02:53And let me just start off by saying, as we continue seeing the criminal element terrorize
02:58and, of course, make citizens feel very uncomfortable and traumatize many persons throughout the
03:03country.
03:04We see the TTPS continue trying their hardest to work extremely hard to make sure that we
03:08are protected and safe.
03:10And we, as citizens, always try to protect ourselves as best as we can.
03:14We're getting closer to the end of the week.
03:16And, of course, many persons are excited this week because it's pay week.
03:19But, most importantly, we ask you that you continue to protect yourself.
03:22As the conversation continues with crime being the focal point in Trinidad and Tobago,
03:27we have, of course, my co-host who is back with us today, ASB Russell.

03:33Good evening, Ms. Husbands.
03:34And good evening, Trinidad and Tobago and our international viewers on behalf of our
03:38Commissioner of Police, Deputy Commissioners, Assistant Commissioners, and First and Second
03:43Division Officers of the S-Team.
03:46Trinidad and Tobago Police Service.
03:47Don't leave all the S-Team.
03:48The S-Team, yes, yes, yes.
03:49It was a long day for me, you know, other commitments.
03:51I've been out since early morning.
03:54But, I'm here to do this for Trinidad and Tobago and for the police service.
03:57Yes, which is very important.
03:58And to keep your company.
03:59Oh, gosh, which is good.
04:00Even as a plus there, of course.
04:02A lot to speak about because we're seeing a lot of value circulating throughout the country.
04:07And, as I open and I mention, crime is a conversation.
04:10It's not going to leave us.
04:11And we're still trying to find ways.
04:13When I say we, the citizens and the members of the TTPS, they continue to try to figure out
04:18ways to make sure that we are safe.
04:21Not just the citizens, but also the TTPS.
04:23Now, this here basically will sound like it's a wild wild west, but it is not.
04:28It actually took place in sweet, sweet Trinidad.
04:32And, let me just say, you're going to see how the criminal elements continue to traumatize
04:38and hurt citizens of Trinidad and Tobago with these brazen attacks.
04:42We'll take a look at this.
04:43This took place in the El Sekiro area.
04:53Now, we will hear the firepower.
05:04Now, the item in the hand of one of the shooters, it's not a broom.
05:09We know it's not a broom.
05:11It's not a broom.
05:12Are we at war?
05:13See, the vehicle of choice, right?
05:15Yes.
05:15Tida again, which you mentioned this week.
05:18And, I also mentioned the AD wagon.
05:20But, what stood out to me?
05:21Two things that stood out to me.
05:23The reflective vest that the criminal elements are wearing.
05:27What is the purpose from your experience with wearing the reflective vest?
05:33And, then the lady was standing.
05:34I don't know if persons are noticing.
05:35Just her legs there.
05:37Where the persons are shooting at the said victim.
05:41And, she's still standing there.
05:43Is that shock?
05:46Sometimes it's shock.
05:47But, what I want to say first is thank God that, looking at the video,
05:51the gentleman was able to escape.
05:54Yeah.
05:55The police, the vest that they are wearing,
05:58I don't know if their efforts are indeed to mimic that of the reflective vest
06:03that are being used by Trinidad and Tobago Police Service.
06:07Oh, okay.
06:07In addition to which, what I want Trinidad and Tobago
06:13to be aware of and to bring to the forefront of their minds
06:18is the fact that this happened where?
06:21In the broad daylight.
06:23On the nation's streets.
06:25So, the firearms, the ammunition, the criminals are moving in vehicles.
06:32So, when we, the Trinidad and Tobago Police Service,
06:35decide to do our roadblock,
06:40Do you understand what we are saying?
06:43The public, they feel a particular way.
06:46Yes.
06:47But, it's broad daylight.
06:49There was no respect or no care for anything or anyone anymore.
06:56And, we all have to take some blame.
07:01It's from the parents who turn their backs,
07:05the guardian, the community, the village, the church, the NGOs,
07:13for everybody that gave up.
07:16Even the officer that you may go into the charge man,
07:19he may respond to you in a particular way.
07:22Because, I know that is an issue that may deter persons from coming to us as well,
07:27our attitudes and our behavior.
07:29But, we are working on it.
07:31And, as I keep saying, we spend a lot of money on customer service.
07:34So, we are hoping that our attitudes and behaviors are indeed improved
07:38and the public feel more comfortable speaking to us.
07:41And, what I'm trying to figure out here,
07:44the car wasn't taken, so it's clear it wasn't a robbery.
07:47From what we are observing here,
07:48it was a targeted attack on the said individual.
07:52And, I know we always have the viewers,
07:55if you have any information at all,
07:57so please pass it on to the 999 and 555.

