03:59It's like having a big brother that to remind us to stay on the streets and narrow and try our
04:04best to do what is right.
04:06And you know, in the good old days, when we respected authority, and you know when big brother, big sister,
04:12mom and dad talk to you, you are expected to listen.
04:14So, if I'm like a big brother, I will expect some persons to heed the warnings and the advice that
04:22I'm giving.
04:23Now, of course, we have a lot to discuss, and again, when a life is taken, it is one where
04:29persons will suffer.
04:31Persons will feel some sort of pain and sorrow.
04:34And with that being said, I'd give condolences with regards to this here where a slain businesswoman had reported threats,
04:41says family.
04:42Now, we reported this yesterday, but they were stating that reports were made with regards to this lady receiving threats
04:48before she met her terrible demise.
04:51Now, relatives of the slain Riverside Road St. Joseph businesswoman, Tricia Mirage, said that since the beginning of the year,
04:58she began receiving threats to her life, but despite several reports made to the police, nothing was done.
05:05Now, Mirage 37 was killed just after 4.30 p.m. on Wednesday in what relatives described as a hit.
05:12Now, they were stating that, you know, if you didn't know, she was a mother, a wife, a businesswoman, and
05:19said one of the relatives who spoke and obviously didn't give their name, the relative, said Mirage had two daughters,
05:25ages 19, 18, and 9 years old, which a son, which was 9 years old.
05:31Now, asked why she was killed, the relative said he did not know.
05:35But since the year started, she was being threatened with death threats, but yesterday was not a robbery, it was
05:42a hit.
05:43Asked if it may have been extortion attempt, the relative said he could not say and added that the people
05:49who had been threatening her never asked for money.
05:52Asked if she had borrowed money from a moneylender.
05:55He replied that, to the best of his knowledge, she had not been owing anyone.
06:00She said, following the first threat, she made a report to the St. Joseph Police Station and even made reports
06:06to the extortion unit, ASB.
06:09Well, you know, the scientific police service extends condolences to the family.
06:14I am certain and I assure you at this time, investigations are indeed taking place so that we could apprehend
06:21persons and, you know, gather enough information and evidence to put them before the court of law.
06:27So, I communicated with the leaders, the executive of the North Central Division, where the incident took place.
06:34And they can confirm that there were two reports, one both made in February 2026, one of a report of
06:42threats and the other of a last name motor vehicle.
06:45Yes.
06:46Could I ask this, I mean, not with this situation because it's on the investigations right now, but when persons
06:52are threatened, is there a timeline?
06:54Is that something the officers are waiting on to find out before they make or take action on individuals who
07:00are threatening others?
07:03There were times I stood here and I discussed how the report of threats amongst an assault, yeah?
07:12But sometimes, and we have to understand and take everything as it happens, most of the times someone has received
07:20a report of threats.
07:21Unless it comes from some fictitious email address or a blocked telephone number, things like that.
07:29So, it's always, they always pose that great level of difficulty.
07:32In other words, unless somebody is a situation where you know John threatened Susan, a situation where they could actually
07:40go and warn John immediately.
07:42But a lot of times, and if you look at what was read here, what was stated here, is that
07:47she has been receiving threats.
07:49So, it would appear that she would have been receiving either emails from a fictitious email address or anonymous calls.
07:58That in itself poses a level of difficulty for the TTPs.
08:02There are certain things that we have to be done to really get to the root of it.
08:06Sometimes the IP addresses is wrong IP addresses.
08:09A lot of persons would use WhatsApp and stuff like that where it's encrypted and it poses a level of
08:16difficulty.
08:17So, threats in this kind of manner do...
08:19It would happen overnight for you to find an individual.
08:21It wouldn't happen overnight.
08:22It takes some time in finding out where it emanated from.
08:26Some persons may use it and then they get rid of the same card.
08:29But what advice could you give persons if they are being threatened and, in this case, you mentioned emails, WhatsApp,
08:34encrypted information,
08:35what could they do to protect themselves in the interim?
08:39We warn them, one, first and foremost, come and make a report.
08:43Two, let your family members know.
08:46Two, three, you need to do your own analysis of your compound.
08:51Look at crime prevention through environmental design.
08:54It may mean that you would now have to make yourself a harder target.
08:57When you're going out, have somebody accompanying you.
08:59When you're coming home, call your husband, your boyfriend, your brother, your sister.
09:02I'm coming in, open the gate.
09:04Because even if you have an electric gate, it takes a time to be open, completely free to drive in.
09:09So you're stationary for that point.
09:11Be aware, look in your mirror continuously.
09:13I'm not telling you, be paranoid, but be aware, look out for vehicles following you.
09:17Be mindful of where you go.
09:19Be mindful of how you dress.
09:21Be mindful of, you know, tell persons where you're going.
09:23So we always have that information continuously.
09:26Check in.
09:27Hey, I reached to my destination safely.
09:30I am here.
09:30I'll be here for like a half an hour.
09:32If a half an hour passes and you're still there, you know, to ease the concern.
09:36Hey, I'm still here, but I'm leaving.
09:38I'll call you when I'm leaving.
09:39So if it, in a case like, let's say someone threatens me, God forbid, and they're insulting money from me.
09:47And it's the first time I contact the police and they said I'm coming back next week, Friday, to collect
09:53X amount.
09:54If I tell you that, what would happen?
09:56Is it that I have to wait for them to come or you will do a sting operation?
09:59Well, we will want to do, we will definitely do a sting operation.
10:04But the person must be willing and a willing participant to be in the sting operation.
10:09Because, I mean, we might tell you, all right, you might tell the person, I'm coming, but I'm coming with
10:13my girlfriend, who may be police officer.
10:16But I don't put that out there.
10:18And we'll look it out.

