00:01:53 It has a new name, human trafficking.
00:01:57 Anyone can be a victim.
00:01:59 There is forced labor,
00:02:01 sexual exploitation, and domestic servitude.
00:02:06 Human trafficking is a worldwide problem
00:02:10 and an emerging concern for us here in Trinidad and Tobago.

00:02:54 but I might have to take off all my clothes.
00:02:57 It is very hot today.
00:02:59 Let me say good afternoon to all the persons
00:03:02 in Trinidad and Tobago looking at the program today.
00:03:04 Same thing applies today.
00:03:06 We have an abridged version.
00:03:08 After me on the tape, we have the news, TV6 News,
00:03:11 and thereafter, CPL Cricket.
00:03:15 We have some issues today that we'd like to bring
00:03:18 to members of the public's attention.
00:03:22 And I am somewhat the persons between,
00:03:29 who I stand between sometimes.
00:03:32 People see me as a person who stands between
00:03:33 law enforcement and the good citizens
00:03:37 to take information back and forth, back and forth.
00:03:39 They have given me that role.
00:03:43 And last night,
00:03:44 I was struck for words because I mentioned this
00:03:50 on this program before with Marlon Hopkinson here,
00:03:53 in terms of information about victims
00:03:59 in the public domain.
00:04:05 Now, let's take a look at the video
00:04:07 as to what happened last night.
00:04:10 And then we'll have a conversation
00:04:12 as to exactly what angle I'm coming from.
00:04:16 So this happened last night just outside
00:04:19 Express House TV6 compound, just outside,
00:04:23 where two persons, two persons,
00:04:27 was on the outside.
00:04:34 And they were approached by men
00:04:35 who attempted to rob them.
00:04:39 As a result of what took place,
00:04:45 the men defended themselves,
00:04:49 which resulted in a man being shot.
00:04:53 You understand the man is from the Duncan Street.
00:05:02 He was from the area known to the police.
00:05:07 He was taken to hospital where he was examined.
00:05:15 Persons called from different directions
00:05:22 as to what was happening.
00:05:23 The quick response from law enforcement,
00:05:26 the Port of Spain Task Force,
00:05:27 the Interagency Task Force,
00:05:32 the CCPU unit,
00:05:35 and other police officers in the Port of Spain area.
00:05:43 And this is where the problem lie.
00:05:49 I had communication today
00:05:54 with a senior person in the justice system
00:06:00 and he shared my views.
00:06:04 The time has come, and this is for my organization as well,
00:06:12 the time has come for us to change that method
00:06:17 that we use to give out information
00:06:22 to members of the public.
00:06:23 Because in the public domain,
00:06:29 I saw a number of laws.
00:06:34 I saw a person's name.
00:06:39 I saw a person's address.
00:06:43 I saw what persons had illegal rights to have.
00:06:48 And all of that.
00:06:51 And to me, that is not necessary at this time.
00:06:57 I think my institution, my organization,
00:06:59 we need to reconsider
00:07:01 giving out information as to the names
00:07:09 or especially the address of victims of crime.
00:07:14 And I will tell you why I say this openly,
00:07:20 because to some extent, we want to make sure
00:07:25 to some extent, we want members of the public
00:07:28 to make a report, to come to law enforcement
00:07:32 and to be satisfied that they would have played their role.
00:07:38 And we are asking this every single day of the week.
00:07:41 I think it is best in the public interest
00:07:47 for us not to publish certain information
00:07:54 about victims until,
00:07:57 or if that situation appears on an information
00:08:02 to be taken to a court.
00:08:05 Too many times we see information about a man,
00:08:11 a victim of crime.
00:08:12 Mr. A was at home with his wife,
00:08:18 Jennifer, his two son, Marlon and Roger.
00:08:23 And there's a whole lot of information we're giving here
00:08:26 and the address of the place.
00:08:27 Together sometimes the media contributes to this,
00:08:29 putting a photograph of the residence.
00:08:32 And then we make statements like this.
00:08:35 He was conducting business.
00:08:39 He had $100,000 in his possession.
00:08:42 Our men came and he took out his FUL
00:08:50 and all that information.
00:08:51 So tell me how that information is pertinent
00:08:56 information for public view.
00:08:58 Our responsibility as law enforcement officers,
00:09:06 we have to protect the citizen, the victim of crime.
00:09:11 And when we do that, what are we really achieving by it?
00:09:21 When we put that person's name and address in reports,
00:09:26 we might think is the right thing to do
00:09:30 because everybody wants to know.
00:09:31 But are we really protecting the victim of crimes
00:09:37 or even encouraging them
00:09:39 or make them encourage other persons to make report
00:09:42 when that is done?
00:09:43 We need to do business
00:09:48 where that is concerned differently.
00:09:51 We need to reconsider this
00:09:52 because we are trying to gain the public trust
00:09:56 and confidence.
00:09:58 And I'm not seeing it being done in any logical way
00:10:02 where we take that particular view,
00:10:04 when we use that system that we are presently using.
