03:10Whitney, I'm wondering whether the passion and drive this afternoon, whether that happiness and that delight,
03:19whether it's indicative of the presence of Zaheer Ali or whether it's the presence of a victory.
03:25Oh, no, no, no. It's the presence of Mr. Ali, for sure.
03:28Because I'm always happy to learn more.
03:30Every time you come on the show on a Wednesday, we learn something.
03:33And it also protects us when it comes to the laws of Trinidad and Tobago.
03:37And you guide us as best as you can.

03:41And, you know, as I always say, you know, I'm always humbled by your comments.
03:46And I know those comments are from deep within, you know.
03:49Most definitely.
03:50Very inspiring as well.
03:52But, Whitney, I must indicate, you know, at the outset, I know that as we speak and prepare for Beyond
03:57the Tame this afternoon,
03:58I know that not only in Trinidad and Tobago, but across the world, we continue to be very caught up,
04:05if I should say, with World Cup football.
04:08Of course. Yes.
04:09And, you know, I want to signal immediately to, you know, our citizenry of Trinidad and Tobago that I know
04:14as we speak,
04:15there may be many entertainment areas, many areas of recreation that persons are probably still assembled after the game with
04:23Argentina and England, World Cup semi-final.
04:25And I want to ask you all this afternoon to enjoy the moment, but also be cognizant that you may
04:30have to leave to go home.
04:32And you're leaving to go home may not be walking distance, but you may have to drive.
04:36So, please, let us exercise good judgment, let us be responsible, and let us be able to give ourselves the
04:44opportunity to lift the city final on Sunday and the third place playoff on Saturday.
04:48So, I just want to say that to you because I, you know, I now left an area and I'm
04:51seeing the excitement and the enjoyment and the happiness and, you know.
04:55And it's really warm to see how sport, you know.

05:24It's always a pleasure to be here.
05:26Yes.
05:26You know, Whitney, I was very humble on Monday when I had the opportunity to interact with several persons.
05:35And, you know, while I may have, you know, considered it, it manifested itself where on this particular program, it
05:46really signal that it's an educational program as well.
05:52A group of persons came up to me and told me that they pull up pen and paper when we're
05:56on set to be able to take advice or where there's areas for learning.
06:02And they take notes and then they go on disseminating their various professional life.
06:07And that was very humbling because, you know, to demonstrate how important this platform is.
06:11And I want to urge you on every person who's standing on this platform every evening to continue to recognize
06:17how important your role and responsibility is or are as we engage the citizens of Trinidad and Tobago.
06:24And, you know, sometimes you don't even know, sometimes you share a very important piece of information or advice.
06:28And that can go to places to either change our circumstance, reform our position, and that's important for us.
06:34So I was humbled by that to know that persons ought to treat this as an educational engagement, and especially
06:38if I can speak for Legally Speaking.
06:40That is always my objective, to at least, and you said it a while ago, to at least share something
06:44that will be worthwhile, that will be valuable to the people of Trinidad and Tobago.
06:48So it's a pleasure to be here, and let's see how we go forward.
06:50So let's move forward.
06:51So congrats to you as well.

