03:28Good evening Trinidad and Tobago and to our international audience, this is Beyond the Tape. I'm your host, Whitney Husbands.
03:35Now we're smack in the middle of the week, so that means only one thing. It's Legally Speaking Wednesdays and
03:41with us we have our favourite attorney who is here to always guide us accordingly when it comes to the
03:46laws of the land of Trinidad and Tobago and to make sure we understand how the law works.
03:51So with that being said, of course, my co-host each and every Wednesday, which I'm always pleased to have,
03:56we have Mr. Ali, who is our attorney at law and director of the Homeland Security when it comes to
04:03community and policing. Good evening to you, sir.

04:14had a good day as well, a productive one and a good week thus far.
04:19Good evening to Jackie and, you know, our family and Beyond the Tape as usual. My law enforcement colleagues across
04:24Trinidad and, I must say, Tobago.
04:26You know, we have a lot of activities in Tobago in relation to the searches that have been conducted.
04:34And most importantly, the citizens of Trinidad and Tobago, it's always a pleasure to meet you on this platform, to
04:39be able to engage you, speak to you and, you know, to listen to some of your concerns, some of
04:44your recommendations, some of your suggestions.
04:46So, I'm here to assist you, Whitney, and let's see how well we go forward.
04:49Now, speaking of moving forward, we know what the conversation is in the nation, Mr. Ali, and it is the
04:57situation in Tobago with two-year-old Tobias Plaza.
05:00And now, according to the TTPS media release, investigations into the disappearance of Angelo Tobias take critical turn.
05:09The Trinidad and Tobago Police Service advises members of the public that investigations into the disappearance of two-year-old
05:16Angelo Tobias Plaza of Goodwood, Tobago, have taken a critical turn.
05:22Assistant Commissioner of Police of the Tobago Division, Rishi Singh, has indicated that investigators are continuing to work diligently and
05:31professionally towards achieving a clear and definitive outcome in this matter.
05:37The TTPS emphasizes that this remains a sensitive and ongoing investigation, with all inquiries being conducted professionally and fairly, with
05:48full respect for the constitutional rights of all parties.
05:52Mr. Ali.
05:53Well, thank you very much for reading that publication, you know, to guide members of the media, citizenry, sorry, and
05:59even members of the media, in terms of ensuring that there's balance and there's responsible reporting in relation to this
06:05matter.
06:06Mr. Ali.
06:06The only thing I'll probably add to that is that I will still open the door for anyone who may
06:13have any put-in on intelligence or information with reference to this particular matter that can assist the investigators.
06:19I will ask you to do so.
06:21It's a child involved, but I ask you to be able to do it through the proper protocols.
06:26Don't let it be one that you're throwing information to the public domain loosely, because that can prejudice the inquiry
06:32one way or the other.
06:33So I want us to be circumspect, but let us, you know, get involved.
06:36I always ask persons to get involved, not because it's a child, but every human being who, you know, the
06:44dignity of the human being is at the border.
06:46That's not an object.
06:47Yes.
06:47And we know how the country, Trinidad and Tobago, you know, our experiences in recent times reference to this and
06:53other matters.
06:54So I'm asking you all, if there's intelligence or information, please bring it to the law enforcement agencies so we
06:59can progress this matter expeditiously and bring some justice to the situation.
07:03Now, how sensitive this is, a matter like this, especially with other matters as well, where we see persons put
07:11information out there that, one, it's not factual, and then when it goes before the court because a person or
07:16persons may be charged, and then we have to pick a jury of our peers, it could contaminate the case.
07:23Well, even before we go to the case, what I would want to say, and, you know, I'm happy that
07:27you raised this issue, if we are not careful in terms of the information that we are putting out, we
07:33can even threaten, if in fact a person is alive, you can threaten that person's life in terms of, for
07:38example, if there are any hands of kidnappers, if there are any hands of persons who may be, you know,
07:42holding them against their will, and that sort of thing.
07:45So you want to be careful when you're getting the information, that you don't put the information out there where
07:49it alerts the suspects.
07:51So that's why I'm saying that if you have credible intelligence, put it into an area where it can be
07:55managed properly, and it can be utilized properly to ensure that you save life, or if not, you are in
08:03a position to be able to bring some disclosure, some closure, sorry, to where the body is concerned if, in
08:09fact, you're dealing with a deceased person.
08:11But the responsibility always in terms of preservation of life.
08:15Thereafter, we can go to the context of if you're putting information in the public domain, be careful that you're
08:20not interfering with the inquiry, you're not tipping off persons to be able to go and destroy evidence and matters
08:25along those lines.
08:25So two contexts, preservation of life and preservation of evidence to be able to prosecute the matter successfully.
08:30But a brilliant question in terms of why we need to be responsible in terms of these matters.
08:34Yes. Now, before we continue with more with that, this is directed to motorists of Trinidad and Tobago, and this
08:40is a public notice that is coming from the Ministry of Transport and Civil Aviation.
08:44Now, fake text messages regarding speeding violations.
08:49The Ministry of Transport and Civil Aviation wishes to advise the public that text messages currently circulating regarding speeding violations
08:57claiming to have legal effect and requesting that persons make payment with seven days to receive a 50% discount
09:06of fake and did not originate from the Ministry.
09:09The Ministry further emphasizes that these messages are not issued by affiliated with or part of licensing authority of the
09:18Ministry of Transport and Civil Aviation.
09:20Members of the public are strongly urged to disregard these messages, avoid clicking on any links, and sharing personal or
09:30financial information.
09:31The public is reminded to rely on the Ministry's official communication channels for accurate information regarding speeding violations, fixed penalty
09:41notices, and related services.
09:43The Ministry thanks the public for its continued vigilance and cooperation.
09:47And this is what the message will look like in some of your phones, and this is how it comes
09:53to you.
09:54And please, we ask you, do not click on the link, do not engage to Mr. Ali.
10:00I'm sure you could speak to this, to the persons who may have elderly family members, and they're not that
10:07tech savvy.
10:08They may feel like they need to click on this link to find out more.
10:12Okay, so let's hold.

