04:37And I really hope that they take notice of the news regarding the weather and, you know, take the necessary

06:16So, you know, we're diving in and all persons will be ready to call.
06:19Well, I'm finally using that word diving in, you know, and I don't know whether I, Jackie, I think that,
06:24you know, you'll have to advise me whether Whitney's allowed to be using that term, you know.

06:29Well, you should tell us with the attorney.

06:32So, but in this context, because, you know, I'm the one responsible for deep dive, I am seeking legal advice.
06:37I cannot advise myself.

06:40So let's speak quickly into the noise pollution.
06:43And this is something, Ali, I understand it is not brewing.

06:48It is already, things are in place to assist with some of these issues a lot of our citizens are
06:55having throughout the country.
06:57Well, Whitney, what a topic that you have, that you have table this afternoon.
07:01And I want to quickly say that over the last couple of days, I was invited to a forum at
07:07the Chaguanas Borough involving state and non-state actors talking about this issue of noise.
07:13You know, I met some of the persons who called in this program as well, complaining about the noise.
07:17I was happy to see you.
07:18In some instances, some may have been in tears with reference to this issue of noise.
07:22But I'm happy to report to Trinidad and Tobago at this time, this afternoon, and having spoken with the Honorable
07:28Minister of Homeland Security, the Honorable Minister of Justice, and I understand the chairman of the EMA would have spoken
07:34to the Minister of Planning.
07:37And I did, in fact, give an undertaking that we were developing a policy to look at areas or gaps
07:43that need to be filled to be able to respond effectively to noise pollution.
07:48I had indicated that dealing with noise, when we started to legally interfere with the area of noise in Whitney,
07:55consequentially, at this time, it impacts several pieces of legislation.
07:59So dealing with noise is not a singular approach.
08:02Of course, there will be operational matters and other matters that we'll have to deal with.
08:06But I'm happy to indicate this afternoon that the decision makers, members of cabinet, have seen the seriousness in relation
08:14to this matter.
08:14They have placed their hands, their eyes into the policy document, and I am optimistic that there are going to
08:22be some further public consultation to ensure that the public gets further opportunity to comment on the policy.
08:27But all things being equal, I'm seeing that it will be table through the cabinet and hopefully in the Parliament
08:32of Trinidad and Tobago to ensure that there is the necessary amendments.
08:35We know that this area of noise, different law enforcement agencies have different views.
08:40For example, what evidence is required or are required as the case may be, the penalties that are associated with
08:48noise, and a very significant point that we had in the policy, and I must make mention of it.
08:53Many persons would have indicated that when they report noise with me, they are normally greeted with very serious threats.
08:59And, you know, in the policy as well, we have identified a need to legislate an offense for persons who
09:05are reporting issues of noise, public nuisance, that if persons make threats to them, we can also proceed, law enforcement
09:12can proceed against them to help protect that person and to also encourage that person to make report.
09:17And we are not only looking at it from a singular context, as I said before, we are looking at
09:21it in the context of bars, motor vehicles, coming from private dwelling as well, matters that are impacting more than
09:32one person, you know, a class of persons, or clearly defining exactly what public nuisance represents as related to noise.
09:39So I'm happy that you table at this afternoon to again give an undertaking that the respective ministries, state agencies,
09:46in partnership with these non-state actors, and I must recognize the Citizens Against Noise Pollution in Trinidad and Tobago,
09:53the CANPAT, with other stakeholders, for the stance that they have taken as well.
09:57I think that I've always commended when you have state and non-state actors coming together to be able to
10:02make that statement to protect Trinidad and Tobago.
10:04So hopefully, in the near future, you will see things happening all geared towards having an effective response.
10:10So those who may have been affected by noise, you know, and including your animals, a very significant matter.
10:16And you see, I think over the last couple of hours, a move for Independence Day that is a particular
10:23approach that has been taken all geared towards looking at how do we reduce noise and protect the environment, the
10:29animals, human beings.
10:30And there are some very serious stories that persons would have indicated at the forum.
10:35So very exciting days for those who would have championed this cause, and I want to recognize all citizens who