06:53Yeah, certainly, because they also told me.
06:56And, you know, that's, you know, sometime Whitney, not literally, but punch you in places that bring out very solid
07:03advice.
07:03I want to thank you very much for the way that, you know, you engage me to bring very important
07:07information for members of the public.
07:09Yes.
07:09So speaking of very important information, we are going to start things off where the TTBS continues to work extremely
07:15hard.
07:15Yes.
07:16Mr. Ali, and we're seeing here were two arrests following robbery with aggravation investigation.
07:20This is from the TTBS media release.
07:23Now, officers of the Trinidad and Tobago Police Service have arrested two male suspects in connection with the investigation into
07:29reported robbery with aggravation and false imprisonment
07:32at a business establishment in the early hours of Tuesday, 14th, July, 2026.
07:38At approximately 3.40 a.m., three security officers on duty at a concrete plant in the Clearwaters District reported
07:47that they were confronted by masked men,
07:50one of whom was armed with a pair to be a firearm.
07:53The security officers were forced into security booth while the suspects stole approximately 20 feet of black cable before fleeing
08:02the scene.
08:03Acting on intelligence, officers conducted coordinated inquiries with the assistance of Highway Patrol Unit 20 and the Port of Spain
08:11Operations Center.
08:12During the investigation, one vehicle believed to be linked to the incident was intercepted while a second vehicle fled the
08:20area.
08:21Subsequent inquiries led officers to locate the second vehicle in the Sealots area.
08:26A quantity of black cable along with bolt cutters and other cutting implements was recovered from the vehicle.
08:34Two male suspects subsequently occupied, or I should say accompanied, officers to the Besson Street Police Station.
08:40Where inquiries continued, both men were later arrested on inquiries of the offenses of robbery with aggravation and false imprisonment.
08:49The recovered vehicle and exhibits have been secured by forensic examination by the Crime Scene Investigations Unit.
08:57Ms. Ali?
08:58Well, congratulations and you welcome the Trinidad and the vehicle police service and all the other units.
09:02You know, for a moment, Whitney, and I want to link it to the football game this afternoon.
09:06You know, when you have the forwards, the midfield, and the defenders, what I saw here, in terms of how
09:12you read the report, or the release from the Trinidad and Tobago police service,
09:16you saw many different agencies playing a role that led to a successful outcome.
09:22And, you know, there's an acronym for team, to get everyone to achieve more.
09:26And I saw that reflected in the report.
09:28And similarly, with the game of football, when you look at what happened today with that 2-1 win with
09:34Argentina and England.
09:35Never give up, eh?
09:36And I identify the number 10 from Argentina, Messi.
09:42Messi.
09:42You know.
09:43The favorite.
09:43Yeah, you know, the way that he, you know, those set play.
09:46And, you know, you're seeing that camaraderie and that teamwork.
09:49You know, I think when he was reading, I actually seen teamwork manifest.
09:52Well, I mean, the coach did what they had to do, eh?
09:54They moved him from the middle and they placed him on the wing to set up because they know that
09:58the defenders will be surrounded.
10:00And which they're still dead on the wing, but they left the man open in the center, which caused the
10:04opportunities that were given.
10:06Hence, the reason why they moved into the finals.
10:07Well, you are very inspiring with me.
10:09I thought for a moment that you would not have been able to participate in the discussion I'm leading, but
10:13I see that you are the forefront.
10:14I used to play.
10:15My background, my family is a part of football in Atlanta.

