03:05Welcome to our viewers across Trinidad and Tobago.
03:08And of course, to our visitors who are still here after our carnival celebrations.
03:13And I'm hoping that everybody had a safe and enjoyable carnival.
03:17And of course, it's Day 67 of the State of Emergency.
03:22And with us today is Acting ESP Ishmael Pitt of the Trinidad and Tobago Police Service.
03:27Welcome, sir.
03:28And I know you might have had a very busy carnival in terms of work.
03:32Indeed. Good afternoon, Mark. Good afternoon, Trinidad and Tobago.
03:34Yes, it was indeed a busy time for police officers, members of the defense force, other stakeholders.
03:42But we were able to manage through the period.
03:45And I trust that safety and security was preserved, generally speaking.
03:50Right. I know that the acting commissioner during the press conference yesterday spoke of a couple of incidents.
03:55I think about five people were killed over the duration of the carnival period.
03:59Some in isolated incidents, of course.
04:01Yes.
04:02And he measured the homicide figure for this year of 66 comparatively to 95 last year.
04:08And of course, in 2023, 111.
04:11So they also spoke about they had at least 47 operations that took place between Monday and Tuesday.
04:19Not just within, you know, just around carnival, but also in other areas.
04:25And I think the gold commander, Mr. Smith, would have indicated that of the 10 police divisions, I think eight were incident-free, more or less.
04:33Yes.
04:34And I guess the police were saying that we had a generally safe carnival.
04:38Of course. Of course.
04:39And yes, you are correct in terms of the statistics.
04:42We have experienced a lower murder rate if we are to compare it with last year and even the year before that.
04:50I can tell you, though, that we are still not satisfied in terms of that decline.
04:54We are working assiduously in terms of bringing it down even further.
04:59The carnival period generally, as we said before, it was safe.
05:03It took a lot of commitment.
05:05It took a lot of dedication.
05:07It reinforced the partnership between the protective services.
05:11Because we must thank, again, the defense force, the municipal police officers, the transit police officers, members of the fire service, members of even the prison service.
05:24So, it was a holistic effort.
05:26But most of all, we would want to thank our main stakeholder, which was John Public.
05:31Generally, John Public was fantastic.
05:34A lot of persons were very receptive to the police officers on the ground.
05:39They were open to the directions that were provided.
05:42And generally speaking, they were a good bunch.
05:45And I know that on Tuesday evening, of course, we had a very unfortunate incident.
05:50In the midst of the celebrations, of course, in a very busy area along the Western Main Road in St. James,
05:56unfortunately, Mr. Erwin Mayura, a Venezuelan national, was shot and killed following some kind of argument with the suspect.
06:05And, of course, within that melee, at least four other persons were also injured by the gunfire, I guess, in the whole crowd and the whole situation.
06:15Because I know, I understand that a particular mass ban had just passed there within minutes.
06:24And thankfully, I mean, it's unfortunate that this individual lost his life.
06:28And, of course, the matter is still under investigation by the police.
06:32I don't want to say too much, but the individual or the suspect rather stayed on the scene.
06:38And the police later came and detained him.
06:42And he's now assisting police in the investigations into this latest homicide.
06:48It's rather unfortunate because, you know, when somebody discharges a firearm in a public place, whether it's licensed or unlicensed,
06:56other persons who are around who are innocent bystanders are also liable to be injured.
07:01Of course.
07:02Because it's ricochet and so on.
07:04Yeah. So it was against the run of play.
07:07You know, the persons in that vicinity didn't expect anything like that to happen.
07:11Fortunately, more persons were not injured.
07:15And it was limited to a particular zone in that the responding officers were able to manage the situation within a quick period of time.
07:24We would also have to thank the members of the public who only grown at that point in time because they took certain action that was able to put law enforcement in a stronger position regarding bringing to this matter,
07:36bringing this matter to a successful conclusion within a short period of time.
07:40So, yes, again, zero on a play.
07:42It occurred.
07:43It's very, very unfortunate.
07:44It's not something that we would want to see coming out of our carnival celebrations.
07:50But we have to look at the other side of things.
07:53We were able to manage the situation within a short period of time.
07:56And the persons who only seen were very responsible.
