11:46and superintendent, and she informed me that they made attempts earlier.
11:52They had divers go downward due to the, how choppy the waters are.
12:00The body was submerged, and they weren't able to locate the body below the waters.
12:06They are monitoring the waters at the time.
12:10We're hoping to still have some daylight,
12:11and as soon as the divers could make another attempt,
12:14the same will be done.

12:20they could relay that information to the TTPS.

12:46that the TTPS would have new toys on the roadways,

12:55What we have is the new LiDAR speed guns, you know,
13:00and it's nice that we can see these things being implemented
13:04to make our road networks safer.
13:08We have experienced a fatal accident, actually.
13:11I think two lives were lost over the weekend,
13:13and I heard members of the Arrival Life team, you know,
13:17making their request heard as to more police presence on the road,
13:23more speed exercises,
13:25and we want to tell Arrival Life that we hear them,
13:28and we will definitely continue to improve that presence on the road.
13:32But what we want is also that the public understand
13:35that our presence on the road is to ensure their safety,
13:39and the safety of those around them,
13:43and not as an opportunity to penalise motorists.
13:49And a lot of them think, you know,
13:50once we see police out there, it's to issue tickets,
13:53but we are there not just for that,
13:55but if something happens, you get a flat, you break down,
13:58you have an emergency, we can also assist as well.
14:00So we should see the police on the road
14:02as a positive effort by the China and Tobago police
14:08to make the entire road network safe.
14:10Well, of course, we will dive in further into the LIDO
14:12and more of what you're all doing on the nation's roads,
14:15but in this case, we've got some breakthrough information on news
14:18and a major update in the killing of Kenneth Kell and Bernard Mahabir.
14:23Where are we with that?
14:24Because I understand it is something that, finally, some justice may be served.
14:29Well, I listened to you say, finally, but the TTPS, you know,
14:33we do a lot, you know, to ensure that justice is served.
14:38So let me just update the public with respect to this situation here.
14:45The National Tobago Police Service wished to advise the public or inform the public
14:50that four persons are expected to be charged with the murders of Kenneth Gill
14:54and Bernard Mahabir, whose burned bodies were discovered in the trunk of a motor vehicle
15:00in the Valencia district on Monday, the 27th of April, 2026.
15:04The accused are a 57-year-old woman, a 45-year-old woman, a 27-year-old man,
15:12and a 41-year-old man, all of Valencia.
15:16The charges are to be laid, following the advice of the deputy public prosecution,
15:24Mr. Gaspar S.C., on Monday, the 11th of May, 2026.
15:30So persons' investigations were done.
15:34Yes, of course.
15:35I am very happy.
15:37And based on the evidence gathered, the DPP found it sufficient that there was enough evidence
15:44to prefer charges against four individuals.
15:47It would also help boost the trust and confidence.
15:50It helps the detection rate as well.
15:52And it's last month, by the way.
15:54Yes.

15:56Yes, last month.
15:56So that means it's no factual.
15:58I know there was some sort of public outcry based on the ages of the men
16:02and how gruesome this is.
16:03And I want to commend the officers of the Homicide Bureau, the entire Homicide Bureau,
16:08because let me tell you something.
16:10I cannot do the jobs that they do.
16:12It is very gruesome, the things that they see every day.
16:16So kudos go to all the members of the Homicide Bureau, all regions.
16:21And as you commend the officers, this is what the top cop had to say.
16:27Let's take a listen.
16:31A brutal and senseless act that shook the conscience of our nation.
16:36No family should ever have to endure such pain.
16:40And in this particular case, there were two families.
16:44I extend my deepest condolences to the loved ones affected.
16:48And I want them to know that they were never alone in this fight for justice.
16:52The Homicide Bureau moved with exceptional speed and discipline,
16:57ensuring that those responsible were brought to account.
17:01Their work reflects the courage and commitment that the people of Trinidad and Tobago deserve.
17:07To anyone who believes that they can terrorise our communities,
17:12understand this clearly.
17:13The TTPS will find you.
17:16We will pursue you.
17:18And we will bring you to justice.
17:21And, of course, that's the voice of the Commissioner of Police of Trinidad and Tobago,
17:25Mr. Alistair Guevara.

