01:09Welcome to our viewers across Trinidad and Tobago, our international viewers,
01:13and of course our brothers and sisters in the Isles of Grenada.
01:17Yes, it's Friday, and before we go any further,
01:21Trinidad and Tobago is now in a crucial World Cup qualifier versus Bermuda.
01:25The game started about two or three minutes ago,
01:27so we're going to wish them the best of luck,
01:30and we are hopeful that they will be victorious within the next two hours.
01:34Of course, unfortunately, early this morning we had another couple of homicides,
01:41a triple murder in Friendship Village, just on the outskirts of San Fernando.
01:47We have footage here from Dexter Phillip and of course Suzanne Mohammed from the Express
01:51who visited the relatives' homes at Peterloo Street in Friendship Village
01:58where gunmen stormed the house sometime around 2.25 this morning,
02:05shot four members of the, well, three, four members of the Rampasad family, rather,
02:12a mother and father, as well as their son and his wife, their daughter-in-law.
02:17And unfortunately, the mother and father died on the scene,
02:22and the son, sorry, the son and the mother died on the scene.
02:27That's Gracelyn Rampasad and son Randy Rampasad.
02:31The father, Vijay Rampasad, died at hospital,
02:35and his daughter-in-law, Kimberly, is still fighting for her life
02:40at the San Fernando General Hospital.
02:42So, certainly, you know, that has pushed the murder count to 288 for the year.
02:48Not a good look.
02:49You know, gun violence continues to rare.
02:51It's ugly here in Trinidad and Tobago.
02:54And with us today is a first-timer, but I am sure he seems very comfortable,
03:00Inspector Darren Batiste from the Special Victims Unit.
03:03Welcome, sir, and it's a pleasure to have you here.
03:05Oh, good afternoon.
03:06Good afternoon to Trinidad and Tobago.
03:08And first, I must say some condolences going out to the relatives of the deceased
03:13in relation to that triple homicide.
03:15We know it's a tragic situation.
03:19We pray that God speed upon that family, you know, that justice will be served.
03:25It's really unfortunate what happened to them.
03:28But we know that the daughter-in-law will be experiencing some form of trauma.
03:32You know, and we know that within our department, we have a special victim department
03:37where I'm attached to, and extension, the police service.
03:41There are many avenues that can reach out.
03:44You know, we have the victim and witness support unit.
03:46We have our social work unit.
03:48And I know that the homicide bureau are going to do it all in its power,
03:53put their efforts to ensure that the daughter-in-law gets some form of counseling,
03:58then some form of assistance in terms of ensuring that, you know, that that is being done.
04:04Well, I know that is your remit or the rather unit's remit, it stretches beyond that
04:09because you all will deal with victims across the board,
04:14whether it be victims of crime, victims of sexual abuse, et cetera.
04:18And if you can just kind of give us a, you know, walk us through some of the things
04:23that you all will have to, the services that you have in that particular unit
04:28to assist victims in other areas as well.
04:31Okay, so at this special victim department, we deal with, it's a holistic approach
04:37because we offer the child protection, and now we've merged with the gender-based violence unit.
04:42And same with gender-based violence, as we know it's gender-based in terms of violence against persons.
04:49So what happened is that we would ensure that, you know, that the victims of crimes
04:56that involve those type of violence, that we ensure that, for sure, that confidence,
05:03you know, that we have the support for them.
05:05Mentioned previously, we have the victim and witness support unit
05:08where we work in collaboration with the social work unit.
05:11And we have external stakeholders that we partner with, collaborate with,
05:17to ensure that our victims, right, that they get that type of sense of awareness,
05:24that sense of safety, that when they come to us, that it is confidence,
05:29knowing that the report is taken with some form of, pursued with some form of alacrity,
05:35to ensure that the offenders, you know, that they are placed before the courts,
05:40to ensure that things happen according to the law.
05:44They are victims.
05:45They are victims, and at times they are helpless.
05:48And we, at this department, the Special Victim Department,
05:52ensure that, you know, we reach out to them to ensure that that type of assurance is meted out
05:58through our executive of the Special Victim Department.
06:01Within recent time, you know, we have had some community projects in some areas within communities
06:11that we would have recognized that, you know, that sense of awareness needs to take place within those communities.
06:18And the executive of the department would have reached out together with other external stakeholders,
06:23and we also have a project coordinator at the department where they would have collaborated together
06:28and go to those communities to partner with them, to ensure that, hey, you know,
06:35what it is in terms of the violence taking place, also to ensure to meet with the children.
06:40So it's a holistical approach in terms of what we do at the department to ensure that that,
06:46but we're growing, we're developing, you know.
06:48There is always growth, there is always development, there is always progress taking place within the department.
06:53We're always growing to ensure that the victims are really safe.
06:58Now, I imagine for the officers of this unit, it's a very heavy area to deal with when it comes to crime victims,
07:06and I know it can also weigh on you and other officers mentally and emotionally.
07:12How do you all get by that?
07:14Okay, so what I can say is that within the police service, our internal policies,
07:18that we have our social work department and also the victim and witness support department
07:25where officers attach at this unit where we would generally engage them,
07:31where they will have one-on-one conversation with us,
07:33they will have a general team-building exercise where we have stress, you know, mental stress,
07:38how to deal with stress on the workplace in terms of how to,
07:43because we know that there could be trauma, vicarious trauma, you know,
07:47so how to treat with vicarious trauma, the methods of dealing with it, you know,
07:53the processes to follow because it can become a burden,
07:57and as a result of that, that has been in place,
07:59and thus far, I've seen some work in progress with the officers going and getting those type of help, assistance.
08:09All right. Thanks so much, Inspector, and we'll talk about this a little later more in the program,
08:14but let's just take a go back to the triple, the scene of the triple homicide in Friendship Village
08:20and listen to what a neighbor and some relatives had to say in relation.
08:25This is Randy Rampasad and his mother and father, Vijay and Grisling,
08:30all shot and killed this morning in Friendship Village
08:34while Randy's wife, Kimberly, fights for life.
08:38Let's take a listen.
08:39This is a stop. This is a stop. All my neighbors, them frightened.