08:02Because, it's very important.
08:03We get these guns off the street because,
08:05you saw, as I mentioned, that is not a broom, you know?

08:13For one individual.
08:14And, he is coming out of his gate.
08:16But, God was, God was with him.

08:27One murder, but we need the public to come out and help us.
08:31Because, the public have an idea who doing it, you know?
08:34The streets, as they say, the stalk.
08:39Now, let me ask you this.
08:40As you mentioned, the streets may have an idea.
08:42Some people may have an idea.
08:43Do you think, also, the TTP, some of the members may have an idea as well?
08:47But, is it that you all will need the evidence to then engage?
08:50That is it.
08:51Sometimes, you have the information.
08:53And, persons may wonder.
08:54There is a difference between information and intelligence.
08:58Information is X driving a yellow car to sell something in tongue.
09:06Illegal.
09:08The information has to be worked on and analyzed and processed.
09:13To be reading something like X of this age, of this address, described as follows, sells whatever substance in a
09:25yellow, whatever brand, color, vehicle, on which street, which corner, what time.
09:32So, what intelligence is, is information that has been analyzed.
09:38And, coming out of that now, when it reaches the intelligence stage and we make the arrest, we now use
09:42what we have to form the evidence.
09:44Yeah, because, you know, they are persons who believe and will say that there are some members of the TTPS.
09:51They know who these individuals are.
09:53They know that they may be running a block or they know the hole in guns and they may be
09:56living in a set community.
09:58But, is it that it is easy for them to just show up and say, okay, I need to arrest
10:02this one because I know for sure this individual has XYZ or you have to be strategic for that?
10:07We need our evidential burden that we have to take before the court to secure a conviction is a lot
10:13more required.
10:15And, I could also place it back on the community because some of these persons in the community, because you
10:20can't tell me I blocked two, two houses away from your house and you're not away.
10:24Right?
10:25You're seeing the gathering, you know what's going on.
10:28You, every day that you don't give the police information, you are part of it.
10:33You condone it.
10:35But, could I also say if officers who are assigned to these said communities are passing in the same place
10:41and see the same men on the block and passing them,
10:43and some of them will stop and engage and see what's going on, wouldn't you then say, let me put
10:48some surveillance on that because of, I'm seeing it's growing,
10:52I'm seeing like there's strange cars coming in the community.
10:55I'm just going based on common sense, as in observation purposes.
10:59Now, I don't know if that's something you could relay to the public because it's still, remember, you all have
11:03to keep certain things closely.
11:04And these things were critical in it with dealing with the SOE, because that's how we build cases.
11:09Even when you look at how we execute our stop and search exercises, we, based on analyzing the data, we
11:16could tell,
11:16we might be able to tell you this particular person is always on the corner of Henry and Park Street
11:24in the vicinity of the two banks
11:27on a month and Friday when persons get paid.
11:31Because your reality description, I never would tell people, if something happened, come.
11:35Whether you think we may be able to help you or not, come and make the report,
11:39because that, you may bring an additional piece of description, an additional piece of information that could now help us
11:45tie in
11:46or pinpoint or narrow down the individual who has been causing this havoc and this terror and committing these crimes
11:53and help us to be one step closer to solving our crimes.
11:56So don't think for one moment that, you know, your information is irrelevant.
12:03Bring it.
12:04All right.
12:04And then this happened in the Sandman area where we saw Good Samaritan, basically,
12:10who was trying to assist a woman's, elderly woman's bag that was snatched.
12:17And the gentleman in the white is there who is trying to get back the bag for the elderly woman.
12:22Now, ASP, with regards to this video that we are watching, is it wise that persons or citizens who may
12:28want to intervene
12:29to help victims of crime do what we are seeing here?
12:33I am saying nothing is wrong with helping, but you must think before you act.
12:39Looking at the video there, you could tell this ageable person.
12:43He may have looked and realized this and this is and he could see his grown men.
12:47Yeah.
12:48You could see his full men, so the chances of a firearm he may have think, you know,
12:52he may be of the opinion that the person doesn't have a firearm.
12:55He's seen him running.
12:56He's not seeing anything armed, so he may have made an informed decision.
13:00However, if you're not certain or you're not seeing, or you're seeing the person armed,
13:04I would not ask anybody to make any effort to become a hero.
13:09He can analyze quickly for what I see because his approach, I think he can help you all with
13:13some skills to apprehend individuals in the TTPS, some quick skills when you're running
13:18after individuals, no?
13:19Well, remember, he is running loose.
13:22We have our bulletproof vest.
13:25You all are trained.
13:25We have our firearms.
13:27You all are trained.
13:28We have the wireless set.
13:29We have our body cams.
13:31Okay, so let me ask you this.
13:31In the training process, you all don't train with all those things on?
13:34We train with it, but I'm saying, though, Ms. Husbands, when you add all these other
13:39things on tape and you look at the terrain, sometimes, because, you know, when you're
