00:03:05It's the end of the week and I'm sitting.
00:03:07A lot of people are looking forward to the weekend.
00:03:09No doubt, on a very wet Friday afternoon.
00:03:13Some serious showers coming down in Claxton Bay area as well as Marabella in South Trinidad.
00:03:21Within the last hour, hour and a half, leading to some flash flooding in these areas.
00:03:28So we are asking motorists who are in these areas and other areas where there is rainfall and some flooding to be exercised extreme caution on the nation's roadways.
00:03:39Remember, the roads are wet and other motorists on the roadways.
00:03:45And of course, with a lot of people finishing work now and school being completed just after 3 o'clock, it's going to be a little more busy on the roadways, of course.
00:03:57And with the inclement weather, we ask you to exercise extreme caution.
00:04:03And, you know, these are scenes we have been seeing over the last couple of days with heavy rainfall as we are in the rainy season.
00:04:12So, separating apart, of course, the new school term opened this week.
00:04:17This is the first week, the end of the first week of the school term.
00:04:22And, of course, you know, we have with us Corporal Sasha Goddard from the Community Policing Unit,
00:04:29who is going to, I guess, give us an insight into some of the things, you know,
00:04:33the police officers at those schools would have been doing over the last week.
00:04:38But before we do such, we would like to listen to a clip from DCP, Benjamin, related to this matter.
00:04:50I will just at this time highlight two incidents that came to my attention that I'm sitting in Trinidad and Tobago would be very much concerned about.
00:05:01And I think it is important that we take some time to talk about it.
00:05:04One has to do with the situation that took place in the Arima North Secondary School.
00:05:13And I would like to report at this time that the Community Policing Section under the supervision of ACP Sudene and Superintendent Guelmore,
00:05:25as well as ACP Singh and Senior Superintendent Minard Wilson,
00:05:31the person who is in charge of the Northern North.
00:05:36They, as well as other officers, acting Sergeant Greenidge, Corporal Comwell,
00:05:45and several other officers, proceeded to the Arima North Secondary School today.
00:05:50They were able to speak to the students and to share with them that there is a zero tolerance that would be taken even as we go forward within the school year.
00:06:10In terms of any breach of discipline and any situation where the police would be called in to deal with fights.
00:06:20And I can tell you from the reports thus far that it was well received by the principal as well as the vice principal and the entire school assembly.
00:06:32So, Corporal Goddard, I know that as part of the Community Policing Unit, you work in the Northern North Division area.
00:06:43And I'm sure you would have been familiar with that incident in the Arima North Secondary.
00:06:47So, if you can give us an update on where that investigation is at.
00:06:52And secondly, you know, who is responsible for supervising these police officers inside these schools?
00:07:00And also, thirdly, can you give us, I guess, an insight as to what some of these police officers have been subjected to or faced over the last week?
00:07:11Oh, definitely.
00:07:11So, one correction, I am actually in the North Central Division, which is the neighbor of the Northern North.
00:07:18Right.
00:07:18Previously, we were one division.
00:07:20Now, we have been split in two.
00:07:22But I can say that for certain, an investigation is ongoing.
00:07:28There have been statements recorded and the investigators are working closely with all of the school officials to ensure that we take the necessary steps,
00:07:37not just for penalizing, but also for rehabilitation of those students involved.
00:07:44To your second point, where supervision is concerned, and I know that has been a burning topic for the duration of the discussion of the school-oriented program.
00:07:54All of the officers that were trained in the school-oriented policing, they fall under the supervision of the ACP Specialized Support, who is Mr. Brian Sedin.
00:08:07Next, the Superintendent Community-Oriented Policing, that is Mr. David Guelmo.
00:08:13But more specifically, directly supervised by the corporals, who are the second division officers in charge of the various divisions within the community-oriented policing section.
00:08:27So, I am one of the supervisors.
00:08:28I'm specifically responsible for the North Central Division.
00:08:32That's all of the schools within the St. Joseph to Piaco-Aruka District.
00:08:38And all of those officers that were placed there, to go into your third question right away, all of those officers that have been placed there,
00:08:46they have been experiencing, of course, changing dynamics as we transition back into settling into the new school team.
00:08:55However, the reception, I must admit, from the school, the principal, the staff, the MTS, the safety officers, the reception has been really warm.
00:09:07There has been strong collaborations between all of the agencies and entities involved to mitigate any of those initial teething issues.
00:09:16And all have been settled in really nicely, and we are beginning to roll out programs and initiatives specifically targeted to each school's needs within each division.
00:09:29Right.
00:09:29And I know that it's a pretty new area for police officers who have obviously been trained over the last couple of weeks.
00:09:39It's a new territory, of course.
00:09:41And I know that they would, I imagine if you can just walk us through the routine of these officers on a given day in these schools that we can get an idea.
00:09:52Oh, sure.
00:09:52So while it's not new to policing, because we've been interacting with schools for quite some time, a lot of the officers are newly trained special reserve officers.
00:10:03However, they have been paired along with more experienced officers to give that balance and also to incorporate a mentorship factor as they are now transitioning into this new policing job.
00:10:16So their daily duties look like they start work at 7.30.
00:10:21All of the officers arrive at the schools at 7.30 a.m.
00:10:25They assist with ensuring that the school is transitioning into their classroom sessions, while so the students who are entering the compound, that, you know, they have managed traffic on the exterior, the immediate exterior of the school,
00:10:42ensure that the students are safe as they enter the compound, and they provide that additional support throughout the day.
00:10:49So periodically, there are patrols among, across the school compounds, joint patrols where the safety officers, the deans, the MTS security officers, that is done at intervals, specifically also at break and lunch.
00:11:05As you know, those are the periods where students are more likely to get themselves involved in some form of trouble.
00:11:12And then at the end of the day, they assist again at the entrance or exits where the school's students would be transitioning to go pick up at their transport points or their parents or whoever is coming to collect them.
00:11:27They ensure that they are safe, that that transition is done smoothly, and then we do it all again the next day.
00:11:34Right.
00:11:34So it's certainly interesting.
00:11:35And, of course, over the next hour, we will have a deeper discussion about, you know, contact resolution in schools and how, I guess, you know, everybody could collaborate, not just those in the schools, but the parents and other persons who can make the school environment a much safer one.
00:11:52Yes.
00:11:53All right.
00:11:53Moving on, we have a press release here where the Trinidad and Tobago Police Service would have seized some $29 million in high-grade cannabis, seized that seat,
00:12:04in collaboration with the Trinidad and Tobago Coast Guard, they intercepted a vessel in the early hours of this morning, leading to the seizure of over $29 million worth of cannabis.
00:12:16That's it right there.
00:12:18According to reports on Thursday, September 2025, a specialized unit of the TTPS received credible information indicating that a large consignment of high-grade Colombian creepy marijuana was being transported from Venezuela to Trinidad aboard,
00:12:32aboard, sorry, a fishing vessel.
00:12:34When the information was corroborated by international counterparts, the specialized TTPS unit immediately coordinated with the Trinidad and Tobago Coast Guard,
00:12:43alerting them to the movement of the vessel.
00:12:46And around 3 a.m. today, they intercepted the Pirogue off the Point Forte coastline.
00:12:51During the operation, the occupants of the vessel attempted to evade capture, throwing several large garbage bags aboard, overboard, sorry.
00:12:58Three individuals escaped into the sea, while two persons, a Trinidadian and a Latin American person, remained on board and were detained.
00:13:06The officer seized nine crocus bags containing 268 brown-wrapped packets of cannabis from the sea around the vessel.
00:13:14The seized narcotics have an estimated combined weight of 268 kilograms and a street value of $29.4 million.
00:13:23So, some really good work there, the intelligence, of course, paying off, and I am stating that persons in the public would have assisted the police service,
00:13:33by extension, the Trinidad and Tobago Coast Guard, in intercepting that shipment.
00:13:38This is the power of partnership at work, and we're always grateful when our citizens, anyone, partners and shares information,
00:13:45because, as we always say, when you see something, say something, or if you know something, say something, and that's how we all collaborate in crime-fighting.
00:13:53It's not just a policing job. It's everybody's job.
00:13:57Yes. So right.
00:13:58Of course, there was another exercise that took place over the last two days, in which over 230,000 outstanding warrants were cleared
00:14:10during multi-divisional police operations, both in the southwestern and the southern division.
00:14:17They executed a total of 92 warrants and arrested 56 persons during two large-scale warrants operations conducted September 11th and September 12th.
00:14:27These operations resulted in the execution of several high-valued affiliation and commitment warrants amounting to more than $230,000 in outstanding court-ordered payments.
00:14:39So another, I mean, there's a breakdown here, of course. I wouldn't go into that. It'll take us some time.
00:14:44But certainly, this is an area that has been really troubling over a period of time for police,
00:14:50and it's good that we are able to, police is able to go to these areas and find these persons with these outstanding warrants for, say, for child anomaly, et cetera, et cetera.
00:14:59Yes, of course. And I know that sometimes people can be a bit frustrated because the whole warrant execution process sometimes can be a bit timely.
00:15:08However, I want to employ that the TTPS is hard at work, though sometimes it may feel as though there could be a bit of a delay.
00:15:19Work is happening, even if you're not seeing all of it.
00:15:22Work is happening, and sometimes these press releases are necessary to reassure the public that that work that we are telling you is happening is indeed happening.
00:15:31So continue to trust the work and the procedures of the TTPS as we continue to work on serving and protecting our citizens.

