02:36It's a short work week.
02:38Of course, tomorrow is Emancipation Day.
02:41So, I know a lot of people will be going out for the parades and so on.
02:44So, we want to wish you, you know, a really good day and to be safe, of course.
02:49And, you know, today, my friend who was not here last week because he was hard at work,
02:55ESP Ishmael Pitt of the Northern Division.
02:57Welcome, sir.
02:58You look very smithy today.
03:01Thank you very much, Mark.
03:03Thank you for being here.
03:04As you said, tomorrow is Emancipation Day.
03:08So, happy Emancipation Day, Trinidad and Tobago.
03:11We know that in the upcoming days, it's a long weekend.
03:14And traditionally, with long weekends, there's a lot of activities that will take place.
03:20So, for that reason, we would always want to warn members of the public to be vigilant, to be aware,
03:27to take the appropriate steps in order to preserve their safety and security.
03:32Yes, certainly.
03:32And, of course, you know, we are in the state of emergency.
03:36It's day 13, I believe.
03:38I could be wrong.
03:39Or 14.
03:3914.
03:40Yes.
03:40Thanks, my producer.
03:43And, you know, in that period of time, we've had an hour of exercises.
03:48And one of, or at least two or three of the things that we recall within the last couple of days
03:53is the kidnappings and the rescue of Ms. Sati Karim, then the two gentlemen who escaped the kidnappers in East Trinidad.
04:01And, of course, we had an incident just next door to us here where three bandits attempted to rob a bar.
04:11And an off-duty police officer, of course, was on sight and, of course, shot one of the bandits in his foot.
04:18And the two others were also apprehended.
04:21So, definitely some good work by the police officers over the last couple of days.
04:25And today, of course, they were commended in a ceremony with Commissioner of Police Alistair Guevara,
04:34of course, speaking very highly of their efforts.
04:38And, obviously, Minister of Homeland, the Honorable Roger Alexander, was also present to also heap accolades on these officers.
04:47You know, himself being a fellow officer for many years and now the Minister of Homeland Security
04:56and the Ministry of National Security, they're handing out the commendations to the various officers
05:02for the good work that they have done in securing the safe release of Sati Karim.
05:08And, of course, the officers who also were involved in the kidnapping investigation in East Trinidad.
05:15And then, of course, we had the off-duty officer who also foiled a robbery right next door here in Dongtong, Port of Spain.
05:24So, certainly a really proud moment for the Commissioner of Police and, of course, for those officers
05:30who were commended by Mr. Alexander and the Commissioner for their good work.
05:37Yes.
05:38And I'm certain that we will be seeing a lot more of this
05:40as the police service continues to engage the criminal elements
05:45and, you know, restore that level of safety and security that the nation so desires.
05:51In terms of policing, we know largely it's a tankless job.
05:55Yes.
05:55And it's always important that appreciation is shown.
06:00Our very own Johnny King, who was himself a police officer,
06:03sang that song many years ago and, you know, it still resonates today as an anthem
06:09regarding the motivation of persons, the motivation of employees.
06:13So, when we observe, you know, initiatives such as this,
06:18it reinforces the commitment of the executive of the Toronto Bigger Police Service
06:24and also the Minister of Homeland Security
06:26to recognize the efforts of our police officers who go above and beyond the call of duty.
06:32Yes, and I'm sitting before the show is out.
06:35We're going to get a rendition of that Johnny King song from you.
06:39You're certain of that?
06:41Well, I'm hopeful.
06:42I'm hopeful at least.
06:44You know, it would be nice to hear you sing, of course.
06:47You know.
06:49All right.
06:50So, we're going to go to the state of emergency update, day 14.
06:57And we have some figures to share with you.
07:00Number of operations, 1,029.
07:06Target priority offenders, 494.
07:09Searches conducted, 6,594.
07:12Traffic operations, 592.
07:15Total persons arrested, 449.
07:18Traffic offenses detected, 3,494.
07:21Firearms recovered, 22 pistols, 11 revolvers, 7 shotguns, 4 rifles, and 2 air rifles.
07:31Ammunition recovered thus far.
