02:57Good evening, Trinidad and Tobago.
02:58And to our national, international audience.
03:00At that, this is Beyond the Tape.
03:02I'm your host, Whitney Husbands.
03:04And today, it's Friday.
03:06Yes, it is.
03:06It's the end of another work week for some of you out there.
03:09But the TTPS continues to work along with the media.
03:12And to help us through this evening, we have none other than my co-host and one of our favorite
03:16officers,
03:18ASP Russell, with us.
03:19Good evening to you, sir.
03:20Good evening, Miss Husbands.
03:21Good evening, Trinidad and Tobago.
03:23On behalf of the Commissioner of Police, Deputy Commissioners, Assistant Commissioners, and First and Second Division Officers of the?
03:30Esteem.
03:31Trinidad and Tobago Police.
03:32And we continue to work hard.
03:33Not just work, but work hard.
03:35Extremely hard.
03:36Extremely hard.
03:37Yeah, I don't envy you all a bit.
03:39So we have a lot to discuss, ASP, as it's Friday, and we're getting ready to enter into the weekend.
03:43I know that you have some updates, because I know persons who saw that video that we ran this week,
03:48where a lady was robbed in Westmoreland by a popular pharmacy there.
03:52Any updates that you could give us?
03:54Well, of course, I was in the Western Division.
03:56Today, I want to say, Inspector Grant, well done to you and your team.
04:03Senior Superintendent, Mr. Williams, who is the head of the Western Division,
04:08we thank you for your stewardship and your intervention, your guidance, instructions,
04:13and your operational capabilities with respect to making,
04:17to bring in some positive results to this incident being shown on the television here.
04:24A lot of persons called me, and they themselves were concerned.
04:28But I must say, due to the assistance of the public and the swift work by the Trinidad and Tobago
04:35Police Service,
04:36two persons are in custody with respect to this,
04:41and the investigation is going well.
04:44In addition to which, all of the items that were contained in the handbag,
04:52except for the money, were returned.
04:55Yeah.
04:56Now, we have some more information here, according to the Trinidad Express.
05:00So, a 60-year-old woman was robbed of her license, firearm, cash, and personal belongings
05:05during a violent daylight attack at a pharmacy in Westmoreland on Tuesday.
05:09Now, police said the victim was about to enter, which we are seeing in her MG HS vehicle,
05:16parked on the compound of the said pharmacy around 1 p.m.
05:20when two men approached and robbed her of a handbag.
05:23Now, the bag contained personal items, including a firearm, user's license,
05:28a Smith & Wesson .38 revolver loaded with six rounds of ammunition,
05:33$5,000 in cash, and a car key.
05:38Now, during the incident, one of the suspects pushed the woman to the ground,
05:42which we are seeing right now, causing her to sustain injuries
05:45before the men fled in the direction of a nearby fast food outlet.
05:50Now, two women, ages 33 and 23, were arrested in connection with the investigation.
05:56Officers also carried out an extensive search at an abandoned house along Pitch Road in Laventil,
06:03where the stolen revolver and ammunition were recovered.
06:07No arrests were made at that location.
06:10So, they were busy doing what they needed to do.
06:12Two women, eh?
06:13Two women are involved in that, seeing another woman being robbed like that.
06:18And let's be clear, they were not at the scene.
06:21They were very close.
06:23Very close by.
06:24They were very close.
06:25And we have reached this stage right now with crime fighting,
06:29where we have to be vigilant in Atlanta and Tobago,
06:33there are a lot of persons, there are a lot of, once again,
06:36the issuance of the firearm user's license,
06:39and this firearm has come to the forefront again in the public domain.
06:44And I heard my commissioner speaking about it up to yesterday.
06:48Yes.
06:50Had it not been for the public's assistance
06:53and the swift investigative work of the Trinidad and Tobago Police Service,
06:58we would have had one extra firearm on the street.
07:02And this is the thing that I try to tell the public.
07:06Having a firearm does not make you invincible.
07:12The suspect, the victim, didn't even get a chance to draw.
07:18And that is why we say you have to continue to be vigilant.
07:21You have to continue to be aware of your surroundings.
07:24You have to.
07:25And when you have a firearm, you have to be even more careful.
07:29It's a serious responsibility, Trinidad and Tobago.
07:33It's a serious responsibility.
07:36We hear the concerns.
07:38We understand the fear of crime.
07:41We understand crime.