00:16:19Ammunition recovered, 743 rungs of 9mm, 93 rungs of 12 gauge, 50 rungs of .380.
00:16:274 rungs of 16 gauge, 374 rungs of 5.56, 85 rungs of .38, 54 rungs of .40, 7 rungs of .357, 47 rungs of .45, and 48 rungs of 7.62.
00:16:42Dangerous drugs seized, 228,012.88 grams of marijuana, a big jump there after that seizure, 7,256.58 grams of cocaine, 1,032 SAC pills, and 15 grams of molly.
00:17:00So the police continuing their relentless effort to get drugs, guns, and those persons who are involved in illicit activities, and those who flout the traffic regulations, also are penalized.
00:17:13Yes, of course.
00:17:13I think it's definitely a nice congratulatory point for the TTPS.
00:17:18You can tell why our officers are tired, but we continue to work.
00:17:23Over 4,000 operations and over 1,800 arrests in 57 days.
00:17:27I think we deserve a little bit of a break sometimes.
00:17:30We are trying our best.
00:17:31And, you know, I keep saying we cannot do this without the help of our community.
00:17:37Yes, most certainly.
00:17:37And where you see the red is where there's an increase.
00:17:41So sometimes on a daily, you will see, but that marijuana category certainly went up significantly from yesterday.
00:17:49Yes.
00:17:50After that huge seizure by the Trinidad and Tobago Police Service in collaboration with the Trinidad and Tobago Coast Guard after receiving a tip-off of some sort by a goodly citizen or citizens.
00:18:03Yes, yes, definitely.
00:18:05All right, let's take a quick look now at our headlines.
00:18:11So those are some of the headlines over there.
00:18:41The last 24 hours, of course, that big drug seizure there in the sea, near the Point Forte area there between police officers and with the assistance of the Trinidad and Tobago Coast Guard.
00:18:54And as you know, three persons escaped, but two others were detained, including a Trinidadian and a Latin American person.

