03:46we have something really special because we will be highlighting the journey of the Commissioner of Police,
03:51Alistair Guevara,
03:52when he started on June 17th,
03:55and that was of last year,
03:572025.

03:59continue to give you more information on that and see where he's at.

04:25Assistant Commissioners,
04:26and First and Second Division Officers of the
04:28ST and Tobago Police Service.
04:30As usual,
04:31it's a pleasure to be here.
04:33It's whether we are experiencing some sort of weather.
04:36I saw a gentleman overtaken this evening.
04:41While suddenly we're here on the shoulder,
04:43driving a white B-15 PBS,
04:47Papa Bravo Sierra.
04:48He's overtaken on the shoulder for no apparent reason.
04:51He didn't flash the uniform?
04:53Well,
04:54from where I was,
04:54I wasn't here,
04:55but I was in my private vehicle as well.
04:57So,
04:57you know,
04:57I really couldn't think,
04:59but eventually I slowed down next to him.
05:02And I don't know if he was able to realize who it was next to him.
05:08His patterns changed.
05:09Immediately.
05:10And he just slowed straight down.
05:12Now,
05:12speaking of men,
05:13this is a month that will be celebrating the mental health awareness for men.
05:20All right.
05:20And this is something major.
05:22Yes,
05:23Ms. Husbands.
05:23And I have a few tips for the men as well.
05:26You know,
05:28in society,
05:28we are taught that,
05:29you know,
05:30we should be strong and we should not show emotions.
05:32But we are asking,
05:34we are telling persons that we as men,
05:35we do carry burdens as well.
05:38We feel like we are constantly under the pressure because we are the ones who are
05:41quote unquote,
05:42the providers.
05:43And,
05:44you know,
05:45you hear how so many men have been falling by the wayside and how many of us
05:48have been neglecting our roles.
05:50So I'm asking the family and friends,
05:52the loved ones,
05:52the relatives to really support the men that are out there.
05:56Look for signs.
05:58Lack of sleep,
06:00sleeping too much,
06:01changing eating habits,
06:02changing moods,
06:04changing the way that they do things.
06:07Anxiety,
06:08irritability,
06:11uncalled for anger.
06:13You know,
06:13all these are signs,
06:14stomach problems,
06:16persons giving away items,
06:18persons saying that they did it,
06:19continuously complain about the pressures of life.
06:22You know,
06:23there's sometimes the person behaves as if nothing ever bothers them.
06:27And that person is really crying out for help on the inside.
06:30So we encourage persons,
06:32especially the men out there,
06:34to really find somebody that they could speak to,
06:37a loved one,
06:38a trusted friend,
06:39a social worker.
06:40And there are a lot of social work programs or access to social workers where it's a minimal cost or
06:46even free through the correct systems.
06:49We have to understand as men,
06:53we need to have that happy place,
06:55that hobby,
06:56whether it's fishing,
06:57whether it's a sporting activity,
06:58whether it's golf,
06:59whether it's watching TV,
07:01you must have that happy place that is you.
07:03And one of the things I want to make sure I highlight in this first segment as well,
07:07I want to advise the men out there,
07:10please do not turn to substances to self-medicate or to help to diminish your depression.
07:19Because it only makes it worse.
07:21The alcohol is a depressant.
07:25And sadly,
07:25we have somewhat of a drinking culture in the TTPS.
07:30The use of the marijuana to help,
07:33that also has its effect as well.
07:37And even the stronger drugs.
07:40I don't even want to mention stronger drugs,
07:42because I hope it never has to reach to that.
07:44But what is important is that persons be observant
07:46and look for signs and change in the person's behavior,
07:49attitude, demeanor,
07:50and the way that they do things.
07:52So men,
07:52we love you.
07:54And we need to really look out for each other.
07:57Yes,
07:57we continue to show awareness to all the men out there in Trinidad and Tobago

08:19So let's take a look.