13:43going up into the hills, it's tearing.
13:45Yeah, but you all are trained.
13:46And a man run through a track, yes, so, yeah, you know, I say that all the streets
13:50the same, but I ain't even seen with the man here around, man.
13:53Let me tell you this, eh?
13:54Suggestion, though.
13:55Well, policing is just so dynamic, you don't know what you're going to face today.
13:59Exactly.
13:59A lot of us, and this is what I'm saying publicly, you have to show the police our love.
14:02A lot of us would kiss our wives, our girlfriends, husbands, boyfriends, for the females as well,
14:09your loved ones, your children, and say, I'll go see you later.
14:12You might have plans for this evening, you know.
14:15And you're not sure if you're coming back home this evening, you know.
14:18Which is very true.
14:20In addition to which, and it doesn't have to be anything negative.
14:23I used to work in a particular unit, and sometimes you have plans, and then your phone rings.
14:28And they said, hot, it's coming now.
14:31That's the end of your plan.
14:32What are we going to sign up for?
14:33Yeah.
14:33So as I'm saying, it should be something that, I guess, with the training,
14:37it's not just when you go into the training process at the barracks,
14:42and you do that, is it six months?
14:44It's still six months?
14:45Six months, yeah.
14:45And then after that, that's it.
14:46It should be a consistent thing.
14:48A continuous.
14:49Yeah.
14:49Yeah.
14:50But we do try to train continuous.
14:52We have some constraints, obtaining some of the resources,
14:55some time to time to continue the training.
14:58You know, but we try to encourage persons to keep up with their skills and stuff like that.
15:03Even the association wants to put certain initiatives in place right now,
15:07but we're about to acquire our own range.
15:09Yes.
15:10So that officers could think.
15:12You know, there are things we are doing, but it's a big ship.
15:16So you have to take your time and turn the ship.
15:18We know Trinidad people want the results now.
15:21We will do what we could do now with the limited resources that we have,
15:27whereas we continue to fix things and, you know, just shape it in a manner that,
15:32you know, when you call us, you get the response that you are looking for.
15:36Yeah.
15:37Now we moved from El Securo to San Juan.
15:40Oh, no, we had to Santa Cruz.
15:41Let's take a look at this incident that took place overnight in the Santa Cruz area on Wednesday,
15:45the 25th of February.
15:48So ASP, we're seeing here, this is another, as we say,
15:53that everybody's using another banging that took place,
15:56which is, for those of you who may not know what I'm seeing, it's another shooting.
16:03And again, we are seeing the gun violence taking over.
16:08Definitely.
16:08Well, let me start right.
16:09Especially after the SOE.
16:11We can't be stuck in an SOE forever.
16:13We cannot.
16:14We cannot.
16:15But let me say condolences to the family of the deceased.
16:20Let me say to the public and to the persons who may have heard something, saw something,
16:27even if you have cameras, cooperate with us when we come to get the footage.
16:32That would also be a help.
16:34Could you advise the public or give us any sort of information when it comes to,
16:39if you don't reside in a certain area, what is the best thing for you to do?
16:44Because from the information we got that he is not from the Santa Cruz area,
16:47he's from another location that he resides.
16:49But what could we do if we go to other locations that we are not really, you know, familiar with?
16:55Well, I will tell you something.
16:57I am not scared to go into any part of Trinidad and Tobago, right?
17:04Some persons may have their opinions.
17:06Some persons may say, well, he's an officer, so the chances are he has a firearm.
17:10Some persons, they would have a lot of different opinions.
17:12What I'm saying is Trinidad and Tobago is supposed to be a place where you should be allowed to move
17:17freely.
17:18Yes.
17:18And go any way.
17:19You might be going to check a brother, a friend, a cousin, somebody came in from the States.
17:23Or to drop off.
17:24Or to drop off somebody or the new girlfriend, the new boyfriend, et cetera.
17:28You're not supposed to be dropping off boyfriends, by the way, but go ahead.
17:31Sometimes I don't drop off the boyfriend.
17:32He can't be in the garage.
17:33Come on.
17:35You know, and, you know, you're asking that I really give something, some advice for something that we shouldn't even
17:42have to be given any advice for.
17:44I mean, you, the individual, have to know what you are in, what you are involved in.
17:49If you know you're in a gang, of course, you go to another area, a rival area, to have chances
17:56that somebody would recognize you, et cetera.
17:58And, you know, these days, our gangs are on social media with their equipment.
18:06I don't want to say toys, but with their equipment and the sending threats for each other and stuff like
18:11that.
18:11So, your face is out there.
18:14Trinidad and Tobago, parents, guardians, teachers, relatives, loved ones, churches.
18:20Inform your children all that you love and consider that once they jump into that gang, coming out of the
18:28gang have two ways.
18:30It's either you die or you end up in prison.
18:34And you all are knowing that they are in the gang.
18:40But could the TTPS use the gang legislation to your advantage?
18:43Because that has been passed with persons who have found participating or showing that they are part of a said
18:49gang, that you could use the law to your advantage.
18:52Because if they do have videos out there and they show in signs, you should be able to arrest and
18:58charge.
18:58Definitely.
18:59But building a gang case takes time.
19:03It takes time.
19:04And I know you're saying, how much time are we going to take?
19:06I know.
19:06I am aware.