00:10:07 And this is not just for law enforcement,
00:10:09 but for members of the media.
00:10:12 Is all that information pertinent to your story?
00:10:20 When we say that persons have in their possession an FUL,
00:10:25 what have we done?
00:10:26 When we give the person's name and address
00:10:30 down to the letter, number five,
00:10:36 down the street,
00:10:40 and then the show house,
00:10:43 tell me to what value have we added
00:10:50 to the victim of crime?
00:10:51 And then we have the social media
00:10:56 who sometimes have no discretion whatsoever.
00:11:03 They don't care if we have a court matter to attend.
00:11:07 They don't care if when we put these people up
00:11:11 in the public domain,
00:11:13 what consequences could follow thereafter
00:11:16 in terms of how the court feels
00:11:19 and if that could be used
00:11:21 to pursue a magistrate or judge to set these persons free.
00:11:26 But we put it up anyway because
00:11:30 there are no consequences to our actions.
00:11:34 Until the court starts to call persons in
00:11:40 as witness to these events,
00:11:43 I don't see a change coming.
00:11:49 Last night, I received calls from persons,
00:11:54 families in tears, crying because of what was done.
00:11:59 And I'm a law enforcement officer,
00:12:01 how can I feel comfortable
00:12:04 knowing that it could be
00:12:09 somebody from within the organization or
00:12:13 some other person
00:12:17 putting that information out there?
00:12:19 How can a family sleep comfortably?
00:12:23 How can they continue to have trust and confidence
00:12:29 in law enforcement when we do things like that?
00:12:31 I think this is the time for us to call in everyone
00:12:39 and introduce a policy
00:12:43 where pertinent information
00:12:47 must be withheld
00:12:48 until the matter is being treated in a court of law
00:12:55 because we are putting victims of crime,
00:12:59 lives in danger by the things that we do.
00:13:02 It's very difficult at times because the court,
00:13:10 there are systems in law that protects
00:13:16 the witness.
00:13:17 We have seen it here time and time again
00:13:22 where persons are asked to produce or to give
00:13:25 the name of the informant in any court.
00:13:30 And they did not because, they could not
00:13:37 because it puts the life of the person in danger.
00:13:40 But here we are, we are victims of crime.
00:13:45 And every social media, every newspaper
00:13:49 putting this information out there
00:13:53 without taking into consideration
00:13:57 what could happen to the victim.
00:14:02 I think we need to reconsider that action
00:14:06 as soon as possible and something needs to change
00:14:10 for us to be able to better protect.
00:14:13 The victims of crime before it is too late.
00:14:18 All right, having said that,
00:14:22 I'm not, it's Jackie speaking in Spanish.
00:14:26 All right, and then yesterday,
00:14:30 yesterday I said on national television,
00:14:33 I said everybody was running to Meyarro
00:14:37 because they were of the opinion that
00:14:41 cocaine is on the beaches for free.
00:14:43 So persons are going up to Meyarro,
00:14:47 all of a sudden, Meyarro have a excursion
00:14:52 during the week.
00:14:54 Meyarro have trips to Meyarro during the week
00:14:59 because everybody is hearing that cocaine is floating up
00:15:04 on the beaches of Meyarro.
00:15:08 But I also told you that law enforcement
00:15:12 is using every sneaky tactic
00:15:15 to catch persons who's coming in with intentions
00:15:22 to take possession of that illegal drug.
00:15:25 Up to a couple of days ago, the senior superintendent
00:15:30 of the Eastern Division, Mr. Khan and his officers
00:15:33 were up there in their numbers.
00:15:36 And yesterday, yesterday,
00:15:38 officers from the Eastern Division engaged some persons
00:15:45 in an exchange of gunfire.
00:15:47 And after the smoke was cleared,
00:15:51 one man received injuries and a firearm was recovered.
00:15:57 And a short distance away,
00:16:05 36 packets of a cream-like substance
00:16:10 resembling that of cocaine was found.
00:16:15 And a short distance away from this,
00:16:21 a vehicle behind a fake number plate.
00:16:26 Is that the same number of the cocaine?
00:16:33 You're not sure?
00:16:34 I saw a number on the cocaine,
00:16:35 or some writing on the cocaine.
00:16:37 Anyhow, this vehicle was found abandoned
00:16:42 and the number plates together with a magazine,
00:16:47 this extended magazine, and several rungs of ammunition.
00:16:54 As we speak, several operations are taking place.
00:17:01 Some covert, I want you to hear that,
00:17:03 operations are taking place in the Mayaro area.
00:17:06 I suggest to members of the public,
00:17:13 if you have no business in Mayaro,
00:17:16 stay away at this time and allow the police to do their job.
00:17:21 Because yesterday when I mentioned persons
00:17:24 that entered Mayaro and plain stick him up with each other,
00:17:28 stick him up here, stick him up there,
00:17:29 stick him up, stick him up, stick him up everywhere,
00:17:32 and robbing persons, you have, you have,
00:17:34 I hear you have, I hear you get, and so they're going.
00:17:37 Resulting in bans being shut and eventually murders.

