02:48Because we saw that these are ones that decided to distress persons by showing up shopping in the homes of
02:57individuals.
02:58And, of course, making it hard for persons to just relax in their homes.
03:02Now, we also saw over the weekend in the Canopia area where major action took place because of home invasions.
03:08And with that, we had our favorite officers here with us this evening.
03:14We have ASP Russell.
03:15We'll discuss a little bit more when it comes to the home invasion issues we're seeing and how the TTPS
03:20is dealing with it.

03:22Good evening, Ms. Husbands.
03:23Good evening, Trinidad and Tobago and to our international viewers on behalf of the Commissioner of Police, Deputy Commissioners, Assistant
03:31Commissioners,
03:31and First and Second Invasion Officers of the Trinidad and Tobago Police Service.
03:36As usual, it's a pleasure being here.
03:39Yes, so let us go straight into it.
03:42We are seeing what took place over the weekend.
03:45Serious home invasions taking place.
03:47It is a discussion for today.
03:49And it is clear, the TTPS, they are not playing any games.
03:52And when I say that, it's because we saw that there were three home invasion suspects fatally shot,
03:58two arrested during a joint operation.
04:00Now, the Trinidad and Tobago Police Service can confirm three persons are deceased,
04:05two suspects are in custody,
04:07and efforts are continuing to locate two others who remain at large following a successful operation,
04:13which was executed through strong interagency collaboration between the TTPS and the Trinidad and Tobago.
04:21So, Trinidad and Tobago Defense Force as part of the ongoing national response in violent criminal activity and home invasion
04:29offenses.
04:30So, ASP, we are seeing that a gentleman who was at home relaxing, of course, because he's in his home,
04:3770 years old, person decided, I need to show up in your place and take what is mine.
04:44And we are seeing that with this, they decided to invade someone's home,
04:51forcibly restrain the victim, tie up the victim, and escape with $1,120.
05:00Mr. Osborne, first of all, let me start by saying condolences to the family members, the relatives, and the friends.
05:08It's this one walking with his weapon.
05:09Yes.
05:10Of the deceased.
05:12You know, it is always an unfortunate circumstance where persons lose their lives due to criminal activities.
05:22But the use of force policy, which dictates our use of deadly force with the Detroit and Tobago Police Service,
05:28it is clear and gives the scenarios where deadly force can be used.
05:35Of course, investigations are still continuing.
05:38I mean, we also have two persons, two suspects in custody.
05:43Yes.
05:43And I understand that there is another suspect that they are still looking for.
05:48But what I'm saying is, though, four lives lost for $1,100 and I think a cell phone.
05:54Yeah, it's crazy.
05:55You know, when we ask the relatives, the families, the friends to speak to these people,
06:00because somebody has to find money to bury them now.
06:04You know, and I want to, whilst we are to let me, first of all, say thank God that none
06:09of my officers were injured.
06:12I want to say thank you to the home invasion team that has been recently formed.
06:18Yeah?
06:18They are working.
06:19Very hard.
06:20The Central Division, the CID Criminal Investigation Department of the Central Division, the Central Division Task Force,
06:27Guard and Emergency Branch, Canine Unit Interagency Task Force, and the IETF and our friends in the Trinidad and Tobago
06:34Defense Force.
06:35It was a well-coordinated exercise.
06:38And it is nice to see at the end of the day we have persons in custody.
06:42Some persons met their demise as a result.
06:44However, the officers defended themselves.
06:48And the inquiries continue.
06:51In addition to which, there must be an investigation into this, what is called a police-involved shooting as well.
06:58So whilst we are still looking for the large criminal, looking to relate charges and stuff like that,
07:02to ensure that everything was justified, you know,
07:06we have initiated on our side an investigation.
07:10And I suspect the police complaint authority may want to either work side by side or have some say.
07:18I know the Professional Standards Bureau also has their duties with respect to policing for shooting.
07:23But this must be an example to Trinidad and Tobago and to those in communities who harbor, encourage, support the
07:33criminal elements.