10:15But before I go to deal with this particular slide, I just want to endorse the caution that you have
10:20given members of the public to be vigilant with reference to these things.
10:25I want to say to you all that is clearly inscribed in the laws of Trinidad and Tobago in reference
10:32to the process for the payment of fixed penalty notices.
10:36And if that fixed penalty notice process has to be amended, it has to be amended with a legal notice.
10:44And I want to make mention of a legal notice, not a message or not a correspondence coming from a
10:50ministry with no reference to a legal notice.
10:53Whether it be a negative resolution of Parliament, whether it be an affirmation, whether it be going through the entire
10:57process.
10:59It requires a legal notice, which will indicate to you that the process has changed or there are some amendments.
11:05So that's the first thing that I want to bring to members of the public when you are looking at
11:08this.
11:08It's not a simple message and it's not a simple correspondence.
11:11But let's look at it a little bit in terms of the email address.

11:19And look at something there.

11:26Now if you're looking at something like this, I'm not an IT expert, but I'm just saying in the context,
11:30one would have expected that to be govtt.com or something resembling that.
11:36Or gov, yeah.
11:37But when you see that, that's up and...

11:39So that's why you want to be able to be vigilant in relation to some of these addresses that you
11:43have seen.
11:44So I just wanted to point out all this afternoon, I said I'm not an IT expert,
11:47but immediately when looking at it, that stand out to me.
11:50Or call the authorities themselves.
11:53That's correct.
11:54To find out if that is the case.
11:56But the point I want to leave to you all is this,
11:59that no amendment to any process without a legal notice is not going to come in a message,
12:04it's not going to come in a correspondence without a reference to a legal notice.
12:09And secondly, pay particular attention when you're reading the messages,
12:12you will see things that will stand out.
12:14You said stand out, 50% discount.
12:17Well, of course.
12:18Come on.

