03:35And with us today from the Southwestern Business ASP of Operations, Mr. Joel Forbes.

03:43Thank you again, sir.
03:44Thank you again for having me again.
03:45Yes.
03:46Once again at the show.
03:47I'm here again.
03:48Once again just to enlighten the public.
03:50I saw our doings over the past couple of months.
03:54Some of our initiatives.
03:55Some of the issues that we have in the district.
03:58And trying to solicit a little help from the members of the public going forward.
04:01Because partnership and community partnerships are an important part of our job going forward today.
04:06Yes, certainly.
04:07And you know, in the Southwestern Division you all just concluded the .40 Bordy celebrations.
04:12Yes, yes, yes.
04:13And I know you had a couple of things that, you know.
04:16One or two incidents that occurred.
04:18Mm-hmm.
04:19And I know you were telling me something as it relates to during the .
04:23Well, it was mad by a few incidents.
04:25But we were able to manage them because, again, we had prepared in anticipation for those who didn't want to listen to us.
04:30So we were able to manage pretty much of them.
04:33There was a serious wounding.
04:34And we were able to apprehend the suspect pretty much within a short space of time.
04:39So that person is not before the court.
04:40All right.
04:41So we have had other incidents and we are actively looking, trying to locate these individuals.
04:46I know that we have a video of some sort.
04:48I think we may show it a little later on to look at that.
04:51I think we will obviously get it in a few minutes.
04:54Yeah.
04:55Just in a general sense, what was the presence like of the police at the Boroday celebrations?
05:02Was it effective?
05:04Did you all see a downturn in violent behavior or any type of crimes?
05:10Would it be car breakings, you know, woundings, et cetera?
05:15Again, the instances of violence was very minimal.
05:19I can name only about a few incidents, a handful of incidents I would have occurred.
05:22Right.
05:23So one too many, nonetheless.
05:25But our presence was comprehensive.
05:28Again, we had divisional assistance.
05:30We had the municipal police.
05:31We had other divisional elements.
05:33We had task forces from all the other divisions.
05:35And it was pretty well covered.
05:37And we had that during all the festivities.
05:40Everything from the juve right into the pan on the move event.
05:44The total presence.
05:45And what was heartening to me is that the members of the public commending the officers.
05:50As we move in through the crowd, you're hearing that commendation.
05:53We're so happy to see the police.
05:55We kept this place so safe.
05:58Kept everything a festivity.
06:01Nothing, no violence or anything like that.
06:03And wherever it occurred, it was suppressed quickly.
06:05Persons were removed off the scene.
06:07Well, that's certainly reassuring going forward to next year's celebrations.
06:12Of course.
06:13For those who didn't venture but are considering going next year, that safety element is still very prominent there.
06:22And you all are hopeful, of course, to improve.
06:25Yes, of course.
06:26Of course.
06:27Of course.
06:28Any law enforcement operation, there's always a learning curve.
06:30We always learn and adapt.
06:32And things that probably didn't work or probably could have done some improvement, we would have made those changes and made those observations.
06:39Again, we as a partnership, and our perspective might be one.
06:44The municipal police might be another perspective.
06:46The other task was maybe another perspective, but we'll invite back all these stakeholders.
06:51And we'll do just as we started with that comprehensive collaborative talk.
06:57We're going to have that at the end.
06:58So anything that we felt could have been adjusted, we would adjust it.
07:02And certainly, they will grow and enhance all that we would have done thus far.
07:07Yes.
07:08Going forward.
07:09So we were referring to an incident that took place in the later stages of the Juve celebrations.
07:15And we have that video that took place inside the church's eating outlet.
07:21Check it out.
07:22There was a fracker inside before, of course.
07:24But I understand that these persons would have smashed the glass there.
07:30Correct, correct.
07:31And I understand you all are still looking for these individuals.
07:34Yes, we are looking for any help or any member of the public that could come forward.
07:37Anybody that could help us identify these individuals.
07:40Again, you could see the brazenness of these individuals.
07:43Everybody having a good time and they choosing to do the wrong thing at this point in time.
07:49So again, anybody could reach out to 800-TIPS-555.
07:52They could call any station anonymously and give information that could help us identify these individuals.
07:57These two individuals, as you could see, total disregard for what is going on, total disregard for public safety, and the presence of law enforcement in the area.
