03:18Now, we're in the middle of the week, and yes, listen guys, this is the time where we need you all,
03:23because since it's Wednesday, to be legally focused with all the festivities that's happening throughout,
03:30not just today, but heading into Monday and Tuesday.
03:33We want you to be aware of what is taking place, your surroundings.
03:37Also, pay attention to all the information that the TTPS is putting out there.
03:41For foreigners who are here, please pay attention to everything that is being placed in the public domain,
03:46so you will know your movement, whereabouts, and of course, the locations of the different police stations throughout the country,
03:53wherever you may reside.
03:55So, as I mentioned before, it's Legally Speaking Wednesdays, and of course, we have our number one attorney here with us,
04:00Mr. Ali, and of course, he is also the Director of Policy and Community Support under the Ministry of Homeland Security.
04:07Good evening to you, Mr. Ali, and how are you?
04:08Well, thank you very much, Whitney.
04:10A very strong and aggressive opening remarks this afternoon.
04:14I hope I can match or mirror that aggression this afternoon, and I intend to do so this afternoon, Whitney.
04:19You know, good evening to you as well.
04:22Good evening to Jackie and Lester and others in the background, my law enforcement colleagues in Trinidad and Tobago,
04:31and most importantly, the citizens of Trinidad and Tobago, who I hold very dearly,
04:35who I advocate for heavily on this program and other programs to ensure that they are well-guided
04:42with reference to their rights and ensuring that they are safe.
04:45Whitney is very unfortunate, and I need to address this, you know, frontal this afternoon.
04:51Okay.
04:51I've been doing that on previous media platforms, but a couple days ago, I had the opportunity to be interviewed
05:01with reference to the statements from the Honorable Justice Frank Sipasad.
05:05Yes, correct.
05:05With reference to the call for the citizens to record police officers.
05:09And subsequent to those interviews, I made very balanced, structured statements, cited the law,
05:22and there was a subsequent publication in the newspaper.
05:28But then I was alerted to an online posting.
05:30And the online posting, when I looked at the online posting, Whitney, it was a perfect example or evidence
05:41of irresponsible, in my respect for view, journalism.
05:44It was an inaccurate and materially misrepresented the response that I give to the media houses
05:53in relation to Justice Frank Sipasad's judgment.
05:56Yes.
05:57Or I should say, call for the police to, for the citizens to record the police.
06:01Okay.
06:01Now, Whitney, just to, you know, relax a little bit.
06:08At 14 years old, I was facing up to the, one of the fastest bowlers in the world.
06:14His name is Ian Bishop.
06:14And he had a cricket ball that was capable of inflicting injury, if not death.
06:23Yes.
06:24And I was not easily moved.
06:26But this particular statement, this erroneous statement, this misrepresented statement,
06:33inaccurate statement, the effect and impact that I saw on the citizens of Trinidad and Tobago,
06:38this moved me.
06:41And it moved me because I'm always an advocate to ensure that the citizens are well guided.
06:47And especially of the timing that we are in, where we know that we are a shared society
06:51with many different issues that are unfolding as it relates to law enforcement.
06:54Now, Mr. Ali, you are in a position where I think persons, they need to be clear on,
07:00with regards to the position that you now hold.
07:01Yes.
07:01You hold many hats, as we've mentioned before.
07:03But in this particular case, the main hat, the number one hat that you wear is a director
07:08within the Ministry of Homeland Security.
07:11And I'm happy that you said that, Whitney.
07:12Thank you very much for saying that.
07:13So, as director of policy and community support in the Ministry of Homeland Security,
07:18with purview or to look at policy decisions in the TTPS and other law enforcement agencies
07:23and as an attorney at law who is obligated to ensure that we uphold the rule of law
07:27is in those capacities that I responded.
07:29Now, just to build on my position here this afternoon, what is very significant is that,
07:36and I need to repeat it, because if you go back and be on the tape last week,
07:40when you asked the question, I was very balanced in terms of, one, and I want to repeat it this afternoon,
07:45I welcome the judge's call to record police officers.
07:51I recognize that he was protecting the public purse, promoting the rule of law,
07:56and promoting transparency and accountability.
07:59I went further to strengthen the protection of the citizenry by identifying that if we are not responsible
08:05and careful in exercising that discretion or that option,
08:11we can land ourselves in a position of committing criminal offenses,
08:15we can prejudice crime scenes, which will be against the public's interests,
08:19and very importantly, if we are not careful, we can place our safety and those around us in prejudice.
08:26So, it was the balanced position.
08:29So, I was very clear, welcoming, but strengthening and educating,
08:34or attempting to educate the public to know the best option in terms of not only giving you a driver's permit,
08:40but telling you that you need to drive carefully so that you protect yourself and others around you.
08:44So, it was a position that I took where I ended on that particular program, Whitney,
08:49by calling for a policy to be formulated to be able to guide that recording of police officers to ensure,
08:56and you would have asked the question, well, what is a safe distance?
08:59That's correct.
08:59And I said specifically, and previously, that the distance will depend on the nature of your crime
09:07and what the investigator believes may be of importance.
09:10So, it may be a street, or it may be a community.
09:13That's correct.
09:13And once you don't obstruct, you mention the officers doing their job.
09:17And if you also mention, if persons intervene in obstructing the officers,
09:22the officers will now have to take action because you're contaminating or interfering with the said investigation that is taking place.
09:29I'm happy that you understood it.
09:30And I want to say to the citizenry, those who understood, those who took time to read the article,
09:36those who pondered and recognized the position that I took to strengthen your position,
09:41I want to acknowledge you and salute you this afternoon.
09:43And I also want to say to those who, it may have resulted in derogatory statements,
09:49threatening statements to me personally and professionally,
09:52I want to say to you all this afternoon, I forgive you and I love you all still.
09:56And this is where I am actually directing my focus for,
10:00and this is a strong call I'm going to make this afternoon to all media houses,
10:04that your freedom of the press, just like if you have a freedom of expression,
10:09is not an absolute right that you feel that you can do what you want.
10:13You must be responsible in your journalism.
10:17The Lords in England have spoken about the Reynolds test,
10:20and perhaps if some of you all respectfully are not aware,
10:24you should be taking the opportunity to be able to look at what is responsible journalism.
10:29And may I say, Whitney, as the final thing here this afternoon,
10:32and I want to go back to the constitutional rights,
10:34there's a freedom of expression and opinion that we have in the Constitution.
10:38Yes.
10:38Then why it is that we have an offense of obscene language?
10:41And defamation.
10:41That's correct.
10:43Similarly, if we have a freedom of the press,
10:46that do not give you, and may I say,
10:47the said Justice Frank Cipassar has also cautioned the citizenry of Trinidad and Tobago
10:53and other judges, both at the first instance and at the Court of Appeal,
10:57and all the way to the Privy Council,
10:59about being responsible that you do not injure people's reputation in your publication.
11:05And I want to end by saying to the citizenry in a social media context as well,
11:11that just as we speak in formal media, social media also impacted by those case law that I'm speaking about.
11:17So I'm begging you, the citizenry of Trinidad and Tobago, I love you all, I advocate for you all, I want the best for you all.
11:25Careful, observe the law, careful in your publishing, in your republishing, in your circulating of articles or headlines.
11:34You just want to be sure that you are not caught and you are prejudiced in attracting unnecessary litigation or where the law comes upon you.
11:43But all things being equal, Whitney, I'm happy that I got this opportunity.
11:48Ms. Jackie Solomon, I want to thank you very much.