09:07Before a distinguished gathering at the Police Academy, Commissioner of Police Alistair Guevaro formally assumed command of the Trinidad and
09:17Tobago Police Service.
09:18It was a moment of pride, a moment of transition, a moment of responsibility.
09:24Yet, beyond the ceremony stood a nation confronting serious security challenges.
09:31Crime remained a major concern.
09:33Communities wanted safer neighborhoods.
09:35And the responsibility for leading the Trinidad and Tobago Police Service rested squarely on his shoulders.
09:42For Commissioner Guevaro, there would be no honeymoon period.
09:46The mission was clear.
09:48Lead boldly.
09:50Act decisively.
09:51Serve faithfully.
09:53And make every place in Trinidad and Tobago safe.
09:56This is the story of his first year, a year of leadership, a year of action, a year of transformation.
10:04When Commissioner Alistair Guevaro assumed office on June 17, 2025, he inherited a police service operating within a complex and
10:15demanding security environment.
10:17Citizens expected results.
10:19And the responsibility for leading the organization rested squarely on his shoulders.
10:25From the very outset, Commissioner Guevaro understood that addressing these challenges would require more than enforcement alone.
10:33It would require vision, strategy, and transformation.
10:38The Commissioner has consistently demonstrated a collaborative leadership approach, emphasizing teamwork, shared accountability, and collective decision-making.
10:48He works closely with three deputy commissioners and the wider executive leadership team to drive strategic initiatives, enhance organizational performance,
10:58and achieve the TTPS operational objectives.
11:02This inclusive leadership style has fostered greater coordination, strengthened executive cohesion, and ensured a unified approach to addressing the services,
11:13priorities, and challenges.
11:15Within weeks of assuming office, he began engaging his executive team, reviewing operational priorities, assessing existing crime-fighting strategies, and
11:26identifying opportunities to strengthen the effectiveness of the police service.
11:32Then, on July 18, 2025, one month into his tenure, a state of emergency was declared.
11:40The declaration provided additional powers to assist law enforcement in addressing serious criminal threats and restoring public order.
11:48But Commissioner Guevaro recognized that while the state of emergency could create opportunities to suppress criminal activity, it could not
11:56by itself provide a lasting solution.
11:58The strategy, therefore, remained focused on two parallel objectives.
12:03First, to maximize the effectiveness of operations conducted under the state of emergency, and second, to strengthen the long-term
12:12capabilities of the Trinidad and Tobago Police Service.
12:15The state of emergency was never viewed as the destination.
12:19It was viewed as an opportunity, an opportunity to create stability, an opportunity to strengthen the organization, and an opportunity
12:29to position the TTPS for sustainable success beyond the emergency period.
12:35While many viewed the state of emergency as the story, Commissioner Guevaro viewed it as the starting point.
12:43Commissioner Guevaro's vision for the Trinidad and Tobago Police Service was never confined to a single initiative, nor was it
12:51dependent on a single operational tool.
12:54It was built upon a comprehensive strategy designed to strengthen every aspect of the organization.
13:00The strategy was built upon several key priorities, strengthening leadership, building organizational capacity, enhancing operational effectiveness, expanding strategic partnerships, embracing
13:14innovation, and restoring public confidence in policing.
13:19Every initiative, every program, every investment, and every operational deployment would contribute to a broader objective.
13:28Creating a police service capable of meeting today's challenges while preparing for tomorrow's demands.
13:35With the vision established, Commissioner Guevaro set about leading the organization from the front.
13:42For Commissioner Guevaro, leadership is not exercised from behind a desk.
13:47It is demonstrated through presence.
13:49Throughout his first year, he maintained a visible presence across Trinidad and Tobago,
13:55accompanying officers and operations, inspecting facilities, visiting police divisions, meeting communities, listening to concerns, and supporting the men and women
14:07who serve on the front lines every day.
14:09His leadership style has been defined by visibility, accountability, and engagement.
14:15By standing shoulder to shoulder with officers, he reinforced a culture of professionalism, discipline, and operational excellence throughout the organization.
14:26Commissioner Guevaro sees policing not as the exclusive domain of the police service, but as a shared responsibility demanding collective
14:35action.
14:36Throughout the year, he actively engaged business leaders, community organizations, diplomatic representatives, faith-based groups, youth organizations, and government agencies.
14:49These engagements strengthened collaboration, enhanced information sharing, and fostered greater public trust.
14:56Sustainable public safety cannot be achieved by the police alone, but through partnerships built on trust, respect, and cooperation.
15:08Leadership, action, and transformation, of course, some of the words from your leader of the TTPS ASP.
15:16Well, you know, he exhibits the professionalism, the respect, integrity, dignity, excellence, which are the key words of the commissioner
15:25and Tobago police service.
15:27I mean, the commissioner has indeed been present.
15:32Anybody who says that my commissioner has not been present, they are not telling the truth.
15:38And I say that without fear, or any sort of contradiction.
15:43He has been present, he is, I'm almost certain he's going to be in the labor day function tomorrow.
15:51Tomorrow, yes.
15:51And look at the weather.
15:53You think the commissioner wouldn't like to lie down home and sleep late for one day?
15:58He doesn't have that luxury.
16:00Yes.
16:00And I commend him because sometimes I don't know how he does it.
16:05And sometimes when I hear a person saying, you know, Russell, you might make a good, I wonder about the
16:11quality of life.
16:12I really, really do, but my commissioner has been doing well.
16:15Yeah.
16:15Well, we have more to showcase here this evening, of course, as he is celebrating his one-year anniversary as
16:22commissioner of police.
16:24And, of course, we continue with that journey.

