05:12board you know private industry as well we know that there's a lot of discussion in terms of
05:16joint efforts you know with me this reminds me in our introduction you know we always had a joint
05:21effort with the police and the citizenry yes why so I would presume that you know there was a joint
05:27effort in this case we have seen our discussions that have the police and army with reference to joint
05:32efforts you know let's let's see how that goes you know let's give it the opportunity and let us
05:37also support any any strategy or recommendation to continue to promote safety and security in
05:43Trinidad and Tobago but as always it's a pleasure to be here and I'm there to support you as we
05:47go
05:47along this afternoon all right so let's move right along I'm sure speaking of joint movement yeah as we
05:53move legally and also with the TTPS we're seeing that the TTPS wants the public to understand the
05:59agency of this now they urge the public to beware of fraudulent speeding scam all right so the Trinidad and
06:05Tobago police service is advising members of the public to be vigilant following reports of a
06:10fraudulent text message scam in which recipients are urged to click a link to play and pay an alleged
06:18speeding fine now the scam message falsely claims to have been sent by the traffic enforcement branch of
06:24the TTPS and states that the recipient's vehicle was detected speeding by a speed enforcement system
06:32it then instructs the recipient to make payment through an online link the TTPS wishes to make it
06:39clear that these messages are fraudulent and are not being sent by the Trinidad and Tobago police service
06:45now members of the public are urged to look out for common signs of online scams including suspicious
06:51website addresses be cautious of links with uncommon or misspelled domain names for example a website ending in
07:00dot cam like dot com instead of dot com c o m all right pressure to act quickly that is
07:08for the elderly
07:09persons who may be seeing that and believe something had happened and you may have a vehicle or may not
07:15and
07:15you just assume and listen I don't want to get in trouble there's the scammers often impose short
07:21deadlines such as demanding payment within three days to create a sense of urgency all right unofficial
07:27communication channels official government of Trinidad and Tobago correspondence will originate from
07:34authorized government email addresses ending in dot gov dot tt I repeat that again dot gov dot tt the
07:42TTPS advises members of the public not to click on suspicious links provide personal or financial information or make
07:49payments in response to unsolicited messages if you suspect that you or someone may know of a
07:57victim of the scam please contact the fraud squad at six one two two four seven zero and those of
08:05you who may be
08:06viewing regionally or internationally of course you put the code before which is one eight six eight six one two
08:13two four seven zero
08:15extension of fifteen oh two zero or four zero one five zero or you could email fraud at ttps dot
08:23gov dot tt mr. alice this is serious well in fact very detail um let me acknowledge the Trinidad and
08:31Tobago police service for a proactive move in terms of identifying it and also using the opportunity to issue a
08:36very stern notice you know to alert and also you know protect persons you know from these sort of fraudulent
08:44activities you know from these sort of
08:45you know acts of deception um you know acts of deception um I want to say to you that the
08:48motor vehicle and road traffic act is very clear with reference to how a traffic violation is to be treated
08:54and if that law or that process has to be changed
08:57of course the legal notice of course the legal notice will be notified formally um with reference to these matters
09:03so again take heed what Whitney has actually identified in terms of specific things in terms of like for example
09:09email address you know take note of the significant things and you know always lean on the sign of caution
09:15in terms of if that comes to you ask a question before you look to entertain it and where would
09:21you be asking the question always to the authorised authority
09:23ttps website as the authorised police communications department so thank you very much Whitney for bringing up some members Mr.
09:30Ali there's a certain age group which is more the mature age group right you know persons like to describe
09:36the mature age group as being old that is not the case but it may not be as tech savvy
09:42as most of the young persons are and this is where a lot of the scams take place that is
09:48why I was stressing more on to the persons or mature audience
09:53out there and you're receiving this information and you're receiving this information and you see if you're uncertain don't click
09:58on it yes call maybe if you have someone who is tech savvy in your life yes it could be
10:04a daughter a son a neighbor whomever I'm a co-worker yes that could assist you or you could call
10:10it ttps why not and they could guide you accordingly but don't just click on things because you see a
10:15link precisely and what I would like to share as well in terms of what you're saying anytime the notice
10:21or the communication
10:24is going down the road of you entering into a financial transaction that is where if you if you wanted
10:31a red flag let that be the red flag because you're not going to be you know you know how
10:37engaging in a transaction with your hard money without being lucidly clear that what you're engaging is a legitimate transaction
