03:01So we do have a gentleman who I consider one of the police service's best and brightest, Corporal Derek Charbody.
03:13Corporal, it's always good to see and speak with you, and the reason why I'm continuously describing in that way,
03:20it is because of the work that this officer has done over the years in really transforming people's lives.
03:28The gentleman is also the manager and founder of the St. James Police Youth Club.
03:33So, Corporal, thanks again for coming.
03:35Oh, Marlon, I could say without contradiction, I'm feeling a sense of old school.
03:42Yeah, I don't know, there's a third party missing, but he's not here.

03:47That's what I will say.
03:49Yes, I'm deeply honored, and I know that you have always given your club a platform,
03:54and always provide us an opportunity to educate, promote, and I'm honored that you're sitting,
04:02standing in your presence this afternoon.
04:04Well, a lot of complimentaries, eh?
04:08So here's what, officer.
04:11Something happened, I believe it was, let me get the time, right?
04:17Yes.
04:18So it happened at around 11.05 last night,
04:26and what I'm speaking about is the murder of P.C. Romel Carey.
04:32Now, he was killed in Kearney last night, and we are going to show you,
04:36hopefully, we do have the video there, Jackie.
04:39So reports indicate that P.C. Douglas 48,
04:43and last attached to Four Roads Police Station,
04:45was seated in his motor vehicle at the corner of Hydraulic Trace,
04:49Kearney South Bank Road, Kelly Village, Kearney,
04:52at around 11.05 p.m. last night,
04:54when a white Nissan Tita pulled up alongside him.
04:58Now, the occupants of the car are believed to have attempted to rob P.C. Douglas,
05:02and during the incident, there was an exchange of gunfire.
05:07It is alleged that P.C. Douglas' licensed firearm was taken from his possession during the incident.
05:13P.C. Douglas was found dead with gunshot wounds about the body around 11.15 p.m. by first responders.
05:19A male suspect believed to have been involved in the shooting
05:22is reported to have been conveyed to the Arima Health Facility for treatment for gunshot wounds.
05:27He subsequently succumbed to his injuries.
05:30He has been identified as 19-year-old Aditola Amon of Arima.
05:35A coordinated manhunt continues for two additional male suspects
05:39who were occupants of the Nissan Tita motor vehicle,
05:42which was recovered shortly after.
05:45Investigations are continuing.
05:47And that's a statement from the police service of Trinidad and Tobago.
05:51And also, the police commissioner, Alistair Guevaro,
05:54has extended condolences to P.C. Douglas' relatives.
06:01Yeah?
06:01So this is what would have transpired last night.
06:04These are the circumstances surrounding it.
06:07Very, very unfortunate.
06:09Very, I do not how to describe it.
06:11And I wanted to convey my condolences to P.C. Douglas' family.
06:16You know, I've touched for many years Western Division.
06:19So while I know of the individual, very calm, cool, collective officer,
06:25and it tells you the times that we're living in.
06:29Times that they're...
06:30And this is a case where he had his personal fire on him.
06:35And even though that there was an exchange,
06:38unfortunately, you know, it was at his own demise.
06:42And, you know, they...
06:43It tells you that you have to be very circumspect now.
06:47Very careful where you're pulling up.
06:49You know, double-checking.
06:51I mean, it's how...
06:51How often do we tell people to be alert?
06:54How alert could you be?
06:56You know, sometimes there's something called a near-guarded moment.
06:58And I certainly would like to share with, especially those who are looking,
07:06that this is a clippity of young people who have no care for life again.
07:13Whether it's police, soldier, they come to take you out.
07:17They come to make an example.
07:18And by extension, they're using firepower as a form of exchange.
07:23So let me ask you this, because you, I'm sure,
07:27would have been in contact with thousands and thousands of young males
07:33and females over the years,
07:34as you being the manager of the St. James Police Youth Club.
07:38But I want to ask this question.
07:40Why are our young people, some of them, so angry?
07:44Why is it that they continue to see darkness, hopelessness?
07:49When?
07:50And I'm sure the authorities will say,
07:52well, there are a lot of opportunities for them.
07:55So what are they after?
07:56What are they so vexed about?
07:58There are a lot of factors that contribute to that kind of darkness and violence.