07:59And what it did, as I said before, it has put us in a good position to bring this matter to a speedy conclusion.
08:05Right. And of course, tomorrow, ACP Richard Smith, the gold commander for the carnival 2025 celebrations from the Trinidad and Tobago Police Service.
08:15He's going to join us and he's going to give us a holistic wrap about the police activities that occurred over the last Monday and carnival Tuesday.
08:24And I have to say that safety is really paramount.
08:27And I look, I looked at the media over the days and a lot of the tourists that were here, they expressed satisfaction.
08:36They felt safe for the most part.
08:39And they enjoyed themselves here.
08:41I know there were isolated incidents.
08:43I was actually in a juve ban where there was security, but then there was a couple of persons chain snatching at the oval.
08:51But luckily, I have to say, I actually saw police officers within a minute or two responded.
08:57And they had at least five to six people who were responsible for grabbing jewelry off people's hands and on their necks.
09:03And of course, I know you all had indicated to persons, please be mindful of the kind of jewelry around carnival time.
09:10Yes, and we will always give those type of warnings.
09:14It's up to the left to the individual person to take heed.
09:18It places you in a position where you become a target.
09:21And in most instances, you become a soft target because you're in a crowded situation and persons usually take advantage of that.
09:28As you said, the officers were able to respond.
09:31So it's a matter now of persons having to account to the court regarding their actions and their activities.
09:36So when we look, Mark, at the feedback from not only our localized public, but persons who are visiting, the feedback was tremendous.
09:49It was tremendous to the extent that we would even expect more persons to be visiting our carnival next year and even the years to come.
09:57And therein lies the importance of ensuring that our carnival is safe because safety is priceless.
10:03It is priceless. And persons would want to go into an environment where they know that they can enjoy themselves and they don't have to be continuously looking over their shoulders.
10:13So for that reason, you know, we know that the presence, it was there, it was engaging.
10:20And, you know, the members of those countries that they took part, we would always be grateful for that level of support.
10:30And we would hope that they would be able to spread the good news that Trinidad and Tobago's carnival is definitely a safe space.
10:36Yes. And certainly, of course, we also had an incident where one of our former employees here, a former anchor, Samantha Best, was out on the streets.
10:44I know we had a skit here on Beyond the Tape and apparently somebody passed and snatched her phone.
10:54She related the incident on social media and her husband who was nearby actually chased down the individual.
11:01And I think it was some other person and they were able to retrieve that cell phone that the person had taken from her while she was enjoying the festivities.
11:13So certainly, as we said, you also have to be mindful of what you're holding in your hand, your cell phone, your purse, whatever it might be.
11:20Because we have shown a skit here, you know, protect yourself.
11:23Of course.
11:24This is coming out of a lot of boot.
11:25Yeah.
11:26Having a conversation on the phone and then somebody grabs her purse.
11:31Gone in seconds.
11:32Yes.
11:33Gone in seconds.
11:34And, you know, it's unfortunate that Ms. John had to undergo such an ordeal.
11:40It shows us the real side, you know, the realistic side and the part of our issues that, you know, we may not always address in a particular way.
11:53Imagine you are inviting persons into what you are experiencing.
12:00And in that moment, you and the persons who you have invited are now seeing something that, you know, you're not expecting to see.
12:08Yes.
12:09You have turned literally joy into sadness.
12:12Unfortunately, they were able to recover the phone.
12:14I know that investigation is ongoing.
12:16It is my information that persons have been detained where that is concerned.
12:20But we will continue to urge members of the public, you know, in all that we do, please continue to be situationally aware.
12:27And it's not about victim blaming.
12:29It's not about victim shaming.
12:31It's about learning from other people's experiences.
12:33We must say that, Mark, because, you know, there are some persons who would go out with the impression that we are supposed to be able to enjoy our space.
12:41We are supposed to be able to enjoy our property wherever we choose.
12:45And as much as that might be so, there are other persons in our society who are deviant.
12:51They are not law-abiding.
12:53And for that reason, they may violate what we may call that right to do certain things.
12:58So it's always better to be on the safe side.
13:01Certainly.
13:02All right.
13:03Let's take a look now at our headlines.
13:15So those are some of the headlines within the past 24 hours.
