03:11Well, the TTPS, we have a representative who is always with us each and every Thursday, well, Tuesday, Thursday, and
03:18Friday.
03:19And he is here to help us dissect what took place with many events that we saw over social media
03:25and the conversation that continues throughout Trinidad and Tobago.
03:29Today is going to be a day where we're going all the way in.
03:32We say good evening to our officer of the day as usual, ASP Russell.

03:39Good evening, Trinidad and Tobago, and to our international viewers on behalf of our Commissioner of Police, Deputy Commissioner, Assistant
03:46Commissioners, and First and Second Division Officers of the?
03:50Esteem.
03:50Trinidad and Tobago Police Service.
03:52Ms. Husbands, I know we have a lot to get into today.
03:55Yes, we do.
03:56Today, I'm here with an outpouring of love this evening.

04:02I am here to answer the questions of the public and to bring a fair and really detailed analysis as
04:11far as practicable this evening.
04:15So, let's go.
04:16Let's dive straight into it.
04:18May 27th, let's start off what took place in the city of Port of Spain where you came right here
04:24on the program and we spoke about persons coming out to protest on this sad day that to be mindful
04:29that there will be consequences if persons show up and they don't abide by the laws of the land, especially
04:35how we are in an SOE.
04:36And we saw what transpired on May 27th and persons, again, still have mixed feelings towards this and the target
04:46goes to the TTPS.
04:48Mrs. Husbands, the situation in public right now is not something that the TTPS, we don't like it either because
04:58we are continuously trying to build that trust and confidence between ourselves and the public because we understand the PD
05:07and principles of the public being the police and the police being the public.
05:11Yeah?
05:12So, let me just state that one time.
05:14But the situation is one where, excuse me, and I have said an incident happened, we understand what the video
05:22depicts.
05:24There was investigation, there was an investigation, statements recorded, videos recorded, et cetera, following which went to the Director of
05:32Public Prosecution, Mr. Roger Gasper, Senior Counsel.
05:37So, not our friend, eh, not your legal officer partner upstairs in admin, went to the Director of Public Prosecution,
05:47based on the facts, the evidence provided before him, written, forensics, scientific, et cetera, a decision was made.
05:56So, indeed, there is a process, and I am saying, I mentioned disclosure on the last time I was here.
06:04Once the matter commends, all that we gather during the course of the investigation must be disclosed to the defense.
06:13So, even though the public is saying, it's a cover-up, then it will be disclosed, then all we are
06:18asking for is patience and to let the process take place so that it will be ventilated in the courts
06:27of law.
06:27All of this here is really, really unnecessary at this time.
06:32I don't think it's unnecessary at all, ESP, reason being, persons are hurting.
06:38What they, with all the information, yes, that you all are mentioning, that you all are bringing forth to the
06:44DPP and things that the public may not know, we would not have access to, right?
06:49Definitely.
06:49We understand all of that.
06:50But what was seen on the video, it's one way it is showing something contrary to the reports and statements
06:57that are being brought forth from the TTPS.
07:00Yes, and persons have the right, because we're in a democracy, to stand up for what they believe in without
07:05creating any sort of riot or harm to others.
07:10And in this case, I don't think, in my humble opinion, that persons who are out there trying to stand
07:17up for what is right, others may believe it's not the case, but if it was your daughter, if it