00:21:40And yeah, we know Christmas is probably about
00:21:42two and a half months away,
00:21:44three months, give our tape.
00:21:46But certainly, you know,
00:21:47vending is a topic that are wrong this time.
00:21:50A lot of vendors come out across Trinidad and Tobago,
00:21:53especially in Port of Spain,
00:21:55San Fernando, Arima, Chaguanas,
00:21:58Point Forte and so on,
00:21:59as they try to peddle their goods
00:22:00to make a little hustle.
00:22:03But today, of course,
00:22:04the municipal police officers
00:22:06attached to the San Fernando City Corporation
00:22:09had an exercise along High Street in San Fernando here
00:22:14and several vendors were arrested
00:22:18and unfortunately, their goods were seized.
00:22:21And I think you need the proper permission,
00:22:24Corporal,
00:22:25before you can actually apply your goods
00:22:27on the pavements.
00:22:28Definitely.
00:22:29And I'm certain that these vendors were warned.
00:22:33Typically, we try to reach out to vendors
00:22:35and warn them about, you know,
00:22:37acquiring those necessary permits and permissions
00:22:40or vending in specified places.
00:22:43You know, we have a lot of markets.
00:22:44We are fortunate to have a lot of marketplaces
00:22:46that people can go and sell goods and items.
00:22:49You can even sell virtually now
00:22:51without any physical location.
00:22:54So, you know,
00:22:55we encourage people to follow the laws,
00:23:00abide by the regulations that have been outlined.
00:23:02And, you know,
00:23:03avoid yourself the stress,
00:23:05the hassle,
00:23:06you know,
00:23:06the embarrassment sometimes
00:23:07of having to endure such an operation.
00:23:12Yeah, you see the police officers
00:23:13are putting stuff into bags,
00:23:16slippers and so on.
00:23:18Yes.
00:23:18That these persons, of course,
00:23:20some always claim victimization.
00:23:22But I think, as you indicated,
00:23:23if you follow the right protocols
00:23:26and you get the necessary or relevant permission
00:23:29to do the vending on the site,
00:23:32the pavements or the sidewalks
00:23:34of the capital city
00:23:35or the cities across Trinidad and Tobago,
00:23:38then you are well within your right to vend.
00:23:41However,
00:23:42if you do not have the proper documentation
00:23:45or the rights to do such,
00:23:48this is what's going to happen to you.
00:23:51So we want to implore all the vendors
00:23:52who are going to be coming out in their draws
00:23:54over the next couple of weeks
00:23:56as we get into that Christmas season.
00:24:00People are going to be preparing for it,
00:24:02trying to sell various items along the street.
00:24:06It is important that they consult
00:24:07with the various corporations
00:24:09so that they can get the relevant license.
00:24:12Yes.
00:24:13And there are pop-up shops and markets
00:24:15that also take advantage of some of those.
00:24:18Those are more legitimate
00:24:19and safer means of getting goods sold
00:24:22and sometimes even more profitable
00:24:24than, you know,
00:24:25setting up on each side of the road
00:24:26in some random street corner.
00:24:29So, you know,
00:24:30if Christmas is coming,
00:24:31Diwali is coming,
00:24:32and we have a festive culture
00:24:34in Trinidad and Tobago,
00:24:35and people somehow find the money to shop
00:24:37even though we don't have the money all year.
00:24:39So the shoppers are going to come out
00:24:41with an expectation,
00:24:42but we are asking even the shoppers
00:24:44to find a legitimate space
00:24:50to shop an establishment
00:24:53that has been lawfully sanctioned
00:24:58and erected
00:24:58to try to go get your goods.
00:25:02Yep.
00:25:03Yeah.
00:25:03That's it.
00:25:04We want to remind you of the numbers