08:06Because I can tell you, when we got to an area, they would have dispersed so quickly.
08:10But we weren't able to get our hands onto them.
08:13So we're looking for any assistance that the public can give us going forward to assist us with apprehending these individuals.
08:19I know the video might be a little bit blurry there, but I know it's on social media as well.
08:23Yes, it is. Yes, it is.
08:24So you have enough time to go and stop it.
08:27And then there's also an incident inside.
08:29A frat guy inside.
08:30I think one or two of them were also inside.
08:32Correct, correct.
08:33And then they went outside after they were escorted out by several police officers who came onto the scene.
08:38Correct.
08:39To try and, you know, quell less disturbance here.
08:42Correct, correct.
08:43Inside of the eating out.
08:44But after having quelled the disturbance, it appears as if that after the individuals would have stayed in the area and would have caused a bit of a fracas after.
08:53Right?
08:54Again, presence, again, you're able to put that kind of level of presence.
08:57But after leaving the area, these individuals chose not to abide and they went back into the area and caused that level of damage.
09:04But so what we're looking forward to the public, if you can get some information, 800 tips, 555, call your local police station, and we will deal with these individuals going forward.
09:17All right.
09:18Let's take a quick look now at our headlines.
09:38so those are some of the headlines within the last 24 hours and of course
09:57you know there was uh the hunter search and rescue team under captain balance remember i'd
10:03went to salt mine trees in Fisabad earlier today now there was the discovery of a burnt area
10:10with uh with some bones and i know you could probably give us a little more information about
10:16this well um what i can tell you is that um the the the it was inconclusive as to what was found
10:23there was in fact a burn site there was in fact some some bone found uh somewhat so that it was
10:28inconclusive and unable to say at this point in time what was exactly for whether or not it's
10:33human whether it's not this human remains or not right right but what i can tell you actively
10:38involved is the homicide and the the anti-kidnapping squad everybody's involved in in making sure and
10:46getting to the bottom of what exactly we found there today right right so that is key right so
10:51it's inconclusive uh at this juncture now earlier this morning also down in the south area um just
10:59uh after gulf city on the south trunk road in laramaine there was an attempt made on uh the
11:05daughter of a uh cellular businessman who was owns a cell store in the gulf city area and one or two
11:13other outlets uh apparently this is police only seen here uh my understanding was that she was heading
11:21in a westerly direction there when uh a vehicle rammed into her black range rover i think it is
11:30and uh she stopped and uh when she realized she's what according to what police are saying i think this
11:36is uh the person was driving the vehicle there in the uh the almost red uh t-shirt there and um the
11:43vehicle reversed and she she found it was rather suspicious so as she sped off um the several
11:49gunshots were fired in the direction of the vehicle and i think it struck the vehicle a couple of times
11:55um her father who later came onto the scene of course he spoke with um the express reporter susan
12:04mohammed and uh you know i don't know if we have that let's take a listen
12:09when my daughter lived in mall when she was driving through to go leave
12:18and we didn't sell the burger and when she reached on this location somebody bongs it into
12:28the vehicle she slowed down but when she do take stop the car repose back also too she realized
12:38something was wrong and she drive up and it's gonna shoot the vehicle we feel too good
12:43the confirmation is new so we still had to wait and we still had to see but everybody yeah we
12:52had one kidnapping
12:56so it's interesting there uh mr ribba janath maharaj uh indicating uh you know they have been
13:12the victims of crime in the past and of course so one of the things that he indicated of course in
13:17the interview we might we did not play the entire thing is that he felt it was not a kidnapping or
13:22anything but he felt it was an attempt on his daughter's life fair enough fair enough i'm serious
13:28yeah it's pretty serious i mean when you are a business owner the average citizen you have to be
13:33situationally aware you must be able to you must know who's behind you at any even time and you must
13:40be able to take the necessary action or precautions what she did was pretty wise in that she bongs she
13:45made a quick assessment of the situation i got her problems through her experiences she may have
13:50experienced a lot of it so she didn't trust the situation and she did the right thing by not
13:54staying in that area and that fatal funnel and she drove off she drove to the police that was very very
13:59wise on her part very very wise and thank god she's safe so there was also unfortunately uh a fatal
14:06shooting and that took place in the penal district yeah ishmael assing fatally shot and killed uh on may
14:1410th i don't know if you all have any leads um well of course we we are the police we are avidly
14:20investigating this in this incident um we are looking at it intently and we have a lot of leads that we
14:26are following and again i want to invite persons to come forward persons would have seen persons would
14:31have known anything at all that could assist the police in the inquiry going forward um any life loss any