10:45so once you think money has been called for in a transaction that should be the red flag to say
10:50you know what let me check it before I enter in any transaction
10:52and most most most of the times I mean before we went online to do payments for traffic offenses yes
10:58if you have not received an actual physical ticket because it's very rare we hear that you receive it via
11:06email or it is it is not something that is prominent in Trinidad like that well let me get in
11:12right away and hence why and I'm happy that you said that hence why I indicated that if you are
11:17reading and you are following
11:19the Motor Vehicle and Motor Vehicle and Motor Vehicle and Motor Vehicle and Motor Vehicle Act that notice of the
11:22violation you will normally be the recipient of it where it will be generated and served so you will have
11:27information if you are detection yes the law was contemplating the electronic means where the red light system but that
11:34has not been implemented that's still in your state of review so as it stands a traffic violation you should
11:39be issued with the actual notice or in some cases it's left on the windshield of the vehicle but there's
11:46something tangible
11:46as opposed to that electronic format so that's correct if you can do it online to the service that there's
11:55a link and even if you are you are having problems you would not go there you could go and
11:59if you knew you didn't you didn't do anything that's looking to pay that's correct so you have created sufficient
12:06information to act with due diligence
12:10and on the side of caution no Miss Ali let me ask you this with regards to persons getting things
12:15like this because we're seeing a lot of fraudulent activities happening not just this one yeah where the fear of
12:21I can't go to jail or I don't want a warrant out for me it's what these criminals are feeding
12:26on because they were so many law abiding citizens yes that they put themselves in a position where they are
12:32questioning you know you never broke any laws you didn't any sort of um traffic offenses there was none that
12:38you could recall yes
12:39but because of fear and you don't want your name out there you rush to pay it well yes and
12:46um well you know that could be a consideration but you know that due diligence are we talking about know
12:52yourself so it always come back to you you need to know yourself
12:59important do people know themselves well i hope that through this platform yes that you will know whether in fact
13:05you are a person who are in compliance with the law
13:08mm-hmm right or if you are if you are a person who normally breaching the traffic signs and well
13:15then of course you may be looking for know yourself you'll be like okay well maybe I did like I
13:19remember when I went up the new entry street and maybe that's yes that is why yeah but still regardless
13:24so if you're doing your due diligence yes as you indicated which is the solid point exercise due diligence in
13:30terms of what you have been met with look at it examine it look for the matters that you spoke
13:36about cannot go um done
13:38speak about the area of the look at the email address very important look at the method look at the
13:43account that been given look at the engagement engage in a transaction
13:47ask the pertinent question and they're not even say it's a contestant in court they just want you to pay
13:52well you see so pay attention to that and with me you are continue to bill as you know more
13:57red flags but let me just ask a question I don't know whether we missed it did they provide a
14:01number
14:01yes yes we have numbers that persons could contact you could call 612-2470 again 612-2470 extension 15020 or
14:1515021 that's in the port of Spain area and in the south area you could contact which is the same
14:21number 612-2470 again I'm repeating that but the extension for south it's 40150 and in the east it's 71074
14:31and in Tobago it's 14139 and use the general number before giving the extension according to the zone but whichever
14:38one you remember I believe they could use that to you know try and contact if you know of anyone
14:44or if you are a victim of these fraudulent activities right now let's take a look at what's making our
14:49SOE update as of today a brand new month as I move in August 5th
14:535th 2026 number of operations 11,054 number of targets prior to offenders 2,830 searches conducted 4,042 traffic
15:08operations 6,809 total persons arrested 4,882 total persons charged 1,174 firearms recovered we are seeing no increase
15:21we're seeing no increase with again the wrongs of 9mm giving us a total of 5,310 and dangerous drug
15:35seized we are seeing an increase once again with the cannabis Mr Ali
15:39Well thank you very much Whitney and again evidence of the joint effort between the law enforcement agencies and the
15:45citizenry of Trinidad and Tobago represented in these statistics and I always want to recognize the citizens to continue to
15:52make your contribution honour your obligation to promote safety and security in Trinidad and Tobago so that statistics is evidence
15:59of the work that you are doing together with law enforcement
16:02So right now let's take a look at what's making today's headlines
16:33And those are your stories making today's headlines
16:35So Mr Ali with that we see the TTPS continues to work extremely hard and I know we mentioned the
16:41joint effort that we are seeing moving forward which we will touch a little bit on where we are seeing