10:40call me, call Whitney, call this platform, call Jackie, call the Honorable Minister, complaining about noise.
10:46The train is moving.
10:48Yes, and with that being said, to those of you who always call the show and they complain, and others
10:53who listen and say, oh gosh, they call about noise again, and they're always saying that, you know, no one
10:58is taking you seriously.
10:59It's only when it arrives at your doorstep, you realize how serious it is.
11:02And this is one of the incidents that we could pinpoint that was on social media.
11:06This was in the Londonville area.
11:08And this is what persons have to go through when it comes to noise pollution.
11:12Take a listen.
11:14So, I'm in my room right now.
11:17This is my room.
11:19Oh, there is the front of the house.
11:22My room is here.
11:26And TV, my bed.
11:32And this is the noise here and everything.
11:37If I open up the window,
11:38That Jesus Christ is about to be revealed from heaven.
11:41That Jesus Christ is the great, amen, of his second coming.
11:46Close the window.
11:48And what is that?
11:49It's because God has not held a pure people, a people of God, a nothing higher.
11:56Tonight, that that is not the church.
11:59That is not the representation of the gospel of God.
12:03We'll get back to the word of God.
12:05And the Bible says, amen, the men of God, that God has sent,
12:08They will live holy lives.
12:09They will live clean lives.
12:11They will preach the truth and the whole truth.
12:14Hallelujah to God.
12:15And now it's time for God's people, amen, to look at the ministry, amen, of Elijah,
12:21And see exactly, amen, what took place, amen, the economic situation.
12:25The Bible says, amen, that God attacked that situation.
12:28He said, Elijah, on the scene, praise him.
12:33That is torture to anyone, Mr. Ali.
12:36That is from night straight into the morning, darkness into light.
12:41And you're not considering anybody else but yourself.
12:44Well, very important.
12:45And I'm happy that we have that opportunity to view that video as well.
12:48And without prejudice to that particular person or what may be happening in relation to that particular matter,
12:51You know, I want to say that I spoke about public nuisance a while ago.
12:55But I also want to say to the citizens, I'm sure that are in Tobago.
12:58In the law, there's an opportunity to deal with private nuisance in a private context.
13:04So, for example, two neighbors, person living side by side.
13:07One is enjoying his property to the expense of the other.
13:10We must strike a balance.
13:12And hence why I spoke about why we're looking at legislative reform.
13:16There are other interventions in terms of education or ensuring that, for example, persons who live in a particular area,
13:22like, for example, in a building setting or very close in proximity,
13:26the EMA, in terms of zoning, can regulate those areas properly so that you wouldn't have a situation where,
13:32by, you know, persons living very close, based on how that design is in that particular area,
13:36they must be cognizant in terms of what is required of them to ensure that they're not interfering in the
13:41enjoyment of a person's property
13:43or the enjoyment of the property and there must be proper balance.
13:46And, you know, Whitney, I always say with the situation, while I'm happy about the response,
13:50you can easily be complaining about the issue of noise.
13:52But over a period of time, you could end up in a situation where there's a report of a very
13:56serious crime.
13:57And I don't want to see that because these things can provoke persons and you don't know what that provocation
14:02can lead to.
14:03Equally in this context as well, when we were looking at the policy,
14:06I deliberately invited the psychosocial professionals, psychology and social work,
14:13because it's not only about looking at it from a crime context, but as you rightly indicated,
14:18the duration, the length and what it can do to your whole mental state in relation to you.
14:25Could you imagine after you come home after a long day, after let be on the tape,
14:29after speaking to the nation, looking forward to a couple hours rest to ensure that you are recharged
14:34to be able to continue to do your work for Trinidad and Tobago?
14:36And when you go home, you cannot sleep?
14:38Cannot sleep.
14:38That's a difficult matter.
14:40And I'm asking the situation, long before there's a, that we see amendments
14:45and very strict penalties coming forward, I want us to, from now,
14:49start taking up responsible position and educating ourselves to understand that
14:54this could be imagined that we have to revert to the law to try to regulate behavior.
14:58To be considerate?
14:59When human beings, correct.
15:01Just to be considerate?
15:02Correct, correct.
15:02And Whitney, say that again.
15:03To be considerate to your neighbor, and what I don't like too is that persons know
15:10that you're making persons uncomfortable.
15:13And even if you don't know and they ask you, listen, are you okay?
15:17Could you just turn it on?

