03:45Thank you, Mark, and it's always a pleasure to be here.
03:48Good evening, Trinidad and Tobago.
03:51Yeah, a lot of activities have taken place over the period, and I guess as we go into
03:55the program, we will develop on them.
03:57Well, first and foremost, of course, today, rather this afternoon, there is a new acting
04:05Commissioner of Police, Mr. Winston, sorry, Junior Benjamin, and he received his instrument
04:13of appointment with newly acting DCP Kurt Simon outside of the Police Service Commission
04:21in Tunapuna this afternoon.
04:24Of course, after which he spoke briefly with the media, so let's take a listen in.
04:31Well, yes, Mr. Igor is the Commissioner of Police, and I am now the acting Commissioner
04:38of Police, and Mr. Simon is now the acting DCP.
04:42Alright, with that, first of all, I want to thank all my people, because without him,
04:48it's not possible, so I want to thank all for that.
04:52And second, I want to take the opportunity to react to what Trinidad and Tobago has been
04:57saying, you know, about total commitment to ensure that we still rebuild that trust
05:04within the police service.
05:06We recognize that the police service has gone through a tough time, and continues to go
05:10through a tough time, but even in this time of crisis, we have officers and leaders who
05:16are very much able to make a difference, and therefore we want to see how we can help more
05:23officers, and bear their morale in the midst of challenges that we face.
05:27And yes, later, at least have the senior officers to work with us, so that we can really again
05:36please our officers for the hard work that they do.
05:39We want to ensure that we go there and even look at ways in which we can really assist
05:45in terms of facilities, we want to ensure that in terms of training and equipment, all
05:51those must be acquired.
05:53Above all, at this time, we want to ensure that you have a robust practicum to spread.
06:02So, newly appointed Acting Commissioner of Police, Junior Benjamin, speaking with Express
06:07Reporter, Alexander Bruzel, earlier this afternoon.
06:11Of course, he spoke about rebuilding the trust in the police service at a time where they're
06:16going through a pretty difficult time.
06:19We know that just about a week ago or so, Commissioner, who's now asked to step aside
06:26with Herwood Christopher, was arrested and later released pending further investigation.
06:31And of course, in that interview with the media, he also spoke about a continuous difference
06:39at the police officers.
06:40He hoped that they will make, especially in a time of state, the state of emergency, and
06:47just your thoughts, ASP Pitt, about your new boss.
06:52Well, first and foremost, congratulations to Mr. Benjamin, Mr. Simon.
07:00And as he said, it's a case now of advancing all those ideas of policing to ensure that
07:10we experience some operational continuity.
07:13It's always a difficult thing in terms of when you have to transition between leadership,
07:20and it's no secret regarding the circumstances under which this took place.
07:26So, definitely, I know the rank and file, the true support behind Mr. Benjamin, Mr.
07:32Simon, and the rest of the executive, because policing is a very, very serious business,
07:38and we must be together and focused if we are to be successful.
07:43And I know from a personal standpoint, you know, it probably is difficult as a senior
07:49officer in the service to see things like this happening.
07:52And of course, you'd be thinking about the perception that the public is also looking
07:57on at this whole situation, because the HTPS is the backbone of security in terms of the
08:05first interaction, of course, with the public, the Trinidad and Tobago Police Service, comparatively
08:10to most of the other law enforcement agencies, really interacts with the public.
08:16Of course.
08:17And we always say it's a double-edged sword, in that persons are able to identify and relate
08:23to the HTPS because of that interaction.
08:27Something happens, you go to the police station, police officers are out there on the beat.
08:32So that engagement is commonplace, as opposed to the other protective services, which may,
08:39because of their role, have less interactions.
08:42And, you know, for that reason, we either scrutinize to the extent where persons could
08:49say, yes, you are doing a tremendous job, or no, we feel that, you know, you're not
08:53doing a good job at all.
08:55So it's for us now to take that type of feedback and utilize it in terms of the direction the
09:00organization should be going.
09:01And even more so, as you said, we are in a state of emergency.
09:05So even more so, the public will be looking to you all for assurances, and also, you know,
09:10as you said, you're under heavier scrutiny.
09:12Of course.
09:13Of course.
09:14And, you know, in a state of emergency, if you want to call it that, that mindset of
09:20being on red alert, you know, the society in itself, psychologically, we are at a certain
09:25place.
09:26And for that reason, the police service have a significant role and responsibility.
09:31So within a period like this, the responsibility and the burden is even more tremendous.
09:37Yeah.
09:38But we are up to the task.
09:41We are not without reproach.
09:44However, given the strength of the organization, yes, we would have weaknesses, but given the
09:50strength of the organization, we are confident that with the support and the buying of the
09:55public, we'll be able to navigate through these waters and still be able to carry out
10:01our role and function.
10:02All right.
10:03Yeah.
10:04Okay.
10:05So it's day 39 of the state of emergency, and we just want to take you through some
10:09numbers.
10:10Definitely.
10:12So date 39.
10:13And in terms of operation, 2,138.
10:17The targeting of priority offenders, 1,914.
10:21Searches conducted, 13,857.
10:25Traffic operations, 1,837.
10:29The amount of persons arrested, 1,616.
10:34Traffic offenses detected, 6,830.
10:38Firearms recovered, 79, which is a tremendous figure.
10:42Yes.
10:43Ammunition recovered, 1,593.
10:46Dangerous drug seized, over 189,000 grams of cannabis and 1,203 grams of cocaine.
10:54So definitely the operations, the targeted activities are yielding a significant amount
11:04of fruits.
11:06And again, people might say it's becoming a bit cliche, but it is important to recognize
11:12the public and recognize the involvement of the public, recognize those persons who partner
11:17with us, those persons who would be providing the information that is necessary so that
11:22we could channel it into intelligence in order to continue to fuel our operations.