00:19:55 yesterday, and on social media,
00:20:00 we are seeing a number of events taking place.
00:20:02 One that got the attention of persons in national security.
00:20:09 Let's take a look at what happened,
00:20:12 we understand, in Tobago.
00:20:13 All right.
00:20:18 Members of the public are saying,
00:20:19 look, they're seeing members of the defense force,
00:20:22 police officers, in a situation in Tobago.
00:20:25 Where a number of persons wanted to take on
00:20:36 the protective arm in Tobago,
00:20:41 celebrating 61 years of independence
00:20:44 in a couple days time.
00:20:46 Next week, Thursday, is it?
00:20:48 Yeah?
00:20:51 And they want to take us on.
00:20:53 When I told you, now, I understand that an investigation
00:20:57 was launched into this by the senior superintendent
00:21:00 of Tobago, Mr. Jackman.
00:21:04 But when I said to members of the public,
00:21:08 what we allow to happen
00:21:11 is going to spill onto the nation's streets.
00:21:17 Community after community, area after area,
00:21:21 tongue after tongue, borough after borough,
00:21:24 and so we go in.
00:21:25 Because persons have lost their respect for law enforcement
00:21:30 and for the rule of law on a whole.
00:21:33 So in order to take it back,
00:21:37 sometimes you have to fight and use the force necessary.
00:21:44 Because one person grabbing your firearm
00:21:48 at that location and riddling the place.
00:21:52 I said it again, I'll say it again,
00:21:56 riddling the place automatically,
00:21:59 then we'll be accounting for many men.
00:22:02 Many, many, many, many men at that location.
00:22:07 Law enforcement must defend and protect
00:22:14 themselves and the equipment given to them.
00:22:17 Because if someone take possession of the equipment
00:22:20 at any one time,
00:22:21 you ever hear people say, "Jackie, death shall be a portion."
00:22:26 The citizenry continue to rebel
00:22:31 because they have support in the public domain
00:22:34 to rebel against law enforcement.
00:22:37 Someone called, continue to ask the question
00:22:39 on this program, "Alexander, why not give them distance?"
00:22:44 Distance away from law enforcement.
00:22:46 Jackie, I look like a friday because the place hot.
00:22:51 All right, so if I look like I just need something
00:22:55 between the place is hot, something is going on.
00:22:59 Marlon came here sometimes during the day
00:23:00 and took me a condition off
00:23:01 because he knew he would not be here

00:23:11 some distance and should be put in law and all of that.

00:23:17 Some years ago, someone told members of the public
00:23:21 to take a camera, your phone,
00:23:23 and go up to law enforcement to make sure
00:23:26 you can get everything, what he's saying and all.
00:23:29 And they took that as gospel of the day
00:23:32 and that they believe in.
00:23:36 But now the pepper spray, the taser,
00:23:41 the use of force must challenge that request
00:23:47 or that instructions from those individuals
00:23:53 because it cannot continue.
00:23:55 Until someone ruffs away, takes away
00:24:03 the property belonging to the state known as a firearm
00:24:06 and in the process probably uses it
00:24:10 against persons or law enforcement,
00:24:12 then that up on the close love breaking situation
00:24:17 involving when law enforcement
00:24:18 is trying to execute their duty
00:24:20 and persons up under them trying to flex
00:24:23 or something would not stop.
00:24:25 So I quite agree with the caller
00:24:28 when he spoke the distance.
00:24:30 But then if it has been encouraged by those persons,
00:24:35 then persons are seen it fit to continue it.
00:24:39 We in the Trinidad and Tobago Police Service,
00:24:43 we have no objections to persons wanting to record
00:24:47 because we'll continue to move professionally
00:24:49 in the execution of our duties.
00:24:54 But it must not be done obstructing me
00:24:57 or hampering me in the execution of the set duties.
00:25:00 At that stage, you will be peppered spread if I have,
00:25:06 you will be tasered if I have.
00:25:09 And if you bring force that requires me to use my firearm,
00:25:13 then to use it I will.