14:38any life loss in any circumstances is not not a good thing at all as someone's brother someone's
14:43nephew someone some loved one to somebody right and despite who or the life they may have lived
14:49or whatever circumstances they may have found themselves in that life is is precious right
14:56all right yeah this is this is actually that um that uh particular video where he was shot and killed
15:02up in lauki trace i believe it was correct correct in penal police district yes two years ago and um
15:09we also wanted to talk about uh a report of a 25 year old venezuelan woman who was reportedly kidnapped
15:18on sunday um morning in the chase village area um i'm not sitting i know that's not your district
15:26no it's not i am sitting that they're still trying to locate i know i know immediately once a
15:34kidnapping has occurred the anti-kidnapping squad is in niche is in is involved at the get-go and they
15:40are highly trained officers who are responsible who know uh hostage negotiation who will be able to
15:45interface with the persons who are responsible for that right and they have a lot of resources behind
15:50them a lot of technical resources that the police service can deploy to assist in any inquiry in any
15:55major way going forward so definitely once that has occurred all the arms of the law enforcement
16:01are engaged and are looking for a positive outcome going forward all right we'll take your calls

18:14southwestern division uh of operations i might add and just a correction of course um the video we
18:21showed you earlier was actually the murder of a gentleman by name of pablo that took this in penile
18:26but we were referring to actual murder that took place in the pinto road in arima of ishmael assing
18:32so apologies for that now esp forbes uh we wanted to talk a little more because we've seen
18:38um an uptick in and certain activities in the southwestern division
18:42namely penile fights about in these areas of experience you know we had the brutal and violent
18:49robbery of a a elderly couple about a week ago or so um and you know people but you just were held of
18:57course a couple days later you know robberies and you know they were they were assaulted and beaten
19:04and um what can you tell us in terms of the trends that you all have noticed of this this particular
19:09these particular individuals individuals sorry that have been operating in that area what i can tell
19:14you is that um we we have been able to solve that that incident and we recognize that those individuals
19:21we will peg them to a number of other crimes that may have occurred in the area the investigation at
19:26this time is at a tentative stage right sensitive stage in that the officers are in the process now
19:31are doing all they need to gather the correct amount of evidence to go and get the necessary advice to
19:36prosecute these individuals but what i can tell you there is there has been trends that have occurred
19:42we like any other place in the country we are exposed to a number of crimes right uh the burglaries
19:49the the robberies as the case may be so they have been plaguing the community but what we have been
19:54able to do through initiative is when a major crime happens we put a lot of resources in it to solve it
20:00you use some of the available information available such as the 555 uh persons comfort with information
20:08informants whatever is necessary when we throw these all these resources at that incident to get the best
20:14result of it and this is no different this is one example of one of those instances where persons
20:20assisted the police and we are able to solve that matter going forward right so we have two persons in
20:25custody one from the palace area one from the pfizabad area and certainly they will have their day in
20:32court going forward well i know that uh acp meister has released a day before yesterday indicated that
20:39these individuals i believe were also operating they're part of a major ring and might have been
20:45responsible for other similar home invasions robberies etc okay right so again the investigative process
20:53once we have the evidence we will prosecute them for those other offenses now description if they
20:58match description of other incidents again the officers the team that is assigned at present they
21:04will put that to them because what we recognize is once you put these efforts into these types of
21:09incidents we're able to get the best outcome that is our prosecution and our successful conviction going
21:14forward right uh we spoke and i know we can show the video back of the incident and lauki trace and
21:21penal with pablo who was shot and killed and i think that would have been at least the the third
21:27killing within the last week week and a half in in that general area there was another shooting and then
21:33of course we had the unfortunate uh death of the young 14 year old girl uh in that area as well and
21:41there have been a couple other incidents uh going back a few weeks ago or a few months ago rather
21:46earlier in the year remember the uh the the pensioner the younger the old guy who was taken from his
21:51home by some assailants correct in his vehicle correct in the penal area shot um along the highway in
21:58san fernando area and they left him there and he was found dead correct um i think all of these are
22:06engaging us in at this at this point in time all of these are active investigations and we're looking
22:11forward to any information that could assist us with with you know getting or identifying these
22:15individuals i'm getting any loss of life within space is tragic but i think one of the things we