07:43But we want you to do your part as well.
07:47Understand a firearm would not solve everything.
07:50Now, we're heading into another weekend,
07:52and again, we continue to plead to individuals out there
07:55when it comes to driving and paying attention and being vigilant.
07:59Because we're seeing another case where a hit-and-run incident took place
08:03along with a crash into our culvert
08:05that, again, is causing unnecessary damage
08:09and causing inconvenience to others.
08:11And, again, we continue to plead to individuals
08:14because with this story here with the hit-and-run
08:15and the crash into the culvert, leaving two dead in Central.
08:19Now, two men have died in separate road traffic incidents
08:23in Central, Trinidad, within 24 hours.
08:26And this is a situation where we continue, again, ASP,
08:30to ask the public any way in which we drive.
08:32It will reach your destination.
08:36Two persons there.
08:37We send condolences on behalf of the police service
08:40to the family members of the persons that met their demise.
08:46And I know the Trinidad and Tobago Police Service will do our best
08:51and will ensure that the investigation is properly done
08:56and that persons suffer their consequences
08:59where there would have been breaches of the M.V.N.R.G. Act.
09:03Yes, so in the first incident, we will mention a 38-year-old Martin
09:07of Sesame Street, Prisal, was killed in a hit-and-run on Wednesday night.
09:11Now, police said they believe Martin was walking along the Prisal main road
09:15when he was struck by a vehicle.
09:17CCTV footage reportedly showed him being dragged and then run over,
09:22although the point of impact was not captured.
09:25He was pronounced dead at the scene after officers of the Grand Coover Police Station
09:30responded around 9 p.m.
09:33and the investigations are continuing.
09:36And then the second incident was a 47-year-old Mr. Batiste of Ramlau Trace,
09:43Chiclan Village, Freeport, died after his vehicle collided with a concrete culvert
09:49at the Three Roads Junction, Mission Road, in Freeport.
09:53Causing death by dangerous driving.
09:55We would have spoke.
09:57We continue to speak to the motorists on the roadway
10:00and sometimes we feel as if our words are falling on deaf ears.
10:05Yet still, when we have enforcement exercises, the public, they become upset.
10:11But this is the reason why we have continuous enforcement exercises out there.
10:18It's just hard to say, and again, condolences to the family at this time.
10:22Right now we get ready to take a look at what's making our update as SOE of April the 17th,
10:282026.
10:32Number of operations, 3,767.
10:37Number of target priority offenders, 1,313.
10:41Searches conducted, 2,290.
10:44Traffic operations, 2,113.
10:49Total persons arrested, 1,616.
10:53Total persons charged, 365.
10:57Firearms recovered.
10:58We see an increase of the pistols and the shotguns, giving us a total of 94.
11:02Ammunition recovered.
11:04We see an increase of the 9mm, the 12 gauge, and giving us a total of 2,247.
11:10And the dangerous drug sees, we see again, increase with the grams of cannabis.
11:15ASP.
11:17Firearms, ammunition, and narcotics seems to be the trend in Trinidad and Tobago at this present time.
11:25But we would not give up on you, Trinidad and Tobago.
11:28We will continue to do our best to make sure Trinidad and Tobago is a safe place for all that
11:34live here, work here, visit here.
11:37We will remain truthful to the oath that we took as members of the Trinidad and Tobago Police Service.
11:44And we will continue to be there for you.
11:47We ask that you continue to highlight and commend us where we do well.
11:50And in situations where we deserve a little tongue lashing, we're taking it as well because we are there to
11:58protect you.
11:59And we will hear your criticism.
12:00And that's why we have things like the tongue meetings and the station councils and the community walkabouts, you know,
12:07to hear and to meet and to connect with you.
12:10So when we come around, you know, engage us.
12:13That's very important.

15:31The TV6 News.