08:03And the main thing is home.
08:05The main thing is that young men, personally young men,
08:09are not given the sense of purpose, the sense of direction very early.
08:13There are a lot of what you call influencers,
08:17influencers, unfortunately, are establishing relationship very early with these young men.
08:24Young men who would have, unfortunately, never finished school.
08:27Young men who would have had no relationship with their dad.
08:31Young men who would have been brainwashed and given the impression,
08:34because you're from a certain community.
08:36You're from a certain geographical space.
08:38That you have a right to take people's thing.
08:41That is the narrative.
08:42That is the block talk now.
08:44You know, giving them the impression that a sense of hopelessness.
08:47And therefore, if we don't reach these young people very early,
08:50then we will continue to see, unfortunately, situations like this,
08:55where young men are not going to take,
08:58because there is a belief that what you have belongs to them.
09:02Yeah.
09:03And therefore, they will take it.
09:04Yeah.
09:04I remember a few years ago, there was a situation where a young lady,
09:11her belongings were taken away.
09:13She was carjacked.
09:15Her phone was taken away too.
09:17And when relatives called the phone to inquire,
09:23the person on the next end, which is one of the assailants, said,
09:27family, we have to eat too.
09:29And to me, that's very, very disturbing.
09:32Brass face.
09:33Yeah.
09:33Yes, it's a clear case.
09:34And there are songs that promote.
09:37There's a young man that came up with a recent song saying that,
09:40your money is my money.
09:41Your house is my house.
09:43Yeah.
09:43And it's young people, 15, 16, are now using the art form to indicate how they're thinking.
09:50And you see, once you address, and you have an appreciation for how young people are thinking,
09:54then you will appreciate their behavior eventually.
09:57Because what you think is the way you speak, and it lines up with your behavior.
10:01Well, let me make a statement.
10:02And this is a statement I've made for years.
10:05Yes.
10:05I grew up on gunman music.
10:08I'm sure the time that you were going to school too,
10:11that is something that was playing in the maxi taxis over and over and over.
10:16So how come we did not gravitate towards that?
10:18I wanted to be a drug pusher, or a gun runner, or a murderer.
10:23What made us so special?
10:25I think that you were more focused, you were more stable,
10:27you had positive people around you,
10:29you had something, there was a spark in you that said,
10:35this is not for me.
10:36Even though you would have left this song,
10:37it did not penetrate, it did not guide you into a particular lifestyle.
10:41And unfortunately, there are the weak ones,
10:43and the ones that are very strong.
10:45And you could appreciate the fact that the ones that are weak,
10:48the ones who have lost its way,
10:50and the ones who would find solace in misleaders,
10:54then there is the one, unfortunately,
10:56will have to pick up and look at these songs as a form of comfort.
11:00But more than that, the lifestyle and the glamour,
11:05it is part of, okay, I didn't get through with maths,
11:08I didn't get through with English,
11:09I didn't get through with my social studies.
11:11People have been telling me I'm stupid, backward, ignorant, okay?
11:15To be negative is to be seen.
11:17And therefore, if negativity will allow people to see me for a little while,
11:22so be it.
11:23And there is a class of young people that are developing,
11:27that it has been inferred over and over,
11:30play back in their mind,
11:32that big man, this is your life.
11:34And the misleaders and the perpetrators,
11:37those who are aiding and abetting,
11:38is big people.
11:39It's adults who should know better.
11:42Because I grew up on Nelson Street as well,
11:44and I told people all the time,
11:45you know, Peter Blood,
11:47you know, Dr. Rat,
11:49all the lifestyle Dr. Rat had,
11:50Dr. Rat would have spoken to me and say,
11:51listen to your parents,
11:53or be listening to your mother, you know,
11:54even though they had a colorful lifestyle,
11:56they were still there reminding you,
11:58you're still in the street and narrow path.
12:00Don't come down my road at all.
12:01People would have been smoking weed on Nelson Street,
12:04and they would have gone in a private area,
12:06knowing that, you know, the young people are around.
12:08That is not happening now.
12:09Yeah.
12:10And that's unfortunate.