13:38And we just quickly want to go to our state of emergency statistics update for Day 67.
13:45Yes, Day 67, number of operations, 3,347.
13:50Persons targeted as priority offenders, 2,530.
13:54Searches conducted, 23,566.
13:58Traffic operations, 3,105.
14:01The amount of persons arrested in total, 2,623.
14:06Traffic offenses detected, 11,981.
14:10Firearms recovered, 127.
14:13Ammunition recovered, 2,886.
14:17Dangerous drugs seized, 320,000 grams of cannabis.
14:22And 2,612 grams of cocaine, also 58 grams of ecstasy.
14:30So that firearms category there, we're seeing it's going up,
14:35which is a good sign that the police are trying to get these illicit weapons off our streets.
14:40Yes, indeed.
14:41And we know for the same period last year,
14:44we did not have that level of success where firearms seizures were concerned.
14:48You know, we always would want to ascribe a lot of what we do
14:54and the successes to the support of the members of the public.
14:57But this afternoon, I would also want to lower the efforts of the officers on the ground
15:03who have been working tirelessly over the past couple of weeks
15:07because we had two things to manage, more or less, or generally speaking,
15:10which was the SOE that we are involved in
15:13and also that specific focus on the carnival celebrations.
15:16And we were able to pull it off.
15:18We were able to pull it off amidst, you know, the fact that we have a situation.
15:23We are not proud of our present crime statistics,
15:27but we have placed ourselves in a position now
15:30where we can see that the whole aspect of success is not beyond us.
15:36Well, certainly, and I know that the police continues to work diligently, sorry,
15:41to try and get that to acceptable figures for the public to feel safe
15:46and even safer than they do now.
15:49And, of course, we had an incident earlier today in the Sealots area.
15:53Just take a look at some of the video here.
15:56There was apparently some kind of incident involving police officers in the Sealots area here.
16:04This is some video captured here by our express journalist.
16:09And I'm not familiar with everything that occurred,
16:13but the residents seem to be very perturbed about not only the police presence
16:20or what might have happened, the incident, some kind of a confrontation
16:26and some alleged shooting incident that occurred there sometime this morning.
16:32But definitely, we're going to hear more about this from our resident when we return.
16:37But I don't know if you would just like to add anything before we go to break.
16:41Well, to be honest, Mark, I don't have facts on this incident,
16:45so I trust probably we could be guided by what the gentlemen have to say.
16:50And I will see, probably I can get some information so that I can probably add to his account
16:55or take away as a case maybe.

19:18Joined today by acting ASP Ishmael Pitt of the Trinidad and Tobago Police Service.
19:23Apart from the isolated incidents involving shootings and so on,
19:28there was also some road accidents along the way over the last few days,
19:34raising concerns.
19:37I think five people were killed over the duration, according to the acting commissioner,
19:43in various parts of Trinidad and Tobago involving vehicular accidents and so on.
19:51We would always say that accidents will happen.
19:55But there's another side to it, that accidents are also preventable.
19:59And we have spoken and spoken and we will continue to speak
20:04as to road safety and why drivers must adhere to all the safety procedures,
20:10regulation laws, practices of the roadway.
20:15And pedestrians, observers, onlookers must also take some responsibility
20:21if it is we observe that persons are not behaving the way they ought to behave
20:27when they are given that level of responsibility.
20:30It's unfortunate what we had seen over the past couple of days.
20:34You know, condolences to the family of those persons who died as a result of these accidents.
20:41The combination of alcohol, speed, fatigue, you know, it's a deadly one, as we have been seeing.
20:51And we will continue to urge members of the public.
20:54And we will extract it, given the time of the year,
20:59given the fact that we know at carnival, persons would be partaking in certain activities
21:06that may not always render them in the best position to be in charge of motor vehicles.
21:11Unfortunately, we have still ended up in a situation where we have had these accidents.
21:18You know, we would still appreciate the fact that we were able to prevent much more.
21:25But we urge members of the public as we go forward, and most of the motoring public,
21:30that we please, please take road safety with the level of seriousness that it deserves.
21:37There was an array of video footage that we showed our viewers from various areas.
21:44Aruka, Diggle Martin, Hoover, this latest one that you're seeing,
21:48somebody was struck and then, you know, thrown to the side of the road.