15:34good evening good evening mom yes yes ma'am great program as usual this program is really
15:43you know really really big the first point is the pdo when you when a pdo involving minors
15:50what do you think will happen especially at the end of this s3 because just imagine you're a minor
15:56you get yourself in this and then it's a pdo i wonder what what you think about what is your
16:00take on it the second point is the forward and srp is in kidnapping and forcing imprisonment charges
16:08because and because he knew the person of the commercialization he said he could have done
16:12anything when you're supposed to protect and first you're behaving just like them i mean they should
16:18have a special area for people like these because you're supposed to protect them first and you
16:24say something needs to be done about that and you see those transmitting officers they're really
16:30really very good and very important i went to one in march in south and it was good you know
16:36at first
16:36you know people taken a while before they come in they took a january register and what what what they
16:41have done they had passed or something like if you wanted it something to fill out like a form
16:46where they were asking questions you know questions like if you had dealt with police how it was
16:51and what you want to hear and things like that probably people who must hear you know they want
16:55to be and i think it was that it was optional so you didn't have to take it because you're
16:59asking
16:59whether you have to know something to fill it up it was really optional and when you listen to what
17:04took place which when they talk about the area it gives you something to tell you the number of
17:11things that took place around time the number of murders around a sweeping time the number of rates
17:16robbery and things like that and then you question them and they were very very good really it was
17:22really good so those song meetings you learn a lot because a lot of things people say a lot of
17:26things
17:26you talk about the different areas and some of the things you really you don't know and they address
17:31it and they really really really address it in a proper way so i thank you these song meetings are
17:37really important some people need to go to them here they have a lot of things so all the best
17:42to all of you
17:43have a safe weekend and if it is trafficking and this accident thing we really don't know what
17:48to take in place but alone knows but as you said too you're not going to make it work but
17:53god is good
17:54all of you have a blessed weekend and be safe thank you thank you same to you yes well and
18:00commented i'm
18:00happy that they call her could call and then you know share her experience with respect to the
18:07talk meeting that's why we always encourage you to learn to be good despite what you may feel about the
18:12police
18:12this is your opportunity to get closer to them to understand how they think how they operate what
18:18they look at it brings you closer to us but respect to the situation with the special reserve
18:24the situation is one that touched me as well um and i hear the callers you know speaking about a
18:31special place for them it stemmed from a situation where because the victim was his is his ex-girlfriend
18:38and i want to tell the men out there and even the women when people say no respect their nose
18:45when
18:46people say stop respect their stop now i understand matters of the heart i have experienced matters of
18:53heart and i understand matters of the heart and i i but i would tell you something with time
19:00he shall heal with time time healing prayer prayer time prayer groups counseling jesus
19:09you will get there you would heal now the police officer you know acted out of his emotions and would
19:15not put himself in a situation where he's before the court and let it fall with me yeah yeah because
19:24did wrong we are here to uphold the law yes without favor and affection malice and evil and the public
19:32should take a stand back and recognize that the children to make a police service we are not afraid to
19:38investigate and prosecute our own with respect to the miners the miners being placed on pdo that's a
19:46reflection of the parenting and in my view the parents should accompany the minor in the pdo as well
19:55should be there the parents should be yes totally agree all right right now um esp we are always in
20:03a
20:03place where we mention these dogs we are stressing since this week last week about the dangerous dogs
20:09that persons have unmuzzled walking through the parks and the savannahs and still people are not taking
20:17heed they don't business because the 50 000 are sitting down waiting to be received by the state and jail
20:24time because i have enough time i guess i have a lot of vacation on their hands that they're willing
20:28to
20:29take that chance what could we say again what miss husband is it our example we're looking at here now
20:34i know the commissioner i know it has come to the attention of the commissioner and if it means that
20:39we
20:39have to do a departmental order or give a particular instruction of policy to have officers engage persons with
20:47these dangerous dogs who seem hell-bent on not listening to what we are saying we would have to do
20:53what we
20:53have to do what we don't want is that you the members of the public start with the usual the
21:00police wicked
21:02widening around dog criminal nobody insane do not have your dog we are asking that you are responsible
21:09be a responsible dog owner dog handler muzzle your dog when you're coming into the public we ask that we
21:17would have told you all we share the consequences of your actions we we pointed you to the law so
21:23that you
21:23could do your own research i don't want when you see the first person is being brought before the
21:30court that the callers start or the country started the police wicked
21:37yeah yeah for the better i showed rules of your back like water well it is what it is and
21:43everybody's
21:43entitled to their opinion but it wouldn't stop us from doing our enforcement yeah i mean at the end of
21:50day we have to continue being law-abiding citizen because i'm a citizen of trinidad and tobago and
21:55at times i have broken the law where i was clearly in the wrong and i had to face my
22:01consequences but i
22:02try my best not to continue to give back to the state the funds that they don't need right now