25:17And then in the current state of emergency, you have the provisions in the emergency regulations for Army Defense Force
25:27to join the police in operations, of course, in a control context.
25:31So what we are seeing here is the furtherance of using all our state resources to be able to promote
25:38safety and security, and hence why, you know, I always ask the secretary to be mature when it comes to
25:42safety and security.
25:43This is not something to be, you know, being, playing, you know, politics with per se, but it's to see
25:51whether, in fact, if we are facing crime and criminality, and we can have joint efforts where we have additional
25:56resources on the ground, it will, it can only auger well for the safety and security of Trinidad and Tobago.
26:02That being said, you're bringing police and you're bringing army to, you know, to help support.
26:07I want to go back with the joint effort here.
26:11The citizenry still remains a critical component where they be joint police, police, sorry, and army.
26:20That third element, which is a big element, the citizen should be viewing themselves.
26:24So when we hear about police and army, we should be putting ourselves in that.
26:27Police, army, and citizenry, that is how we're going to fight this surge of crime and criminality.
26:31So let us welcome the initiative.

28:45So let us think as a nation that the defense force and the police, they are there not for decorations.
28:53They are there with a claim mandate to help suppress crime and criminality.
28:57Now, if there's a need to bring them out legally, let us bring them out so we have more eyes.
29:01We have more resources on the ground to be able to ensure that we all are enjoying the right to
29:06safety, security, which is a life, safety and security of the person.
29:10I will say this, Mr. Ali, as I would like to the public, that they need to also be aware
29:14that the defense force, their training is not the training of the TTIPS.
29:21So when you see how they're doing what they're supposed to do and you're recording and saying all the wicked

31:51the ttps as well as to emphasize that while this is coming into motion it's important for
31:57very senior supervision of these joint efforts and this is to ensure that the trust and confidence
32:03continue to be with the joint effort so that you're not having a particular group abusing powers or even

35:21Now, before we went to the break, Mr. Ali, I spoke about what the Honorable Minister of Homeland Security was
35:26definitely putting forth to the public.
35:28And it seems like the public, they are ready to receive it.
35:31We're looking for something to happen with this crime situation.
35:34And as we dive in a little bit more, according to the Daily Express, bulletproof security posts ready within days,
35:41says Alexander.
35:42So, the Minister of Homeland Security, the Honorable Roger Alexander, has disclosed that the 30 joint army police posts will
35:49be bulletproof, fully equipped, and mini police stations, which will be rolled out across the country within days.
35:57He said the units have already been procured and will soon be stationed at locations along major highways and intersections
36:05across the country, which we mentioned, the arteries throughout the country, Mr. Ali.
36:10He also stated, as well, the container-style units are equipped with toilets and other amenities to ensure law enforcement
36:18officers are secure and have access to facilities they need.
36:22And the caller previously was asking with regards to the rapid response and how it will assist.
36:28So, the Minister is saying that the first set of units will be deployed along the highways connecting north and
36:35south Trinidad.
36:36And he also said a vehicle will be assigned to every site.
36:41So, you know, what you have just read is indeed a strategy, a policy response, you know, combining both the
36:49TPS and the Defence Force.
36:50And hence why I indicated that, you know, let us be mature and responsible in terms of how we are
36:54receiving it.
36:54It is always geared towards our best interests.
36:57This is not something that has been done to be prejudicial to us.
37:02The majority of persons have known all of citizens of Trinidad and Tobago.
37:06When they go to sleep, they want to ensure that they are sleeping comfortably.
37:09Listen, Mr. Ali, if I could get a police and army post where I am at, I am receiving it.

37:34what we should be thinking is, how can I contribute to that effort?