07:24was your son in this situation, you will want justice.
07:27And yes, we understand there's a process, hence the reason why we have the courts, but what we're seeing here,
07:33riot police is a fact.
07:35Look at the numbers, hear me out, look at the number of persons who were there.
07:39And from what I understand, reports that when they initially showed up before the time of the protests,
07:45we understand that some of your officers showed up and told them, you cannot stand in front of this office,
07:52which is the TPP's office.
07:54And from what information, I received the same way you receive information, I have my colleagues in media as well,
07:59who they were present and they thought they were protesters and they were not.
08:03But the persons who were there listened, they said, okay, I understand where you want us to go.
08:08They told them exactly, they pointed out exactly where they wanted them to go.
08:12They proceeded there without any issues.
08:14And then other officers showed up and started to cause an issue because they said the young lady who was
08:20arrested or detained in this case,
08:22I don't know what is happening now, that she was inciting unnecessary, I don't want to say violence, but because
08:31of her words,
08:32it could cause a ripple effect that they didn't want, hence the reason why they had to remove her.
08:37And that is where the breach occurred.
08:39Now let me address a few things.
08:42You mentioned the amount of police that were there in riot gear.
08:47The Guard and Emergency Unit is the trained unit to deal with situations like that.
08:54That is the unit based on our protocols and our use of force policy that we activate for situations like
09:01this.
09:02They work, they call themselves a public order team.
09:06It's a rank structure.
09:08It starts with an ASP and inspector and it comes down.
09:11So it's a standard distribution of strength and resources.
09:14So all we did was operate within what we have.
09:19Now we are under the SOE and you look at the emergency powers regulations and it speak about person coming
09:29to inside by way of statement and actions and stuff like that.
09:33And that is what creates the offense.
09:35Now they wanted to pray.
09:37They were allowed to pray.
09:39And even if you listen, and I'm hoping that we can air the press briefing today on this program so
09:45you would see, notwithstanding that we tell them that you have to be 500 meters away from certain establishments, police
09:54stations, headquarters, defense force headquarters, the director, public prosecution office.
09:59We tell them 500 meters away.
10:04We tell them 500 meters away.
10:29Right.
10:29All we are hearing in the media right now is other person's opinion.
10:33And we are asking for the court, which is the final destination, the culmination of this, to have its day.
10:42We are asking that persons allow Ms. Kaya to have her day in court whenever she returns to the country
10:49and we go from there.
10:51But we have the right to protest.
10:52Even the PM said that.
10:53And I never said this.
10:54But we have to do it in the law.
10:55And they listened.
10:57They listened.
10:58And look, all right, so why we didn't have riot police in Separio?
11:00But Ms. Husbands, you did say that the lady started to make certain statements.
11:04No, but no, the statements, they all didn't like.
11:07They all didn't like.
11:08No, meaning the TTPS.
11:10I have to say it like that.
11:11Clear then.
11:11You want me to clear it up?
11:12It seems like the statements she was making, the TTPS was not condoning that.
11:18They stepped down up XYZ, removed them XYZ, and that is where we saw everything start to change.
11:24And again, our next question, why we're not seeing this same energy that took place in Separio?