11:29We're going to take a look now at our headlines.

11:55All right.
11:56So those are some of our headlines within the last 24 hours.
11:59And of course, in the last image there, we talk about the police operations on the streets,
12:07but there's also police operations within the nation's prisons.
12:10And yesterday morning, between the hours of 7 and 1 p.m., police officers,
12:16a joint exercise coordinated by Deputy Commissioner of Intelligence and Investigations,
12:22Ms. Suzette Martin, as well as the Prison Commissioner, Assistant Commissioner,
12:27Mr. Lee David, Senior Superintendent of Prisons, Mr. Thomas, and of course,
12:31you had ASP Stanley of the SICSI and the Prisons Emergency Response Branch.
12:42So in that catch, there are 51 cell phones, 30 cell phone chargers, 53 lighters,
12:49207 grams of marijuana, improvised weapons, knives, digital scales, cigarettes,
12:55wrapping paper, et cetera.
12:56So clearly they are trying their utmost to limit the use of especially cell phones,
13:02which is a very mainstream commodity in the prisons.
13:07And also it is, apart from using it to reach out to family members,
13:11there are other nefarious activities those cell phones are used for.
13:15Of course, and it's no secret that we have been experiencing some challenges
13:19regarding persons who are incarcerated.
13:22And for that reason, we have pledged our commitment to the Toronto Legal Prison Service
13:27in terms of ensuring that operations, focused operations will take place
13:32regarding reading those facilities of items that are not supposed to be there.
13:37And also holding persons to account.
13:41Yes, because I know there was a large operation just about two weeks ago,
13:46I remember we highlighted it on me on the tape, of similar nature, the maximum security prison.
13:51Exactly. And when I say holding persons to account,
13:54it's not just limited to persons who are incarcerated.
13:58So as I said, holding persons to account, generally speaking.