07:33311 rounds of 9 millimeter, 46 rounds of 12 gauge, 16 rounds of 0.380, 132 rounds of 5.56, 37 rounds of 0.38, 26 rounds of 0.40, 7 rounds of 0.357, 21 rounds of 0.45, and 30 rounds of 7.62 millimeters.
07:57And then we had dangerous drug use thus far, 67,273.44 grams of marijuana and 211.91 grams of cocaine.
08:09So, the police is rolling on, continuing these exercises to get the drugs, the guns, and those hell-bent on creating havoc in society.
08:19Indeed, indeed.
08:19And we are seizing this opportunity.
08:22We know that we are presently in a state of emergency to exercise all the additional powers that have been given to us.
08:30And we commonly say that all that we do is hinged on the cooperation, the support, and the intervention of members of the public, largely the law-abiding citizens.
08:41And for that reason, we continue to reach out and extend that level of cooperation and support in order that it be reciprocated.
08:49Yes, certainly.
08:49And as we talk about, you know, all those exercises, et cetera, it's important as we go into this long weekend to see, you know,
08:58they're going to obviously have other targeted exercises to also root out other illicit firearms and drugs and other players, major players,
09:09as we continue in this fight against the crime situation.
09:13Indeed.
09:14So, these operations will continue, definitely.
09:16And, you know, the increased presence, the increased involvement of policing,
09:21and more so from the, what we call the tough layer of policing.
09:27It doesn't mean to say that we will not also incorporate what we traditionally dub as the community policing efforts,
09:34the community policing engagements, those walkabouts, those caravans, the youth clubs.
09:40Those initiatives are very much alive and well within the communities so that it's not a case of us just using one approach as a multi-prong approach,
09:50but we will all appreciate the fact that at this point in time, you know, the policing is a little more robust.
09:56Yes, indeed.
09:57All right, we're going to take a quick look now at our headlines.

11:01In the Southern Division, 18 held four firearms and narcotics seized in operations.
11:07You're seeing on your screen there some of the pictures where it resulted in arrest of 12 suspects for various offenses, including possession of ammunition, larceny, driving without a driver's permit, and on state of emergency inquiries.
11:23In the San Fernando District, an intelligence-led exercise was conducted between 7 p.m. and 11 p.m. yesterday, which resulted in the arrest of two suspects for the possession of firearm and ammunition and the possession of cannabis.
11:36Meanwhile, in the Southwestern Division, four suspects were arrested in the Penal District around 1.30 yesterday after being found in possession of a shotgun and five cartridges.
11:48And the IATF officers conducted a SOE exercise yesterday, which resulted in the seizure of one rifle, one pistol, and quantities of ammunition, cannabis, and cocaine in the Belmont, George Street Plannings, and upper Santa Cruz District.
12:03Sorry.
12:03The exercises were separated by ACP Hazel, Senior Superintendent Spence, Superintendent Ramsep, and Acting ESP Singh.
12:13Yeah, again, hats off to the Southern Division.
12:16Excellent work, tremendous work, and I know they are not to take away from their shine, but the other divisions are following in a similar fashion in terms of ramping up the level of operations present and, consequently, the seizures that we are experiencing at this point in time.
12:33Yes, certainly.
12:34All right, switching gears a little bit as we head to the long weekend, of course, we're always talking about road safety, SPPET.
12:41One of the paramount things that we try to instill in persons on the roadways, and we are still seeing a lot of horrific accidents, and we actually had one last night in the Teruba area that claimed the life of a Marabella man.
12:58And just looking at the carnage there, the mangled wreck of that vehicle, or those vehicles, in which one man lost his life, you know, it speaks of, you know, tantamount to somebody doing some numbers,
13:15because that impact is virtually the front part of the car has met the dashboard.
13:23Yes.
13:24So just looking at it, it tells a story.
13:26Yes.
13:27And, you know, one can't imagine what the passengers and the drivers may have gone through at that particular point in time.
13:36We will continue to urge members of the public, not just our motoring public in terms of drivers, but members of the public generally,
13:46because we often say road safety is everybody's business, that we ought to take road safety with the level of seriousness that it deserves.