11:31Alderman's office is not safe.
11:32Alderman was attacked by schoolchildren.
11:35Yeah, but the Alderman being attacked by schoolchildren is something entirely different from this.

11:40Do you understand that we are treating with this in an investigation?
11:42The Separio protests that took place the same day.
11:44Well, I would echo the sentiments of my assistant commissioner because, as I said, the deputy commissioner,
11:53Mr. Benjamin, and the assistant commissioner, Mr. Kurt Simon, we had a press briefing today,
11:58which I was present.
11:59And what he's saying is that many of us learned about the Separio protests through the social media.
12:06Right.
12:08However, because we understand that this is something, this, as I was saying, 19 days of protest.

12:14From the 19th show.
12:14And I am saying, Ms. Husband, so we had the intelligence and the information, so as a result,
12:20we were able to deploy the resources, right?
12:22Because we had it beforehand.
12:24We understand that.
12:25And you were here Tuesday with me when I pleaded and I asked them, you know, just exercise some restraint
12:30and not go there to antagonize things.
12:33I saw somebody in the crowd with an infant.
12:37Yes.
12:38And I'm saying, why carry a child in that environment?
12:41What if it had escalated and we had to escalate to the use of force policy in 192.01 when
12:48we used chemical irritants,
12:50such as tear gas and stuff like that?
12:51Why carry a child in that environment?
12:54Because everybody have this, this, this, this little, we're going to antagonize, we're going to.
12:58Listen, all of we, all of us here have to live in Shenandoah to be able after this.
13:04Of course, but who are they antagonizing?
13:05This is the 16th protest ASP.
13:09And nothing happened from the first protest to the 16th and they said they're going to do the 17th.
13:15Sunday.
13:15And they did not see.
13:16And what Sunday?
13:17Sunday persons were injured, persons had to fight.
13:20No, they, they, they are standing up for what, no, it may not be right in the eyes of some.
13:25And I said that because they're breaching the laws, but in a situation.
13:31Who breaching the laws?
13:32What, violating or breaking the citizens?
13:35Who, who is breaching the law?
13:36Who is violating the law?
13:36The citizens who are standing up for the right?
13:38What do you mean with citizens?
13:40So the citizens who are standing up for the rights, they are breaching the law.
13:43No, because of what is placed before us.
13:45So it will be a form of breaching, you know, because you are already informing the public, we do not
13:49want you out there protesting.
13:51So you admitted that they were breaking the law?
13:52Yes, it was clear.
13:53Okay then.
13:54But then the police service would stand idly by and allow them to break the law.
13:57No, it's not standing idly by, even if you were standing there, I didn't understand the extent in which the
14:02behavior of some of the officers who were there.
14:05Yes, I understand, you all don't want it to escalate, you know.
14:07I'm not saying that person needs to go out there and be lawless people, but we have a right in
14:13this country.
14:13And the right is we have to stand up for what we believe in without inciting violence.
14:17And as I mentioned before, from the first protest to the 16th protest, there was no form of violence.
14:24No one was injured.
14:25They are just voicing the cries and concerns that are hurting the people.
14:29And I understand, both sides, you know, I understand it, but fair is fair, right is right, wrong is wrong.
14:34And the behavior in which we saw the standoff, and this is why you all are getting a few steps
14:40back in the public's eyes,
14:42is because even though, yes, you are trying to understand and show some sort of empathy towards the persons who
14:51are hurting,
14:52the way in which that was displayed yesterday was not one where it was needed, the extent of force.
14:59So based on the use of force continuum, I am certain it starts with presence.
15:04Yeah.

