03:11good evening trinidad and tobago and welcome to beyond the tape of course those of you who are
03:15locked on internationally as well we welcome you and especially those in grenada our brothers and
03:20sisters today's friday the end of yet another work week and guess what we'll be entering yet another
03:27long weekend because we will be celebrating the spiritual shelter baptist liberation day so as we
03:34know that is on on the 30th of march which is on monday coming so whatever you do this long
03:39weekend just
03:39make sure that you are safe now areas like princess stone tobago belmont san fernando these are some of the
03:49areas where we saw persons losing their lives and with that we are seeing the ttps they are not
03:56backing down they continue to talk about when it comes to crime and today to guide us through it as
04:02usual our co-host we have asp russell here with us good evening to you sir and how are you
04:06good evening
04:07miss husband sir good evening and tobago and to all our international viewers and we have our commissioner of
04:13police deputy commissioner of police assistant commissioner of police first and second division
04:19officers of the trying to be good police service you'd recognize i'm smiling where's the esteem
04:25you have to bring the esteem well usually we'll pause and then i will say the esteem so i'll pause
04:30and you put what the esteem trying to be right yes i am i am with a lot of smiles
04:37today you know and
04:41being in media is a hell of a thing yes you know and i i i thanked i i i
04:46understood and i would have
04:47listened and read a lot of the comments i trended um yesterday and day before and i thank the public
04:53for their kind and their unkind comments welcome to my world but it would not deter me
04:59all the train and to do the police service from doing what we have to do yes it would not
05:04deter us
05:04from bringing the facts or the statistics to you despite how you may feel about it it is our job
05:12and
05:12our responsibility to apprise the public of what is going on whether these statistics are good
05:18or the statistics are bad and i want to let the public know that when we compile our statistics it's
05:24from the
05:24crime and analysis problem branch rights kappa that is what determines how we deploy or redeploy
05:32our resources looking at the analyze how we analyze the crime correct really spatial and temporal
05:41issues surrounding it so where would happen and the times it happened and that is what determined how
05:47we deploy our resources now asp i am still baffled why you have to do this and i'm not understanding
05:53why
05:53the public is not believing the information that is being placed before them for transparency obviously
06:02and you must compare data oh definitely and i stand before you and i can't say no that even as
06:08we speak
06:09the murders by year for this year as compared to last year ls by double digits and the murders by
06:19month
06:20this year compared to last year is down by double digits and i want persons to understand that effective
06:29crime reduction is driven by strategic data informed decision making the trade and tobago police service
06:36relies on its crime problem and crime and problem analysis branch to conduct in-depth analysis of crime data
06:44this analytical process enables the organization to develop targeted crime strategies implement evidence-based
06:52interventions and continuously assess outcomes to determine what is effective and where the adjustments are
06:59required so it's all well and good we will continue to apprise the the public we understand and and this
07:07is one of the things that we continuously fight with the fear of crime because there was crime long time
07:12yes yes i was not going to say that because is it because of social media and we have access
07:17to real
07:18time to view time incidents that take place we are seeing it more and more as we open our phone
07:24so it
07:25feels like you're not doing your jobs and that is what happens and we suffer from that and the public
07:30may try
07:31to say you know all kind of negative things and you know we talk about cyberbullying some persons didn't even
07:38choose to attack the statistics some person spoke about my mother some persons took it that personal
07:46but it's okay i welcome the comments nonetheless but if it was their children their son their daughter
07:53they would have had something else to say now i mean what is okay you know you know how we
07:58know i mean
08:00this this hair is reaching a point where emotions are taking over individuals and yeah the disgust towards
08:08the ttps is very clear and i hope the the officers who are holding this uniform understand the importance of
08:17respecting that uniform because you know how the public view y'all they don't see y'all as human
08:22beings at the end of the day and it is disturbing to me where you have to put yourself at
08:27risk already
08:28to protect people you don't know and now put enough face to this said uniform every almost every single