10:19Yeah, yeah, yeah, yeah, so I must know something I would forget.
10:22Well, you definitely surprised me this afternoon.
10:24All right.
10:25Now, we have some more information here according to the Trinidad Express.
10:28Gun attack in Diego Martin takes murder to 204.
10:32Now, a 25-year-old man was shot dead while two others were injured after gunmen opened fire on a
10:38group liming outside at home in Diego Martin on Tuesday night.
10:42Now, police said Kadeem Mason of Diego Martin was liming with Anthony...
10:49Anthony at 20 and Jeremiah also 23 shortly after 8 p.m. when a white Nissan 80 wagon pulled up
10:58nearby.
10:59Two armed men exited the vehicle and opened fire on the trio.
11:03Mason was shot in the head and abdomen.
11:06He attempted to run but collapsed a short distance away.
11:10Now, the gentleman was shot in his leg while Frederick sustained a grazed wound to his left foot.
11:16Both men fled as the shooting began but returned after the gunman left and found Mason lying on the roadway.
11:24They placed him in a vehicle and rushed him to the St. James Medical Facility where he was pronounced dead
11:30on arrival.
11:31Now, Frederick's was treated for their injuries.
11:34Police are continuing investigations into the killing.
11:37The country's murder toll stands now at 204 up to Tuesday night.
11:43Well, on the reverse, we see now some, I should say, challenges that relates to deadly shootings and matters that
11:52are troubling public safety and security.
11:54And, you know, someone made mention of these statistics in terms of, I think we crossed 200 outliers.
12:00200 outliers, yeah.
12:02So that is, you know, continue to be a significant area for TTPS and law enforcement in totality.
12:09And it's important for us to continue to, you know, apply ourselves with reference to that particular area.
12:13And, again, you know, we utilize every single angle that we could legally to be able to deal with the
12:20upsurge and murders, organized crime and other serious crimes.
12:25Because, you know, when you look at this particular matter and you investigate it, when you look at the intelligence
12:30surrounding it, very troubling.
12:33Like the others in terms of when you're looking at public safety and security.
12:36So, again, I urge law enforcement agencies to continue to exercise due diligence.
12:41And for the citizenry, if they're intelligent that you may be in possession of, you know, please provide it to
12:46law enforcement so that, you know, we can make progress with these investigations, make detection, arrest, prosecute, and hopefully successfully
12:53convict persons who are involved with these crimes.
12:55But very troubling.
12:57And, similarly, the area of home invasion as well.
12:59You know, that continues to be an issue.
13:01Try to figure that out.
13:02Yeah, for the citizens of Trinidad and Tobago.
13:04So, again, let us continue to all to recognize the important responsibility that we have.
13:08You know, every single individual has a responsibility.
13:12You know, identify that responsibility and, you know, ask yourself whether, in fact, you are playing your role and playing
13:19your role in the best that you can.
13:20I am certain many of us, if we sit and do an introspection, we are seeing things happening.
13:26Perhaps it may not even be the commission of a crime, but there may be things that perhaps at a
13:31later date can lead to the commission of a crime.
13:33And we need to not treat it lightly.
13:36And given this point, and if you are in a community and you are seeing someone who do not belong
13:41to the community, then we need to be able to be exercising due diligence to ascertain, is it that person
13:47is legitimately in that community?
13:50Is it that person has migrated to that community to avoid arrest and detention in another place?
13:55These are things that we need to look at.
13:56Because if you leave that person, you don't know whether that person may probably was brought into the community to
14:01perpetuate a crime or take an opportunity.
14:04So, I use that where a person in the community, at the first instance, may not connotate crime.
14:11But if you look into it deeply, you may well see that someone is deviating, probably, an arrest by a
14:16warrant or someone may be harboring someone who was involved in a crime somewhere else.
14:19So, I'm using that as the example that, whatever it may be, don't wait for the commission of a crime,
14:24but circumstances that may be suspicious, you need to ensure that you are taking the necessary steps.
14:29Alert law enforcement, a person that you trust to be able to look into those matters, but do not take
14:34it lightly.
14:35All right. Now, it's time for us to take a look at our SOE update as of July 15, 2026.
14:43Number of operations, 9,592.
14:46Number of targets prior to offenders, 2,603.
14:50Searches conducted, 3,724.
14:54Traffic operations, 5,920.
14:57Total persons arrested, 4,270.
15:01Total persons charged, 1,046.
15:09Firearms recovered, we're seeing no increase there at a total of 227.
15:16Ammunition recovered, we're seeing an increase with the 9mm, giving us a total of 4,185.
15:21And dangerous drug sales, we're seeing an increase with cannabis and grams of cocaine.
15:26Mr. Ali.
15:29As usual, you know, I want to salute the citizenry of Trinidad and Tobago.
15:33The citizenry of Trinidad and Tobago, they are buried within that statistics.
15:39And buried within that statistics, you know, I just want to clarify exactly what I mean.
15:45That 2,084 rounds of 90-meter ammunition, intelligence information may have been provided by members of the citizenry to
15:53be able to seize ammunition.
15:55So I want to say to you all that those who provided, those who contributed, I salute you.
16:00And those who have not done so yet, but are aware that we can increase the figures, reference ammunition, firearms,
16:06dangerous drugs,
16:07please play your role, like I just said before, and to the law enforcement agencies to go and retrieve it,
16:13take it up the streets.
16:14Of course, we salute you as well.
16:15We know that these are very high-risk situations.
16:17And I always put, you know, another position in place to ensure that we don't only find the ammunition, find
16:26the weapons,
16:26but we pursue diligent investigations, using all angles to be able to identify the persons who may be, and I
16:34always use these two words,
16:36actual or constructively in possession of the ammunition.
16:39And I just want to make this point here for both who may be listening.
16:43Whitney, you can be searched and the firearm is found on your person, actual possession.
16:49Yes, on me.
16:50But most of the times, the fine that we are seeing here may not be found on the person,
16:57but is in a place where the person or persons in that vicinity or criminal gangs may have control over
17:04those areas.
17:05So it's important for us to do the investigation to connect the individual or individuals to the firearm, to the
17:12ammunition.
17:13And law enforcement are well positioned to know how to connect that or what steps to take to be able
17:17to connect that.
17:18And I'm not going to say it here for the purposes of sensitivity,
17:22but this is what I'm asking, that we don't only find it and be satisfied by finding it.
17:27Because the individual who may be constructively in possession of it,
17:31porous borders and other means, can also procure another one or other ammunition.
17:37But if we are finding them, arresting them, charging them and convicting them,
17:41then we are putting ourselves in a better position.
17:43So please continue to pursue the fine to be able to arrest and charge person.
17:47And I just wanted to make that point this afternoon.

24:54we had in 2011, a particular lawyer was saying there was no legal grounds for proclaiming SRE
25:02in 2011.
25:02So my question concerning that is, are there supposed to be lawful grounds when proclaiming
25:09an SRE?
25:10And he also says that an SRE cannot be utilized as a crime-fighting tool.
25:16So then another thing, the second point is, when persons are wrongfully arrested and they're
25:22supposed to be compensated, does the person who wrongfully arrests them play any part in
25:29their compensation?
25:31I don't know.
25:33And the third thing is, what, if anything, is being done to certain prisoners in the prison?
25:42For instance, if they have a medical problem or a psychiatric problem, you know, they compromise,
25:48is there something special being done for them?
25:50Or they just, like, except for everybody and anything can happen.
25:54I just want to be safe, all of you.