17:08And we have a video of an incident that happened in the San Juan area
17:12a couple days ago.
17:14Just want you guys to take a look.
17:18So it seems that a gentleman here, he passed with his vehicle.
17:22Notice his speaker box outside.
17:25And full view of course of a CCTV camera that is stationed somewhere above that area.
17:34Moving the dustbin to accommodate
17:37his moving of that particular speaker box.
17:42That he placed there, that belongs there.
17:44That he bought.
17:45I hope, I don't know.
17:47That he bought?
17:48It's clearly somebody left it.
17:50The establishment looks to be open still.
17:52Because we're seeing the doors down there, not seeing any shutters.
17:55He probably lent it to them.
17:57Well, I'm assuming so.
18:01But I would wonder why they would put it on social media
18:06and ask certain questions.
18:08He probably lent it to them.
18:10We can't be so bold.
18:14And he's so calm.
18:16Yes, that's what I'm saying.
18:17He's on his phone here at some point.
18:19He's probably telling them he just came and he took the box that he lent them.
18:23Perhaps.
18:26But if what we are thinking it is, it in fact is,
18:33it's really ridiculous.

18:39And it concretizes the call for persons to continue to have their premises
18:46with cameras, CCTV cameras.
18:49So that we can capture persons who believe that they have a right
18:52to go and take things that doesn't belong to them.
18:55So now nationally, we know who the individual is.
18:58It makes our investigation easier.
19:00And that person can be brought before the court.
19:03Well, I hope for his sake it's his own.
19:06I hope so.
19:07He behaved as though it's his own.
19:08But let's see.
19:09He took his time, he took it up.
19:10He didn't even leave his stand.
19:12He took everything.
19:13I think we have a call on the line.

19:23You and the show paying attention.
19:25I saw briefly with the news about DCP Benjamin
19:30and one of the things he mentioned is the usual message from officers
19:35is restoring the trust and confidence of the citizens.
19:39Obviously, I know I'm just a citizen, so I just imagine
19:43citizens need to do their part.
19:45But officers, those with an inner authority,
19:49who have the training and the knowledge,
19:51and also, you know, they want to,
19:55it's a two-sided, it's a rotation.
19:58So, you know, thinking about that,
20:01viewing the recent clip,
20:04I really believe trust and confidence is the key.
20:08It's really the core.
20:09You know, this clip that you just showed, the CCTV footage,
20:12more cameras, you also speak about technology,
20:16but, you know, things are not budget.
20:18So, if you have the trust and confidence, there's no hesitation.
20:22Some people still look out and provide it.
20:25All in all, that would really make things so much easier,
20:28so much quicker, and just have better society.

20:33And that's an excellent point.
20:37It goes both ways.

20:39So, I can tell you that we have been doing a lot
20:42in order to improve our image as an organization,
20:46to improve that level of trust and confidence
20:49regarding how we are viewed by members of the public.
20:53On the other hand, you know,
20:55there's also a responsibility for citizens
20:59in order to find some way, some method as well
21:02regarding the improvement of that relationship.
21:05Because if it's only on one side,
21:07then we would not be able to achieve the objective.
21:09Yes.
21:10You know, so we know that historically there are persons
21:13who may have had some negative interactions,
21:16negative engagements.
21:18At times, it's just based on the nature of policing itself.
21:21At times, it could be based on the fact
21:23that we may not have been professional as an organization,
21:26and we need to accept that.
21:27But we need to bridge those gaps.
21:30We need to pick up the pieces and understand that
21:33in order for us to be successful as a society
21:36and for law enforcement to have that environment
21:38in order to be successful,
21:40that those relationships must be forged.
21:42Right. Exactly.
21:44I think we have another call online.