17:51So, at this time, let's head back to LiDAR,
17:53the light detection and ranging speed enforcement devices earlier today.
17:58So, let's take a look.
18:02Today marks another important step in our commitment to saving lives on our nation's roads
18:11as we officially launch our new LiDAR speed enforcement devices.
18:17These are upgraded speed lighter devices.
18:20They use laser technology, which is the most accurate technology for vehicle speed measurement.
18:26I feel proud today, standing as the leader of the Trinidad and Tobago Police Service,
18:29that we are able to roll out this important initiative on such an auspicious day.
18:33We are 42% less than last year for fatal road accidents.
18:40And we are actually 51% less in serious RTAs than last year.
18:46Technology has taken over and we are now embracing that technology
18:50to bring road safety to Trinidad and Tobago.
18:53The licensing authority reaffirms our commitment to support the TTPS in this initiative.
19:02You will see us as a team.
19:04You will see us as a unit.
19:06So, therefore, you want to encourage drivers to be safe on the nation's roads.
19:12Do not speed and you don't need to worry about those fines.
19:15Let's just be considerate others on the nation's roads.
19:19Today is an important day in our ongoing efforts to make Trinidad and Tobago's roads safer.
19:27The launch of these devices represents more than just the introduction of enforcement equipment.
19:33It represents action, accountability and a firm commitment to protecting human life.
19:40If these devices help to prevent even one family from receiving the devastating phone call,
19:46then they would have served an important purpose.
19:50Let today be a clear signal that road safety remains a national priority
19:55and that we are committed to taking meaningful action to save lives.

20:09Well, I'm always proud when I see the use of technology in the TTPS to help make Trinidad and Tobago
20:14safer.
20:15But I want Trinidad and Tobago to just want to repeat the words of the Commissioner.
20:19Let me echo it.
20:2042% less fatal RTAs, 51% less serious RTAs for the same period when compared to 2025.
20:38So you can see that the efforts that we are doing, and we look at pillar number four, public safety,
20:44and we look at making the roads safer.
20:47You can see that all the efforts have taken place to make Trinidad and Tobago safer in all aspects,
20:54not just crime, but on the road safety, in the road networks as well.
21:00And to echo further, it reduces the chances of a family receiving that dreadful news
21:10that one of their relatives, friends, or loved ones were killed as a result of speed.
21:16And all I will say to the citizens, take your time on the nation's roads.
21:19No need for the ticket.
21:20I mean, a ticket is a ticket, but a life you can't get back.
21:23So please, just not do it because you don't want to get a ticket.
21:26Do it because it's the right thing.
21:27Right now, let's take a look at our SOE update as of May 12, 2026.

22:09And dangerous drug sees, we're seeing an increase with cannabis and cocaine.

23:00shows and the morning shows, to be responsible with their statements.
23:06Never know who you are influencing out there.
23:10Asking media, especially the urban radio station, to be responsible with their comments.
23:17But we, the TTPS, will continue to do what we have to do, despite of the comments, despite of the
23:23views of the callers.
23:24We are here to enforce the law.

24:17woman was arrested after she was allegedly seen throwing a cigarette bud onto the roadway.

24:27And the person was charged for littering.
24:31Now, I'm not sure the other charges, but it is on social media.
24:35And persons were saying, again, the police were killed.
24:38Or, later on, the bandits.
24:39Or, later on, the people who were smoking a cigarette and threw in the bud.
24:44And she was explaining that, from when I watched the video, that there are other buds there.
24:49But the officer did give her the chance to pick it up.
24:53And she refused, basically.
24:56And now, she's being...
25:01Well, Mrs. Vance, you, and I like how you said that the officer did give her a chance to pick
25:07it up.
25:08On more than one occasion.
25:09Yes, more than once.
25:10But everybody had the pride.
25:12And when you see the cameras come on, they want to show.

25:18But a police officer has a power of arrest for any offense committed but in his view.
