05:37First, let me say a pleasant good evening, Trinidad and Tobago, on behalf of my commissioner, deputy commissioner, assistant commissioners,
05:44and first and second division officers of the Trinidad and Tobago Police Service.
05:47As usual, it's a pleasure to be here.
05:49Yes. So tell us about your day. How was your day today and, of course, your week?
05:55Well, I've had a lot of meetings throughout this entire week, you know.
05:59You know, when we look at the kind of work that the Trinidad and Tobago Police Service go in,
06:05the amount of planning, the amount of preparation to make sure Trinidad and Tobago is one of the safest places that it could ever be.
06:12I know we have our issues, but we are continuing to see progress as it relates to the murder rate, as it relates to serious crime.
06:20We know there's a fear of crime based on what is seen on social media.
06:24But based on our statistics, a lot of our measures that we would have implemented are working.
06:30And I want to thank the public for their continued cooperation.
06:33Of course, there's always room for improvement, and we welcome improvement.
06:36We want you to come to us, as you would see that we are doing even more things later on in the program
06:40to have the public come to us. We are your friends.
06:43And, you know, one of the key things that I was involved in this week
06:47is the planning of security measures for Carnival to make sure that we have a safe Carnival.
06:53I know that you're not playing that.
06:55I want to ask you this because it was really strange.
06:58Something happened to me yesterday where an individual wanted to give information to the TTPS,
07:03but they said they don't want to give it directly to the TTPS.
07:06I don't trust them. I don't trust the TTPS.
07:09Persons like that, right, with information,
07:12but they're not comfortable coming to any officer in any district.
07:18What could they do to give information that could assist the TTPS?
07:21Well, they could do 800-TIPS, 999-555, which are anonymous hotlines.
07:29All we need is the information.
07:30And if you have a friend that you trust that could relay the information, like in your case,
07:35I mean, with these almost one of us.
07:37Well, clearly, because, I mean, every person comfortably...
07:40Well, actually, no, because they said they didn't trust the police,
07:42but they trust me, I...
07:43Listen, I am no officer.
07:45Let's make that very clear.
07:46I'm a civilian.
07:47Well, Ms. Osborne, you know, you have contributed to the success of the police
07:51by just being here with us, you know,
07:53and having our backs and encouraging and educating about persons
07:57about our different roles and responsibilities throughout.
07:59Because, I mean, just by you hosting this show with us,
08:02you know, I'm certain you would have learned a lot.
08:05A whole lot, especially when I was breaking the law.
08:07Nice.
08:07And I didn't know I was breaking the law.
08:09A little like when we call you a batch.
08:10Now, speaking about the TTPS doing a lot of work and getting dumb and dirty,
08:17let's speak about the media release where the new radar system delivers major narcotics seizure
08:22in Cariney Swamp.
08:24So, the Trinidad and Tobago Police Service, TTPS,
08:27has achieved a significant breakthrough in its border security operations
08:31with a newly installed radar system delivering its first major success,
08:37a large narcotic seizure in the Cariney Swamp.
08:40Now, the seizure contains, with regards to the information from the TTPS,
08:45upon examination and weighing a amount of 1,560 kilograms of creepy marijuana.
08:52Marijuana, yes.
08:53Creepy.
08:55You need to tell me what kind of marijuana is that, by the way,
08:58with an estimated treat value of 1,770,000.
09:05Well, I said, yes, I thought it was more.
09:07100, 700, and 1,002, is it just a million?
09:13171,205,000.
09:14Right, I just said it was a million.
09:15Yeah, 171,200,000 to be estimated.
09:21No arrests were made during the operation.
09:24Investigations are continuing as the TTPS intensifies its intelligence-led approach
09:29to dismantling narcotics, networks, and safeguarding the borders of Trinidad and Tobago.