13:54Yes.
13:55If it is we observe that a driver is doing things on the nation's roadway that may compromise the safety of other persons,
14:02it is important that we speak out at that point in time.
14:05If we are not in a position to speak out directly to the driver that is, then it is important that we communicate with the police officers so that we can have that type of intervention.
14:16Now, speed, speeding, drinking and driving, driving whilst using cell phones, all these things, you know, it contributes to serious accidents.
14:29And this is without prejudice to what we are observing here, because, frankly, we don't know what took place.
14:36It's going to be investigated.
14:37But generally speaking, there are a lot of things that contribute to accidents, and, you know, it can be avoided.
14:43Yes, yes.
14:44It can be avoided.
14:44Certainly.
14:46So we would want that persons take this seriously, Mark, and, you know, we would hope that, you know, once that level of seriousness is applied,
14:57and that level of awareness that our road carnage is going to be reduced significantly.
15:03That is of paramount importance.
15:04Well, we can only be optimistic and hopeful that, you know, those drivers over there will heat the course to be more cautious, speedless, and, of course, maintain your vehicle, too, because that is also an issue.
15:15Of course, vehicle maintenance is of paramount importance.
15:17And tires, your lights, if your lights are functional, both headlights and brake lights, in terms of your windscreen wipers, your general road-worthiness of your vehicle.
15:33And for that reason, we know that persons have to go and get those vehicles inspected.
15:36If your vehicle is not road-worthy, we can well imagine that if something or some situation befalls you, and you need to make a particular maneuver, and the vehicle in itself, its integrity is compromised, that can result in an accident.
15:52So all these things going together, all these variables, all these factors, if they are there too strictly, then we can see a safer roadway in Trinidad and to be there.
16:04Certainly.
16:05All right, so we're going to go to your area.
16:09I know there was actually a double homicide last night in your area.
16:14Apparently, two young men were shot and killed in a forested area in the Wallerfield area.
16:20They have been identified at Kishon Edwards of Zone 8, Mount Zion, Matarita, Arima, and 17-year-old Kamani Dyer of Zone 8, Wallerfield,
16:31while a 25-year-old was injured in the incident and remains in hospital.
16:37I don't know if there's any motive that you all have been able to ascertain as yet, but at this scene, investigators recovered 34 spent 9mm shell casings,
16:49two live 9mm rounds, one live 5.56 round, and several pieces of clothing from the scene, including a blue jacket, a white jersey, and a black jersey.
16:58Yeah, well, firstly, condolences to the family, friends of the deceased, and yes, we are investigating this particular incident robustly.
17:09We do have a motive, but it's not one that we would want to communicate to the public at this point in time.
17:13It's extremely sensitive, and we are confident that we will be able to bring this investigation to a successful conclusion.
17:20Well, based on what I'm reading here, I understand that these men went to hunt in a forested area,
17:27so it could well have been somebody stumbled upon something or someone where they were not supposed to be.
17:34I'm just saying, I don't know what, you know, maybe they were followed to that location when they were going to do something,
17:42and, you know, and, of course, in that moment, they were ambushed.
17:47Yeah.
17:48So, well, we would ask, you know, any member of the public who has information and, you know,
17:54that they communicate with our region to Homicide Department or the Arima Police Station,
17:59any police officer for that matter, so that we can add it into that pool of ingredients,
18:05again, to bring this incident to a successful conclusion as far as prosecution is concerned.
18:12Yeah, that's it.
18:13That's, I know that your area has tried to really suppress those homicides in that Northern Division.
18:19Of course.
18:19You know, we've had a little issue with it over the last couple of weeks.
18:23Yeah.
18:24You know, we had the killing of the Mr. Rambaran, and they immediately arrested somebody a couple days later for that.
18:30Yeah.
18:31They were brought before the court, as well as there was one or two other instances where persons were brought to justice pretty quickly.
18:38Yeah.
18:39Yeah, that is correct.
18:41Northern Division is a moving platform.