21:53This was an incident involving a Trinidad and Tobago Coast Guard ambulance and another vehicle.
21:59Seemingly in West Trinidad as well.
22:02So certainly, that need for speed, people need to be observant of the speed limits.
22:07Yes.
22:08And obviously exercise caution because you're not the only one on the roadways,
22:12whether it be day or night, because we're seeing a lot of accidents during the day, normal.
22:16Yeah, yeah. It's not a case of it's only at night times we have had an accident.
22:22You know, at any given point in time in the day, it can occur.
22:26So we need to be exercising all these precautions once we are behind the wheel.
22:32You know, persons like to ignore a lot of things.
22:35We sometimes would use our cell phones.
22:37We ignore the seat belts.
22:39We ignore the speed limit.
22:42We ignore the fact that as far as science would tell us and research,
22:47that beyond a certain level of alcohol intake, it obscures our judgment.
22:54We still go ahead and we do it because a lot of us believe, as a personal fable would tell,
22:58that it wouldn't happen to us.
23:00But in carrying out these actions and making these decisions,
23:05we can also impact persons who are totally innocent to whatever is taking place.
23:13There are a lot of persons who just left their home to conduct whatever business,
23:18to partake in whatever activities from a genuine standpoint.
23:23And today, you know, there are casualties of road traffic accidents.
23:27Yes, definitely.
23:28And as we talk about innocent bystanders,
23:30we just wanted to quickly jog our memory about the incident on Tuesday in St. James
23:36involving one person that was killed, a Venezuelan national, Ewan Mayora.
23:40As you talk about discharging firearms in public places with a number of persons in that vicinity,
23:47and you would see from the video there were hundreds of persons in that area.
23:52A very busy time on Carnival Tuesday near the bars and so on.
23:56Yes.
23:57But my understanding is that this happened just near the market area, just off the bar,
24:02about three buildings down.
24:04And you would have seen that apart from the person that was shot and killed,
24:08there's another injured lady there and another guy, sorry,
24:13and three other persons were injured during that fracker there.
24:22Some were grazed by the bullet.
24:25A gentleman was shot in the head.
24:27But I was speaking to an investigator yesterday or earlier today,
24:32and he did say, luckily, I think the gentleman, he was talking and so on,
24:37because if he was shot in your head directly, you might not have been conscious.
24:42He said it seemed that he was grazed by the bullet, thankfully, so he's alive.
24:46He's speaking to the person's rendering assistance.
24:50So they're hopeful that he makes a full recovery from the injury that he sustained,
24:56as well as the others.
24:58I believe one person was shot twice in the leg, another was grazed by a bullet in the arm, and so on.
25:03And certainly, when we even speak about licensed firearm holders,
25:08they're not being able to ascertain whether or not this individual is a licensed firearm holder.
25:13But I know there are certain guidelines, even if you are a licensed firearm holder,
25:18in terms of discharging your firearm in public, and of course, even if you're intoxicated.
25:25Generally, we look at backdrop selection,
25:29and one would be ill-advised to be consuming alcohol if you are in possession of a weapon
25:38that carries such a tremendous responsibility.
25:41But as I said before, there are those who would disregard what we will call plain, common sense,
25:49best practice, rules, regulations.
25:52And for that reason, we dub them deviant.
25:56And it's for us now, as law-abiding citizens and partners of law enforcement,
26:03to ensure that these persons are held and that they are held to account.
26:07It is rather unfortunate what took place, but we are also fortunate that more persons didn't lose their lives.
26:12I think we saw a video a couple of weeks ago about a gentleman without a licensed firearm.
26:16Inaba drew his firearm, if you recall, a couple of weeks back, somewhere in South Trinidad,
26:21maybe about two months ago, and he was pointing it at a man,
26:24and the man was able to take the firearm from him, and he fell back.
26:28You might have vaguely recalled the video, but I distinctly recall the video.
26:33And it was almost comical at times, but it was a serious thing.
26:36And as we talk about firearms in general, we have a video.
26:40We're not sure where it is from, but there's a gentleman here holding a firearm,
26:45and having a conversation with somebody who he later strikes.