11:55And I hope that the citizenry of Trinidad and Tobago is now sufficiently clear in relation to the position that I hold and continue to hold,
12:03with reference to the call by Justice Frank Cipassar.
12:06Perhaps, in the near future, I am optimistic as an officer of the court that you will see when you have the opportunity to read that judgment,
12:13how balanced and how that call was put properly into context.
12:18So I want to thank you very much, Whitney.
12:19Of course, and of course to the citizens, it's very important that you read through your articles as well,
12:24so you can get a proper comprehension of what it is is being published.
12:28Now, at this time, the commissioner, Alissa Guevara, and DCP, Suzette Martin, they were on the Carnival,
12:35well, I should say, boots on the ground, the readiness for Carnival 2026.
12:39Let's take a look.
12:41Carnival is our celebration.
12:44It is part of who we are as a people.
12:46While the nation prepares to celebrate, the Trinidad Legal Police Service is ready to protect.
12:52For months now, we have been planning, coordinating, and working closely with our stakeholders
12:57to ensure that Carnival 2026 remains safe, orderly, and enjoyable for everyone.
13:05Carnival has traditionally been safe, and this year is no exception.
13:10From Juve morning straight through to Carnival Tuesday night, and even Ash Wednesday cool-down,
13:17our officers will be on duty, visible, prepared, and ready.
13:22So whether you are a masquerader, a party-goer, a vendor, or a foreign visitor,
13:28or even if you choose camping over Carnival,
13:31I invite you to come out, enjoy yourself, and celebrate responsibly.
13:37Our responsibility is clear.
13:40To protect the people, preserve the culture, and secure the Carnival experience,
13:46you will see officers deployed across parade routes, entertainment zones, transport hubs,
13:56communities, and borders to ensure public safety and rapid response.
14:05Let me be very clear.
14:07Carnival joy will be protected.
14:10But violence, firearms, disorder, and criminal behavior will not be tolerated.
14:21So the people of Trendard and Tobago and our guests enjoy Carnival responsibly.
14:28Celebrate freely.
14:31Move safely.
14:34We have done the work, we have planned, and we are ready.
14:37Remember, better choices save Carnival.
14:54Now, Mr. Ali, I have to say this quickly.