22:21wanted to going forward is try to harden some of these these these targets but what we recognize in
22:26the particularly penal area which is a densely commercial area and density commercial and density
22:32residential as well and persons have found themselves being victim or victim to a number of incidents that
22:38have occurred so what we're trying to do at present we are trying to go into these communities help them
22:43to strengthen their security awareness help them put things in place such as community walkabouts
22:50um neighborhood watches as the case may be and we do not deny our responsibility to put resources in
22:57that area after today we we met and they recognize that we'll have to put resources additional patrols
23:04and these patrols are not the passing patrols these officers are engaged they're trained they're trained
23:10to engage members of the public because with engagement with the members of the public we
23:15recognize that we are able to get information we are able to tell everybody to point out this this
23:19neighbor moved in the area and we don't know what he's doing he doesn't work he doesn't think
23:23when he comes out at night so with that engagement we're able to bring to bear some resources bring to
23:28bear the best result going forward with some of these issues going forward now captain valence ramberat
23:33alluded yesterday uh sorry yeah yesterday about um you know kind of activity in this area is there
23:41a gang problem uh that's becoming a concern in this area as well um we we recognize that there is the
23:49presence of a number of young males that have bonded together and perpetrating several crime or criminal
23:58influences so there's some rivalry there is some there is that instance or there is that likelihood of that
24:03occurring so what we have done is again a holistic approach the hard approach that is putting boots
24:09on the ground we are looking at the intelligence in the area we are looking at reaching out to the
24:14members of the community because you see when you have that type of activity or behavior going on
24:19you often find persons uh living in fear so what we're trying to do is try the walk about try to
24:25interface to the members of the public that kind of community community building on the ground
24:30engagement because nobody wants that kind of activity in the community nobody wants to see anything
24:36like that going wrong in their community and i know that we have a number of avenues that they can they
24:41can reach out to and help to alleviate some of these alleviate some and eliminate some of these issues
24:47in their community and i want to dare some of the members of the public out there if you have a nephew
24:53you have a cousin you have a brother anybody female male anybody any sex any age and involved in our
25:00community and involved in this kind of activity this kind of uh negative activity we urge you to say
25:07something see something say something we have several avenues available to us anonymously you could call
25:13800 tips 555 you if you have an officer in area and you trust that officer reach out to him and talk to him
25:19talk to them pass information that will assist us now we have been able to seize a lot of farms up to
25:26up to about two or three days ago because of information from members of the public if you have
25:31any numbers you can share with us in terms of so you know you can you can call 800 tips you can call 555
25:39or any one of the stations in the southwestern district to pass that information and numbers
25:44as in numbers statistics oh oh forgive me right so one of the things we were able to do and i can't
25:51tell you yes last year for the same period let me see from the first of january to may the 10th we were
25:59able to seize for this year we have to seize 25 i was inclusive of the one the other day right the previous
26:04period we were able to seize 15 so you see a increase and that increase is and can be appended
26:11to the assistance of members of the public again they are there they've seen a neighbor with the
26:15hiding it or whatever and they reaching out on the personal information to us so we in in their efforts
26:21they are creating a safe space even for themselves because when a bad boy have a firearm and he shoots it
26:28he doesn't have any regard where that wrong goes where that that that bullet goes it could it could harm
26:32anybody so when you participate in these programs and we have a major program on right now where you
26:38get a specific amount of money for a revolver a shotgun and a rifle a pistol if you exercise that right and
26:47pass that information via 800 tips you can be rewarded and at the same time keep your community safe at the
26:52same time so we want to partner with the community we want to partner with the civilians out there the
27:00citizens the good citizens the right thinking citizens and we want to get them on board to assist
27:04us in all five for crime and to help to improve those numbers as we go into the year going forward
27:09because every one of these firearms every one of the bullets that we seize is possibly a life that you're

29:36of operations of the southwestern division and i don't know if you took part in any races on saturday
29:44uh during the trinidad and tombego police service sports day annual 102nd anniversary yeah it was um
29:54splendid splendid splendid splendid there was a myriad uh sporting events from novelty to the seers track and
30:01feel events there was even a nice retreat and drum display from a combined bands by trinidad to be
