04:09Deputy Commissioners, Assistant Commissioners,
04:11and First and Second Division Officers of the Trinidad and Tobago Police Service.
04:15As usual, it's a pleasure being here with you today.
04:19Yes, a lot to discuss again.
04:20Remember, this is round two.
04:23Trinidad and Tobago, you already see how Miss Husbands
04:26just trying to rough them up as we start.
04:29No, no, no, no, at all.
04:30Miss Husbands, you know what?
04:31You know I'm never afraid to really debate and dialogue
04:34with respect to what is going on in the country.
04:36And I know, you know, the matters of national security and interests
04:40and the public and all, they too are aware
04:43and they want to always hear the police side
04:46and see our efforts to ensure that they are safe,
04:48notwithstanding all that is going on.
04:50Speaking about that, there was a media briefing yesterday
04:54which was chaired by the Deputy Commissioner of Police, Mr. Benjamin,
04:58and he was flanked by Mr. Kurt Simon, Assistant Commissioner of Police,
05:03where we touched on everything highlighting this situation
05:08with respect to the protests,
05:10as well as the areas under the Legal Notice 40 of 2026
05:16where persons, how do you put it, prohibited from protesting
05:23and they must remain a particular distance away from those establishments.
05:28So I don't know if we have the video.
05:31We can go straight to the video so that the public, for those who missed it,
05:34they would now be our way.
05:35So let's take a look.
05:37The police service acknowledges the public concerns
05:43and emotional situations that surround the Joshua Samaru matter
05:49and the recent protests in the Port of Spain division yesterday.
05:55I want to say that we respect every citizen's constitutional right
06:00to peaceful protests and the freedom of expression.
06:06At the same time, the Trinidad and Tobago Police Service
06:09has a responsibility to maintain public order,
06:14ensure public safety,
06:15and enforce the laws fairly and professionally.
06:22Regarding the arrests made during yesterday's protests,
06:27the police officers,
06:29as far as the police service is concerned,
06:32on the grounds that they acted,
06:36it was based on the assessment of the situation
06:40and in accordance with the existing legal framework,
06:45including current public safety regulations.
06:49The matter remains under review
06:52and due process will be followed for all persons involved.
06:59We understand that this case
07:03has generated strong public reactions,
07:09particularly because of the circumstances
07:11surrounding the death of Joshua Samaru
07:14and the charges to be laid
07:18following the legal advice
07:20from the Office of the Director of Public Prosecution.
07:25However,
07:26we want to urge the public today
07:31to first of all
07:33do not prejudge this matter
07:36as it is now before
07:38the judicial process.
07:41The TTPS remains committed
07:44to a high level of transparency,
07:48accountability,
07:49and professionalism
07:50as it relates to this matter.
07:54We continue to encourage
07:56calm,
07:58lawful engagement
08:00and respectful dialogue.
08:03We also appeal to the citizens
08:06to avoid misinformation,
08:09inflammatory language,
08:11or actions that may escalate tensions
08:15and endanger public safety.
08:19Our priority
08:21as the Trina-Tabago Police Service
08:23is to ensure that
08:26our citizens remain safe,
08:29we want to ensure
08:31the protection of our democratic rights
08:34of all citizens
08:36and ensure the preservation
08:39of public confidence
08:41in the rule of law.
08:43I want to also take this time
08:46to remind persons of Section 11
08:49of the Emergency Powers Regulations
08:55subsection A
08:57that states
08:58that we must endeavor,
09:02whether orally or otherwise,
09:05not to influence
09:07public opinion
09:10in a manner
09:11likely to be prejudicial
09:14to public safety.
09:15and therefore,
09:17even when we have
09:19these protests,
09:21we want to really
09:22urge persons
09:23to be so guided
09:25because the Trina-Tabago Police Service,
09:28as much as
09:28we do appreciate
09:30and understand
09:32and respect
09:33that persons have rights,
09:35we want to ensure
09:36that we do not
09:37violate the rights
09:40to ensure safety
09:42and security