10:20Now, as we mentioned before, when we started, we saw a lot to discuss.
10:23And in this video captured on Rison Road earlier on April 10th, it doesn't look like a regular stop and
10:30search based on the position of the vehicle, just saying.
10:33But here we're seeing the officers clearly saw something that was needed to be intercepted.
10:39And I'm happy to see my officers out there doing their due diligence.
10:43I wrote hot too, boy.
10:44I said it out loud.
10:50They neutralize the person in a manner that they would not be causing any danger to any of the officers
10:56whilst they carry out their search.
10:59Situations like this, we don't know what information the officers may have received, what intelligence that they have.
11:05So, you know, we have to let these things play out.
11:08And let the chits fall away with me.
11:10Of course, I know, I heard your statement that you made.
11:15He is indeed in a T-shirt.
11:16And the officers are not inhumane.
11:18So we would not leave you on the hot page and floor and extended amount of time.
11:25Once we recognize, hey, this is under control, we raise you up, taking the necessary information.
11:30If we have to escort it to the station, we do so.
11:32If we have to interview further, we take it to the station to interview you and stuff like that.
11:36So, you know, but I'm certain because we can see that this is Rising Road.
11:41Yes, definitely.
11:42Which is not the widest road.
11:44No, it's not.
11:44So to see something like this taking on, it's been occurring, the officers must be in receipt of some sort
11:50of pertinent information.
11:52And we know, we have seen criminal activities happen there as well, where the officers may have not been there
11:56at the time to deal with it.
11:58But there and then, you know, they saw something, they deal with it.
12:02If it's nothing, at least, you know.
12:04At least you know it's nothing.
12:05It's nothing.
12:05Now, usually we always speak about when we see videos and we don't know where the video starts, right?
12:11What causes the effect of things?
12:13Let's take a look at this video.
12:16So we're seeing here, again, we don't know what caused the interruption or the officers that we're seeing.
12:24Three officers, if you're not seeing me, 30s or the ground pulling onto the gentleman's leg.
12:30And we still don't know what caused all of this, but we are seeing, of course, the madness that takes
12:35place behind the scenes.
12:38And, yeah, the screaming at the officers.
12:40And, of course, the officers let him know to stay back because we still don't know.
12:45Do you know what caused this?
12:48I don't know, but I want to highlight several things.
12:51Yes, of course.
12:52You would see different levels of the use of force policy being engaged there.
12:56You would see the use of the baton.
12:58You would see the use of the taser.
12:59Yes.
12:59Yet still the individual continues to fight with the officers.
13:04You would see several different techniques used in trying to restrain the gentleman.
13:07You would even see an officer on the gong trying to grab a hold of the gentleman's feet.
13:12The amazing thing about it is, and I'm sorry that the public could not have heard the entire audio.
13:19No one is telling him, behave yourself and stop resisting arresting him.
13:24But they are calling on the police to let him go.
13:28Because we would know the police, does the police, well, I should ask this.
13:34Should the police reveal why they are arresting someone if asked?
13:39Or is it that they should not?
13:43All right.
13:43So let me tell you, the information is the information.
13:48Whatever intelligence the police have, we don't have to answer to tell the person, the public, I'm arrested him for
13:53this.
13:53Once you, the person that we are arresting, I have a warrant for you in the station, you are under
14:02arrest.
14:03That is who we need to inform.
14:05But with the SOE now, we still have to, if asked?
14:09Common courtesy, public trust and confidence, customer service.