30:08political police of the fire service and defense force right it was it was a again it was designed
30:14to for community engagement the team of the the whole sports was community engagement and you saw a
30:21background a wide background not just police officers civilian staff family members it was a family day
30:27and every quarter of that batch was filled with happiness and just pure good fun police officers
30:33any uh footage i wonder if you have any footage of you in any races you may you may catch us and let's
30:39see let's see what the video um reveals yeah
30:47it is my privilege to be here where we are thankful and grateful to be police officers as an executive we
31:08are very proud of the trainer and tobago police service today we demonstrate color we demonstrate class we
31:18demonstrate a culture which is to strengthen community partnership through sports and as we
31:28play together because we work hard together that spirit of resilience team spirit and camaraderie
31:36will carry us through 2025 i want to thank all the police officers for your commitment to duty i want
31:46to thank your family members who have allowed you to be part of this great organization we will continue
31:55to serve this nation with distinction and we assure you that we will make trinidad and tobago safe again i
32:05want to promise my fellow minister of homeland security the commitment of the trinidad and tobago police
32:13service is with you and together we know that we can face all the odds so to each and everyone let's have
32:22a wonderful day and know as you put god first we believe and we know that great things are in store for us
32:31i i think they didn't catch you like man's food race because i feel i feel it wasn't that you know
32:39i participated i had a really good time i mean it is it is one of the times the officers get to you know
32:45see long colleagues colleagues colleagues haven't seen in years you get to let down your hair your family
32:51get to come and enjoy the service it's it's really a nice thing each one of the tents everybody prepare the
32:56tents invite over their brother invite over your sister and everybody have a good time it's really
33:00really nice what was your issue of participating um uh the beer drinking race how did you fare not well
33:10there were faster guys i mean it is it's all about the fun and the camaraderie yes yes getting everybody to
33:19participate because the sports is not just what you see is is getting that participation because it's not
33:25that day we have heats all throughout the week sporting events all throughout the week we have
33:31football we have basketball we have all fours and all right and all these games all the teams come
33:36together put their teams together and we come and we compete right we raise funds so it's all about
33:41building that camaraderie within the within the the divisional respected division branches or even units
33:46and we get out there and we have a really good time and it's all about that just having a good time
33:51on that one day well it's good to see that officers get some time off to to to just have
33:57some recreation i know not everybody could have attended you know there are people that still have
34:02to work to protect the nation and keep us safe uh but certainly you know um the commissioner looked
34:08in good form the acting commissioner then mr benjamin they ran a race actually yes and i think he
34:14blowed the opposition yes yes yes he did yes he did yes he did yes he did yes again all in good fun
34:20yes so the the the the the the the head of the police service although his job is quite serious although
34:27his portfolio is is wide and he can set aside that day he and his executive and everybody participate and
34:35have a good time right and there were many guests there are many official guests the chief justice uh the
34:41head of the fire services defense force the minister and all and everybody came to a particular that
34:47referee that that pumped that pageantry and that a good old fun and i can understand why you took part
34:54in the bedroom drinking competition because it was really hot on saturday very so you had to catch your
34:59taste the only strange thing is that the bears weren't hot they weren't cool oh well that's a problem
35:05so um you you you are in a very volatile division the southwestern division and of course for those
35:16that are not familiar to geography that is in that encompasses uh the southwestern peninsula where you
35:22have point 40 c just you know very close to venezuela where we have a lot of contraband and human
35:28trafficking human smuggling happening yeah um and i don't know if there's there's been any measures
35:35or further measures put in place to kind of clamp down on that happening across and that area there
35:42right but like any other place we we would welcome any additional resources but what we do we have
35:47been able to work within the resources that we have been given we are working partner with other
35:52agencies the coast guard where needed the defense force where needed and we have been able to put on a
35:58a bit of a robust show i mean it's it's a constant flow again venezuela with their economic challenges
36:05their their migrant issues they are coming at a constant rate and on top of that you have the

36:32shipment of animals somebody bought in some animals again all of these things are unregulated they are
36:38not they are uncustom they have no way of telling the state of these things and these persons because

36:50conditions that may not be healthy yes and they are entering the local food market and maybe exposing