22:07especially
22:08from me right so um we have some information on video feature that we want to share with you this
22:14evening
22:14and this took place on april 10th and there was a media briefing from the north eastern division which
22:20was held um where we saw the senior superintendent claire guy allen had things to say about this
22:27division so let's take a look
22:37in keeping with the ttps strategic plan and operating plan 2026 and as visionaries in crime prevention
22:47reduction and detection the northeastern division has proactively and vigorously implemented diverse
22:55intelligence-led operations this has significantly contributed to measurable improvements in public
23:04safety crime reduction across the division the detection rate is 35 percent the targeted operations
23:13implemented have enhanced our capacity to disrupt criminal networks increased detection rates and
23:20improve response effectiveness whilst fostering greater community engagement and trust and this is done
23:29through strategic deployment data-driven decision making and inter-agency collaboration the division
23:38continues to strengthen its operational posture and deliver tangible results aligned with the national policing
23:47priorities some of the key strategies implemented in the northeastern division are one intelligence-led policing
23:57we have increased police presence in identified hotspots we have anti-gangs and firearm suppression operations
24:06throughout the division in these operations we conduct and execute coordinated operations targeting known
24:15offenders we have increased our search warrant exercises and this is aimed at recovering firearms and narcotics
24:25it is notable that firearm is a weapon of choice when it comes to murders and violent crimes within the
24:32division
24:33we are also maximizing on the use of the state of emergency laws by placing priority offenders and gang members
24:41on
24:42preventative preventative detention orders to prevent future acts of crimes to public safety
24:49we have seen in the northeastern division a reduction in serious offenses as far as 83 percent reduction
24:57during the state of emergency northeastern division we have executed 338 operations
25:04targeted 189 party offenders and 208 houses were searched 40 persons were arrested 25 of those persons were charged
25:19seven people are currently on preventative detention orders and nine firearms recovered
25:26so i would conclude by saying the northeastern division we really remain committed to proactive and
25:35intelligence-led policing in order to reduce and prevent crime within the northeastern division the
25:43strategies have been working we will again continue to look at it and see how we can make it best
25:51for everyone within the division
26:01and of course you heard from the senior superintendent claire guy allen sp russell your thoughts on the division
26:10well i stand here with a smile because i like when my officers are out there and you know when
26:15we look at the
26:17strategic and operational plan 2025 to 2027 you're seeing an amalgamation of the community public partnership and
26:28public safety so you're seeing web web one and four combines with the other two two and three because
26:33the use of the technology as we look at the spatial and temporal incidences of crime to deploy and redeploy
26:40our resources as we go forward you also see the increase in the operational visibility throughout
26:46china and tobago because you realize every division and as i stand in the western division and the northern
26:52division are also in operations wise i speak yes so we would hear those next week so by no means
27:00do we
27:00want the persons in china and tobago to be of the impression that we have lost it and that we
27:06have thrown our
27:07hands up in the air by no means and when i stand before you i i want to tell you
27:12that even outside of
27:14the s3 when it is completed we will continue with this increased operational visibility we would look at
27:22how we issue leave and stuff like that to ensure that we have sufficient boots on the ground at all
27:27times
27:29because we want to reduce the fear of crime reduce crime increase detection now two things as we go forward
27:37two things i noticed quickly one the body cams some of them they were wearing the body cams say that
27:43again there some of them were wearing their body cams nice which i noticed which was a plus and one
27:48thing i suggested the ttps and the executive which is very important i think your officers need to be
27:53wearing gloves when they are executing their searches and doing certain things that could you know injure them
28:00in some way because i don't want anything to happen to them you don't know why they're searching something
28:04they put them and you don't know so you need to protect yourself so right now we have a call
28:09on
28:09the line so that's actually phone lines caller good evening good afternoon my husband how are you you
28:15looking beautiful hi sir how are you officer i haven't told you all in a while but anyway it's just
28:23to give
28:23you i love you both of your compliment but the main compliment i want you officer to give it to
28:30the
28:32commissioner he is awesome he is doing what at a time everybody feel they know it all from donkey
28:38is time and they are they don't want to give this government and they all would have placed this
28:44short time so far he is very good and he has a lot of patience you know why you say
28:49blessings upon him
28:51immensely and you all okay just we all have to be safe we all have to be safe what can
28:56i say you know
28:58i pray that they one thing i do hope that they do you have to monitor not only trinidadians but
29:04these very civilians there's so many crimes going on and you know maybe we told you when you wink
29:09it's very brilliant all over trinidad and tobago and you may have a lovely weekend go to view
29:16thank you so much so don't forget to deliver my message to the commissioner please
29:20and i will also listening to i will mom yes and i well when they call a call and they
29:28come in the
29:28police service i i smash i don't want to bring a round of applause you ready please and thank you
29:36nice mama i'm almost certain the commissioner heard you and if he didn't hear you someone will give him the
29:43message if not when i see him on monday god's willing i will give him the message and i'm happy

33:04Make yourself an easy target for theft and robbery.