15:49It shows the level of disrespect for the authority.
15:52It shows how the community feels, some communities feel about the police presence.
15:57Because when somebody gets shot in a particular community, we want to see police presence.
16:05The climate, they want police presence, X, Y, Z.
16:08And as a student of security risk management, I can tell you that it has been stated that the best
16:14time to do a security assessment is after something happens because it's fresh in your mind.
16:19So you're willing to take all the necessary precautions to ensure that it doesn't happen again.
16:23But in this situation here, not one person come out and say, stop resisting arrest, go with the police.
16:33There are situations for that.
16:34There have been many cases where the police would have acted wrongly and the person would have been awarded a
16:41tiny sum of money.
16:42So there is a system for redress.
16:44So we could really coexist with each other with all this set of confusion and this set of acronym, his
16:50husband.
16:51And then, too, if he didn't have any charges against his name, he will have that now?
16:56He will definitely, well, he will at minimum resist an arrest.
16:58Right now, let's take a look at what's making the updates for our SOE as of April 10th, 2026.
17:06Number of operations, 3,280.
17:10Number of target priority offenders, 1,161.
17:14Searches conducted, 2,050.
17:17Traffic operations, 1,861.
17:21Total persons arrested, 1,381.
17:25Total persons charged, 303.
17:30Firearms recovered, we're seeing a total of 83.
17:33Ammunition recovered, we're seeing an increase of the 9mm, also the 5.56, giving us a total of 1,921.
17:41And dangerous drug sees, we're seeing an increase of the cannabis and also the cocaine ASP.
17:47Ammunition and drugs today.
17:51Cocaine, marijuana.
17:55Every day, we see a rise.
17:58What has remained constant since the SOE is that there is continuous rise in ammunition and there is continuous rise
18:06in the use of dangerous drug or the seizure of dangerous drugs.
18:09And we have to understand the crippling effects that drugs have on our society.
18:15Each wrong, if you add up, one wrong is one life.
18:20And when you look at the numbers, the Trinidad and Tobago Police Service and other members of the national security
18:27who assist us.
18:28And I have to include them because it includes the traffic wardens, the members of the defense force, even licensing
18:34officers.
18:36Thousands of lives have been saved.
18:38I think if a person is convicted with an illegal firearm, on every bullet should have 10 lives.
18:4510 years, 10 years, 10 years, 10 years on each bullet.
18:49Yeah, and I think it's incumbent on the legislative body of the country to make possession of firearm and ammunition,
18:56make the consequences of that so dangerous, so extreme,
19:01that persons must be afraid of picking up firearms or having ammunition.
19:07And I'll tell you how the act says it, any part thereof of a firearm.
19:12So if you have one trigger in the possession, not the whole firearm, one trigger, one hammer, one handle, same
19:21thing.
19:21Same thing.
19:22I believe there are some people out there that they are not terrified of jail at all.
19:26Hangman, no hangman, life sentence, no life sentence.
19:30Some of them see it as vacation.

26:06We ask persons to comply because, one, you save yourself from getting other charges, number one, because you maybe get
26:15a resistant arrest.
26:17They have failed to comply with the instructions of a police officer.
26:20But when we tell you to comply, it's really, really so that we have the situation under control.
26:27It's really that you are in a position where we want to make sure that you are in a position
26:32you cannot harm us,
26:33and we don't want to make sure that you are in a position where we may think that you are
26:38about to harm us or have you doing anything untoward.
26:41Say, for instance, police stop you and they ask that you put your hands out the window.

26:49And there's a science, eh?

26:52The quicker you follow instructions, it's the shorter your interaction will be.

28:23Anytime that they see my vehicle, and they're not sure, and they want to know, and they stop me, I
28:29always commend them.

28:31I always commend them.
28:32That is what we want out there.
28:34Challenge people.
28:35Challenge the vehicles.
28:37And of course, you will speak to some of your officers, and the majority, you talk to a minimum.

30:15Now, sometimes we may ask the footage, and the footage may be needed to appear before the court first before

30:25So notwithstanding that we get the body cams, it doesn't mean that every situation, the footage, will be released immediately.
30:31Sometimes it could only be released after the matter has been determined.