37:39And I, this afternoon, I deliberately came here this afternoon to emphasize the importance of that joint effort with the
37:45citizenry.
37:46So, army police, but the common denominator will always be the citizenry.
37:50So, what are you asking the citizenry respectfully this afternoon?
37:53Yes, I respect the different opinions.
37:55Very critical positions.
37:56Yes, you all can impact on the strategy.
37:58And I am sure the Honorable Minister and the Government will listen if there are critical things that are presented
38:02to make it more effective.
38:04What can you keep it under review?
38:05But the critical thing is, we should be asking ourselves, how can we contribute to that particular initiative to ensure
38:11that it's successful for every citizen of Trinidad and Tobago.
38:15And someone mentioned, if there is a crime and vehicles that are involved, leaving one point or next, these home
38:20invasions,
38:21perhaps this grid of joint army and police can perhaps be the response to be able to intercept those activities
38:29so that you can, with me,

39:16One, I support the initiative of the Joint Patrol.
39:19We have been in San Fernando.
39:20It's a very good initiative.
39:22I've traveled all over the world and you always see police presence in every corner.
39:27For example, I was an old man in my city after a couple of weeks ago.
39:32I was in Colombia.
39:32I was in the Dominican Republic.
39:34It's excellent.
39:36Now, last week I was looking at the program with the Officer Omi over us.
39:41And there was a caller who called about noise pollution.
39:45And he's saying that the residents made a report about noise pollution, but it was statement
39:52from the residents.
39:55I think that's an archaic way of thinking.
39:58Because today, we have technology.
40:01For example, if they get a complaint on noise pollution in an area, they have on mass police
40:07uniform because they also have undercover police to go and take a statement rather than
40:13from the neighborhood.
40:18from the neighborhood.
40:21They have enough people in the police service to have that information bring to court or
40:28to prosecute rather than with a neighbor.
40:35If it is that pollution, that's all that happens.

40:47The second issue of reference to the noise issue, I think, is very timely.
40:50And I'll take this opportunity to see on Friday between 1 and 4.
40:54That, again, we're going to have a public discussion on this issue of noise.
40:57I know many persons have called in and have spoken about this issue of noise, asking for
41:01reform, asking for the response, appropriate response.
41:04And I like to humbly say that from a Ministry of Homeland context.
41:07One of the first things that I was directed and I dealt with is putting together a noise
41:14pollution policy that is presently in the hands of the Office of the Attorney General to
41:19look at reform and there are specific things that we have dealt with in that policy that
41:23will trigger law reform to be able to address, perhaps, some of the issues that you are
41:27speaking about in terms of what sort of evidence will be relevant to be able to prosecute
41:31these persons.
41:32But this Friday, I'm going to be down there as well to share some of the things that we
41:35are thinking, to be able to respond to this issue of noise and noise pollution.
41:40But I want to indicate from a public context, a public nuisance context.
41:43If we are speaking noise pollution from an individual context, we are talking the law
41:47of thought but in a private context.
41:48What we look at is when persons are making noise, they are affecting a class of persons
41:53and it's important for us to understand that unless the law is reformed to ensure that,
41:58you know, we give it a singular response.
41:59But for now, actions, it's in the horizon and I ask the citizens of Trinidad and Tobago
42:03to be part of the discussion and I ask the decision makers to be expeditious in terms
42:09of looking at law reform and other response.

45:56the
45:58other as well what's the use of a divorce or the criminal election there is you know
46:04a really good practice in a concerned way because you know that it's not a good question about the rule
46:09of history
46:11you know that a plan is there going to go to a politician now you know good practice you know
46:21that has sort of the road
46:22but now as well it's not on the ground policy and that policy you're telling
46:28You need a guide, you need to know that you must have that kind of policy and also the
46:33commercial optimization directive, right, to drive that.
46:38And it's going to give it all the ongoing criteria for selection and all of that.
46:43But the thing is, it's policy.
46:45And policy will drive, right, you get the music of whatever you do, particularly correction.