15:05And then it goes from verbal commands.
15:09And you would have heard the officers using the verbal commands.
15:13And when he was telling them to go lower down the road, did anybody move?
15:16Yes, they did.
15:17And they put their backs against the walls.
15:18They moved.
15:19I told you, I had persons there who were present.
15:21Go down the road doesn't mean put your back against the wall.
15:23It means go down the road.
15:25Go down to the...
15:26And I heard the ACP, Mr. Henry shouting, go down to the Zebra Crossing.
15:31Which they did.
15:32They did.
15:33They went down to the Zebra Crossing.
15:35Now Berlin's part of the Zebra Crossing.
15:36Maybe some went, but not all.
15:38Mr. Osborne, and we had a video.
15:40There's video.
15:41And we could watch the video and dissect it and analyze it.
15:44But what I am saying is that this conversation, this debate can go on forever.
15:49But the TTPS will continue to police.
15:52We will continue to stand up for the public.
15:56We will continue to love the public, despite how the public feels.
15:58Because at the end of the day, Trinidad and Tobago belong to all of us.
16:02And we understand that.
16:03And we are saying, if before the court, the police heard, there is a process for that.
16:11But if before the court, the police heard, there is a process for that.
16:15Allow the matter to take its course.
16:18That's all we are saying.
16:20Well, let's see how things go, because we see a protest 17, and they said it's still on.
16:24So the TTPS is there standing by.
16:26As we move along, because as we mentioned, we have so many things to dissect to the ASP.
16:31Now, according to the Trinidad Express, the gun accidentally fired where a couple was charged.
16:37And we are seeing here that in this case, which we ran yesterday, where there was an incident that took
16:46place with some officers and passengers in a vehicle in the Arima area.
16:51Now, police explained yesterday that the officer who fired off one round during a confrontation over a traffic ticket in
16:58Arima with a Dago Martin couple on Wednesday had done so inadvertently.
17:04The couple have since been charged and have appeared in court.
17:08They were identified as Katrina Resendi, 38, who was charged with disorderly behavior, resisting arrest, dangerous driving, and careless driving,
17:19while her husband, Manuel Resendi, 39, was charged with disorderly behavior and obscene language.
17:25Now, police said that on Wednesday morning, officers of the Arima traffic department were on patrol along Susano Street, Arima,
17:33when they saw a heavily tinted Toyota Hilux parked in a no-parking zone.
17:38A woman who had been driving was told of the offense and was issued a fixed penalty notice for failure
17:46to comply with the permissible visible light transmittance of material on windscreen or windows of motor vehicle, which is heavy
17:58tinted.
17:58The officer then told the woman to remove the van from the no-parking zone, and she refused.
18:04The officers then requested her driving document, and she also refused to comply.
18:09Police said she started the van and was attempting to drive off, but while doing so, she allegedly struck one
18:16of the woman officers on her right foot.
18:20Police added that, believing her life was in imminent danger, she removed her firearm from her holster and pointed it
18:27on downward direction, to a downward direction.
18:31The woman driving, then the vehicle reversed, and the one officer attempted to re-holster her firearm, but while doing
18:39so, her finger inadvertently touched the trigger and discharged one round of ammunition.
18:46So, Ms. Osborne said it was an accidental discharge.
18:48All of this could have been avoided.
18:50I mean, you already received a ticket.
18:52And I continue to tell Trinidad and Tobago there is a process.
18:55If you are the recipient of a ticket and you do not like the circumstances or you think that you
19:02were unjustly given a ticket, then there is a way for you to contest the ticket in court.
19:09But I am wondering if the audio was playing, because for the persons to say, the Trinidad and Tobago police
19:15service, we do not like body cams, and we do not use body cams.
19:19Yeah?
19:20There is audio there, where the lady, where the woman police is telling the female driver,
19:25Ma'am, you are being recorded via body cam, and she pointed to the body cam in the video.
19:32Did it change her behavior?
19:34No, it didn't.
19:34Okay.
19:35But the body cam was from the constable of the contact commission, but it's there.
19:40And I'm saying the police officer there is also using their body cams.
19:47For those who think that we don't want to use it or we have an objection to it, and today
19:54the assistant commissioner, the deputy commissioner,
19:56they addressed that body cam issue in that the notice for tenders went out and we are waiting persons to
20:03do their submission.
20:05Let me tell you something, Ms. Husbands and Trinidad and Tobago.
20:08If we could have purchased the body cams ourselves, we would have done so.
20:12But we, as any government organization, have to go through the procurement process.

20:19Right now, let's take a look at what's making the SOE update as of May 28, 2026.
20:26Number of operations, 6,402.
20:29Number of targets, priority offenders, 1,904.
20:33Searches conducted, 2,968.
20:37Traffic operations, 3,766.
20:41Total persons arrested, 2,859.
20:44Total persons charged, 599.
20:51Firearms recovered, we're seeing an increase in pistols, a total of 170.
20:55Ammunition recovered, we're seeing an increase with the .380, also the 16 gauge, and the .38, giving us a total
21:03of 3,318.
21:05And the dangerous drug seized, we're seeing an increase once again with the cannabis ASP.
21:09But we continue to seize firearms, ammunitions, and drugs, despite all that is going on.
21:18You see, we are still making sure that our neighborhoods and our communities, our towns, our municipalities are indeed policed,
21:26notwithstanding all that we have going on.
21:28So we haven't even turned.
21:30We haven't turned our backs on the public.
21:32Public, we are still here for you.
21:34And I would say it boldly, we still want that partnership, and we still want the trust, because after this,
21:40we too will heal.
21:42We too will heal.
21:44We too, we, you and I, you and the TTPS, we will get through this.
21:52This is just a period.
21:54But I'm asking for level-headed thinking.