20:20Now, ASP, we continue the acknowledgement and the journey.
20:24That is Alistair Guevara, the Commissioner of Trinidad and Tobago Police Service.
20:29And we see we're in that short space of time, how many things he has already been involved in and
20:35initiated.
20:35And we continue that journey and the presentation this evening.
20:39So let's continue to see what is next and what is happening with our Commissioner.
20:45On the 29th of May, 2026, the TTPS launched the Diplomatic Security Unit,
20:51a specialized unit dedicated to safeguarding embassies, diplomats, and international missions in Trinidad and Tobago.
20:58The unit enhanced security through dedicated patrols, security assessments, stakeholder coordination,
21:06and the management of protest activities around diplomatic facilities.
21:10The initiative reinforces Trinidad and Tobago's obligations under the Vienna Convention,
21:17strengthens protection for the diplomatic community,
21:19and supports the country's position as the diplomatic hub of the Caribbean.
21:24The launch also introduced diplomatic license plates to improve the identification of official diplomatic vehicles.
21:34Recognizing that the people are the organization's greatest assets,
21:39Commissioner Guevara placed significant emphasis on recruitment, training, and leadership development.
21:45During the reporting period, 284 new officers successfully graduated from the police academy
21:53and joined the ranks of the TTPS, an additional 234 recruits continuing their training.
22:00These investments are about more than numbers.
22:04They are about building the next generation of professional, capable, and accountable officers.
22:10During his first year in office, Commissioner Guevara presided over the promotion
22:15of several officers across the Trinidad and Tobago Police Service.
22:19These promotions included eight senior superintendents, 11 superintendents, one assistant superintendent,
22:27four inspectors, three sergeants, two corporals, one bandsman three, and two bandsmen two.
22:35These promotions reflect the Commissioner's commitment to recognizing merit, strengthening leadership capacity,
22:42and enhancing operational effectiveness throughout the service.
22:47Commissioner Guevara's vision extended beyond personnel.
22:51It included strengthening the infrastructure that supports effective policing.
22:56One significant milestone was the upgrading of the St. Mary's Police Post
23:01to a fully operational police station on December 24, 2025.
23:06The development enhanced accessibility, improved police visibility, and strengthened the service delivery.
23:13Because safer communities require a stronger police service.
23:18And a stronger police service requires continuous investment.
23:24Commissioner Guevara has placed significant emphasis on strengthening the capability
23:29and professionalism of the TDPS by ensuring officers are equipped
23:34with the skills, knowledge, and tools required to effectively respond
23:39to increasingly dynamic and evolving crime environments.
23:45Between 18 June 2025 and 30 May 2026,
23:50the TDPS Police Academy trained 3,326 participants, comprising 2,312 local officers
23:59and 1,004 regional officers.
24:03In critical areas, including homicide and serious crime investigations,
24:08324 persons were trained.
24:11Officers were also trained in cybercrime and digital evidence management,
24:16intelligence and anti-gang operations and leadership and supervisory development.
24:23Completing this effort, 76 officers participated in regional and international training programs
24:29across the Americas, Europe, Africa, and the Caribbean
24:34with specialized instruction in criminal investigations, intelligence gathering,
24:40narcotics enforcement, financial crime investigations,
24:43operations, digital forensics, firearm trafficking, and leadership development.
24:50Further advancing the service's investigative capabilities,
24:55the Commissioner approved a strategic partnership
24:57with the Forensic Sudified Public Accountant Society,
25:02through which 10 officers were enrolled in the Forensic CPA Academy.
25:08The officers have already commenced training in fraud examination
25:12and forensic interviewing and interrogation,
25:15forming the Foundation for Advanced Studies in Forensic Accounting and Financial Investigations.
25:21These initiatives reflect the Commissioner's commitment
25:24to building a modern, intelligence-led police service capable of addressing emerging criminal threats
25:31through continuous professional development, specialized training,
25:35and the adoption of contemporary investigative techniques.
25:40Commissioner Guevara has remained committed to recognizing and rewarding excellence through service.
25:47During the reporting period, a total of 525 officers received commendations from various ranks
25:55in recognition of outstanding performance, dedication to duty, exemplary service, and significant contributions to public safety.
26:04These commendations reflect the Commissioner's belief that exceptional work should be acknowledged and celebrated,
26:11while reinforcing the culture of professionalism, accountability, and operational excellence across the organization,
26:19By recognizing officers who consistently go above and beyond the call of duty,
26:25the TTPS continues to motivate its workforce, strengthen morale,
26:30and promote the high standards expected of a modern and professional police service.
26:35As part of the TTPS commitment to intelligence-led policing,
26:4017 specially trained officers assigned to the Trinidad and Tobago Forensic Science Center continued to provide
26:48critical ballistic and firearm examination services in support of homicide and serious crime investigations.
26:56Between June 2025 and May 2026, the team completed 906 forensic examinations,
27:04including 121 urgent matters required for court proceedings.
27:11Their scientific analysis played a role in solving major crimes, linking suspects and firearms to offenses,
27:19supporting charge recommendations, and strengthening cases before the courts.
27:24The team also enhanced investigative intelligence through the Integrated Ballistics Information System,
27:32processing 709 submissions and identifying 54 confirmed ballistic matches,
27:39helping investigators connect firearms to multiple criminal incidents.
27:45Through the use of forensic science and advanced technology,
27:48these officers have significantly strengthened investigative outcomes, improved case clearance rates,
27:55and supported the commissioner's vision of a modern, professional, and intelligence-led police service.