33:08Make it tough for criminals.
33:11Don't give them a chance.
33:13Switch off your engine, remove your keys, and stay alert.
33:17A message from the Trinidad and Tobago Police Service.
33:50The Trinidad and Tobago Police Service.
33:52No, I'm doing pretty good.
33:55I want to make a suggestion.
33:58We have thought to bring down crime about 50% by spending $1 million.
34:06I'll explain to you because that's a kink outside the box.
34:12So the officer said this.
34:14Listen then.
34:15A few days ago, I had written a issue where I was saying that it's about a thousand people
34:22who would raise issues against police.
34:26And we were looking at it, we were looking at it.
34:29And then the response was that you have to take everybody's ideas into consideration.
34:34I know you are a diplomat.
34:37But what I think we should possibly do.
34:41The commissioner, I think, correct me if I'm wrong, mentioned the interview.
34:46That is about 500 persons that created all the civilians in the country.
34:53Let us give every officer who bring in one of those $500, $1,000 each.
35:04How much, sir?
35:06And one of those $1,000 each.
35:09Even five officers that bring in hurry.
35:13Five, five dollars.
35:15And I could guarantee you, within six months, that five of the people disappeared.
35:22How do you know, sir?
35:27I find the amount a bit small.
35:30I find the amount a bit small.
35:33I thought you was going to say 5,000 a person.
35:36I will.
35:38I hear the caller.
35:43And it's a good idea.
35:45We do have our commendation ceremonies.
35:47And I am sorry I did not keep my last list of the one that I shared recently for you
35:56to see how we commend persons.
35:59Caller, we hear your suggestion.
36:00I could take it to the commissioner.
36:02However, in our duties and responsibilities, we are being paid, at present, to do this.
36:11That is my thing.
36:14The incentive should come where there is exceptionally good work, where the officer went beyond the call.
36:21But this is one of our basic duties and responsibilities under 64 of 2000, which is our departmental order that
36:29speaks out the duties and responsibility of all the officers of the rank of assistant commissioner coming downwards to the
36:35constable.
36:36So, call it I hear you.
36:37It's a good suggestion.
36:39But I would want to try proper supervision and management first.
36:46I would want to try motivation first.
36:51I would want to try providing the proper equipment first, vehicles, bulletproof vests, body cams, increased training, better training, and
37:06a few other things first.
37:08Before we reached on to this.
37:10So, we have some work to do.
37:12And we will do the work.
37:14See, I still tried for you all.
37:16But you kept it honest.
37:17We have another caller on the line.
37:19Caller, good evening.
37:20Hi, good afternoon.
37:22Oh, good evening, Rob.
37:22I'm a husband.
37:23Good evening, ma'am.
37:25Good evening, ma'am.
37:25I'm going to be a bit off the topic, but I worked in Port of Spain, and I was walking
37:30along Queen Street, and I saw a group of, well, you know, it's rookies when you see them, because it's
37:37a group of them.
37:38And I noticed specifically three of these new guys, and their trousers were very tight, because you're seeing all the
37:48contour and everything.
37:49And I was wondering to myself, particularly officer, how are these gentlemen able to maneuver comfortably if they have to
37:59go after a criminal or, you know, a bandit or something?
38:03The fans were really, really tight.
38:05Anyway, have a good afternoon and a good weekend.
38:08Thank you, ma'am.
38:09Valid point.
38:10Thank you, ma'am.
38:12Remember, you have tips that you have to follow.
38:14Make yourself a hard target.
38:17Well, the officers may have eaten too much and put on some weight, ma'am.
38:22I know we have a process, because we don't make the police services responsible for issuing the uniforms.
38:29Right.
38:30When you reach a particular rank, Inspector, upwards, you go to the master tailor.
38:37And I want to stand here, and I want to inform the public that you ought not to, and it
38:43actually could amount an offense for you to alter the government's uniform.
38:48But that's about to ask.