18:43It's one of those divisions in the Chantebago Police Service that you really have no breathing space from a policing perspective.
18:52And you are correct.
18:53We have been doing what we'll call a relatively decent job in terms of the first part of the year.
19:00We have seen some challenges, though, over the past couple of weeks.
19:04It is our intention, though, to bring it back to that level of stability and not to say that it is a runaway horse by any means, yeah,
19:12because based on the statistics that – and we – there are some persons who they don't like to hear statistics,
19:17but we must be guided and measured by something, right?
19:20So, regarding our statistics, it's not a doom-day sort of reflection, but as a division, we know that there is room for improvement,
19:29and we are doing just that.
19:30I can tell you, Jess, as recent as this morning, we sat in relation to how we are going to approach the upcoming months in order that,
19:38on completion of 2025, Northern Division is once again a success story.
19:42All right, so we're hopeful that – we wish you all the luck, and of course, not just for the Northern Division,
19:47but for across Trinidad and Tobago.
19:49Indeed.
19:50That all the divisions will be able to stymie this gun violence that faces the entire country.

23:12And Mark, I want to congratulate you on your article in today's newspaper.
23:19But at the same time, I am giving you some big up.
23:25I want us to, want you to remember, a couple of months ago, I was on this station reflecting
23:35with you and Sergeant Ali about the SAFGA 1997 and the judicial report.
23:43It's cringing to see what has happened to a senior officer of the Children's Authority.
23:50And I'm going to reflect back on to 2021, when five boys escaped.
23:57Two were shot dead by alleged imitation police.
24:03And we have not heard anything from the CCPS.
24:07Mark, at the last time we talked about the cyber report, you took it upon yourself to revisit
24:13that and do another article on it.
24:17ASP missed.

24:26Two, I have one serious issue.
24:28And I'm feeling hurt that my taxpayer money is being spent on officers who have been found guilty.
24:38You, you, acquiring to lead the second division in an election to come, as of the SAO day before,
24:47a policeman was jailed for 16 years.
24:50I suspect he was on suspension for 13 years, being paid with taxpayers' money.
24:55What progressive legislation you will attempt to do with the TTPS to help protect me as a taxpayer
25:06in my pocket?

25:14Well, I thought, given the bulk of the...
25:16You can go first.
25:17The kudos.
25:19Yeah, and the big up.
25:20The man's big in the open.
25:21You are the guest.
25:22So I would love for you to go first and answer.
25:25Wow.
25:25Just as equally important and pressing question.
25:28Yes.
25:28So he is speaking about, now he used the term guilty, but I'm taking from everything else that he said.
25:36Yes.
25:36That he's referring to officers who have been charged and they are on suspension, and during
25:41that period, they are receiving pay.
25:45And his issue, if I'm getting it correctly, is that he doesn't believe that they should be
25:51getting paid.
25:52And, you know, the taxpayers shouldn't be fitting the bill, so to speak, for persons who are suspended.
26:01Well, caller, to respond to that directly, within Chantobago, this democratic society, we stick
26:12to the rule of persons being innocent until proven guilty.
26:16Correct.
26:17And it will be contrary to that principle if we decide that we are going to punish an individual
26:25even before he is deemed guilty.
26:29Because immediately, I'm thinking that we have the view that once someone is charged, that
26:38they are automatically guilty of what they are being charged for.
26:43So consider, for one moment, that that person could be innocent.
26:49Yes.
26:49And you would not want, and we know that this is a principle that judges use as well, magistrates,
26:56judicial officers, that you cause one innocent person.
27:03It's better that, you know, something else flows than you cause one innocent person to have
27:12to be punished for something that he or she did not do.
27:16All right.
27:17So it is based on that caller that as a responsible organization, the Chantobago Police Service recognizes
27:26that notwithstanding officers might be charged, that they are paid in order to survive and
27:33to meet their daily commitments as far as finance is concerned.
27:38So I trust that that answered your question.
27:42And I trust that, you know, generally speaking, we have a greater appreciation as to the presumption
27:47of innocence until proven guilty.
27:50Yes, certainly.