21:52Good evening, sir.
21:53I have a direct question for you,
21:56and you look really, really good
22:00at the front table of the PSPW,
22:04Sometime Upon a Person.
22:06Yeah.
22:07And you were basically,
22:09I think your organization was saying that
22:12the present issue with the COP was handled badly.
22:18I want to, I like to bowl short ball,
22:21and I'm coming with a short ball to you.
22:23During the investigation into the day of policing,
22:29the Chase Joint Select Committee policing,
22:33your organization was not participating.
22:40Honestly, that is my view of it.
22:44After we did it, you all were resistant.
22:47If you look at the movement of some of the people
22:54who participated in the day of policing,
22:57they have been catapulted into the leadership
23:00of the police service.
23:02You all are not willing to do the corrective
23:12and preventive action.
23:14And likewise, there's another issue
23:16that I feel strongly about.
23:18When Iwanski and Kitson were here,
23:21you were all very, very vocal to reach them out.
23:25Now, the second issue I have,
23:27that land grabbing issue of,
23:29squatter issue of the Raja countries,
23:32I looked at the video,
23:34and I see a lot of very, very light squatters.
23:39The people who presumably are foreign nationals,
23:45and I'm hoping that the police who went there
23:48would have taken cognizance of those people there
23:52to see if they are migrants.
23:55And we have to now open a new category
24:01to see where migrants have been involved
24:05in criminal activities and how they are being abused too.
24:09So ideally, the fact that they say
24:11it's between 50,000 and 100,000,
24:13we have to categorize it
24:15to see if our policy by the government
24:19is being ruled out properly.
24:22So the city says it is not affected.
24:25And the third issue is the heather body in Blanches.
24:41...
25:01At that point in time,
25:03I was not an executive member of the association.
25:06So the actions that were taken
25:08at that point in time by the association,
25:10I wouldn't be able to account for it.
25:12So if we are to use cricketing terms, as the caller did,
25:15then probably he bowled a no ball.

25:18Going further into the issue with the squatters
25:22with being foreign nationals
25:26and to ascertain whether our policies regarding immigration,
25:31they are being effective.
25:33Caller, you know, that's a very, very good point
25:35that you raised there.
25:37And it is critical for us to understand as an organization
25:43the impact of illegal immigrants.
25:48You see, it brings an entire cultural dynamic
25:54that could robustly impact the way crimes are committed.
25:58And sometimes it's unfair to only view illegal immigrants
26:04from the perspective of how they would impact criminality.
26:07Because in other quarters, you know,
26:10persons would say that there are some positives to it.
26:13As much as we would look at the fact
26:16that they may not be here lawfully,
26:18there are some positives.
26:20In some quarters, persons would argue that
26:22regarding their ability to do certain things.
26:24There are persons with varying skill sets.
26:26There are persons with certain expertise
26:28who may be able to add to our developing nation.
26:33And, you know, we would always want that those persons do the right thing
26:37and they get the proper documentation
26:39in order to be seen as legal and legitimate immigrants.
26:44So, very good point, Caller.
26:46And regarding the headless body, Mark,
26:48I know that you would come in here.
26:50All right, well, I was actually going to get to that.
26:53Sometime today, police made the discovery
26:56of a male individual, hands tied behind his back,
27:01with several stab wounds about the body.
27:03And apparently, he was beheaded.
27:06The find was made in Glanche, Algeria,
27:10I think near Damien Beach.
27:12Police officers found the victim, as you can see there.
27:18And, of course, they're still continuing inquiries.
27:20They're not sitting.
27:21As to what the motive might have been for this victim,
27:25who was found beheaded.
27:28Obviously, they will have to look and see
27:32what the investigations reveal in relation to this victim.
27:35Yeah, definitely.
27:36But we would ask anyone, any member of the public who has information,
27:39please contact nearest police station or the homicide region too.
27:44Really, really gruesome indeed.
27:46Yeah, and you raised the question about keeping data.
27:49And I can tell you that while I resided and studied in Toronto,
27:52I worked with the Toronto Star.
27:54And sometimes I'd be covering the police beat.
27:57And the Toronto police would say that there are certain statistics
28:00they don't keep for various reasons, of course.
28:03You know, you could be prejudicing a particular sect or so on.
28:07That's right.
28:08Or it could be also termed biased.
28:10So that when you try to clump people in different sects,
28:13as you would have indicated earlier,
28:15it kind of saying, you know, you're trying to target a particular,
28:18you know, sect or migrants or whoever it might be.
28:23So they are very careful how they collect that kind of data,
28:27at least in the Toronto Metropolitan Police Service.
28:31You know, living there for seven years, I kind of was,
28:34I saw how they operated and so on.
28:36So, I mean, blazing with them over a year,
28:40while I was at the Toronto Star, while studying,
28:42I saw how they operated.
28:44So I guess sometimes that you would say,
28:46even the police service wouldn't keep particular statistics
28:49in terms of ethnicity of who does this, et cetera, et cetera.
28:53Yeah.
28:55You know, at times it's very sensitive, the way things are viewed.
28:59And, you know, as an organization,
29:01we have continuously demonstrated that the guarding of sensitive data
29:07is a significant responsibility.
29:09It doesn't mean to say that it is not important,
29:11because it can, when you are doing analysis,
29:14every bit of information is important.
29:17So, yes, we would want to have the data.
29:20Yes, it is important to create that analysis
29:23that could provide an informed decision.
29:26But it's how we manage that data.
29:28And we ought not to use it in a way that, you know,
29:32persons can feel some sense of insecurity,
29:36inferiority, as though they are being targeted
29:40because of, you know, ethnicity, race, as the case may be.
29:43It must strictly be for the purpose of policing
29:46and not necessarily anything else.