09:35This is bittersweet for me, by the way.
09:37I can tell you why.
09:38I want to know why.
09:40The reason why it's bittersweet for me, well done on the seizure.
09:44Right?
09:44Over a million dollars' worth in the creepy marijuana.
09:48But as usual, we have no one held responsible for this.
09:53So it's a bittersweet for me.
09:55And this is not the first that we are seeing.
09:56The last one was the warehouse.
09:57No one was apprehended.
09:59No one was arrested.
10:01All right, so let me tell you something.
10:02First of all, let me thank God for carrying my office as the members of the multi-optional
10:06police section and special investigative units, the commissioner, deputy commissioners,
10:11all the executives that were present today, and all the supporting units of Trinidad and
10:15Tobago Police Service and other national security apparatus.
10:19We thank God for their safety, first and foremost.
10:23When you look at it, these days, persons are reading.
10:27Persons are bright.
10:27So a lot of persons are now hiding stuff in places, not home by them, but in close proximity.
10:35What would have happened, what I believe happened in this case is that area was deemed or identified
10:40as a stash area where they would go and take out quantums as purchasers come.
10:45What is important is that it is off the street and notwithstanding that there are certain processes
10:53that we would have done to see if we could get certain things like fingerprints and stuff like that
10:57on the packages that may lead us in a direction where we could have persons arrested and brought before a court to answer.
11:04So it's not that we get the seizure and we give up.
11:07No, investigation continues.
11:08Could I ask this quick question, though?
11:10If with the information, intel, obviously, that you received that clearly it was accurate,
11:14why not do like a surveillance on the location before knowing you know the items are there?
11:20It's clear it's there.
11:21But if you did a surveillance, then you'll see who is now coming into that area and going to said location
11:27to see what's going on with the drugs or whatever the case may be.
11:29I will tell you something.
11:31I worked in a unit that we used to do surveillance as well,
11:34but surveillance is something that it is timely.
11:39You would need further intelligence.
11:41It is a big, heavy toll on the human resource.
11:44I mean, you could do it as long as you can.
11:46Let's say we decide to do seven days of surveillance.
11:50Yes.
11:51And on the day we decide to take it, or probably the eighth day,
11:53the person does now decide to surface to interfere with that drug or to carry it somewhere.
11:58So what we do in an effort, and I am not saying that we don't do it.
12:02I'm certain that some level of surveillance was done in this case.
12:06Yes.
12:06And after a while, a decision has to be because it was found within the Carony Swamp.
12:10Now, I have been in that area already, based somewhere I used to work before.
12:13Yes.
12:13And I can say that area, it's filled with Caymans, it's the swamp, it smells, there's a lot of mosquitoes.
12:22Let me tell you something.
12:24The work that the members of the Trinidad and Tobago Police Service do to make sure Trinidad and Tobago is safe goes way beyond.
12:34I know we have our issues, and I know there are times that persons may feel that they call us and we didn't come.
12:40Sometimes, a lot of the times, we didn't come because we just did not get to you yet.
12:46We were dealing with other issues.
12:48Yes.
12:48Within the community, and we really want to attend to all, that's our mantra.
12:53We really try to attend to everybody, and it may result in some weight at some times, but we will get to you.
13:01Yeah.
13:02At this time, let's take a look at a video feature from the TTPS.
13:48It's a pleasant good day Trinidad and Tobago.
14:14We are here this morning in Chagarmas at the culmination of a very successful exercise, which should have been an all-night operation by the Trinidad and Tobago Police Service in collaboration with other arms of law enforcement.
14:28Within the TTPS, we had the multi-optional police section of the special branch.
14:32We had the coastal and air support unit.
