00:05:56 councilor, they were walking through the Arima area.

00:06:14 our Christmas crime, anti-crime plan.

00:07:06 as it relates to the anti-crime Christmas plan in the area.

00:07:19 was happening there, really.
00:07:22 A lot of persons would have called yesterday, too,

00:07:40 give us some insights into what is happening
00:07:43 in terms of law enforcement efforts
00:07:45 as it relates to the murders and the shooting.

00:07:54 the officers from the interagency task force that
00:07:56 was live at Rifle Hill when they spoke to us,
00:08:01 giving members of the public that level of assurance, too,
00:08:03 that all is well and no curfew would be implemented here
00:08:07 unless it is done by lawful means.

00:08:12 So persons are calling, text, and showered some praises
00:08:16 on the effort that we put forward yesterday.

00:10:19 before a San Grande magistrate to a possession of cannabis
00:10:22 with the purpose of trafficking, charged with fine $15,000.
00:10:28 Omari Williams, also known as Twigs of Bailey Avenue,
00:10:31 Northeastern settlement San Grande,
00:10:34 was given six months to pay the fine
00:10:35 or serve two years hard labor, should he
00:10:37 fail to do so when he appeared virtually before a magistrate.
00:10:44 Another suspect, 29-year-old Michael Cadet,
00:10:47 unemployed of Branch Road, Wallenville, San Grande,
00:10:51 was also charged for possession of 69 grams of cannabis.
00:10:54 Cadet, who was charged by PC James,
00:10:56 was granted bail by Justice of the Peace.

00:11:02 And officers of the EDTF conducted an exercise
00:11:07 during the period 3 PM and 8 PM on November 10th,
00:11:11 where several priority offenders were targeted
00:11:14 and several drug blocks were raided.
00:11:16 During the exercise, coordinated by Inspector Ram Kissoon,
00:11:19 two suspects were arrested for the drug offenses
00:11:21 and later charged following investigations.

00:11:51 for possession of cocaine for the purpose of trafficking.
00:11:53 Another detained for possession of an offensive weapon,
00:11:56 while three other suspects were arrested
00:11:58 for possession of a device.

00:12:05 Also, a 35-year-old man appeared before a magistrate
00:12:09 to answer the charge of larceny.
00:12:11 Police reports indicate that on Monday 13th, November,

00:12:16 on Superior Street, San Fernando,
00:12:17 and took one pair of scissors and one 27.5-inch hyperbare
00:12:25 mountain bicycle, valued at $2,000,
00:12:29 and then rode off on the bike.
00:12:32 The swift response from officers resulted
00:12:34 in the arrest of the suspect shortly thereafter.
00:12:38 So he stole a scissors and a bicycle.
00:12:43 That just cut his freedom.

00:12:48 until he was arrested.

00:13:28 bringing some level of safety and security to its citizens
00:13:32 with respect to that amount of shooting that
00:13:34 took place within recent times.
00:13:37 Officers from different gang units across Trinidad and Tobago
00:13:43 was involved together with several other agencies
00:13:48 as we embark on a new program, Instructions,
00:13:54 with respect to this gang activity that
00:13:56 seems to be plaguing Trinidad and Tobago.
00:14:00 So this morning, a number of persons
00:14:01 that have seen law enforcement passing through their area,
00:14:05 some of them received the secret knock on their doors.
00:14:10 Some of them, the doors had to be opened
00:14:13 by any lawful means necessary.
00:14:15 But at the end of the day, law enforcement
00:14:19 took action with respect to what is
00:14:21 happening on the Asian streets.
00:14:24 If you want a peaceful zone, a peaceful area,
00:14:28 then be at peace with yourself, your neighbors, your friends,
00:14:32 and even your enemy.

01:11:42 for this assault thing, it went on for like nine, 10 days,
01:11:46 you know, when people say all kind of different things.
01:11:49 And it's not a, you know, when you knew
01:11:53 you would have done nothing,
01:11:54 you face the consequences of it, you know?
01:11:57 And you face the consequences in such a way
01:11:59 that you are not going to back down,
01:12:04 you're standing up and facing it head on.
01:12:07 Because it's you explaining what you did
01:12:11 as a police officer.
01:12:13 You didn't go outside your duties, you know?
01:12:16 This is what, if there's someone on your premises,
01:12:19 and it came back after this situation with me,
01:12:22 I see that trespass law and all these things
01:12:24 would have come in, and it brought me back to that.
01:12:27 If someone is on your premises,
01:12:29 and I cannot go to the premises
01:12:30 and get the personal outfit, then what is my job?
01:12:33 What is the purpose of having this job?