12:19Is it a sale?
12:19Of course.
12:20And there are many other things, but I just wanted to point out something that we need to look at
12:24it carefully.
12:25And it's clearly an approach for deception and to deceive persons.
12:32So I'm certain that the Fraud Squad and other white-collar units will be investigating the matter together with the
12:38cybercrime.
12:39So again, those who have information in reference to this white-collar approach,
12:42this white-collar crime or suspected crime,
12:45please bring it to the attention of law enforcement.
12:47But continue to be diligent.
12:48Persons are taking every opportunity to be able to defraud you.
12:52So just be careful and be vigilant.
12:54And of course, most of the times when you get this, I have won to receive a ticket.
13:01So I know I get the full receipts, you get all the information, the officer's information, and all of that.
13:07So you mean you have to really put on the common sense cap as best as you can.
13:12Now, according to the TTPS, we have another media release here,
13:15and it is involving a shooting during a home invasion in progress in CD.
13:20Now, the Trinidad and Tobago Police Service is investigating a police-involved shooting incident
13:27which occurred during a home invasion in progress in the Canupia District.
13:32Earlier that morning, around 4.30 a.m. on Wednesday, 20th May, 2026,
13:37officers were alerted by the E999 Command Center to report of a man on the premises
13:43where the homeowners were out of the country.
13:47Upon arrival, officers from the Central Division Task Force and Canupia Police Station
13:51heard crashing sounds emanating from within the building.
13:55The officers announced themselves, and in keeping with the use of force policy,
14:00made entry into the structure.
14:01Upon entering the premises, officers were confronted by a man of mixed descent
14:07armed with an apparent firearm who engaged them.
14:12Now, fearing imminent and immediate danger to their lives,
14:15and in keeping with the use of force policy,
14:18officers discharged their service-used firearms in the direction of the threat,
14:25following which the suspect fell to the ground with injuries.
14:28He was immediately transported to the Chaguanas Health Facility
14:31for medical attention, where he succumbed.
14:34A firearm was recovered at the scene.
14:37Ms. Ali.
14:39Well, Whitney, when you've seen what you have just read,
14:42you know, you've seen very serious crime and criminality,
14:45and in this case, probably in the area of, you know,
14:51whether it be breaking, burglary,
14:54and then hearing persons would have been out of the jurisdiction.
14:57Yes, out of the country.
14:57So when going to the area of home invasion,
14:59home invasion, you know, a call for persons to be inside,
15:03or persons may be waiting inside the building for persons to come in,
15:06so that you have that human element,
15:08but breaking, burglary, and that sort of thing.
15:11But again, what you have read, you know,
15:12the officers must be commended for, one,
15:15the preservation of their lives in these circumstances.
15:17We are hearing a weapon was found,
15:19so you've seen persons are moving with very deadly instrument,
15:23and, you know, I hope that the investigation will still continue beyond that
15:29to determine whether, in fact, there are other persons
15:30who maybe have been connected to that crime
15:33and any other matter that they need to deal with.
15:35But, you know, all hats off to the police officers in terms of the work.
15:39As I said always, the policing is not a simple task.
15:42This is a situation where you are meeting a very serious risk on a daily basis,
15:47and these are the persons who are called upon, you know,
15:49to be able to bring and to protect and serve with pride.
15:52And, you know, I want to salute them and salute all the police officers
15:55and law enforcement agencies that continue to persevere
15:59to make Trinidad and Tobago a safer place.
16:01Sometimes, you know, we don't look at them in the way that we should,
16:05but this is one of the opportunities.
16:06When we see good, we must commend good because they protected property,
16:10and perhaps you don't know when the investigation proceeds
16:13for the individual, you know, condolences to his family,
16:18but you do not know whether, in fact, that person may have been responsible
16:21for a series of similar or other offenses.
16:25So, you know, hats off to the police officers.
16:27All right.
16:28At this time, it's time for us to take a look at our SOE update
16:31as of May 20th, 2026.
16:36Number of operations, 5,822.
16:38Number of targets prior to offenders, 1,785.
16:44Searches conducted, 2,821.
16:48Traffic operations, 3,414.
16:51Total persons arrested, 2,570.
16:55Total persons charged, 544.
17:01Firearms recovered, we see increase with the shotguns and the rifles,
17:05giving us a total of 155.
17:08Ammunition recovered, we see increase with the 9mm at a total of 3,162.
17:14And dangerous drugs seized, we're seeing an increase this time with cannabis.
17:18Ms. Ali?
17:19Yeah, well, you know, again, hats off to the law enforcement agencies,
17:21and, you know, I always look at these statistics with the partnership
17:24with law enforcement supporting agencies and members of the public
17:27because whether it be a firearm, a dangerous drug, maybe an arrest, maybe a charge.
17:32The citizenry is somewhere there.
17:34Yes.
17:34And let's go back to the charge.
17:35If you have persons being charged,
17:38then in most cases you may have witnesses coming from the citizenry.
17:42So, again, I want to urge the citizenry to understand your role and responsibility
17:45to participate in the criminal justice system.
17:48Whether you be witnesses, whether you be members of the jury,
17:51you have a responsibility.
17:53So, sometimes when we speak about the criminal justice system,
17:55sometimes we tend to look at particular participants in the criminal justice system,
17:59but a very important participant is the citizenry of Trinidad and Tobago who plays a part.
18:04So, it's important for you to get involved in the process as well.
18:07But, again, I still do the work of law enforcement agencies,
18:10and I urge you all to continue.
18:12We cannot stop.
18:13We need to continue to sustain those efforts, build on those efforts,
18:16look for unique ways of doing things,
18:18because we are facing an uphill task.
18:20You know, we are still seeing reports of very serious crimes,
18:23and it's important for us to maintain focus with reference to what we are dealing with.