07:33Because at the end of the day, you would have lost somebody.
07:38They may have been a friend to you, a father to you, a neighbor to you, a cousin to you,
07:41a brother to you, or a sister even.
07:43You know, and we want to tell people, we take no, we celebrate no loss of life.
07:51We take no pleasure in situations like these because we understand.
07:59I know there are officers who were involved in police-involved shooting and had to seek extreme counseling after.
08:07When we come to work, we don't come to work with the intentions of taking anybody's life.
08:11But we will respond and we will treat with each situation based on our training.
08:16Now let's take a look at what, or take a listen, I should say, what the Commissioner had to say.
08:23Firstly, I would like to extend condolences to the families of the deceased individuals, as any loss of life is
08:30regrettable.
08:31And I recognize the pain that accompanies it.
08:34At the same time, I want to commend the officers of the home invasion team, the Anti-Extortion Unit, the
08:40Central Division, and our partners in the TTDF for their swift, coordinated, and disciplined response.
08:46Their actions brought an immediate end to a violent home invasion that left a 70-year-old citizen traumatized in
08:55his own home.
08:55I continue to urge the public to report suspicious activity, cooperate with investigators, and trust that the Trader and Tobago
09:04Police Service will respond with urgency and...
09:08That's the voice of the Commissioner of Police, ESP.
09:12But could you define what is a home invasion first?
09:16Let me define home invasion.
09:20What is a home invasion?
09:21In law, under the home invasion, Self-Defense and Defense of Property Act 2025, a home invasion is generally defined
09:32as unlawful entry into a dwelling by force, deception, or refusal to leave, and that somebody is there and they
09:42don't want to leave.
09:43And the intruder uses or intends to use violence, threats, or intimidation, or commits offenses such as theft, damage to
09:59property, assault, slash grievous bodily harm, sexual offenses, and even murder.
10:07So this here is a stand-alone offense.
10:10Yes.
10:11Which means to the public who may not understand.
10:14Right, so they must commit one of those offenses or have intentions to.
10:21So you could have intent.
10:22Intent, yes.
10:23And I said it earlier.
10:25Intends to use violence, threats, or intimidation.
10:30Now there's a difference when you speak about the home invasion and the burglary.
10:35Burglary has the tenants up in bed in 10th night, break in or out, dwelling house of another, et cetera.
10:43There's a time frame for burglary, which I believe is 9 to 5, 9 p.m. to 5 a.m.
10:49However, home invasion can take place at any time.
10:52Okay.
10:52So the law does not restrict that timing.
10:54So you enter property unlawfully, slap the person, or threaten the person at the hand of other valuables, you're under
11:06the home invasion.
11:07Understood.
11:08Under the home invasion act, 2025, you would have committed an offense there.
11:12And then last week, I was speaking about, on another media platform, I was speaking about those who parties to
11:21a crime.
11:22So a team go out to do a home invasion.
11:25I'm the driver.
11:26The driver parties to that crime and could be held criminally liable, notwithstanding whether or not he foresaw what may
11:35have happened inside.
11:36And when I say whether or not, you may have gone to Rob, and as a result, you, the getaway
11:42driver, sitting outside, the person gone inside and they hit someone, the person falls and dies.
11:47You being the driver.
11:50Accomplice.
11:51You are an accomplice.
11:52And you may or may not be, so the directions and the investigation end up facing a murder charge.
11:59Like if you get the person.
12:00No, you're just waiting outside.
12:02No, no, there's something, it's like, even though you physically didn't do it as an attack, the person, you were
12:06part of the crime.
12:06Even though you physically didn't do it.
12:06You were a part of the crime.
12:07Persons who, either in a bed by way of providing information, listen, a 70-year-old pensioner living in that
12:13house by himself, he just drew the pension today.
12:18Premeditated.
12:19Makes you an accomplice, aiding and abetting.
12:22By giving the information.
12:23By giving the information.