36:55all citizens to sickness illness and that sort of thing all because somebody wants a quick buck
37:00all because somebody wants a quick buck or somebody doesn't understand that when you do that
37:04you're exposing others they don't care they don't care i know that there's also this um
37:10this contraband or the trafficking of even uh various birds yes he sees that and some of these birds can
37:17catch quite a uh a figure in trinidad and tobogos that um i think a couple months ago there was actually uh
37:27some activity in that area where yes yes there was an assumption um something to uh operation like that
37:34that now again the the venezuelan landmass is quite large a lot of persons um find this trade very
37:44lucrative and they have been they have been exploiting it and and doing what they can do but
37:49at the same time as law enforcement we have been able to counter these these activities we do many
37:55interceptions ever so often and we have several units involved in in that level of interception that level
38:00of um um um interdiction to try to prevent that from coming forward again we are the coast guard
38:05the defense force um internal stakeholders the siu yes the counter trafficking because another
38:11significant part of that is human trafficking a lot of overlooked thing is that human trafficking
38:17there uh it's likened to the defending the the mexicans with the coyotes yes large boats come over with
38:24little toddlers all the way to adults and they are then put into into very very precarious positions
38:31in terms of how they survive and that kind of once they get here so it's something that we are looking
38:35at and something that we are trying our best to counter as much as possible but we welcome any

43:13oh right um what i can tell the caller i can reassure the caller that police malpractice police malfeasance police bad behavior there are several organizations responsible for that and in any way in any time that the civilian or they are exposed to that type of behavior any shortcoming on any officer any lack of service any impoliteness any any bad behavior there are avenues available to us there is the police complaints authority
43:42there is psb there is psb there are a number of available avenues available to you and you can mitigate if you need to right so in the case of you as a personal individual and you have not pleased with the service
43:55the service submitted to you by police officers in any way there are avenues available to you that you can exercise so there is no need to fear the police system the system is the the power that the officer
44:07have is not absolute and the officer can be it is can be reined in by the law so there is no need for any citizen to be afraid of the police in any way and not trust the police apparatus again up to this week we would have launched
44:22launched or operational plan which is a significant part of all direction going forward as an organization developing growing and trying to achieve a lot of things within the space of

45:01hello good evening good evening yes this is amur inspector go ahead you're live and beyond the no coach okay okay good day officer i have 2 questions i want to ask you to get some clarity now i listening in the program here and i keep hearing that your
45:21that you're really praising the police and all these agencies that you all have put in place.
45:27But I want to know if these agencies are for the civilians alone or for everyone,
45:34because most of the time you'll hear the police getting problems alleged in criminal activities
45:41and everything will be hush-hush.
45:43Now, something that has happened in Trinidad a lot is that the police are always caring for their life
45:49and they kill criminals.
45:52But what I want to find out, these criminals with all these high-power weapons,
45:58why it is when they shoot at the police, when it is alleged that they shoot at the police,
46:02they don't hit a vehicle, they don't hit a police, nothing.
46:07So I want to know if these vehicles we have here are bulletproof.
46:11And then after that, now you'll hear nothing about that.
46:14The police just give a claim that they were fair for their life and they had a shootout.
46:18So sometimes innocent people just pass in that because sometimes somebody grew up with somebody
46:23and they don't know they live in a criminal life.
46:25And they give them a drop or they go somewhere where their partner's alive
46:28and these police say that it had a shootout because they were caring for their life
46:33and then innocent people die.
46:36That is one.
46:39The other one is when police get caught up in alleged criminal activities again,
46:47you just find that most of the time the system is for the police.
46:51You never really hear police get convicted like the police and them that were allegedly charged
46:58for the extortion of these businessmen.
47:02And they got off for three.
47:04So most of the time I just want to know if these systems that you all put in place
47:08is for the civilians alone but for everyone in general.
47:13I can tell him officers have been convicted.
47:20I can tell him that there is no hush-hush.
47:22There are many officers that are before the court
47:24for any myriad amount of instances where they have fallen for the law.
47:29So what I can assure the civilian, the caller, is that the system is not for the civilian.
47:38It is for everybody.
47:40The law does not favor the police officer more than anyone.
47:45In fact, the law is quite harsh to the police officer because in some circumstances
47:49there's a different level that is looked at in terms of his culpability.
47:53That's because he should know or he should do better.