00:25:11No doubt we'd want to hear from you.
00:25:13As we continue our conversation
00:25:15as it relates to police officers
00:25:18in the schools,
00:25:20and I know it's a very,
00:25:22it's not an easy job,
00:25:24especially for, you know,
00:25:25those who are now trying to adapt
00:25:27the SRPs trained and so on,
00:25:30but what in your,
00:25:32I mean,
00:25:32you would have seen it firsthand,
00:25:34and I'm sure you would have interacted
00:25:36with some of these officers
00:25:37over the last couple of days.
00:25:39Have they raised any concerns with you?
00:25:42What do they see as some of the challenges,
00:25:45even,
00:25:45while working at the schools?
00:25:47So this is a new initiative to some,
00:25:50and of course,
00:25:51initially,
00:25:52there would have been questions
00:25:54about their roles and functions
00:25:56and how they operate,
00:25:58so all of that has been cleared up.
00:25:59They've all been trained,
00:26:00and they are all fully aware of now
00:26:02what is expected of them.
00:26:03I visit,
00:26:05and all of the supervisors visit
00:26:07all of these schools
00:26:08and all of the officers
00:26:08on a daily basis
00:26:10to ensure that any situation
00:26:13or any issues
00:26:14can be immediately mitigated.
00:26:17One of the challenges
00:26:18we experienced
00:26:20would have been
00:26:20conveying of our officers
00:26:22to and from these schools
00:26:24because, you know,
00:26:25they're coming in police uniform,
00:26:26so they have to go
00:26:27to the nearest station,
00:26:28and then we take them
00:26:29to the schools
00:26:31that are within the districts,
00:26:32and that has been worked out.
00:26:33Our transportation
00:26:34and logistics
00:26:35have all been worked out,
00:26:36so it's the first week of school,
00:26:38and we're already settled in,
00:26:39so we're off to a good start.
00:26:41In my visits on a daily basis,
00:26:44we ensure that
00:26:45they are reminded
00:26:46of some of the things
00:26:48that they can do.
00:26:49Of course,
00:26:49you're at the school.
00:26:50It's an opportunity
00:26:51for the TTPS
00:26:53to engage students positively,
00:26:56so over the next couple of weeks,
00:26:58we're going to be
00:26:59continuing to roll out
00:27:01a series of lectures,
00:27:03programs,
00:27:05specific ones
00:27:06that are tailor-made
00:27:07for specific schools.
00:27:08However,
00:27:08there are the general ones
00:27:10that we normally do.
00:27:11Some,
00:27:12an example of some of them
00:27:14are the Law on You,
00:27:15where we teach young people
00:27:16about how the laws
00:27:18interact with them
00:27:20in their daily lives.
00:27:22Sometimes,
00:27:23some simple things
00:27:25that they are unaware of
00:27:26that they may be doing
00:27:28that are unlawful.
00:27:29It's an opportunity
00:27:30for us to educate them
00:27:31so that they can make
00:27:32better decisions.
00:27:34We do lectures
00:27:35around bullying,
00:27:37cyber safety,
00:27:38social media,
00:27:40you know,
00:27:40all of the things
00:27:41that are necessary
00:27:42for them to know
00:27:43that we have the tools
00:27:44and the information
00:27:45to give them.
00:27:46We work with them,
00:27:47so we're going to be
00:27:48rolling out those lectures
00:27:50over the coming weeks
00:27:51so our officers
00:27:52are expected
00:27:53to be engaging
00:27:54positively.
00:27:55We try to encourage
00:27:56the students
00:27:57to join our police youth clubs,
00:27:59get involved
00:28:00in activities
00:28:01that can help
00:28:02mold them
00:28:03into upstanding citizens
00:28:05that can positively
00:28:06contribute to our society.

