03:45Of course, I was paying attention to what was going on out there in the media.
03:48You know, we understand that this is a pretty sensitive situation and a sensitive topic to all.

04:06He spent a little bit of time, you know.
04:08But let me say good evening, Trinidad and Tobago, on behalf of my commissioner of police, deputy commissioners, assistant commissioners,
04:17and first and second division officers of the?
04:20ST.
04:20Trinidad and Tobago Police Service.
04:23Good evening to the international viewers as well.
04:25Yes.
04:26So, Ms. Husbands, we are here.
04:28A new week has started.
04:29I trust that Trinidad and Tobago had a wonderful weekend.
04:32Not so many.
04:34Well.
04:34Because, I mean, the climate of the country is one where coming off the heels of Tobago.
04:40I mean, we got information where the stepfather was charged.
04:45Was indeed charged.
04:46For the two-year-old being, I mean, clearly murdered and from the information gathered from the TTPS,
04:52it's one where they're moving forward with those charges.
04:54But we understand persons with one closure within that Tobago situation.
04:59So, you know, we will continue to do our work in the background, you know, to ensure that we do
05:04locate so that persons could have some sort of closure.
05:09That's one.
05:10With respect to the other situations, I know we will delve into it further.
05:14But I actually know that on Tobago to allow the chips to fall where it may.
05:20You know, trust the process.
05:21I mean, I've heard several different attorneys saying trust the process.
05:25And I am asking that you also trust the process.
05:29How are we able to do so at this time where the image of the TTPS continues to be, I
05:36don't want to use the word tarnished,
05:37but it is in a compromised state, actually, based on the public's opinion from what persons are seeing and, of
05:46course, personal issues as well.
05:48And you said the correct word, the public's opinion based on what was seen.
05:53However, and it's a topic I really don't want to delve into because it's before the court.
06:00And I have to be very careful of what I say here because persons may want to run with it
06:05as a gospel.
06:06An incident happened.
06:08An investigation was done.
06:11Persons were interviewed, statements recorded.
06:13Everything was taken into accountability.
06:16The investigation was taken to the Director of Public Prosecution and certain instructions were given.
06:23All the steps were followed.
06:25I am not an attorney.
06:28I have no other than what I know within the policing realm of my service.
06:33I cannot comment, add, take away, subtract, or multiply the DPP's decision.
06:40And this is where we are at today.
06:42The strange thing is, when is something, and the DPP would have given many instructions on many occasions to charge
06:49police officers for varying different offenses,
06:53you know, and we accept that this is the instructions.
06:57You know, and I understand based on the situation and what is circulating, the public may have a hard time
07:02accepting that.
07:04But that is the DPP instructions, and we are guided by that.
07:09So what do you say to people who believe the information that was gathered from the TTPS is one that
07:14is not legitimate in their eyes?
07:16Well, and that's why I keep saying to persons, trust the process, because once there's a matter before the court
07:23and a person before the court, you have something called disclosure.
07:28And disclosure is ongoing and continuous within any trial.
07:33Even at the disciplinary level in the Trinidad and Tobago police service, when we look at our police complaints division
07:40realm, disclosure in our quasi court, which we refer to as the tribunal, disclosure is also something that is done
07:49there and is continuous.
07:51So what is disclosure?
07:52Disclosure.
07:54Disclosure is really the TTP as prosecutor must hand over to the defense all Trinidad and Tobago, witness statements, videos,
08:08et cetera, et cetera, that would have been gathered to ensure that it's a fair trial and that the scales
08:15of justice remains balanced.
08:17So at that point, there was something called disclosure. Disclosure is not an if or maybe. Disclosure is a must.
08:26Yes, it's mandatory.
08:28Disclosure is a must. Hence, we continue to ask persons to trust the process and let the chips fall where
08:34it may be matters before the court and let everything be ventilated in the court.
08:38Yeah. Now, what would you say to people who may feel a bit hostile now dealing with officers if they
08:45are pulled over after seeing a video like that that continues to circulate?
08:49Well, I would want to encourage them to manage their emotions. I mean, look at it this way, persons say
08:56all sorts of things about the police on a daily basis.
09:00But they don't want to be shot at if they feel friendly.
09:03We don't treat everybody with a great level of hostility. There are times where our customer service may lack. And
09:11I agree that there are times where our customer service may lack.
09:15But to say we are coming out there hostile to everybody, I cannot stand.
09:21No, not you being hostile, meaning I'm asking the question of what the climate of the country right now and
09:26the way the citizens view and operate with the TTPS has heightened to the point of sensitivity towards interacting with
09:34officers.