38:49On your own, so you must take it to the master tailor and stuff like that, who they would do
38:54the altering for you based on your measurement or your concerns.
38:57So maybe the officer need to visit the stores and get a new pair of trousers.
39:03And what stood out to me, the caller indicated that they were recruits.
39:08They had just passed out.
39:09So maybe that was the uniform that they were issued from since in training.
39:14And now that because in training, you're more physical and, yeah, you lose some weight.
39:18So it may have fit them well in training or when they're about to pass out.
39:22But as you return back where you're going home every day, you know, you're back to your regular routine somewhat
39:29and to the fast food and these sorts of things, because we understand diet, they may have put on some
39:36size.
39:36So hopefully their supervisors can send them to visit the master tailor soon.
39:42Well, I hope some of the officers are listening to you where they should not alter their uniform because some
39:47of them, it looks like they alter it because they look fit.
39:49So I don't need to put it on.
39:50I mean, I suffer the same consequences, but I've never altered mine.
39:54But yeah, we have another caller.
39:55Caller, good evening.
39:58Hello, good afternoon.
39:59Hi, good evening.
40:01Good evening, caller.
40:02Hi.
40:03I listened to the last caller.
40:05Not the last caller in caller before that.
40:07I agree with the officer.
40:09The officer, the police has a function to do.
40:12That is their function.
40:13But let us be clear.
40:14You think anybody would put a life at risk for $1,000?
40:21A person might put a life at risk for $1 million, not $1,000.
40:25So that ain't making no sense to me.
40:27And next thing I repeat, what the point was, all this exhibit, I'm thinking about, they're talking about crime and
40:33solution.
40:35What about these people that lay off?
40:37They can't, they don't have anything to eat.
40:39Publicity is one of the things that brings crime into the effect.
40:43So this was for almost everything.
40:46Yes, we are saying, okay, do this, do that, ask for us.
40:49What about before?
40:51What about now?
40:52What about now?
40:52People want to eat our food.
40:54Let us be reasonable.
40:56Let us be honest with ourselves.
40:57And these people have said yes, they are suffering.
41:01They are suffering.
41:02All parts of the world, that social program.
41:04Some people say, okay, they just want to work in the social program.
41:07Yes, because if I want to be an artist landscaper, but however, do you know how much doctors and lawyers
41:13work effects?
41:14You wouldn't want to know.
41:15You would be surprised to know how much people work effects.
41:18So if I want to be a landscaper, so be it.
41:21That's why I could reach.
41:22I want to be the best landscaper.
41:25You understand what I'm saying?
41:26This is my point.
41:28Let them employ people.
41:30Poverty is the cause of petty crimes.
41:33You could put everything in the face of people who could eat and not say they would kill.
41:38They must have a fraction of one to survive.
41:41That's all I have to say.
41:43Thank you very much.
41:44Yes, sir.
41:45Yes, me.
41:46Carla touched on some important issues.
41:49Carla, you're calling all the debate.
41:51You're calling all the debate.
41:52And poverty is one of the main social factors.
41:55Yeah.
41:56Going forward as a contributor to crime.
41:58But we live in a country where education is free.
42:02We live in a country where even if you don't have a meal to eat, there's a box-launch program
42:06that you could sign your children up for.
42:09Sometimes we speak poverty, but when somebody's not, somebody changed to go and buy a Jordan.
42:14So we had to look at it from one angle.
42:17It's called I hear you.
42:18But some of them were involved in crime.
42:20When you see what they're looking to put the money to, it's nothing with cents or nothing that can even
42:25better them.
42:25Yes.
42:26So we have to look at the moral and the values of the principles in society, the training from the
42:31parents.
42:32We have to go back to the ground.
42:33We have to go back to churches.
42:35We have to go back to religious instructions being taught in the school.
42:38We have to go back to parents being concerned in the children's life as to what is going on.
42:43Go back to school.
42:44Go in the school and ask.
42:45Morals and values.
42:46I challenge some of the parents out there who are even looking at the program.
42:48When was the last time you went to your child's school to see how they were doing in school?
42:53Hmm.
42:54When was the last time?
42:55Not for PTA.
42:56Yeah.
42:56When was the last time?
42:57And I'm talking going in the children's school without the teacher sending for you?
43:02No, no, no.
43:02Or without the teacher hitting mommy nice child?
43:04Or disciplining mommy nice child?
43:07And you're going to school to genuinely find out what is going on with my child, my loved one, my
43:14relative in school, and what could we do to help?
