47:58Most of the police inspectors and sergeants from the division or the station, they are on the WhatsApp chats to
48:04these communities, which is a plus because they get to see firsthand the suspicious reports, the suspicious vehicles, the persons,
48:11the kind of things that are happening, the video clips of suspicious activity overnight and so on.
48:16And most of the times they're very responsive on the chats and they lend that kind of support that is
48:21absolutely necessary.
48:22So, you know, so if before persons had an opinion about the police, you know, some people have a lot
48:27of historic kind of opinions going back 20-something years.
48:31Today, the modern policing that is taking place suggests that, you know, it's a new type of policing.
48:38It's certainly community-oriented and they support the communities 110%, right, to the community program.
48:47So you believe it's an effective tool to have when it comes to fighting crime?
48:54Absolutely, absolutely.
48:55You see, you know, the public, rest your mind, the public is everywhere.
48:59The communities know their areas best.
49:02So what they provide is that natural human intelligence that the police require to do their job.
49:08So they know where the persons pass, where the tracks are, where the thing would be hiding.
49:12They will see the activity that might be strange if somebody is abducted and being held in a home.
49:17They see a certain kind of characters coming in.
49:20With the SOE now, people running from places that they live and they're going to these communities and renting homes
49:25and so on.
49:26So renters have a whole model of how to be cautious, how to make sure and vet persons and so
49:31on.
49:32So it's an ecosystem that ties back to the very tenets of what Neighborhood Watch is.
49:37Neighborhood Watch is our community, people looking after each other, right?
49:41You could no longer live in a community and we not know who you are.
49:45So it beckons one of the critical things is to know your neighbors, get to understand them and so on.
49:49Sesame Street long ago.
49:50Yes, of course.
49:51You remember that?
49:52That's something that we learned.
49:53Yeah, we learned that.
49:54Who are the people in your neighborhood?
49:57In your neighborhood.
49:57In your neighborhood, yes.
49:59You have to know them.
49:59You have to know.
50:00And it really was because homegrown terrorism was on the rise, right?
50:05We have our own kind of terrorism here, if you want to call it that, right?
50:08The criminals are ruthless, right?
50:10They are fully resourced, they're committed, they're focused, and they're relentless.
50:16So therefore, we need to build a mechanism, that is Neighborhood Watch, to support the police and the activities.
50:22Now, Mr. Carmichael, what do you say to people?
50:23Because there are times on the show, you know, persons will say, police officers always do all their jobs.
50:29They always want the citizens to help, help, help, help, help, and assist you all in, you know, conducting your
50:35duties and what you're supposed to do.
50:37You all are the police officers.
50:38But how important is it for citizens when they see something, they should say something?
50:44It's critical.
50:45You see, bear in mind, and I go back to the point, there are only so many thousand police officers.
50:50We are 1.4 million people.
50:52Correct.
50:52So, and you know, I want to put this other number in there, you know, in our community where you
50:58live, it's probably only two people or five people plaguing the whole neighborhood, you know.
51:02Five of them against 5,000 of us.
51:04Yes.
51:04Right?
51:05So we have given the criminals too much power, I believe.
51:08All right?
51:09And it's only because we are disjointed, we are apart, we're not cohesive as a community.
51:14Right?
51:14So one of the things that we have to exercise is that relationship with each other, look out for each
51:19other.
51:19We would know who belong and who doesn't belong.
51:21And who doesn't belong, the strange car that's circling too often, the person who's peeping into car glasses, who opening
51:27door handles, who looking, who strange cars showing up and making a block and so on.
51:31Those are the strange activities.
51:32And once we could keep reporting that, the police will do their part and intercept, and then we would have
51:38a safer community.
51:39One thing spreads really quickly.
51:41Criminals say, see that area, boy?
51:42Taboo.
51:42Don't go there again.
51:43Because they just make a block and the police pull them over.
51:46You know, that is the kind of relationship we have.
51:49Very important.

51:54Herbman and Mr. Carmichael from Crime Stoppers, I believe, right?
51:58Yes, correct.
52:00So two questions to Mr. Carmichael.
52:03The first one, Mr. Carmichael, what metrics you are using to determine if Crime Stoppers is delivering and is successful?
52:15And I'm putting that into context that crime over the last 10 years has basically increased significantly for the last
52:2510 years.
52:26The second thing, you're seeing citizens like me must be a hard target.
52:31And one of the system, you're seeing citizens like me who want to clear that system is not free by
52:55a supplier.
52:57And I'm going to put further.
52:59Do you all have a vendor validation list that we can call up and say, hey, is this a good
53:05thing?
53:05Because I know for a fact some of those people who are stalling and supplying you are fleecing people.
53:11I'm going to have a nice decision and it's not fair.
53:14All right.

53:15Well, Crime Stoppers works because, I mean, not just because we say that it does.
53:20When we look at these statistics, the amount of firearms seized, the amount of activity that is solved, the crime
53:26that is solved, we know it's working.
53:28It could be better.
53:29It could always be better.
53:30We could always ask more persons to call in and so on.
53:33But the reality is we are providing an avenue.
53:37All right.
53:38What it means now is that people who have information have to get the confidence.
53:42So we have built over the years that kind of trust and confidence that people will use the program.
53:46And we know that we've done surveys that pretty much said that people are confident with the program.
53:50So the metric is really once we get a tip, we run it through the course, police investigate,
53:58and they make an arrest or sometimes not.
54:01But the point is the caller is satisfied that they would have seen some kind of action.
54:05They see the doors being kicked down or they hear about it or they see like in some of the
54:08things that you would see the kind of success that the police is having.
54:11It wouldn't always say Crime Stoppers.
54:13Are we okay with that?
54:14Yes.
54:14Because it's about protecting the identity.
54:16Now, we have a few seconds.
54:18Yes.
54:18But with the last question, he asks which persons weren't stalling there.
54:22Well, in any situation, you have persons who may want to go that route.
54:26So what we say is look for reputable companies that put in systems.
54:30The system prices are not too far away from that.
54:33And of course, if you feel, you still feel unsure, we're in our age now.
54:38Five years ago, ten years ago, we didn't have that.
54:40But today, you could go on Amazon and buy a simple Wi-Fi kind of system.
54:45And you could install it to something.
54:46It's a, you know, what you call, you could hook it up yourself, basically.
54:50Right?
54:50And at least have something.
54:52That's there.
54:53So that you can see here.
54:53Because on your phone, you could actually see a few cameras if you have to.
54:57But at least have something.
54:58Give them the numbers again if they need to contact.