14:57First of all, I love to see a woman in a high position.

15:00So DCP Martin was present, and I was able to engage with her at an event where she was present,
15:06and, of course, observing, making sure everyone was safe and persons were comfortable and persons were able to engage.
15:12Now, seeing this, what are your thoughts, seeing the Commissioner of Police along with the DCP?
15:16Well, before I respond to that, when you say seeing a woman in a high position, one is very close to me.
15:20Uh-uh.
15:21And, you know, one has been very responsible.
15:24Really?
15:24Well, I'm trying.
15:25I'm trying.
15:25My hardest.
15:26And similarly, I distinctly recall that, you know, Jackie will be taken very, very careful and responsible.

15:38But anyway, back to the presentation that we saw a while ago.
15:45I want to build on it a bit.
15:46I think it's, I welcome seeing the hierarchy of the police service, speaking to the nation, you know,
15:53fostering that trust and confidence ahead of the active carnival.
15:57Yeah, it may be any kind of a period, but that particular period of time.

16:00You know, letting the country know that, you know, that the police will be, you know, paying, you know, specific attention to particular areas.
16:06You know, it's always welcome to generate that level of confidence, not only to our local, but also especially persons who are visiting.
16:12Now, I want to singly identify the efforts that have been made over the last couple of days or couple of weeks with all these notices,
16:22the statements from the cultural icons, the police officers on this set, your good self, other persons who have joined in to share very critical pieces of information,
16:35information and advice from our road safety context, from attending feds, and all that, you know, that is applicable to enjoying and having a safe carnival.
16:47So, the communications department of the police service, in conjunction with Beyond the Tape, this particular platform,
16:53I want to salute you all this afternoon because I think that you all have done justice to the citizenry of Trinidad and Tobago,
16:59where when you turn on a program like Beyond the Tape, you are educated, you are well-directed, and you are well-placed to make responsible.
17:07And that's the key this afternoon.

21:19where found exceeding a roadway's specified speed limit by 31 kilometers per hour or more.

22:20And on Tuesday, there was a public order drill simulation
22:24that demonstrated the capabilities of the officers
22:28and their readiness to deliver a safe and secure Carnival 2026.