43:18Cooking this evening, boy.
43:20On fire.
43:20We take that break.
43:21We'll be back.

45:30Children have rights.
46:01And we are back.
46:02We are back to the phone lines.
46:03We have a caller.
46:04Caller, good evening.
46:07Hello, good evening.
46:09Good evening.
46:11Good evening, sir.
46:15Hello?
46:17Yeah, good evening.
46:19Yes, we're playing.
46:19Good evening, caller.
46:20Go ahead.
46:20Go ahead.
46:21Right.
46:21I'm calling to a present good afternoon to both of you.
46:25I would like to know why the former commissioner, Dwayne Gibbs, policies was not implemented.
46:33Be it with the booking center, the 20th century policing, which have worked out nice, whereby each division would have
46:43a tactical unit, whereby certain sections are responding.
46:47Right now in Port of Spain, I show you with our fire, you have various sections responding and crisscrossing each
46:54other.
46:54It doesn't make sense.
46:58All right, sir.
47:00Yes, please.
47:00Okay.
47:04Mr. S. Barnes, I can stand here and say that no system is foolproof.
47:09No system is without its flaws.
47:11What we need to do is analyze, review, tweak where necessary.
47:16The 21st century had, I was a person, I was part of the pilot project, so when I was first
47:23transferred to the Western Division, I was part of it, there was an issue with some of the hours of
47:28work.
47:29Now, it improved visibility, but it called for a massive amount of human resource, because it was, at any given
47:39time you needed to have, like for instance, in the St. James, we had section 41425152.
47:46It created a nice supervision thing as well, where the corporal, only a minimum strength would stay in the station
47:54and the corporal go out and visit the patrols to ensure that they're doing what they're doing and sign off
47:58on the air force for every course.
47:59It was nice.
47:59It had its perks, but the manpower that was needed to make the program successful, that was an issue.
48:08And with the trying to make a police service, we continue to have persons, retiring persons, leaving the work.
48:14The attrition rate in the police service is also a serious thing, because we're training batches.
48:19So at some point in time, 250 persons will meet their retirement age, and it may happen within a five
48:25to six months period, based on their date of birth.
48:28The recruitment had a lull as well for a few years, and we now started back robust recruiting.
48:35But of course, with robust recruiting, we must have the approval of the government, because the government have to locate,
48:42have to find the salaries to pay these new officers.
48:45You know, so I hear the caller, and I understand, but we had some issues with that as well.
48:50But every division still have a tactical unit, so that has not changed.
48:55Every division has a task force.
48:57And this one, we have another caller.
48:59Call of the evening.
49:01Hello?
49:02Hello, good evening.
49:03Hi.
49:04Good afternoon.
49:04Good evening, your line.
49:05Good evening, caller.
49:06Okay, I spoke just now, officer, you don't understand what I'm saying.
49:11You talk to me, your commissioner said, there's 500 people doing everything.
49:15The majority of the people I'm talking about, not these people who don't sell the gold thing.
49:19I'm talking about the ones who suffer in, and the majority of people don't have, let's just say, no place
49:23to work and all those other things.
49:26Those are the people I'm talking about.
49:27I'm not talking about the one or two who go down the family, because I'm talking about the ones that
49:31I'm going to go, and by genocide, come up, I just got stuck.
49:42You're not talking about the truth.
49:50You don't have the money, I'm talking about the right thing.
50:03I'm talking about the ones that I'm giving you for $16.
50:05And I'm talking about this because they are back here, they might have some family member giving them something.
50:10They might have some family member giving them nothing, nothing at all.
50:12Get some on the ground, you know what I'm talking about.
50:16And forget about the national peace and change.
50:18Like one of the 500, out of one of the 500 commissioners, the commission of politics,
50:24which you all, let me say, before I go further, you all do what I want to do.
50:28Let me do this amongst and this amongst only.
50:30Let us face facts.
50:32There's all around the world crime committed.
50:36But United States social programs.
50:38A lot of people have social programs.
50:40What about us?
50:41We have all this oil at the police.
50:43Take this oil, you don't want to let the people who are part of the society benefit from it.
50:51You're not saying you want to give them something free, free, free.
50:54A lot of people want to work.
50:56And even though they're getting, let us say, getting $800 a fortnight.
51:00You don't have $800 to do.
51:02Let us say about $2,000 or $3,000 a month.