12:24And it can go on and on, whether it uses in banks, this person now draw their money, or this
12:30person balances XYZ on the accommodation.
12:32So it's something wide.
12:34Yes.
12:35When you look at parties, crime and joint enterprise and stuff like that.
12:40So persons have to be careful what they involve themselves in.
12:44Anybody who knowing or willingly, let me say, they went out and they steal.
12:47And you come home and they ask, hey, let's hide this by you for me, please.
12:52You have been involved and could now face some of the sentences that they are facing.
12:57There were new acts added to the law books when it comes to home invasions.
13:02And we're seeing that persons are still not aware of it.
13:05And I think it's something that is very important that we, as citizens, should pay attention to that we could
13:10also protect ourselves.
13:11But the Home Invasion Act, as I say, was proclaimed in 2025.
13:14Yes.
13:15It's really new to us.
13:17And it's the first time we really, yes, there's a self-defense and stuff like that.
13:20But the Home Invasion Act would have taken it one step further.
13:24Yes.
13:25But because of what we are seeing today.
13:28So, you know, we ask persons to err on the side of caution.
13:31We ask persons to change your lives, please.
13:35Yes.
13:36The penalties look like what, ASP?
13:38The penalties are very, very hefty.
13:41I hope so.
13:42You have to check it, Frank.
13:42Like, for instance.
13:45All right.
13:46So, penalties for home invasion.
13:48The law imposes up to 20 to 25 years imprisonment.
13:53Well done.
13:54Fines up to $500,000 to $750,000.
14:00And higher penalties where, one, a weapon is used, the offender is part of a gang, a child, elderly, or
14:10vulnerable person, is present.
14:14Just being present?
14:15Just being present in the house.
14:17I just find it should remove the fines.
14:19It's jail time.
14:20Well, the TPS is not responsible for drafting the laws.
14:26Because I, but I could understand, and if I am to look correctly, it is not or.

15:14Remember, there was a video we saw with a person by the burglar proofing at someone's home.
15:19And he was trying to get in, to wiggle his entry to get.
15:23We're not sure if he was getting in totally at any of what he was on the property.
15:26And I said, we could have sent gifts, right?
15:30And he said, no, you can't do that because the person's back is against you.
15:34And they didn't have a weapon.
15:35Was he in the house?
15:36He was on the property.
15:38Was he in the house?
15:39No, he was in the gallery.
15:40So, that is considered part of your home.
15:42He on the property?
15:43Yes, I understand what you're seeing.
15:45He's on the property.
15:45Was he armed?
15:47Well, no.
15:47Did he threaten anybody?
15:49He was on the property.
15:51Did he threaten anybody?
15:54Did he commit any violence or did he intend to commit any violence?
15:57Because I think, if I can remember the video, clearly he was trying to fish through some items.
16:03No, no, no.
16:03He was at the burglar proofing, trying to get in.
16:07Maybe if I see the video again, I could say more elaborately on the video.
16:12I don't want to because clearly the memory, your memory and my memory may be a bit different.
16:17But I mean, you are exposed to a lot more than I do.
16:20And I hear you with that.
16:23But what I want to, I understand persons every day, no duty to retreat.
16:30But wisdom is a hell of a thing, Ms. Husband.
16:33And you must utilize wisdom in all your actions.
16:39Because I keep telling people, you can die right.
16:45So you must assess the situation before you act.
16:52I have seen persons, holders at FULs.
16:58And we bury them.
17:00So when is the right time to use force, though?
17:03I would not stand here and say, when is the right time to use force.
17:07You have to assess the situation, Ms. Husband.
17:09You must make sure whatever action that you do, you can stand, one, scrutiny.
17:15And two, you can live to tell the story.
17:21Because notwithstanding that incident happened, there was still an investigation.
17:27We are obligated to investigate as a Trinidad and Tobago Police Service.
17:31And you want to ensure that when the investigation is completed,
17:40that you remain in right standing with respect to that.