14:34We had the special investigation unit and some other investigative tactical and intelligence units.
14:39And behind me is the culmination of that successful exercise.
14:44And what I am pleased to announce is the first successful operation utilizing the newly installed radar system.
14:53So, Trinidad and Tobago, I will not be able to give you much information about the technology nor the nature of the operations,
14:59but rather show you the success that came from that operation.
15:04And this was found at the Carony River.
15:09All right.
15:09So, that's all I'll be able to share with you at this point in time.
15:12I know Minister Alexander was pleased when he heard about the success of the radar operation.
15:16And I'd like to pass him on to say a couple of words to you.
15:21Good morning again.
15:22Let me first of all commend the Commissioner of Police and his team for an excellent job.
15:28It speaks to police officers, motivated police officers.
15:33Police officers willing to go the extra mile.
15:35Because I understand what took place here according to the operation.
15:38And we also want to thank our foreign counterparts who saw it fit with the application coming from the Prime Minister
15:47to provide us with some technology that we are able to implement now for success.
15:56So, again, officers, let me thank you on behalf of the government of Trinidad and Tobago to continue pushing forward.
16:02Our safety and security depends on you.
16:05Thank you again, Commissioner.
16:08Thank you very much, Minister.
16:10And lastly, I'd like to have Mr. Rampalad, who would have spearheaded the operation on the ground, or might I say, in the mangrove.
16:17Good day to the listening and viewing public.
16:20It was indeed a tremendous exercise.
16:23Intelligence-led policing.
16:25And nothing short of the contribution of every single member of every single brand, section and unit and organization that the Commissioner mentioned previously.
16:34These efforts sometimes go unnoticed.
16:39What I can tell you from being there on the ground, it was extremely harsh terrain, hostile territory.
16:45And, you know, the men and women who took part in this exercise, I want to applaud them for the human service that was presented here today.
16:51And, again, just as the Commissioner and the Minister mentioned, it's a collaborative effort.
16:56You know, crime fighting is not just the police alone.
16:58It's everybody, both locally and internationally.
17:01We want to thank everybody.
17:02It was a real grueling past day and night coming into the end of this.
17:06We had a lot of challenges, but we were able to, you know, rise beyond those challenges.
17:10Thank you, Commissioner.
17:11And, finally, I'd just like to send a stern warning to the members of the public, those with the criminal intent.
17:18Know that we are coming for you.
17:20Know that the TTPS will be relentless in its search for you.
17:24And to kindly desist from flooding our streets with that, because you would not like the outcome.
17:32And, as I always say, the vengeance of MOKO will fall on you.
17:40I've got you seeing the Minister of Homeland Security along with the TTPS Commissioner of Police
17:58and the lead operation officer who was there that was able to seize over close to $2 million in creepy marijuana.
18:06You know, Mr. Osmond, I am proud of the exercise.
18:10It was a proud moment.
18:11And I'm saying, you know, just to thank the members of MOPS again, thank the members of ESSA,
18:16you thank the members of the Coastal and Air Support Unit and the CSI, and you would have seen the drone.
18:22Yes.
18:22So you would see, in keeping with our pillars, increasing the technological capacity of each and to be good police service.
18:27You saw some of the toys outside.
18:29Yeah.
18:29Right.
18:30In addition to which, you know, there has been a lot of uproar over the installation of the radar.
18:36But we have definitely witnessed, within a short period of time, the benefits of the radar to help make our country a safer place.
18:46Yes.
18:47I'm waiting to see the arrest and then I'll have fireworks.
18:49Well, again, that might be working.
18:50I can't do the fireworks thing at all.