27:51And Cole, I know you're referring to the front page of the Express today, ex-children's authority
27:57had charged.
27:58And in the same remit, I would say that the matters take its course through the courts.
28:05But on a general note, I want to say that this has generated a lot of discussion about how
28:13we vet persons for particular jobs, for particular roles.
28:17And I think that is something that is extremely important going forward in terms of, you know,
28:24when you have certain sensitive positions and you allow persons to get that role, you have
28:32to really do rigorous checks on these persons, mental, physical, et cetera, psychiatric evaluation
28:38to ensure that, you know, this is a very sensitive topic when it comes to children and so on.
28:45And persons who are interacting with children, you have to be certain in your mind, because
28:53when we talk about children, we in the holiday period, going to a camp or going to a school
29:00during the holidays, you want to know that the persons that are there are of good standing,
29:07reputable character, and you can trust these people with your children so that you don't
29:14have to be wondering when you leave them somewhere that, did I do the right thing?
29:20Did I?
29:20Yeah.
29:21So these are things that the authorities have to look into going forward.
29:26And that is in a very general sense without casting aspersions on any particular individual
29:32or individuals.
29:34Yes.
29:34And I will leave it at that.
29:35Yes.
29:36Yes.
29:36It reminds me of even having to enter the police service and the different stages and
29:42the different steps, you know, in terms of officers being, well, persons who intend to
29:49be police officers, being polygraphed, being placed in positions where their background will
29:57be tested, additionally, psychometric tests, and all these different factors in order to
30:06determine their suitability to become police officers.
30:11The reality is, you know, some persons, regardless, they still are able to, as we just say,
30:19slip through the crack.
30:20Yeah.
30:20Or it could be viewed that even, at times, persons may have been pure prior to their engagements.
30:29Yes.
30:29And then after that, they ended up doing things that are contrary to good practice, policies,
30:36laws, as the case may be, which is a different situation.
30:40So we may want to ask now, how do we manage persons, even after they would have taken up a
30:48particular role in order to preserve that level of integrity and suitability that you
30:53have been referring to?
30:54You know, that is the exact discussion I had with some colleagues in the newsroom earlier
30:58today about, you know, you would have been a particular person, got any job, and then
31:03over a period of time, things might have changed.
31:05Yes.
31:05Your mental, your physical, or whatever it might be, and then you go in a different path.
31:11Yeah.
31:12And we ought to manage that.
31:14Yeah.
31:14Because the role is the same.
31:18The expectation of members of the public is the same.
31:21So we must ensure that the integrity levels, the suitability levels, the competency levels
31:28are the same, if not even better.
31:31Yes.
31:31Yes.
31:32Certainly.
31:32And I know that just before we go to the break, obviously, you know, there's always,
31:37when you talk about being admitted into the police service, we have where usually, before
31:44these persons are admitted, or prospective candidates, what they do is that they put the
31:49pictures of these persons in the newspaper.
31:52Yes, in the public.
31:52And they ask you to, if you know this person, reach out to us, we want to hear more about
31:58their background.
31:59Yes.
31:59About who they're affiliated with.
32:01Yes, yes.
32:02You know, and so on, before, so that is even the public vetting process to assist the police
32:08in saying, weeding out good from the bad.
32:11Yeah, yeah.
32:12And I like that you have mentioned that, because it is one of the approaches that we have adopted
32:19as an organization, in order to put persons in the public domain, because there are a lot
32:23of things that we may not be aware of as an institution, as it gives regards to individuals.
32:29Yes.
32:30So, we always say that there are members of the community who would be much more intimately
32:35aware as to who these individuals are.
32:39And for that reason, we are, again, relying on them in order to advance information or even
32:45evidence that can allow us to make an informed decision.
32:49So, don't just leave it up to the regular checks via our fingerprint process to see if somebody
32:58may have had some run into the law or things like that, or even something that might be apparent.
33:03But also, how this person have been offering themselves as a member of the community.
33:14Is it that, based on how the community defines persons and how they view a police officer and
33:24how a police officer should be, that the candidate is suitable to fill that role?
33:30Well said.
33:31Well said.