22:33Good morning, I'm number 22-8-5, WTC Brown, instructor at the Police of Henry.
22:55This morning's display demonstrated how trained frontline officers can perform public order control principles
23:03to safely manage large crowds during the festive season.
23:08Through this display, you will observe the use of structured crowd control formations,
23:14non-verbal communication, and coordinated drills designed to maintain public safety
23:20activities, while allowing citizens to enjoy cultural celebrations responsibly.
23:26The presentation will also highlight professional use of MTM control techniques,
23:32defensive back-on strats, and the practical de-escalation method
23:36using the five-step appeal method.
23:39Most importantly, this exercise will reflect how frontline officers can be trained
23:45to stabilize certain situations, manage broad, maintain order effectively,
23:50whilst they hold on the fort until the guard and emergency branch riot response team
23:56are right to a seen operational country.
23:59Good morning, I'm Superintendent Richard Taylor of the Police Academy.
24:04So this morning, we had a simulation exercise of the public order team
24:08with the frontline officers, and in this instance,
24:12the training of the academy put on a display for the Assistant Commissioner of Police
24:18Admin, Mr. Simon.
24:20This exercise was in preparation for the carnival Monday and Tuesday.
24:27These trainees, though they have been here for just one month,
24:30performed exceptionally well.
24:33The discipline that I've seen in me, comradery,
24:36the ability to receive instructions,
24:40the ability to carry out instructions,
24:42taking instructions from your fellow trainee.
24:46That says a lot about what you are learning.
24:50What I saw in Tiltum, it says a lot about what the instructors are doing.
24:56And I am encouraged this morning for the CTPS.
25:00Mr. Ali, your thoughts?
25:18Well, quite a lot.
25:20Yes.
25:20First, let me again compound the recognition a while ago
25:24to the TTPS Communications Department and other support agencies,
25:28including Bionitape, for publishing that particular video.
25:31And I'll tell you the importance of that.
25:34There's an important word that was shown in that video
25:36in relation to public order.
25:38And I want the citizens of Trinidad and Tobago to recognize
25:41that the assimilation exercise that you are seeing there
25:44is all geared towards persons who may be operating in a disorderly manner
25:48that can affect your carnival.
25:50And this is where the law enforcement agencies, the TTPS,
25:53which is to protect and serve with pride,
25:55they are now going through their paces to ensure
25:57that they are prepared and ready to be able to defend Trinidad and Tobago
26:00and to ensure that the persons who are coming out
26:03to enjoy a lawful carnival continue to do so.
26:06So I salute the commissioner, the executive, Mr. Simon,
26:10the police training academy superintendent.
26:14His name slipped me, superintendent in the training college.
26:17I mean, you'll get back to me a while ago.
26:18And generally, all who participated in an event.

27:42Failing to keep vehicle left on road.
27:45It is from $1,000 to $2,000 improper overtaking on the left side of the road, $1,000 to $2,000 obstructing,
27:55overtaking traffic, $1,000 to $2,000 improper overtaking on the right or cutting in, $1,000 to $2,000.
28:04Overtaking traffic at a place dangerous to do so, that means you're taking a risk.
28:09Yes.
28:09It's from $1,000 to $2,000.

30:00because the rule of law cannot be for some and not be for another section.
30:06It is very clearly enshrined in the law in terms of the authorization, who is authorized and where that authorization has to come from.
30:13So, I thank you, you know, I'm happy, and this is the critical information that we require, because I'm not naive to it.
30:20I have spoken, as a matter of fact, up until today, with the Trinidad and Tobago Police Service Welfare Association,
30:25in a meeting where we are dealing with other issues, and I brought that up to advise the membership of the police service
30:30to comply with the law, with reference to where the parity bus route is concerned.

38:07It is people with serious issues and problems that go.
38:11Now, I'm a religious leader, and from time to time when people come and offload on you, sir, unless you have the means to rub off those negativity, it takes effect on you, not only in this station, but everybody and your own family.
38:25What I would like to recommend, sir, in every station, there should be a prayer room for the various, or if you have one room, you know, for the various, every day, I don't know if you want to make it mandatory, but when officers go, that they must, you know, tend to the prayer room, say a little prayer for guidance, because, you know, this is too much.
38:48That is why they have frustration.
38:50And the other thing, sir, you know, extending working hours for these officers, you know, one day I went to make a report of an accident.
38:58You know, the police tell me he woke for 24 hours, and they forced him to go and take a report.
39:03These are human beings that we are talking about.
39:06Now, the next thing, sir, there is so much offloading on the police, you know, with this killing with Joshua Samaria, whoever it may be.

53:01and as an ordinary citizen no one can save two masters and be objective and some of the questions
53:11i have asked them they have failed to answer it because they pivot away for example what happened
53:19in basi street we won't answer with respect to how police interacted with these people
53:27those people in the second division have always said that you have to be proven guilty before judgment
53:34could make they have to sometimes when when a police officer that before the court and and on disciplinary
53:42markers they say you have to be proven guilty i believe richer stage now because the police service
53:49eight percent confidence tells me it if it hasn't collapsed already it is on the verge we have to
53:56reconstruct the police service as you have said with people who command their what should i say the
54:05responsibility know the role and responsibility understand the function and i'm going back to the day of
54:10police in the former commissioner for the days of police in didn't know that he has the power to

56:16same results where people where citizens wasn't going to have to go through this level of of torture
56:23on the street you've seen it you know and i all i could say is that continue doing all the work but we
56:30need to see the same enforcement that it had now i hope it continue i hope it continue and and let me
56:38organize all this in order to bring back trust in the public i i don't know i don't know why i feel
56:42in this way you know i will go down to the ground to support officers before but now i feel indifferent