17:47So if it's a situation where, and I don't want to use somebody having an FUL,
17:54because we know not many persons have FUL.
17:58But you may be, how to put it, boy?
18:04Or a knife.
18:06A knife.
18:06Yeah.
18:08And as one person, and you feel you might be able to get in a stab and run to safety,
18:17yet again, I would maintain you must be able to assess your situation.
18:24Because I don't want anybody saying,
18:27Ross, let's say we could do this, and then you do this, and we end up burying you.
18:30Yeah.
18:31And this is what is most important.
18:33However, if you are so gifted, as Marlon and the minister,
18:40Mr. Alexander used to say, if you are so gifted,
18:43and you have an opportunity to use your gift and get the upper arm,
18:47because they might have one person in the whole team that may have a FUL,
18:50and you might be able to get off your shots.
18:54And this, again, comes with training.
18:56So it's not just about acquiring your gift, your FUL, and you have it to pose.
19:01But it's about continuous training, situational training and analysis as well,
19:06and being able to overcome your flight, et cetera.
19:11So it's a lot that goes with it.
19:12Some persons have it, and sometimes they're so stunned by what happened,
19:16they forget that they have it.
19:17Right now it's time for us to take a look at our SOE update as of May 4, 2026.
19:26Number of operations, 4,807.
19:30Number of target priority offenders, 1,578.
19:35Searches conducted, 2,579.
19:39Traffic operations, 2,770.
19:43Total persons arrested, 2,093.
19:48Total persons charged, 463.
19:51Firearms recovered, we're seeing increase with pistols, revolvers, giving us a total of 139.
19:57Ammunition recovered, we're seeing an increase in the 9mm, 12 gauge,
20:03also the 5.56 and .38, along with the 7.62, a total of 3,025.
20:12Dangerous drug sees, we're seeing an increase again with cannabis and cocaine.
20:17Yes, B?
20:17Well, we have seen increases in pistols, revolvers, assorted ammunition,
20:24increases in cannabis, increases in cocaine.
20:27Yes.
20:27So it would seem that the officers had a very active weekend.
20:30So our roadblocks and our exercises were indeed effective and successful out there this weekend.
20:39And again, I want to make a clarion call because I am saying the money that we want to spend
20:43as a family to bail them,
20:45or to pay for a lawyer, could do the renovation.
20:49It could put towards buying a car to put on the road.
20:52That could bring in some kind of income.
20:54It could pay a tuition, it could pay a school fee, it could send somebody to ask skills training
20:59to equip them so that they can be employed.
21:02Why are we continuously spending this kind of money on things that we would get no return?
21:10Sad.

24:05So homeowners in Trinidad and Tobago are not powerless against crime.
24:09The law provides clear rights, protections, and practical measures that can be used proactively.
24:15The key is to combine legal awareness.
24:19So we encourage persons to go out and read and see what the law dictates.
24:23Preventative action, which is target-hardening, crime prevention through environmental design,
24:28your cameras, your lighted dark areas, your burglar poofing gates, your safety locks, et cetera,
24:35and partnership in Trinidad and Tobago Police Service.
24:38A professional guide that can be used.
24:41Understand your legal rights as a homeowner.
24:44You have a right to protect property and life under common law principles and the Criminal Law Act.
24:49A homeowner may use reasonable force.
24:54Trinidad and Tobago, reasonable force to protect themselves and their family,
24:59prevent unlawful entry like a burglary or a home invasion.

25:48What homeowners could do?
25:49Homeowners can, and this is where they own your property, not inside but own your property,
25:54warn trespassers to leave, contact police for removal, and possible arrest.
26:01First, citizens' arrest, limited use.
26:05A homeowner may detain a person only if they are caught committing an indictable offense.
26:12This is an example, burglary, and the detention is reasonable and immediate.
26:20This must be done cautiously.
26:25Cautiously, my husband.
26:27Misuse can lead to civil or criminal consequences.
26:36So, you'll listen to the words.