08:45Oh, God, but I, uh, there is enough action neighbors,
08:48them, it was just a really good fellow, but he's not married.

08:59I blame the police, and I blame plenty of people who could have stopped this.

09:48Well, to be honest, I don't really come here often.
09:51Once a while, I might come once every two months of waterwriters, and so we go.
09:54The wife's address here is two of them, yes, two of them dead, next to New Yorker, and I just trying to help put the situation right now.

10:03It's not like, well, we could never take nothing, never go, nothing.
10:06Well, I don't know, I don't know, some would have passed.
10:09I don't know, some would have passed in the show, some would have passed in the show, I don't know.
10:12It's about, could be, they say about three of them.
10:14Well, the foot.
10:16I mean, they say young people, so I don't know what could work take place, but I can't say.
10:20Well, certainly, you know, you listen to the neighbors, you listen to a relative, the inspector, and I imagine, too, not just the immediate relatives, but, you know, it's a whole community traumatized by this incident.
10:33There's a triple murder in a small village just on the outskirts of San Fernando, not accustomed to this kind of thing.
10:42You know, a lot of people read in the media or sit on television, but until it reaches your doorstep, you don't realize how serious it is.
10:50Yeah, and I fully agree with what you're saying, but what I strongly believe that, you know, external stakeholders, you have a partner, in terms of getting involved in the community, as I said previously, the daughter-in-law and other relatives will have to seek some form of, you know, counseling, psychological, you know, it's affecting, so it's a lot.
11:17It's emotional, it's a lot of things that we're playing in her mind at this time, in terms of a sense of instability, what really took place, what is really happening around her.
11:29So, yeah, so I think that, you know, the social aspect there, too, in terms of the community with probably the social work department, other agencies, external agencies could get involved, partner with the homicide, also the police service, the police station in that community,
11:48and see how best they can really assist the relatives, and also extension, in particular, the daughter-in-law.
11:55Yeah, and what about, like, you know, persons, like, let's say I lived next door of that incident.
11:59Obviously, I might not have been directly affected, but I'm traumatized because there are three persons shot and killed right next to where I live.
12:07Would the special victims unit also offer that kind of counseling or assistance to those right in that vicinity as well?
12:14No, no. I wouldn't say that the special victim department, because our, we deal with...
12:20Specifically the victims.
12:21Specifically with the victims of the crime.
12:23So, as I mentioned previously, we, children, victims, and also those who are forms of abuse, domestic abuse.
12:33Right.
12:33Yeah.
12:34Okay, fair enough, fair enough.
12:35So, you said that if others are affected indirectly, you have social welfare and all these other...
12:41So, however, the community policing...
12:43Yes.
12:43...could probably, you know, they could engage, community police could engage the neighbors, you know, find out what's taking place and seek some form of...
12:52Something could take place through the community policing department of that district.
12:56Yeah, most definitely.
12:57All right.