51:04You and I might say we're going to do that.
51:06But you cannot, you know how much things they're going to do that.
51:09And you don't come up with school for this program.
51:11I know about all of that.
51:14All right.
51:16All right.
51:16ASP.
51:18I, I.
51:19The Chantiligo Police Service is not responsible for high-end persons.
51:22I was not going to say that.
51:22So let the, um, hopefully somebody from the government heard the caller and could address the callers concern.
51:33But I can tell you, I have seen many programs.
51:37Why tap?
51:38Mm-hmm.
51:39Civilian Conservation Corps.
51:42And sometimes you go to the class and why tap and you see two persons.
51:48Backhoe driving, forklift driving, mechanical, electrical.
51:53There are social programs that are paying young people.
51:56A stipend.
51:58To come to learn.
51:59Vocational skills.
52:00So as I hear the caller, there is a lot of other issues so wrong, isn't it?
52:06Um.
52:07But that's still not the responsibility of the TTPS.
52:09Of the TTPS.
52:10But.
52:10So I understand what he's trying to say.
52:13Mm-hmm.
52:13And poverty is a huge factor.
52:14And yes, there are educated people who may not be able to get jobs right now.
52:18But they're not robbing individuals.
52:19They come from the same communities that they want to label as whatever they want to label it as.
52:25But they still find a way to find work.
52:28It may not be in the field at the end.
52:30But they're not going to rob anybody.
52:32They're not going to harm individuals.
52:33But what I think it is, I think the caller recognized and he understands the large viewership of the program.
52:39And he decided to share his sentiments so that it would fall on the right ears.
52:45Of course.
52:45And some sort of action.
52:47So, caller, if that was your intention, we thank you for that.
52:49And we hope that your concerns are indeed addressed by the relevant authorities.
52:55Very important.
52:55We have a situation where, you remember, there was an incident that took place with WASA.
53:03Yes.
53:03With vandalizing the property.
53:05Now, we have an update with regards to that.
53:08Now, the Trinidad and Tobago Police Service continues to address recent reports of larceny and malicious damage at facilities and
53:16installation owned by the Water and Stewards Authority, WASA, with the matter receiving priority attention.
53:22Now, the meeting also addressed the growing concerns surrounding illegal water trucking and illegal water extraction.
53:29Now, Commissioner Guevara reaffirmed that all reports involving the theft of critical infrastructure, including cables and pipelines, will be thoroughly
53:39investigated.
53:40He further proposed the integration of WASA's security and CCTV systems into TTPS operational command centers across divisions.
53:51This initiative is expected to enhance real-time monitoring of remote installation and improve response time to incidents.
54:00Now, we have another caller.
54:02Caller, good evening.
54:04Yeah, good evening.
54:05Good evening.
54:06Good evening, caller.
54:06I'm going to be on the table here.
54:08Yes, you're live, sir.
54:10All right.
54:11I can talk now?
54:12Yes, you can.
54:13Yes.
54:14But I'm delaying in trouble.
54:18Hello?
54:18Yes, you could go ahead.
54:19You could go ahead.
54:22So, good evening.
54:23Yes.
54:24Just say what you have to say.
54:25We could hear you.
54:26Yeah, hear what's happening.
54:28Uh-huh.
54:28In Trinidad, they're all at Besson Street or by the river.
54:31Mm-hmm.
54:33I don't know who I could get onto, but all the river, grass growing in the river, rubbish in the
54:38river,
54:40rivers making a tent inside the river, and rubbish all by Besson Street, and in the mountain of Besson Street,
54:47the mountain of the river is only rubbish all over Trinidad Tobago.
54:52Rubbish, darling, rubbish.
54:54All right.
54:55Thank you so much, Kola.
54:56ASP, I know, I guess the corporation could step in there, but that is also concerning for you all,
55:00because persons can hide items in these places.
55:03Yeah, not only that.
55:04When the rubbish, and I wonder how the rubbish gets into the river.
55:09I wonder who dumping the rubbish in the river.
55:12And that's something we have to look at, because when there's flooding,
55:15and as a result of the blockage of the drainings and the traffic starts, then what happens?
55:20Some persons might report, why is it a traffic jam?
55:24They got robbed.
55:25Yes.
55:25If something was snatched from them, they were relieved of some items.
55:28So it's not a concern for us.
55:30We will reach out to the corporation.
55:32We know the corporation have their own issues as we speak.