33:39That's three hours his wife put aside
33:41for TV for the day.
33:44I called you sometime this week,
33:47and there was another,
33:48I knew his name, I wouldn't call his name,
33:50there was another officer on the program.
33:53And we were trying to get some clarification
33:58as to a prohibited weapon.
34:03But he took me into the area to deal with civilians.
34:07We are not dealing with civilians right now.
34:10A little bit of particular issue.
34:12I know this is for the court.
34:14I am very, very clear.
34:17And then this morning,
34:18I think it was this morning, yes,
34:21an eminent lawyer who is also a firearm dealer
34:27made a clarification with respect to the weapon
34:32that we are speaking about,
34:34what is prohibited and what is allowed.
34:39So let me switch over now to Mr. Pitt.
34:41Mr. Pitt, the weapon that we are dealing with,
34:44you know, sir, I wouldn't call his name,
34:46but I don't want to be for the court.
34:50Is it prohibited or not from your knowledge?
34:55Gola, what I would say is,
34:57given the sensitive nature of that investigation
35:02at this point in time,
35:03and the fact that my senior officers
35:06have been updating the public
35:08where that matter is concerned,
35:10I wouldn't offer any response to that question.
35:16It's an excellent question,
35:19but I'm certain that my senior officers,
35:22they are going to respond to that question
35:25to the national community in due course.
35:28Yeah, so I trust that you understand
35:30my position where that is concerned.
35:33Yeah, as I said, you know,
35:35they're sitting, you know,
35:37when you go through the firearms act,
35:38just in a general sense of reading it,

41:51and we want to take a look
41:52at the police activities there.
41:55I am an assistant
41:56to the International Police Board.
41:58I am attached to the
41:59Emergency Response Control Branch.
42:01What we have here
42:02is just a continuation
42:03of our own exercises.
42:06This venture
42:08was informally done before.
42:10We have the Transport Commissioner
42:12on board.
42:13And he's put in to assist us.
42:15And we are going from
42:16strength to strength.
42:17We have to be also
42:18members of the
42:19International Police
42:20Council.
42:21We have to be also
42:22members of the
42:24MOTF,
42:25for example.
42:26Ladies and gentlemen,
42:27all seniors,
42:28I, as Commissioner,
42:30will continue to say
42:32a special thanks