22:23What is going on in Tobago with young Tobias Plaza, two-year-old?
22:29All right.
22:30So, this morning, let's start off with a normal briefing with Tima.
22:34We were doing a few years.
22:37When we received a call together with Tima to be on standby,
22:42the information we received was that a person of interest in the police ongoing investigation
22:52was supposed to be brought to the Goodwood area.
22:57That is Cambridge Street in Goodwood.
23:03And so, as part of the planning for that, we would have met Tima was with us.
23:10So, their role is basically to do the aerial survey of the area and keep an eye on things.
23:18And our role was to stand by with our equipment in case it was needed.
23:24So, we huddled in an area separate from the village where we put the instructions.
23:32And after a couple of hours, we received the information that that person could no longer make it
23:43because of the person needing to seek medical attention.
23:48So, basically, what happened a while ago was another person of interest, a female,
23:59was brought to the location and taken into the house where Angelo was reported missing.
24:10So, a lot happened.
24:12It created a lot of interest.
24:15But I think what happened was the fact that about three or four days ago at a team meeting,
24:22I told the team that I think the police will make a major breakthrough in this case
24:29because in terms of searching Tobago and with very little information,
24:37it was like really searching for a needle in a haste.
24:42So, I just wanted to say that the police, I mean, we recognized they became involved late
24:51because, like us, there were some sightings.
24:56There were some reports of sightings of people in the water.
25:00And at first, you know, it was unclear what that meant.
25:04And so, it would have delayed it by a day or two.
25:08And then, because of the loud voices in the community, you know, the police had to begin to look at
25:16other options in this matter.
25:18And then, you know, I will tell you this.
25:25The police officers in Tobago and the different units said that to me that they were focused
25:38and they were paying a lot of attention to this case.
25:42And that is why we placed our bets on them to really make the breakthrough.
25:49And I believe a breakthrough was made.
25:52It's the start of that segment of the thing.
26:11So, Captain, you could tell us if anyone at all was charged
26:16or is it just persons who apprehended for questioning?
26:20I think they are at the level of, and Zaheer, you will be able to explain more in terms of
26:31the various steps.
26:32And I believe they're still at the investigation level.
26:37And they're nearing the end of that phase.
26:44And the next phase is to, you know, get everything together and approach it.
26:51I could be wrong, but I believe that those are the steps that are involved.
26:57Yes.
26:57So, hopefully in the next 24 hours or so, we should get more information
27:01and hopefully find a way to figure out what's going on with two-year-old Angelo.

27:08One thing before I go, and I will stress this at all times,
27:13we're interested simply to get the recovery of the people.

27:18And, you know, we still hope that if it's in the sea,
27:23because we are prepared for a marine environment.
27:25And if it's there, you know, hopefully we can still get closure for the family.