19:09Even if it takes time, it's a start.
19:12It is not just saying, okay, it will take time, so let's just let it slide because it will take
19:16too much time.
19:17It should be done where if you are seeing persons who are involving themselves in known gangs, known criminal activity,
19:24and they're on social media because they only could find phones or how they were or they wanted as quickly
19:28as possible.
19:29Yes.
19:30Right?
19:30So why is it that you all can't find these individuals, put them in the system, and of course have
19:35ways of monitoring the individual's technology.
19:39Technology is something that is too easy now that the officers, and as you said, your limited resources, maybe the
19:46Homeland Security and Ministry of National Security could find ways of funding, ways of using technology to assist with crime
19:54versus having numerous cars that are shutting down.
19:57No, no.
19:58I just used an example, but we could find a different way.
20:01Well, let me ask you a question.
20:02What makes you think that that is not being done?
20:05Well, it takes time to assume.
20:06And that's what I'm saying.
20:07So, no, it's not an excuse.
20:09Definitely not an excuse.
20:09is because I have been exposed to the Western Division gang unit.
20:15And I can tell you the work that they do.
20:18And they have been very, very reliable.
20:21From the time something happens,
20:25in the shortest time they could give you a name's call.
20:28What we have to do now is now gather the evidence
20:33to put things together, to charge somebody for the offense.
20:37Hold on.
20:38There are places where we take these devices
20:43to have to go through a certain process.
20:46Don't think for one moment that we don't do our due diligence.
20:52All is not perfect, I assure you.
20:54But we have come a long way.
20:56There are things I would not sit, I would not stand here and say,
20:59but there's a lot of work.
21:01And the Port, the Spain gang unit, the Western Division gang unit,
21:05the southern gang unit, the gang units are indeed doing incredible work right now.
21:14The gang units throughout Trinidad and Tobago,
21:17they are doing incredible work right now.
21:20Up to Friday night, I was visiting in the Western Division,
21:25and they had just arrested a gentleman with a firearm and a number of wrongs therein.
21:33They are doing their work.
21:34Not saying they're not.
21:35But we need to find ways that we could move as quickly as possible.
21:39Now, as the TGPS continues to work hard, which we are not...
21:43Very hard.
21:44Which we are not doubting at all.
21:46We are moving straight into a media release where four arrested,
21:51firearm and ammunition, and seized during intelligence-led operation in Arima.
21:56Now, an intelligence-led operation conducted by officers of the Northern Division North
22:01has resulted in the arrest of four suspects and the seizure of a firearm and ammunition.
22:07Now, around 2 a.m., officers conducted a street check exercise,
22:11observed a white Mitsubishi wagon.
22:13The driver looked in the direction of the police,
22:17turned the vehicle abruptly, and sped off in the opposite direction.
22:21Officers pursued the vehicle and successfully intercepted it to a short distance away.
22:27A search of the vehicle led to a discovery and seizure of several number plates.
22:31Four male suspects were arrested in connection with the find.