09:42and ensure
09:44that there is
09:45that level of
09:48prejudicial
09:49or anything
09:50that is prejudicial
09:51to public safety
09:53in terms of their behavior.
09:55Now that is
09:57DCP Junior Benjamin
09:58that we just heard
09:59there in your speech.
10:01I hope the viewers
10:04really listened
10:04and they paid attention,
10:06you know,
10:09how volatile
10:10and how quickly
10:11things could really explode.
10:13You know,
10:14if we are not careful
10:17with how we do things,
10:19if we do not abide
10:20by the rules of the law,
10:22especially as we are
10:23under the SOE,
10:26you know,
10:26it's about respect.
10:28Because we as the
10:28Trinidad-Tabago Police Service,
10:30we want to respect
10:31your constitutional rights
10:32notwithstanding everything.
10:34But persons must appreciate
10:37the fact that we are
10:38in an SOE
10:40and, you know,
10:41we have to do things
10:42a bit differently.
10:43And we are just
10:45trying to ensure
10:46that at the end of the day,
10:48everybody,
10:49the person who has nothing,
10:50because when
10:51these things are happening,
10:53the person who has nothing
10:54to do with the protest
10:55and on their way home,
10:56they should be allowed
10:57to proceed home
10:59without,
11:00yeah,
11:00with ease.
11:01The persons
11:02who are doing the protests,
11:03they should understand
11:05that they too
11:06have a responsibility
11:07to ensure
11:08that no disruption
11:09is caused
11:10to the person's daily life
11:11who are not involved.
11:13So we are asking
11:14for really,
11:15you know,
11:16as we keep saying,
11:17cool heads,
11:18karma heads,
11:19mature thinking,
11:20stuff like that.
11:21Well,
11:22to make things
11:22extremely clear
11:23for persons to understand,
11:24we heard
11:25in the media briefing
11:26as well
11:27from ACP Kurt Simon
11:28on the legal notice
11:30as it relates
11:31to demonstrations
11:32and protests.
11:33So let's take a listen.
11:34We're trying to build
11:35a police service.
11:37We are,
11:37in fact,
11:38mandated to execute
11:39proper law enforcement
11:41and methodologies.
11:43And we must remember
11:45that we are
11:46in a state
11:47of emergency.
11:49And whilst we are
11:50in this state
11:51of emergency,
11:52we are experiencing
11:53this process,
11:54these protests.
11:57And to maintain safety,
12:00not just for those
12:02who are involved
12:03in the protests,
12:04but also those
12:05who are maybe
12:07just passers-by
12:08and even to our own
12:10police officers,
12:12there have been
12:13some new regulations
12:14coming out
12:15to add to what
12:17already exists
12:19as it relates
12:20to the state
12:20of emergency.
12:21So I want to bring
12:23your attention
12:23to Antibago
12:24to legal notice
12:25number 40.
12:27And it's number 40
12:29of 2026.
12:30And it's really
12:31in a bid
12:32to protect you,
12:33our public,
12:34to protect our
12:35public spaces,
12:36to protect our
12:37citizenry at large.
12:38So certain places
12:40have now been
12:41set, you know,
12:43apart from
12:44as normal,
12:45where you can
12:46execute and
12:47perform your protests.
12:49And these,
12:50there are 15
12:51such places named,
12:53and I will name them
12:54for you this
12:55afternoon,
12:57starting with
12:57the Parliament
12:58of the Republic
12:59of Triantibago.
13:00So the order,
13:03so let me just
13:04read from the
13:04beginning so that
13:05you would be
13:06properly enlightened.
13:08The order may be
13:08cited as the
13:09Emergency Powers
13:10Prohibition of
13:11Public Protests
13:12and Demonstrations
13:14Order 2026.
13:15A person who is
13:17participating in a
13:18public protest
13:19demonstration
13:20shall not be at
13:22or within
13:23500 meters
13:24of premises
13:25and curtilage
13:27of a place
13:28specified
13:28in the schedule.
13:30And these places
13:31are the Parliament
13:32of the Republic
13:33of Triantibago,
13:34the Office of the
13:35President of
13:36Triantibago,
13:38the Office of the
13:39Prime Minister,
13:40the Diplomatic
13:41Center,
13:42the Office of the
13:43Attorney General,
13:44the Ministry of
13:45Finance,
13:46the Ministry of
13:47Defense,
13:48the Ministry of
13:49Homeland Security,
13:50the Headquarters
13:52of the Triantibago
13:53Police Service,
13:54the Headquarters
13:55of the Triantibago