15:18And, you know, it goes back to the principle that we always use,
15:21that feel for a moment, that if your neighbor's head is hurting,
15:26feel the pain in your hands and your feet to know that that neighbor needs some help.
15:30Be cognizant that they may be a vulnerable, elderly person, sorry,
15:33maybe a young child.
15:34We have spoken about protecting, there are a number of things.
15:37Be cognizant of what's happening around you.
15:39And, you know, let's exercise some level of, you said, consideration,
15:42but be reasonable in your enjoyment in terms of ensuring that whatever you're doing,
15:47that if you were placed on the other side, you wouldn't have a problem with it.
15:50And the sad thing is, be a brother's keeper.
15:52You're using, as a Christian myself, you have to be considerate to others and you're preaching the word.
15:57Most certainly.
15:58So, come on, that is really, really bad.
16:00I can imagine how the gentleman is unable to rest.
16:04Most certainly.
16:04You swear it's right by his ear, you know.
16:07The music is, what does it mean to music?
16:08The person is preaching.
16:10That's correct.

16:11Regardless of what is emanating, it is noise that is disturbing others.
16:15So, I hope, as you said, the train is moving.
16:17We are able to assist persons.
16:19I know when we open the phone lines, persons will be calling to say, you know.
16:23And I would like them to call with the news that we have given.
16:26Yeah.
16:26And those who would have attended the forum, I use that forum to identify what are some of the things
16:32that we are thinking
16:33and where we intend to go.
16:34And we give an undertaking that the policy was submitted to the Attorney General's office
16:39and hence why the ministers have became involved in ensuring that we move that process,
16:44taking the necessary legal steps to ensure that the citizen really is in receipt of that protection that they require.
16:51I know that was an undertaking given by the Honorable Prime Minister as well.
16:54So, I am happy to see the follow-through.
16:56And I will give them the assurance that I'm going to also be agitating, advocating up to this morning.
17:01The Honorable Minister of Homeland and myself spoke.
17:04And we are very much focused in ensuring that we deal with that issue.

17:07I did give it from the Director himself right now.
17:09Let's take a look at what's making the SOE update as of the 14th of August, 2026.
17:16Number of operations, 11,554.
17:20Number of targets prior to offenders, 2,966.
17:25Searches conducted, 4,163.
17:28Traffic operations, 7,102.
17:31Total persons arrested, 5,092.
17:34Total persons charged, 1,218.
17:39Firearms recovered, we're seeing an increase with the pistols, giving us a total of 278.
17:45Ammunition recovered, we're seeing an increase with the 9mm, the 5.56, the .45, and also the 7.62, giving
17:55us a total of 5,732.
17:59Dangerous drug sales, we're seeing an increase with the cannabis and cocaine.
18:02Mr. Ali?
18:03Well, you know, once I'm seeing, you know, the red numbers, you know, clearly identified by Jackie and, you know,
18:13you having read the statistics, is a clear indication that, you know, we continue to see the incremental results, you
18:19know, on the part of the law enforcement agencies, not only TTPS, but other agencies that are contributing to it.
18:23And, you know, of course, the citizens' hands, you know, are in, you know, these statistics, and I want to
18:29thank them and ensure that that relationship, that partnership, you know, we always call for it.
18:34And I will continue to call for it because it is extremely important in looking at crime prevention, or in
18:39this case, crime detection.
18:40All I ask for is for the persons who are engaging these matters, if there's a fine, whether it be
18:48firearm, narcotics, please ensure that there's diligent investigation, and do not be satisfied by just the finding of the item.
18:55Because the persons, I always say, the human element, a gun with me, don't shoot itself, a gun don't walk
19:03to the victim.
19:06Similarly, the narcotics, someone has to move it, someone has to traffic it.
19:10So, it's important for us to understand that there's a human element behind it, and that's the area that we
19:15want to correct.
19:16So, if you are stumbling on firearms and ammunition and narcotics, do your diligent inquiry.
19:21Seek your advice from your senior officers, from your attorneys, from the DPP's office.
19:24I am not going to say on platform what to do, but there are many things to do to connect
19:27persons to a crime, whether direct evidence or whether circumstantial evidence.
19:35Understand that, and for the persons who are listening, understand that.
19:38Don't ever rule out any piece of intelligence that you may have that can lead to a detection.
19:44That's what we're looking for, persons paying the penalty and not continuing to bring in firearms and ammunition and, like,
19:49it just continues to evolve, but we are not dealing with the elements that are bringing it in.
19:53So, I always stress on that, but thank you very much, as always, for reading these statistics.