13:07Let's take a look at the figures, Inspector.
13:10Number of operations, 6,098.
13:14Target priority offenders, 2,163.
13:18Searches conducted, 39,496.
13:22Traffic operations, 4,066.
13:25Total persons arrested, 2,740.
13:30Traffic offenses detected, 23,847.
13:36Firearms recovered in total, 163.
13:39We had a rise, as you see in red, 73 pistols and 41 revolvers.
13:45Ammunition recovered to date, 2,032.
13:48We had a rise in the 9mm area, 1,076 rounds, 141 rounds of 0.38 and 59 rounds of 0.45.
14:00Dangerous drug seized, 469,187.80 grams of cannabis, 8,287.35 grams of cocaine and, of course, 1,032 STC pills and 15 grams of molly.
14:17Some work there been put in by the officers.
14:22So, I'd like to commend the officers that we have been doing some good job and, you know, through the commissioner of police and his executive that something has been doing, which is good.
14:36I know that, you know, things might be looking good for the citizens of Trinidad and Tobago, but I can assure, and I guarantee, through the executive of Trinidad and Tobago Police Service, that things will get better.
14:50Yes, certainly.

17:48who do not have a safe place,
17:51who are maybe not even lying in their own beds or a bed.
17:56And there's no roof to shade them from the sun,

18:56I played football in my younger years for my college.
19:00Trinidad is one up.
19:03We're looking forward to additional goals, probably four or five.
19:07All right.