12:13This occurred in the Valencia area
12:15at around 1 a.m. on Tuesday.
12:17Hmm.
12:18So what this is, is a fight.
12:21And it seemed to be, maybe outside a bar.
12:25Yes.
12:25So people were drinking, enjoying themselves,
12:28and then this occurred.
12:32Right?
12:33Men and women fighting each other.
12:36Yes.
12:36Boxing, wrestling, bottles pelting.
12:42Words flying also.
12:44Expletives.
12:45Yes, yes.
12:47Marlon, this is an absolutely excellent example
12:50to show you why the young people are looking on,
12:53and the adults are poor exemplars.
12:56So you cannot point fingers at youth
12:58when you have adults behaving like this,
13:01and we are confused why the young people are behaving like this.
13:04Poor exemplars.
13:05Watch them.
13:06Mothers who should know better.
13:08Men who should know better.
13:09We can disagree to agree respectfully.
13:12We can resolve our conflict in a civilized way.
13:14That, and that too, does make 1.2 thousand likes.

13:22So the appetite is feeding into a particular appetite
13:25with young people.
13:26It's saying, wow, I would like to go all these likes.
13:29So that even, unfortunately, you have a part to play
13:33in terms of to be popular is to be seen.

13:42how do I say, a very serious incident
13:45that would have been attached to this.
13:49We understand that there was a murder
13:51that came out of this situation, Jackie.

15:56It tells you that there is an unfortunate lifestyle
16:02that speaks to gun violence,
16:05that speaks to drug taking.
16:08When people are empty,
16:10when people have a sense of purpose,
16:12when people have a sense of value,
16:14they resort to that.
16:15When people are unfortunately grew up in a particular culture,
16:21that type of culture with cannabis and cocaine,
16:24and the number of different,
16:26now that you have the gun ringing taking place,
16:28and you have the global village now participating,
16:32in a betting,
16:34listen to me,
16:34the weak will be sucked up.
16:37Those who are strong will stand firm.
16:39Yeah.
16:40All right, so we do have some headlines for you now.
17:21So, before we go to a break,
17:24I want you to ponder on this,
17:26and I'm requesting an answer from you, Corporal.

17:33When, again, we do see incidents such as these
17:37happening during a state of emergency,
17:42what is that saying about our people?
17:47It tells you that there is a lawless type of appetite taking place
17:54that, unfortunately,
17:57the SOE has not earned its respect.
18:00You see, once upon a time,
18:01when you have an SOE,
18:03it comes with curfew,
18:04and that curfew plays a role in terms of movement,
18:09because of the absence of curfew,
18:11then SOE is just,
18:13okay, you can enter my home without a warrant.
18:16But in terms of going on about my business,
18:19my criminal behavior,
18:20I might be a little more assertive.
18:22I may be a little more,
18:24you follow,
18:25but it tells you that we have to address the question
18:29of the level of lawlessness taking place,
18:32that SOE must make a more permanent impact
18:36in terms of,
18:39the fact that you are to cry out your bidding,
18:42you must have a second and third and fourth thinking,
18:45but that is not the case with all,
18:47because of the players involved,
18:49and the people who perpetrate that,
18:52then you're easy,
18:53you're safe,
18:54I have your back,
18:55and that is the stupid type of,
18:57you know,
18:58a reassurance,
18:59and they're using young people,
19:01of course,
19:02to run the bidding,
19:03because if you're a minor,
19:05then the law will see you differently.

19:09you find a lot of minors are not being used,
19:12because all the law is classified,
19:14that it is easier to get a snap over the wrist,
19:17instead of the adults
19:19making themselves available before the court.

23:05You feel they're watching your face on the earth?

23:11No gun, no knife, no backpuff, no, that's you and them, too, too, too.
23:14They could watch you and say, your money is their money and your house is theirs.

23:20Because it is, in my mind, you see, access to firearms, that is the key, that is the driving
23:27or that is the catalyst that pushes them toward the behavior.
23:32And I think, once we start to focus on reducing the amount of firearms that are coming into the
23:38control of being on the road, it will help grating the context of dealing with the grand
23:41tuition.

23:50Once you politicize anything, it doesn't matter what it is, once you politicize anything,
23:58it loses its potency, it becomes a product of commerce and back and forth.

24:57And therefore, when you do not value life, if I do not value my life, I would not value

28:20I just want to say that, you know, when you had the call last year and you're leading up about
28:26give people firearms and that would be the panacea for the crime, it is not.
28:32Because at the unguarded moment, even if you're a trained individual and you're prepared,
28:37you could fall demise to the people who are friendly minded.
28:41I just want to say, Sir Israel, I tell us all fast, have courage, you will be comforted
28:46by the members of the Tuan and Tobago Police Service and the wider service.
28:50But, Pastor Douglas, I thank you for your service.
28:53It was a pleasure to know you.
28:55And Godspeed for his grace and loving mercy.
29:00And may the tidings of the whole Tuan and Tobago assuage the grief that his family would
29:09be engulfed in now.

35:21In some of these cases, they have their children.
35:25And the children, they are looking at the behavior of their parents.
35:29So, the parents driving on the shoulder and cussing other motorists.