26:49Now, this is already on social media. We think it's somewhere in East Trinidad.
26:55I don't know if that person is a licensed firearm holder,
27:01but it seems that he's brandishing that firearm very, very freely there as he confronts the other person.
27:12Well, what I can tell you is that we have been privy to this video,
27:18and at this point in time, we are asking members of the public,
27:22anyone who would have information as to who this individual is,
27:27and even the other persons who are in the video,
27:29that could also lead us to bringing this incident to some conclusion where persons are held accountable.
27:37It's a clear case, and there's an individual there who is exercising a high level of responsibility,
27:45as risky as it may have appeared.
27:47And when persons do that, we must call them out in terms of commendation,
27:52because that situation could have been totally different had it not been for his intervention.
27:59So again, anyone with information regarding this incident,
28:02please communicate with whichever police station is in your area,
28:06or 999, or whichever number you feel comfortable with,
28:10because we are still yet to determine the exact area.
28:15Yes, we have information, but it is not conclusive.

35:34that came up in what we saw there is one that is plaguing us as a
35:40society we have been experiencing a countless
35:45amount of reports regarding this particular
35:48crime type so we are urging members of the public
35:52please please please exercise a high level of
35:56vigilance intuition responsibility if you would want to call it that
36:01regarding conducting this type of business
36:05persons who you don't know you have surfed the the social media platforms and
36:10you're now seeking to have a deal and you know there are certain tips
36:13that we would give mark in that yes in the first instance do not isolate
36:17yourself secondly go to a place where you feel
36:21comfortable and where you feel you could have some level of guardianship
36:24which would deter somebody if they don't have any good intentions in the
36:27first place you know so there are so many things
36:30that we could do in order to make ourselves harder targets as
36:34opposed to this running into situations like that and

39:26and the safety and security of course well that goes hand in hand with those

43:30involving an alleged beating of a father and his daughter and it's alleged to have

48:05today with me is acting asp ishmael pitt of the
48:08trinidad and tobago police service and we are talking about uh two
48:12homicides that occurred over the last few days one in the
48:15pleasantville area here apparently the individual was shot and killed in his
48:21home um in the pleasantville area here i think
48:25this might have occurred on monday night if memory serves me right
48:29yeah um i'm not entirely certain of the circumstances but i understand there
48:35was a vehicle that passed by and then this is a second incident i
48:38think in uh up in the laventello east
48:43lavender area sometime i think on sunday to monday
48:47uh where the person apparently was shot and uh on the roadway and then made its
48:52way made his way to an abandoned house there
48:56where he collapsed and of course was later
48:58found by police officers who responded to gunshots in the area
49:02yeah so again condolences to the family of the deceased persons and
49:06you know we'd ask anyone with information regarding
49:10these two murders to please contact homicide region one and homicide region
49:14three homicide region one in the case of the
49:16incident happening in port of spain and region three
49:19the incident happened in this pleasant park you said uh in pleasantville
49:22south yeah yes so um i mean and you know persons are
49:28preparing to go and and have a good time and you know in in these instances it's
49:33it's it's shattered not only you're looking at the immediate
49:36family of the deceased you're also looking at the community
49:38yes you know because um we sometimes don't
49:42analyze the impact of these incidents on the community on the children you know
49:47on on on family as it as we will say and
49:51for that reason we have our victim and witness support
49:54unit who you know they are trained um personnel who are able now to
49:59have that type of discussion and that type of intervention with persons who
50:03may be suffering from um you know the effects
50:07of of what they have experienced you know the loss of someone and
50:11not just the loss of someone but when you look at the circumstances
50:15so you know we would ask persons to reach out if
50:18if you feel that um you are in need and for those persons who may not be able to
50:23even assess them their own self you know they could
50:26um persons who are in their their space and are observing the flags please reach
50:32out so that we could have the necessary intervention

51:14officer and say look x y z you give it away yeah
51:19because of a deal you could go somewhere else and get the children
51:23into the store instead of going the back street
51:28going by yourself no that's not supposed to
51:33when will we learn to protect ourselves
51:38if you if you're so want to give it away but go and
51:41let it go into charity and you're gonna be you will be blessed
51:45but from the time you give that away you make somebody moderate
51:48you know and then you leave without anything you know