19:09We will obviously keep you all posted.
19:10But down to some more serious business, of course,
19:14as it pertains to the Special Victims Unit.
19:18And I know you would like to give us an overview
19:20and share some figures and statistics with us.
19:24Yes, yes, I would.
19:25So, we have, from CAPA statistics here,
19:30we have under sexual abuse for the period 2024, 2025.
19:36Right.
19:37Right.
19:38We have 204, 2024, 189 from January to September at present,
19:47189.
19:48If we look back at 2023, we saw that there was 285.
19:52So, looking at it, we have seen a decrease
19:55in relation to the number of sexual abuse.
19:59And this speaks with domestic violence.
20:03Assault by beating, we had 2,676.
20:07In the year 2023, 2024, we had 2,220 with 979.
20:15Breach of protection, 265, followed by 240,
20:20followed by 137 at present.
20:22And the list goes on and on and on.
20:24Right.
20:26So, what I could say is that at the Special Victim Department,
20:30there may be some challenges, minor challenges.
20:33However, at the department, we are ensuring to deal
20:37with these reports and these crimes that come to us.
20:39We engage, as I said previously, our victims.
20:44Right.
20:45So, they would make the report at all other stations,
20:47including our department.
20:50And we would ensure to deal with these reports,
20:54all of these reports in particular,
20:56in relation to ensuring that the victims get justice,
21:01you know, that they seek counseling,
21:03because it's trauma that they're experiencing.
21:05And abuse comes in all forms.
21:08It'd have the psychological abuse,
21:09we have the physical, we have the emotional abuse,
21:12we have social abuse.
21:14And it's trauma that they would be experiencing.
21:17Sometimes we may,
21:19a victim might be a bit hesitant, unwilling in coming forward.
21:23It's because what he or she might have experienced
21:26over a period of time.
21:27So, as a result, we would engage our stakeholders,
21:33internal stakeholders,
21:34to assist, to guide, to work with the victim
21:37prior to us engaging the victim
21:41to get statements,
21:43to get probably witnesses,
21:45to give us the full history of what would have taken place.
21:48Because we all understand it's just a psychological thing
21:50that this person would have been probably encountering
21:53over a period of time.
21:55So, it would have been a buildup.
21:56So, it's important, as I said, mentioned previously,
22:00that we, at this department,
22:03we ensure to engage all our stakeholders,
22:08all our stakeholders,
22:09internal and also external stakeholders.
22:12What would you say, in your estimation,
22:15is perhaps one of the most serious challenges
22:20you all face at the Special Victims Unit?
22:22When it comes to that area of crimes,
22:25you have just kind of outlined to us.
22:30Well, there are a lot of procedures that we must follow
22:34for the entire process to be completed,
22:37with reports to lead up for prosecution.
22:40So, there are some challenges,
22:42but, as I say, it's minor challenges
22:44that we at the department and the executive,
22:47at present, is tweaking,
22:50is ensuring that things put in place,
22:52because, you know, we have SOPs,
22:54we have our guidelines,
22:56our policies that are,
22:58at present,
22:59is in place to ensure that,
23:02you know,
23:03we grow, we build,
23:04to effectively and efficiently ensure
23:06that the victims get justice.
23:08And it's all about the victim.
23:09It's not about us,
23:10but it's all about the victim.
23:12So, we have to ensure that the victims
23:13in these crimes,
23:15in these crimes,
23:16really get justice,
23:18and to ensure that these offenders
23:20are placed before the court
23:21in a timely manner.
23:23So, in a sense,
23:24and you need a sense of,
23:26not just the victims,
23:27but more of a public engagement
23:29by others to come forward
23:31with information to assist you all,
23:33apart from the victims,
23:34because, you know,
23:34we had some callers
23:36over the last couple of weeks,
23:37someone quite recently,
23:39calling in to explain
23:41that they knew somebody
23:42who had been sexually abused
23:45at a very young age.
23:46It was not reported.
23:48And 25 odd years later,
23:51she's mentally,
23:53psychologically,
23:54emotionally traumatized.
23:55And the relative is asking,
23:58can this person,
24:00this victim,
24:01get help,
24:01as well as,
24:02can the perpetrator
24:03of that particular crime
24:05be now arrested and charged
24:08based on what had happened
24:10many years ago?
24:11Well, it's so true.
24:13And you're quite right.
24:16That's where we need
24:17the stakeholders involved.
24:18And stakeholders only,
24:19not only mean
24:20the professionals,
24:21but also the community,
24:22the neighbors,
24:23who might have heard something,
24:25who might have witnessed
24:27a crime that took place
24:29against a victim
24:30who has been abused
24:31by another friend,
24:33a colleague,
24:34an intimate partner,
24:36so that they can come
24:37and assist the police
24:38to ensure that this victim,
24:40as I say,
24:40could be a neighbor.
24:42And the neighbor
24:42might have been aware
24:44of the report
24:46or the incident
24:47that took place,
24:49come forward,
24:50assist the police.
24:51We are here to work
24:53with our communities.
24:54We are here to partner with them.
24:56We are here to ensure
24:57that everyone,
24:59you know,
24:59get on board,
25:00understand where we want to go.
25:03And as an organization,
25:05and in particular,
25:06the Special Victim Department,
25:08yeah, it's imperative,
25:09and I know the executive
25:11of this administration,
25:12the department,
25:13is seeking to ensure
25:14the interest of all victims,
25:17of all victims,
25:18both the children
25:19and also the adults
25:20that engage also
25:21in that type of
25:23domestic violence,
25:24because we know
25:25it's prevalent in the country.
25:27It's prevalent,
25:28and we want to treat with it
25:30in a matter of,
25:31you know,
25:31alacrity to ensure
25:32those victims
25:34get justice.
25:37So it's really not about us.
25:39You know,
25:39it's about ensuring
25:40that the victims
25:41get justice.
25:42And, yeah,
25:43so partner with us.
25:45You know,
25:45partner with us,
25:46stakeholders.
25:46We are here.
25:48We really want
25:49to work with you all.
25:50We can't do it alone.
25:51We need your assistance.
25:53We need you all
25:55to get involved.
25:56We have a project
25:57coordinator
25:58at our department
25:59that we want to collaborate
26:00with other external stakeholders
26:02to ensure
26:03that the communities,
26:05because it's start
26:05from the community,
26:06ensure that parents understand
26:08and ensure that,
26:09you know,
26:09that families,
26:13friends,
26:14you know,
26:14spouses know that,
26:15yeah,
26:16what they're about.
26:16And quickly,
26:17just before we go
26:17to the break,
26:18is there also the need
26:20for perhaps
26:20the tightening up
26:21of specific legislation
26:23to assist
26:24the special victims units
26:26in specific areas
26:27as it deals with
26:28sexual abuse
26:30and other types
26:31of crimes
26:31under that umbrella?
26:34There are seven pieces
26:35of legislation
26:35that is in
26:36at present
26:38that we work with.
26:40and so
26:42with those
26:42legislations
26:43that are in place,
26:44we are ensuring
26:44that the victims
26:47get justice
26:47in relation
26:48to the legislation
26:50that is in place
26:51for we to treat
26:52with as police officers
26:53according to the law.
26:54But there are things
26:55that you still think
26:56in that legislation
26:57under Sexual Offenses Act
26:59that perhaps
27:00need some kind
27:01of tightening up,
27:02you think,
27:03based on your experience
27:04as an officer?
27:05They may have,
27:09they may have,
27:10they may have.
27:11But as I said,
27:12the legislation
27:12that we have here,
27:13we work with it
27:14and they are in place
27:16for the police service
27:17for the organization
27:19and also this department
27:20to ensure that
27:21justice is served
27:22in a timely manner
27:24for the victims.
27:25Well, I can imagine
27:26sometimes, you know,
27:26there are always amendments
27:27to our act
27:28as the case
27:29maybe if there is
27:30recommendations made
27:32and so on
27:32and it goes through
27:33the legislature
27:33and so on.
27:34So I was just asking
27:35in that interest.
27:36I'm sure there are
27:37other things
27:37that you might want
27:38to, you know,
27:39tighten up at times.