00:28:28in the schools,
00:28:29they are so welcome.
00:28:33I think that was overdue
00:28:35for the past
00:28:36nine and a half years.
00:28:38And as a grandparent,
00:28:40not a parent anymore,
00:28:42I have to say
00:28:42I'm a grandparent now,
00:28:44it is even better
00:28:46because my grandbabies
00:28:48are in school
00:28:49and I feel much,
00:28:52much more safe
00:28:53to go pick them up
00:28:55and to know
00:28:56that they are in school
00:28:58and they will be safe.
00:29:00I'm certain of it.
00:29:02My question is,
00:29:04how many officers
00:29:06are assigned
00:29:08to each school
00:29:09and would that
00:29:11affect the shortage
00:29:13of officers
00:29:14on the outside

00:34:47touching guns

00:34:49they don't want

00:34:50but yet it had
00:34:51schools that
00:34:51had arm
00:34:52security in it
00:34:53because,
00:34:53for instance,
00:34:55as our
00:34:55senior
00:34:56which
00:34:57passed across
00:34:57the bridge
00:34:58and go
00:34:58back to the
00:34:59school,
00:35:00every time
00:35:00them delivery
00:35:01trucks come
00:35:02on that
00:35:02location,
00:35:02they used
00:35:03to rob it.
00:35:04They used
00:35:04to rob them
00:35:05delivery trucks
00:35:07at them.
00:35:08They had
00:35:08security in
00:35:09schools and
00:35:10nothing ever
00:35:10happened.
00:35:11I never hear
00:35:11nobody

00:35:14tell the start.
00:35:15So I do not
00:35:15try to understand
00:35:16what is really,
00:35:17really going on.