22:42And when we went to the headlines before the break, we saw the big headline that is starring, which is
22:48seven cops held over, missing guns and ammo.
22:51And Mr. Ali, it shows that the TGPS, they are holding persons accountable because, according to the experts, they stated
22:58that seven police officers have been held following the disappearance of three Glock pistols, three magazines, and 45 rounds of
23:059mm ammunition from the Central Police Station.
23:09In Port of Spain, they also stated that the other five were arrested between Wednesday night and yesterday afternoon.
23:18And two officers were detained, and two officers were detained late Wednesday as investigations into the missing firearms continue.
23:25So they're holding persons accountable.
23:26Well, Whitney, I'm happy that you shined some light on that headline.

23:30And I know that the commissioner of police and the executive were very clear with reference to dealing with police
23:36officers who are running afoul of the law and breaching the oath of office.
23:42And I'm happy that, you know, that the allegations have been investigated diligently, and you are seeing the fruits of
23:50the investigation at this stage.
23:52What I would strongly advise is that because of the public interest in these matters, it's important for us to
23:58manage these matters properly, not only from a policing investigative context, but if and when it reaches the stage of
24:04charges and so forth,
24:05that proper case management in conjunction with the DPP's office to ensure that there's no miscarriage of justice in relation
24:11to this matter.
24:12And we must also recognize that the persons that may be, and I'm going to use a very figurative language,
24:18may have been fingered in relation to this investigation,
24:20that they also have certain rights that are attached to them, so it's important for us to also respect the
24:25rights that are attached to them to ensure there's a proper balance.
24:27So where I sit legally, I have to ensure that there's a proper balance, but it is not exciting, it
24:33is not something to be happy about.
24:35Very embarrassing.
24:36But I'm happy that you flash the light to bring about the point that we are serious, and I say
24:41we meaning the Ministry of Homeland and TTPs,
24:43we are serious about holding police officers accountable because the citizens of this country have placed the trust and confidence
24:51in you.
24:51The state of place, the trust and confidence in you, to ensure that you detect crime and other infraction of
24:56the law,
24:57and you yourself do not commit crime and other infractions of the law.

26:52A simple step that you can take is make a communication.
26:56That is where I would like to see at minimum that you call.
27:00So that there could be an intervention.
27:01It don't necessarily mean all the time that you yourself is going to treat with the situation.
27:05But if something is happening with me.
27:06You pick up the phone.
27:07You call 999.
27:08You call her colleague.
27:09Say listen.
27:09I'm seeing a reporter last thing.
27:11I'm seeing an accident.
27:12So that what you're doing is that you are paving the way for an intervention to ensure that you're preserving
27:16the peace.
27:17Or if there's a need to detect a crime or protect a crime scene.
27:20You are doing that.
27:21Or to even treat with an accident.
27:22But it's an excellent question that you have asked because, you know, we are not naive to that fact that
27:27you have a responsibility to your family.
27:29And you may be looking at, if I intervene now, I may be running late.
27:32But remember that you also need to look at it in a very, very sensitive manner in the context where,
27:40what if you are going down the road?
27:43You get into difficulty and another police officer is waiting on his family, seeing what's happening and you looking for
27:48that intervention.
27:49What do you want him or her to do?
27:50Not to intervene to assist you because you are a victim of crime.
27:53So let us look at it in context.
27:55But an excellent question.
27:56I love it.
27:57And I really hope that all the police officers, law enforcement agencies across the board, you know, listen to that
28:02question.
28:02And my response will be, at minimum, trigger an intervention with your phone or if there's police officers within the
28:13vicinity, alert them so that they can take action.

31:23investigations ongoing persons have been arrested um you know when the issue with the municipal
31:28police matter whatever occurred i i learned that there was an audit visiting every particular
31:34police station you know to ensure that those storage areas are properly man you know properly
31:39outfitted with necessary cameras so i'm happy that you raised that point as well and i suspect
31:43even from a ttps context that that will always be at the forefront of the decision makers but again
31:48an excellent point in terms of if you see something happen you must be paying attention and you must
31:54look into the areas to ensure that there's not a repeat and if in fact the investigation comes in
31:59and see where the gaps were and just don't treat it as an investigation with evidence to charge for the
32:03offense that may have been committed but look to take other corrective actions in relation to the gaps
32:08that you are seeing and where the perpetrator may have penetrated um a particular system including
32:15looking at the human element i'm going back to the human element in these cases with me with organized
32:22crime there's always a human element whether internal or external look for those individuals
32:26and plug those gaps yeah quickly though yes um could you say is there surveillance internal surveillance
32:32within the police stations themselves because i believe they should have that because then they
32:37will be able to identify who is in the facility or logging in but i don't know if you could