01:13:28 I think yesterday, two officers from the Tobago Division
01:13:31 were cleared of allegations after 18 years, right?
01:13:35 So this is 18 years away from the job
01:13:37 that they sworn to do.
01:13:39 - Yeah.
01:13:39 - Yeah, but we don't know how they would have survived
01:13:41 through the 18 years and so on,
01:13:42 and I interdicted salary, right?
01:13:45 And they would not be able to come back into the job.
01:13:48 Think about it, Marlon.
01:13:49 18 years ago, there were so many processes and so on,
01:13:52 and procedures in the police service
01:13:55 that these men now have to fall back in
01:13:57 and come up to speed with.
01:13:59 Understand?
01:14:00 - Yes.
01:14:01 - And then in addition, you will have the situation
01:14:03 of the amount of leave that you will have been entitled to
01:14:07 while you were on suspension is accumulated to them.
01:14:11 And the position of how that will be treated with.
01:14:15 You understand?
01:14:16 So I'm saying that perhaps the situation
01:14:21 with respect to police officers being on suspension
01:14:23 whilst they're innocent until proven guilty as a mechanism,
01:14:28 to me, that is a punishment
01:14:30 before you have been tried and convicted
01:14:32 by any tribunal of your peers.
01:14:34 - I have said that over and over and over.
01:14:38 - That is against the constitutional rights
01:14:40 of such persons.
01:14:41 Whilst we understand the office that they may hold
01:14:45 is an important one,
01:14:47 but due process must be done,
01:14:49 and it must be done swiftly,
01:14:52 especially where it is they are in a position of trust.
01:14:55 So I wanted to ask Corporal Ali,
01:14:57 if it would, what he think would be the outcome
01:15:00 of such an officer, officers of that personage,
01:15:04 where seniors who was in that position,
01:15:06 bringing a constitutional matter
01:15:09 based on those grounds and how successful it would be.
01:15:12 And you know, for me,
01:15:13 I think if it reaches all the way to the Privy Council,
01:15:17 the Privy Council would see that is not justice.
01:15:21 It is very unjust and tyrannical to treat people like that.
01:15:26 - And let me say this,
01:15:29 I am one of the persons,
01:15:31 because I had an assault matter for two years in the court.
01:15:35 Two years, an assault matter, simple matter,
01:15:37 somewhat simple, for two years.
01:15:40 And that's two years suspension on you.
01:15:43 It just goes to show,
01:15:44 I know some persons are out now 12 years, 18 years.
01:15:47 There are some persons out long, very, very long.
01:15:51 And whose fault it is that these matters are not ready.
01:15:56 After 18 years, how come a matter could not be ready
01:15:59 after a year?
01:16:00 So I'm asking, not even a year,
01:16:03 but now with the new system that we have,
01:16:05 matters are ready, but it is not on,
01:16:08 sometimes the accused person,
01:16:10 but because of the court itself,
01:16:12 having so much of matters to deal with,
01:16:14 it is almost impossible to deal with a matter
01:16:15 on a particular day.
01:16:16 - Correct observation, Senior Supervisor.
01:16:18 If we have the Police Service Commission
01:16:22 to deal with these very matters of police officers,
01:16:25 how about a special tribunal
01:16:30 just to deal with matters for the police service
01:16:34 under the Police Service Commission?
01:16:36 You see, you have the Environmental Commission
01:16:40 and the Tax Appeal Board,
01:16:42 perhaps with the fact that we have a plethora of new courts
01:16:47 down at the waterfront doors,
01:16:49 perhaps that may be something that may fall
01:16:53 into the lap of the Judicial and Legal Service Commission.
01:16:57 Perhaps a matter that your good friend, Mr. Hopkinson,
01:17:00 could raise at some point
01:17:02 when he has one of these functionaries
01:17:05 come on the program to speak with him on the morning show.
01:17:09 - Let me ask you this, caller, before you go.
01:17:11 What about if an investigation is done
01:17:15 in terms of what the persons did?
01:17:19 And depending on what the person is accused of,
01:17:23 then we could decide whether that person
01:17:25 goes on suspension or not.
01:17:26 And it must be across the board.
01:17:29 - I agree with that,
01:17:30 and also when they are cleared of wrongdoing,
01:17:33 I would like to see public apologies
01:17:36 and full page ads in all the newspapers.
01:17:40 - It don't ever happen, caller.

01:17:50 - On several occasions,
01:17:51 when you and my man would interact with each other,
01:17:55 you have explained the question of jurisdiction
01:17:59 within the Triangle Police Service
01:18:01 and we conduct a lot of inquiries and so on.
01:18:03 And this morning and this afternoon,
01:18:05 I was at pains to listen to two talk shows
01:18:09 talking about a matter investigated
01:18:11 and action taken by officers on the Princess Stone Station
01:18:15 with respect to a young lady from the Port of Spain area
01:18:19 and how she was taken.
01:18:21 And it was filmed in such a manner
01:18:23 that the police had no authority
01:18:25 to leave their jurisdiction
01:18:27 and because of the officers would be smooched,
01:18:31 whereby they were seen as thieves and so on.
01:18:33 It involved a matter of jewelry.
01:18:36 And for people, people should understand,
01:18:39 when there are inquiries involving jewelry,
01:18:42 because of the fact that the jewelry could be altered
01:18:45 from the original state when it is stolen,
01:18:47 police have to do a particular kind of inquiry
01:18:50 with respect to jewelry and other precious metals
01:18:53 before they could be returned to the owner.
01:18:56 If it is stolen and it is altered,
01:18:59 then it falls into a different category of investigations.
01:19:04 - I recognize.
01:19:04 - And I'm saying, sir, that when people are at talk shows,
01:19:08 before they come and run them out,
01:19:11 they should get some assistance
01:19:13 and assistance from people who know
01:19:15 about how these things go,
01:19:16 like the good sense and other senior officers
01:19:18 in the police service.
01:19:20 So I think at some point, perhaps next week
01:19:22 or in the preceding week before the season ends,
01:19:25 Mr. Koppel-Ali may be able to address the specificity
01:19:28 of inquiries with respect to when jewelry is taken and sold
01:19:33 and the jurisdiction of officers to investigate matters
01:19:36 throughout the country in all 10 police divisions.

01:24:10 which I have often said is unfair to law enforcement.

01:24:17 we have removed the law enforcement officer
01:24:21 from within the script.
01:24:23 And now we are police officers
01:24:27 and we are just given all sorts of responsibilities
01:24:32 and we are left there to do it.
01:24:35 Some of us have no training at all
01:24:37 in some of the things that we are asked to do, Mr. Hopkins.
01:24:39 You know, you're aware of that.
01:24:41 But you don't care.
01:24:42 You find that anything that happens anywhere,

01:24:46 Your children behaving like animals in school,