47:56So I can tell you, I can tell you, sir, and I can reassure you it is not for the civilians alone.
48:02And most times, sir, in a shootout or a violent confrontation with criminals,
48:09that person is most likely untrained.
48:12He's most likely confronting trained officers who are trained.
48:16And him not hitting a target or he not hitting a target doesn't deny
48:21or doesn't diminish the threat that these officers are faced with.
48:24I mean, an officer is there and he has to consider if he's going to go back home to his family.
48:30If he's going to go back home to his family.
48:32Most of the times you see officers running, they're running straight into danger.
48:36They don't run away from danger.
48:38They run between the civilian, such as the caller, and the threat, which is the bandit,
48:44who is untrained, a terrorist, a thug who doesn't care about anything.
48:47I just briefly want to add, of course, if there are circumstances where there are question marks raised,
48:53there's the police complaints authority where victims' families would go,
48:58and that matter will go through a sit-in process.
49:01Just like officers that are charged, they are actually charged.
49:05It's not that they weren't charged.
49:07These officers were charged and they went through the entire process through the courts.
49:11Now, if there's not enough evidence based on the court's determination,
49:16then they have no other recourse but to, of course, acquit them of this charge.
49:23That is quite true.
49:24I just wanted to clear that up.

50:17We only just keep putting up on dead stones and they just keep running us all the way around.

50:45All the necessary notes regarding that vehicle will be made at that point.

53:42And I know one of the callers had made, you know, this perception that a lot of people don't trust the police and so on.
53:48And in light of this recent incident in which the commission of police, Ms. Ayla Haywood Christopher, was obviously, any charges was, no charges were made.
53:59And of course, she was reinstated.
54:02And I do believe that the senior counsel, Pamela Ayla, said yesterday that, I guess, in the same breath as what the caller would have alluded to, was that careful examination.
54:13How does the man on the street now look at this and what are their requests if something like this happened to them?
54:20You know, so that's, it's just six and one half, doesn't it, the other one to balance it off?
54:24Yes, fair enough.
54:25Fair enough.
54:26I mean, if her rights are no different from any citizen, she has procured legal advice, and that legal advice will guide her going forward in the whole process.
54:36So anyone that is available to anyone of the citizens of Trinidad and Tobago in any situation where they want to seek redress from any public authority going forward, and the police service is no different.
54:46If you have an issue with the police service, either through malfeasance or omission or some, you can, and several available, as you said before, the police complaints authority, they actually, what's amazing about the police complaints authority, they don't wait until you come to them.
55:06Sometimes if that thing is of great national importance, they will get involved even before, right?
55:11So even murders, they are involved, even police shootings, they are involved in as well, right?
55:16So anything at all where the police is involved, they are there, right?
55:21But it wouldn't, it would, it would be remiss of us not to just look at the whole scheme of things.
55:27Again, public confidence is important for the organization.
55:30I think one of the main efforts we're looking at is that public engagement, getting persons to understand the organization is here to serve you.
55:39We are not your enemy.
55:40We are citizens too, and we want to see here be safe.
55:44We want to see things work out in the most beautiful way in this community, in this community of Chondana and Tobago, right?
55:51So we are here to partner with you.
55:54We are here to get you on board in any regard that we can, in a good way, right?
56:02So we are reaching out to you via our community officers, via our community outreach programs.
56:08We have several neighborhood watch programs, the station council, which is a very good initiative at Chondana and Tobago Police Service, where we bring stakeholders to the station compound.
56:19So it's somewhat like elders in a community, real elders, those persons that have the community interests at heart.
56:26We bring them to the station and we get from them, solicit from them as much as we can that could assist the community.
56:33The other things we could do, we do SEPTED programs, is community protection to environmental design, right?
56:41Whereby we look at a dark street in our area whereby persons' street light is not lit.
56:49We will engage probably our municipality and they will assist us with cleaning our area or lighting our area or seeing to our parks so that we'll beautify that particular area, deny that space, the criminal elements.
57:01Again, it is all about, at the core of all our activity is the community, is the citizen and getting that citizen on board at all times, right?
57:10So all our efforts are designed to get that person because the officer, while we may know things, we may know things may be happening in our community, we need the citizen.
57:18We need the citizen to come forward and tell us what is going on in your community.
57:23Tell us what is happening in your community going forward.