00:35:21security staff

00:39:06through the process
00:39:08when there is an
00:39:10incident at the
00:39:11schools with the
00:39:12police there, what
00:39:14will be that process?
00:39:16Okay, so it really
00:39:17depends on the type of
00:39:18incident that we're
00:39:20speaking about.
00:39:21The school has its
00:39:23system in place and
00:39:25we are not there to
00:39:26take over the school.
00:39:28We're not there to
00:39:28change what has
00:39:30normally been happening.
00:39:31We are support to
00:39:33what is already
00:39:33existing.
00:39:34Of course, minor
00:39:35incidents, the
00:39:36school's normal
00:39:38process, due process
00:39:39happens, the officers
00:39:40just assist where
00:39:41necessary.
00:39:43When it comes to a
00:39:45serious criminal
00:39:46acts though, offenses
00:39:48being committed in the
00:39:50view of a police
00:39:50officer, the laws are
00:39:52very clear where that
00:39:54is concerned the
00:39:54officers have the
00:39:56jurisdiction now to
00:39:57take control of that
00:39:59situation.
00:40:00Of course, ensure that
00:40:01if it's something that
00:40:02is inflicting physical
00:40:04harm on someone else to
00:40:06stop the offense from
00:40:08being committed.
00:40:08Firstly, protect all the
00:40:10persons involved and
00:40:12they will communicate
00:40:13with myself or their
00:40:14supervisor and we come
00:40:17and give that support.
00:40:18We follow, of course,
00:40:19the guidelines that are
00:40:20outlined for us in the
00:40:21Children's Act and the
00:40:22Judges' Rules and we
00:40:23ensure that the children
00:40:24or the juvenile
00:40:26offender in that case
00:40:28is given the due
00:40:31process that is
00:40:31necessary for them.
00:40:33In the cases of things
00:40:34like sexual offenses, we
00:40:35have the support of the
00:40:37Child Protection Unit.
00:40:39If it's something that
00:40:41is requiring an
00:40:42investigation, we
00:40:44employ the services and
00:40:46the support of our
00:40:47district police station,
00:40:49the CID, the Criminal
00:40:50Investigations Department.
00:40:52It really depends on
00:40:54whatever the incident is
00:40:55but we have all the
00:40:56tools and the
00:40:57mechanisms in place and
00:40:58all of our units and
00:40:59departments have been
00:41:01sensitized so they are
00:41:02fully aware that the
00:41:03response is there for
00:41:05them if they need any
00:41:07sort of assistance.

00:46:37We are there as support.
00:46:39We are not there to supersede anything
00:46:41that has already been existing.
00:46:44We don't anticipate unnecessary
00:46:46confrontations because our officers were
00:46:49well trained.
00:46:51However, in the event of a confrontation
00:46:53of some sort, that confrontation would
00:46:57have been caused most likely by some form
00:47:00of breach of some form of law or policy
00:47:03or system, and that would be the issue
00:47:06that would be dealt with, not particularly
00:47:09just the confrontation.
00:47:11We're not going to confront anyone or have
00:47:14situations escalated or antagonized
00:47:17unnecessarily.
00:47:19So it really is based on the context
00:47:22of the scenario.
00:47:24Yeah, and we don't want to obviously
00:47:26think the worse.
00:47:27Yes.
00:47:28Because, you know, a lot of parents,
00:47:30a lot of persons have spoken in the past
00:47:31about the school violence being, you know,
00:47:36out of hand in certain cases.
00:47:38And now that we have the police now
00:47:41present in these schools, we're hoping
00:47:43for a safer school environment, of course,
00:47:47for all the students involved.
00:47:48And if there's anything that the police,
00:47:50it's going to be, you know, stepping in
00:47:52if there's something, as you said, very extreme.
00:47:55There are still teachers and deans and so on
00:47:57to discipline.
00:47:58But if there's something that is, you know,
00:48:00beyond their remit, and they think that
00:48:02the police officers need to be brought in,
00:48:04they will be.

00:48:07confrontation that takes place.

00:59:07know that the police
00:59:08are their partners,

00:59:11and not their enemies
00:59:12and as we transition
00:59:14into this new team,
00:59:17I want to encourage parents
00:59:18that it's not a time
00:59:19for us to get relaxed

00:59:21August vacation.
00:59:22Sometimes we are
00:59:23so exhausted

00:59:25as a parent myself,
00:59:26we are so exhausted

00:59:41online activity,
00:59:43please have regular
00:59:44conversations with them
00:59:45about what's happening
00:59:47in school,
00:59:48after school,
00:59:49what's happening
00:59:49in their friends' circles
00:59:50and be diligent,
00:59:53be active
00:59:53and present
00:59:54in your children's lives.

01:00:28to serve and to protect

01:00:32that level
01:00:33of understanding
01:00:35and that students
01:00:36will now put their head
01:00:38down and do what
01:00:39is necessary
01:00:39to abate

01:00:41lessen those incidents

01:00:44and Tobago
01:00:45and Tobago
01:00:45will certainly be