08:35day or every other day that you come here on this platform to sacrifice your time to try to make
08:40trinidad
08:41and trinidad and tomago a better place along with your other colleagues that persons will come personally
08:46towards you and any other officer who's trying to do their jobs now i digress from it because that is
08:52not the point here the point is we are trying to make trinidad and tobago a safer place we all
08:57have
08:58to do better it can't be because i didn't remember see well one run only person who holding somebody
09:04with a gun to take something it has to be where we all understand what is right from wrong when
09:11we are
09:11breaking the law like it or not sometimes it will fall on you look how many times i come here
09:16and say i get
09:16tickets yeah and i say the police wicked sometimes but that's all it is it can't reach a point where
09:21now it becomes personal because where it should be personal is where we are seeing activities
09:25happening and we are not reporting it we could bring up the noise pollution situation again and
09:30again even out of what turning at low asp here standing and saying if something like this happens
09:35you have to go before the court they can't have an imaginary person show up and say well this person
09:41said
09:42that anybody could lie just to be malicious towards somebody's business that is how the law and order
09:47works but i will say this asp because this one is is disturbing to me because you stand here every
09:53day to make sure and give information and you could only give information that is factual it's not made up
09:58of course and this is where the traditional system needs to step in because it makes the ttps look
10:06extremely bad you all need to understand it works together so when you appear on an individual which we
10:12are stressed time and time again even when marlon was here yeah and you go before the court and you
10:18don't
10:19do what they're supposed to do or the person get bail everything is bail i hear that word bill
10:27and then you see this the same officer who are racist individual ownership or using officer fields
10:32was that the victim well you know that is the the life of the police officer i don't like that
10:38and we
10:39understand that but i want to commend my brothers and sisters in the protective services and tobago
10:45police service and all the protective service and i even stretch it out to the nurses because there are
10:50times and trinidad have this way that sometimes we are quite disrespectful to authorities even those who
10:56are tasked with the responsibilities of taking care of us so i want to say to everybody out there
11:03the responsibility is on you to do better don't just hold one person accountable hold yourself accountable
11:09as well because when it's time for you to report your son your daughter your brother your niece your
11:14cousin your neighbor who into wrongdoing nobody not doing it plenty of them if the a few want to do
11:20it
11:20a few not doing it etc and yes they will come yes it's a corrupt police we understand that but
11:26there are a lot
11:26of anonymous hotlines but regardless to what the commission and the executive of the channel to
11:32bigger police service because i know he had his share recently still happening and he is being judged
11:39but he will continue to do what he has to do the executive will continue to support him and the
11:44rank of
11:45file of the channel to bigger police service will continue to come out there christmas boxing day
11:51all year's new year's kind of had to make sure that we do the best we could do to keep
11:56china and tobago
11:57safe all right now speaking of making sure we keep turning out on tobago safe now there was an overnight
12:02incident that took place in tobago and i want you all to take a look at this incident that took
12:06place on
12:07thursday 26 during a brisley lime at patient's hill in tobago now a man died after he was brutally beaten
12:16near his home in san fernando on thursday night and um we will touch on that which was in the
12:22san fernando
12:23area but let's listen to the mother in this video here
12:32yeah all right so of course
12:32i'm talking to my body block
12:35i'm talking to my body block
12:35i'm talking to my body block and telling me i have friends out there
12:41in the kitchen we're making them here so that is it
12:59that was the mom who spoke with um elizabeth williams and basically him not lying on the block
13:07and the importance of you know being home and she forgave the killers she said that she
13:13would be forgiving them and this is the kind of community we have at times and it is hard for
13:19a parent because the bible would tell you the children supposed to bury the parent and the parent
13:23burying the children but in trinidad and to be one is something that goes on throughout the world as
13:28well you know this has kind of more or less become the new trend and you know i want to
13:34let you on to
13:35be going on that responsibility is not only on one team one group of people to try to fix this
13:42the discipline starts in the home the discipline starts with the parenting