27:33Most importantly, Captain, we'd like to thank you so much.
27:36We'd like to invite you alongside your team that is there in Tobago.
27:39And, again, all eyes are on Tobago to get some sort of information and closure,
27:44not just for the family, but also for the nation, Mr. Ali.
27:47Yeah, and I just want to just, you know, say thank you to, you know, Mr. Rambarat and his team.
27:51Yes.
27:52You know, it's not the first time I've seen them, you know, on the ground.
27:55And, you know, they are playing a very critical role to lend that support to law enforcement
28:00and other agencies with reference to this particular search.
28:03You know, that's clearly embedded in terms of the legal framework where a citizen has a responsibility,
28:09a duty to assist police in investigating matters.
28:12Yes.
28:12And while they may be involved in a search, that is a form of investigation because you're looking for evidence.
28:17You're looking for, and the evidence they're looking for here is the child.
28:21And I want to salute them this afternoon.
28:23As a matter of fact, I've just made a note here, Whitney,
28:25and where I sit as Director of Policy and Community Support in the Ministry of Homeland Security,
28:29I think I want to, you know, reach out to them on their return, you know,
28:35to call them into a meeting and see how best we can assist these persons, this group.
28:38You know, this is a sacrifice leaving Trinidad to go to Tobago to lend that support to law enforcement.
28:43This is not an easy task.
28:45This is a person who also have their family.
28:46And work.
28:47And I'm using that to say this, that, you know, when we are plagued with crime and criminality,
28:53and I've always used this example, that if your head hurts, my foot must feel the pain.
28:58And vice versa.
29:00This is a clear example, that this is an NGO.
29:03This is in a civil context.
29:05But they are at the forefront, rending assistance and also placing themselves at risk as well,
29:11because these are not easy times.
29:13So I salute them and I thank them for what they are doing for the people of Trinidad,
29:16Tobago and for that particular family, and, you know, and insisting in the investigation.
29:20So thank you, Mr. Rambara.
29:21And unfortunately, while I know the investigation is unfolding,
29:25persons have been interviewed, persons have been arrested,
29:27it will be very, I need to be very careful to an advisee citizenry like I did before,
29:33to be careful in terms of how we are speaking about this matter,
29:35because if you speak too deep, you can just alert persons who still may be required to be engaged by
29:42law enforcement,
29:43or you still do not know exactly what's happening with that particular child.
29:46Understood.

29:54Director, I want to commend the police on that issue of the two-year-old,
30:00and the way to be good.
30:01It appears that closure is being brought into this issue,
30:06and I hope we get best results.
30:11I am not accessing the police.
30:14I am not letting them out of the hope of the active chamber issue.
30:21That has been a conflict, and I hope that it has buried it.
30:26A lot of information has resented safely into the public ways in the parliament, on social media, etc.
30:37When we were last communicated with this issue of course,
30:43who is no longer there,
30:44from it to re-look at this and do a piece of it.
30:51I am saying,
30:53some of the information has led us
30:57to believe that the Gary Soberts of all politics
31:02has a nexus with one of the main witnesses.
31:06I'm using a cricket issue that is very, very popular in political politics
31:11and the governance of Geneva,
31:12and I'm hoping that that is reflected on,
31:17and we review it.
31:18And Robert Saffer, the Saffer 99, 97, 4th,
31:22it's two political reports,
31:24but one has died, one is still alive,
31:25so that is still open,
31:28and it must be worth a closure.
31:30The buck stopped with the TTPS,
31:32because I didn't say they were complicit in the investigation.
31:35And I'm hoping that they can make a mess now.

48:29Firstly, I've been observing certain business places and more,
48:37the general patients.
48:38Another sign.
48:40Saying wheels climbing.
48:42Right?
48:44Clamping vehicles.
48:46nombreux things where they are probably put upside, no parking in that particular area.
48:53And they are also charging a fee for the relief of persons without you.
48:59Right?
48:59My opinion is that it is illegal because I do not think that there has ever been any legislation to
49:08allow a private entity to do such.
49:12So I will await your legal mind on that.
49:16Secondly, the second thing I want to bring to your attention, recently there was an incident in a business place
49:23where an FBI holder,
49:25this is something that was unsavory, but he was reacting to the fact that he was not given a full
49:37refund having paid for items.
49:40The business person charged him what they call a re-stocking fee.
49:47I would like to know if there is any legal basis for a business place to be passing on a
49:57re-stocking fee to a member of the public.
50:00I would just not fear. Thank you.