47:42I want to say that what the country would have seen in the last 48 hours is looking at the
47:47prevention of crime.
47:48And emphasizing upon our nation, youths, and by extension, the adults, that there's an avenue away from crime.
47:55And we just demonstrated the use of music.
47:58Wherever those individuals may be, um, possessing that talent, we intend to explore it.
48:03And you are quite right in terms of looking at it from a policy context.
48:07Deep discussions were had in relation to that arrangement with that individual having the opportunity to be able to utilize
48:15that studio.
48:16And, of course, like in anything else, we are going to strengthen that policy because we intend to use it
48:20effectively.
48:21And I'm happy that you raised that because that is a significant area.
48:24I always make mention to the Honorable Minister of Homeland Security, indicating that you cannot arrest, you cannot charge and
48:30prosecute your way out of this.
48:31And we must be looking for alternative ways of doing things.
48:34So, this should be a very clear call to the citizens of your children in Tobago.

49:05of the parole bill that will be coming as well soon.

49:16That in a meeting yesterday, that we were very focused in terms of how do we prepare for the proclamation
49:21of the parole bill.
49:22And looking at other areas where a person may even be in remand.
49:26How we can look at, you know, rehabilitation, restorative justice and so forth.
49:29So, we are looking at it with very deep lens to ensure that we look at prevention, prevention.
49:34Or if we cannot prevent, rehabilitation and restorative justice is real in Trinidad and Tobago.
49:40So, to the citizenry of Trinidad and Tobago, and particularly those who are vulnerable.

50:03the three arms of the state?

50:15But what I want to say to you in simplicity, and you know the experts in law, the law lords,
50:20you know, at all levels have spoken about.
50:22we spoke up about our separation of powers continuously but when you look at
50:28the Constitution anybody constitutional frame you have to look at really on
50:31street whether that separation of powers is expressed or whether it says
50:34something that has to be read within the Constitution to ensure that there's
50:38objectivity independence and determine itself separation now if true
50:43institutions just remain like this another word let's say you go to hold a
50:45cup with me right and your hand your fingers are not coming together they're
50:49not joining you know but they come into together if you are not able to bring
50:52the fingers together you can't hold it up because going to follow yeah so let us
50:56look at that and say okay why we may have the Parliament we may have the executive
50:59we have the judiciary as the true institution of the state what is
51:03required is some some some coming together but through proper protocols and
51:10liaison so the Constitution is in my view structured to be able to facilitate that
51:16movement but it's important for us to recognize the avenues that are
51:19available to be able to engage for example let's say for example the
51:23executive has engaged judiciary there's a portal contact whether the head of it
51:26the bar as in terms of the Attorney General whether you're going to the DPP
51:30into the civil and criminal or whether you're looking at it on other angle in
51:33terms of Parliament and looking at the the judiciary so yes we have spoken about
51:38separation of powers but if we keep separated nothing gets done but within the
51:43three institution there are offices that creates the bridge to have these
51:47institutions flowing and that's something that we need to pay attention
51:49could you mention the three institutions again Parliament yeah the executive and
51:53the judiciary okay and these definitely these three need to work together
51:59hand in hand the the functions and responsibilities that each have let's
52:02give let's give an example the executive will of course include the police
52:06yes the police what is the criminal justice system they will arrest and charge and
52:11where the place in you before we the court before the court and the court knows how
52:13to perform a function yes so yes you'll want that independence
52:16objectivity from the court ensure that there's impartiality when they are
52:19dealing with when the executive takes action but I'm saying that any context
52:23why you look at three institution strictly speaking if they stay apart then you're
52:28not going to get anything done correct so for example and let me give you one
52:31more example because this is very touchy for me you took me back into into the legal
52:34context and this quickly wrap it up if you have the judiciary sitting to look at a
52:38matter and then look at any matter the CNA there's a gap in the law should they
52:42know use the judgment as a listen may perhaps the Parliament should consider in
52:46the best interest of the people and look at it and see if we can cure it yes or
52:49you remain mum and say okay I'm not going to get into legislative no because then
52:53they will have a result for things that's the point so we must have some coming
52:56together but there are offices that are set up in the Constitution to ensure that
53:00the objective there remains but it will get done you would have the day was joint just
53:04seeing everything is joint everything is linked Mr Ali thank you so much for