31:48are continually
31:49engaging
31:50in fights
31:52at schools.

31:56police
31:56and there's
31:57a team
31:58of police
31:59officers
31:59who are
31:59assigned to
32:00schools
32:00to treat
32:01matters as
32:02these.
32:03This is
32:04a more
32:04social aspect
32:06also
32:07where
32:08parents
32:09the entire
32:10team
32:10parents
32:11we got
32:11the social
32:13workers
32:14we can
32:15look at
32:15also
32:15what
32:16the school
32:17has put
32:17in place
32:18in terms
32:18of
32:19to ensure
32:19that these
32:20things don't
32:20take
32:20but it's
32:21a lot

32:25look at
32:25as a
32:26society

42:01to exist but we need to work with it so
42:05it's it's not a and it's not an I
42:07thing but I believe it's it's a
42:09general thing where we have to come
42:11together to see how best we can really
42:14treat with us to work with this to ensure
42:16that this type of behavior that is that
42:20is being experienced in schools you
42:23know how to really curb it to get the
42:27best for school is a place of learning so
42:30it's a holistic approach and I sense
42:31squalor your passion your hurt even
42:34because you know once you have children
42:36and they're in a school yeah whether it's
42:39that school it has been highlighted or any
42:41other school because it can happen at any
42:43school at any given time based on some
42:46disagreement or something we as as a
42:49citizens of Trinidad and Tobago as
42:51adults whether your parents or not yeah
42:53you need to intercede you need to step in
42:55you need to be there to listen to the
42:58advice or give advice rather or listen to
43:01these children find out what are the
43:02problems why are they deciding to engage
43:04in a physical confrontation definitely
43:07definitely I agree all right so we have

43:20um with the fighting with that fighting in
43:28school right because the the the the police or
43:32the the the prime minister or the president
43:35decide to put these children in a cell and
43:40wet them down when the night come all
43:42those fighters could that happen I want to
43:46know if that could happen inspector right
43:49and next thing again that incident with the
43:53the the the man running that girl inside the
43:59garage there if that child take up a bucket of
44:05acid and show on that man right what would
44:10have happened to that that that girl I this is
44:15my command calling from way in Tobago and I I am
44:18very very disappointed with those fighting in
44:22school right we don't want that I find the
44:25president and prime minister should step in let
44:28us decide we're putting these fighters in a
44:32prison in a cell two o'clock morning with your
44:35hot water with your core water on them and let
44:38the long sense I can't take on this kind of thing
44:42seen on on on on my TV with those nasty fighting