33:49I have been an avid follower of your program and you have been most helpful. I've got a question regarding
33:56drug blocks.
33:58You know, in certain areas of Trinidad, these youth gather together. They may traffic the drugs, they congregate and they
34:06have loud music.
34:08And then the crowd gathers, right? Now, this is between, let's say, about seven to about nine or ten, right?
34:16But the heavy music is around between seven and, let's say, nine.
34:21What can we do apart from reporting it to the police, which we've done, and, you know, forward it to
34:31officers in the, let's say, the Western Division, right?
34:37So, I just, I, on behalf of my friends and I, we need to know how we can keep our
34:44area clean.
34:45How can we have a restful afternoon without the loud music, you know, the boom boom from the bass, the
34:52pounding from the bass.
34:54And are they allowed to have music? I mean, they've got no license at a bar or, you know, a
35:00DJ or whatever it is.
35:02So, what is the procedure, the process, or how can you help us?
35:08Yeah, yeah. Thank you so much, ma'am.

35:11Mama, let me start by saying, even if it's a bar, they have to respect the neighborhood that they are
35:16in and not play their music indiscriminately loud.
35:20That's number one.
35:21Number two, you are doing the right thing by calling the police.
35:27Going forward, I wanted to take a look at the area because when there is, there are these types of
35:34activities, it's usually in a darker part of the area.
35:37Maybe we need to light the area.
35:38So, maybe we need to engage in something called SIPTED crime prevention through environmental design.
35:43We can have the area lit.
35:45If there's bushy area wrong, where they may be using to hide their drugs or their firearms or whatever,
35:53because every drug block has somebody with a firearm to guard the block.
35:59So, never take children to be going to never just say, well, they're just pushing a little weed.
36:05Where there are drugs, there are guns.
36:07Because where there's drugs, there's money exchanging.
36:11And there must be somebody there with some sort of firearm to guard the block.
36:16Continue to call the police continuously.
36:19Continue to just monitor the situation.
36:23And if you have even further information to know, well, who is actually holding it, who is actually protecting the
36:29block, that goes a long way as well.
36:31Have the area cut.
36:33Have the area lighted.
36:35So, we get that part out of it.
36:37So, you limit the places for them to assemble under the darkness that hide their nefarious activities.
36:43You know, some of them damage the lights, right?
36:46Even though you'll put it in.
36:48Persons in the community may raise funds to have an area lit where it's dark and they will go and
36:53damage it.
36:53So, in situations like that, make sure we keep the receipt because we will need to know the value of
36:58the light.
36:59And when you know who damaged the light, you come and you give us the information.
37:04The thing is, for us to secure a conviction, the matter must go to court.
37:08Because we could charge a person for malicious damage and once it's over a certain quantity, a certain value, it
37:14is a serious crime.
37:15I think it's $2,000 and above.
37:17Yeah.
37:18And what causes like to be over two?
37:19So, the sentences are even longer.
37:22Now, we have to understand that even though you feel that way, the judiciary, they are in charge of the
37:28sentencing, right?
37:29So, we could go through the process and they might be fined.
37:32That's within the option.
37:34That's within the discretion of the judiciary as well.
37:37But, ma'am, there are things that you can do.

38:49In some instances that some people get injured, in two instances before it ended up with someone dying.

39:00And one more thing I want to draw to your attention, by story, I want to find out, be talking
39:05about tourism.
39:06You ever watch to see how them guys is acting?
39:09Sometimes you're going close, you think they're smelling my water and the way they're approaching you.
39:15This is what we write here.
39:17We want to talk about Barbados and Tiger, but you have to take a page from their book.
39:23You can't just be talk, talk, talk, talk, talk, and that is it.
39:27We have to do something more of this.

40:00There are countries of the Caribbean who rely on tourism.
40:03And they have a rule that no one interferes with a tourist.
40:08So we have to start with ourselves.
40:11With respect to that jet ski situation, I am in a position here where I believe an example will be
40:20made.
40:21Investigations are ongoing and the public will be appraised in the shortest possible time.
40:27So persons, and I hope other persons, learn from this.
40:32Because I, too, would have been to the sister island, would have witnessed some of the reckless and dangerous operation
40:41of these jet skis.
40:42I hope that other persons have taken heed.
40:46And I know they have been calling for some sort of maritime enforcement in the sister island for the longest
40:52while.
40:52Because we would have had some party boats that sunk on several occasions as well.
40:58I think what will happen, we are seeing the THA rep, Mr. Farley-Augustine, he stepped up and he said
41:05that certain things will, certain actions will be taken moving forward, especially after the death of the young girl, the
41:12seven-year-old.
41:12And we will see some changes, hopefully.
41:15But what I want, not only that, that the public understand and take the responsibility and know that it's because
41:22of their behaviours, that there is, there seems there are greater level of enforcement is now taking place.
41:29And not come with the narrative that the police trying to stifle the small man, you know, we always get
41:37the blame.