24:38Now we're seeing a huge bump in the grams of cannabis and grams of cocaine.

24:49Well, what is glaring is that we continue to see an increase in the seizure of firearm.

25:00And ammunition.
25:03And that we want to commend the officers for that.

25:20You know, the police are the people and the people are the police.
25:23Of course, we have to work together.
25:24That is one thing I surely believe.

25:32Now let's look at some of the variations as how the scams work.
25:39Right here in Trinidad and Tobago.
25:41Now variation number one.
25:43Instant buyer scam.
25:44The message is saying they want the item immediately and promise to send payments right after pickup.
25:51When they leave with your product, the payment never comes.
25:56Listen, these are things that we see so frequently.
26:00And, you know, sometimes it really pains me to still have to be here repeating these things
26:07because persons continuously find themselves as victims with respect to these situations.
26:14You know, we ask persons to go with that gut feeling.
26:17If you are buying something from someone, especially if it's online, do your research.
26:21Look for reviews as they would do on Amazon.
26:24Ask the person to send their identification so that, you know, you could see who you're dealing with.
26:29And most importantly, please, I'm begging you, Trinidad and Tobago, do not transfer or deposit any monies into anybody's account for anything that you have not received,
26:44anything you have not seen.
26:46Persons are still putting monies into people's account for cars that they have not seen.
26:50Even a down payment.
26:52Yes.
26:53You know, make sure you deal with reputable persons.
26:56And to the business owners, the business owners, I want to caution you.

30:34I ask that the persons who are engaged in this type of behavior desist from saying unless it's an area that you have the permission to do it in.
30:43And it has been caught enough and it is so regulated by the Trinidad and Tobago Police Service.

35:51We all know that the justice system that you have to be able to have Morocco IDN in it.

36:04Is it you are you guys lobbying somebody?
36:06Because we just can't have the police doing that kind of work, making that kind of indentation
36:12and crime, and then you hand it over to business as usual, and things just fizzled out.

36:21And when it comes to the prosecution aspect of it, you see people just drifting over their driftwood, right?
36:27Who is supporting you guys?
36:29What are you guys trying to do to make sure that your hard work, you get, how do I put it, success?

36:46I'll just know.
36:47So what I want to say is that upon any arrest, a case file is created, a proper case file,
36:57so that when we go before the court, the evidence is so compelling that we can prove our case to the standard required
37:05beyond a reasonable doubt.
37:08And once we do that, I assure you that the judiciary do their part as well.
37:14Now, we have to understand that the judiciary could only sentence and reprimand and fine within what is in the law.
37:22So, for instance, if the penalty for a particular offense is a fine of $10, they cannot fine you $20.
37:30So we have to use what is in the law, but I assure you, once we present a good case before the court of law,
37:36the judiciary always do their part.
37:39Well, I'm just hoping, and I understand what the caller is saying,
37:42because after all the hard work that the TTPS, as you mentioned, gathering evidence,
37:47making sure that everything, your ducks are in a row, and you now pass it on to the prosecutor,
37:51who has now, they have to take that evidence and present it to the court.
37:55It's in a way that we really keep the ones who are supposed to be locked up, who are found guilty, again, by your peers.
38:01It's all on how things are presented.
38:04Before the court, it is one where it really stands together, in sync with the TTPS.
38:10And I think that's why I could agree with the caller.

38:14It doesn't reflect the same results with the charges when it comes to prosecutions and the convictions of these individuals.

38:26I know there is indeed a backlog, and I know that things due to postponements,
38:31based on how the judiciary may operate, they may have their times where they are closed for that season,
38:37and then they reopen the new law term and stuff like that.
38:40There are certain things that may cause delay from time to time,
38:42but I assure you that once the police officers are ready and everything is there,
38:49exhibit has been retrieved from forensics, that's been analyzed, the case has been submitted,
38:53all the steps are followed, the judiciary do their best to have a speedy trial.

47:41So we have days to visit senior citizens' home.
47:43We have a youth sports and game pop-up.
47:46We have open day divisional recommendation.

49:15What we want to do, though, we want to inspire the children to become police officers.

49:30But the police officers have a very good career choice as well, and you have different aspects of the police service.

49:40If you're into IT, you have to think for that, CSI, you're into tactical operation, IT, you name it, health and safety.

50:09would have been passed on to others so that I, when I return to that civilian life, I can feel safe in Trinidad and Tobago.

52:35And he may be the one that when all year's night comes, he may have to tell the wife and the children,

52:42And we must always recognize that it is our job as leaders in the first division, as supervisors,
52:49as members of the executive, to motivate and encourage these officers to come out and give the public that service.

53:06And as a citizen, we have a responsibility too.