42:34and all agencies
42:35that continue to work with us
42:37as an organization.
42:38I also recognize today
42:40and I'm happy for the fact
42:42that we do have
42:43immigration on this exercise.
42:44And I'll tell you why.
42:46I came out today because
42:48I have been getting
42:49a lot of complaints.
42:51I came out today
42:52because I have seen
42:54a lot of concerns
42:55raised about a particular issue.
42:58And that issue
43:01has to do with
43:04where we are seeing
43:05a number of foreigners
43:08driving vehicles
43:10without a legal requirement.
43:13And by that I mean
43:14without a valid driver's permit.
43:16I don't want to get too much into
43:18whether it's an international
43:19driver's permit
43:20or a driver's permit
43:21where you are allowed
43:22to drive for three months, etc.
43:23I am saying
43:24we are seeing people driving
43:25with any form
43:26without any form of documentation
43:28on the national roads
43:29and it's a high number
43:31of foreigners.
43:32And as a result of that
43:33we have had situations
43:35where many times
43:36when we make attempts
43:37to stop these individuals
43:39they attempt to evade us
43:41even to the point
43:42of putting other citizens
43:44at major risk.
43:45And therefore we are saying
43:47that we will continue
43:48to work with the TPPS
43:49to put a stop to that
43:51as much as possible.
43:53And I'm happy to note
43:54that when we work
43:55along with the TPPS
43:56we get that support.
43:58And therefore we have reached
43:59to the point
44:00where we strongly believe
44:01and we have gotten
44:02the support of Immigration
44:03working along with us
44:05on these matters.
44:06Another issue we are facing
44:08in this particular area
44:10you do know we have
44:11an electronic system
44:12in our licensing
44:14as far as vehicle management
44:16is concerned.
44:17We are seeing in this area
44:18where a number of persons
44:20have visited licensing
44:21and informing us
44:23that they are seeing
44:24transactions on their vehicle
44:26that they don't know
44:27anything about.
44:28Meaning I come to
44:29conduct a transaction
44:30on my vehicle
44:31and I'm seeing
44:32my vehicle transfer.
44:33And I want to say though
44:34this is not something
44:36that varies in transactions.
44:38New transactions
44:39on the record
44:40as of 2020.
44:41These are where activities
44:42took place before
44:43under the own manual system.
44:45And what we have discovered
44:46coming out from that
44:47obviously
44:48it tells us there are
44:50two vehicles
44:51running on the
44:52initial road.
44:53So we talk about
44:54duplicate again
44:55we talk about duplicate numbers
44:56because we duplicate
44:57and chassis
44:58but normally
44:59as was said by Mr. Ward
45:02a while ago
45:03when we see issues
45:05with any matter
45:08affecting the road
45:09we know it couldn't
45:10bother the road criminal activity
45:12and we at Licensing
45:13will continue to work
45:14and support this
45:15in how we can stamp out
45:16some of those issues
45:17to the public.
45:19I want to say that
45:20don't be alarmed
45:21don't be afraid.
45:23We are not here
45:24to inconvenience the public.
45:25There may be some level
45:26of inconvenience
45:27along the way
45:28but we try to minimize it
45:30as much as possible
45:31as far as possible.
45:33We try not to congest
45:34the roadway
45:35and we'll continue
45:36to take that
45:37crisis to the land
45:38that we need.

