellent job.
00:56:56And I have one question left.
00:56:59Sure, go ahead.
00:57:00After the SOE, will we see better results?
00:57:07Because we don't want to ask the SOE everything to stop.
00:57:10So, after the SOE, will we see better results from the Polish?
00:57:13Okay?
00:57:14We look forward to that.
00:57:16Have a blessed evening.
00:57:17Thank you so much, caller.
00:57:19SP Russell.
00:57:20Right.
00:57:21So, we continue to try it.
00:57:22We continue to execute our pillars.
00:57:24And he asked, would he see better results?
00:57:28The amount of firearms that we would have taken off the streets, the amount of persons
00:57:33arrested, detained, interviewed, the intelligence gathered, would only help us in the long run
00:57:41as we continue.
00:57:42The police service, gone are the days when we operate by our whims and fancies.
00:57:46We are statistically driven by CAPA.
00:57:48So, we have our commissioners come start, where the CAPA branch would do a presentation
00:57:55to the division heads and commanders, showing them where their trouble points are and what
00:58:00we could do better.
00:58:01What is the crime trend in their area?
00:58:03They would now bring it to their division, which is called divisional comstart.
00:58:07Yeah?
00:58:08Yeah.
00:58:09Where they tell us, hey, CAPA will come and they will tell us, you have robberies here
00:58:14between 6 and 7 on a Friday evening, so we know to put resources there.
00:58:19It helps in the deployment and the redeployment, organization and reorganization and analysis
00:58:27of crime-fighting techniques.
00:58:28So, sir, I want to tell you, yes, indeed, it will help, it will contribute.
00:58:35We want to not only maintain this level of common peace, but even continue to do better.
00:58:43And right now, the murders are really, really, it's over 140 less than last year.
00:58:50And we want to continue because we want to end this year on a very nice note and go into
00:58:57next year because carnival is even earlier.
00:58:59So, we hope in knowing that we had a little Forex issue, that people could see, you know
00:59:03what Trinidad and Tobago has taken a step, they have taken the crime-fighting criminal
00:59:07and Trinidad and Tobago is a safer place.
00:59:09We want the days where people will do travel advisory against Trinidad to be a thing of the past.
00:59:15Yeah.
00:59:17And they continue to train and develop officers.
00:59:19So, even though officers retire, we have succession planning throughout the organization
00:59:23where you will continue to see trained and young and innovative leaders
00:59:27with new ideas and crime-fighting techniques.
00:59:30I think we want to make headlines for the right reasons and not the wrong reasons as we have seen
00:59:34in the last couple of weeks.
00:59:36Of course.
00:59:37Of course.
00:59:38Alright.
00:59:39We have another caller on the line.
00:59:40Caller, good evening.
00:59:41Welcome to me on the tape.
00:59:43Good afternoon, Mr. Bassan.
00:59:44Good afternoon, officer.
00:59:45I can remember your name.
00:59:46Good afternoon, Mr. Bassan.
00:59:47Good afternoon, officer.
00:59:48I can remember your name.
00:59:49My contribution is that what you were saying there is true about the police need exercising
00:59:56and stuff like that.
00:59:57Because I noticed some, you know, huge police officers.
01:00:02I would like them to ask Officer Tissi Placid of the Maloney Police Station what he does
01:00:11to keep him fit.
01:00:12He's looking as though he's 30 years old.
01:00:15Very strong and healthy.
01:00:17And one more contribution.
01:00:19The first woman, Mount Elbranch Police Officer, is Ms. Amber Lefouk Dining from Mayaro
01:00:28and Mayaro grew like myself.
01:00:32Bless her.
01:00:33Thank you so much, Kola.
01:00:34And if you saw the show yesterday, I think Amber was on and did feature her.
01:00:38Yes, she was featured yesterday.
01:00:39She featured yesterday.
01:00:40But, yeah, go ahead, ESP.
01:00:42Yes, well, you know, we continue to salute and congratulate all the women.
01:00:46And we continue to tell them how grateful and appreciative that we are of their service
01:00:51and their contribution to the Trinidad Tobago Police Service and Trinidad Tobago by extension.
01:00:55Yeah.
01:00:56You know, because the youth clubs are mostly run by women.
01:01:01So, not only are their mothers at home, but their mothers also on the job.
01:01:06Yeah.
01:01:07I mean, what else could we say?
01:01:10Yeah.
01:01:11And she raised a very important point about fitness and physicality when it comes to being
01:01:18in the police service because you also see that kind of fitness in the army and so on.
01:01:24Definitely.
01:01:25I think, I mean, come on.
01:01:26There are times when there would be social media videos put on social media with officers,
01:01:33you know, a little bit overweight and so on.
01:01:35And sometimes I think the Trinidadians go the extreme, you know, to fat shame people.
01:01:40And that is wrong.
01:01:41But I think there must have, there must be a program to ensure that persons stay within
01:01:48a, you know, a healthy weight.
01:01:50Definitely.
01:01:51I understand.
01:01:52Because you never know when, as you said, you're called upon to do something, to chase
01:01:55somebody or to, you know, whatever it might be in a physical sense.
01:01:59But, you know, the army has something with the call.
01:02:01It's Cata or Cata.
01:02:03And I think probably, you know, going forward, it could be a suggestion.
01:02:07Maybe we have a fitness assessment as part of your performance appraisal.
01:02:14You never know.
01:02:15We continue to evolve the service.
01:02:17I don't want you all vexing with me and saying, Russell say, let me put a fitness.
01:02:21No, no, no.
01:02:22You're just making a suggestion.
01:02:23I am just sharing ideas and making a suggestion.
01:02:24Based on what the caller would have said.
01:02:26I really want to see my colleagues enjoy that.
01:02:28You know, I'll tell you something, eh?
01:02:31Policing work is so stressful.
01:02:33It's so hard.
01:02:34It's so physically tasking on you, on the body, that our lifespan, statistically, worldwide,
01:02:43after retirement is five years.
01:02:45And a lot of police officers, due to whether it's financial constraints, other commitments,
01:02:53tend to save a lot of things for when I retire.
01:02:56Yeah.
01:02:57I want you to go on that cruise now.
01:03:00Take that vacation now.
01:03:02You know, love yourself.
01:03:05But, you know, we celebrate any 60th independence.
01:03:10Turn around to big.
01:03:11I want you to be safe.
01:03:12I hope you would have listened to all that I would have said.
01:03:15Be careful.
01:03:16Look out for each other.
01:03:18Operating groups.
01:03:19Parking well-lit areas.
01:03:21Obey the commands of the police.
01:03:24Support the police.
01:03:25There will be some inconvenience because we will be out there.
01:03:28You can be out there and we're not out there.
01:03:29We have to be out there with you to make sure that you are safe.
01:03:31Yeah.
01:03:32So, when you see the roadblocks coming, don't give the person lights to tell them the police
01:03:36because they got the window, maybe they got the pick back up to rob you.
01:03:40So, we need to stop that.
01:03:42Stop that.
01:03:43Support us.
01:03:44Cooperate with us.
01:03:45And remember, you are the first police in the community.
01:03:47So, we need you to take your steps to make you safe and then we will do the rest.
01:03:52Alright.
01:03:53ASP Russell, thanks so much for your time.
01:03:56Remember, we run tonight at 11.30.
01:03:59Repeat tomorrow at 11 o'clock.
01:04:02The TV6 News is up next and remember, we are on tomorrow at 5.45 before the cricket.
01:04:09See you then.