26:09You know, I'll simply say that when the state is exercising any power, those powers are not
26:20without, you know, redress, if I should say that, if there's a need for redress.
26:26And, you know, I don't want to get too legalistic, but when you're looking at from a public law
26:29context, you're looking at things like if there's, you know, a situation where you may
26:36not have observed natural justice principles or due process, you know, in its overall context,
26:43there may be an issue, an error of law.
26:46There may be an irrational decision.
26:49And, you know, there may be issues of legitimate expectation.
26:53So there are many areas that one can pursue when we're speaking about public law and the
26:58application of public law.
26:59So to answer your question, once the state exercised our power, and that is checked properly,
27:04you'll want to ensure that that power is exercised properly.
27:07So not because you have the power, you can just exercise the power anyhow you want.
27:10It must be exercised with fairness, due process, natural justice principles, and the things
27:15I've spoken about.
27:16And, you know, I want to say that based on the public record, very soon the Privy Council
27:20is going to hand on a judgment with reference to how state of emergencies are to be applied.
27:27And that is stemming from the 2011 declaration where it made its way all the way to the Privy
27:31Council so that we perhaps may get some direction, we may get some academic position, it might
27:37enhance our legal framework, it may perhaps, who knows, maybe call for reform in terms of looking
27:42at emergency powers regulation, and the powers that are enshrined in the Constitution to
27:46deal with the situation of emergency.
27:48So I look forward to that judgment as well.
27:51But like in anything else, we must understand that we are still governed by the rule of law,
27:54and until it's changed through the formal processes that are available to us, we have to observe
28:00the rule of law.
28:00And I ask all citizens of Trinidad and Tobago to understand that we have taken that responsibility
28:06that we observe, we have held on to that Constitution, and it's important for us to be guided by
28:11the Constitution and every rule that stems from the Constitution, whether it be a statute,
28:17subsidiary law, in some cases a common law, and, you know, other areas that we may be governed
28:22by in terms of where the rule is concerned.

31:00resulting in the arrest of four persons for robbery and larceny-related offenses,
31:05the detention of four individuals in connection with a firearms investigation
31:11and recovery of two stolen cellular phones.
31:15Now, the officers later proceeded to Sugrim Trace, Orange Valley,
31:20in relations to a report of a stolen cellular phone
31:23where a 25-year-old man was arrested.
31:26During the exercise, officers also recovered two cellular phones
31:29that had been reported stolen.
31:31In a separate intelligence-driven operation conducted between 5 a.m. and 11 a.m.
31:37on Sunday, 12 July 2026,
31:39officers attached to the Porto, Spain, CID area west
31:43targeted individuals believed to be involved in a series of larceny offenses,
31:48including the theft of air conditioning units
31:50and break-ins of motor vehicles.
31:52The operation followed investigations into several reports,
31:56including a recent incident involving a vehicle in St. Clair.
32:00As a result of coordinated inquiries and intelligence gathering,
32:04two persons were arrested for larceny-related offenses.
32:08Meanwhile, at approximately 11 or 12.35 a.m., that is,
32:12on Tuesday, 14 July 2026,
32:16officers of the Tobago Division acted on intelligence
32:19regarding armed individuals in the Signal Hill District
32:22conducted coordinated patrols with members of the Trinidad and Tobago Defense Force.
32:27During the operation,
32:29Defense Force personnel intercepted a vehicle occupied by four male individuals
32:33who were reportedly in possession of firearms.
32:36Police officers responded to the scene where the occupants had already been secured.
32:41Crime scene investigators processed the scene
32:44while officers attached to the Criminal Investigations Department
32:47assisted with the investigations.
32:49Two high-powered rifles were found in the vehicle.
32:54So, Mr. Ali, the front areas throughout Trinidad and Tobago.

39:14And in the hospital, you have law enforcement being placed at the hospital to be able to ensure that there
39:21is no person having or given any opportunity to escape.
39:25So, these matters where persons escape, in my respect with you, I like to identify that it should be properly
39:30investigated to determine whether, in fact, proper measures were put in place with reference to the persons who escape.
39:37Now, there could be very significant matters, situations, whether it was foreseeable or not, that will come out in the
39:44investigation.
39:45But it's important that once you are moving, and especially persons who are high risk, it's important to ensure that
39:50there are proper measures in place, to ensure that they're getting the necessary medical intervention,
39:54but at the same time, they don't escape and, you know, deny the ends of justice.
39:59So, law enforcement must be cognizant of the risk involved with those individuals.
40:04And perhaps, I may say that, is it that the time has come for particular areas in these hospitals to
40:10be designed, especially where you have a country that is experiencing challenges with crime and criminality,
40:15and if, in fact, persons need to seek medical intervention and have to go to a particular medical institution, public
40:20hospital,
40:21it's the unauthorized place, a place that is secure, so that they can be dealt with, but you also limit
40:27or minimize escape because of where it's situated.
40:30So, it's something that we need to think about, like in anything else, from a policy context, from an operational
40:34context,
40:35but you have read a very significant matter, but the key is understand the risk that you are dealing with
40:41and ensure that you measure the risk and respond to the risk properly to avoid circumstances where persons escape.