47:22the TTPS
47:24in terms of
47:25addressing it
47:27because it is
47:28a serious concern
47:30and you have
47:31identified the fact
47:32that even
47:34whilst those
47:35operations are
47:36taking place
47:37and persons are
47:38found wanting
47:39the evasive
47:41steps that they
47:42might take
47:43to be so
47:44serious
47:46regarding the
47:47safety of other
47:48road users,
47:49pedestrians alike.
47:50So,
47:52it is
47:53of paramount
47:54importance,
47:55these road operations.
47:56We know that
47:57a lot of times
47:58members of the public
47:59are very critical
48:00of us
48:01for having
48:02road operations
48:03because yes,
48:04it brings
48:05some level of
48:06inconvenience
48:07and for that
48:08we will continue
48:09to apologize
48:10but it is
48:11extremely necessary.
48:12Not only to
48:13manage the
48:14roadways from
48:15the perspective
48:16of drivers
48:17adhering to
48:18the road
48:19safety
48:20and to the
48:21laws regarding
48:22the Motor Vehicle
48:23and Road Traffic Act
48:24but also regarding
48:25criminality
48:26because there are
48:27so many persons
48:28who would go
48:29from point A to
48:30point B with
48:31firearms,
48:32point A to
48:33point B with
48:34ill intent,
48:35point B to
48:36point B with
48:37narcotics.
48:38So,
48:39management of
48:40the roadways
48:41and the
48:42public,
48:43please understand
48:44the importance
48:45of these operations.
48:46And then you
48:47recall of course
48:48in the last
48:49couple of weeks
48:50during those
48:51traffic exercises
48:52we had
48:53some
48:54suspects
48:55stopped in
48:56a vehicle
48:57with drugs
48:58at least on
48:59two occasions
49:00and then
49:01there was
49:02two other
49:03men held
49:04a couple of
49:05years ago
49:06with a
49:07questionable
49:08amount of
49:09U.S.
49:10So,
49:11sometime
49:12ago
49:13last week
49:14or the week
49:15before
49:16where members
49:17of the
49:18Northern Division
49:19Intelligence
49:20Team
49:21intercepted
49:22a motor
49:23vehicle
49:24and in
49:25the first
49:26instance
49:27they were
49:28able to
49:29recover
49:30four
49:31firearms
49:32and
49:33investigation
49:34led them
49:35to the
49:36recovery
49:37of six
49:38more.
49:39So,
49:40it's
49:41a case
49:42of
49:43we will
49:44try
49:45as best
49:46as
49:47possible
49:48to
49:49minimize
49:50the
49:51level
49:52of
49:53inconvenience
49:54to the
49:55members
49:56of the
49:57public.
49:58Very
49:59important.
50:00I guess
50:01sometimes
50:02in
50:03times
50:04actually
50:05where
50:06people
50:07might
50:08look
50:09at
50:10our
50:11individual
50:12circumstances
50:13and frankly

54:26of the roadways and how important it is, how important it is from the perspective
54:32of drivers adhering to the rules and regulations of the roadways, how it is
54:36important, how important it is regarding intercepting persons who are bent on
54:41criminality. And the Transport Commissioner and on commendation to him,
54:46you know, he came up front and personal, you know, to address the issue with
54:51his team, you know, that a partner with the TPS and the Immigration Department
54:55because he has recognized that there's an issue and the issue is
55:00indeed a serious one. So we, as I said before, we will continue to have these
55:10operations, but we will continue to look at ways and means in order to minimize
55:17the level of inconvenience that we may have. Having said that, we know that
55:22Carnival is around the corner and we just saw a skit where Ranji Baby, she
55:29was outside of what appeared to be a parlor. She was having a discussion. She
55:34was distracted and someone was able, in less than five seconds, to run off with
55:40her purse and, I dare say, with her belongings. So in reporting the matter to
55:48the police, the officer was asking a lot of information and, you know, she was so
55:54traumatized that she wasn't in a strong position, more or less, to give the
55:58information in a fluent way. And, you know, all that contribute to precious time
56:04elapsing, one. And two, depending on the type of information we are able to
56:09provide to the officers, that also could dictate the speed at which the
56:15officers are able to respond and respond effectively. So again, we are urging
56:20members of the public, in the first instance, please offer yourselves as hard
56:24targets so that, you know, when someone look at you, they don't see the
56:29opportunity present in itself. And secondly, if God forbid, you end up a
56:34victim, try to get as much information as possible regarding the suspect or
56:41suspects. If a vehicle is involved, the type of vehicle, the registration number
56:45of the vehicle, is there any mark that stood out at that point in time that
56:51would differentiate that vehicle apart from the registration and the color from
56:55any other vehicle in Trinidad and Tobago? Those pieces of information are so
57:00critical towards officers who would be responding, so that they can now look out,
57:05they can now act on it, you know, to have those persons brought to justice.
57:09And that, you know, certainly, you know, observation skills is important apart
57:13from situational awareness. So once you can, you know, at least have some
57:18semblance of, you know, what color the car was, what make the car was, maybe the
57:23driver was wearing a brightly colored hat, or he had something on his wrist.
57:29Very, very minor details sometimes that people might overlook, but they might be
57:34essential in terms of assisting the police, in terms of catching the
57:40perpetrators or the perpetrator, as the case may be.