42:48need these things to get through with jobs.
42:51But whenever they go in the police station, and I'm speaking about in the West, and I know the others,
42:58they are telling you, who tell you it already, and things like that.
43:01So apparently for this SOE, like they stopped with the other job function, and only studying to lock up everybody.
43:10But I just want you to tell these officers that people are coming there because they applied for jobs, and
43:18they need to get this in order to get the job.

43:24It's nothing that you could tell me that it's hard to believe, because the individual I know had was to
43:31call on somebody high.
43:34A person at very high, and that person had to call the person in charge of police station, then the
43:41person went back and get it.

43:59and tell you it's ready or not.
44:00So we ask that you check back within two to three weeks.

44:05Now, a lot of the times, and I'm just sharing some information here, there are times where the books are
44:13interchanged at the end of the month.
44:14So you might have a day or two, we may not have the receipt book, because they alternate.
44:19Right.
44:19So they may carry it upstairs to have it audited, and then they got the new one, or they might
44:23tell them, come back tomorrow for the other one to start back.
44:25So you may have a one day in the month where they may not be taking any.
44:28That's one.
44:29Two, the forms go up in batches.
44:35So you may go Monday, but we may have only taken one certificate of character on that day.
44:41You wouldn't use the resources to carry up one, so you wait until there's a stack.
44:46How far is carrying up one?
44:48No, I understand.
44:49It depends on where you are.
44:50Like, for instance, with the Fort Worth Police Station, it is upstairs.
44:54Right.
44:54But for St. James, Carinage and these other stations, we wait until there's a bundle.
45:01So you might carry up 50 to 100 at that time.
45:03However, in some stations, they may accumulate 50 in one day.
45:08Let's say there's a particular program going on, and it's a requirement by the embassy, like the apple picking program
45:14and stuff like that.
45:15You have a lot.
45:16Right.
45:16So there's a faster turnover.
45:20So it would go up faster.
45:21But let's say in some stations, it takes you a week because there are persons who come from different parts
45:26of the countries to go to certain stations because they know they get it faster there based on the location
45:30and how many persons are doing it.
45:32Because we carry it up in our stack, as I said.
45:34So you wouldn't really carry up one or two.
45:36Sometimes it may take a week and a half to accumulate 50.
45:40That would contribute to the delay as well.
45:43The same officers that are processing the certificate of characters are the same officers that goes on the crime scene
45:50as well and takes the photos, the videos, et cetera.
45:54How it's broken into, they go and they do the dusting for prints.
45:57Crime scene, murder scene, serious RTA, fatal RTA, RTA involving government because they are the ones that are going onto
46:03the scene to take the pictures as well and processing them.
46:06So the workload of the fingerprint crime scene experts, it is indeed a lot.
46:15And then we have the little issues where the Internet might be done because it's an Internet-based program where
46:20we have a manufacturer that licenses the particular software to analyze the certificate of character.
46:29So it is a lot, ma'am, I hear you and I understand because persons, and I would always say
46:35to the public,
46:35I don't stand here to lie to you, their persons would have asked my assistants to get involved to make
46:41a call to see if we could have it sped up.
46:43And I understand that.
46:44And I know persons are looking for jobs.
46:46Maybe it's something that we need to revisit and see how fast we could do it.
46:50I know we transitioned to a new system, and that system had its own teething problems with it as well.
46:56So it's not that the officers are not working, but there are some issues in the background that we cheat
47:05with from time to time.
47:06Hopefully you all can get some scanners so it can help, so you don't have to carry up one.
47:10You can just scan it and it goes to the said location to make it easier.
47:14But, you know, it's a journey.

57:27persons to go to our shelter go to our home go to our family members but a family member's house

57:31there is something called alienation and when you have victim of domestic violence a lot of the times the
57:37the abuser does not want the abuser to speak to anybody or to have any connection with their family
57:43so you are also isolated you know so there's a lot of psychological theory behind it so it is something
57:50that i totally agree with and it would have saved the lives but relationships is a is is a real
57:59ticklish