35:34And involved in all sorts of delinquent behavior.

35:38So, what is this child going to do?

35:41Is it not a vicious cycle?

35:47You're seeing children borrowing their parents' car and that's all over.

36:00And then after, parents want to do the blame game.

40:51they see delinquency, they say, well, that child would have come from a broken home.
40:56That home doesn't have a mother or father or whatever.
41:01So my argument is, so nobody in the neighborhood could speak to you.
41:04Your teacher can't speak to you.
41:06A police officer in the village can't speak to you.
41:09The man who's selling doubles up the road can't speak to you.
41:13There must be somebody in the neighborhood to intervene.
41:16You know what I've done in the past, sir?
41:18When I see the young men on the corner, I say, hey, if all you don't want better for all
41:23you, I want better for all you, you know.
41:25To try to inspire them to get off the corner, because I've never seen nothing good come from that block,
41:32you know.

41:35It's the approach.
41:36Some people are fearful because of what they're seeing, what they hear.

41:40And sometimes some people don't have to see how you have the charm and the charisma, and you have the

44:34Well, you would know, Marlon, that over the many years,
44:37if you do not network and partner with stakeholders,
44:41then it is futile.
44:44And therefore, the youth club has been very honored to be sponsored by the United Nations.
44:50More than that, it was addressing minds in motion, mental health, looking at youth choices.
44:56You also felt that the parents must play a role in terms of getting an appreciation of your environment,
45:03your home environment.
45:04And sometimes you hear young people say, I'm fed up, I'm ready to kill myself.
45:08A simple thing like taking your phone, you're ready to kill yourself.
45:11But there's something that was speaking deeper in terms of the youth and their psyche.
45:17And we were very fortunate in, out of the 12 sessions, to have Sergeant Ali, unit, PASO, to do a
45:27special session.
45:28It was absolutely excellent.
45:30It was top of the line.
45:31And the interactive was good.
45:33And it's not like you speaking and young people listening.
45:36Young people were actively involved, sharing some of their challenges,
45:40why they think, how they behave, as you indicated in your introduction,
45:43why young people are so angry.
45:45And therefore, we don't get into their mind and don't get into their thinking.
45:50Then we run in our fall of just touching the surface.
45:53And young people were very expressive.
45:55They were talking about home.
45:57They were talking about the education system.
45:59They were talking about, you know, finding a sense of peace, a sense of purpose.
46:04And what is good about this, Sergeant Marlon, is that we had psychologists,
46:09we had therapists, very social workers, very prison service, very anti-gang unit,
46:15that it is not just a police initiative.
46:17It was several stakeholders coming together and saying, let's listen to the young people.
46:22Yeah.
46:22And coming out of that, we want to establish what you call a mental health youth empowerment group
46:27where young people can now take to the social media and speak to the youth
46:32because we feel that youth can empower youth.
46:34So I just want to salute Sergeant Ali, doing excellent work, top of the line.
46:40I'm grateful for, you know, for the outreach.
46:44Also, I want to thank you and DP for the funding.
46:46I understand that Roxborough, along with my colleague in Oropun, was also the beneficiary of that.
46:52So it's good when organizations come on board and say, I am here to help.

46:58And the young people should be the beneficiary of it.
47:01And most important, any project with all parenting, you waste in time.

49:45We need to come up with solutions.

49:47And this is one of the empowerment sessions about choices.

50:09But, you know, what has been the challenge in Trinidad and Tobago over the years?
50:14Consistency.
50:15And these sorts of efforts, they have to be 24-7, 365 in order for it to sink in and
50:25for it to marinate.

50:28And to get this transformation that we want.
50:30And you have to create this, again, this 24-hour safe space for them.

50:44Too much of times, there is no consistency, stickability.

54:04I recognize a flyer with the TTPS, a special project that's using football as an absolutely

54:11So that, we want to appeal to parents, get your children involved in the camps.
54:16At least, you mentioned a while ago, young people be on the block, it's not a safe space.
54:20You know, even some areas, it speaks to a number of different kind of elements where young
54:26people can be targeted.
54:27If your child is involved in a camp, you know, at least you are safe, then you'll know fully
54:32well between the hours of 8 and 2.30.
54:35I also want to appeal to parents, go and visit the camp.
54:38You know, go and look at the camp, you know, offer some type of service, a contribution,
54:42it will do justice, as you partner with not just the police, but by extension, the camps.