50:03I mean, two great questions, but the second question, I need some more clarity on the second question.
50:08There was a video quickly that an individual entered a business place where he purchased an item and he didn't
50:15want the item anymore for whatever reason,
50:18brought it back to be refunded.
50:19They did not get back the full amount, let's say, of $10.
50:23They gave him back $8 because they had a re-stocking fee and that is what they were experiencing.
50:28So they're asking, now the other elements said, but the caller is asking, is that legal for businesses to do
50:35that if you're returning an item that is not damaged in any way?
50:38Well, we don't know in this case.
50:40I think I will want to lean on the side of caution and look at an engagement with the consumer
50:46protection officials to really look at that particular matter in some context.
50:52So I don't want to, you know, answer off because there could be circumstances existing.
50:57I'm not saying that is legal, but the consumer protection individuals will be best positioned to understand that transaction between
51:03the parties.
51:05And as it relates to the first, the clamping has always been a very sensitive point.
51:08Yes.
51:09And commercial spaces.
51:10Yeah, when you're talking about commercial, but when you're talking about private as well, like malls and so forth, you
51:15know, that is private property.
51:16Yes, the public may have access to it, but if you are, you know, that clamping and basically you interfering
51:24with someone's property on one angle and on any other angle,
51:27persons are saying, well, okay, I have, this is my property.
51:29So whatever comes on my property and there's no legitimacy to be on my property.
51:33And this happened most of the times where persons may come and park their vehicle and then leave the compound
51:37to go somewhere else.
51:38So they are not patronizing the said business.
51:41That's correct.
51:42So I want to say to you that at that stage, if you go in on persons private property without
51:46illegitimate cause, that is an offence of trespass because you are there without a lawful purpose and you are putting
51:53the vehicle there.
51:54The moving to clamp the vehicle, that now creates a situation where while there's no legislation, it's a sensitive point
52:01as to whether the owners of those property can take self-correcting actions to be able to deal with whatever
52:07issues that are occurring in terms of the trespass.
52:09I will advise members of the public and those malls that if you are going to the private mall, go
52:17for a legitimate purpose.
52:18Do not be going on persons property, going on persons parking spot to then leave and go to another location.
52:25That is an act of trespass.
52:26That is dishonesty.
52:28And I will ask you to restrain from it.
52:29But on the next occasion, I will come with some case law in relation to this clamping that is done
52:35in other jurisdictions and where we seem to be holding on to to bring it into our jurisdiction.
52:40But I think it's a very, very important question that you ask.
52:43It's an area that, in my view, continue to be, you know, a gray area.
52:47But I'm just saying that when you're parking or going on private premises, you are committing an act of trespass
52:54if you're not there for a legitimate purpose.
52:56And hence why the owners or the persons who are the responsibility for that area, if they're not seeing the
53:01owner or the person who come with that vehicle, they're going to keep that vehicle.
53:05Whether they have the power to charge a fee, that's a different circumstances.
53:10And I'll bring the case law from other jurisdiction that we can look at to see whether, in fact, we
53:14can go in a particular direction as well in terms of our reform.
53:17But a brilliant question.

53:26Some weeks ago, I called in on the calendar, the work, um, the several persons I do, and there is
53:36often in that work.
53:40And that is going to be insurance.
53:45So we're getting a lot of feedback on your end.

54:16And this, the PDO means persons are charged for something or it suggests to detain them for a period under
54:23the SOE.

54:24So the preventative detention order is a power that has been afforded to the Minister of Homeland Security under the
54:31emergency powers regulations to be able to arrest and detain persons, or a person, sorry, if the intelligence or the
54:40information is suggesting that the person may be about or acting in a manner that is prejudicial to public safety
54:45and security.
54:45Right.
54:46So once the intelligence suggests that a person is about to act with, acting in a manner prejudicial to public
54:50safety and security, under the state of emergency, the power is afforded to the police to bring that application to
54:55the Minister who will consider that application and then grant a PDO to be able to arrest and detain that
55:01person at an authorized place, a place that the Minister has authorized.
55:04So quickly, the persons who are detained cannot sue the state after the detention?
55:10Well, what happened in the first instance, during the course of the state of emergency, they have an opportunity to
55:14engage a review commission, an independent review committee, sorry.
55:20And that is a three-member panel that has been set up by the Chief Justice to look at the
55:24detention of that person to see whether it's justified.
55:27Even if, but there's a, there's a, in terms of the review, even if they review and say, okay, it's
55:32not justified, the Minister is not obligated to release.
55:35So they just have an option to review.
55:37Subsequent to the emergency powers regulation, when the SOE comes to an end, they can seek judicial review proceedings to
55:42see whether, in fact, their constitutional rights were breached and see what sort of damages.
55:46So, I'm happy that you asked the question, so it's important for us, us meaning the state agencies, to continue
55:52to act responsibly when we are exercising those very deep powers of arrest and detention.