09:34And because of what they're witnessing, if a civilian is now stopped by an officer, their hostile energy that they
09:43push off will be high.
09:45Well, what I would encourage my officers, I mean, and I would want to tell the public, there is something
09:50called insulting language.
09:52Yes.
09:52So let's not disrespect each other. We will continue to treat you with respect and with dignity. And I like
10:00how you keep phrasing based on what was shown in the video, but there are things that preceded the video
10:07that nobody is speaking about.
10:09But notwithstanding that, Ms. Husbands, I would like to stick a pin in this conversation because this matter is before
10:15the court and I would want to say no more on this situation at this point in time.
10:21Let it go to court. Let it be ventilated by the law lords, by the law minds who will adjudicate
10:27over the proceedings so that the process, the scales of justice will be balanced, disclosure will be made, and we
10:34go from there.
10:34All right. Now, as we're speaking of going from there, when it comes to public gatherings, where are we with
10:40that, and we're in an SOE?
10:42Well, let me just go on. Let me delve straight into this media release here.
10:46The Trinidad and Tobago Police Service reminds the public of emergency regulations amid planned protests.
10:54The Trinidad and Tobago is aware of the planned protests being circulated for Wednesday the 27th of May 2026, which
11:01is tomorrow.
11:02While no permission has been requested or granted for this event, the TTPS acknowledges the concerns being expressed by the
11:16members of the public in relation to the recent developments in a high-profile matter currently being investigated.
11:23The TTPS recognizes and respects the constitutional rights of the citizens to express their views and to engage in peaceful
11:32protests and lawful public demonstrations.
11:37At the same time, the TRINidad and Tobago Police Service wishes to remind the national community that Trinidad and Tobago
11:46remains under a state of emergency.
11:49And as such, certain legal provisions are currently in effect in the interest of maintaining public safety, peace, and national
11:59security.
12:00In particular, under Section 11 of the emergency powers regulations, no person shall endeavor, whether orally or otherwise, to influence
12:11public opinion in a manner likely to be prejudicial to public safety.
12:17The country is currently under a state of emergency.
12:21The TTPS is vested with expanded authority to prohibit, restrict, and disperse any gathering where there is a threat to
12:33public order, safety, or national security.
12:37Any attempt to assemble in protest without authorization during an SOE will be regarded as a direct violation of the
12:47law.
12:48The TTPS will take immediate enforcement action including dispersal, arrests, and prosecution of organizers and participants.
12:58Appropriate police resources will be deployed to prevent any unlawful assembly at the proposed location.
13:14Individuals are strongly warned that participation in such activity places them at serious legal risk.
13:24We urge the public to act responsibly and to refrain from engaging in unlawful conduct.
13:31These are established lawful channels to address concerns and those must be respected.
13:46Let me close by saying, the Trinidad and Tobago Police Service remains committed to protecting the rights of all citizens
13:54while ensuring the continued safety and stability of the nation during this period.
14:00Citizens are encouraged to exercise restraint, act responsibly, and cooperate with law enforcement authorities in maintaining public order.
14:08And, of course, I hope the public was able to understand the importance of this as we are in an
14:12SOE with all the emotions that build up inside and the rights of also the citizens as well.
14:18Now, speaking of the TTPS continuing to try their best to build trust and continue their service, we're seeing here
14:25that it is not holding them back when it comes to dealing with the criminal element.
14:29Now, according to a media release, four held two firearms, ammunition, and narcotics seized in the NCD and SD exercises.
14:37Now, four persons were arrested on two firearms and quantities of ammunition and narcotics seized during anti-crime operations conducted
14:45in the North Central and Southern Division yesterday.
14:48In the latest exercise, task force officers in the NCD proceeded to the Chamfler District between 10 p.m. on
14:57Monday, the 25th of May, 2026, and 1 a.m. on Tuesday, the 26th of May, 2026, where they conducted
15:04a search of an abandoned concrete structure.
15:06The search resulted in the discovery of one Taurus revolver and one round of ammunition.
15:12And meanwhile, in the Southern Division, officers conducted several exercises in the San Fernando and Laramane District overnight, which resulted
15:21in the following arrests and seizures.
15:23A 38-year-old man and a 31-year-old woman of Laramane was arrested for possession of a rifle
15:29loaded with a magazine containing 10 rounds of ammunition.
15:32A 70-year-old woman of Laramane was held for possession of a quantity of cocaine.
15:38A 53-year-old man and a 53-year-old man was arrested for possession of a quantity of cannabis.
15:45And the Esperance Village also officers conducted a search of a bushy area, which resulted in the discovery of over
15:53one kilogram of cannabis.
15:55Investigations are ongoing into the above matters.