14:43said a while ago
14:44that we do understand
14:46the TTPS,
14:47we are,
14:47we do understand
14:50what is happening
14:51in the country
14:51with regards
14:52to your feelings
14:53towards certain
14:55matters that are
14:56now in the public space
14:57and these matters
14:59are indeed
15:00before the courts
15:01of Triantibago
15:02and whilst we,
15:04whilst we respect
15:05your right,
15:06your right
15:07to protest,
15:08we ask that you
15:09also understand
15:10that we are here
15:11to police
15:12and to police
15:12fairly
15:13and to police
15:13justly,
15:14to police within
15:16the ambits
15:17of the laws
15:18of Triantibago.
15:18we really want
15:19to thank you

22:18Now, a lot is happening within the CTPS, and we're seeing they're launching so many things.
22:22In this case, there was a diplomatic security unit that was launched.
22:27ASP, you can tell us a little bit about that before we head.
22:30So, what we did today, we launched a diplomatic security unit.
22:37We understand that we have a lot of international partners and relationships,
22:42and, you know, they have their representative in our country.
22:46And we saw it within our wisdom as a responsible, loving, caring, dedicated, and competent organization.

22:57To create a special security unit and team to ensure that there was a special protection given to these diplomats.

23:12They've also mentioned the launching of diplomatic plates.
23:15So, diplomatic vehicles, you would see a yellow plate on them.

23:23That is a part of just strengthening our partnership so that persons know this is a diplomatic vehicle.

23:47It is an honor to stand before you today to mark a momentous occasion in the diplomatic history
23:52and national security architecture of the Republic of Trinidad and Tobago
23:57as we officially launch the diplomatic security unit, the DSU.
24:02Trinidad and Tobago host a significant diplomatic community.
24:07At present, there are 28 resident embassies and high commissions
24:11along with two consulates general accredited to our Republic.
24:16These missions represent sovereign nations,
24:20each with its own sensitivities, responsibilities, and expectations of protection.
24:26The diplomatic security unit will be dedicated guardians of these missions,
24:32ensuring their safety and dignity are preserved.
24:36This unit is not only about enforcement, it is about trust.
24:40It is about demonstrating to the international community that Trinidad and Tobago
24:45honors its obligations under the Vienna Convention,
24:50respects the inviolability of diplomatic missions,
24:54and values the relationships that diplomacy makes possible.
24:59As Commissioner of Police, I assure you that the TTPS will continue to uphold the dignity of diplomacy,
25:06protect the missions accredited to us,
25:08and ensure that the soil of every embassy and high commission
25:13remains inviolable, respected, and secure.
25:18Today is not about security alone.
25:22It's about responsibility.
25:24It's about protecting people.
25:27Ladies and gentlemen, the world is changing.
25:30Crime has changed.
25:33Threats have changed.
25:34Law enforcement must now change too.
25:37This unit must display what this country is about.
25:43It's about protecting every facet of our community.
25:48Diplomacy in Trinidad and Tobago,
25:50and diplomatic persons often help build international partners.
25:55They support trade, investment, security, cooperation,
26:00and diplomatic safety matters.
26:03All our efforts must be proactive.
26:07And this initiative is one that is presented
26:10with all the tendencies of proactive policing in mind.
26:15To our diplomatic community, let us reassure you
26:20the government of Trinidad and Tobago remains committed to your safety and security.
26:26We intend to protect you by any lawful means necessary.
26:30The people that you see sitting here today,
26:32they have become our family.
26:34They have become our friends.
26:37Some of them participate in our culture.
26:40So we see them as Trinidad and Tobago.
26:44Members of the diplomatic corps, let me again thank you
26:47for your continuous support in the development of Trinidad and Tobago.
26:55And that was the official launch that took place today.
26:59It's all about the diplomatic security unit.