22:37Sissy, the officers are indeed being vigilant.
22:40No one is disputing at all.
22:41You see, we are being vigilant. We are paying attention on the patrols.
22:45You see, and I'll tell you something, eh?
22:47And this is why shows like these exist.
22:49We need to bring to the public, to show the public what we are doing as well.
22:54And shows like these are comfort level of accountability and transparency.
22:58You know, some persons may call and they may question me on air to see what is, what, how my

23:05or the TTPS's view on a particular situation.

23:10but I am just so careful as to all the information.

27:05Now, there were some other incidents that took place throughout the country.
27:09And in this particular incident, a violent criminal attack on Outis Doubles in Golconda.
27:17Now, the vendors operating the popular Outis Doubles outlet in Golconda Village fell victim to criminals on Tuesday.
27:23Around 6.50 p.m., four vendors had just finished conducting sales on M2 Tasker Road near the Crossroads when
27:32they were approached by five men dressed in dark clothing and wearing masks.
27:36The suspects announced a robbery and ordered the victims to lie on the ground.
27:40One of the victims was struck multiple times during the incident.
27:44The assailant stole a Samsung A7 cell phone, a gold-colored earring, a wallet containing cash, identification documents, several silver
27:53chains, and a money pan containing the day's sales.
27:57Now, let's take a look at this interview with the Doubles man, Ramesh Takuddin, whose family's business has been attacked
28:05multiple times and the impact this is having on their lives in this said video.
28:10So let's take a look at this.
28:40All you mostly could do is put show more often.

51:23I was having a conversation with a police officer recently, and he told me that policing is premised on two
51:31limbs.
51:32One is the preventative element, and if that fails, the six-limb kicks in, which is the investigative element,
51:40where you arrest and charge someone and put them before the court.
51:43So the question is, the average police officer, does he really perform policing function, the court function,
51:59which is to arrest persons and charge them and put them before the court for simple offenses, basic offenses?
52:05That's one.
52:06And the follow-up to that, to what extent is that, if at all, a consideration for elevation to the
52:15rank in the institution?
52:17That's the first one.
52:19Secondly, just an observation, I don't know if something changed, but I had to see police officers,
52:24whilst in their uniform, wearing their hats.
52:27I don't know if they don't wear it again in the public space.
52:30I don't know if there is something new and the public needs to be informed that police don't wear hats
52:35again.
52:36And the third thing, I was passing by the Center of Excellence within recent times, a couple of times,
52:41and I see a big piece of cloth, red, white, and black, which resemble a national flag,
52:46chattered on the ends.
52:48I would hate to think that it's a national flag, and if it is, have somebody remove it.
52:52It's very disgraceful.

53:15and you ask if officers are already doing that, but the job is so dynamic,
53:19and your duties and responsibilities which you are served with upon entering the job is a long thing.
53:24And yes, investigation is part, but patrols are part.

53:34They are also governed under a different act.
53:37However, once they are in their working capacity,
53:41they are entitled to all the immunities of a police officer, regular police officer.

53:53and when they charge the individual, the next step is?
53:58Put them before the court.

54:05We investigate, we counsel, we do beat and patrol, we take reports.
54:11All those are functions of the, we attend court.

54:16But the preventative measure of it, I would prefer prevent and have to take somebody to court.

54:24Hence the reason we have all these youth engagement things,
54:26tongue meeting, station councils, community walks as well.
54:32That's the reason we have, because we believe in deterrent.
54:34We believe in deterrent first.
54:36Because I will tell you something.
54:38If there's more deterrent, then there are less crimes.
54:41Then the statistics are lower, the robberies are lower, the murders are lower.
54:45Then the country looks more attractive to foreign investors,
54:48the persons coming here at the vacation, because we do such a good job at preventing
54:52that we limit or we suppress the crime, the criminal activities.
54:56But quickly, with regards to, let's say, an officer on patrol, as you mentioned,
55:01further investigations for the matter to continue.
55:03Is it passed on to detectives or that officer will have to continue the investigation to go before the court?
55:09It depends. It depends how we look at it.
55:10He could be guided by the detective with the experience.
55:12Or, based on the kind of crime, we could indeed hand it over to our detectives.
55:17So, like, for instance, when there's a homicide in the area, the homicide unit will come and they will process
55:21the scene
55:22and they will have the investigator assigned.
55:24So, with respect to the hats, officers ought to still wear their hats.
55:30Our SO appearance, I don't know if I think it's six, says that in the public view we are not
55:35supposed to be improperly dressed.