16:02And you heard the age of the person that was arrested for coke in 70 years of age.

16:09I want persons to take note of where they found the revolver in an abandoned structure.
16:13Persons are using these places.
16:15When we talk about crime prevention through environmental design, this is what we speak about.
16:20You know, getting rid of the abandoned structures or boarding them up so they are not transformed or utilized as
16:26hiding spots for illegal substances.
16:30Cutting of the grass in the area, lighting of the area to avoid all these dark spots and stuff like
16:36this.
16:37You know, so these are the things that we continuously speak about.
16:40What you're continuously hearing of persons doing, using these locations as well.
16:44I am saying to the community, the residents, I know we have some issues from time to time where there
16:51is persons coming to cut the grass or sanitation on the whole.
16:56But you need to come together as a community to keep your neighborhood clean.
17:00To keep your neighborhood, to rid your neighborhood of all these hiding spots and the relic structures.
17:05Sometimes it may mean you may have to go to the corporation to get certain information and get certain things
17:09done.
17:10You know, but really and truly, the first responder in your neighborhood is you.
17:15So you have to do your best to ensure that you are maintaining a neighborhood that doesn't encourage crime.
17:22Yes.
17:22And speaking of the TTPs, once again, trying their best to deal with the home invasion issues.
17:27According to the Trinidad Express, Granny 89 and grandson robbed in home invasion.
17:32Police are searching for three gun-toting criminals who staged a home invasion and robbery in Point 14.
17:39In Point 14, that is, and so thousands of dollars worth of gold jewelry from a man and his grandmother.
17:45The armed bandits even stole the gold chains off the grandmother's neck, police were told.
17:50Now, according to a police report on Saturday night, a 34-year-old man and his 89-year-old grandmother
17:56were at their residence when around 11.20 p.m.
18:00The man heard someone calling out to him.
18:03He walked outside and was held at gunpoint by three men who forced him back into the house.
18:08They grabbed two gold chains and a gold ring, which the man was wearing.
18:12The bandits then turned to the grandmother, who was sitting in the living room, and forcibly removed two gold chains
18:18from the elderly woman's neck.
18:20The armed robbers demanded more gold and ransacked the bedroom, searching for valuables.
18:26They stole a large gold chain, a gold ring, and a sum of cash, the value of which was not
18:32yet determined, police stated.
18:34The robbers then ran out of the house and got into a vehicle and sped away.
18:38Now, I know there's more to the story as well.
18:40Yes, but we empathize with the victims, Ms. Osborne.
18:42Of course.
18:42The victims of this home invasion here are very loyal viewers of the program, and we empathize with you.
18:51I understand that I heard the account of what took place.
18:55I understand the members of the same Trinidad and Tobago Police Service responded in an exceptional manner.
19:01I want to commend all those that responded.
19:04I wish they could hear what I heard, you know, but to whoever the persons, the officers that responded to
19:10this situation,
19:11I ask that you now ensure that all your investigative techniques, all the tricks out of the bag come out,
19:19and that we really locate the persons responsible for this hideous act.
19:24Again, I want to say we empathize with the victims, and we thank God today that you are still here
19:31with us,
19:31and you can cooperate with us to bring these persons to justice.

20:07Firearms recovered, we're seeing an increase with revolvers, also with the air rifles, giving us a total of 166.
20:14Ammunition recovered, we're seeing an increase with the 9mm, the .38,
20:22also the .40, and we're seeing an increase in the 7.62, and other types of wrongs, which, of course,
20:31the ESP should tell us about.
20:32That is a total of 3,307 dangerous drug C's, we're seeing an increase again with the cannabis, and the
20:41grams of cocaine, ESP.
20:42Ms. Osborne, what is alarming, they have seen an increase in almost every type of wrongs, eh?
20:47Yes.
20:48You know, and it just goes to show what is really out there, and the continuous fight that the police
20:54have on their hands,
20:55when it comes to really ridden Trinidad and Tobago of all those who are hell-bent on creating this level
21:02of havoc in our country.
21:03And I am not immune to what is going on out there, people, and I grew up in Lavantel, and
21:12I know how the atmosphere is at this time,
21:17but I ask that you do not let outside circumstances drive a wedge between the relationship between you
21:25and you're trying to build a police service, all that we would have taken so long to build,
21:30and what we want to continue to build.
21:32Just bear with us and allow the chips to fall with me, but we want to encourage and promote your
21:40continued cooperation and support.

25:06Now, police charged a 16-year-old boy last Friday for sending threatening messages via social media to the Rio
25:14Claro East Secondary School.
25:16Now, this threat that came about, police stated, was on TikTok, on our TikTok account, and it was under a
25:23given alias.
25:24And the message stated,
25:40Now, with that message being sent at that time, they said approximately 60 of the 588 students of the population
25:49had attended school that day.

25:52Ms. Husbands, I am so elated that you touched on that.

57:07yes some started to get a bit frightened but it seemed like it was a bit forced it wasn't being

57:16inmates who were saving life and what they were behind bars for at what age they went in and out

57:21prison and but it gave some of them almost a point of the glamorized the the children so it has

57:27i mean whoever i don't really care and my father maybe went to that or my mom went through that

57:33children got straightened out not the majority not the majority but it it depends it depends i don't
57:39think we have even the facilities to put those children inside there in a prison a state but most
57:45importantly i don't think um i don't think that most of their parents would even consent to that
57:51because we must get the parents consent of course so imagine when they don't even give them the
57:56consent to go to school they'll let them go to prison but you know what though miss husbands and call
58:00that this this and i i appreciate your your suggestion it just shows that the nation the adult
58:07population recognize the crisis that the country is in with respect to the children's youth today and their
58:13behaviors so everybody's coming up with a suggestion and i and i thank the country because it shows
58:18that we are taking attention we are paying attention and and you know we are thinking and
58:22analyzing how we can make sure and to make a better place and this is what we want yes get