13:50yes so you make them and you love them but you're afraid to guide them you have to guide them
13:56you have to discipline them you have to punish them when necessary you have to have conversation with
14:01your children you have to make sure that you show them right from wrong and understand what is wrong
14:06and understand why we do the right thing you home you at home you have to be that first role
14:14model
14:14because if you don't condition your children's mind the society will condition their mind for you
14:20so she lost her son kurt bovell and of course condolences to the family
14:25now um we had into the san fernando era because raj kamar pope was allegedly beaten and strangled at a
14:33mini-mart and succumb to his injuries at the san fernando general hospital now a man died after he was
14:39brutally beaten near his home in san fernando on thursday night he was identified as raj kamar pope of
14:47friendship village police said pope was at a nearby shop when he was involved in an altercation with
14:53another man from the village there was a fight and pope was hit with an object in his head he
15:00died later at
15:00the san fernando general hospital police have detained the relative of the person who committed that
15:08incident and of course the investigations continue so this is a yet another sad situation and that then
15:15and that could have been resolved by way of discussion yes by way of mediation there are free mediation
15:23services in china and tobago that one could access we even have the community school um mediation set
15:33up the ccrc which is based out of saint joseph through the saint joseph police youth club where we could
15:39take children who have little issues with each other but it means the parents have to carry them we have
15:46to
15:47change the way we operate the way we do things in society you know the days of the this this
15:53neighbor not
15:53talking to this neighbor and this neighbor costing all this neighbor those days we have to put those
15:57days behind us we are seeing the challenging times that we are in you telling me somebody could not
16:02have parted that that altercation before it reached down to that you are seeing videos miss husband where
16:08women are fighting in the street and people are there adults are they're cheering on the fight
16:14and then we wonder why the nation's youth behave in this way
16:20we wonder why are we really a lawless society i wouldn't want to say lawless but there are few
16:27who are hell-bent because i think for the most part a lot of persons are by body laws yeah
16:34a lot the
16:34majority the majority yeah because the jail will be spilling over yeah but this everything seems to be
16:42exacerbated when you look when you go through the social media see that social media influence
16:47are pumping it all there it really sends shipper because the majority of the citizens have not been
16:56victims of crime but jevis still this inherent fear of crime in their minds persons are indeed afraid we
17:05could tell them what statistic a man's perception is his truth so if that person believe it's unsafe
17:12they would always feel unsafe to go out yeah let's at tarima at this time out on road let's take
17:18a look
17:18at this this is where we saw on a surveillance here on camera where the presence of another person without
17:26fear or care and this happened blatant bare face
17:41and i guess this is what we see as we can't really blame the public when we go on our
17:46phones
17:46and we see this this is broad daylight the sun is hot but is it a robbery or he went
17:52to shoot at
17:55somebody who's targeting someone and of course we ask persons with information if you know any
18:03information at all that could assist the officers with getting or apprehending this individual please
18:09call 555 or 999 800 dismissal ones what what is you know i pass the everyday that is my road
18:23to
18:23the gym and from the gym from my mother's home that bar has only been open probably within the last
18:31six
18:31months what yeah and this is six months are saying that given it just in case yeah it could be
18:39less
18:39than that that bad recently been open it was so angry boy no nothing yeah bare face yes i have
18:52is it isn't that in the gentleman sitting there and even move oh yeah because oh i can't say what
18:58i
18:58will do in that situation esp as well even move that is a quick pop on here like wait but
19:04is it what's happening
19:06what to do what to do and the reason he can't do that in broad daylight is because knowing a
19:13gentleman
19:13sitting there you're not gonna say anything he's of the opinion that hey is he got man for the most
19:20part
19:21they will say we didn't see but do you blame them yeah yeah yeah all right guys let's take a
19:28look at our
19:29our soe update as of march 27th 2026 number of operations 2164 number of targets priority offenders
19:41840 searches conducted 1710 traffic operations 1196 total persons arrested 888 total persons charged
19:55192 firearms recovered we're seeing increase with pistols revolvers rifles giving us a total of 57