28:08Ms. Housewantz, I don't know if the motorists in Trinidad and Tobago, as well as the civilians recognize,
28:14that they are seeing quite a few vehicles with the yellow number plates.
28:17Yes, I've witnessed them almost every day.
28:19Those are the diplomatic plates, where the commissioner, he was responsible for, we're talking about the launch of the Diplomatic
28:28Security Unit,
28:29the Active Directive Great Patrol system, which we recently launched, not only in Trinidad,
28:35but we also launched in Tobago a few weeks back.
28:38We're talking about the school-oriented policing initiative.
28:41We're looking at how the commissioner used this initiative and stepped in when the maxi drivers went on strike.
28:49Recently, and we provided persons with transportation free, free of charge, to their various destinations.
28:57So the commissioner has been doing well, of course.
29:01We have had some rough times, you know.
29:04Recently, he was trending, you know, not in the best taste for everybody, but, you know,
29:11things continue to evolve and unfold, and we see that the process is taking place, and things happen, and, you
29:16know,
29:16also, the commissioner is somebody who can't be trusted, he's available, he's open, you know,
29:22he's understanding, he's compassionate, you know.
29:27So we continue, and one thing I want to say is that he has the support of the men and
29:32women under his command.

32:51Only a year in ASP and we are seeing where the Commission is trying its utmost best to make Trinidad
32:57and Tobago a safer place with many initiatives that we continue to see rolling out. And speaking of that, we
33:04have more. So let's take a look.
33:06While organizational transformation continued, operational effectiveness remained a central priority.
33:13Building on the success of the TTPS in the first six months of 2025, by year's end, the nation witnessed
33:22a continued decrease in the murder toll as the figure dropped from an all-time high of 626 in 2024
33:30to 369 at the end of 2025.
33:34The Homicide Bureau also solved 91 murders during that period. These achievements reflect the dedication and professionalism of officers across
33:45the division. However, there is still much more work to be done.
33:49Commissioner Guevara's commitment to accountability, operational excellence and intelligence-led policing has delivered measurable results across several critical areas of

35:44security at one of the nation's most critical transportation hubs through enhanced visibility, intelligence gathering, proactive patrol, traffic management and
35:55rapid response capabilities.
35:56The initiative reflects the Commissioner's broader strategy of intelligence-led policing, strategic resource deployment and the protection of critical national

39:22is non-negotiable. The Commissioner Guevara's leadership, the TGPS Police Museum continued
39:29its transformation into a dynamic center for heritage preservation, public education, and community
39:37engagement. More than a repository of historical artifacts, the museum serves as a strategic tool
39:44for strengthening public trust, promoting crime prevention through education, preserving institutional
39:51memory, and fostering pride within the service. During the period, the museum expanded its reach
39:58through innovative exhibitions, educational programs, digital storytelling initiatives, and
40:05community partnerships, attracting significant public interest, including more than 700 visitors
40:12to its flagship 1990 coup experience exhibition. The museum also advanced its modernization efforts
40:20through digital preservation projects, regional partnerships, and a successful 1 million public
40:27sector investment program allocation, reinforcing its role in building public confidence, showcasing
40:34the evolution of policing, and supporting the Commissioner's vision of a modern, professional,
40:39and community-focused police service.