00:28:38 And we spoke for about maybe three, five seconds.
00:28:41 And then the bandits came around from the corner.
00:28:45 Mom with a gun pointed at me, put me on the ground.
00:28:48 They dragged my mom inside the kitchen.
00:28:52 Mom was screaming, so they kicked her and cuffed her.
00:28:54 And eventually, well, they brought me inside
00:29:01 to lay on the ground as well.
00:29:03 Where's the money, where's this, that?
00:29:05 I said, "Listen, we don't have any money.
00:29:06 "Take what you want, just please leave us."
00:29:08 Then went inside my bedroom, my father.
00:29:13 They tried to kick down the bathroom door where he was.
00:29:15 Told him to come outside, it'll be fine
00:29:17 because they were agitating them.
00:29:19 We all went in their bedroom.
00:29:22 They put us on the ground, face down.
00:29:24 Eventually, they got the car keys.
00:29:27 And then I heard them say again, "Lay down on the ground."
00:29:31 And I said, "Who the hell is that?"
00:29:33 That was my wife and my other son
00:29:34 that came across from next door.
00:29:35 I said, "Shit, now I have two boys home next door
00:29:39 "and I hope they lock the door."
00:29:42 And I hope they didn't ask where they came from.
00:29:44 They did say, "Where did they come from?"
00:29:45 I said, "Probably neighborhood."
00:29:47 The neighbors heard the commotion.
00:29:50 Anyway, long story short, they took the car, they left.
00:29:54 And that's that, thank God we're still alive.
00:29:57 And yeah, processing what happened.

00:30:11 And the ordeal that one has to go through.
00:30:13 How many of this story do we have to listen to again?
00:30:18 As we approach that Christmas season
00:30:24 when the demand for money becomes more,
00:30:26 how much of this story we have to listen to again?
00:30:31 Let me say to this gentleman who spoke earlier,
00:30:39 law enforcement is not going to stand idly by
00:30:42 and allow these things to happen.
00:30:44 If we have information, we'll treat with the information.
00:30:48 And you being a victim of crime now,
00:30:50 I'm hoping that the support you have,
00:30:54 or may have had before,
00:30:57 or the lack of support for law enforcement changes
00:31:00 as these things happen, because now more than ever,
00:31:03 we have another person to work with us
00:31:07 in this fight against crime.
00:31:09 And this is not how we want to get the workers.
00:31:12 We want persons to be able to understand
00:31:16 and use your civil duty to help law enforcement
00:31:21 because it's yours.
00:31:23 We can help all persons.
00:31:25 All we need is information.
00:31:27 That is not a difficult task.
00:31:30 It takes a phone call, and on a most of times,
00:31:33 if you want to, some of you all are brave
00:31:35 and ready to assist law enforcement.

00:31:44 - I always call and talk about the distance
00:31:47 between police and civilians when in the kind of--

00:31:56 Based on what I saw in Tobago,

00:32:07 in the trigger, guard somebody and the safety not on
00:32:09 and he pull on the gun,
00:32:11 I mean, that could be a real catastrophe.
00:32:14 I mean, I don't know what will happen,
00:32:16 but if the guard not on the finger, go on the trigger,
00:32:18 it will come out.
00:32:19 And that, you know, I listen off here
00:32:22 because we're going to break that.

00:32:32 from the outside will have ideas.
00:32:34 And we must now try to incorporate those ideas

00:32:43 because as the society becomes more violent,

00:35:01 officers from the Northeastern Division Task Force,
00:35:04 together with support agencies
00:35:08 from the Northeastern Division
00:35:09 under Soudja Superintendent Mr. Edwards,
00:35:13 went to Councilman, the area of Mova,
00:35:17 where they are having some challenges.
00:35:21 But before we go to them and the outcome,
00:35:25 this individual that we're about to show you,
00:35:28 yes, this individual,
00:35:29 went live on a video
00:35:33 and explaining his behavioral patterns,
00:35:38 yeah,
00:35:42 talking about what he will do,
00:35:45 what he would not do,
00:35:47 where his guns at,
00:35:51 having persons living in fear in Mova,
00:35:55 they're afraid, they're afraid,
00:35:57 everybody afraid because he is the baddest thing

00:46:16 what was happening here.
00:46:18 This is the point that the criminal elements
00:46:21 has brought us to.
00:46:23 They brought us to this point because of their behaviors.
00:46:27 So two men, we understand,
00:46:29 who are contracted employees of the TNTEC
00:46:32 went to treat it as situation.
00:46:35 However, we understand that it was not the right location.
00:46:40 Now, I remember some time ago,
00:46:43 persons asking if TNTEC could just come on your compound,
00:46:46 blah, blah, blah.
00:46:47 Now, the meter that you have in your home,
00:46:53 in your yard is in fact the property of TNTEC.

00:47:04 and TNTEC wants to come and seize your meter,

00:47:52 you need to get your police officers,