20:02ammunition recovered we are seeing increase here at 0.38 giving us a total of 1422 and dangerous drug
20:12seas we are seeing an increase once again with grams of cocaine and the grams of cannabis
20:19asb well i mean no they're not making that up rifles you see this rifles revolvers yeah pistols pistols
20:29revolvers rifles ammunition and drugs those are the stats that is the statistics and you know let me just
20:37tell you and to be got something right every day the moderate comes to my telephone yeah
20:45by comparative for the same period of 20 25 last year we had 97 murders this year thus far we
20:52own we have
20:5385 isn't that a decrease yes where at whether you want to term it significant or not every life we
21:00save
21:01is important there's hundreds of wrongs thousands of wrongs hundreds of firearms you would have seen us
21:06there already since the past for all those soes for this month by march 25 march 2025 there were 36
21:17murders
21:20march 2026 could be still in march 24. we are trying yes we are not going to throw our hands
21:28up in here
21:29we are trying recruitment is ongoing we have obs absorption ongoing we have a lot of things that

25:52stations and those are their divisions so please do not delay you have between april 1st 30th april
25:592026 now i want to touch on what we saw in the headlines where we saw 11 held in tara
26:06polia kidnapping
26:07now an organized criminal network intent on carrying out cross-border kidnappings has been taken apart
26:15following wednesday night's rescue of kidnapped victim tara polia now according to the police who said
26:22up to last night 10 men one woman remained in custody in connection with the kidnapping
26:28of the 73 year old woman from her home and that was in the san juan area on wednesday night
26:34and two
26:34of the men in custody are trinidadians while the others are venezuelan or police said 11 were being
26:41questioned last night and are being kept apart in different police stations now yes i'm raising this
26:48because this is something where the quick action of the ttps that we saw and what is now happening that
26:55brought to light a kidnapping ring yes and let me just say as you say that before i go further
27:03to
27:04comment on that i discussed the bank statement thing oh okay yes because the landlord that's it right
27:13venusuelans came from venusuela correct to trinidad to general audience hell yes i wonder who teaching them
27:22the place i wonder who is identifying the targets snatch this one snatch that one i wonder who
27:32can i know we love the country yes but we are the same the same people who say they love
27:39trinidad and
27:39tobago some of them are the same persons who are creating the havoc within society you know people
27:46speak about being law-abiding and let me tell you about an incident that happened yesterday we have been
27:52here speaking about the dangerous dogs for quite some time yes right and there was a caller that called in
27:58and
27:59yes the 32 of 2000 the dangerous dogs act has been repealed by the dog control act number 11 of
28:082013
28:11there was a situation that took place lady chancellor yesterday the 26th of marshall's yesterday yes correct
28:20where a female was injured by another dog the dog owners did not have a muzzle on the dog because
28:36they don't care
28:36dog owners of trinidad and tobago those who have dangerous dogs you could go do your research and they would
28:45have
28:45updated schedule a and lengthen the list of dangerous dogs seek the necessary advice to ensure that you are
28:54not in breach because you have certain conditions with your premises and there are certain penalties
29:00outlined so for instance under the dog control act 11 of 2013 5 to a 5 to b and 5
29:10to 4 which outlines the
29:12the penalty 5 to 8 states it's an offense not to muzzle the dog so you must have your dog
29:19muscle
29:21it's an offense not to have it on a lead on summary conviction
29:30fifty thousand dollars is defined you supposed to have an insurance
29:37insurance not less than two hundred and fifty thousand dollars for that dog how many law-abiding
29:44citizens dog owners whom have the insurance let me see that's low yeah let's make that clear
29:50all right one hundred and fifty thousand dollars insurance section 11 one outlines the need for insurance not
29:58not less not less than two hundred and fifty dollars so the law-abiding persons who sitting at home and
30:07have the dangerous dogs without the insurance 50 000 no no me then you will be upon summary conviction
30:16for not having the insurance the fine is seventy five thousand dollars and jail time three years
30:24imprisonment but you know we always know who law-abiding and who not alone who not law-abiding because
30:29everybody trying to have a way that we look at me are rubbing a body maybe feel about the thing
30:36make it kill somebody with your dog though all right then all right we take that break we'll be back
30:53wipes and cleanser can irritate your sensitive skin switch to garnier micellar cleansing water all in