44:55yeah um the law of shantimiko don't um there is
44:59not nothing created where the police officers has any
45:02authority to just throw water on a child and just put
45:07them in a cell and wet them with hose um the law in
45:10relation to how to deal with children um it's specific and we
45:14have the rules that we deal with it they are the judge rule for
45:16children and how it governs and we have a children
45:20act to deal with children um so i don't want to comment much on
45:25that yeah because there is a there are laws in relation to how
45:28to deal with matters involving children also adults and society on a whole um
45:34acid um again again same same same same
45:39i think yeah there are laws there are laws in trinidad tobago yes
45:42yes we have to work with as as peacemakers law keepers within the
45:48police service that we need to be working with to ensure and govern our
45:52country trinidad tobago yes and the homeland security minister
45:55mr roger alexander did say that if if if individuals in these schools uh
46:01you know they commit a particular crime you know
46:03uvs bodily harm or whatever they should be tried as adults
46:07of course that will be determined by the police when they're laying charges and so on
46:11but there's also there's a procedure to follow and these draconian measures
46:15the humblest of respect that you are suggesting that is that should be done i
46:20don't think uh in this day no no that is appropriate because those are
46:25things that will traumatize these young persons for life and we want to
46:31get them on a path of rehabilitation rather than
46:33you know definitely pushing up further down the road yeah definitely all right we have

46:52things happening in school when children do wrong could you send them to my lap my path

47:26of james you send them to my lap my path so they'll be still getting the schooling and they'll be under
47:36superficial
47:41i guess that's inspector what i can say that there are processes to follow yeah before reaching that
47:47um that part of my lot i know that my lat is for for for children who would have probably um
47:54um do more in trade or looking looking probably for a skill or who might have been in um in a fight
48:02or probably for some other offenses but there are processes to follow um for sending someone or before
48:09a child going to my lap um so i know that for sure so just can't go there just so um yeah yeah and i know
48:18that you know callers i know that i've sensed the passion in your voices i know a lot of you all have
48:24children and i understand how how that might affect you seeing those images on television uh but we also
48:31have to temper it with good reason uh and sense as well we have another call in line last caller for the

48:49everything starts from the home that is where the problem is when a child is home parent comes home drunk
49:00they come home with an attitude that is what the child immediately and they grow with that until
49:06the family school secondary school so once there is violence in the home once there are uncontrollable
49:15actions in the home that is what the child will keep so this is where you have to start from
49:21from the home that's the root cause of our problems is the home when we were small why did we
49:30we were different why did there are some children that excel more honors everybody could excel but
49:37because of our bringing of the child and the attitude of the parents the children mimic it and that is
49:45what they take to school and there is the problem the root problem is to start from home you could take
49:53the child to my lap my whatever and you see all these places but the child goes to the mindset thinking
50:01that mommy could hit daddy could hit mommy mommy could hit daddy so i'll hit he or she and do what i want
50:09the problem is home you know that is where the problem is in my time two hearts in your back and
50:15you straighten up for two weeks so we need to start from the home get the parents involved in the
50:22children's activity they give them a tablet they give them an ipad and they work with that until
50:28the age and you go about your way and them going and looking at every and anything on the tablet
50:33or on the devices and they mimic and this is what they do they want to be part of society and social media
50:42is causing 90 percent of your problem caller thanks so much for that uh incisive uh uh comment there
50:53inspector um i fully agree and i mentioned previously um a holistic approach is needed um
51:04probably you know parents we need to probably have more workshops um a more awareness level of awareness in
51:11terms of um how to treat with um children there might be some issue that the child might be experiencing
51:20that may need some form of assistance that the parent may not be able to provide or support and that is
51:27where um the other agencies other stakeholders could probably support to guide to work to continue to
51:34develop and grow um so we need we need you know in the past we would have seen where you know
51:39children you know apart from the parents doing that work we have you know other children other
51:47parents other neighbors in the community coming on support and also the school the police officers
51:53so it's an entire holistic approach we need and um we need to continue to do that we need to don't give
52:01up on them we need to continue to work um and see how best we can continue to develop our children
52:09because they are the future for our country yeah well said inspector and obviously you know the caller
52:14made some very insightful points about the fact that uh you know it all begins at home what they see at
52:20home or always creates or rather shapes their mind yeah and you have to be cognizant of that uh what you
52:28teach your child and how you go about that and of course you have to set an example within the home definitely
52:33so that they can take that example now and carry it outward without being something positive rather
52:39than negative yeah all right so we're running out of time inspector again thanks so much for the time