27:07And it's, you know, it just goes to show that continuous relationship building
27:12between the police service and all of our stakeholders.
27:15I mean, the commissioner, the Ministry of Homeland Security,
27:20they saw it within their wisdom, you know,
27:23to really have this unit introduced to pay special attention to our diplomatic partners.
27:29And, you know, they would have listed how many embassies and, you know,
27:36partners we have within Trinidad and Tobago.
27:39And that responsibility is a responsibility we would not take lightly
27:43in the protection of our diplomatic friends.
27:46And, you know, we want the public to see that whilst we are taking care of them,
27:52our responsibilities, our duties continuously expand, as the minister said.
27:57Crime is changing, so the police service must change and we must evolve, you know,
28:01and we would utilize all of our resources, all of our analytical tools,
28:06our technology, all the technological toys that we have
28:10to ensure that all of Trinidad and Tobago is safe.
28:14And something that we must continue to learn.

33:29So if we support crime and we're saying we're not seeing anything, persons will feel free to continuously engage in

33:36And if you continuously support the PH driver or the H driver who is smoking marijuana and then coming to
33:43work the taxi and smoking, why is it difficult?

37:21interesting words that they had to say.
37:25So let's take a look at this.
37:27People, as we got here today, to condemn the unprecedented charge that the commission
37:32and the DPP has brought against Kaya.
37:35What could frighten me?

37:38Death?
37:39We now sign peace with 6, 7, 8, 9.

39:21How is the security apparatus in the country, how are we to interpret this?
39:29Giving all that has taken place.
39:31A lot of the times, these truths that they signed are indeed fragile.
39:36It poses several risks.
39:38They may use it as an opportunity to also intimidate or recruit more gang members.
39:45It would also compromise whatever legitimacy that there was or there is in the protests as well.
39:54They may also use it for social media, mileage, with respect to their gang and their gang activities.
40:03What if other gang members come down there and there's a misunderstanding and there's a re-ignition or some sort
40:11of explosion
40:11because people in these type of situations are indeed fragile.
40:16How do we manage that?
40:17You know, a person saying, look at how many police and look how the police dress.
40:22Situations like these, I hope the public understand why the Garden Emergency Branch went out there in such readiness.

40:40And if they have no fear, as the gentlemen say, nothing can intimidate or frighten them.

44:03There was an execution that took place in the Coover area that was very disturbing.
44:08Now, according to the Trinidad Express, ProMount procurement manager executed after leaving work.
44:14A 51-year-old procurement manager was shot dead while driving along Riverlet Road, Coover, on Thursday afternoon.
44:21Police identified the deceased as Ricardo Diaz of Pinto Road, Arima.
44:26According to police reports, around 4.45 p.m., a motorist traveling west along Riverlet Road noticed a black PYD
44:34Sea Lion 7 SUV stopped in,
44:38stopped that is, in the eastbound lane near National Energy and obstructing traffic.
44:44The motorist approached a vehicle intending to assist the driver but discovered Diaz slumped over in the driver's seat.
44:52Several spent shells were also seen on the roadway.
44:55The Coover police station was contacted.
44:58When police arrived around 5.30 p.m., they found Diaz inside the vehicle with gunshot wounds.
45:03Officers checked the victim for signs of life but found none before securing the scene and notifying homicide investigators.
45:11Crime scene investigators recovered several spent shells, casings, and a projectile.
45:18Police were told he was last seen leaving the company's compound around 4.30 p.m. shortly before he was
45:24discovered.
45:25The motive of the killing remains unknown.

49:19notwithstanding that the Forensic Science Center was not listed there,
49:22because I know the media posed that question.
49:25The ACP would have also informed the media that due to the sensitivity of the Forensic Science Center
49:35and what is there, matters engaged, matters before the court,
49:40matters being analyzed, firearms, ammunition, drugs, et cetera,
49:45in addition to which, when you look at the proximity of the protest to the defense force base
49:53that is on Long Circular Road, because I understand there were also defense force personnel present on the ground today.
50:04So, when you look at the proximity of that, and if we really want to be technical as well,
50:10because we talk about 500 meters of a police station,
50:14is there a police facility there, which is the mounted and canine branches?
50:19So, you would really see that heavy police presence there to really,
50:24because of the infrastructure and because of all that we are asking,
50:27and it's just to ensure that persons comply with 40 of 2026,
50:32and that the whatever protest action is peaceful.