51:52yeah but i hope that when we make such a mistake and there's a
51:57big mistake we will learn blessing to you all yeah

52:06escorts more than the funeral yes sometimes you're looking to get
52:11a deal you're looking to spend less and in the long run
52:15you end up spending more because as he said you know
52:19she went into a situation there and she intended the benefit and she losed

52:35she lost big time so we need to talk about marketplace and we've been
52:40speaking about this almost six seven eight months now it's been in the media
52:44and people read about several instances
52:47where persons have gone looking for a deal whether it's to buy
52:51a car or to or to or to exchange a car for cash
52:55or a phone or computer yeah and they find themselves a victim of
53:00of a crime because they are not heeding the warnings of the police and even
53:05yeah other victims prior to them that have
53:09reported in the media of course and it is being reported in the
53:12media and that's an excellent point um you know it begs the question if
53:16persons are really um looking at our newspapers they are
53:21looking at the the television and they are observing
53:24what it is happening and we have so much of videos you know everything is being
53:27captured yes through social media there are so
53:30many stories that are being told but there's a saying mark it would not
53:37happen to me it would not happen to me it would not
53:41happen to me until it does happen exactly and that's
53:45the barrier we put between ourselves and reality and in the long run
53:51we have a rude awakening truly yeah well said
53:55so we were alluding to a video earlier on before
53:59we had to take a sudden break involving an alleged
54:03incident between a father and his daughter apparently where he is
54:10allegedly seen dragging the child and striking the the daughter
54:17with what appears to be a object a piece of wood of some sort
54:24and um there were a lot a lot of comments
54:28following this social media video that spoke to the fact that this has
54:33been going on for an extremely long time people in
54:37neighborhood have been seeing that happening
54:40and it comes like the incident that occurred a couple weeks ago
54:44with the child and uh the officer in moruga
54:49and i am i'm hoping that by now that person should be in police custody
54:54to answer some questions yes and and the fact that you are saying
55:00your information is that this has been happening for some time now
55:03you know it doesn't add any comfort to the situation in fact it makes it a
55:08little more difficult to digest um you know
55:12when we when we talk about that that that
55:14community response we are also speaking about
55:18persons who are in the know speaking out and we have had our slogans if you see
55:24something say something and it is of paramount
55:27importance that you do that mark because we can stop things from
55:31amplifying from going from one stage to the next we could even stop murders
55:36if we apply or render whatever information that we have to law
55:42enforcement when you look at these these videos it
55:47tells a story and you know you would have persons on
55:50on both sides some might be advocating based on their
55:53information for a particular type of action and they
55:56might endorse it based on their belief based on their upbringing
56:00based on what they know and on the other side you will have persons who
56:04are protectors of of rights and and those who would want to ensure that
56:10everyone live in a society and that they benefit from the
56:13same protection that you know the law recommends that we even benefit that we
56:18benefit from and not just recommend that the law demands
56:21that we all benefit from so I trust that um you know this
56:27incident would not go without um some accountability taking place I knew it
56:32would have an investigation and we would ask
56:34you know members of the community to please whoever have information come
56:37forward and you also have a tendency in some
56:40communities where people say see that that is not my business that is not my
56:45child yes but as you say we have a civic duty yes
56:50when something of this magnitude is happening before our eyes
56:54to say something exactly excuse me yeah so
56:58as indicative and the public as acting as people
57:02pointed out that when you're seeing things like this happening before your
57:06eyes in your community in your neighborhood
57:08you need to obviously reach out to somebody who can assist
57:13if you don't directly want to get involved but get that that law
57:16enforcement officer or somebody that you know has that kind
57:19of influence where they can get some action done and
57:24get this person you know into custody and question him as to
57:27this kind of behavior because it seems to be perpetual based on comments that I
57:31saw over the last few days on social media
57:34and I'm not sitting there might have been a story in one of the local
57:37newspaper indicating that this could have been
57:40something that's been happening for quite a while understood
57:42and I'm glad that you said you don't have to get directly involved
57:46we have created the the avenue for persons to communicate
57:51anonymously so don't feel you could get away with I don't trust this one and I
57:56don't trust that one and the one that want to know