45:33In this case, we have no information. We always get the part where it leads to the excitement, as people
45:40say.
45:40But how many times we have to inform the public when officers are conducting their work, right?
45:51Do not intervene. Do not. You will end up with charges. Or in this case, Jackie, could you rewind it
45:57again?
46:02They're conducting. You come out of nowhere. Why are you there?
46:06You step in. You see, look, look, look. Why are you holding the officer?
46:09And then you get a rudder weak thing. Ring the bell. Like, Mr. Ali.
46:18I just want to say some general things. And it's not directly applicable to this video, but based on your
46:23raising discussion.
46:24I want to say that the execution of official duties, once a situation requires the execution of official police duties,
46:34it's important that we allow that process to take its course.
46:39Those who may not know, anyone who impede, threaten, obstruct a police officer any execution of his duties, there's a
46:47very serious criminal offense, which is 10 years.
46:50Very, very serious matter. To put some addition on that, while we're talking criminal offense, you might just be engaging
47:00in perhaps probably the lighting conditions.
47:04If the officer apprehends any level of fear or immediate danger, remember the officers are armed with deadly force.
47:13You can just be placing yourself in a situation where you create an inherent risk on you and persons who
47:18may be around you.
47:19It matters that you should not be playing with.
47:22As we relate to the police officers, it's important as well from an operational context, that if you're engaging, take
47:27control of that particular area if you could.
47:29So that you clearly give command in terms of where those persons are authorized to be and not coming or
47:36converging into your area.
47:37So very clear command with reference to those matters.
47:40And also ensuring that you, you know, be polite in these circumstances.
47:45Because sometimes a person may be asking questions.
47:47Well, you know, what offense?
47:49You know, where are you taking the individual?
47:51And it will hurt you sometimes to say, listen, you are suspected of an offense of obscene language and resistant
47:56arrest.
47:57You will be arrested and taken to the Bester Street Police Station.
48:00And the family members, please meet us at the police station.
48:02Bring the attorneys out.
48:03So that sometimes, and I want to balance it, sometimes with the exuberance, sometimes we are not recognizing that even
48:10persons who are arrested or their family members also have a duty to know what they are being arrested for
48:15and the reasons for it.
48:15But that don't mean that you're going to create a situation where you're bordering on, as you rightly indicated, obstruction,
48:21assaulting, impeding a police officer in the execution of his duties.
48:25It's a very serious matter.
48:27I've spoken about this at length.
48:28And I will, again, advocate for, from a TTPS context, continuous training with reference to managing crime scenes, how the
48:37police officers are executing their duties.
48:39And if, in fact, force has to be used, it must be justified in every single circumstances that you are
48:45seen unfolding.
48:46And from a citizen context, please remember, very serious offense.
48:50And secondly, you can just be bordering on a situation where, as I said, the lighting conditions may be poor
48:55and the police officer apprehend immediate danger in his life or the persons with him.
49:01And you can just be open to deadly force or other force that may be available in the circumstances.
49:06So, please, do not look at the situation lightly.
49:08And as I always said, Whitney, you see, education, sometimes we do not understand the risk.
49:14And it's only when something happens, then we realize, wow.
49:17After the fact.
49:17But I'm happy that you raised that point.
49:19And there's in no way directed to this video here because we don't have the true facts of this video.
49:22But I try to adopt a balance.
49:25The law enforcement and the citizenry to ensure that the rule of law is always prevailing in these circumstances.

54:56So, if you are taking actions, having to use whatever force to effect an arrest or to, you
55:01know, to ensure that you protect your execution of your duties, it must follow through with
55:05proceedings.
55:06Whether it be an arrest, an interview, pays before the court.
55:08But it cannot be a situation where you are using your hands and you are assaulting persons.
55:12But when you look at the facts, when you look at the writing subsequently, the actions taken,
55:17you cannot justify why you inflicted an assault on someone.
55:22On someone that constitutes an assault.
55:24Very significant.

55:25So, once you are using force to, as I said, to arrest whatever is taking place, it must be
55:31justified.
55:31And justification comes with writing process post the event.
